Fort Hood Victims and Families Benefits Protection Act - Expresses the sense of Congress that: (1) any member of the Armed Forces who was killed or wounded in the attack at Fort Hood, Texas, on November 5, 2009, and the family members of those victims, should receive the same treatment and benefits as the victims and families of the September 11, 2001, terrorist attacks on the United States; and (2) such members and families have made tremendous sacrifices, and the United States should provide them with the maximum level of benefits available, identical to that available to those killed or wounded in an overseas combat zone such as Iraq or Afghanistan. Treats members and DOD civilian employees killed or wounded in the shootings at Fort Hood, Texas, as members killed or wounded in a combat zone or civilian employees killed or wounded in a terrorist attack or while serving in a contingency operation, respectively, for purposes of specified laws, regulations, and policies concerning compensation, awards, and other benefits for which such members and employees are eligible.

Sugar Reform Act of 2013

Sugar Reform Act of 2013 - Amends the Federal Agriculture Improvement and Reform Act of 1996 to make loans available to processors of domestically grown sugarcane (18 cents per pound) and sugar beet processors through FY2017. Amends the Agricultural Adjustment Act of 1938 to direct the Secretary of Agriculture (USDA) to make specified sugarcane and sugar beet quantity estimates through crop year 2017. Requires that sugar allotments be appropriate to maintain adequate supplies at reasonable prices, taking into account all domestic supply sources, including imports. Authorizes the Secretary to suspend or modify marketing allotments, taking into account: (1) the interests of consumers, food industry workers, businesses, and agricultural producers; and (2) the competitiveness of domestically produced and imported foods containing sugar. Revises sugar tariff-rate quota adjustment provisions to direct the Secretary to: (1) adjust tariff-rates to provide adequate domestic sugar supplies at reasonable prices, (2) establish and adjust tariff-rate quotas so that the ratio of sugar stocks to total sugar use at the end of the quota year will be approximately 15.5%, and (3) promulgate regulations that permit any country that has been allocated a quota share to temporarily transfer all or part of the share to any other country that has also been allocated a quota share. Extends flexible marketing sugar allotment authority through crop year 2017. Amends the Farm Security and Rural Investment Act of 2002 to repeal the feedstock flexibility program for bioenergy producers.

Achieving a Better Life Experience Act of 2013 or the ABLE Act of 2013 - Amends the Internal Revenue Code to establish tax-exempt ABLE accounts to assist an individual with a disability in building an account to pay for qualified disability expenses. Defines "qualified disability expenses" to include expenses for education, including higher education expenses, a primary residence, transportation, obtaining and maintaining employment, health and wellness, and other personal support expenses. Treats a qualified ABLE program and an ABLE account in the same manner as a qualified tuition program for income tax purposes (i.e., allowing a tax exemption for such program and an exclusion from gross income of amounts attributable to a contributor to or a beneficiary of a program account). Defines "qualified ABLE program" as a program established and maintained by a state agency under which a person may make contributions to an ABLE account established to pay for qualified disability expenses. Requires amounts in ABLE accounts to be disregarded in determining eligibility for Medicaid and other means-tested federal programs. Suspends the payment of supplemental security income benefits under title XVI (Supplemental Security Income) of the Social Security Act to an individual during any period in which such individual has excess resources attributable to an ABLE account.

National Park Service 100th Anniversary Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue gold, silver, and half-dollar clad coins in commemoration of the 100th anniversary of the establishment of the National Park Service (NPS). Authorizes the issuance of coins under this Act only for a one-year period, beginning on January 1, 2016. Requires all sales of coins minted under this Act to include a surcharge of $35 per gold coin, $10 per silver coin, and $5 per half-dollar clad coin. Requires all of the surcharges received from the sale of such coins to be paid to the National Park Foundation for projects and programs to help preserve and protect resources under the stewardship of the NPS and to promote public enjoyment and appreciation of those resources. Prohibits the surcharges paid to the Foundation from being used for land acquisition.

