Directs the Institute of Medicine of the National Academy of Sciences to conduct a one year review of toxic and carcinogenic substances including: (1) current capabilities to predict the effect on humans of substances found to induce cancer in animals; (2) the benefits and risks to the public of such substances; (3) the validity of benefit-risk analysis of such substances; and (4) the relationship of Federal regulatory policies concerning the use of such substances for food and for non-food purposes. Directs the Institute to report its findings and legislative and administrative recommendations to the Congress and the Secretary of Health, Education, and Welfare within one year. Authorizes the continued use of saccharin for eighteen months. Prohibits the Secretary from taking any action under the Federal Food, Drug, and Cosmetic Act to prohibit or restrict the sale or distribution (other than requiring labeling) of saccharin.

Product Liability Insurance Tax Equity Act - Amends the Internal Revenue Code to qualify trusts established for the payment of product liability claims as tax exempt organizations. Allows taxpayers a business income tax deduction for contributions to such trusts only to the extent they exceed the reasonable costs of product liability insurance for the deducting taxpayer.

Amends the Small Business Investment Act to change the title of the Associate Administrator for Finance and Investment of the Small Business Administration to that of Associate Administrator for Investment. Sets forth the powers of such office including the purchase of preferred securities of any incorporated small business investment company and the purchase or guarantee of all principal and interest payments as scheduled on debentures issued by any small business investment company. Specifies conditions which must be fulfilled before such powers may be exercised.

Regional Capital Development Banks Act - Establishes ten Regional Capital Development Banks, each to be located and to serve exclusively one of the ten standard Federal administrative regions of the United States. States the general powers of each bank. Provides for the appointment of 15 members for the board of directors for each bank. Authorizes appropriations for the initial formation of the banks in addition to providing for the capitalization of the banks through stock purchase by the Secretary of the Treasury. Creates in each bank special authorities including: (1) the making of direct loans to eligible applicants; (2) the purchase of capital stock of eligible applicants; and (3) the facilitation of exchange of concepts and techniques relating to capital financing of business financing and other economic development. Defines eligible applicants to be a corporation with assets or gross sales not in excess of $10,000,000 or those that control not greater than 25 percent of the market in the line of commerce in which a loan or investment is to be made. Limits any loan or investment to $5,000,000. Requires each bank to develop criteria which will assure that the enterprises invested in shall substantially contribute to the reduction of unemployment and improvement of the quality of life of the region, and that they will comply with Federal policies including environment, nondiscrimination, and regional economic and social objectives. Prohibits discriminatory treatment in hiring on the part of any applicant who receives assistance under this Act. Requires audits of financial transactions of the banks and an annual report of such audit to be made to the President and Congress. Grants Federal tax exemption to specified assets of the banks.

Amends the Internal Revenue Code to provide identical income tax rates for single persons and married couples filing joint returns. Limits the earned income that must be reported by a married individual filing a separate return to the amount actually earned by that individual.

Authorizes and requests the President to designate 1979 as "Thomas A. Edison Centennial Year. Establishes the Thomas A. Edison Centennial Commission. Stipulates that such Commission shall terminate on September 30, 1980.

Universal Voter Registration Act - Establishes the positions of Administrator and Assistant Administrator of Voter Registration within the Federal Election Commission. Specifies the duties of the Administrator, including (1) establishing and administering a voter registration program in accordance with this Act; (2) providing for the collection, analysis, and publication of voter registration information in coordination work the Secretary of Commerce; and (3) providing information and technical assistance to State and local officials concerning voter registration. Requires each State and local government to permit any individual who is eligible under applicable State and Federal law to register to vote in any Federal election to register on the date of a Federal election at the appropriate polling place. States that any individual so registering shall, if required by State or local authorities, establish his identity by (1) executing an affidavit containing certain information and (2) submitting either an affidavit executed by a person who is registered to vote at the polling place involved and is present at such polling place with the individual seeking registration or one of any forms of identification approved by the Commission. Directs the Commission to make grants for approved voter registration outreach programs to States which comply with the election day registration requirements of this Act. Conditions the amount of such grants on whether a State has a similar election day registration program in effect with respect to State and local elections. Stipulates that a registration outreach program may include projects relating to registration by mail, registration through the use of mobile units, or bilingual registration, and those projects otherwise designed to improve voter registration methods and procedures. List the purposes for which grant funds may be used. Sets forth criminal penalties for any person who knowingly and willfully (1) register, or attempts to register, to vote under this Act for the purpose of voting more than once in any Federal election; (2) conspires with any person for the purpose of enabling such person to make false registration to vote in a Federal election under this Act or for the purpose of enabling or encouraging any individual to make such false registration to vote in a Federal election; or (3) falsifies any information with respect to the name, residence, or age of such person, or any other information for the purpose of establishing eligibility to register to vote in a Federal election under this Act. Directs the Commission to institute actions to prevent any violation for this Act. Requires Federal courts to expedite consideration of actions involving a violation of, or a constitutional challenge to, any provision of this Act. Prohibits commercial use of any list compiled by a State or local government of individuals registered to vote in a Federal election.

