Protecting Our Democracy Act This bill establishes in the legislative branch the National Commission on Foreign Interference in the 2016 Election to examine any attempts or activities by the Russian government or other governments, persons or entities associated with such governments, or persons or entities within Russia to use electronic means to influence, interfere with, or sow distrust in elections for public office held in the United States in 2016.

Condemns the Dog Meat Festival in Yulin, China, because it: (1) is a spectacle of extreme animal cruelty, (2) is a commercial activity not grounded in Chinese history, (3) is opposed by a majority of the Chinese people, and (4) threatens global public health. Urges: the government of China and the Yulin authorities to ban the killing and eating of dogs as part of Yulin's festival and to enforce China's food safety laws regulating the processing and sale of animal products and the 2011 Agriculture Ministry of China Regulation on the Quarantine of Dogs at the Place of Origin requiring one certificate for one dog on trans-provincial transport trucks, and the National People's Congress of China to enact an animal anticruelty law that bans the dog meat trade. Affirms the commitment of the United States to the protection of animals and to the progress of animal protection.

Presidential Tax Transparency Act This bill amends the Ethics in Government Act of 1978 to require the President and certain candidates for President to disclose federal income tax returns for the three most recent taxable years in reports filed with either the Office of Government Ethics (OGE) or the Federal Election Commission (FEC), in the case of a candidate. The OGE or the FEC must make the disclosed tax returns publicly available after making appropriate redactions. If the income tax returns are not disclosed as required by this bill, the OGE or the FEC must request the returns from the Internal Revenue Service (IRS). The bill amends the Internal Revenue Code to require the IRS, upon receiving a written request from the FEC or the OGE, to provide any income tax return that is required to be disclosed under this bill. The bill also establishes civil and criminal penalties for failing to file or falsifying income tax returns that are required to be disclosed pursuant to this bill.

Declares that a viable and sustainable two-state solution to resolve the Israeli-Palestinian conflict can only be achieved through direct negotiations between Israelis and Palestinians. Calls for the United States to continue to: support a durable and sustainable two-state solution; oppose, and if necessary, veto future United Nations Security Council resolutions that seek to impose solutions to final status issues or that are one-sided and anti-Israel; and work with Israelis and Palestinians to create the conditions for successful final-status peace negotiations.

Safeguard American Food Exports Act of 2017 This bill amends the Federal Food, Drug, and Cosmetic Act to deem equine (horses and other members of the equidae family) parts to be an unsafe food additive or animal drug. The bill prohibits the knowing sale or transport of equines or equine parts for human consumption.

Middle Class Health Benefits Tax Repeal Act of 2017 This bill amends the Internal Revenue Code to repeal, beginning with taxable years beginning after December 31, 2017, the excise tax on employer-sponsored health care coverage for which there is an excess benefit (high-cost plans).

Fairness to Teaching Hospitals Act of 2016 This bill amends the Patient Protection and Affordable Care Act to specify that a certain Medicare rule for counting resident time in nonprovider settings shall not be applied in a manner that requires the reopening of any settled hospital cost reports except where there was a jurisdictionally proper appeal pending as of March 23, 2010. The bill applies retroactively.

Justice for Victims of Fraud Act of 2016 This bill amends the Truth in Lending Act and the Electronic Fund Transfer Act to prohibit predispute arbitration agreements with consumers (i.e., agreements to arbitrate any future disputes between parties instead of pursuing the claims in court) from being valid or enforceable in disputes related to credit card accounts or personal bank accounts that are not subject to a final judgment by a court if the credit card or bank account was not issued in response to a request or application for that account. The bill excludes from this prohibition accounts held by a financial institution pursuant to a bona fide trust agreement.

Expresses the sense of the House of Representatives that: (1) the President should award the Presidential Medal of Freedom posthumously to Mrs. Henrietta Lacks in recognition of her invaluable contribution to modern science in the form of her own immortal cells, called HeLa cells; and (2) the case of Mrs. Lacks has spurred the medical and scientific communities to recognize their role in perpetuating racial and socioeconomic bias and has enabled the establishment of greater health care protections for patients.

