Drug Abuse Education and Prevention Act of 1986 - Extends through FY 1989 the authorization of appropriations for the Department of Justice Assets Forfeiture Fund. Amends the Tariff Act of 1930 to extend through FY 1989 the authorization of appropriations for the Customs Forfeiture Fund. Provides for the use of both such funds by: (1) the Secretary of Health and Human Services to assist the States in providing drug abuse education and prevention programs; and (2) the Secretary of Education to assist the States in providing statewide elementary and secondary school drug abuse education programs.

Liability Risk Retention Act of 1986 - Amends the Product Liability Risk Retention Act of 1981 to revise its applicability to "liability." Defines "liability" as legal liability for damages because of injuries to other persons, damage to property, or other damage or loss resulting from: (1) any business, trade, product, services (including professional services), premises, or operations; or (2) any activity of any State or local government. Excludes from such definition personal risk liability and employer's liability. Excludes from the coverage of such Act product liability risk retention groups formed on or after January 1, 1985, under the laws of Bermuda or the Cayman Islands. Deems any such groups formed before January 1, 1985, to be risk retention groups only for the purpose of continuing to provide product liability or completed operations liability. Requires that members of a purchasing group have businesses or activities which are similar or related with respect to the risk to which members are exposed by virtue of any related, similar, or common business, trade, product, services, premises, or operations. Authorizes any State in which a risk retention group does business to require such groups to submit to the State insurance commissioner an annual financial statement certified by an independent public accountant. Permits any State to require a group to: (1) comply with a lawful order issued in a voluntary dissolution proceeding; (2) make reinsurance available only to organizations whose businesses are similar or related with respect to the nature of their exposure to the risk of liability; (3) comply with any court injunction issued in accordance with administrative due process upon a State insurance commission's petition alleging that the group is in a hazardous financial condition or is financially impaired; (4) submit to the State insurance commission a plan of operation or feasibility study including specified information; and (5) provide a specified cautionary notice in any insurance policy it issues. Declares that nothing in such Act shall be construed to affect the authority of any court to enjoin: (1) the solicitation or sale of insurance by a risk retention group to persons ineligible to belong to such group; (2) false, deceptive, or fraudulent acts or practices in the solicitation or sale of such insurance; (3) the solicitation or sale of insurance by, or operation of, a risk retention group that is in a hazardous financial condition; or (4) the solicitation or sale of insurance by, or operation of, a risk retention group that has been found, or any of whose officers, organizers, or directors have been found, to have engaged in knowing and willful false, deceptive, or fraudulent conduct within the previous five years, and under circumstances that present a reasonable likelihood that such conduct will recur. Subjects risk retention groups to State no-fault automobile insurance requirements. Limits the authority to provide or purchase insurance under such Act to liability insurance. States that the terms of any insurance policy provided or purchased under such Act shall not be construed to include coverage for punitive damages, or intentional fraudulent or criminal conduct, if any such coverage is prohibited by State law or declared unlawful by State supreme court decisions. Sets forth general enforcement powers of any State insurance commissioner with respect to prohibited conduct by risk retention groups or purchasing groups.

Driftnet Impact Monitoring, Assessment, and Control Act of 1986 - Amends the Magnuson Fishery Conservation and Management Act to revise provisions concerning the presence of a U.S. observer aboard foreign fishing vessels fishing in a U.S. fishery conservation zone. Provides that the Secretary of Commerce (the Secretary) shall not approve a foreign vessel's fishing permit application where the facilities aboard such vessels are so inadequate that the health, safety, and welfare of an observer on such vessel cannot be assured. Requires the Secretary, through the Secretary of State, to immediately negotiate with foreign governments conducting driftnet fishing operations off the U.S. coast an arrangement for the reliable monitoring and assessment of the number of fish, seabirds, and other marine creatures killed, discarded, or lost by such government's driftnet fishing vessels in waters beyond the jurisdiction of the United States. Prohibits the Secretary from issuing a permit to any foreign vessel whose government does not enter into such a monitoring arrangement within one year after the enactment of this Act. Directs the Secretary, within one year after the enactment of this Act, to report to the Congress on the implementation of such arrangements. Directs the Secretary, within one year after the enactment of this Act and annually thereafter, to report to the Congress on the impact upon living marine resources of all driftnet fisheries off the coasts of the United States. Requires enforcement costs to be taken into consideration when determining fishing permit fees to be charged. Directs the Secretary to implement a net bounty system to pay persons recovering and turning over to the Secretary lost, abandoned, or discarded driftnet or other plastic fishing net material. Requires such payments to be made from the Fishery Vessel and Gear Damage Compensation Fund. Directs the Secretary to develop recommendations to establish a driftnet marking, registry, and identification system to determine the vessel origin of lost, discarded, or abandoned driftnets or driftnet fragments. Directs the Secretary, no later than six months after the enactment of this Act, to report to the Congress concerning such recommendations and their implementation. Establishes a seabird protection zone surrounding the Aleutian Islands off Alaska within which no driftnet fishing is permitted. Directs the Secretary, in cooperation with the Secretary of the department in which the Coast Guard is operating, to enforce such driftnet fishing prohibition.

