IDEA Full Funding Act This bill provides permanent, mandatory funding for the grant program that assists states and outlying areas in providing special education and related services to children with disabilities.

Reignite Hope Act of 2023 This bill establishes a tax credit for the hiring of critical employees and makes permanent certain expiring provisions that increase the child tax credit. Specifically, the bill allows a $3,500 tax credit for the hiring of a critical employee. The bill defines critical employee as a healthcare professional, a law enforcement officer, member of a rescue squad or ambulance crew, a firefighter, an eligible child care provider, or a personal or home care aide. The employer of these professionals must certify that they worked full-time for not less than 75% of the taxable year in their professional capacity and that their primary place of employment for the majority of hours worked during the year is located in a qualified opportunity zone.

Positioning the Election Assistance Commission for the Future Act of 2023 This bill makes changes to the Election Assistance Commission (EAC). The bill revises certain requirements related to staffing and funding of the EAC. For example, the bill (1) limits the number of full-time equivalent employees that may be hired to carry out the duties and responsibilities of the EAC, and (2) permits an individual serving a term of service on the EAC to hold a position at an institution of higher education under specified circumstances. Additionally, the bill provides the EAC with exclusive authority to make election administration payments to states. The bill authorizes the Executive Board of the Standards Board to enter into certain contracts to enable the Standards Board to discharge its duties with respect to the examination and release of voluntary considerations for states to administer federal elections. Further, the bill specifies that the EAC has primary jurisdiction to address issues with respect to the administration of federal elections. The bill prohibits states and local governments from using payments from the EAC for any get-out-the-vote activity (i.e., activities that assist, encourage, or urge potential voters to vote). The bill also requires public communications that are funded by EAC payments to include a specified disclaimer.

Rings of Fire Act of 2023 This bill requires the Department of Defense to submit a strategy to Congress for deploying ground-based theater-range missiles in the Indo-Pacific region. Among other elements, the strategy must include an assessment of the gaps in conventional theater-range precision strike capabilities in the area of responsibility of the U.S. Indo-Pacific Command. The strategy may be submitted in classified form but must include an unclassified summary.

District of Columbia One Vote One Choice Act This bill prohibits the District of Columbia from using ranked-choice voting in its elections. A ranked-choice voting system allows voters to rank candidates for a specific elected office in the order of the voter's preference.

John W. Walsh Alpha-1 Home Infusion Act of 2023 This bill provides for Medicare coverage of treatment for alpha-1 antitrypsin (AAT) deficiency (a protein deficiency that raises the risk of lung and other diseases). Specifically, the bill provides for coverage of at-home augmentation therapy for beneficiaries with emphysema as a result of severe hereditary AAT deficiency. Treatment must be provided through qualified home infusion therapy suppliers; beneficiaries must be under the care of a physician, nurse practitioner, or physician assistant.

Vietnam Veterans Liver Fluke Cancer Study Act This bill requires the Department of Veterans Affairs (VA) to conduct an epidemiological study and report on the prevalence of cholangiocarcinoma (bile duct cancer) in veterans who served in the Vietnam theater of operations during the Vietnam era. The study shall identify the rate of incidence of cholangiocarcinoma in such veterans and in U.S. residents. The bill also requires the VA to track and report on the prevalence of cholangiocarcinoma using the Veterans Affairs Central Cancer Registry.

Natural Gas Appliances Standards Act of 2023 or the Natural GAS Act of 2023 This bill modifies energy efficiency requirements under the Energy Policy and Conservation Act to limit what the Department of Energy (DOE) may include in future rules related to the following natural gas appliances: gas water heaters, furnaces, boilers, kitchen cooktops, ranges, and ovens. Specifically, the bill requires DOE to certify that rules are not likely to result in a significant shift from gas appliances to electric appliances. DOE must also require a full fuel cycle analysis for energy efficiency standards as part of the rulemaking process. In addition, the bill exempts certain small manufacturers of major household appliances from future energy efficiency standards for such appliances. Future rules for such appliances must require energy efficiency labels displayed at the point of sale to disclose full-fuel-cycle efficiency rather than point-of-use energy consumption. The bill also prohibits any future rule relating to kitchen cooktops, ranges, and ovens from limiting the features (e.g., quick-to-boil times) and functionality available on residential gas kitchen cooktops, ranges, and ovens.