Fair Pay for Presidential Protection Act This bill creates an exception to a limitation on premium pay for U.S. Secret Service personnel performing protective services during any year in which a presidential election is held to the extent that payment of such pay does not cause: (1) the aggregate total of basic and premium pay for any pay period to exceed the biweekly equivalent of the annual salary rate established for level I of the Executive Schedule; or (2) the total basic and premium pay in any calendar year to exceed the annual salary rate established for such level. Such additional premium pay shall not be considered or creditable as basic pay for purposes of retirement or any other purpose and shall not be used in computing payment for accumulated and accrued annual leave. The Director of the Secret Service may act as the head of an agency in applying such annual limitation on premium pay in calendar years in which a presidential election is not held.

Fair Housing for Domestic Violence and Sexual Assault Survivors Act of 2016 This bill amends the Fair Housing Act to prohibit discrimination against or regarding survivors of domestic violence or sexual assault in: the sale or rental of housing and related activities, residential real estate-related transactions, and the provision of real estate brokerage services. This bill declares that nothing in the Act shall prohibit federal, state, or local government or other assistance or a preference program designed to assist or benefit domestic violence or sexual assault survivors in seeking, securing, or maintaining dwellings, shelters or any other form of housing. The Civil Rights Act of 1968 is amended to prohibit intimidation in fair housing tranactions regarding survivors of domestic violence or sexual assault.

Enhancing Minority and Women Representation in NIH Medical Research Act of 2016 This bill amends the Public Health Service Act to require the National Institutes of Health (NIH), in assessing research priorities, to publish data on certain clinical research study populations. The NIH must foster collaboration among clinical research projects that use human subjects and that collect similar data to increase the number and diversity of subjects. The strategic plans of the national research institutes must ensure that future activities take into account women and minorities and are focused on reducing health disparities. Advisory council reports must include certain demographic data for clinical research subjects. The results of NIH-funded clinical trials that include women and minorities must be submitted to NIH's clinical trial data bank. The National Institute on Minority Health and Health Disparities may foster partnerships among the national research institutes and encourage the funding of collaborative research projects to achieve NIH goals related to minority health and health disparities. The NIH must develop policies for NIH-funded basic research projects to assess how differences between male and female cells, tissues, or animals may be examined and analyzed.

Raising Accountability to Improve School Excellence Act This bill amends the Elementary and Secondary Education Act of 1965 to: (1) require a charter school grant application to include additional information and assurances related to oversight of authorizing activity by a public chartering agency; and (2) expand grant selection criteria and priorities to include consideration of the number of times a state entity has applied for, and been denied, such a grant.

Follow the Rules Act This bill extends the prohibition (regarding employment in the federal government) against a person taking, failing to take, or threatening to take or fail to take a personnel action against any employee or applicant for employment for refusing to obey an order that would require the individual to violate a law to personnel actions against such an individual for refusing to obey an order that would violate a rule or regulation.

Inclusive Campuses Act This bill amends title III (Institutional Aid) of the Higher Education Act of 1965 to allow historically black colleges and universities and other minority-serving institutions of higher education to use title III funds to establish resource centers on campus that provide support to and education about lesbian, gay, bisexual, transgender, and queer students.

Adam Walsh Reauthorization Act of 2016 This bill amends the Sex Offender Registration and Notification Act to: reauthorize through FY2021 the Sex Offender Management Assistance program, reauthorize through FY2021 the activities of the U.S. Marshals Service to locate and apprehend sex offenders who violate sex offender registration requirements, reduce from 25 years to 15 years the required registration period for certain juvenile delinquent sex offenders who maintain a clean record, allow a state, Indian tribe, or territory to exempt from disclosure on a public website information about juvenile delinquent sex offenders, specify how to calculate the allocation of Byrne Memorial Justice Assistance Grant (JAG) program funds for local governments after a state's JAG funds are reduced for failure to comply with sex offender registration and notification standards, and establish an alternative method for complying with the in-person verification requirement. It amends the Adam Walsh Child Protection and Safety Act of 2006 to require the Department of Justice to include additional data in its annual report on the enforcement of sex offender registration requirements. The bill amends the federal criminal code to: modify the duties of probation and pretrial services officers to include, when directed by a court, supervision of a sex offender conditionally released from civil commitment subject to court-ordered compliance with a prescribed regimen of medical, psychiatric, or psychological treatment; and extend the statute of limitations for a minor victim of a federal sex offense to file a civil action to 10 years (currently 3 years) from the date such individual reaches age 18.

