Anti-Terrorism Sanctions Act of 1987 - Provides certain sanctions against countries determined by the Department of State, under provisions of the Export Administration Act of 1979, as countries that repeatedly provide support for international terrorism. Specifies such sanctions as: (1) the termination, withdrawal, or suspension of any portion of any trade agreement or treaty that relates to the provision of nondiscriminatory (most-favored-nation) trade treatment to such country; (2) the denial of nondiscriminatory (most-favored-nation) trade treatment by the United States; (3) the nonapplication of the Generalized System of Preferences with respect to the products of such country; (4) the nonapplication of the provisions of the Caribbean Basin Economic Recovery Act with respect to the products of such country; and (5) the nonapplication of the provisions of the International Travel and Tourism Act of 1961 instructing the Secretary of Commerce to consult with other nations regarding international travel and tourism. Authorizes the President to waive any or all of such sanctions with respect to any foreign country if the President determines that such a waiver would be in the best interests of the United States.

National Narcotics Leadership Act of 1987 - Establishes a Cabinet-level Office of the Director of National Drug Control Policy to coordinate Federal operations and policy on drug control and abuse. Requires the Director of the Office to prepare and submit annual reports on a National and International Drug Control Strategy. Terminates the National Drug Enforcement Policy Board. Repeals specified provisions of the Comprehensive Crime Control Act of 1984 and the Drug Abuse Prevention, Treatment, and Rehabilitation Act respecting such Board. Authorizes appropriations.

Agricultural Mortgage Marketing Act of 1987 - Amends the Farm Credit Act of 1971 to establish as a federally-chartered institution of the Farm Credit System (System) the Federal Agricultural Mortgage Corporation (Corporation). States that the Corporation shall not be liable for the debts of any other System institutions. Directs the Corporation to provide a secondary agricultural mortgage market by: (1) developing uniform underwriting, security appraisal, and repayment standards; (2) determining the eligibility of agricultural mortgage marketing facilities to contract with the Corporation for credit enhancement of specific mortgage pools; and (3) providing credit enhancement to assure repayment of principal and interest on pools of qualified agricultural mortgage loans. Sets forth provisions relating to: (1) the Board of Directors; (2) operating powers; (3) stock; (4) agricultural mortgage marketing facility certification (including revocation); (5) credit enhancement of qualified agricultural mortgage loans; (6) the required ten-percent contribution reserve (including distributions of any earnings on such reserve and loss allocation); (7) standards for qualified agricultural mortgage loans; (8) credit enhancement (including fees and limitations on liability); (9) Corporation regulation (including an annual report); and (10) exemption from Federal and State securities laws under specified conditions (including authorized investments).

Designates the westernmost point of Guam as Point Udall in honor of Morris Udall, a Member of the House of Representatives. Directs the Secretary of the Interior to place and maintain a plaque on Federal land near such point to honor the service and accomplishments of Morris Udall. Authorizes appropriations.

Amends Federal veterans' benefits provisions to direct (current law authorizes) the Administrator of Veterans Affairs to pay travel expenses of certain veterans and their eligible dependents to or from a Veterans Administration facility or other authorized place in connection with rehabilitation, counseling, or medical treatment or care. Defines those veterans entitled to such payment, including: (1) those veterans financially unable to meet such travel costs; and (2) those veterans unable to bear the cost of special transportation necessitated due to a medical disability. Limits such payments in the case of travel by a privately-owned vehicle to the cost of similar public transportation for such travel. Limits such payment to the actual cost incurred for such travel.

Davis-Bacon Reform Act of 1987 - Amends the Davis-Bacon Act to increase from $2,000 to $250,000 the threshold amount subjecting certain contracts to such Act and requiring them to specify the minimum wages to be paid to laborers and mechanics. Directs the Secretary of Labor to establish as the prevailing wage for a class of laborers or mechanics the entire range of wages being paid to a corresponding class of such workers in the particular urban or rural subdivision of the State in which the work is to be performed. Sets out the means for determining such prevailing wage in cases when more than a single wage is being paid to corresponding classes of workers. Excludes from the computation of wages the basic hourly rates of pay for workers on local Federal projects. Establishes a separate classification for helpers of laborers or mechanics, with their prevailing wages to be determined on the basis of the corresponding class of helpers. Prohibits the division of contracts into units of $250,000 or less for purposes of avoiding wage computation under such Act. Directs the Secretary of Labor and the U.S. Comptroller General to submit to the Congress annual reports describing the effects of the Davis-Bacon Act, the Copeland Act, and this Act on local wages and on local and national economies. Amends the Copeland Act to require certain contractors or subcontractors to furnish compliance statements concerning weekly wages at the beginning, midpoint, and conclusion of the period covered by the contract, instead of every week as the wages are paid.

