Amends Federal law to exclude the Civil Service Retirement and Disability Fund from the Federal budget, the congressional budget, and the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act).

Expresses the sense of the Congress that, in seeking to reduce the Federal deficit, any proposal which would diminish, defer, or otherwise adversely affect periodic cost-of-living adjustments in Federal retirement benefits should be uniformly applied.

Minor Crop Pesticides Act of 1993 - Amends the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) to define "minor use" as the use of a pesticide on an animal or a commercial agricultural crop or site or for the protection of public health where: (1) the use does not provide sufficient economic incentive to support registration; and (2) the Administrator of the Environmental Protection Agency (EPA) has not determined that the use presents an unreasonable adverse environmental effect. Prohibits data that relates solely to a minor use, without the permission of the original data submitter, from being considered by the Administrator to support a minor use application by another person for ten years following the submission of the data. Requires the Administrator, upon the request of a registrant, to extend the deadline for the production of residue chemistry data required solely to support a minor use pesticide up to two years subject to specified conditions. Applies the same extension conditions to data for reregistrations. Permits the Administrator, in handling the registration of a pesticide for a minor use, to waive applicable data requirements if such use does not have an adverse environmental effect. Provides for expedited review (within six months of submission) of applications to support minor use pesticide registrations. Requires the Administrator to conditionally amend a registration to permit additional minor uses even if data is insufficient if the applicant has submitted satisfactory data pertaining to the proposed minor use and amending such registration would not increase environmental risks. Authorizes the Administrator to conditionally register or amend the registration of a pesticide for a minor use if: (1) the active ingredient is being supported for reregistration; (2) the minor use was a registered use of a product that has been canceled, proposed for cancellation, or deleted as a use after December 24, 1988; and (3) the use requires only residue chemistry data for reregistration. Outlines additional requirements for conditional registrations. Directs EPA to assure coordination of minor use issues through the establishment of a minor use program. Establishes and authorizes funding for a Department of Agriculture minor use matching fund program. Requires the program to be utilized to ensure the continued availability of minor use crop protection chemicals. Authorizes appropriations.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to expand current restrictions on the payment to prisoners of OASDI benefits to include payments of OASDI benefits to individuals confined to public institutions after having been found not guilty of a criminal offense by reason of insanity or other mental disorder.

Gift of Life Congressional Medal Act of 1993 - Directs the Secretary of the Treasury to design and strike a bronze medal in commemoration of organ donors and their families. Declares that any organ donor, or donor's family, is eligible for the medal. Requires the Secretary of Health and Human Services to arrange for medal presentation to eligible individuals through a qualified organ procurement organization. Declares the medals to be national medals. Authorizes the Secretary of the Treasury to enter into an agreement with the entity operating the Organ Procurement and Transplantation Network with respect to the solicitation of donations to offset expenditures relating to medal issuance.