This bill amends the Safe Drinking Water Act by requiring the Environmental Protection Agency to revise regulations about consumer confidence reports in order to increase their effectiveness and understandability. Currently, each community water system must mail their customers an annual consumer confidence report that provides information about local drinking water quality.

Immigration Courts Bail Reform Act This bill amends the Immigration and Nationality Act to eliminate the minimum bond amount needed to release a detained alien. An immigration judge may review an initial custody determination for an adult alien, subject to specified rules, which include the following: the Department of Homeland Security (DHS) shall, within 72 hours, file the notice to appear or charging document with the appropriate immigration court and serve such notice on the detained alien; except for criminals or suspected terrorists, DHS may continue to detain an alien only if no conditions will reasonably assure the alien's appearance and the safety of any other person and the community; the Department of Justice shall ensure that an alien has the opportunity to promptly appear before an immigration judge for a custody redetermination hearing; except for criminals or suspected terrorists, an immigration judge shall review the custody determination de novo and may continue to detain the alien only if DHS demonstrates that no conditions will reasonably assure the alien's appearance and the community's safety; DHS and an immigration judge shall order an alien's release on personal recognizance or upon an unsecured appearance bond unless such release will not reasonably assure the alien's appearance or the community's safety; if DHS or an immigration judge determines that such release will not reasonably assure the alien's appearance or such safety, DHS or the immigration judge shall order the alien's release under the least restrictive conditions that will assure the alien's appearance and the community's safety; DHS or an immigration judge shall consider the alien's financial ability in determining whether to impose a bond as a condition of release; and DHS or an immigration judge may not impose a financial condition that results in an alien's detention.

Strengthening Social Security Act of 2016 This bill amends the Internal Revenue Code to prescribe special rules for the determination of taxable wages and self-employment income above the contribution and benefit base after 2016. Title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act (SSAct) is amended to: (1) increase from 90% to 95% over five years the first bend point factor used in determining the primary OASDI insurance amount; and (2) include surplus average indexed monthly earnings in the determination of such amounts. The Bureau of Labor Statistics of the Department of Labor shall prepare and publish the Consumer Price Index for Elderly Consumers (CPI-EC) that indicates changes over time in expenditures for consumption which are typical for individuals in the United States who have attained early retirement age for purposes of an old-age, wife's, or husband's insurance benefit. The bill amends the SSAct to make the CPI-EC the applicable Consumer Price Index for computation of cost-of-living increases in OASDI benefits for such individuals. The bill revises OASDI benefits for a widow or widower to provide benefits at a level equal to at least 75% of the amount received prior to the death of a spouse. The bill prevents any decrease in the benefit level of supplemental security income recipients resulting from any increase in other social security benefits in this bill.

Dialysis PATIENTS Demonstration Act of 2016 or the Dialysis Patient Access to Integrated-care, Empowerment, Nephrologists, Treatment, and Services Demonstration Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to establish a demonstration program for the provision of integrated care to Medicare beneficiaries with end-stage renal disease (ESRD). Under the voluntary program, eligible participating providers may form organizations to offer ESRD integrated care models and serve as medical homes for program-eligible beneficiaries. Such a model: (1) shall cover medical and hospital services, other than hospice care, under Medicare; (2) must include benefits for transition into palliative care; and (3) may cover prescription drug benefits. An organization must offer at least one open network model but may also offer one or more preferred network models. An organization shall return savings achieved under the models to program-eligible beneficiaries. A beneficiary shall have the opportunity to: (1) opt out of the program, (2) make an assignment change into an open network model offered by a different organization, or (3) elect a preferred network model. The bill establishes requirements regarding: (1) benefits for program-eligible beneficiaries who are also eligible for Medicaid benefits, (2) program quality and reporting, (2) ESRD integrated care strategy, (3) program operation and scope, (4) beneficiary notification, and (5) payment.

