Korean War Veterans Memorial Thirty-Eighth Anniversary Commemorative Coin Act - Expresses the sense of the Congress that the United States should recognize the 38th anniversary of the Korean War by minting and issuing a silver dollar coin. Directs the Secretary of the Treasury to issue one-dollar silver coins to commemorate the 38th anniversary of the ending of the Korean War. Terminates such authority after December 31, 1991. Mandates that surcharges from the sale of such coins be used for the Korean War Veterans Memorial.

Urges the President to initiate consultations and negotiations with East European countries (Poland, Hungary, Czechoslovakia, and Yugoslavia) under the authority of the Omnibus Trade and Competitiveness Act of 1988 to reach trade agreements that establish free trade areas between the United States and such countries. Authorizes the President to designate other East European countries (including Estonia, Latvia, and Lithuania) as eligible East European countries if such a country is taking steps toward: (1) political pluralism; (2) economic reform based upon progress toward a market-oriented economy; (3) respect for internationally recognized human rights; and (4) a willingness to build a friendly relationship with the United States.

Thrift Resolution Cost Estimate Act of 1990 - Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to require the President to report to the Congress every quarter on the total cost incurred by the FSLIC Resolution Fund, the Resolution Trust Corporation, and the Savings Association Insurance Fund in connection with certain savings association for which conservators or receivers have been appointed or which are likely to require specified financial assistance.

Expresses the sense of the House of Representatives that: (1) the President should submit the Convention for the Protection of the Natural Resources and Environment of the South Pacific Region to the Senate for ratification; (2) the Senate should give its advice and consent to ratification without delay; and (3) the United States should commit resources to support the Work Program of the South Pacific Regional Environment Program and activities to implement the Convention.

Expresses the sense of the House of Representatives that the Director of the Peace Corps should: (1) develop a volunteer service through which business people and farmers could share their entrepreneurial experience with their counterparts in Eastern Europe; and (2) invite business people with a record of volunteer service to form a task force to recommend the elements of the service.

Applauds the efforts of the people of Nepal to bring about political reform and democratization in their country through peaceful means. Expresses: (1) sympathy to the families of those Nepali citizens who lost their lives during prodemocracy protests; and (2) support for the efforts of Prime Minister Bhattarai to guide the transition toward multiparty democracy in Nepal. Welcomes: (1) statements by Nepali leaders calling for investigations of the killings and other mistreatment of demonstrators, and for compensation for victims; and (2) the decision of the King of Nepal to legalize political parties and endorse a process of political reform. Urges all parties in Nepal to work peacefully toward the establishment of a political system that guarantees internationally recognized human rights, including the rights of freedom of expression, association, and assembly, and the right of the Nepali people to choose their leaders by free and fair elections.

Calls upon the Government of Burma (now known as Myanmar) to: (1) create the conditions necessary to ensure free and fair elections in Burma on May 27, 1990, by releasing persons imprisoned for the peaceful expression of their views, permitting all Burmese citizens committed to peaceful participation in the political process an opportunity to contest elections, lifting electoral campaign restrictions that provide the authorities with nearly unlimited power to limit debate, establishing an impartial election commission, and permitting access to Burma for international election observers; and (2) demonstrate a commitment to human rights by abandoning martial law restrictions on the right to a fair trial, ending rape, torture, extrajudicial executions, and forced porterage of civilians, and ordering investigations and pursuing prosecutions against those believed responsible. Calls upon: (1) the international community to withhold foreign assistance from, and to end all military cooperation (including arms sales) with, such Government; and (2) the President to discourage other countries from providing such assistance and cooperation and to encourage international observation of the election process. Denounces the Burmese Government's practice of accommodation and cooperation with drug traffickers. Urges the President to: (1) pressure such Government to cease such cooperation and pursue more vigorous antinarcotics policies; (2) use his position to focus international scrutiny on Burma's antinarcotics record; and (3) refrain from expanding U.S. antinarcotics programs in Burma until the Burmese Government has demonstrated a willingness to respect the human rights of its citizens and a sincere interest in combatting narcotics.

