Flood Resiliency and Taxpayer Savings Act of 2020 This bill requires federal agencies to take specified actions to evaluate and mitigate the risk of floods to federally funded projects. Specifically, the bill directs federal agencies to evaluate the potential for flooding throughout the planned lifetime or duration of a federally funded project to reduce the risk of financial and property losses and prevent the disruption of critical services during floods. Further, federal agencies must consider certain data and information (e.g., the most recent flood insurance rate map published by the Federal Emergency Management Agency) when evaluating whether a federally funded project is in a floodplain. If the agency determines the data and information are not adequate for understanding the flood risks to the project, then the agency must use an alternative design standard outlined by the bill. Finally, the bill directs the Federal Interagency Floodplain Management Task Force to issue guidelines for federal agencies related to flood risk management.

Ensuring Phone and Internet Access for SNAP Recipients Act of 2020 This bill requires the Federal Communications Commission (FCC) to report on enrollment in the Lifeline program. The Lifeline program is designed to reduce the cost of communications services for low-income consumers, and it allows those consumers to qualify for Lifeline assistance based on their receipt of other federal assistance programs (e.g., Medicaid or Federal Public Housing Assistance). Specifically, the FCC must submit reports on (1) enrollment in the Lifeline program by individuals who participate in the Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program), and (2) the number of new broadband consumers projected to join the Lifeline program through federal assistance programs and the efficacy of various efforts to advertise the Lifeline program.

Preventing Future Pandemics Act of 2020

Preventing Future Pandemics Act of 2020 This bill establishes measures to address global public health risks posed by wildlife markets, which are commercial markets that sell or slaughter wildlife for human consumption as food or medicine in communities where alternative nutritional or protein sources are available. Specifically, the bill prohibits importing, exporting, purchasing, or selling live wild animals in the United States for human consumption as food or medicine. The Department of the Interior must hire, train, and deploy at least 50 new U.S. Fish and Wildlife Service law enforcement attachés around the world, and the U.S. Agency for International Development must increase specified activities to address the threats and causes of zoonotic (animal-to-human transmission) disease outbreaks. Additionally, the United States must work with other United Nations member states to urge a global ban on commercial wildlife markets and enforcement of laws to end wildlife trafficking. Further, the President may impose sanctions against a foreign country or foreign nationals that the Department of State has determined are taking certain actions that enable or facilitate commercial wildlife markets. Among other reports required by the bill, the State Department must conduct a study and submit a report that includes an evaluation of (1) the impact that consumption of terrestrial wildlife as food or medicine has on the transmission of novel viral and other pathogens, (2) the role of consuming terrestrial wildlife as food or medicine in the transmission of microbes from animals to humans, and (3) the conditions at live wildlife markets that lead to this transmission.

VA Research Technology Act This bill addresses clinical research procedures within the Department of Veterans Affairs (VA). Specifically, the bill requires the VA to complete policy revisions within the internal directive titled Requirements for the Protection of Human Subjects in Research to allow sponsored clinical research of the VA to use accredited commercial institutional review boards to review VA research proposal protocols. The VA must identify accredited commercial institutional review boards for use in connection with sponsored clinical research of the VA and establish a process to modify existing approvals if a board loses its accreditation during an ongoing clinical trial. The bill also requires the VA to establish an Office of Research Reviews within the VA's Office of Information and Technology. The office shall (1) perform centralized security reviews and complete security processes for approved research sponsored outside the VA, (2) develop and maintain a list of commercially available software preferred for use in sponsored clinical trials of the VA, (3) ensure such software list is maintained as part of the official approved software products list, and (4) develop benchmarks for time lines for security reviews.

Specifically, HHS must award grants to (1) health professions schools, state or local governments, or nonprofits to provide training for health care providers on suicide prevention, other behavioral health issues, and strategies to improve well-being; and (2) health care providers, prioritizing those in COVID-19 (i.e., coronavirus disease 2019) hot spots, to establish or expand programs to promote mental and behavioral health among health care providers involved with COVID-19 response efforts. HHS must also study issues related to, and develop policy recommendations on, preventing burnout and improving mental and behavioral health among health care providers, removing barriers to accessing care and treatment, and identifying strategies to promote resiliency. Additionally, the Centers for Disease Control and Prevention must conduct a campaign to encourage health care providers to seek support and treatment for mental and behavioral health concerns.