Prohibits the closure or realignment of military bases involving reductions in personnel positions below a specified level or construction or conversion at military installations made necessary by the relocation of such civilian personnel unless: (1) the Secretary of Defense or the Secretary of the military department concerned notifies Congress that such installation is a candidate for closure or realignment; (2) the appropriate Secretary complies with the appropriate Secretary requirements of the National Environmental Policy Act of 1969; (3) the appropriate Secretary notifies the Committees on Armed Services of the Senate and House of Representatives of a final decision regarding such closure or realignment and a detailed justification for such decision; and (4) a period of at least 60 days elapses between such notification and the implementation of such decisions.

Amends the Legislative Reorganization Act of 1946 to prohibit any cost-of-living adjustments to the salaries of Senators and Representatives which take effect before October 1, 1978.

Home-Delivered Meals for the Elderly Act - Amends the Older Americans Act of 1965 to establish a program for the elderly which would provide one hot, balanced, home- delivered meal five days a week. Provides for a needs assessment of individuals receiving aid under such program. Directs the Commissioner of the Administration on Aging to develop minimum efficiency standards for furnishing home-delivered meal services. Limits the amount that may be spent on administration of a State plan for nutrition programs for the elderly to five percent of the funds allotted.

Part-Time Career Opportunity Act - Sets forth a time schedule for the required introduction of part-time jobs in each grade in each Federal agency, at a rate of two percent each year for five years. Authorizes the Civil Service Commission to waive or reduce any such percentage minimum for a period not to exceed one year under specified circumstances. Deems such decision a final agency action for judicial review purposes. Declares the provisions of this Act to be nonapplicable to situations where a collective bargaining agreement is in effect which establishes the number of hours of employment in a week.

Amends the Internal Revenue Code to allow taxpayers to credit against the income tax specified higher education expenses, including tuition, fees, books and supplies, incurred by the taxpayer for himself or any dependent. Limits the credit to those expenses incurred for each individual which do not exceed $100 during taxable year 1978, $200 during 1979, and $300 during 1980. Limits the credit to expenses incurred by full-time students at institutions of vocational and higher education, minus scholarships and veterans benefits. Limits the total credit allowed the taxpayer to his income tax liability minus the sum of all other credits applied thereto. Disallows any deduction of educational expenses used to determine the amount of the credit allowed by this Act.

Accelerated Depreciation Allowance Act - Amends the Internal Revenue Code to allow taxpayers to elect accelerated amortization (twice the allowable depreciation deduction) for manufacturing property placed in service in States having an unemployment rate which is greater than six percent between October 1, 1976 and October 1, 1981.

Food Additive Safety Amendments - States that a food additive shall be deemed safe if the Secretary of Health, Education, and Welfare (1) makes a finding, based on recommendations of an advisory committee, that the public benefit from permitting the use of such additive would exceed the public risk which might result from such use; (2) gives notice in the Federal Register of such a finding and invites public comment thereon; and (3) issues a final order not earlier than 120 days of such publication in the Federal Register of such findings. Specifies factors the Secretary must take into consideration when evaluating a food additive. Deems saccharin a safe food additive unless the Secretary declares it unsafe under the provisions of this Act.

Amends the provisions of the National School Lunch Act concerning the summer food service program for children to authorize appropriations for 1978. Specifies the level of disbursement for, and the meals that may be served by, participating service institutions. Specifies the time at which payments must be made to States and service institutions. Directs the Secretary of Agriculture to study the costs of food service operations and administration of the program. Authorizes the Secretary to conduct demonstration projects to better assure that needy children receive balanced meals during the summer.