Home Care Tax Protection for Persons with Disabilities Act - Amends the Internal Revenue Code to exclude from gross income qualified in-home care payments made by States to provide health-related and personal care services to individuals in their homes.

Foreign Investment Analysis Act of 1990 - Amends the International Investment and Trade in Services Survey Act to direct the President to report to the Congress regarding the status of integrated business data acquired by the Bureau of Economic Analysis from the Bureau of the Census with respect to the range and scope of foreign business ownership interests in the United States. (Presently the two organizations may not share such data with one another.) Amends Federal census law to direct the Bureau of Economic Analysis and the Bureau of the Census to exchange and use data regarding foreign business ownership in the United States ("statistical establishment list information"). Sets forth confidentiality guidelines for such a data exchange and establishes criminal penalties for violations of such guidelines.

Contraception and Infertility Research Centers Act of 1990 - Amends the Public Health Service Act to require the Director of the Institute of Child Health and Human Development to make grants and enter into contracts for centers for improving methods of contraception and centers for diagnosing and treating infertility. Requires the Director, subject to appropriations, to provide for three centers with respect to contraception and two centers with respect to infertility. Requires each center to: (1) conduct clinical and other applied research; (2) develop training protocols for and conduct training of physicians, scientists, nurses, and other health and allied health professionals; (3) develop model continuing education programs; and (4) disseminate information to such professionals. Allows a center to use the funds to provide: (1) stipends for health and allied health professionals enrolled in the training programs; and (2) fees to individuals serving as subjects in the clinical trials. Requires each center to use the facilities of a single institution, or be formed from a consortium of cooperating institutions, meeting requirements as prescribed by the Secretary of Health and Human Services. Allows support for a center to be for a period of up to five years, with extensions of one or more periods of up to five years if the center's operations have been reviewed by a peer review group and the group has so recommended. Authorizes appropriations. Amends the Public Health Service Act to direct the Secretary to establish a program of entering into agreements with health professionals, including graduate students, under which the professionals agree to conduct research with respect to contraception or infertility in consideration of the Government agreeing to repay, for each year of such service, not more than a specified amount of the principal and interest of their educational loans. Applies provisions of the National Health Service Corps Loan Repayment Program to this program, except as inconsistent. Authorizes appropriations. Requires amounts appropriated to remain available until the end of the second fiscal year after they are appropriated.

Declares that the Congress should: (1) establish a program of research for the development of methods of contraception and methods of diagnosing and treating infertility; (2) provide adequate long-term resources for the program; (3) ensure that Federal programs with respect to sexually transmitted diseases adequately respond to the role of such diseases in infertility; (4) ensure public education on contraception and infertility; (5) establish as Federal goals the development, by the year 2010, of improved barrier methods to protect against pregnancy and diseases, new methods of contraception for use by men, a vaccine-like drug for women that prevents pregnancy for a significant period of time without other specified effects, and new and improved techniques of diagnosing and treating infertility; (6) require the Secretary of Health and Human Services to reestablish the Ethical Advisory Board in order to facilitate research with respect to infertility; (7) review the policies and procedures of the Food and Drug Administration with respect to expediting approval of drugs and devices for use by the public, especially with respect to contraception and infertility; and (8) determine to what extent measures can be implemented by public or private entities to resolve liability issues involved with drugs and devices concerned with contraception and infertility.

Department of Defense Civilian Employee Retirement Incentive Act - Allows certain employees of the Department of Defense serving in entities undergoing a major reorganization, reduction in force, or transfer of functions to elect to have five years added to their age upon separation, their total creditable service, or a combination thereof (not to exceed five years) for purposes of determining retirement eligibility and benefits under the Civil Service and Federal Employees' Retirement Systems.

