Correcting Guam's History in the PACT Act This bill expands eligibility for a presumption of service-connection for specified diseases associated with exposure to certain herbicide agents. Under a presumption of service-connection, specific conditions diagnosed in certain veterans are presumed to have been caused by the circumstances of their military service. Health care benefits and disability compensation may then be awarded. Under the bill, service performed in Guam or its territorial waters between August 15, 1958, and July 31, 1980, provides a veteran who has a specified disease that is associated with exposure to certain herbicide agents with eligibility for a presumption of service-connection. (Under current law, the eligible time frame for service in Guam is between January 9, 1962, and July 31, 1980.)

Bolstering Northeast Heating Oil and Gasoline Reserves Act of 2023 This bill requires the Department of Energy to (1) complete a long-range strategic review of the Northeast Home Heating Oil Reserve and the Northeast Gasoline Supply Reserve, and (2) develop an action plan that includes an estimate of the resources required to attain and maintain the reserves' long-term sustainability and operational effectiveness.

Preventing Crimes Against Veterans Act of 2023 This bill establishes a new federal criminal offense for knowingly executing, or attempting to execute, a scheme to defraud an individual of veterans' benefits, or in connection with obtaining veteran's benefits for an individual. A violator is subject to criminal penalties—a fine, a prison term of up to five years, or both.

This resolution condemns Russia for committing acts of genocide against the Ukrainian people. It also calls on the United States, in cooperation with North Atlantic Treaty Organization and European Union allies, to undertake measures to support the Ukrainian government to prevent further acts of Russian genocide against the Ukrainian people.

Knowing the Efficiency and Efficacy of Permanent Telehealth Options Act of 2023 or the KEEP Telehealth Options Act of 2023 This bill requires the Centers for Medicare & Medicaid Services to report on telehealth expansion under Medicare, Medicaid, and the Children's Health Insurance Program (CHIP) during the COVID-19 public health emergency and through December 31, 2024. The report must include information relating to the types of services available, the utilization of services, and the effects on public health. The Medicare Payment Advisory Commission and the Medicaid and CHIP Payment and Access Commission must also report on any improvements or barriers with respect to such expanded services, as well as any associated risks of fraudulent activity.

Countering Economic Coercion Act of 2023 This bill authorizes the President to take certain actions to assist foreign trading partners affected by economic coercion and penalize foreign adversaries. Economic coercion refers to actions, practices, or threats undertaken by a foreign adversary to unreasonably restrain, obstruct, or manipulate trade, foreign aid, investment, or commerce with the intent to cause economic harm to achieve strategic political objectives or influence sovereign political actions. Specifically, the bill authorizes the President (upon a determination that a foreign trading partner is subject to economic coercion) to exercise specified authorities to support or assist the foreign trading partner. These authorities include, among others, decreasing duties or modifying tariff-rate quotas on imports from the foreign trading partner, requesting appropriations for foreign aid, and expediting export licensing decisions and regulatory processes. Further, the bill authorizes the President to exercise specified authorities to penalize a foreign adversary engaged in economic coercion. The authorities include increasing duties and modifying tariff-rate quotas. The bill outlines consultation and notification requirements. It also provides a process for an expedited determination regarding economic coercion. Any determination of economic coercion must be revoked at the earliest of (1) two years from the date of determination, (2) upon a joint resolution of disapproval, or (3) when the President revokes the determination. The bill also directs the President to endeavor to coordinate with other foreign trading partners to broaden economic support for the foreign trading partner and condemn the actions of the foreign adversary.

This resolution states that the House of Representatives holds the Russian government responsible for the illegal kidnapping of children from Ukraine and condemns these actions. The resolution also (1) declares that illegal adoptions are contrary to the Genocide Convention (the 1948 Convention on the Prevention and Punishment of the Crime of Genocide); (2) claims that Russia is attempting to wipe out a generation of Ukrainian children; and (3) asserts that Russia's invasion of Ukraine has increased the risks of children being exposed to human trafficking, exploitation, child labor, gender-based violence, hunger, injury, trauma, deprivation of education and shelter, and death.

