Financial Technology Protection Act of 2023 This bill establishes the Independent Financial Technology Working Group to Combat Terrorism and Illicit Financing. The working group must study and report on terrorist and illicit use of new financial technologies and develop proposals to improve anti-money laundering and counterterrorist financing efforts.

Maritime Architecture and Response to International Terrorism In the Middle East Act of 2023 or the MARITIME Act of 2023 This bill requires the Department of Defense (DOD) to seek to develop an integrated maritime domain awareness and interdiction capability for the Middle East to protect against specified maritime threats in the region. DOD must also submit to Congress (1) a strategy for achieving this capability in cooperation with regional partners and allies; and (2) a study on the feasibility and advisability of establishing a fund to support this effort, including an assessment of contributions that could be made by allies and partner countries.

New York-New Jersey Watershed Protection Act This bill establishes programs to restore and protect the New York-New Jersey Watershed. The watershed is composed of all land area the surface water of which drains into the New York-New Jersey Harbor, the waters contained within that land area, and associated estuaries. Specifically, the bill requires the U.S. Fish and Wildlife Service to establish the New York-New Jersey Watershed Restoration Program, a nonregulatory program, to coordinate restoration and protection activities among government entities and conservation partners throughout the watershed. The bill also establishes the New York-New Jersey Watershed Restoration Grant Program, a voluntary grant and technical assistance program, to provide competitive matching grants to certain entities to implement restoration and protection activities for the watershed. The federal government may not maintain ownership of any land acquired under the bill except for the purpose of promptly transferring ownership to grant recipients. The bill ceases to have force or effect on October 1, 2030.

Hydrogen Permitting Simplification Act This bill exempts certain major federal actions, including actions that produce hydrogen from nuclear, solar, wind, or geothermal energy sources, from requirements under the National Environmental Policy Act of 1969.

Living Donor Protection Act of 2023 This bill prohibits certain insurance carriers from discriminating against, and provides other protections for, living organ donors. Specifically, carriers may not deny, cancel, or otherwise impose conditions on policies for life insurance, disability insurance, or long-term care insurance based on an individual's status as a living organ donor. The bill also expressly specifies that recovery from organ-donation surgery constitutes a serious health condition that entitles eligible employees to job-protected medical leave. In addition, the Department of Health and Human Services must update educational materials on living organ donation to include information about the benefits of living organ donation and about access to insurance for living organ donors.

Stop Institutional Child Abuse Act This bill establishes an interagency Federal Work Group on Youth Residential Programs to support and implement best practices regarding the health and safety, care, treatment, and appropriate placement of youth in youth residential programs. The work group must develop recommendations about a national database to aggregate information about processes and outcomes for youth in such programs. The work group also must support the education and training of professional and paraprofessional personnel in fields that service such youth. Further, the Department of Health and Human Services must contract with the National Academies of Sciences, Engineering, and Medicine to study and make recommendations about various aspects of federal and state oversight of youth residential programs.

Baltic Security Initiative Act This bill requires the Department of Defense (DOD) to carry out an initiative to deepen security cooperation with Estonia, Latvia, and Lithuania. The goals of this initiative include (1) achieving U.S. national security objectives by deterring Russian aggression; (2) enhancing regional planning and cooperation among these countries, particularly with respect to long-term regional capabilities such as long-range precision fire systems and integrated air and missile defense; and (3) improving these countries' cyber defenses. DOD must also submit to Congress a strategy for accomplishing these goals.

Student Empowerment and Financial Literacy Act This bill directs the Department of Education to award competitive grants to eligible entities to promote financial literacy in elementary and secondary schools. An eligible entity is an entity with demonstrated expertise in the development of strategies that are designed to improve understanding of personal finance topics (e.g., bank and credit union accounts, student loans, debt management, and saving) among elementary and secondary school students.

Responsible Borrower Protection Act of 2023 This bill prohibits the Federal Housing Finance Agency, the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac) from implementing their January 2023-announced changes to the single-family pricing framework for fees on purchase, rate-term refinance, and cash-out refinance loans. The changes revise the fee charts that provide percentage adjustments based on a borrower's credit score and other factors.