(Sec. 102) Amends the Financial Institutions Reform, Recovery, and Enforcement Act of 1989 to direct the Appraisal Subcommittee to encourage the States to develop reciprocity agreements among themselves so as to readily authorize licensed appraisers in good standing to perform appraisals in sister States. Subtitle B: Impact of Accounting and Capital Issues on Credit Availability - (Secs. 111-113) Amends the FDIA to amend the regulatory scheme with respect to: (1) audits of insured depository institutions; (2) recourse agreements; and (3) market value accounting. (Sec. 114) Requires the Department of the Treasury to report to certain congressional committees on the effect on the national economy resulting from implementation of risk based capital standards (including the Basle international capital standards). Subtitle C: Disincentives to Risk Taking - (Sec. 121) Amends the FDIA and the Federal Credit Union Act with respect to the due process protections accorded the attachment of assets, and the statutory authority to require a depository institution to prohibit a person from alienating property under certain circumstances. Subtitle D: Miscellaneous Credit Availability Provisions - (Sec. 131) Mandates the establishment of a regulatory appeals process within each appropriate Federal banking agency and the National Credit Union Administration. (Secs. 132 and 133) Amends the Federal Reserve Act to modify the aggregate limits on insider lending for specified small banks. Mandates that certain agencies study and report to the Congress on the advisability and budgetary impact of requiring insured depository institutions to maintain sterile reserves. (Sec. 134) Amends the FDIA to prescribe guidelines under which the Federal Deposit Insurance Corporation (FDIC) may, with respect to an undercapitalized insured depository institution, waive its right to repudiate an agreement to sell credit card accounts receivable. (Sec. 135) Amends the Federal Home Loan Bank Act to permit FHLBA banks to: (1) make secured advances upon obtaining a security interest in certain nonresidential real estate-related collateral; and (2) invest surplus funds to purchase participation interests in residential construction loans originated by member institutions. Title II: Regulatory Micromanagement - (Secs. 201-204) Amends the FDIA to modify the regulatory scheme with respect to: (1) safety and soundness standards; (2) paperwork reduction; (3) rules on deposit taking; and (4) a transition period for new regulations. Title III: Unnecessary Cost, Paperwork and Regulation -Subtitle A: General Provisions - (Secs. 301-303) Amends the FDIA with respect to: (1) bank examinations; (2) coordination of State and Federal examinations; and (3) the use of accounting principles. (Secs. 304-306) Prescribes guidelines for the reduction of call report requirements and capital compliance requirements. Excludes automated teller machines and specified bank branches from FDIA branch closure notice requirements. (Sec. 307) Amends Federal law regarding monetary instruments transactions to direct the Secretary of the Treasury to annually: (1) review all regulations pertaining to monetary instruments transaction requirements, seeking public comment; and (2) publish all written rulings interpreting such law, as well as staff commentaries. (Sec. 309) Amends the FRA and the FDIA to cite conditions under which accounts of U.S. banks are shielded from liability to repay] deposits made at foreign branches. Subtitle B: Holding Company Efficiencies - (Secs. 321-325) Amends the Bank Holding Company Act of 1956 to modify the procedures under which bank holding companies: (1) are formed; and (2) acquire interests in nonbanking activities. Reduces the post-approval waiting period for bank holding company acquisition and bank mergers. Title IV: Consumer Inconvenience, Paperwork, and Cost; Other Non-Supervisory Reforms - Subtitle A: Consumer Benefits and Lending Process Improvements - (Sec. 401) Mandates a Federal Reserve study and report to the Congress on ways to streamline the credit-granting process. (Secs. 402-403) Amends the Truth in Lending Act regarding: (1) certain exemptions from credit cost disclosure requirements; (2) modification of waiver of the debtor's rescission rights; and (3) alternative disclosures for adjustable rate mortgages. (Sec. 405) Amends the Truth in Savings Act to exempt business accounts from its purview. Subtitle B: Other Non-Supervisory Reforms - (Secs. 411-413) Amends the Expedited Funds Availability Act regarding: (1) the availability of Treasury checks and local checks; (2) new accounts; and (3) the allocation of risks of loss and liability to the States and political subdivisions. (Secs. 414 and 421) Amends the Electronic Fund Transfer and the Truth in Lending Act to increase the consumer liability limit in specified circumstances of unauthorized electronic fund transfers and unauthorized use of credit cards where the cardholder has substantially contributed to the unauthorized transfer or use. (Sec. 432) Amends the Housing and Urban Development Act of 1968 to reduce the homeownership debt counseling notification requirement to no more than once per year. (Sec. 433) Prohibits a Federal banking agency from imposing data collection requirements upon an institution under its jurisdiction other than the information required under the Home Mortgage Disclosure Act of 1975. (Secs. 441 and 442) Amends the Real Estate Settlement Procedures Act of 1974 to: (1) modify the disclosure guidelines for the servicing of mortgage loans; and (2) exempt certain credit transactions from its purview. Title V: Community Investment - (Sec. 501) Amends the Community Reinvestment Act of 1977 (the Act) with respect to: (1) minimizing the regulatory paperwork costs and burdens associated with compliance; (2) conditions under which an application for a deposit facility shall not be denied on the basis of compliance; (3) granting credit to a financial institution for making investments and loans to either minority and women's depository institutions, or to entities providing benefits to distressed communities; (4) assessments of special purpose banks; and (5) the acceptability of State examinations in lieu of Federal examinations.

Amends the Railroad Retirement Solvency Act of 1983 to make permanent the transfer to the Railroad Retirement Account of income tax revenues attributable to the taxation of tier II railroad retirement benefits.

Amends the Congressional Budget Act of 1974 to require cost estimate analyses by the Congressional Budget Office of the legislative impact on State and local governments to accompany conference reports. Makes it out of order in the House of Representatives and the Senate to consider any significant bill or resolution, or any conference report on such measure, if the report accompanying the bill or resolution or joint explanatory statement accompanying the conference report does not include such an analysis. Requires concurrent resolutions on the budget to direct committees to include cost estimates with reconciliation legislation.

Amends the Internal Revenue Code to exclude from the gross income of an individual amounts received as a pension or annuity under a public retirement system to the extent they are not attributable to services covered under the social security system. Limits the tax exclusion based upon calculations relating to income tax treatment of social security benefits.