Cyber Intelligence Sharing and Protection Act

Cyber Intelligence Sharing and Protection Act - Amends the National Security Act of 1947 to add provisions concerning cyber threat intelligence and information sharing. Defines "cyber threat intelligence" as intelligence in the possession of an element of the intelligence community directly pertaining to: (1) a vulnerability of a system or network of a government or private entity; (2) a threat to the integrity, confidentiality, or availability of such a system or network or any information stored on, processed on, or transiting such a system or network; (3) efforts to deny access to or degrade, disrupt, or destroy such a system or network; or (4) efforts to gain unauthorized access to such a system or network, including for the purpose of exfiltrating information. Excludes intelligence pertaining to efforts to gain unauthorized access to such a system or network that solely involve violations of consumer terms of service or consumer licensing agreements and do not otherwise constitute unauthorized access. Requires the Director of National Intelligence (DNI) to: (1) establish procedures to allow intelligence community elements to share cyber threat intelligence with private-sector entities and utilities, and (2) encourage the sharing of such intelligence. Requires the procedures established to ensure that such intelligence is only: (1) shared with certified entities or a person with an appropriate security clearance, (2) shared consistent with the need to protect U.S. national security, and (3) used in a manner that protects such intelligence from unauthorized disclosure. Provides for guidelines for the granting of security clearance approvals to certified entities or officers or employees of such entities. Prohibits a certified entity receiving such intelligence from further disclosing the information to any entity other than another certified entity or a federal agency authorized to receive such intelligence. Authorizes a cybersecurity provider (a non-governmental entity that provides goods or services intended to be used for cybersecurity purposes), with the express consent of a protected entity (an entity that contracts with a cybersecurity provider), to: (1) use cybersecurity systems to identify and obtain cyber threat information in order to protect the rights and property of the protected entity; and (2) share cyber threat information with any other entity designated by the protected entity, including the federal government. Provides similar cybersecurity system use and threat information sharing authority to self-protected entities (an entity that provides goods or services for cybersecurity purposes to itself). Requires the head of a federal agency receiving cyber threat information to provide such information to the National Cybersecurity and Communications Integration Center of the Department of Homeland Security (DHS), and allows such agency head to request the Center to provide such information to another federal agency. Sets forth requirements with respect to the use and protection of shared information, including prohibiting the use of such information to gain a competitive advantage and, if shared with the federal government, exempts such information from public disclosure. Prohibits a civil or criminal cause of action against a protected entity, a self-protected entity, or a cybersecurity provider acting in good faith under the above circumstances. Allows the federal government to use shared cyber threat information: (1) for cybersecurity purposes to ensure the integrity, confidentiality, availability, or safeguarding of a system or network; (2) for the investigation of cybersecurity crimes; (3) for the protection of individuals from the danger of death or serious bodily harm and the prosecution of crimes involving such dangers (including the protection of minors from child pornography, sexual exploitation, kidnapping, and trafficking); or (4) to protect U.S. national security. Prohibits the federal government from affirmatively searching such information for any other purpose. Provides for the protection of sensitive personal documents such as library records, firearms sales records, educational records, tax returns, and medical records. Requires a federal agency receiving information that is not cyber threat information to so notify the entity or provider of such information. Prohibits federal agencies from retaining shared information for any unauthorized use. Outlines federal government liability for violations of restrictions on the disclosure, use, and protection of voluntarily shared information.

Postal Service Protection Act of 2013 - Sets forth rules for the recalculation of annuities for employees of the U.S. Postal Service (USPS) and for the redetermination of surplus or supplemental liabilities under the Civil Service Retirement System (CSRS). Prescribes the "average pay" to be used in calculating annuities and surplus amounts. Authorizes the transfer of surplus postal retirement contributions in FY2010 to the Postal Service Retiree Health Benefits Fund, the Postal Service Fund, and the Employees' Compensation Fund under the Federal Employees' Compensation Act (FECA) and to USPS for payment of its debt obligations. Eliminates the requirement for pre-funding of the Postal Service Retiree Health Benefits Fund. Sets forth criteria for the closing or consolidation of postal facilities. Allows USPS to provide any nonpostal service or product in a manner consistent with the public interest. Provides for the mailing of wine and beer sent by a licensed winery or brewery in accordance with the laws of the state, territory, or district where the addressee or agent takes delivery. Establishes in USPS the position of the Chief Innovation Officer who shall have proven expertise and success in the postal and shipping industry and in innovation, marketing, technology, and management. Establishes a Postal Innovation Advisory Commission. Requires the Postmaster General to report to specified congressional committees and the Postal Regulatory Commmission on a comprehensive strategy for maximizing USPS revenue through innovative postal and nonpostal products and services. Prohibits USPS from reducing the frequency of mail delivery to fewer than six days each week or from increasing the expected delivery time for market-dominant products. Repeals the annual limitation on the percentage changes on postal rates for market-dominant products.