Whole Milk for Healthy Kids Act of 2023 This bill revises requirements for milk provided by the National School Lunch Program of the Department of Agriculture (USDA). Currently, schools participating in the program must provide milk that is consistent with the most recent Dietary Guidelines for Americans; USDA regulations require milk to be fat-free or low-fat and allow milk to be flavored or unflavored. The bill modifies these restrictions and instead permits schools to offer students whole, reduced-fat, low-fat, and fat-free flavored and unflavored milk. In addition, schools currently participating in the program must provide meals that meet certain nutrition requirements; USDA regulations require that the average saturated fat content of the meals offered must be less than 10% of the total calories. Under the bill, USDA must revise these requirements to increase the allowable average saturated fat content of a meal to account for milk fat included in whole milk.

Bank Service Company Examination Coordination Act of 2023 This bill requires the coordination of state banking agencies with federal banking agencies in regulating and examining the activities of bank service companies. It also allows for the sharing of information related to examinations and regulations between federal and state agencies.

John Lewis Civil Rights Fellowship Act of 2023 This bill establishes the John Lewis Civil Rights Fellowship Program within the J. William Fulbright Educational Exchange Program (commonly referred to as the Fulbright Program). The fellowship program shall honor the legacy of Representative John Lewis and advance U.S. foreign policy priorities by promoting studies, research, and international exchange in the subject of nonviolent civil rights movements around the world. The Fulbright Foreign Scholarship Board shall annually select qualified individuals to serve as fellows in the fellowship program. The Bureau of Educational and Cultural Affairs may determine the number of fellows for each year, with at least 25 fellows each year whenever feasible. Each fellow shall (1) work in an internship or research position with an approved organization in a country with an operational Fulbright U.S. Student Program, and (2) receive an award sufficient to cover the fellow's reasonable costs during the fellowship period and certain travel and lodging expenses related to the program.

Governing Unaccredited Representatives Defrauding VA Benefits Act or the GUARD VA Benefits Act This bill imposes fines on individuals for soliciting, contracting for, charging, or receiving any unauthorized fee or compensation with respect to the preparation, presentation, or prosecution of any claim for Department of Veterans Affairs benefits. The attempted commission of such offenses is also punishable by fine.

PRC Is Not a Developing Country Act This bill requires the Department of State to take actions to stop China from being classified as a developing country by international organizations. (Generally, international organizations provide developing countries certain rights and beneficial treatment. For example, the World Trade Organization provides developing countries with so-called special and differential treatment , which includes measures that aim to increase trading opportunities for those countries.) Under this bill, the State Department must advocate for international organizations to (1) change China's status from developing country to upper middle income country, high income country, or developed country; (2) develop a mechanism to change China's status to developed country if no mechanism currently exists; or (3) ensure that China does not receive preferential treatment or assistance as a result of having developing country status. The President may waive this requirement if doing so is in the national interest of the United States.

Prohibiting Insider Trading Act This bill prohibits Members of Congress (or their spouses) from holding or trading certain investments (e.g., individual stocks and related financial instruments other than diversified investment funds, investments in the federal retirement savings plan, or U.S. Treasury securities). Generally, the prohibition applies seven days after the first day of a Member's initial term, though for current Members, it applies on the first day of the second session of the 118th Congress. Additionally, the prohibition does not apply to assets held in a qualified blind trust. Any profit stemming from a prohibited holding or transaction must be disgorged to the Treasury and may subject the Member to a civil fine. Additionally, a loss stemming from a prohibited holding or transaction may not be used as an income tax deduction. Each Member must submit an annual certification of compliance to the supervising ethics office. The office must publish each certification on a public website and periodically audit Members' compliance with the bill's provisions.

This resolution reaffirms the U.S. commitment to Moldova in the face of Russia's malign influence and military aggression. The resolution also (1) lauds the strengthening of civil society, democracy, and democratic institutions in Moldova; (2) welcomes the strong mandate given to pro-reform forces in recent elections; and (3) urges the European Union to continue to promote Moldova's accession processes.

Student Transparency for Understanding Decisions in Education Net Terms Act or the STUDENT Act This bill requires loan disclosure forms for federal student loans to include the total amount of interest that would be paid over the life of the loan based on a standard 10-year repayment plan.

