(Currently, payments to service institutions shall equal the full cost of food service operations, excluding administrative costs. Payments for administrative costs shall equal the full amount of state-approved administrative costs incurred, not to exceed the maximum allowable levels the Secretary determines pursuant to such study.) Repeals authority for simplified summer food pilot projects.

Military Surviving Spouses Equity Act - Repeals, as of the later of October 1, 2007, or the date of enactment of this Act, certain provisions which require the offset of amounts paid in dependency and indemnity compensation from Survivor Benefit Plan (SBP) annuities for the surviving spouses of former military personnel who are entitled to military pay or who would be entitled to retired pay except for being under 60 years of age. Provides for the recoupment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Authorizes the Secretary of Defense to waive the recoupment requirement in certain cases. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Merchant Mariner Credentials Improvement Act of 2007 - Revises requirements with respect to merchant mariner's documents, licenses, and certificates of registry to authorize the advanced renewal of such items which shall not be valid until the date that the originally issued items expire. Prohibits the Secretary of the department in which the Coast Guard is operating from charging a fee for the application, processing, or issuance of a merchant mariner's document if, within 30 days of the date the individual submits a complete application for the document, the Secretary has not: (1) issued the document to the individual; or (2) notified the individual that the document will not be issued because the individual does not meet certain qualifications. Prohibits the Secretary from requiring an individual to be fingerprinted for the issuance or renewal of a merchant mariner's document, license, or certificate of registry if the individual was previously fingerprinted upon applying for a transportation security card. Extends an expiring merchant mariner's document, license, or certificate of registry for one year (currently, such items are issued for a five-year period with renewals for additional five-year periods) to help eliminate a backlog in processing such items. Requires the Secretary to develop an interim clearance process for issuance of merchant mariner's documents to help newly hired seamen who do not pose a safety and security risk to begin working on an offshore supply vessel or towing vessel. Requires the Secretary to report to Congress on: (1) a plan to ensure that the application process for a merchant mariner document can be completed entirely by mail; and (2) the feasibility of the redesign of such document to comply with certain standards.

Safe Climate Act of 2007

Safe Climate Act of 2007 - Amends the Clean Air Act to direct the Environmental Protection Agency (EPA) to promulgate: (1) targets for a 2% reduction in greenhouse gas emissions each year from 2010-2050; and (2) regulations requiring reductions to meet such targets, including by setting caps on emissions of sources and sectors with the largest emissions or the best opportunities to reduce them, by issuing and authorizing trading of emission allowances, and by imposing penalties for excess emissions. Requires relevant federal agencies to finalize a rule to carry out the National Academies' recommendations for regulatory action needed to reduce atmospheric greenhouse gas concentrations or explain their reasons for declining to act. Requires the President to submit to Congress a plan for the distribution of emission allowances (including through auctions) and the use of proceeds (to be deposited in a Climate Reinvestment Fund) for specified goals, including mitigating the effects of energy cost increases and climate change. Requires the EPA to ensure that emissions and allowances are accurately tracked, reported, and verified. Authorizes the emission reduction regulations to include: (1) additional requirements for any source or sector; and (2) performance standards, best management practices, and technology-based requirements. Requires such regulations to set standards for the reduction of greenhouse emissions from motor vehicles at least as quickly as the standards adopted by the California Air Resources Board at its September 2004 hearing. Requires the EPA to revise such standards in 2014 and every five years thereafter to further reduce emissions. Amends the Public Utility Regulatory Policies Act of 1978 to direct the Secretary of Energy to: (1) require, beginning in 2010, an annual increase in the percentage of electric energy generated from renewable sources that is sold at the retail level in the United States and to require such percentage to be at least 20% of the total electricity sold by 2020; and (2) set end-user savings targets for retail electric-energy and natural gas suppliers. Authorizes DOE to: (1) increase the required percentage of end-user savings for years after 2020; and (2) allow suppliers to achieve the targets through a market-based trading system.

Alzheimer's Breakthrough Act of 2007 - Authorizes appropriations to the National Institutes of Health (NIH) for conducting and supporting research on Alzheimer's disease in FY2008-FY2012. Amends the Public Health Service Act to require the Director of the National Institute on Aging to: (1) give priority to projects for conducting and supporting Alzheimer's disease research; (2) increase the emphasis on the need to conduct Alzheimer's disease prevention trials within NIH; (3) ensure that Alzheimer's disease is maintained as a high priority for the existing neuroscience initiative; (4) conduct and support cooperative clinical research regarding Alzheimer's disease; and (5) make grants for research related to the early detection, diagnosis, and prevention of Alzheimer's disease, the relationship of vascular disease and Alzheimer's disease, and Alzheimer's disease services and caregiving. Directs the Secretary of Health and Human Services to: (1) convene a summit of researchers and other industry representatives on Alzheimer's disease; (2) make grants for public education programs on risk factors associated with cognitive health, Alzheimer's disease, and other dementias; and (3) make grants to community organizations to establish and operate Alzheimer's call centers to provide 24-hour information on Alzheimer's disease. Extends through FY2012 funding for demonstration projects relating to Alzheimer's disease.