Tick Identification Pilot Program Act of 2023 This bill authorizes the Centers for Disease Control and Prevention to award grants to states to implement tick-identification programs, which must allow individuals to electronically report tick incidents and receive feedback from experts as to the appropriate follow-up action.

Stamp Out Lyme Disease Act This bill directs the U.S. Postal Service to issue a Lyme Disease Research Semipostal Stamp, with all proceeds being transferred to the National Institute of Allergy and Infectious Diseases.

Canadian Snowbird Visa Act This bill authorizes the Department of Homeland Security to admit into the United States qualifying Canadian citizens as long-term nonimmigrant visitors. A qualifying Canadian citizen is an individual who (1) is at least 50 years old, (2) maintains a Canadian residence, (3) owns a U.S. residence or has rented a U.S. accommodation for the duration of the individual's stay, (4) is not inadmissible or deportable, (5) will not engage in employment or labor for hire in the United States other than for a non-U.S.-based person or entity by whom the Canadian citizen was employed in Canada or for whom the Canadian citizen performed services in Canada, and (6) will not seek certain forms of assistance or benefits. A qualified individual may be admitted for up to 240 days during any single 365-day period. The spouse of such an individual may be admitted under the same terms, except that the spouse is not required to separately satisfy the requirement for owning or renting a residence in the United States. An individual admitted into the United States under this bill shall have nonresident alien tax status.

Project Safe Neighborhoods Reauthorization Act of 2023 This bill reauthorizes through FY2028 the Project Safe Neighborhoods grant program within the Department of Justice. The bill also allows funds under the program to be used for hiring crime analysts to assist with violent crime reduction efforts; the cost of overtime for law enforcement officers, prosecutors, and law enforcement assistants who assist with the program; purchasing, implementing, and using technology to assist with violent crime reduction efforts; and supporting multijurisdictional task forces.

Medicare Orthotics and Prosthetics Patient-Centered Care Act This bill prohibits payment under Medicare for a prosthesis, custom-fabricated orthosis, or off-the-shelf orthotics that is delivered via a drop shipment (i.e., shipped to an individual who does not have training in how to properly fit or care for the device). It also specifically allows for payment of replacements of custom-fitted devices.

Comprehensive Cancer Survivorship Act This bill establishes programs and requirements to support the provision of services for cancer survivors, including health care, employment, and supportive services. For example, the bill provides for Medicare coverage of cancer care planning and coordination services (i.e., treatment plans that are developed by physicians or other providers). It also establishes grant programs for navigation services for cancer survivors with respect to follow-up services (e.g., screenings) and other support. Additionally, the Center for Medicare and Medicaid Innovation must test a model to provide cancer survivorship care planning for children under Medicaid and the Children's Health Insurance Program (CHIP). The bill also provides for other services and support for cancer survivors, including (1) a grant program to provide employment assistance for cancer survivors, including trainings, transportation, and childcare; and (2) Medicaid and CHIP coverage of fertility services for those with cancer and for cancer survivors.

Converting Our Waste Sustainably (COWS) Act of 2023 This bill establishes an alternative manure management program for eligible dairy and livestock producers and provides specified funds to the program for FY2024 through FY2028. The Department of Agriculture (USDA) must establish an alternative manure management program to award producers contracts to support carbon sequestration and greenhouse gas emissions reductions. Producers must implement management measures that include adopting pasture-based management; alternative manure treatment and storage practices; a solid separation system (or installing a new, higher efficiency solid separation system); or scrape technologies, including vacuum technologies. The federal cost share may not exceed 90%. Further, the bill caps the maximum payment to a person or legal entity in any five-year period at $825,000. USDA must prioritize contracts to entities that address public health concerns (e.g., air quality and water quality) associated with dairy and livestock operations located near low-income or underserved communities. Further, USDA must ensure geographical diversity when awarding contracts. USDA must also reserve a majority of the program's funds for beginning, limited resource, and socially disadvantaged farmers and ranchers, as well as farmers and ranchers that continue to transition towards enhanced methods of sequestering carbon dioxide, methane, or nitrous oxide emissions. The bill also includes composting practices as eligible projects under USDA's Environmental Quality Incentives Program and Conservation Stewardship Program. Finally, USDA must review practice standards for composting facilities and soil carbon amendments (e.g., compost) and develop and implement a new conservation practice standard for the on-farm production of compost.