Stop Higher Education Espionage and Theft Act of 2023 This bill establishes a process for designating foreign actors as foreign intelligence threats to higher education. Specifically, the Federal Bureau of Investigation (FBI) must designate a foreign actor as a foreign intelligence threat to higher education if the foreign actor has committed, attempted to commit, or conspired to commit certain actions in connection with an institution of higher education (IHE), such as espionage, misuse of visas, or theft of trade secrets. Prior to making such a designation, the FBI must submit notice to Congress and the Department of Justice. Upon the designation of a foreign actor as a threat, the Department of State must revoke the nonimmigrant visa issued to the foreign actor present in the United States, and the Department of Homeland Security must initiate removal proceedings against the foreign actor. Additionally, the bill provides for judicial review and a process for revoking a foreign actor's designation as a threat. Finally, the bill also expands disclosure requirements related to foreign gifts or contracts, including by requiring an IHE to disclose to the Department of Education any gift or contract with a foreign intelligence threat, including the fair market value of the gift or contract.

Preventing the Financing of Illegal Synthetic Drugs Act This bill requires the Government Accountability Office to carry out a study on illicit financing in connection with the trafficking of synthetic drugs, including fentanyl and methamphetamine, fentanyl- and methamphetamine-related substances, Captagon, and fentanyl and methamphetamine precursors, and to report to Congress.

Caring for Survivors Act of 2023 This bill increases the monthly rate of dependency and indemnity compensation payable to surviving spouses through the Department of Veterans Affairs (VA). Dependency and indemnity compensation is a monthly payment made to eligible survivors (i.e., spouses, parents, or children) of (1) certain veterans who died as a result of a service-connected condition; (2) service members killed while on active military duty or active or inactive duty for training; or (3) veterans who did not die from a service-connected condition, but were totally disabled by a service-connected disability for a certain period of time. The bill also (1) reduces, from 10 years to 5 years, the period of time that certain veterans must have been rated totally disabled due to a service-connected disability in order for a survivor to qualify for benefits; and (2) specifies the amount that is payable to survivors of veterans who were rated totally disabled for a period of less than 10 years before their death.

250th Anniversary of the United States Marine Corps Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the 250th anniversary of the United States Marine Corps. All surcharges received by Treasury from the sale of such coins must be paid to the Marine Corps Heritage Foundation and shall only be used for the purposes of supporting the mission of the Marine Corps Heritage Center.

Outdoors for All Act This bill directs the Department of the Interior to establish an outdoor recreation legacy partnership grant program under which Interior may award grants to states, certain political subdivisions of a state, special purpose districts, Indian tribes, or Alaska Native or Native Hawaiian communities or organizations. Funds must be used for projects to (1) acquire land and water for parks and other outdoor recreation purposes in qualifying areas, and (2) develop new or renovate existing outdoor recreation facilities that provide outdoor recreation opportunities to the public in qualifying areas. Qualifying area means an urbanized area or urban cluster that has a population of 25,000 or more in the most recent census, two or more adjacent urban clusters with a combined population of 25,000 or more in the most recent census, or an area that is administered by an Indian tribe or an Alaska Native or Native Hawaiian community organization. Interior shall give priority to projects that create or significantly enhance access to park and recreational opportunities in an urban neighborhood or community, engage and empower underserved communities and youth, provide opportunities for employment or job training for youth or underserved communities, establish or expand public-private partnerships, and take advantage of coordination among various levels of government.

This resolution mourns the loss of life in Turkey (Turkiye) and Syria caused by the earthquakes in Turkey on February 6, 2023. The resolution also (1) applauds the work of humanitarian aid and rescue workers on the ground; and (2) condemns the efforts by the Assad regime of Syria to exploit the disaster to evade international pressure and accountability, including by preventing the United Nations from providing assistance through border crossings between Turkey and Syria.

Eliminating a Quantifiably Unjust Application of the Law Act or the EQUAL Act This bill eliminates the federal sentencing disparity between drug offenses involving crack cocaine and powder cocaine. Currently, different threshold quantities of crack cocaine and powder cocaine (e.g., 28 grams of crack cocaine and 500 grams of powder cocaine) trigger the same statutory criminal penalties. This bill eliminates the lower quantity thresholds for crack cocaine offenses. Under the bill, the same threshold quantities of crack cocaine and powder cocaine trigger the same statutory criminal penalties. The change applies to future cases and cases pending on the date of enactment. With respect to past cases, the bill authorizes resentencing of a defendant who was convicted or sentenced for a crack cocaine offense before the date of enactment.