Automotive Transport Research and Development Act - Directs the Administrator of the Energy Research and Development Administration to establish a program to develop advanced automobile propulsion systems within five years of the date of enactment of this Act. Directs the Administrator to make grants for research projects designed to assist the furtherance of such program. Directs the Secretary of Transportation to evaluate and report the extent to which the automobile industry utilizes advanced automotive technology. Directs the Administrator of the Environmental Protection Agency to test vehicles developed pursuant to the program established by this Act, in order to determine compliance with applicable standards under the Clean Air Act and the Noise Control Act of 1972. Directs the Secretary of Transportation to test such vehicles in order to determine compliance with applicable standards under the National Traffic and Motor Vehicle Safety Act of 1966, the Motor Vehicle Information and Cost Savings Act, and the Automobile Information Disclosure Act. Establishes contracting procedures consistent with applicable provisions of the Federal Nonnuclear Energy Research and Development Act of 1974 and the Energy Reorganization Act of 1974. Directs the Administrator of the Energy Research and Development Administration to submit annual reports to Congress of activities pursuant to this Act, including results of economic surveys designed to evaluate the extent to which Federal guarantees of financial obligations may aid in developing commercial markets for advanced automobile technology. Amends the National Aeronautics and Space Act of 1958 to require that efforts of the National Aeronautics and Space Administration be directed towards the development of advanced automobile propulsion systems. Authorizes the appropriation of $25,000,000 for fiscal year 1977 and $75,000,000 for fiscal year 1978 to carry out the purposes of this Act. Stipulates that no more than 60 percent of such appropriations shall be directly expended in Federal laboratories.

Amends the Housing Act of 1937 to prevent social security benefit increases from being considered as income or otherwise taken into account: (1) for purposes of determining the eligibility of any individual or family for admission to or occupancy of low-rent housing; or (2) for purposes of determining the amount of rental which an individual or family is required to pay. Amends the National Housing Act to provide that social security benefit increases shall not be taken into account for purposes of determining the following: (1) the eligibility of any individual or family for mortgage insurance or local housing assistance payments; (2) the eligibility of any individual or family for admission to or occupancy of rental housing projects; (3) whether an individual or family is a qualified-tenant for purposes of rent supplement payments; or (4) the eligibility of any individual or family for housing assistance under any other Federal program.

Comprehensive Youth Employment Act - Title I: Youth Employment and Community Service Programs - Amends the Comprehensive Employment and Training Act of 1973 to establish a Youth Community Service Program whereby prime sponsors under such Act are to provide financial assistance to eligible applicants for the purpose of providing Youth Community Service employment to youths in jobs required to carry out approved community service projects. Directs each prime sponsor to provide financial assistance to eligible applicants for the establishment of youth opportunity in private enterprise and youth occupational information and career guidance programs. Directs the Secretary of Labor to make payments to prime sponsors in order to make financial assistance available to local education agencies for the purpose of providing youths in secondary schools with job experience. Authorizes the Secretary to establish a National Occupational Information and Career Guidance Service in the Department of Labor to undertake estimates of present and future occupational needs, to compile data on the numbers of people engaged in education and training, to assist States in the preparation of individual State and area projections of occupational outlook, and to serve as the informational and statistical base required for matching career preparation with future career prospects. Authorizes the Secretary to (1) make grants to public agencies, colleges, and nonprofit organizations for the purpose of training and retraining job counseling and placement personnel and (2) carry out a program of demonstration and evaluation projects relative to job counseling, information, and placement programs for youths. Requires each prime sponsor to establish an Education-Work Committee of its planning council. States the duty of such committees to be to make recommendations with respect to the programs established under this title and to institute local career development plans. Title II: National Conservation Corps - National Conservation Corps Act - Directs the Secretary of Agriculture and the Secretary of the Interior to jointly establish a National Conservation Corps for the purpose of providing employment and training for youths in projects which reduce the inventory of conservation work or provide public benefits in connection with the conservation, protection, reforestation, regeneration, improvement, development, utilization, maintenance, or enjoyment of the natural resources of lands and waters under the ownership or control of the United States, any agency thereof, or of any State or any subdivision thereof. Authorizes the Secretaries to make grants to States and local governments to assist them in employing youths to carry out conservation projects on non-Federal public lands and waters. Title III: Job Corps - Amends the Comprehensive Employment and Training Act of 1973 to increase the amount authorized to be appropriated annually to the Job Corps.

Diplomatic Immunities Act - Deems void any suit or judicial or administrative process against a person or the property of a person entitled to immunity under the Vienna Convention on Diplomatic Relations. Makes Presidential determinations of entitlement to immunity binding upon governmental authorities. Requires the President to publish a list of missions and personnel entitled to such immunity. Repeals the criminal penalties for wrongful suit against an immune person. Repeals exceptions to suits against servants in the service of personnel of a foreign mission. Repeals the present criteria for determining eligibility for immunity.

Amends rules XIII of the Rules of the House of Representatives to require that each committee report accompanying a public bill or joint resolution contain an evaluation of the paperwork which would be incurred in carrying out such bill or resolution including estimates of time and cost required of affected parties, a showing of whether the effect of the bill could be substantial, and an estimate of recordkeeping requirements.