Healthy and Safe Travel Promotion Act of 2020 This bill establishes grants and authorizes the use of certain funds to assist with economic recovery efforts in communities affected by declines in travel and tourism as a result of COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill requires the Department of Commerce to provide grants to entities such as nonprofit organizations and state tourism offices that are responsible for marketing, selling, or promoting tourism to a community, region, or state. Such entities shall use grant funds to pay costs associated with (1) tourism marketing and promotion, (2) providing information to visitors about health and safety protections, (3) sanitation or cleaning, and (4) salaries and expenses related to such activities. Further, the bill authorizes a recipient of amounts from the coronavirus relief fund to use such amounts to cover certain expenditures that (1) are made to assist with the economic recovery of an area impacted by a decline in travel and tourism as a result of COVID-19, and (2) are associated with marketing or promoting travel or tourism to the recipient's area. The bill also specifies that tourism and marketing promotion activities shall be considered an eligible use of certain economic development assistance funds provided in response to COVID-19.

Veterans Benefits Fairness and Transparency Act of 2020 This bill requires the Department of Veterans Affairs (VA) to publish on its website the disability benefit questionnaire forms for non-VA medical providers submitting evidence regarding a disability of a claimant for purposes of VA benefits. If the VA updates the questionnaire form, previous versions of the form filed by claimants must be accepted for up to one year after the form was updated. The VA may waive interagency approval processes required to approve a modification to a form if such requirement applies by reason of the form being made public on the website as required by the bill. The Inspector General of the VA must, through 2026, annually report on the use of such forms.

Save our Stages Act or the SOS Act This bill authorizes the Small Business Administration (SBA) to make grants to eligible live venue operators, producers, promoters, or talent representatives to address the economic effects of the COVID-19 (i.e., coronavirus disease 2019) pandemic on certain live venues. Specifically, the SBA may make (1) an initial grant of up to $12 million dollars to an eligible operator, promoter, producer, or talent representative; and (2) a supplemental grant that is equal to 50% of the initial grant. An initial grant must be used for costs incurred between March 1, 2020, and December 31, 2020, but a supplemental grant may be used for expenses incurred through June 30, 2021. Such grants shall be used for specified expenses such as payroll costs, rent, utilities, and personal protective equipment.

Paycheck Protection Small Business Forgiveness Act This bill modifies loan forgiveness under the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill provides for automatic forgiveness of a paycheck protection loan that is not more than $150,000 if the recipient submits a one-page form. Such form must allow a recipient to submit specified demographc and expenditure information, and certain individuals (e.g., the President, the Vice President, or the head of an executive department) are not eligible for such forgiveness. Further, the bill prohibits any enforcement or other action against a lender relating to loan origination, forgiveness, or guarantee based on the lender's reliance on certifications or documentation submitted by a loan applicant or recipient.

ESP Family Leave Act

ESP Family Leave Act This bill provides that employees who are education support professionals will be considered as meeting the hours of service requirements to become eligible for family or medical leave under the Family and Medical Leave Act of 1993, if they have worked a number of hours equal to not less than 60% of the total monthly hours expected for their job descriptions and duties, as assigned for the previous school year. The bill defines an education support professional as an employee within a public school or public institution of higher education which may include (1) paraeducators who provide instructional and noninstructional support; (2) secretarial, clerical, and administrative support staff; (3) custodians and maintenance service workers who provide building and grounds maintenance and repair; (4) skilled trade workers who provide services in schools, e.g., electricians, carpenters, and machinery operators; (5) workers who provide food service; (6) workers who provide school transportation and delivery services; (7) computer audiovisual, and language technical support staff; (8) security staff; (9) nursing, health, and therapy support staff; and (10) other staff that may serve public education students. The Department of Labor may provide a method for calculating leave under the Act for education support professionals.