General Aviation Standards Act of 1987 - Amends the Federal Aviation Act of 1958 (relating to aviation accident investigations) to apply such Act, with specified exceptions, to any action for damages for harm arising out of a general aviation accident brought against a general aviation manufacturer, owner, or operator of a general aviation aircraft, or a person who supports or maintains such aircraft. Establishes guidelines for uniform standards of liability of general aviation manufacturers for general aviation accidents. States that all actions for harm arising out of a general aviation accident shall be governed by the principles of comparative responsibility. Establishes, with specified exceptions, a limitation of actions period of 12 years from delivery of aircraft or harm-causing part to the purchaser for general aviation civil liability brought against a general aviation manufacturer. Declares admissible as evidence certain income tax and payroll tax liability for purposes of establishing financial harm arising out of a general aviation accident. Permits the award of punitive damages if a claimant establishes by clear and convincing evidence that the harm suffered was the direct result of conduct manifesting conscious, flagrant indifference to safety. Establishes a two-year limitation of actions period for actions arising out of a general aviation accident. Confers original jurisdiction upon the Federal district courts, concurrently with State courts, for all civil actions for harm arising out of a general aviation accident. Provides procedures for removal from State to Federal district courts of such actions. Declares that this Act supersedes any State law regarding recovery of damages for harm arising out of a general aviation accident. Declares the intent of the Congress that sanctions be strictly enforced for violations of Rule 11 of the Federal Rules of Civil Procedure, including orders to pay to the other party the reasonable costs of legal fees.

Technology Transfer Enforcement Act of 1987 - Expresses congressional findings with regard to the sale by Toshiba Machine Corporation and Kongsberg Vaapenfabrik to the Soviet Union of machines used to make advanced submarine propellers undetectable by the United States. Prohibits the importation of products manufactured by the Toshiba Corporation. Prohibits the Secretary of Defense from entering into any contract or subcontract with the Toshiba Machine Corporation or Kongsberg Vaapenfabrik.

Provides for the appointment of a delegation of Members of Congress to participate in ceremonies to be held in New York City in April 1989 commemorating the 200th anniversaries of: (1) the implementation of the Constitution as the form of government of the United States; (2) the inauguration of George Washington as the first President; and (3) the proposal of the Bill of Rights as the first ten amendments to the Constitution. Invites the President to join the delegation in participating in the ceremonies.

PRO Due Process and Equity Amendments of 1987 - Amends part B (Peer Review) of title XI of the Social Security Act to give Medicare (title XVIII of the Act) providers 30 days to request a hearing, and such time as is thereafter needed to exhaust administrative and judicial remedies, before the decision of the Secretary of Health and Human Services to exclude the provider from Medicare participation takes effect, provided that such delay does not pose a severe and immediate threat to the health of Medicare beneficiaries. Provides that where the Secretary finds such an immediate threat to exist, the provider shall be immediately excluded from Medicare participation and be given a hearing within 30 days. Directs the Secretary to act upon the recommendations regarding a provider's noncompliance with title XI requirements within five days of their submission if the PRO finds such noncompliance to pose an immediate threat to the health of Medicare beneficiaries, and, in any other case, within 120 days of the submittal of the recommendations. Entitles Medicare providers to a reconsideration by PRO of that organization's denial of payment for services provided, and to further review where such reconsideration is adverse to the provider and certain jurisdictional criteria are satisfied. Requires PROs to notify providers regarding any changes in the services reviewed or the review standards applied by PROs at least 30 days before such changes take effect. Requires the Secretary to emphasize PRO educational activities as much as its sanctioning activities when entering into, reviewing, or terminating PRO contracts. Directs PROs to make at least 50 percent of their review of small rural hospitals on-site reviews and take into account professionally recognized local health care standards as well as national and State standards in conducting such reviews. Prohibits the finalization of a provider payment denial until at least 30 days after the PRO gives the provider reasonable notice of the proposed denial and a reasonable opportunity to discuss such denial. Requires a PRO to include at least one hospital representative on its governing body. Requires the random review of physician care to be conducted so that there is an equal likelihood and intensity of review for each physician sampled.