Requires the Congressional Record for the House of Representatives to contain an accurate and verbatim account of remarks actually delivered on the floor of the House together with supporting data. Limits revisions of verbatim remarks in the Record to the correction of grammatical and typographical errors which do not change the meaning, content, or substance of those remarks. Entitles Members to insert in the Records remarks not actually delivered on the floor. Stipulates that such insertions always be clearly distinguishable from verbatim remarks.

Authorizes the Secretary of the Interior to implement specified measures which will encourage the use of transportation modes other than personal motor vehicles for travel to and in national parks. Directs the Secretary to establish information programs to inform the public of park access opportunities. Requires that the Secretary develop projects for transportation services for access to parks with the cooperation of State and local transportation agencies, the Secretary of Transportation and the Secretary of Housing and Urban Development. Lists parks which shall be considered for such projects and sets forth criteria for determining which parks shall be selected. Directs the Secretary of the Interior to monitor such projects and to report to Congress his findings and recommendations for future projects within three years of the effective date of this Act.

Privacy Protection for Rape Victims Act - Amends the Federal Rules of Evidence to prohibit in cases of rape or assault with intent to rape the introduction of reputation or opinion evidence of a person's past sexual behavior. Permits the introduction of evidence of specific instances of a person's past sexual behavior only if such evidence is offered by the accused and is either: (1) on the issue of whether the accused was the source of pregnancy, disease, semen, or injury; or (2) on the issue of whether the alleged victim consented to the sexual behavior with respect to which the crime is alleged and restricted to the victim's past sexual relations with the defendant. Requires an accused who intends to introduce any such evidence to make a written motion to the court accompanied by a written offer of proof. Directs the court to hold a hearing on any such motion in chambers to determine admissibility.

Excludes cost-of-living increases in Social Security benefits from consideration as household income for purposes of determining: (1) eligibility for participation in the food stamp program; (2) the charge for issuing a coupon allotment to a household; and (3) eligibility for any Federal program administered by the Department of Agriculture which provides for the donation or distribution of surplus agricultural commodities to low-income persons.

Amends the program of Aid to Families with Dependent Children of Title IV and Title XVI (Supplemental Security Income for the Aged, Blind, and Disabled) of the Social Security Act to assure that recipient of aid and benefits under such Titles do not have the amount of such and or benefits reduced because of increases in the amount of benefits under Title II (Old-Age, Survivors, and Disability Insurance) of the Social Security Act.

Amends Title XIX (Medicaid) of the Social Security Act to assure the individuals otherwise eligible for benefits under such Title do not lose such eligibility, or have the amount of such benefits reduced, because of increases in the amount of benefits under Title II (Old-Age, Survivors, and Disability Insurance) of such Act.

Amends the Library Services and Construction Act to authorize the appropriation of funds through fiscal year 1981 for the purpose of making grants to States for (1) library services; (2) the construction of public libraries; (3) the carrying out of interlibrary cooperation programs; and (4) the carrying out of library programs for older persons. Requires any State expending Federal funds received under such Act for the administrative costs of such programs to match the amounts expended with non-Federal funds.

Prohibits the use of Federal funds, appropriated by Congress or available for expenditure by any wholly owned Government Corporation, for specified activities intended to influence a member of any State electorate to favor or oppose any legislation or legislative issue on the ballot in such State.

Child Exploitation Prevention Act - Amends the Child Abuse Prevention and Treatment Act to prohibit the sexual exploitation of children by making it unlawful for any individual to (1) cause or permit a child to be photographed or filmed engaged in a sexual act prohibited under this Act; (2) photograph or film a prohibited sexual act; (3) knowingly transport any film or photograph depicting a prohibited sexual act; or (4) receive for sale or sell any such film or photograph, if such individual knows or should know such film or photograph has or may be transported in such a manner as to affect interstate or foreign commerce. Imposes a fine of up to $50,000 and/or imprisonment for up to 20 years for a violation of sexual exploitation of children provisions of this Act. Imposes a fine of up to $25,000 and/or imprisonment for up to 15 years for a violation of the transportation of photographs and films of children engaged in sexual acts provisions of this Act.