Protecting Patients Against PBM Abuses Act This bill establishes requirements for Medicare pharmacy benefit managers (PBMs) with respect to remuneration, payments, and fees. Specifically, the bill restricts PBMs that are under contract with plans under the Medicare prescription drug benefit or Medicare Advantage from (1) receiving income for their services other than flat dollar amount service fees; (2) basing any service fees on the prices of covered drugs or any associated discounts, rebates, or other remuneration; (3) charging plan sponsors for ingredient costs or dispensing fees in amounts that are different than what is reimbursed to the pharmacy; or (4) reimbursing network pharmacies for less than that what is reimbursed to PBM-affiliated pharmacies. Such PBMs must also report on the difference between certain costs for drugs on the plan's formulary and those that are not on the formulary but are therapeutically equivalent. PBMs must also report certain information regarding rebates and fees they receive from drug manufacturers; the Centers for Medicare & Medicaid Services must publish this and other information that is currently reported by PBMs online.

Weather Alert Response and Notification Act or the WARN Act This bill directs the Government Accountability Office (GAO) to study the effectiveness of local alerting systems in disseminating timely and relevant information during weather-related emergencies. In conducting the study, the GAO must (1) evaluate the efficacy of various alert mediums, including platforms such as social media; and (2) establish a set of best practices for such alerts.

Grid Reliability and Resiliency Improvements Act This bill directs the North American Electric Reliability Organization to biennially submit a report to Congress that identifies (1) risks to the long-term reliability of the electric grid and electricity generation, (2) whether increased electricity generation from natural gas and increased natural gas transportation is essential to the reliability of the electric grid, and (3) other related risks.

National Center for the Advancement of Aviation Act of 2023 This bill establishes the National Center for the Advancement of Aviation to (1) develop a skilled and robust U.S. aviation and aerospace workforce; (2) serve as a national independent forum to support collaboration and cooperation between governmental, nongovernmental, and aviation and aerospace industry stakeholders regarding the advancement of the U.S. aviation and aerospace workforce; and (3) serve as a repository for research conducted by institutions of higher education, research institutions, or other stakeholders regarding the aviation and aerospace workforce, or related technical and skill development. The center must perform the following duties improve access to aviation and aerospace education and related skills training to help grow the U.S. aviation and aerospace workforce; support Armed Forces personnel and veterans seeking to transition to a career in civil aviation or an aerospace-related field through outreach, training, apprenticeships, or other means; and amplify and support the research and development efforts conducted as part of the National Aviation Research Plan and work done at the Federal Aviation Administration Centers of Excellence and Technical Centers regarding the aviation and aerospace workforce. Additionally, the center may issue grants to certain entities to, among other things, (1) establish new education programs that teach technical skills used in aviation maintenance; (2) establish scholarships, internships, or apprenticeships for individuals pursuing employment in the aviation maintenance industry; and (3) support outreach about educational opportunities and careers in the aviation maintenance industry.

Apprenticeship Hubs Across America Act of 2023 This bill requires the Department of Labor to implement a program to award grants to workforce intermediaries (certain national, regional, state, or local entities that facilitate the establishment of registered apprenticeship programs) to enable them to engage a variety of stakeholders to support, develop, and implement registered apprenticeship programs.

This resolution affirms that it is U.S. policy to see Ukraine prevail against the Russian invasion and restored to its internationally recognized 1991 borders. The resolution also states that the peace brought by Ukraine's victory must be secured by integrating Ukraine into NATO and other Euroatlantic institutions.

Ukraine Human Rights Policy Act of 202 3 This bill requires the President and the Department of State to provide Congress with certain information related to the conflict in Ukraine. The bill requires the President to determine, within 60 days of receiving a request from Congress, whether a person (individual or entity) described in the request meets the criteria to be subject to a sanctions law that targets those who commit serious human rights abuses in territory forcibly occupied by Russia. The President must submit a report to Congress stating whether the President imposed or intends to impose sanctions on any person described in such a request.

