This resolution expresses unwavering support for Israel and a readiness to consider urgent requests for additional assistance to Israel to defend its people and sovereignty. The resolution also states that (1) Israel is entitled to act in self-defense against Hamas, the Palestinian Islamic Jihad, and associated forces, as well as their state sponsors; and (2) the cross-border attacks and kidnappings against Israel constitute acts of international terrorism and aggression.

This resolution states that the House of Representatives stands with Israel as it defends itself against the barbaric war launched by Hamas and other terrorists, reaffirms Israel's right to self-defense, and condemns Hamas' brutal war against Israel. The resolution also reaffirms the United States' commitment to Israel's security, supports emergency resupply and certain other types of assistance to Israel, and urges full enforcement of sanctions against Iran to prevent Iran's funding of terrorist groups.

Transportation Security Screening Modernization Act This bill directs the Transportation Security Administration (TSA) to streamline the process for individuals applying for or renewing enrollment in multiple security threat assessment (STA) programs, in particular the Transportation Worker Identification Credential (TWIC) and the Hazardous Materials Endorsement (HME) programs. Among other things, the TSA must permit an individual to enroll at a TSA-authorized enrollment center once and use the application, as well as information generated by TSA’s vetting, to enroll in any other programs; permit an individual to enroll in more than one STA program at the same time for a single fee that is less than the combined fee for applying to the same programs separately; provide for a streamlined and expeditious renewal process; and provide states the expiration dates for each individual’s STA to ensure commercial driver's licenses include an individual's current HME status. Additionally, the TSA must publish on its website information relating to the streamlining of the enrollment system. If the TSA determines it is necessary to implement these changes through rulemaking, the bill provides for an expedited rulemaking process.

Frederick Douglass Trafficking Victims Prevention and Protection Reauthorization Act of 2023 This bill reauthorizes and updates various international antitrafficking activities and foreign assistance programs; requires counter-trafficking strategies, activities, and efforts to be further integrated into projects supported by U.S. foreign assistance; and requires the annual Trafficking in Persons Report to include information about the trafficking in persons for the purposes of organ removal.

This resolution recognizes Operation Green Light for Veterans and commends the National Association of Counties and the National Association of County Veterans Service Officers for supporting veterans and raising awareness about resources for veterans. International Children with Disabilities Protection Act of 2023 This bill establishes the International Children with Disabilities Protection Program in the Department of State. Through the program, the State Department may provide grants to assist organizations of persons with disabilities and family members of children with disabilities in communicating about and advocating for policies that ensure the family inclusion and transition to independent living of children with disabilities. The bill also authorizes the State Department to fund certain nongovernmental organizations to build the capacity to advance policies such as (1) creating rights protection programs for people with disabilities, and (2) promoting the development of advocacy skills and leadership abilities of people with disabilities.

Technology for Energy Security Act of 2023 This bill extends the energy investment tax credit for qualified fuel cell property for eight years. Under current law, an energy investment tax credit of up to 30% of the cost of qualified fuel cell property is available provided construction of the qualified fuel cell property begins on or before December 31, 2024. This bill extends the energy investment tax credit to include qualified fuel cell property where construction begins on or before December 31, 2032.

Preventing Deep Fake Scams Act This bill establishes the Task Force on Artificial Intelligence in the Financial Services Sector. Members include representatives from the Department of the Treasury, the Federal Reserve Board, the Federal Deposit Insurance Corporation, and the National Credit Union Administration. The task force must report on (1) how banks and credit unions prevent fraud that utilizes artificial intelligence, (2) best practices for financial institutions to protect their customers, and (3) related legislative and regulatory recommendations.

No Bailout for Sanctuary Cities Act This bill makes a state or political subdivision of a state ineligible for any federal funds the jurisdiction intends to use to benefit non-U.S. nationals (i.e., aliens under federal law) who are unlawfully present if the jurisdiction withholds information about citizenship or immigration status or does not cooperate with immigration detainers. Specifically, such funds are denied to any jurisdiction that has a law, policy, or practice that prohibits or restricts any government entity from maintaining, sending, or receiving information regarding the citizenship or immigration status of any individual; exchanging information regarding an individual's citizenship or immigration status with a federal, state, or local government entity; complying with a valid immigration detainer from the Department of Homeland Security (DHS); or notifying DHS about an individual's release from custody. The funding restriction does not apply to a law, policy, or practice that only applies to an individual who comes forward as a victim of or a witness to a criminal offense. The bill applies beginning in the fiscal year following its enactment.

Stop Campus Hazing Act This bill requires institutions of higher education (IHEs) that participate in federal student aid programs to report hazing incidents. Specifically, the bill requires each IHE to disclose hazing incidents that were reported to campus security authorities or local police agencies in its annual security report. The bill defines the term hazing to mean any intentional, knowing, or reckless act committed by a person against a student (regardless of that student's willingness to participate), that (1) is connected with an initiation into, an affiliation with, or the maintenance of membership in, an organization (e.g., a club, athletic team, fraternity, or sorority); and (2) causes or is likely to contribute to a substantial risk, above the reasonable risk encountered in the course of participation in the IHE or the organization, of physical injury, mental harm, or degradation. In addition, each IHE must develop and distribute as part of its annual security report a statement of policy regarding the following: (1) a comprehensive program to prevent hazing, which must include information on hazing awareness and hazing prevention; and (2) the IHE's current campus policies on hazing, which must include procedures that comply with specified collection and reporting requirements.