Consumer Communications Reform Act - Expresses the sense of Congress that the authorization of lines, facilities, or services of specialized carriers which duplicate the lines, facilities, or services of other telecommunications common carriers is contrary to the public interest. Reaffirms the intent of Congress that the complete authority to regulate terminal and station equipment used for telephone exchange service shall rest with the States even though such terminal and station equipment also may be used in connection with interstate services. Amends the Communications Act of 1934 to provide that no compensatory charges for or in connection with such communication service may be found to be unjust or unreasonable on the ground that it is too low. Prohibits the Federal Communications Commission from holding the charge of a carrier up to a particular level to protect the traffic or revenues from a communication service offered or provided by another carrier if such charge proposed by the carrier is compensatory. Provides that the Commission shall not grant or authorize any construction permit, license, or certificate for the construction, acquisition, or operation of any communication or transmission line or facility, or extension thereof, or any modification or renewal thereof, unless the Commission shall find, after full opportunity for evidentiary hearing on the record, that such permit, license, or certificate, will not result in increased charges or unnecessary duplication of communication lines.

Amends the Service Contract Act of 1965 to extend its coverage to professional employees who are paid at a rate not exceeding the rate received by Federal Government employees in grade 15 of the General Schedule. Requires that the minimum fringe benefits and salaries paid to such employees conform to the most recent National Survey of Professional, Administrative, Technical, and Clerical Pay issued by the Department of Labor.

Amends Titles XVIII (Medicare) and II (Old-Age, Survivors' and Disability Insurance) of the Social Security Act to provide that eligible drugs, requiring a physician's prescription or certification, shall be included among the items and services covered under the hospital insurance program for the aged at a specified amount of payment. States that the reasonable allowance for eligible drugs furnished an individual pursuant to any one prescription and purchased by such individual at any one time shall be reduced by an amount equal to the applicable prescription copayment obligation which shall be $1. Establishes, within the Department of Health, Education, and Welfare, a Medicare Formulary Committee to compile and publish a Formulary listing the drugs deemed qualified for benefits under this Act, together with maximum allowable costs and additional information concerning such drugs. Makes provisions for selecting drugs for the Formulary.

Adds Title X - "Special Demonstration Programs in the Biomedical Sciences for Secondary School Students from Disadvantaged Backgrounds" to the Elementary and Secondary Education Act of 1965. Authorizes the Commissioner of Education to make grants to, and enter into contracts with, institutions of higher education for the purpose of offering five-year demonstration programs to encourage disadvantaged secondary education students to pursue professional training in the biomedical sciences. Directs the Commissioner to appoint an advisory committee to advise on the approval of applications for assistance under this title. Stipulates that the amount of assistance for any one five-year demonstration program shall not exceed a specified sum. Sets forth the activities each demonstration program must provide and the criteria which each applicant must meet in order to be eligible for assistance under this title. Requires each demonstration project to have an advisory committee of at least nine members. Sets forth the authorized uses of funds made available under this title. Authorizes the appropriation of $12,000,000 for fiscal year 1978. Stipulates that such sum shall remain available for expenditure or obligation through fiscal year 1983.

Minority Enterprise Act - Title I: Amendments Affecting the Small Business Act - Amends the Small Business Act to establish the Office of Minority Small Business Assistance Personnel in the Small Business Administration (SBA) to work with all agencies of the Government having procurement powers in order to identify contracts suitable for minority concerns and within each regional office of the SBA to supervise and coordinate minority small business programs. Directs the Administrator of the SBA to appoint an Associate Administrator for Minority Small Business and Procurement Assistance. Increases the authorization for appropriations in the small business loan program and requires that not less than 25 percent of aggregate direct loans shall be made to minority small business concerns. Increases the authorization for appropriations for the equal opportunity loan program. Provides statutory standards for contracting and subcontracting by the United States with respect to minority businesses. Directs the Administration to prepare and publish in the Federal Register rules governing the maximum size of small business concerns qualified to receive procurement assistance under the Small Business Act. Requires that the Administration shall report to Congress and the President concerning the development of minority small businesses. Authorizes $201,600,000 to be appropriated for purposes of this Title. Title II: Amendments to the Federal Property and Administrative Services Act of 1949 - Requires that a Utilization of Minority Business Enterprises clause appear in specified Government contracts. Requires that specified Government contractors establish and conduct a Minority Business Enterprise Subcontracting Program which includes: (1) designation of a liaison officer to administer the contractor's program; (2) consideration of the potentialities of minority business enterprises in all "make or buy" decisions to provide materials or service; and (3) maintenance of records concerning procedures adopted and subcontracts awarded. Sets forth other preferences which will be extended to minority business enterprises. Title III: Commission on Federal Assistance to Minority Enterprise - Establishes the Commission on Federal Assistance to Minority Enterprise composed of 15 members appointed by the President, with the consent of the Senate, from members of minority groups who are knowledgeable in minority participation in the economy. Directs the Commission to develop methods for delivery of financial assistance to minority enterprises; for generating markets for goods and services; and for providing effective business education and technical assistance. Requires that the Commission shall submit semiannual reports to each House of Congress concerning its activities.