Better Empowerment Now to Enhance Framework and Improve Treatments Act of 2023 or the BENEFIT Act of 2023 This bill requires the Food and Drug Administration (FDA) to consider relevant patient experience data in the risk-benefit assessment framework used in the process for approving new drugs. After a new drug application has been approved, the FDA's public statement about how it used patient experience data shall include a description of how such data was considered in the risk-benefit assessment framework.

This bill requires the Joint Committee on the Library to enter into an agreement to obtain a statue of Shirley Chisholm, the first African American woman elected to Congress. The committee shall place the statue in a permanent public location in the U.S. Capitol.

Military Sexual Trauma Retirement Equity Act This bill expands eligibility for certain special compensation to disabled uniformed services retirees who are survivors of military sexual trauma. Specifically, the bill renames combat-related special compensation as trauma-related special compensation and makes eligible for such compensation trauma-related disabled uniformed services retirees (i.e., members of the uniformed services who have a trauma-related disability and are entitled to retired pay). The bill expands the former definition of a combat-related disability (now a trauma-related disability under this bill) to include a disability that is compensable under laws administered by the Department of Veterans Affairs (VA) and is determined by the VA to be the result of military sexual trauma.

UNRWA Accountability and Transparency Act This bill makes changes to U.S. foreign policy in matters concerning the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA). For purposes of this policy, the bill defines Palestinian refugee as a person who (1) resided from June 1946 to May 1948 in Mandatory Palestine (a region controlled by Britain until 1948), (2) was personally displaced as a result of the 1948 Arab-Israeli conflict, and (3) has not accepted citizenship or other permanent adjustment in status in another country. Furthermore, under U.S. policy, derivative refugee status may only extend to the spouse or minor child of such a Palestinian refugee. The bill withholds U.S. funding for the UNRWA unless the Department of State makes certifications concerning the UNRWA's staff, partners, and funding. Specifically, the State Department must certify that neither UNRWA staff and partners nor its funding and facilities are affiliated with terrorism or disseminating certain rhetoric, such as calling for the destruction of Israel or describing Israelis as occupiers or settlers . Additionally, the State Department must certify that the UNRWA is (1) subject to comprehensive independent financial audits, and (2) not affiliated with any financial institutions complicit in money laundering or terror financing. The State Department must also implement a plan to encourage other countries to align their UNRWA-related activities with U.S. policy objectives, including the phaseout of the UNRWA by resettling Palestinian refugees outside of Israel.

Health Care Fairness for Military Families Act of 2023 This bill modifies the extension of dependent coverage under TRICARE by allowing a dependent under the age of 26 to be covered without an additional premium. Additionally, the bill authorizes such coverage of dependents without an additional premium regardless of whether they are eligible to enroll in an employer-sponsored plan.

Dustoff Crews of the Vietnam War Congressional Gold Medal Act This bill provides for the award of a single Congressional Gold Medal to Dustoff crews (helicopter air ambulance crews) of the Vietnam War in recognition of their heroic military service.

Saving the Civil Service Act This bill generally prohibits changes to the classification of positions in the competitive service and excepted service unless certain conditions are met. (Competitive service positions are subject to competitive examination; excepted service positions are not subject to competitive examination and are instead subject to the specific requirements applicable to the schedule in which they are placed, which depends on the nature of the position.) Specifically, the bill prohibits executive agency positions in the competitive service from being placed in the excepted service, unless such positions are placed in the excepted service as in effect on September 30, 2020. The bill also prohibits positions in the excepted service from being placed in any schedule other than the aforementioned schedules. Additionally, agencies may not (1) transfer occupied positions from the competitive or excepted service into Schedule C without the consent of the Office of Personnel Management, or (2) transfer employees in the excepted service to another schedule or transfer employees in the competitive service to the excepted service without employee consent. On October 21, 2020, former President Donald Trump issued an executive order that placed executive agency positions that are of a confidential, policy-determining, policy-making, or policy-advocating character, and that are not normally subject to change as a result of a presidential transition, under a new schedule in the excepted service (Schedule F) instead of the competitive service. The order also required any such positions in the excepted service to be reclassified to Schedule F. The order was subsequently revoked by President Joe Biden.