Requires the Secretary of Health and Human Services to develop a grant mechanism for the establishment of Research Fellowships in Pediatric Cancer to support adequate numbers of pediatric focused clinical and translational investigators. Requires the Director to award a grant for the operation of a population-based national childhood cancer database, the Childhood Cancer Research Network. Requires the Secretary to award grants to recognized childhood cancer professional and advocacy organizations to raise public awareness of currently available information, treatment, and research with intent to ensure access to best available therapies for pediatric cancers.

Extends: (1) the energy audit and renewable energy development program; (2) the renewable energy systems and energy efficiency improvements program; (3) the Department of Agriculture bioenergy program; (4) biomass research and development; and (5) carbon cycle research. Extends: (1) the community food project grant program; (2) the farm-to-cafeteria program; (3) the women, infants, and children (WIC) farmers' market nutrition program; (4) the senior farmers' market nutrition program; and (5) farmers' market promotion program. Establishes: (1) a fruit and vegetable nutrition promotion program; (2) a food stamp fruit and vegetable electronic transfer pilot program; and (3) a farm viability program (currently, program authority is discretionary). Provides for Department of Defense and Department of Agriculture procurement of locally produced agricultural products. Extends: (1) the organic agriculture research and extension initiative; (2) education grant programs for Hispanic-serving institutions; (3) the value-added agricultural product market development grant program; and (4) and revises the national organic certification and transition cost share program.

Credit Union Regulatory Improvements Act of 2007 - Amends the Federal Credit Union Act to reduce the minimum net worth ratio requirements of credit unions. Revises the minimum risk-based net ratio for such capitalizations. Transfers from the federal banking agencies to the Federal Deposit Insurance Corporation (FDIC) the authority to adjust the net worth levels of credit unions. Instructs the National Credit Union Administration Board (Board) to design the risk-based net worth requirement to take account of material risks to insured credit unions that are taken account of by comparable standards applicable to FDIC-insured institutions. Establishes a temporary waiver of the net worth restoration plan requirement for an undercapitalized credit union which attains its status due to a major natural or man-made disaster. Revamps requirements for limits and restrictions on member business loans. Authorizes credit unions to lease to any business enterprise separate and clearly distinct space in credit union office buildings in underserved areas. Authorizes the Board, in specified circumstances, to encompass within credit union membership any person or organization within an underserved local community, neighborhood, or rural district. Permits a credit union to invest in securities for its own account. Increases the investment and lending limit in credit union service organizations. Exempts certain voluntary mergers involving multiple common-bond credit unions from the numerical limit for eligibility within the field of membership category of a credit union. Directs the Board to prescribe criteria for continued membership of certain member groups in the case of certain credit union conversions to a community charter. Includes just cause as grounds for expulsion from membership. Authorizes term limits for board members of federal credit unions. Revises voting requirements for credit union conversions to mutual savings banks. Amends the Clayton Act to exempt from its pre-merger notification and waiting period requirements any mergers of one insured credit union activities with another which require agency approval under the Federal Credit Union Act.

Condemns the violations of the freedoms of speech, religion, movement, association, and the lack of due process in Vietnam. Challenges Vietnam's qualifications to be a member of the U.N. Security Council unless the government of Vietnam begins to respect human rights and fundamental freedoms. Urges the government of Vietnam to consider the implications of its actions for the broader U.S.-Vietnam relationship. Expresses the sense of the House of Representatives that the United States should: (1) make a top concern the immediate release, legal status, and humanitarian needs of Father Nguyen Van Ly, Nguyen Van Dai, and Le Thi Cong Nhan, and use funds from the Human Rights Defenders Fund to assist with their legal defense and the needs of their families; (2) urge the government of Vietnam to comply with international standards for basic freedoms and human rights; (3) make clear to the government of Vietnam that it must adhere to the rule of law and respect the freedom of religion and expression in order to broaden its relations with the United States; (4) re-impose on Vietnam the country of particular concern designation if Vietnam harasses, detains, and arrests religious leaders and religious-motivated rights defenders and activists; and (5) initiate new foreign assistance programs to advance the capacity and networking abilities of Vietnamese civil society.