America's Call To Improve Opportunities Now for National Service Act or the ACTION for National Service Act This bill amends the National and Community Service Act of 1990 and the Domestic Volunteer Service Act of 1973 to reestablish the Corporation for National and Community Service as an independent executive agency called the National and Community Service Administration. An individual who successfully completes a term of full-time national service shall be entitled to a national service educational award equal to twice the amount of tuition for the institution of higher education where the individual is enrolled, not to exceed twice the average in-state tuition. Current law limits the award's value to the maximum amount of a Federal Pell Grant that an individual is eligible to receive in the aggregate. Within the administration, the bill establishes an interagency working group to evaluate specified issues related to: (1) eligibility for tuition and student loan repayment assistance with regard to participation in certain national or volunteer service programs, (2) the advisability of granting federal hiring preference to certain volunteer program participants, and (3) methods for increasing the participation of seniors in national service programs. The National Service Foundation, a nonprofit corporation established by the bill, shall accept and administer gifts made in connection with the administration. The bill expresses support for the authorization of appropriations sufficient to provide, within 10 years, volunteer service opportunities for at least 1 million volunteers in full-time national service annually. The bill amends the Internal Revenue Code to exclude AmeriCorps educational awards from gross income.

National Adoption and Foster Care Home Study Act This bill amends the Child Abuse Prevention and Treatment Act to direct a state receiving from the Department of Health and Human Services (HHS) a community-based formula grant for the prevention of child abuse and neglect to establish a demonstration program through which the state: adopts a specific evidence-based, uniform, national home study program for the evaluation of prospective foster parents and adoptive parents; and furnishes HHS with data gathered through operation of the program. HHS shall establish a national registry of home study reports filed by home study practitioners using an HHS-developed methodology meeting specified criteria. This registry must be accessible to state foster care and adoption agencies, or a designated entity as determined by the lead agency in the state, to assist with the selection of prospective foster parents and adoptive parents.

Disability Integration Act of 2016 This bill prohibits states or local governments that provide institutional placements for individuals with disabilities who need long-term assistance with daily living activities or health-related tasks, and prohibits insurance providers that fund such long-term services, from denying community-based services that would enable such individuals, as an alternative to institutionalization, to live in the community and lead an independent life. States, local governments, or insurance providers may not discriminate against such individuals in the provision of community-based services by: (1) imposing prohibited eligibility criteria, cost caps, waiting lists, or payment structures; (2) failing to provide a specific community-based service; or (3) requiring an individual to receive a service in a congregate or disability-specific setting. Community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. States, local governments, and public insurance providers must assess: (1) transportation barriers that prevent individuals from receiving services in integrated settings, and (2) the availability of integrated employment opportunities. The Department of Justice (DOJ) and the Department of Health and Human Services (HHS) must issue regulations requiring states, local governments, or insurance providers to offer community-based long-term services as an alternative to institutional placement. State and local governments, in conjunction with housing agencies, must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy. Such regulations must also require states and local governments to begin implementing a transition plan to achieve the requirements of this Act within 12 years after its enactment. For 10 years after issuance of the regulations, HHS must determine annually whether each state is complying with the transition plan. If a state is complying, HHS must increase by five percentage points the federal medical assistance percentage for a state requesting an increase for expenditures on home and community-based services furnished under the state Medicaid plan under title XIX (Medicaid) of the Social Security Act, or a waiver of such plan, that are identified as: (1) improvements to ensure accessibility or self-directed receipt of such services, (2) funding shifts from institutional settings to integrated community-based services, or (3) environmental modifications for housing targeted toward the lowest income individuals. The bill provides for DOJ enforcement and allows civil actions by individuals subjected to, or about to be subjected to, a violation of this bill.

Urban Progress Act of 2016 This bill provides support (e.g. grant programs or tax credits) for: the Rental Assistance Demonstration program that improves public housing, qualified ex-felons and employers who hire them, economically disadvantaged communities, a training program for workers, a program for providing eligible youth with summer employment opportunities, a plan to reduce the number of children living in poverty, benefits from the Supplemental Nutrition Assistance Program for children who attend summer school, families that have children and are under 150% of the poverty line, a process to expunge and seal certain youth criminal records, an effort in preventing juvenile delinquency and criminal street gang activity, and a program for increasing the racial diversity of law enforcement agencies. The bill also addresses gun violence, including by: (1) making trafficking in firearms a crime, (2) establishing firearm prohibitions for certain high-risk individuals, (3) establishing background check requirements, and (4) requiring gun owners to report a lost or stolen firearm to Department of Justice and local law enforcement authorities within 48 hours of discovery.