Omnibus Family Decency Protection Act of 1986 - Title I: Criminal Penalties and Related Provisions - Amends the Federal criminal code to provide criminal penalties for the distribution of obscene matter. Subjects such obscene material, and any property derived from such material, to forfeiture. Permits the Postal Service to carry out such forfeitures if the violation involves the mails. Provides criminal penalties for obscene television broadcasts. Requires any person who produces, distributes, or sells any visual depiction of sexually explicit conduct to maintain records containing proof of ages of the persons depicted. Provides criminal penalties for violations of such recordkeeping requirements. Provides criminal penalties for producing a visual depiction of sexually explicit conduct using performers between the ages of 18 and 21. Provides criminal penalties for using a computer network to exchange information concerning visual depictions of minors engaging in sexually explicit conduct. Amends the Communications Act of 1934 to provide criminal penalties for making an obscene or indecent communication for commercial purposes to any person without his or her consent. (Current law provides such criminal penalties if made to minors without their consent.) Amends the National Labor Relations Act to make the employment of any person to participate in a commercial sexual performance an unfair labor practice. Amends the Mann Act to make certain offenses gender neutral. Title II: Children's Justice Provisions - Children's Justice Act - Amends the Child Abuse Prevention and Treatment Act to direct the Secretary of Health and Human Services to make grants to States to assist in developing, establishing, operating, or implementing programs for: (1) handling child abuse cases; and (2) improving procedures for protecting children from abuse. Requires each State requesting such a grant to establish a multidisciplinary task force on children's justice. Lists certain procedures a State might implement to: (1) reduce trauma to the child victim in child abuse cases; (2) improve the chances of suscessfully prosecuting child abuse cases; and (3) protect children from abuse. Directs the Secretary to: (1) prepare a summary of the approaches to improve the investigation and prosecution of child sexual abuse cases in a manner which reduces the trauma to the child victim; (2) develop model training materials to ensure that law enforcement, legal, judicial, and child welfare personnel are trained to deal with child sexual abuse victims; and (3) support research projects to assist in identifying effective approaches to achieving the objectives of this Act. Authorizes appropriations for FY 1987 through 1988. Requires the Attorney General, the Secretaries of Health and Human Services and of Education, and other department and agency heads designated by the President to meet every six months to coordinate Federal programs dealing with child abuse. Requires the Secretary of Health and Human Services to report to the Congress annually on such activities. Directs the Attorney General to modify the classification systems used by the National Crime Information Center, the Identification System used by the Federal Bureau of Investigation, and the Uniform Crime Reporting System, with respect to offenses involving the sexual exploitation of children, by: (1) including the age of the victim and the relationship of the victim to the offender; and (2) using a uniform definition of child. Amends the Public Health Service Act regarding the confidentiality of certain alcohol and drug abuse treatment records to state that such confidentiality requirements do not supersede State or local requirements for the reporting of incidents of suspected child abuse.

Amends Federal defense procurement provisions to prohibit the head of a defense agency from contracting with a firm in which a foreign government (or an agent or instrumentality of such foreign government) owns or controls a significant interest, if such foreign government: (1) is an enemy of the United States; or (2) has repeatedly provided support for acts of international terrorism. Authorizes the head of a defense agency to enter into a contract with such a firm: (1) at the end of the 30-day period after such agency head submits a report to the Congress describing such contract; and (2) if the Secretary of Defense has determined that entering into such a contract would not be inconsistent with the foreign policy or national security objectives of the United States. Directs the head of an agency to require any firm submitting a bid or proposal to disclose any significant interest owned or controlled by a foreign government. Makes this Act inapplicable to: (1) contracts for less than $100,000; or (2) the Coast Guard or the National Aeronautics and Space Administration. Directs the Secretary, within 180 days after the enactment of this Act, to prescribe regulations to carry out this Act. Prohibits the Secretary from obligating or expending any amount appropriated to the Department of Defense for FY 1986 or 1987 for certain engineering equipment acquisition contracts to any firm in which the Libyan Government owns or controls a significant interest.