National Nursing Shortage Task Force Act of 2023 This bill establishes a National Nursing Shortage Task Force to recommend policies for addressing the nursing shortage in the United States, particularly in designated health professional shortage areas. The task force terminates 90 days after it submits its recommendations.

Preserving Local Medicaid Access Act of 2023 This bill specifies that, in order to receive certain Federal Medical Assistance Percentage (FMAP) increases under Medicaid, states with a local share requirement must agree to distribute funds to each locality in an amount that is proportional to the locality's Medicaid contributions.

Saving Organs One Flight at a Time Act This bill requires the Transportation Security Administration (TSA) and the Federal Aviation Administration (FAA) to jointly issue regulations, as necessary, to enable air carriers to transport human organs for transplant above wing (i.e., in the cabin of an aircraft). Among other things, the regulations must include consideration of protocols for air control outages; a requirement that air carriers implement a protocol for a person to accompany organs to and from the aircraft and between connecting flights; and a standardized process for commercial air carriers to accept, handle, and manage organs in transit. The TSA and the FAA must also consult with the Organ Procurement and Transplantation Network to identify metrics for the handling of organs and organ-related tissue by air carriers.

Putting Highest Degrees First Act of 2023 or the PHDs First Act This bill exempts certain non-U.S. nationals ( aliens under federal law) with doctoral degrees from direct limitations on the number of immigrant visas granted per year. The bill also allows an individual to get a student visa for a doctoral program even if the individual intends to seek lawful permanent resident status (also known as a green card ). To be exempt from the numerical limitations, the individual must (1) have earned a doctoral degree (or the highest degree available if a doctoral degree or its equivalent is not available in that field) while in the United States attending an accredited higher education institution, (2) be employed (or have a job offer) in a field related to the degree and earn at least the median wage for that occupation, and (3) meet certain labor certification requirements. The bill also allows an individual seeking a nonimmigrant F-1 (student) visa to obtain a doctoral degree to have dual intent. Specifically, such an individual may obtain the nonimmigrant visa or change nonimmigrant status even if the individual intends to apply for a green card. (Generally, such an individual may be denied the nonimmigrant visa unless dual intent is allowed for that type of visa.)

Helping Emergency Responders Overcome Act or the HERO Act This bill establishes a series of programs relating to the behavioral health of law enforcement officers, first responders, 9-1-1 operators, and other public safety officers and health care providers. The programs include a public safety officer suicide-reporting system at the Centers for Disease Control and Prevention, a grant program for peer-support behavioral health and wellness programs within fire departments and emergency medical services agencies, and a grant program for behavioral health and wellness programs for health care providers.

Increasing Access to Lung Cancer Screening Act This bill provides for coverage without prior authorization requirements of annual lung cancer screenings under Medicaid, Medicare, and private health insurance for individuals for whom screenings are recommended under U.S. Preventive Services Task Force guidelines. It also expands Medicaid coverage of counseling and pharmacotherapy for cessation of tobacco use to all individuals, rather than only pregnant women. The Department of Health and Human Services must conduct outreach on the importance of lung cancer screenings and who should be screened, and the Government Accountability Office must report on the demographics of those diagnosed with lung cancer and recommend ways the federal government can improve screenings.