Antarctica World Park and Protection Act of 1990 - Directs the Secretary of the Interior, acting through the National Park Service, to prepare an inventory of resources and values of Antarctica. Requires the inventory to: (1) identify areas that should be managed to preserve natural ecological systems or to avoid interference with scientific research; and (2) identify areas where past actions have resulted in damage to resources or values requiring restoration or mitigation. Directs the Secretary to: (1) identify the claims asserted with respect to Antarctica by the United States and other nations, as well as existing and proposed international agreements affecting Antarctica; and (2) assess the extent to which such claims could affect this Act and the adequacy of such agreements to achieve management of Antarctica's resources in a manner consistent with this Act. Requires the Secretary, acting through the National Park Service, to prepare a plan for the management of Antarctica as a world park. Directs the Secretary to incorporate relevant international agreements into such plan. Requires the Secretary of State to submit the plan to other nations and international organizations and to report to the President and the Congress on modifications of international agreements and new agreements necessary to manage Antarctica as a world park. Requires the plan to: (1) identify areas in Antarctica appropriate for public education, interpretation, and visitation by tourists and specify conditions on such visitation to assure protection of resources and values; (2) identify areas most valuable for environmental monitoring and other scientific research and specify conditions on such research to assure protection of resources and values; and (3) identify areas requiring restoration or mitigation and the steps necessary to achieve restoration or mitigation. Prohibits U.S. citizens from entering any area not identified in the plan or appropriate for activities in conformance with the plan. Provides for public participation in the preparation of the inventory and plan. Provides for interim protection of Antarctica until the plan is completed. Amends the Mining and Minerals Policy Act of 1970 to: (1) make it unlawful to carry out mineral exploration and development in Antarctica; and (2) make persons who carry out such activities ineligible to file or maintain a claim or receive a patent or lease for any mineral. Amends the National Historic Preservation Act of 1966 to apply the Environmental and Historic Preservation Laws to actions in or affecting Antarctica by U.S. entities. Requires the Secretary of the Interior to be kept informed of proposals or projects by U.S. or foreign agencies that could affect Antarctica. Applies recommendations adopted by parties to the Antarctic Treaty to protect the values of Antarctica to all U.S. entities unless the United States formally exempts itself from such recommendations. Requires the Secretary of State to provide the following information to the President and the Congress: (1) information concerning actions by any nation to exempt itself from recommendations of such type; and (2) information that any nation intends to seek voting status under the Treaty. Directs the President, through the Secretary of State, to begin negotiations with other parties to the Treaty to establish agreements to: (1) prevent activities inconsistent with managing Antarctica as a world park; (2) prohibit mineral development or exploration in Antarctica; and (3) minimize adverse impacts on the values of Antarctica. Requires U.S. officers or agents having reliable information on activities to obtain data on Antarctica's mineral resources to provide such information to the Secretary of the Interior. Directs the President, through the Secretary of State, to request all nations whose citizens or nationals are believed to have carried out such activities to provide such data to the Secretary of the Interior. Requires the President to instruct U.S. officers to report on sanctions that could be applied to any nation failing to comply with such request. Authorizes appropriations.

Amends the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 to provide that the definition of "owner or operator" (for purposes of liability) does not include: (1) a designated lending institution which acquires control of a facility pursuant to the terms of a security interest held by the person in such facility or in connection with a lease subject to Federal or State banking authorities; (2) a corporate fiduciary which operates or has legal title to a facility pursuant to the terms of an estate or trust; (3) an individual or institution that serves as an indenture trustee and acquires control of a facility as the result of default on a financing document between the trustee and the issuing entity; and (4) an individual fiduciary who has legal title to a facility for purposes of administering an estate or trust.

Markets and Trading Reorganization and Reform Act - Title I: Establishment of Commission - Establishes the Markets and Trading Commission as an independent regulatory commission. Establishes within such body the Office of General Counsel. Title II: Transfers of Functions - Transfers to the Commission all functions of the Commodity Futures Trading Commission, the Securities and Exchange Commission, and the Board of Governors of the Federal Reserve System. Authorizes the Commission to: (1) direct contract markets to adjust margin levels required on contracts; and (2) prescribe limits on margin levels imposed by a contract market. Title III: Federal Financial Markets Coordinating Council - Establishes the Federal Financial Markets Coordinating Council comprised of specified banking regulatory agencies to: (1) coordinate the regulatory operations of such agencies; (2) periodically discuss regulatory issues; (3) establish an advisory committee composed of member representatives from the futures, commodities, options and securities exchanges, and the banking industry; and (4) submit biennial status reports to the Congress. Title IV: Administrative Provisions - Sets forth personnel and administrative provisions for the Commission. Requires the Commission to submit an annual status report to the President. Authorizes appropriations. Title V: Transitional Savings, and Conforming Provisions - Sets forth transition guidelines for the transfer and allocation of appropriations and personnel. Title VI: Effective Date - Sets forth the effective date of this Act.