Fuel Economy Reform Act

Fuel Economy Reform Act - Amends federal transportation law to: (1) revise the definition of automobile to require including all automobiles up to 10,000 pounds (currently, not all automobiles up to 10,000 pounds are required to be included in the definition); and (2) continue applying the current minimum corporate average fuel economy (CAFE) standards for non-passenger and passenger automobiles to automobiles manufactured through model year 2011, but, for passenger automobiles, adds an increase of 4% per year in such standard for model years 2009 through 2011. Requires an average fuel economy standard of 27.5 miles per gallon for automobiles manufactured by a manufacturer for model year 2012, and an average fuel economy standard of 35 miles per gallon for automobiles manufactured by a manufacturer for model year 2018, with a minimum increase of 4% in the average fuel economy from the level for the prior model year for model year 2013 and beyond, with specified exceptions from the 4% increase permitted. Prohibits this Act from being construed to limit, supercede, or expand the Secretary of Transportation's authority under federal transportation law to prescribe motor vehicle safety standards to reduce traffic accidents and deaths and injuries due to such accidents.

Community Beaches Protection Act - Rewrites provisions regarding the federal shore protection program to: (1) provide for the protection and restoration of beaches and other coastal infrastructure, as well as shore protection; and (2) include the purpose of promoting healthful recreation. Includes among areas to be given preference: (1) areas where regional sediment management plans have been adopted; and (2) areas that promote human health and safety and the quality of life. Directs the Secretary of the Army to pay the federal share of the cost of carrying out shore protection projects and research that encourages the protection, restoration, and enhancement of shores, sandy beaches, and other coastal infrastructure. Sets forth revised provisions regarding the federal share of the cost, which shall be equal for beach erosion control projects for purposes of recreation or for storm damage protection or environmental restoration. Directs the Secretary, at the request of a nonfederal interest and with congressional approval, to extend the period of federal participation in certain shore protection projects. Amends the Water Resources Development Act of 1986 to prohibit the Secretary from: (1) soliciting contributions, in excess of the nonfederal share assigned to specified project purposes, from nonfederal interests for costs of constructing authorized projects; or (2) conditioning federal participation on the receipt of such contributions. Makes permanent the national shoreline erosion control development and demonstration program. Requires the program to include provisions for technology transfers to educational institutions. Authorizes the Secretary to enter into cost-sharing agreements with nonfederal interests, and to modify existing shoreline protection projects, under specified circumstances.

Fair and Speedy Treatment (FAST) of Medicare Prescription Drug Claims Act of 2007 - Amends title XVIII of the Social Security Act to require prompt payment of clean claims to pharmacies by prescription drug plans (PDPs) and Medicare Advantage prescription drug plans (MA-PD Plans). Defines "prompt payment" as within 14 calendar days from submission for claims submitted electronically, and within 30 calendar days for claims submitted otherwise. Requires payment of interest, also, if a payment is not issued, mailed, or otherwise transmitted within the applicable number of calendar days. Makes it unlawful for a PDP sponsor to display on any explanatory prescription drug information and enrollee cards the name, brand, or trademark (co-branding) of any pharmacy.

Paul Wellstone Mental Health and Addiction Equity Act of 2007 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to prohibit treatment limits or the imposition of financial requirements on mental health and substance-related disorder benefits in group health plans which are not similarly imposed on substantially all medical and surgical benefits in any category of items or services under such plans. Directs the Comptroller General to study the effect of the implementation of this Act on various aspects of the health care system, including the cost of and access to health insurance coverage, the quality of health care, Medicare, Medicaid, and state and local mental health and substance abuse treatment spending, and spending on public services.

Amends the Deficit Reduction Act of 2005 to revise the classification criterion used to determine whether a hospital or hospital unit is an inpatient rehabilitation facility under title XVIII (Medicare) of the Social Security Act. Eliminates the current schedule of applicable percentages. Directs the Secretary of Health and Human Services, instead, to require in the classification criterion a compliance rate no greater than the 60% compliance rate that became effective for cost reporting periods beginning on or after July 1, 2006. Requires the Secretary, for cost reporting periods beginning on or after July 1, 2008, to include patients with comorbidity in the inpatient population that counts towards such 60% compliance rate. Requires the Centers for Medicare & Medicaid Services and Medicare fiscal intermediaries, Medicare administrative contractors, recovery audit contractors, and other government agents to use and apply the criteria established in HCFA Ruling 85-2, as issued on July 31, 1985, as the sole standard for determining the medical necessity of servivces provided by inpatient rehabilitation hospitals and units to Medicare beneficiaries. Directs the Secretary to report to specified congressional committees: (1) an examination of the impact of the 75% rule on the Medicare program, and specifically on Medicare beneficiaries; and (2) alternatives to the 75% rule policy for determining exclusion criteria for inpatient rehabilitation hospital and unit designation under the Medicare program.