Performing Artist Tax Parity Act of 2023 This bill modifies the above-the-line tax deduction for the expenses of performing artists (including commissions paid to managers or agents) to provide for a phaseout of such deduction for taxpayers whose adjusted gross income exceeds $100,000 ($200,000 for joint return filers). The $100,000 phaseout threshold is adjusted for inflation annually for taxable years beginning after 2023.

Middle Market IPO Underwriting Cost Act This bill requires the Securities and Exchange Commission to study and report on the costs encountered by small- and medium-sized companies when undertaking initial public offerings and certain offerings exempt from securities registration requirements.

Countering CCP Drones Act This bill requires the inclusion of telecommunications and video surveillance equipment or services produced or provided by Shenzhen Da-Jiang Innovations Sciences and Technologies Company Limited (a Chinese drone maker commonly known as DJI Technologies) on a list of communications equipment or services determined by the Federal Communications Commission (FCC) to pose an unacceptable risk to U.S. national security. Current law prohibits the use of federal funding available through specified FCC programs for purchasing or maintaining listed equipment or services.

Autonomy for Disabled Veterans Act This bill increases the maximum amount authorized under the Home Improvements and Structural Alterations (HISA) grant program to $10,000 for veterans with a service-connected disability and $5,000 for those with disabilities that are not service-connected. The HISA grant program provides medically necessary improvements and structural alterations to veterans' (or service members') primary residence for specified purposes (e.g., allowing for entrance to their home). The bill requires the Department of Veterans Affairs to increase the dollar amount of the grant in accordance with inflation as determined by the Consumer Price Index.

Bruce's Law This bill reauthorizes certain grants through FY2028 and sets out other activities to address the dangers of fentanyl-related drug overdoses, with a particular focus on drug contamination with fentanyl or other synthetic opioids. Specifically, the bill (1) reauthorizes grants that are available through the White House Office of National Drug Control Policy (ONDCP) for community-based coalitions to address local drug crises, and (2) authorizes new grants for coalitions to implement education and prevention strategies in communities that face significant levels of drug overdoses related to fentanyl and other synthetic opioids. The ONDCP may delegate authority to execute the new grants to the Centers for Disease Control and Prevention. Additionally, the Department of Health and Human Services (HHS) must carry out a campaign to increase public awareness of the dangers of fentanyl, including the risk of contamination of counterfeit drugs with fentanyl or other synthetic drugs. The bill also establishes an interagency work group to coordinate and improve federal efforts to reduce and prevent drug overdoses involving contamination with fentanyl or other synthetic opioids. Work group members include the ONDCP, HHS, the Department of Justice, and the Department of State.

Partner with Korea Act This bill creates an E-4 treaty trader visa category for up to 15,000 nationals of South Korea each fiscal year who are coming to the United States solely to perform specialty occupation services, subject to various requirements. The 15,000 limit shall only apply to principal recipients of such visas and not their accompanying spouses or children. (A specialty occupation is one that requires the theoretical and practical application of highly specialized knowledge and a bachelor's degree or higher.)

This joint resolution nullifies a Department of Labor final rule entitled Adverse Effect Wage Rate Methodology for the Temporary Employment of H-2A Nonimmigrants in Non-Range Occupations in the United States and published on February 28, 2023. This rule makes changes to the methodology used to set adverse effect wage rates for H-2A workers (temporary agricultural workers), including by using Bureau of Labor Statistics wage surveys in certain instances. (Generally, the minimum wage for an H-2A worker is the highest of the adverse effect wage rate, the applicable minimum wage, the prevailing wage for that occupation in that area, or any agreed-upon collective bargaining wage.)

Enhancing K-12 Cybersecurity Act This bill establishes resources and a program to address cybersecurity of elementary and secondary schools. First, the bill directs the Cybersecurity and Infrastructure Security Agency (CISA) to establish an information exchange to disseminate information, best practices, training, and resources to improve cybersecurity in elementary and secondary schools. In addition, CISA must establish a registry to track cyber incidents affecting information technology systems that are owned or managed by schools and educational agencies. Schools and educational agencies may voluntarily submit information to the registry. Finally, the bill requires CISA to establish a program to address cybersecurity threats to school information systems.