Social Security Domestic Employment Tax Simplification Act of 1993 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act and the Internal Revenue Code (IRC) to raise the threshold amount of cash remuneration payable to a domestic employee in any year which is subject to social security employment taxes. Amends IRC to: (1) provide for the coordination of the collection of domestic service employment taxes with the collection of income taxes; (2) subject domestic service employment taxes to estimated tax provisions; (3) exempt certain employers from the payment of such taxes; and (4) authorize the Secretary of the Treasury to enter into agreements to collect State unemployment taxes imposed on such remuneration. Requires the Secretaries of Health and Human Services and the Treasury to study and report to the Congress on the effects of this Act.

Economic Development Administration Sunset Act - Abolishes the Economic Development Administration (Administration). Repeals the Public Works and Economic Development Act of 1965 and the Local Public Works Capital Development and Investment Act of 1976. Requires the Secretary of Commerce to conclude the Administration's affairs and authorizes the Secretary to fulfill the terms of any agreement, loan, or obligation authorized by the repealed Acts. Provides for the continuance of the Economic Development Revolving Fund for purposes of receiving collections and repayments and fulfilling obligations under the repealed Acts. Abolishes the Fund when the Secretary determines that it is no longer necessary to carry out such activities. Authorizes appropriations.

Volunteer Protection Act of 1993 - Prescribes circumstances under which volunteers working for nonprofit organizations or government entities shall be immune from personal financial liability for acts on behalf of the organization or entity. Sets forth exceptions and conditions that a State may impose on the granting of such immunity. Requires the Secretary of Health and Human Services to increase by one percent the fiscal year allotment which would otherwise be made to a State to carry out the Social Services Block Grant Program under title XX of the Social Security Act if such State has, within two years, certified to the Secretary that it has enacted a State law which provides such immunity. Provides for the continuation of such increase based on an annual recertification.

Regulatory Flexibility Amendments Act of 1993 - Amends Federal law to eliminate provisions respecting judicial review of Federal agency compliance with regulatory flexibility analysis requirements. Requires an agency to consider the direct and indirect effects of a rule in determining whether or not it is likely to have a significant impact on a substantial number of small entities. Sets forth guidelines governing agency transmittal of proposed rules to the Chief Counsel for Advocacy of the Small Business Administration. Authorizes such official to transmit to the agency a statement of opposition to the proposed rule. Requires publication of such statement and the agency's response in the Federal Register. Expresses the sense of the Congress that such official should be permitted to appear as amicus curiae in any action or case brought in a U.S. court for the purpose of reviewing a rule.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts (except those derived from borrowing) for that fiscal year unless the Congress, by a three-fifths roll call vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths roll call vote of each House to increase the public debt. Directs the President to submit a balanced budget to the Congress. Requires the approval of a majority of each House by roll call vote before any bill to increase revenue may become law. Waives these provisions when a declaration of war is in effect. Waives these provisions when the United States is engaged in a military conflict which poses a threat to national security as declared by a joint resolution adopted by a majority of each House.

Amends the Internal Revenue Code to allow a first-time homebuyer who purchases a principal residence a tax credit of ten percent of the purchase price of such residence. Limits the credit to $2,500. Requires married individuals filing jointly to both be first-time buyers. Allows the use of 50 percent of the credit in the first taxable year in which the residence is purchased and the remaining 50 percent in the succeeding taxable year. Makes this credit applicable to residences acquired during 1993 and before July 1, 1994.

Amends the Internal Revenue Code to provide that the term "qualified military benefit," for purposes of the exclusion from gross income, includes any allowance or benefit administered by the Secretary of Veterans Affairs. Makes such exclusion effective for taxable years beginning on or after January 1, 1984.

Energy Extension Fair Share Act of 1993 - Amends the National Energy Extension Service Act to provide for the use of population figures provided by the latest available estimates prepared by the Department of Commerce (currently, provided by the most recent decennial census) for the calculation of the apportionment of State energy extension service funds.

Drug Free Truck Stop Act of 1993 - Amends the Controlled Substances Act to impose mandatory minimum criminal penalties for the unlawful distribution or possession of controlled substances within 1,000 feet of a truck stop or safety rest area. Prohibits the suspension of a sentence, granting of probation, or eligibility for parole until the individual has served the minimum required sentence under the Federal criminal code for any person who violates this Act after a prior conviction under this Act has become final. Requires the U.S. Sentencing Commission to promulgate specified sentencing guidelines for violations of this Act. Bars multiple enhancements.