Coronavirus Economic Relief for Transportation Services Act This bill requires the Department of the Treasury to provide grants and other forms of emergency assistance to certain providers of transportation services that have experienced a significant revenue loss as a direct or indirect result of COVID-19 (i.e., coronavirus disease 2019). Treasury must ensure equal access to the assistance for small, minority-owned, and women-owned businesses. As a condition of receipt of assistance, Treasury must require that a provider of transportation services agree to (1) use the funds, on a priority basis, to maintain through December 31, 2020, pay, paid administrative leave, and benefits to all employees after making any adjustments required for retirement or voluntary employee separation; and (2) recall or rehire any employee laid off, furloughed, or terminated because of reduced service as a result of COVID-19, to the extent warranted by increased service levels.

Under this program, the SBA may loan up to $500,000 in a 12-month period to small businesses so that such businesses may use mitigation techniques to protect their commercial real estate, equipment, inventory, supplies, and materials from damages related to disasters. The SBA must submit a report on the program that includes information such as (1) the geographic areas in which loan recipients are located, (2) the number and dollar value of loans made, and (3) the estimated aggregate value resulting from the use of funded mitigation techniques.

Flexible Financing for Rural America Act of 2020 This bill allows rural utility service providers to submit to the Department of Agriculture (USDA) a request to adjust the interest rate or modify the terms of certain loans. The request shall include a report summarizing how the adjustment or modification will assist the borrower in providing critical utility services to a rural community. Specifically, on receipt of a request, USDA must adjust the interest rate on the loan to match certain interest rates in effect when the bill is enacted for obligations of comparable maturity to the term remaining on the loan (or a higher rate requested by the borrower), and make modifications to the loan terms as necessary to address changes in the financial position of the borrower due to the COVID-19 (i.e., coronavirus disease 2019) public health emergency and to promote the financial sustainability of the borrower. In carrying out the adjustments or modifications, USDA shall not impose or collect any fee from, or impose any penalty on, a borrower. The bill also provides funding to implement the adjustments and modifications.

Reviving the Economy Sustainably Towards A Recovery in Twenty-twenty Act or the RESTART Act This bill establishes a loan program whereby the Small Business Administration (SBA) shall guarantee loan amounts to certain businesses affected by COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill requires the SBA to guarantee 100% of program loan amounts made to certain small businesses that have not more than than 5,000 full-time employees. The terms for such loans shall include (1) a maximum duration of not more than seven years; (2) an amount that is not greater than 45% of 2019 gross receipts, up to $12 million; and (3) no payment on principal for the first two years of the loan. A lender that is otherwise approved to make paycheck protection loans may make and approve loans established by the bill, and a recipient may use loan funds for specified allowable expenses including payroll costs, rent, utilities, and personal protective equipment. Such loans may be forgiven up to the amount of total losses incurred by the recipient in the taxable year 2020.

Prevent Harmful Algal Blooms Act This bill directs the National Oceanic and Atmospheric Administration (NOAA) to designate organizations as National Centers of Excellence in Harmful Algal Bloom Research, Prevention, Response, and Mitigation. An algal bloom is a rapid growth of algae that may create toxic or hypoxic (severely low-oxygen) conditions that are harmful to humans, animals, aquatic ecosystems, and the economy. To be eligible for designation, an organization must be an institution of higher education, a government research agency, a nonprofit laboratory or other research entity, or a consortium of such institutions; have demonstrated expertise and success in harmful algal bloom research, monitoring, forecasting, prevention, or response efforts; have demonstrated ability to collaborate with local, state, territorial, and tribal governments and federal agencies on harmful algal blooms; and be located in an area that is economically and environmentally impacted by harmful algal blooms. In designating National Centers of Excellence, NOAA must (1) consult with the Inter-Agency Task Force on Harmful Algal Blooms and Hypoxia; (2) ensure regional balance by designating centers in a variety of locations throughout the United States, including the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, and other territories and possessions of the United States; and (3) avoid duplication of other harmful algal bloom research. Each designation shall be effective for five years and reviewed by NOAA in the fourth year of such effective period. The designation may be renewed for an additional five-year period.