Federal Firefighter Cancer Detection and Prevention Act of 2023 This bill requires the Department of Defense (DOD) to provide its firefighters with medical testing and related services to detect, document, and prevent certain cancers. DOD firefighters may opt out of such testing or services. DOD must document certain information related to the offered testing and services, but must ensure personally identifiable information is removed prior to analyzing the information. DOD may share data with the Centers for Disease Control and Prevention to increase the knowledge and understanding of cancer occurrences among firefighters.

Equal Opportunity for All Investors Act of 2023 This bill expands who may be considered an accredited investor for purposes of participating in private offerings of securities. Certain unregistered securities may only be offered to accredited investors. Specifically, the bill allows an individual to qualify through an examination established by the Securities and Exchange Commission. The examination must be designed with an appropriate difficulty level such that an individual with financial sophistication or training would be unlikely to fail, may include methods to determine competency in certain areas, and must be administered by a registered national securities association and offered free of charge to the public. Currently, accredited investors must satisfy certain requirements indicating their reduced exposure to financial risk, including those related to income, net worth, or knowledge and experience.

Armenian Genocide Education Act This bill requires the Library of Congress to maintain a public website and otherwise support educational initiatives to promote understanding about the Armenian Genocide (the killing of Armenians by the Ottoman Empire from 1915 to 1923).

Uyghur Policy Act of 2023 This bill addresses human rights issues concerning the Uyghurs and other minority groups residing primarily in the Xinjiang Uyghur Autonomous Region in China. The bill authorizes the establishment of a Special Coordinator for Uyghur Issues position within the Department of State. The State Department's Bureau of Educational and Cultural Affairs may, subject to appropriations, make certain funds available to human rights advocates working on behalf of Uyghurs and members of other persecuted minority groups in China. The funds, if made available, shall be used to facilitate the presence of such human rights advocates at public diplomacy forums to speak on issues related to the human rights and religious freedoms of persecuted minority groups in China. The State Department must ensure that Uyghur language training is available to Foreign Service officers. It must also ensure that a Uyghur-speaking member of the Foreign Service is assigned to U.S. diplomatic and consular missions in China.

First Rhode Island Regiment Congressional Gold Medal Act This bill provides for the award of a single Congressional Gold Medal to the First Rhode Island Regiment, collectively, in recognition of their dedicated service during the Revolutionary War.

PFC Joseph P. Dwyer Peer Support Program Act This bill requires the Department of Veterans Affairs (VA) to establish the PFC Joseph P. Dwyer Peer Support Program to make grants to eligible entities for peer-to-peer mental health programs for veterans. Eligible entities include (1) a nonprofit organization that has historically served the mental health needs of veterans; (2) a congressionally chartered veteran service organization; or (3) a state, local, or tribal veteran service agency, director, or commissioner. The VA shall establish an advisory committee to create appropriate program standards.

Encouraging Public Offerings Act of 2023 This bill provides statutory authority for all issuers of securities to use certain offering procedures that are available to emerging growth companies. Specifically, the bill allows under statute issuers of securities to communicate with potential investors to ascertain interest in a contemplated securities offering, either before or after the filing of a registration statement (i.e., test the waters ). Additionally, issuers are allowed under statute to submit a confidential draft registration statement to the Securities and Exchange Commission for review prior to public filing or within one year after the initial public offering or registration.

Small Entity Update Act This bill requires the Securities and Exchange Commission (SEC) to report on and revise the definition of small entity every five years. Agencies are required to consider the impact of their rules on small entities under the Regulatory Flexibility Act. Under the bill, the SEC must provide specific and detailed recommendations to Congress on how the SEC can revise the definition of small entity to (1) align with specified statutory goals, including reducing unnecessary burdens on small entities; and (2) expand the number of entities covered. The SEC must also issue a proposed rule to implement these recommendations.

Coastal State Climate Preparedness Act of 2023 This bill directs the Department of Commerce to establish a coastal climate change adaptation preparedness and response program. Under the program, Commerce must (1) assist coastal states with voluntarily developing coastal climate change adaptation plans, and (2) provide financial and technical assistance as well as training for coastal states to implement the adaptation plans.