Youth Lead Act This bill reauthorizes through FY2028 National Institute of Food and Agriculture grants to the Girl Scouts of the USA, the Boy Scouts of America, the National 4–H Council, and the National FFA Organization. These grants must be used to establish pilot projects to expand the programs carried out by the organizations in rural areas and small towns.

New Opportunities for Technological Innovation, Mitigation, and Education To Overcome Waste Act or the NO TIME TO Waste Act This bill directs the Department of Agriculture (USDA) to take several actions to reduce U.S. food loss and waste (FLW). Under the bill, food loss means the food that does not reach a consumer as a result of an issue in the production, storage, processing, or distribution phase. Food waste means that food intended for human consumption is unconsumed for any reason at the retail or consumption phase. The bill requires USDA to collaborate with the Food and Drug Administration and the Environmental Protection Agency to carry out a December, 17, 2020, agreement to coordinate federal efforts to cut FLW. Further, USDA must establish an Office of Food Loss and Waste to support the existing role of the Food Loss and Waste Liaison. The office must also, among other things, establish a grant program to support collecting data on existing state and local FLW policies (and the office must use the data to establish model policies for state and local governments); a block grant program for states and Indian tribes to develop and support food recovery infrastructure and innovative food distribution models; and a grant program to incentivize state, municipal, local, and tribal governments to establish public-private partnerships that commit to reducing FLW by 50% by 2030. The Office of Food Loss and Waste must also initiate a national FLW education and public awareness campaign.

Pay Our Troops Act This bill provides continuing appropriations for military pay for any period during which interim or full-year appropriations for FY2024 are not in effect (i.e., a government shutdown). Specifically, the bill provides FY2024 continuing appropriations for the pay and allowances of (1) members of the Armed Forces, including reserve components, who perform active service during the period; and (2) civilian employees and contractors of the Department of Defense (and the Department of Homeland Security in the case of the Coast Guard when the Coast Guard is not operating as a service in the Department of the Navy) who are providing support to such members of the Armed Forces. If a government shutdown occurs, the bill provides the continuing appropriations until the earlier of (1) the enactment into law of specified appropriations legislation, or (2) January 1, 2025.

Veteran Suicide Prevention Act This bill requires the Department of Veterans Affairs (VA) to complete a review of the deaths of all covered veterans who died by suicide during the five-year period preceding the enactment of this bill. Covered veterans are those who received VA hospital care or medical services during the five-year period preceding the death of the veteran. The VA shall report on the results of the review and make such report publicly available.

Venezuelans Overcoming Interference and Corruption in Elections Act or the VOICE Act This bill requires the President to impose sanctions on any foreign persons who prevent opposition candidates from participating in the 2024 Venezuelan presidential election. Specifically, the President must impose sanctions on any foreign persons (including Venezuelan officials) who prevent opposition candidates from participating in, or who materially assist in preventing opposition candidates from participating in, the 2024 Venezuelan presidential elections. Sanctions include asset blocking, inadmissibility into the United States, and visa revocation. The President may waive sanctions based on a determination that such a waiver is in the national interest of the United States.

Sanctions List Harmonization Act This bill requires the Department of the Treasury, the Department of Commerce, and the Department of Defense to notify each other when placing a foreign individual or entity on specified sanctions lists. Each department receiving a notification must conduct a review and determine whether to place such individual or entity on the lists under department responsibility. If a receiving department determines that the individual or entity does not belong on the department's lists, it must report the determination and reasons to Congress. Each of the departments must also notify Congress when it first considers placing an individual or entity on a list but determines not to place the individual or entity on the list.

Haiti Economic Lift Program Extension Act of 2023 This bill extends through FY2035 the special duty-free rules for Haiti. It also extends through FY2035 the duty-free treatment provided for certain apparel products assembled in and imported from Haiti. The bill directs the President to proclaim such modifications to the Harmonized Tariff Schedule of the United States (HTS) that may be necessary to restore special tariff treatment to articles that lost such treatment due to prior modifications to the HTS.

Agent Raul Gonzalez Officer Safety Act This bill establishes new federal criminal offenses for operating a motor vehicle within 100 miles of the U.S. border while fleeing from a U.S. Border Patrol officer or a federal, state, or local law enforcement officer who is actively assisting or under the command of the U.S. Border Patrol. The bill establishes criminal penalties for an offense, including a mandatory minimum prison term for an offense resulting in death or serious bodily injury. Additionally, the bill establishes immigration-related penalties—a permanent bar on applying for legal status in the United States—for an offense by an individual who is unlawfully present in the United States.