International Development Association Replenishment Act of 1990 - Amends the International Development Association Act to authorize the U.S. Governor of the International Bank for Reconstruction and Development to pay a specified amount to the International Development Association for the ninth replenishment of the Association. Authorizes appropriations.

Democracy Defense Initiative Act - Amends the Support for East European Democracy (SEED) Act of 1989 to require the United States to provide assistance to Eastern European countries taking steps toward: (1) political pluralism and economic reform; (2) respect for human rights; and (3) a willingness to build a friendly relationship with the United States. Makes eligible for SEED assistance Poland, Hungary, Czechoslovakia, Yugoslavia, and any other Eastern European country reported to be taking such steps. Extends specified debt reduction and stabilization assistance currently available to Poland to such countries. Directs the U.S. Government, to the extent that an Eastern European country continues to evolve toward pluralism and democracy and to implement economic reforms, to urge creditor governments to negotiate debt reduction for such country, provided a specified international financial institution agreement, program, or facility is in effect with respect to the country. Authorizes the President to provide debt reduction to such country subject to the same conditions. Revises provisions concerning debt-for-equity swaps. Requires the President to explore and encourage innovative approaches to the discounted sale of government-to-government debt.

Agricultural Export Enhancement Act of 1990 - Directs the Secretary of Agriculture to establish the Export Market Research Loan Program to make loans to eligible entities to perform research directed at expanding agricultural export markets. Requires the Secretary to establish the New Market Task Force to develop foreign market development strategy, coordinate and disseminate information, and advise and educate such entities concerning agricultural export markets and domestic trade programs. Authorizes appropriations. Amends the Food Security Act of 1985 to require the Secretary for FY 1991 through 1995 to use a specified amount of funds, or commodities owned by, the Commodity Credit Corporation for targeted export activities designed to develop new foreign markets for agricultural products. Requires the Administrator of the Foreign Agricultural Service to report to specified congressional committees: (1) any recommendations about proposed locations of New Agricultural Trade Offices and proposed fund uses; (2) estimated personnel and appropriations needs of such offices; and (3) an analysis of the Service's hiring ceiling. Requires the Secretary of State to permit the Agricultural Trade Offices to employ necessary personnel even if their employment exceeds embassy personnel limits. Requires the Secretary to establish a Processed Products Export Enhancement Program providing agricultural commodities acquired by the Corporation to U.S. exporters, users, and processors and foreign purchasers at no cost. Amends the Food for Peace Act of 1966 to extend the authority of the Agricultural Export Credit Revolving Fund through October 1, 1995.

Calls for the United States to: (1) continue to give the highest priority to accounting for Americans still missing or unaccounted for in Southeast Asia and to securing the return of Americans still held captive; (2) ensure cooperation with Vietnam and Laos to achieve credible answers for the families of such Americans, including primary-next-of-kin access to all records and information resulting from joint investigations, surveys, and excavations; (3) develop a means of accounting for Americans unaccounted for in Cambodia that is consistent with U.S. efforts to obtain a political settlement to the Cambodian situation; and (4) heighten responsible public awareness of Americans unaccounted for in Southeast Asia through the dissemination of factual data.

Congratulates: (1) the people of Lithuania on their recent multiparty elections; (2) the new Government on its decision to restore Lithuanian independence; and (3) the new Supreme Council of the Republic of Lithuania. Urges the Soviet Government to enter into negotiations with the new Lithuanian Government on an equal basis and to refrain from acts of political and economic intimidation against Lithuania. Urges the President to: (1) strengthen and seek ways to demonstrate his commitment to an independent and democratic Lithuania; (2) take steps toward normalizing diplomatic relations with the Lithuanian Government; (3) seek effective political support among our allies as Lithuania attempts to negotiate credits in Western markets; and (4) seek ways to make appropriate technical assistance available to the Lithuanian people.