Delaware River Basin Conservation Act of 2013

Delaware River Basin Conservation Act of 2013 - Requires the Director of the United States Fish and Wildlife Service to establish a Delaware River Basin restoration program, under which the Director shall: (1) draw on management plans for the Basin or portions of the Basin and work in consultation with applicable management entities, including representatives of the Partnership for the Delaware Estuary, the Delaware River Basin Commission, the federal government, other state and local governments, and regional and nonprofit organizations, to identify, prioritize, and implement restoration and protection activities within the Basin; and (2) adopt a Basin-wide strategy that supports the implementation of a shared set of science-based restoration and protection activities, targets cost-effective conservation projects, supports measurable conservation efforts, and maximizes conservation outcomes with no net gain of federal full-time equivalent employees. Defines "Basin" as the four-state Delaware Basin region, including all of Delaware Bay and portions of Delaware, New Jersey, New York, and Pennsylvania located in the Delaware River watershed. Requires the Director to establish the Delaware River Basin restoration grant program to provide competitive matching grants to carry out the restoration program. Requires the Director to develop criteria to ensure that funded activities: (1) restore or protect fish and wildlife and their habitats; (2) improve or protect water quality by reducing pollutants and restoring headwater areas and drinking water basins; (3) improve the management of water volume and mitigation of flood damage to support the ecological needs of fish and wildlife and their habitats; (4) include priority needs or actions identified in the Basin-wide strategy; and/or (5) include restoration and protection activities with multiple benefits in the Basin, including habitat, water quality, and flood damage mitigation. Limits the federal share of the total cost of a funded project to 50%. Authorizes the Director to contract with the National Fish and Wildlife Foundation or another organization that offers grant management services.

Makes a church, synagogue, mosque, temple, or other house of worship, and a private nonprofit facility operated by a religious organization, eligible for federal contributions for the repair, restoration, and replacement of facilities damaged or destroyed by a major disaster, without regard to the religious character of the facility or the primary religious use of the facility. Makes this Act applicable to the provision of assistance in response to a major disaster or emergency declared on or after October 28, 2012.

Down Payment to Protect National Security Act of 2013 - Expresses the sense of Congress that: (1) full sequestration must be averted, (2) balanced deficit reduction must include substantive reductions in mandatory spending, and (3) any plan to avert sequestration and provide time for political negotiations on a balanced deficit reduction package must use additional savings that do not increase the risk to military personnel or degrade the capabilities of the Armed Forces by reshaping the federal civilian workforce without furloughs. Requires the Director of the Office of Management and Budget (OMB) to determine the number of full-time employees employed in each federal agency. Prohibits a federal agency head from hiring more than 1 employee for every 3 full-time employees who leave employment in such agency until the OMB Director makes a determination that the number of full-time federal employees is 10% less than the initial level as determined by OMB. Allows a waiver of such workforce limitation by the President for national security reasons or in the case of an extraordinary emergency. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act), as amended by the Budget Control Act of 2011, to offset mandatory sequestration in security and nonsecurity categories with revenues resulting from reductions in the federal workforce and the pay freeze under this Act. Authorizes the Secretary of Defense (DOD) to transfer amounts appropriated for DOD by the Continuing Appropriations Resolution (P.L. 112-175) among accounts of DOD. Prohibits a cost-of-living adjustment to the pay of Members of Congress in any year in which there is a budget deficit.