Assisted Living Facility Coronavirus Reporting Act

Assisted Living Facility Coronavirus Reporting Act This bill temporarily imposes reporting requirements related to COVID-19 (i.e., coronavirus disease 2019) cases in assisted living facilities on states as a condition of receiving certain federal COVID-19 relief funding. Specifically, states must report each week on suspected and confirmed cases of COVID-19 in assisted living facilities to the Centers for Disease Control and Prevention (CDC), with the data disaggregated by race and other demographic characteristics. In addition, the Department of Health and Human Services must publish the information provided by states. States must also require assisted living facilities to notify federal, state, and local health agencies and facility residents, their representatives, and their families within one calendar day of any confirmed cases of COVID-19 or the onset of new respiratory symptoms at a particular facility. In addition, subject to some limitations, the bill applies federal COVID-19 reporting requirements for nursing facilities and skilled nursing facilities to assisted living facilities and requires the Government Accountability Office to evaluate the use of required reporting by nursing homes to prevent and control the spread of COVID-19 in such facilities.

Child Care for Economic Recovery Act This bill provides additional funding in FY2020 for taxpayer services, social services block grants, and infrastructure grants to improve child care safety, including needs assessments. The bill adds and modifies certain tax provisions to increase and make refundable the child and dependent care tax credit; increase the exclusion from employee income for employer-provided dependent care assistance; allow employers payroll tax credits for certain fixed expenses of child care facilities closed due to COVID-19 (i.e., coronavirus disease 2019), certain employer-paid employee dependent care expenses, and the employment of workers who perform domestic service in the private home of an employer; and allow a carryover of unused benefits or contributions remaining in a dependent care flexible spending arrangement from the 2020 plan year to the 2021 plan year. The bill increases funding (1) in FY2020-FY2024 for the general child care entitlement under the Social Security Act, and (2) for child care services for the children of essential workers. The bill requires the Department of Health and Human Services (HHS) to conduct an immediate needs assessment of the condition of child care facilities throughout the United States and authorizes HHS to award grants to acquire, construct, renovate, or improve child care facilities, including expanding facilities to respond to the COVID-19 pandemic.

Community Services Block Grant Enhancement Act of 2020 This bill modifies the distribution of COVID-19 (i.e., coronavirus disease 2019) relief funds with respect to, and temporarily expands eligibility criteria to participate in activities funded by, the Community Services Block Grant. (This grant provides formula-based allotments of federal funds to states, territories, and tribes for anti-poverty activities.) Specifically, the bill exempts funding appropriated for this grant under the CARES Act from a cap on the annual growth of a state's allotment and requires states to distribute COVID-19 relief funding to the local organizations and other eligible entities that carry out block grant activities within specified time frames. In addition, it expands eligibility for programs and activities funded by the block grant to 200% of the federal poverty line (FPL) through FY2022. Under current law, eligibility is set at the FPL, with states authorized to increase eligibility to 125% under certain conditions.

Research Investment to Spark the Economy Act or the RISE Act This bill authorizes the Departments of Agriculture, Commerce, Defense, Education, Energy, the Interior, and Health and Human Services and the National Aeronautics and Space Administration (NASA), National Science Foundation, and Environmental Protection Agency to provide support for research regarding COVID-19 (i.e., coronavirus disease 2019) or research disrupted by the COVID-19 pandemic. Support under this bill shall be provided through federal science agencies with at least $50 million in basic and applied research obligations in FY2020. Support may be used to provide supplemental funding to extend the duration of a grant to a research institution or national laboratory that was awarded prior to the enactment of this bill, or to expand the purposes of such a grant as specified; provide supplemental funding through existing competitively awarded cooperative agreements and contracts to cover the increased costs of construction of scientific facilities and equipment that have been delayed because of COVID-19; and award grants and cooperative agreements to institutions of higher education to conduct research on the behavioral, social, or economic effects of COVID-19 and the responses to the disease or on the effectiveness of such responses. Agencies must provide the support as rapidly as possible. Provided funds shall remain available for expenditure for up to two years.

The bill establishes specified transparency requirements, such as making federal broadband data available to local governments. It also requires the Federal Communications Commission to expand broadband access for unserved and underserved communities and make the provision of Wi-Fi access on school buses eligible for support under the E-Rate program.