Avenue of the Saints Authorization Act - Directs the Secretary of Transportation to carry out a highway project to demonstrate the feasibility and benefits of improved highway access between major metropolitan areas by providing an improved four-lane facility between Minneapolis and St. Paul, Minnesota, and St. Louis, Missouri. Authorizes appropriations out of the Highway Trust Fund. Directs the Secretary to delegate responsibility for construction of the project to the State in which such project is located upon request of such State.

Depository Institution Golden Parachute Prohibition Act of 1990 - Amends the Federal Deposit Insurance Act to authorize the Federal Deposit Insurance Corporation Board of Directors to prohibit any insured depository institution from making golden parachute payments as defined in the Internal Revenue Code (payments resulting from an agreement during the pendency of a tender offer to increase the compensation of senior management personnel).

Homeownership and Opportunity for People Everywhere Act of 1990 - Title I: HOPE Grants - Subtitle A: HOPE for Public and Indian Housing Homeownership - Amends the United States Housing Act of 1937 to authorize planning and implementation matching grants for public and Indian housing homeownership. Authorizes appropriations. Subtitle B: HOPE for HUD Multifamily Homeownership - Authorizes technical assistance, planning, and implementation matching grants for multifamily housing. Authorizes appropriations. Subtitle C: HOPE for Homeownership through Nonprofit Organizations - Authorizes implementation matching grants to private nonprofit organizations to carry out homeownership programs. Authorizes appropriations. Title II: Preservation of Low-Income Housing and Resident Homeownership - Retitles title II of the Emergency Low Income Housing Preservation Act of 1987 as the "Low-Income Housing Preservation and Resident Homeownership Act of 1990." Revises mortgage prepayment provisions. Authorizes approval of resident homeownership plans. Sets forth related conditions. Title III: Other HOPE Programs - Amends the Stewart B. McKinney Homeless Assistance Act to establish the shelter plus care program to provide specified rental assistance in connection with related support services to homeless persons who are seriously mentally ill or who have chronic alcohol or drug problems. Authorizes appropriations. Establishes a demonstration program to test the effectiveness of combining housing vouchers and support services to assist frail elderly persons to continue to live independently. Amends the United States Housing Act of 1937 to establish the Operation Bootstrap program to promote the development of local strategies to coordinate certificate and voucher program assistance with public and private resources to enable eligible families to achieve economic independence. Authorizes appropriations. Title IV: Housing Opportunity Zones - Authorizes the Secretary of Housing and Urban Development to designate Housing Opportunity Zones and approve Barrier-Removal Plans for cities and urban counties in order to remove legislative and administrative barriers to new and rehabilitated housing production.

Title I: Office of Thrift Supervision Abolished and Functions Transferred - Savings Association Regulatory Restructuring Act of 1990 - Abolishes the Office of Thrift Supervision and the position of Director of the Office of Thrift Supervision. Amends the Home Owners' Loan Act to confer regulatory responsibility upon: (1) the Comptroller of the Currency for Federal savings associations; and (2) the Federal Deposit Insurance Corporation (FDIC) for State savings associations. Transfers to the Federal Reserve Board regulatory supervision over savings and loan holding companies. Amends the Federal Deposit Insurance Act to require Federal banking agencies to develop jointly and prescribe uniform accounting procedures, reporting systems, and capital standards for all entities under their jurisdictions. Title II: Transfers of Personnel and Property - Prescribes guidelines for the transfer of personnel and property from the Office of Thrift Supervision to the Comptroller of the Currency, the FDIC and the Board of Governors of the Federal Reserve System. Sets forth rights of transferred employees.

International Voluntary Family Planning Assistance Act of 1990 - Authorizes appropriations for international population planning assistance. Earmarks a specified amount of such funds for the United Nations Population Fund if: (1) the Fund maintains such funds in a separate account, without commingling; (2) none of the funds are made available for China; and (3) any agreement to obligate such funds expressly states that the full amount granted by the agreement will be refunded to the United States if U.S. funds are used for family planning in China or abortions in any country. Prohibits any funds appropriated under this Act from being used for abortions.