Think Differently about Education Act of 2023 This bill establishes a notification requirement related to an individualized education program (IEP). (Generally, IEPs are individualized plans to ensure that a child with a disability receives a free appropriate public education.) Under current law, states and local educational agencies (LEAs) must convene a team to develop an IEP. The composition of the team that develops the IEP is outlined in current law and allows for other individuals who have knowledge or special expertise regarding the child (including related services personnel, as appropriate) to participate in this team. This bill requires the relevant agency (e.g., the LEA or state educational agency) to notify the child's parents of their right to include these other individuals with knowledge or special expertise on the child's IEP team.

Veterans Exposed to Toxic PFAS Act or the VET PFAS Act This bill provides eligibility for Department of Veterans Affairs (VA) hospital care and medical services to veterans and their family members (including those in utero) who have specified conditions and resided at a military installation where individuals were exposed to perfluoroalkyl and polyfluoroalkyl substances, commonly known as PFAS. PFAS are man-made and may have adverse human health effects. Hospital care and medical services may not be furnished for a condition that is found to have resulted from a cause other than the exposure to PFAS at a military installation. The VA may provide reimbursement for hospital care or medical services provided to a family member only after the family member or provider has exhausted all claims and remedies otherwise available for payment of such care. For disability compensation purposes, the bill establishes a presumption of service-connection for specified conditions in veterans who served at a military installation at which individuals were exposed to PFAS. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded.

Allergen Disclosure In Non-food Articles Act or the ADINA Act This bill requires the labels of drugs to identify ingredients that contain, or are derived from, major food allergens or gluten-containing grains.

Stop Illegal Reentry Act or Kate's Law This bill increases criminal penalties for certain non-U.S. nationals ( aliens under federal law) who illegally reenter the United States after removal or exclusion. Generally, an individual who had been denied entry into or removed from the United States and who later enters or attempts to enter the United States without prior approval from the Department of Homeland Security shall be fined, imprisoned for up to five years, or both. Current law requires a fine, imprisonment for up to two years, or both, for such an individual. An individual who had been denied entry or removed three or more times and who later enters or attempts to enter the United States shall be fined, imprisoned for up to 10 years, or both. An individual who was convicted of an aggravated felony or convicted at least two times before removal or departure and who subsequently enters or tries to enter the United States shall be imprisoned at least five years and for up to twenty years, and may also be fined. Currently, there is no minimum term of imprisonment for an individual who reenters after a conviction for an aggravated felony, and there are no criminal penalties for a reentering individual who had been convicted at least two times (other than the penalties for illegal reentry generally).

Creating Opportunities Now for Necessary and Effective Care Technologies for Health Act of 2023 or the CONNECT for Health Act of 2023 This bill expands coverage of telehealth services under Medicare. Among other provisions, the bill permanently removes geographic restrictions on originating sites (i.e., the location of the beneficiary) and allows the home of the beneficiary to serve as the originating site for all services; permanently allows federally qualified health centers and rural health clinics to serve as the distant site (i.e., the location of the health care practitioner); and allows the Centers for Medicare & Medicaid Services (CMS) to generally waive coverage restrictions during any public health emergency. Additionally, the CMS must post certain information about the effects of Medicare telehealth services on its website, including information about utilization, costs, and the outcome of services. The CMS must also (1) provide resources to health care professionals about the requirements for furnishing telehealth services under Medicare, including with respect to payment, patient privacy, and support for underserved populations; and (2) ensure certain quality measures are applied to telehealth services.

Protecting America's Distribution Transformer Supply Chain Act This bill prohibits the Department of Energy (DOE) from revising existing energy conservation standards for distribution transformers in electric power systems for the next five years. During that time, DOE may not propose, finalize, implement, administer, or enforce any rule under the Energy Policy and Conservation Act that establishes requirements that are different than the requirements for distribution transformers under the 2013 final rule titled Energy Conservation Program: Energy Conservation Standards for Distribution Transformer s.