Sexual Assault Survivors' Rights Act This bill amends the federal criminal code to establish statutory rights for sexual assault survivors, including the right to: (1) receive a forensic medical examination at no cost; (2) have a sexual assault evidence collection kit (i.e., rape kit) preserved for the maximum applicable statute of limitations; (3) receive written notification prior to destruction or disposal of a rape kit; and (4) be informed of the rights and policies under this section. Additionally, it makes statutory crime victims' rights applicable to sexual assault survivors. The bill amends the Victims' Rights and Restitution Act of 1990 to include information about sexual assault services, programs, and providers in the description of services provided to victims. The bill amends the Victims of Crime Act of 1984 to authorize the Department of Justice's (DOJ's) Office of Justice Programs to make grants to states to develop sexual assault survivors' rights and policies and to disseminate written notice of such rights and policies to medical centers, hospitals, forensic examiners, sexual assault service providers, law enforcement agencies, and other state entities. DOJ and the Department of Health and Human Services must establish a joint working group to develop, coordinate, and disseminate best practices regarding the care and treatment of sexual assault survivors and the preservation of forensic evidence. For purposes of this bill, the term "sexual assault survivor" includes a legal representative acting on behalf of a deceased victim of sexual assault.

Environmental Health Workforce Act of 2016 This bill requires the Department of Health and Human Services (HHS) to develop model standards and guidelines for credentialing environmental health professionals. Additionally, HHS must develop a comprehensive and coordinated plan for the environmental health workforce that: (1) includes performance measures, (2) identifies any gaps between existing programs and future environmental health workforce needs, and (3) identifies actions needed to address any identified gaps. The Government Accountability Office must identify the best practices related to training and credentialing environmental health professionals in six states. The bill also amends the Higher Education Act of 1965 to make environmental health professionals eligible for loan forgiveness programs from the Department of Education.

Coal Cleanup Taxpayer Protection Act This bill amends the Surface Mining Control and Reclamation Act to prohibit the Office of Surface Mining and Reclamation Enforcement (OSMRE) and state regulatory authorities from accepting new self-bonds for coal reclamation. Additionally, any existing self-bonds or corporate bonds utilized for coal reclamation must be converted to surety or collateral bonds. The OSMRE may approve state or federal alternative coal mining bond programs that result in no greater risk of financial liability to the federal government than a surety or collateral bond program. The bill also requires the OSMRE to issue rules establishing limitations on surety bonds to minimize the financial liability to the federal or state government.

A beneficiary shall have the opportunity to: (1) opt out of the program, (2) make an assignment change into an open network model offered by a different organization, or (3) elect a preferred network model. The bill establishes requirements regarding: (1) benefits for program-eligible beneficiaries who are also eligible for Medicaid benefits, (2) program quality and reporting, (2) ESRD integrated care strategy, (3) program operation and scope, (4) beneficiary notification, and (5) payment.

Declares the sense of the House of Representatives that: (1) history should be regarded as a means for understanding the past and solving the challenges of the future, and (2) the celebration of the end of slavery is an important and enriching part of the history and heritage of the United States.

Stop Mass Killings By Violent Terrorists Act This bill amends the federal criminal code to prohibit a federally licensed firearms dealer, importer, or manufacturer from transferring, to a person who is a non-licensee, a large capacity ammunition feeding device, unless: (1) the licensee has conducted a criminal background check of the person, and (2) the Department of Justice (DOJ) has verified the truthfulness of certain written responses given by the person with respect to recent contacts by federal law enforcement authorities. In addition, the bill prohibits a federally licensed firearms dealer, importer, or manufacturer from transferring, to a person who is a non-licensee, a semiautomatic weapon (for which a criminal background check is already required under current law), unless DOJ has verified the truthfulness of the person's written responses with respect to recent contacts by federal law enforcement authorities.

Berta Caceres Human Rights in Honduras Act This bill prohibits funds from being made available to Honduras for the police and military (including for equipment and training), and directs the Department of the Treasury to vote against multilateral loans to Honduras for its police and military, until the Department of States certifies that the government of Honduras has: prosecuted members of the military and police for human rights violations and ensured that such violations have ceased; established the rule of law and guaranteed a judicial system capable of bringing to justice members of the police and military who have committed human rights abuses; established that it protects the rights of trade unionists, journalists, human rights defenders, government critics, and civil society activists to operate without interference; withdrawn the military from domestic policing; and brought to trial and obtained verdicts against those who ordered and carried out the attack on Felix Molina and the killings of Berta Caceres, Joel Palacios Lino, Elvis Armando Garcia, and over 100 small-farmer activists in the Aguan Valley.