COPS Improvement and Reauthorization Act of 2013 - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to modify the public safety and community policing grant program (COPS ON THE BEAT grant program) to: (1) establish within the Department of Justice (DOJ), under the general authority of the Attorney General, the Office of Community Oriented Policing Services to be headed by a Director; and (2) authorize the Attorney General to carry out more than one such program. Repeals provisions authorizing: (1) the Attorney General to give preferential consideration to applications for hiring and rehiring additional career law enforcement officers that involve a non-federal contribution exceeding a 25% minimum; and (2) the use of such grants to develop and implement either innovative programs to permit members of the community to assist state, tribal, and local law enforcement agencies in the prevention of crime in the community or new administrative and managerial systems to facilitate the adoption of community-oriented policing as an organization-wide philosophy. Authorizes the use of such grants to: (1) hire school resource officers and establish local partnerships to enhance school safety and to combat crime, gangs, drug activities, and other problems in elementary and secondary schools; (2) establish and implement innovative programs to reduce and prevent illegal drug manufacturing, distribution, and use; (3) meet emerging law enforcement needs; (4) hire former members of the Armed Forces to serve as career law enforcement officers for deployment in community-oriented policing; and (5) develop new technologies to assist state and local law enforcement agencies in crime prevention and training. Requires an application for a grant for officers performing homeland security duties to explain how the applicant intends to coordinate with federal law enforcement in support of the applicant's homeland security mission. Increases the limit on grant funding provided for hiring or rehiring a career law enforcement officer, unless the Attorney General grants a waiver, from $75,000 to $125,000. Extends the authorization of appropriations for the program for FY2013-FY2017.

Authorizes the Attorney General to award grants to IHEs and other nonprofit organizations for activities that will assist the Center in performing its functions.

Requires the Secretary to: (1) make grants to nonprofit entities for technical assistance in sponsoring HUD housing projects for veterans, and (2) report annually to specified congressional committees and the VA Secretary on HUD activities relating to veterans.

Stafford Disaster Relief and Emergency Assistance Act to authorize the President, acting through the Administrator of the Federal Emergency Management Agency (FEMA), to approve public assistance projects for major disasters or emergencies under alternative procedures with the goal of: (1) reducing the costs to the federal government of providing such assistance; (2) increasing flexibility in the administration of assistance; (3) expediting the provision of assistance to a state, tribal or local government, or owner or operator of a private nonprofit facility; and (4) providing financial incentives and disincentives for the timely and cost-effective completion of projects. Requires such alternative procedures, with respect to grants for facility repair, restoration, or replacement, to allow: (1) such grants to be made on the basis of fixed estimates if the state, tribal, or local government or the owner or operator of the private nonprofit facility agrees to be responsible for any actual costs that exceed the estimate; (2) a grantee to elect to receive an in-lieu contribution, without reduction, on the basis of estimates of the cost to repair, restore, reconstruct, or replace a facility and management expenses; (3) consolidating state, local, or tribal facilities as a single project; and (4) the Administrator to permit a grantee, when completed project costs are less than the estimated costs, to use excess funds for activities that reduce the risk of future damage, hardship, or suffering from a major disaster and for other activities to improve future public assistance operations or planning. Requires such alternative procedures, with respect to grants for debris removal, to allow: (1) such grants to be made on the basis of fixed estimates to provide financial incentives and disincentives for the timely or cost-effective completion if the grantee agrees to be responsible for any actual costs that exceed the estimate; (2) use of a sliding scale for determining the federal share for removal of debris and wreckage based on the time it takes to complete; (3) use of program income from recycled debris without offset to the grant amount; (4) reimbursement of wages for grantee employees and extra hires performing or administering debris and wreckage removal; (5) incentives to a state, local, or tribal government to have a debris management plan approved by the Administrator and to have pre-qualified contractors before the date of declaration of the major disaster; and (6) the Administrator to permit a grantee, when actual project costs are less than estimated costs, to use the excess funds for debris management planning, acquisition of debris management equipment for current or future use, and other activities to improve future debris removal operations. Authorizes the President to enter into lease agreements for, and make repairs or improvements to, multifamily rental property located in areas covered by a major disaster declaration when the President determines it would be a cost-effective alternative to other temporary housing options. Directs the President, for purposes of hazard mitigation assistance, to ensure that: (1) environmental reviews and historic preservation reviews are completed on an expeditious basis; and (2) the shortest existing applicable process under the National Environmental Policy Act of 1969 and the National Historic Preservation Act is utilized. Authorizes the President to provide not more than 25% of the amount of the estimated cost of hazard mitigation measures to a state grantee before eligible costs are incurred. Directs the Administrator to establish procedures under which an applicant, through December 31, 2015, may request the use of alternative dispute resolution, including arbitration by an independent review panel to resolve disputes relating to eligible assistance. Directs the President to: (1) establish a unified interagency review process to ensure compliance with environmental and historic requirements relating to disaster recovery projects in order to expedite the recovery process; and (2) complete an analysis to determine whether an increase in the threshold for eligibility for the provision of federal disaster or emergency assistance on the basis of the amount of the federal estimate of assistance necessary is appropriate and, if so, to establish such threshold, adjust it annually for inflation, and review it every three years. Authorizes the President: (1) to provide child care assistance to an individual or household adversely affected by a major disaster; and (2) after declaring a major disaster or emergency for an area within the jurisdiction of a state, tribal, or local government, to reimburse such government for costs relating to basic pay and benefits and overtime and hazardous duty compensation for permanent employees of such government conducting emergency protective measures. Requires the Administrator to: (1) review, update, and revise factors relating to trauma to measure the severity, magnitude, and impact of a disaster; and (2) submit recommendations for the development of a national strategy for reducing future costs, loss of life, and injuries associated with extreme disaster events in vulnerable areas of the United States. Authorizes Indian tribal governments to submit requests for major disaster or emergency declarations directly to the President.