Long-Term Care Patient Advocacy Act of 1986 - Amends the Older Americans Act of 1965 to authorize ombudsmen to designate agents to perform ombudsman functions. Directs the State agency administering the programs under such Act to establish a mandatory training program for ombudsmen and their agents, providing instruction on investigative techniques and the laws and regulations pertaining to long-term care facilities. Protects ombudsmen and their agents from liability if they exercise reasonable care in pursuit of their duties. Directs the State agency to establish: (1) a statewide register which lists information relating to reported incidents of abuse in skilled nursing or intermediate care facilities; and (2) a procedure by which an employee of such facilities or an ombudsman may enter a report in the statewide register detailing alleged incidents of abuse. Amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to require ombudsmen access to patient records in skilled nursing and intermediate care facilities upon the patient's consent and the establishment of reasonable cause. Imposes civil fines and other sanctions upon skilled nursing or intermediate care facilities failing to satisfy Medicare skilled nursing facility requirements. Grants skilled nursing facilities a hearing before the imposition of sanctions. Prohibits the reinstatement of skilled nursing or intermediate care facility participation in the Medicare or Medicaid program earlier than two years from the termination of their participation by reason of their failure to satisfy program requirements. Requires the administrative staff of skilled nursing or intermediate care facilities to clear a criminal background check. Prohibits such facilities from employing individuals within 12 months of their having been dismissed from a facility and cited in a report to the statewide register as suspected abusers of patients in such a facility. Requires skilled nursing and intermediate care facilities to consider only the severity of an applicant's illness and the application date in deciding admissions, unless at least 80 percent of the facility's population are Medicare or Medicaid beneficiaries. Sets forth reporting requirements regarding the quality of care and conditions at long-term and intermediate care facilities.

Amends the Packers and Stockyards Act, 1921 to include poultry and eggs within the purview of such Act. Gives poultry and egg producers and cash sellers who have not received full payment from specified large poultry dealers or packers a beneficial interest in all poultry products and proceeds from their poultry until full payment has been made by such producers or sellers. States that payment shall not be considered to have been made if the seller or producer receives a payment instrument which is dishonored. Requires the seller or producer in such instance to preserve his interest as provided for by this Act. Requires full payment by the next business day in a cash sale and within seven days following the week of slaughter in a poultry growing arrangement. Permits the parties to modify such payment schedules. Makes a delay in fund collection in order to extend the payment period an unfair practice under such Act. Provides egg producers with similar protections.

Amends the National Housing Act to extend authority through FY 1987 for: (1) title I financial institution insurance for housing renovation and modernization; (2) general mortgage insurance; (3) low and moderate income and displaced families mortgage insurance; (4) homeownership for lower income families including mortgage insurance authority and housing stimulus authority; (5) mortgage co-insurance, including rental rehabilitation and development projects; (6) graduated payment and indexed mortgage insurance; (7) the demonstration mortgage reinsurance program; (8) mortgage insurance for armed forces' civilian employees and defense housing for impacted areas; (9) mortgage insurance for land development; and (10) mortgage insurance for medical and dental group practice facilities. Sets forth specified limits on FY 1986 and 1987 insured housing loans and on FY 1987 guaranteed mortgage-backed securities. Amends the Housing Act of 1964 to extend urban rehabilitation loan authority through FY 1987. Amends the Housing Act of 1949 to extend Farmers Home Administration authority through FY 1987 for: (1) insured loans for rental and cooperative housing and related facilities for elderly persons and families in rural areas; (2) rural communities with 10,000 to 20,000 population to participate in rural housing programs; and (3) mutual and self-help housing grant and loan authority. Amends the National Flood Insurance Act of 1968 to extend authority for national flood insurance, including emergency implementation and flood-risk zones through FY 1987. Amends the National Housing Act to extend authorities for the national crime insurance program and existing contracts through FY 1987. Amends the Housing and Community Development Act of 1974 to extend community development block grant entitlement authority for certain metropolitan city and urban county areas through FY 1987. Amends the Housing and Urban-Rural Recovery Act of 1983 to extend for 30 days the maximum interest rate limitation on loans for housing and related facilities for elderly or handicapped families through FY 1987. Extends the Home Mortgage Disclosure Act through FY 1987.