This resolution calls on the United States and North Korea to begin the process of reuniting Korean Americans with their immediate relatives in North Korea. (Many families were divided after the signing of the Korean War Armistice Agreement, which divided the Korean Peninsula into North and South Korea.)

EAGLES Act of 2023 This bill reauthorizes the National Threat Assessment Center (NTAC) within the U.S. Secret Service. It reauthorizes the functions of NTAC through FY2028 and expands them to include additional activities related to the prevention of targeted violence, such as the establishment of a national program on targeted school violence prevention.

Commitment to Veteran Support and Outreach Act This bill authorizes the Department of Veterans Affairs (VA) to provide grants to states and Indian tribes to implement programs that improve outreach and assistance to veterans and their families to ensure that such individuals are fully informed about veterans' benefits and programs. Specifically, the VA may provide grants to states and tribes to (1) implement or enhance outreach activities; (2) increase the number of county or tribal veterans service officers in the state or tribe; or (3) expand, implement, or otherwise enhance existing programs and services of the existing state or tribal organization that is recognized by the VA in the preparation, presentation, and prosecution of claims for veterans benefits through representatives who hold positions as county or tribal veterans service officers. The VA must prioritize awarding grants in areas with a critical shortage of county or tribal veterans service officers, areas with high rates of suicide among veterans, and areas with high rates of referrals to the Veterans Crisis Line. During FY2024-FY2028, the VA is authorized to hire two or more additional full-time equivalent employees in the VA's Office of General Counsel to carry out duties under the accreditation, discipline, and fees program.

Prime Minister Golda Meir Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of Golda Meir, former Prime Minister of Israel, and the 75th anniversary of the United States-Israel relationship. All surcharges received by Treasury from the sale of such coins must be paid to the American Friends of Kiryat Sanz Laniado Hospital Inc.

Public Safety Retirees Healthcare Protection Act of 2023 This bill amends the Internal Revenue Code to increase from $3,000 to $6,000 the amount excludible from the gross income of public safety officers for distributions from governmental retirement plans for health and long-term care insurance.

Combating Organized Retail Crime Act of 2023 This bill expands federal enforcement of criminal offenses related to organized retail crime. Organized retail crime typically refers to large-scale retail theft and fraud by organized groups of professional shoplifters, or boosters, who make money by stealing merchandise and reselling it for a fraction of the retail cost. First, with respect to criminal offenses involving the transportation of stolen property across state lines and the sale or receipt of stolen goods, the bill broadens the scope of conduct that qualifies as offenses. Additionally, the bill makes the offenses predicate offenses (i.e., underlying offenses) for prosecutions under the federal money laundering statute and authorizes the criminal forfeiture of any property representing or traceable to the gross proceeds obtained as a result of an offense or a conspiracy to commit an offense. Second, with respect to criminal offenses involving theft from an interstate or foreign shipment, the bill makes an offense an underlying offense for prosecution under the federal money laundering statute and authorizes the criminal forfeiture of any property representing or traceable to the gross proceeds obtained as a result of an offense or a conspiracy to commit an offense. Finally, the bill establishes a center—the Organized Retail Crime Coordination Center—within the Department of Homeland Security to coordinate the federal law enforcement activities related to organized retail crime.

Strengthening Local Processing Act of 2023 This bill revises provisions related to meat and poultry processing establishments, including smaller establishments (i.e., at least 10 but fewer than 500 employees) and very small establishments (i.e., fewer than 10 employees or annual sales of less than $2.5 million). For example, the Department of Agriculture (USDA) must establish a searchable database of peer-reviewed validation studies for use in developing Hazard Analysis and Critical Control Points plans for smaller and very small establishments. The bill increases the maximum federal cost share from 50% to 65% that USDA may provide to assist states in creating meat and poultry inspection programs. Additionally, USDA must conduct outreach with states that have meat and poultry inspection programs, but that do not have Cooperative Interstate Shipment programs. The Cooperative Interstate Shipment program allows state-inspected facilities to operate as federally-inspected facilities and ship their products in interstate commerce and internationally. USDA must also award competitive grants for activities to increase resiliency and diversification of the meat processing system, including activities that support (1) the health and safety of meat and poultry plant employees, suppliers, and customers; (2) increased processing capacity; and (3) the resilience of the small meat and poultry processing sector. Further, the bill establishes grant programs to (1) establish or expand meat and poultry processing career training programs at community colleges, vocational schools, nonprofit organizations, worker training centers, and universities; and (2) support smaller and very small establishments by offsetting the cost of training new meat and poultry processors.