Rebuilding Economic Prosperity and Opportunity for Ukrainians Act or the REPO for Ukrainians Act This bill requires or authorizes various actions related to the confiscation and disposition of Russian sovereign assets (which include funds and other property of Russia's central bank, direct investment fund, or ministry of finance). Under the bill, the President must require U.S. financial institutions to notify the Department of the Treasury of any Russian sovereign assets located at such institutions. The President may confiscate any such assets subject to U.S. jurisdiction. Confiscated funds and the proceeds of liquidated property must be deposited into the Ukraine Support Fund established by the bill. The Ukraine Support Fund shall be used by the Department of State to compensate Ukraine for damages caused by the Russian invasion. The Ukraine Support Fund may also support an international body or mechanism for (1) reconstruction and rebuilding efforts in Ukraine, (2) humanitarian assistance to the Ukrainian people, or (3) other purposes which support the recovery of Ukraine and the welfare of the Ukrainian people. The bill also directs the President to seek to establish, with foreign partners, an international mechanism to provide compensation to Ukraine using the Ukraine Support Fund and Russian sovereign assets confiscated by foreign partners. Additionally, the bill sets policy on related topics, such as specifying that the United States should lead an international sanctions regime to freeze Russian sovereign assets in conjunction with allies and partners.

Naturally Offsetting Emissions by Managing and Implementing Tillage Strategies Act of 2023 or the NO EMITS Act of 2023 This bill directs the Department of Agriculture (USDA) to carry out activities to improve soil health, including to address climate change. Specifically, USDA must establish a program that provides agricultural producers incentives (i.e., payments) for and technical assistance with adopting or maintaining practices or cropping systems to improve soil health, award grants to states and Indian tribes for implementing soil health programs, and use a portion of funds of the Commodity Credit Corporation to provide agricultural producers with technical assistance for mitigating and adapting to climate change. The bill also (1) makes practices related to livestock production eligible for certain competitive grants under the On-Farm Conservation Innovation Trials program, and (2) increases funding for the program.

Falun Gong Protection Act This bill requires the President to impose visa- and property-blocking sanctions on foreign persons that are knowingly responsible for, are complicit in, or have engaged in the involuntary harvesting of organs in China. The sanctions shall not apply to certain activities, such as authorized U.S. intelligence or law enforcement activities.

Fair Access to Agriculture Disaster Programs Act This bill waives the adjusted gross income limitations for payments or benefits under specific Department of Agriculture (USDA) disaster assistance programs for a person or legal entity that derives a portion of their income from agriculture. (Currently, a person or entity is not eligible to receive certain benefits during a crop, fiscal, or program year if their average gross income exceeds $900,000.) Specifically, in the case of an excepted payment or benefit, the adjusted gross income limitation is waived if 75% or more of the average adjusted gross income for the person or entity is derived from farming, ranching, or silviculture activities. These activities include agritourism, direct-to-consumer marketing of agricultural products, and the sale of agricultural equipment owned by such person or entity. The bill applies to the USDA Livestock Indemnity Program; Livestock Forage Disaster Program; Emergency Assistance for Livestock, Honey Bees, and Farm-Raised Fish Program; Tree Assistance Program; and Noninsured Crop Disaster Assistance Program.

Safer Response Act of 2023 This bill reauthorizes through FY2028 a grant program that is administered by the Substance Abuse and Mental Health Services Administration to support training and other resources for first responders on opioid overdose reversal drugs (e.g., naloxone).

This bill expands certain reporting requirements about the prevalence of substance use disorders in the Medicaid population to include data about mental health conditions. It also makes these reporting requirements permanent. Specifically, the bill requires the Transformed Medicaid Statistical Information System (T-MSIS) Substance Use Disorder Data Book, which is published by the Department of Health and Human Services (HHS), to include information about the prevalence of mental health conditions and related treatment services among Medicaid beneficiaries. Currently, the book focuses on substance use disorders, particularly opioid use disorders, and related services. The bill also permanently requires HHS to publish this book annually. Current law requires annual publication through 2024.

School Guardian Act of 2023 This bill requires the Department of Justice (DOJ) to make grants for states to assign armed law enforcement officers to provide security at elementary and secondary schools. The bill also requires specified unobligated Internal Revenue Service funds to be transferred to DOJ to implement this bill.