Child Protection Act of 1986 - Amends the Racketeer Influenced and Corrupt Organizations (RICO) Statute to extend its coverage to the sexual exploitation of children. Allows any person injured personally or in his business or property by such violations to bring a civil suit for treble damages. Amends the Federal criminal code to require a mandatory life sentence in kidnapping offenses involving the murder of a minor. Establishes mandatory minimum sentences for the sexual exploitation of minors. Provides that the period of any applicable limitation for the commencement of prosecution for certain offenses involving the sexual exploitation of children shall not begin until the child has reached the age of 18 years. Directs the Attorney General to submit a report to the Congress detailing possible changes in the Federal Rules of Evidence, the Federal Rules of Civil Procedure, the Federal Rules of Criminal Procedure, and other procedures which would facilitate the participation of child witnesses in cases involving child abuse and sexual exploitation. Directs the Attorney General to modify the classification system used by the National Crime Information System and the Federal Bureau of Investigation with respect to offenses involving the sexual exploitation of children by: (1) including the age of the victim and the relationship of the victim to the offender; and (2) using a uniform definition of a child. Grants the Postal Service certain authority with respect to the seizure and forfeiture of materials used in, or depicting, the sexual exploitation of children. States that amounts received from such forfeitures shall be deposited in the Postal Service Fund.

Amends the Disaster Relief Act of 1974 to establish a cost-sharing formula for certain Federal disaster assistance programs. Declares the Federal share of assistance to be 75 percent for the repair of damaged public facilities and debris removal on the condition that remaining costs are paid by a State or local government. Declares the Federal share of assistance to be 100 percent for: (1) unemployment assistance; (2) temporary housing assistance; and (3) crisis counseling assistance and training.

Amends the Internal Revenue Code to provide that the value of transportation provided to any person on a noncommercially operated aircraft shall be considered "no-additional-cost service" and therefore excludible from gross income if: (1) such transportation is provided on a flight made in the ordinary course of the trade or business of the taxpayer owning or leasing such aircraft for use in such trade or business; (2) the flight on which the transportation is provided would have been made whether or not such person was transported on the flight; and (3) no substantial additional cost is incurred in providing such transportation to such person.

Constitutional Amendment - Requires the President, prior to each fiscal year, to transmit to the Congress a proposed Federal budget in which total outlays do not exceed total estimated revenues. Permits the President to recommend an alternative budget in which outlays exceed revenues with a detailed explanation of the need for such excess. Prohibits the Congress from making any law which would cause outlays to exceed revenues in a fiscal year. Permits the Congress to suspend such prohibition in time of war or national emergency by passing a concurrent resolution by a three-fifths vote of both Houses. Prohibits enactment of a bill to increase revenue unless it passes each House of Congress by a majority rollcall vote.

Amends the Consolidated Budget Reconciliation Act of 1985 to hold a State harmless in FY 1987 against changes that Act effected in the annual calculation of the Federal medical assistance percentage under title XIX (Medicaid) of the Social Security Act if such changes would cause a reduction of Medicaid payments to the State in FY 1987.

White House Conference on Narcotics Abuse and Control Resolution of 1986 - Directs the President to call a White House Conference on Narcotics Abuse and Control to develop recommendations to control the illicit production, trafficking, and distribution of narcotics, and to prevent and treat narcotics abuse. Directs the Conference to review: (1) the impact of recently enacted laws on efforts to control trafficking in narcotics and to prevent and treat narcotics abuse; and (2) the recommmendations of the President's Commission on Organized Crime as they relate to narcotics abuse and control. Requires the Conference to report its findings to the President and the Congress.

Processed Products Inspection Improvement Act of 1986 - Amends the Federal Meat Inspection Act to redescribe the manner and frequency of inspection of meat food products to include the requirement that the Secretary of Agriculture take into account for each establishment: (1) the nature and frequency of processing operations; (2) the adequacy and reliability of processing controls and sanitary procedures; and (3) the history of inspection compliance. Changes the requirement that condemned meat food products be destroyed for "food purposes," to a requirement that they be destroyed for "human food purposes." Provides that amendments made by this Act shall not be construed to authorize the Secretary to refuse to provide inspection solely because an establishment does not participate in a total plant quality-control program.