Fighting Inhumane Gambling and High-Risk Trafficking Act or the FIGHT Act This bill expands protections of animals provided under the Animal Welfare Act, including by prohibiting any (1) broadcasts from international, interstate, or intrastate sources of animal fighting ventures in the United States or U.S. territories; and (2) shipments or transport of certain mature roosters.

Puerto Rico Status Act This bill provides for a plebiscite to be held on November 2, 2025, to resolve Puerto Rico's political status. Specifically, such plebiscite shall offer eligible voters a choice of independence, sovereignty in free association with the United States, or statehood. The Puerto Rico State Elections Commission shall invite national and international election observers to ensure transparency and confidence in the electoral process, and carry out a nonpartisan voter education campaign through traditional paid media and make available at all voting locations voter education materials related to the plebiscites. All voter educational materials and ballots used to carry out this bill shall be made available in English and Spanish. The bill sets forth transition and implementation provisions for each choice offered in the plebiscite.

This resolution encourages the United States and Israel to continue deepening and expanding cooperation on economic, security, and civilian issues. The resolution also encourages the expansion and strengthening of the Abraham Accords. The Abraham Accords are agreements to normalize or improve relations between Israel and four members of the Arab League: the United Arab Emirates, Bahrain, Morocco, and Sudan.

Taiwan Cybersecurity Resiliency Act of 2023 This bill requires the Department of Defense to seek to expand military cybersecurity cooperation with the government of Taiwan. Such cooperation may include (1) efforts to protect military networks, infrastructure, and installations; and (2) cybersecurity training activities and exercises.

Portal for Appraisal Licensing Act of 2023 This bill establishes a central portal for real estate appraisers and real estate appraisal management companies to apply for and to renew certain licenses, certifications, and registrations. The portal must provide connectivity with state agencies and include the ability to pay fees. The Department of Justice must provide access to criminal history information to state officials for required background checks.

Quantum Sandbox for Near-Term Applications Act of 2023 This bill requires the Department of Commerce, in coordination with the National Institute of Standards and Technology, to establish a public-private partnership to accelerate the deployment of quantum applications and algorithms with near-term use cases by supporting demonstration and testing.

Ocean Acidification Research Partnerships Act This bill requires the National Oceanic and Atmospheric Administration (NOAA) to provide grants for collaborative research projects on ocean acidification developed and conducted through partnerships between the seafood industry and the academic community. NOAA must prioritize projects that (1) address ecosystems and communities vulnerable to the impacts of ocean acidification, (2) demonstrate support from local stakeholders, or (3) utilize seafood industry assets as research and monitoring platforms. NOAA may provide grants to a partnership in which a marine-dependent industry is substituted for the seafood industry.

Prevent Family Fire Act of 2023 This bill allows through 2030 a new tax credit equal to 10% of amounts received from the first retail sale of a safe firearm storage device, not to exceed $400 per device. The bill defines safe firearm storage device as a device that is designed and marketed to deny unauthorized access to, or render inoperable, a firearm or ammunition, and is secured by a combination lock, key lock, or lock based on biometric information.

Railroad Employee Equity and Fairness Act or the REEF Act This bill permanently exempts payments made from the Railroad Unemployment Insurance Account from sequestration. Sequestration is a process of automatic, usually across-the-board spending reductions under which budgetary resources are permanently cancelled to enforce specific budget policy goals. Currently, this exemption ends 30 days after the termination of the COVID-19 national emergency period.

Contact Lens Prescription Verification Modernization Act This bill revises the requirements for the verification of prescriptions related to the purchase of contact lenses. Specifically, online sellers of prescription contact lenses must provide consumers with a method to transmit a digital copy of their prescriptions to such sellers. Online sellers also must encrypt protected health information they send by email. Additionally, the bill prohibits any seller of prescription contact lenses from using telephone calls with an artificial or prerecorded voice (i.e., robocalls) to verify a consumer's prescription.

Strategic Petroleum Reserve Transparency Act This bill directs the Department of Energy to report to Congress about any drawdown or sale of petroleum products from the Strategic Petroleum Reserve that occurs five months before a regularly scheduled federal general election. The report must provide the reason for such drawdown or sale.