National Blue Alert Act of 2013 - Directs the Attorney General to: (1) establish a national Blue Alert communications network within the Department of Justice (DOJ) to disseminate information when a law enforcement officer is seriously injured or killed in the line of duty, in coordination with federal, state, and local Blue Alert plans; and (2) assign an existing DOJ officer to act as the national coordinator of the Blue Alert communications network. Sets forth the duties of the national coordinator, including: (1) providing assistance to states and local governments that are using Blue Alert plans; (2) establishing voluntary guidelines for states and local governments to use in developing such plans; (3) developing protocols for efforts to apprehend suspects; (4) working with states to ensure appropriate regional coordination of various elements of the network; (5) establishing an advisory group to assist states, local governments, law enforcement agencies, and other entities in initiating, facilitating, and promoting Blue Alert plans; (6) acting as the nationwide point of contact for the development of the network and the regional coordination of Blue Alerts through the network; and (7) determining what procedures and practices are in use for notifying law enforcement and the public when a law enforcement officer is killed or seriously injured in the line of duty and which of the procedures and practices are effective and that do not require the expenditure of additional resources to implement. Requires the guidelines to: (1) provide that appropriate information relating to a Blue Alert is disseminated to officials of law enforcement, public health, and other agencies; and (2) provide mechanisms that ensure that Blue Alerts comply with all applicable federal, state, and local privacy laws and regulations and include standards that specifically provide for the protection of the civil liberties of law enforcement officers and their families. Directs the coordinator to annually submit a report on the coordinator's activities and the effectiveness and status of the Blue Alert plans that are in effect or being developed.

Allows the cost of replacing mechanical insulation property to be treated as a deductible business expense in the current taxable year. Defines "mechanical insulation property" as insulation materials, facings, and accessory products: (1) placed in service in connection with a mechanical system which is located in the United States and of a character subject to an allowance for depreciation; and (2) utilized for thermal, acoustical, and personnel safety requirements for mechanical piping and equipment, hot and cold applications, and heating, venting and air conditioning applications which can be used in a variety of facilities. Allows a tax deduction for capital expenditures related to mechanical insulation property.

Prescribes audit contents, including: (1) the guidance given by the Board to independent consultants retained by the supervised financial institutions regarding procedures to be followed in conducting the file reviews, (2) the factors considered by independent consultants when evaluating loan files and the results obtained pursuant to those reviews, and (3) the determinations made by such consultants regarding the nature and extent of financial injury sustained by each homeowner as well as the level and type of remediation offered.

Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.