Requires the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC) , to conduct a study to: (1) determine the incidence of traumatic brain injury and prevalence of traumatic brain injury related disability; (2) report national trends in traumatic brain injury; (3) identify common therapeutic interventions which are used for the rehabilitation of individuals with such injuries; (4) identify interventions and therapies that can prevent or remediate the development of secondary neurologic conditions related to traumatic brain injury; and (5) develop practice guidelines for such rehabilitation. Authorizes appropriations for FY2008-FY2011 for the National Institutes of Health's (NIH) trauma research program. Allows the Secretary, acting through the Administrator of the Health Resources Services Administration (HRSA), to make grants to states and American Indian consortia (currently, only states) to improve access to rehabilitation (currently, health) and other services regarding traumatic brain injury. Requires the Administrator and the Commissioner of the Administration on Developmental Disabilities to coordinate the collection of data regarding protection and advocacy services. Directs the Administrator to make a grant for training and technical assistance to protection and advocacy systems, if funds permit.

Subjects, with respect to prohibited transactions with Iran, a parent company to penalties for violations committed by certain subsidiaries outside the United States that would be subject to prohibitions if committed inside the United States or by a U.S. person. Establishes specified additional import and export sanctions against Iran. Amends the Iran Sanctions Act of 1996 to require the imposition of procurement sanctions as part of the sanctions against a person contributing to Iran's petroleum resources. Directs the President to report every six months to the appropriate congressional committees (committees) respecting investment activity that could contribute to Iran's development of petroleum resources, and U.S. steps in response to such activity. Expands the definitions of "petroleum resources" and "person." Eliminates the national security waivers for imposition of sanctions. Directs the President to determine and report to the committees whether the the Islamic Revolutionary Guards Corps should be: (1) designated as a foreign terrorist organization; (2) placed on the list of designated global terrorists; and (3) placed on the list of weapons of mass destruction proliferators and their supporters. Authorizes appropriations for the Department of the Treasury's Office of Terrorism and Financial Intelligence. Authorizes the President to carry out exchange programs with the people of Iran. Directs the President to reduce annual U.S. contributions to the International Bank for Reconstruction and Development (World Bank) based upon Bank amounts provided to entities and projects in Iran. Restricts nuclear cooperation with countries assisting Iran's nuclear program or transferring advanced conventional weapons or missiles to Iran. Amends the Internal Revenue Code to eliminate specified geological and geophysical expense amortization benefits if petroleum-related sanctions are imposed under the Iran Sanctions Act of 1996 on any member of an expanded affiliated group whose common parent is a foreign corporation. Revises the definition of "affiliated group." States that specified restrictions respecting Iran shall not have effect if the President determines and certifies to the committees that Iran: (1) has ended efforts to develop or acquire nuclear, chemical, or biological weapons, or ballistic missiles; (2) has been removed from the list of countries supporting international terrorism; and (3) poses no significant threat to U.S. national security, interests, or allies.

Requires the Office of Global Security Risks within the Division of Corporation Finance of the U.S. Securities and Exchange Commission to issue a report on the entities identified on the list, including a determination of whether or not: (1) their operations in Iran constitute a risk to the United States; and (2) such entities face U.S. litigation, sanctions, or similar circumstances that may have a material adverse impact on their financial conditions or operations. Terminates this Act 30 days after which: (1) the President certifies to Congress that Iran has ceased support for international terrorism; and (2) Iran has permanently ceased acquisition and development of weapons of mass destruction.

Requires the Secretary to coordinate a national education and outreach program on arthritis and other rheumatic diseases. Requires the Secretary to establish an Arthritis and Rheumatic Diseases Interagency Coordinating Committee to: (1) improve coordination of federal research activities related to arthritis and rheumatic diseases; and (2) convene a summit to provide a detailed overview of such current federal research. Requires the Director of the National Institutes of Health (NIH) to expand and intensify juvenile arthritis research. Allows the Secretary, acting through the Director of the CDC, to award grants to support juvenile arthritis data collection. Requires the Secretary, acting through the Director of the CDC, to support the development of a National Juvenile Arthritis Patient Registry. Requires the Secretary to promote and support pediatric rheumatology training, including by allowing the Secretary to establish a loan repayment program.