Title I: Fort Caroline National Memorial - Provides that the Fort Caroline National Memorial shall serve as the principal interpretive center and administrative facility for the ecological, historic, and prehistoric resources of the historic settlement of Fort Caroline, Saint Johns Bluffs, Florida. Requires the Secretary of the Interior to construct and maintain museum facilities. Title II: Preservation of St. Johns River Valley Ecological Area and Protection of Significant Historic Assets - Establishes the Timucuan (Timucuan Indians) Ecological and Historic Preserve in St. Johns River Valley, Florida, including the Theodore Roosevelt Preserve. Authorizes the Secretary to acquire lands within the Preserve by donation, purchase, or exchange. Requires that the Preserve be managed to preserve its natural ecology. Authorizes the Secretary to acquire, by donation or purchase with donated funds, historic sites or properties in Duval County, Florida. Provides for the integrated administration and interpretation of the Preserve with the Memorial.

United States Olympic Checkoff Act - Amends the Internal Revenue Code to allow taxpayers to designate on their income tax returns a contribution of one dollar of their income tax refunds and any voluntary cash contributions for use by the U.S. Olympic Committee. Establishes in the Treasury a U.S. Olympic Trust Fund. Appropriates to such trust fund amounts equal to the amounts designated on tax returns. Directs the Secretary of the Treasury to pay such amounts to the U.S. Olympic Committee at least quarterly. Allows specified administrative expenses of the Department of the Treasury to be paid from such trust fund.

Moscow Embassy Security Resolution - Declares that: (1) the Government of the U.S.S.R. has violated the diplomatic privileges and immunities of the Embassy of the United States by surreptitiously entering that Embassy to conduct espionage; (2) the penetration of the Embassy constitutes a gross violation of international law; (3) such penetration has inflicted grave damage upon the national security of the United States; (4) the security of the United States requires that American personnel in Moscow can communicate in confidence; (5) such personnel cannot communicate in confidence within the present Embassy in Moscow, nor within the proposed new Embassy in Moscow; (6) the agreements between the United States and the U.S.S.R. concerning new embassies in Moscow and Washington allow either party to withdraw from the agreements to the extent the national security interests of the party require; and (7) to protect national security, the United States must withdraw from the embassy agreements. Declares that the United States withdraws from the embassy agreements. Requires the Secretary of State to notify the Government of the U.S.S.R. that the Mount Alto site in Washington, D.C., will cease to be available to that Government for any purpose.

Public Pension Parity Act of 1987 - Amends the Internal Revenue Code to exclude from gross income amounts received under a government pension that are not attributable to services covered under the social security system. Limits the amount of such exclusion to the amount of maximum excludable social security benefits reduced by the social security benefits received during the taxable year which were excluded from gross income. Defines the "maximum excludable social security benefit" as the individual benefit an individual could receive if fully covered by the Social Security Program, one and one-half times such amount for joint returns, or three-fourths such amount for married individuals filing separately.

Amends the Tariff Act of 1930 to apply country-of-origin marking requirements to imported articles of fresh fruit and vegetables if they are removed from a container subject to such a requirement. Requires, for such articles offered for sale individually, that a sign indicating the name of the country of origin be placed at the bin or area where such articles are offered for retail sale. Requires, for such articles repackaged for sale, that either each package be marked with an indication of the country of origin or a sign giving that information be affixed to the bin or other area where the packages are offered for sale. Makes any fresh vegetable or fruit sold in violation of these requirements subject to seizure and forfeiture. Imposes penalties of $1,000 for the first violation and $5,000 for each subsequent violation of this Act.

Constitutional Amendment - Provides for the appointment by the Virgin Islands of the United States, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands of electors of the President and Vice President equal to the whole number of Senators and Representatives in Congress to which such territories would be entitled if they together were a single State, but in no event more electors than the least populous State appoints.

Telephone Decency Act - Amends the Communications Act of 1934 to prohibit any obscene or indecent telephone communication, in foreign or interstate communication or in the District of Columbia, for commercial purposes to any person. (Current law prohibits such communication to any person without his or her consent or to any person under 18 years of age.)