Mandates that, in the administration of any benefits program established by or under Federal law which requires the use of data obtained in the most recent decennial census, the 1990 adjusted census data be considered the official data for such census.

Environment and Public Works Fair Share Act of 1993 - Amends the Federal Aid in Wildlife Restoration Act to require the Federal formula for allocating funds to States under such Act to use the population figures from the latest available estimates prepared by the Department of Commerce for each State (currently, from the latest decennial census). Makes an identical change with respect to the Federal formula used for grants to States for interstate highway systems, Federal-aid urban highways, and highway safety programs (the Federal aid highway program).

Federal Transit Fair Share Act of 1993 - Amends the Federal Transit Act to base the apportionment of Federal transportation funds for certain urban and nonurban mass transportation programs on census estimates prepared by the Department of Commerce. (Currently, the apportionment is based only on the latest available Federal census.)

Airport Improvements Fair Share Act of 1993 - Amends the Airport and Airway Improvement Act of 1982 to provide for the use of the latest available estimates prepared by the Department of Commerce (currently, the latest decennial census of the United States) for the calculation of the apportionment of State airport development and airport planning funds.

Uniform Child Support Enforcement Act of 1993 - Amends the Social Security Act and the Internal Revenue Code to replace the current system for the collection and distribution of child support and enforcement of child support orders by the States with a new Federal system under which States are required to transmit copies of such orders to the Internal Revenue Service for it to collect the support through wage withholding and other means, distribute it to the individual entitled, and enforce support orders in a manner similar to that used for tax evasion.

Census Data Fair Share Act of 1993 - Requires the Secretary of Commerce to annually produce and publish current data or estimates on below poverty, urban, rural, and farm populations, for each State, urban area, and rural area for which data is compiled in the most recent decennial census of population. Authorizes such data or estimates to be produced by means of sampling or other methods which the Secretary determines will produce current, comprehensive, and reliable data or estimates.

Agriculture, Nutrition, and Forestry Fair Share Act of 1993 - Amends Federal law to base Federal funding for agricultural experiment stations on the latest Department of Commerce population figures rather than on decennial census figures. Makes similar changes to: (1) the Smith-Lever Act with respect to the Federal Extension Service; and (2) the National Agricultural Research, Extension, and Teaching Policy Act of 1977 with respect to agricultural research at 1890 land grant colleges (including Tuskegee Institute), and the nutrition education program.

Declaration of Official Language Act of 1993 - Declares English to be the official language of the U.S. Government. States that English is the preferred language of communication among U.S. citizens. Requires the Government of the United States to promote and support the use of English for communications among U.S. citizens. Requires communications by officers and employees of the Government with U.S. citizens to be in English. Directs the Immigration and Naturalization Service to establish: (1) an English language proficiency standard for all applicants for U.S. citizenship; and (2) a written and oral examination to test for the achievement of such standard by such applicants. Repeals the Bilingual Education Act (title VII of the Elementary and Secondary Education Act of 1965). Amends the Voting Rights Act of 1965 to repeal bilingual election requirements.

Marine Mammal Capture, Export, and Public Display Protection Act of 1993 - Amends the Animal Welfare Act (AWA) to require, instead of the penalty applicable under the AWA for a violation regarding a marine mammal, that a person be liable for a civil or criminal penalty under specified provisions of the Marine Mammal Protection Act of 1972 (MMPA). Mandates review and, if appropriate, modifications to AWA standards regarding the care and habitat of marine mammals in captivity. Amends the MMPA to direct the Secretaries of Commerce and Agriculture to jointly establish a system for tracking marine mammals taken in waters under U.S. jurisdiction or imported. Makes it unlawful to take any marine mammal before establishment of the system. Makes it unlawful to export a marine mammal without a permit under this Act. Requires regulations under the MMPA for exporting as well as for taking and importing marine mammals. Authorizes issuance of export permits under the same requirements as taking and importing permits. Allows issuance of an export permit only: (1) to maintain or improve the health and well-being of the mammal; and (2) if the permit prohibits use of the mammal for any other purpose. Modifies scientific research permit requirements regarding issuance, takings involving surgical procedures, lethal takings, release requirements, permanent marking of released mammals, and permit effective periods.

Expresses the sense of the Congress that: (1) the U.S. Customs Service should reestablish a unit specifically tasked with enforcing laws prohibiting child exploitation and pornography and prosecuting violators of those laws; and (2) the efforts of this reestablished unit should equal or exceed those of the U.S. Customs Child Pornography and Protection Unit in FY 1990.