Reinvesting In Shoreline Economies and Ecosystems Act of 2023 or the RISEE Act of 2023 This bill increases revenue streams provided to states from offshore wind projects, offshore oil and gas leases, and onshore energy and mineral resources. States must use the revenue for specified purposes, such as coastal restoration, conservation, or infrastructure. Specifically, the bill requires revenues generated from offshore wind projects carried out under a lease entered into on or after January 1, 2022, to be deposited into accounts for the U.S. Treasury, the National Oceans and Coastal Security Fund, and adjacent coastal states. Currently, this revenue is deposited in the U.S. Treasury. The Department of the Interior must disburse the revenue to a state in an amount that is based on a formula that is inversely proportional to a state's distance from the offshore wind site. In addition, the bill removes the cap on the amount of revenue generated from offshore oil and gas leases that may be shared with states under the Gulf of Mexico Energy Security Act of 2006. It also eliminates a fee under the Mineral Leasing Act that Interior currently collects to administer the onshore revenue sharing program.

Ellie Helton, Lisa Colagrossi, Kristen Shafer Englert, Teresa Anne Lawrence, and Jennifer Sedney Focused Research Act or Ellie's Law This bill authorizes appropriations for the National Institute of Neurological Disorders and Stroke to conduct or support research on unruptured brain aneurysms in a patient population diversified by age, sex, and race.

This bill directs the Federal Emergency Management Agency to allow a period of private flood insurance coverage to count towards continuous coverage requirements as part of the National Flood Insurance Program (NFIP). Property owners must maintain continuous flood insurance coverage to qualify for certain NFIP subsidies.

Caribbean Border Counternarcotics Strategy Act This bill provides statutory authority for the requirement for the Office of National Drug Control Policy (ONDCP) to include a Caribbean Border Counternarcotics Strategy in its National Drug Control Strategy. This strategy must include measures for preventing the illegal trafficking of drugs through the Caribbean region into the United States, including measures to combat drug trafficking and drug-related violent crime in Puerto Rico and the U.S. Virgin Islands. The bill also revises ONDCP's authorization to (1) add definitions for state and for United States to specify that its authorization includes U.S. territories and possessions, and (2) revise the definition for supply reduction to ensure that the National Drug Control Strategy includes efforts to disrupt the financial networks of drug trafficking organizations.

This bill requires the President to provide periodic reports and briefings to Congress on matters related to certain U.S. laws concerning North Korea. Annually, the President must submit a report to Congress relating to (1) arms trafficking involving North Korea, (2) operators of foreign airports and sea ports that fail to inspect cargo to or from North Korea, and (3) cooperation between North Korea and Iran. Twice a year, the President must submit a report regarding persons responsible for activities undermining cybersecurity. The bill also requires the President to provide a briefing to Congress twice a year regarding measures to deny specialized financial messaging services to designated North Korean financial institutions.

Heart Health Enhancement through Access to Research and Training Act This bill authorizes grants for continuing medical education programs for physicians on preventing, identifying, and treating cardiovascular disease in women. The Department of Health and Human Services may award the grants to hospitals, public health departments, medical or other health professional schools, or other eligible entities.

Water Quality and Environmental Innovation Act This bill establishes and transfers funds to the Water Quality and Environmental Innovation Fund. Until September 30, 2028, the Environmental Protection Agency (EPA) may use the fund to award grants and contracts to carry out projects (1) that use emerging technologies (e.g., artificial intelligence or quantum information science) to address threats to water quality; or (2) for the research, development, or design of such technologies. Threats to water quality that may be addressed under a project carried out using a grant or contract may include acidification; the accumulation of plastics, trash, and microplastics; hydrologic alterations, such as restricting tidal flow; nutrient release and eutrophication, including harmful algal blooms; sea-level rise; waste carbon dioxide accumulations; adverse soil health conditions; erosion and sedimentation; and karst, sinkholes, and land subsidence. At the start of each fiscal year from FY2024 through FY2028, an amount of funding must be transferred to the fund that is equal to the amount that the EPA determines will be collected in such fiscal year from fees and charges under the Motor Vehicle and Engine Compliance Program of the EPA.