Imported Raw Agricultural Commodity Safety Act of 1987 - Directs the Secretary of Health and Human Services to prepare a fiscal year plan for the distribution of Food and Drug Administration (FDA) resources for sampling imported raw agricultural commodities to ensure: (1) compliance with pesticide residue laws; and (2) sharing of violations data among FDA districts. Directs the Secretary to prepare a fiscal year summary of sampling activities which shall specify: (1) commodity types and volume; (2) country of export; (3) numbers of samples taken; and (4) violations, including commodity and pesticide, and the name of the importer. Directs the Secretary, when a violation has been found, to monitor such commodity during the successive growing season. Directs the Secretary to: (1) submit an enforcement report to the appropriate congressional committees; and (2) include within such report a description of any pesticide residue detection research.

Marine Resources Investment and Economic Competitiveness Act of 1987 - Expands coverage of the National Sea Grant College and Program Act to include Great Lakes resources. (Current law covers ocean and coastal resources.) Authorizes the Secretary of Commerce (the Secretary) to establish a marine policy fellowship program for the placement of qualified graduate students with the legislative or executive branches of the U.S. Government. Amends the Sea Grant Improvement Act of 1976 to authorize the Secretary to make grants of up to 100 percent to carry out the strategic marine research program. Prohibits granting more than ten percent of the total funds appropriated for any fiscal year to persons in any one State, except for centers of excellence designated as provided in this Act. Requires the Under Secretary of Commerce for Oceans and Atmosphere (the Under Secretary), within one year of enactment of this Act, and every three years thereafter, to develop and publish a report identifying and describing priority areas for strategic marine research. Requires submission of the report to the Committee on Merchant Marine and Fisheries in the House of Representatives and the Committee on Commerce, Science, and Transportation in the Senate. Prohibits the Under Secretary from making such grants until 45 days after receipt of such report by the committees. Authorizes the Secretary, upon making certain findings, to designate centers of excellence in strategic marine research. Requires the Secretary to establish and administer a program of strategic marine research postdoctoral fellowships. Prohibits, except for such centers of excellence, more than ten percent of the fellowship awards being in use at any one sea grant program in the same fiscal year. Prohibits use of a fellowship to support an individual at the institution where that individual received a graduate degree. Authorizes the Secretary to enter into contracts and make grants for specified purposes. Sets eligibility requirements. (Current law requires the Secretary to support a sea grant fellowship program.) Establishes an independent committee to be known as the sea grant review panel, superseding the existing sea grant review panel, within 90 days after the enactment of this Act. Provides for the duties, membership, terms, and powers of such panel. Authorizes appropriations of specified amounts for each of FY 1988 through 1992. Provides for reversion of unused grant funds to the Secretary for use in other grants under the same provision as the original grant. Requires the Secretary, within one year of the enactment of this Act, to prescribe rules and regulations necessary to carry out provisions of this Act regarding the strategic marine research program. Repeals the provision of the current law dealing with the sea grant international program. Repeals provisions relating to a biennial report by the Secretary to the Congress and the President regarding the national sea grant program.

Repeals specified provisions of the Tax Reform Act of 1986 that eliminated income averaging. Provides that the Internal Revenue Code of 1986 (IRC) shall be applied and administered as if such provisions had not been enacted. Amends the IRC to permit qualified farmers to use income averaging. Defines "qualified farmer" as a person: (1) actively engaged in the trade or business of farming; (2) whose gross income for the three preceding taxable years is at least 50 percent attributable to farming; (3) whose farming business or trade has been substantially affected in the first preceding taxable year by a natural disaster in the United States or by a major disaster or emergency so designated by the President; and (4) whose farming enterprise has sustained, as a result of such disasters, at least a 30 percent loss of normal per acre or per animal production, based on specified criteria.

Amends the Internal Revenue Code to require the Internal Revenue Service to reimburse State and local law enforcement agencies that provide information which substantially contributes to the recovery of Federal taxes. Limits the amount of such reimbursement to ten percent of the sum ultimately recovered.

Employee Educational Assistance Act of 1987 - Amends the Internal Revenue Code to make permanent the income tax exclusion for employee educational assistance programs. (Present law terminates such exclusion as of December 31, 1987.) Requires, for every taxable year beginning after 1988, an annual cost of living adjustment of the maximum excludable amount. Waives the maximum excludable amount for any educational assistance furnished by certain educational institutions to graduate students engaged in teaching or research activities for such organization.
