Immediate COVID Testing Procurement Act This bill requires the President, within 24 hours of this bill's enactment, to issue purchase orders for a program of the highest national urgency (commonly known as a DX purchase order) to procure under the Defense Production Act of 1950 (DPA) supplies to conduct COVID-19 (i.e., coronavirus disease 2019) medical testing nationwide. The supplies must have received prior approval from the Centers for Disease Control and Prevention or have received emergency use authorization from the Food and Drug Administration for the detection of COVID-19. The bill waives certain DPA requirements relating to industrial resource and critical technology shortfalls and notification to Congress.

Emergency Educational Connections Act of 2020 This bill establishes and provides funding for the Emergency Connectivity Fund, from which the Federal Communications Commission (FCC) must provide support for certain schools or libraries to purchase specified telecommunications equipment during the public health emergency declared because of COVID-19 (i.e., coronavirus disease 2019). Specifically, the FCC shall provide funds to certain elementary schools, secondary schools, or libraries to purchase telecommunications equipment or services (e.g., Wi-Fi hotspots, modems, and routers) for use by students, staff, or patrons at locations that include locations other than the schools or libraries. Priority must be given to students, staff, or patrons who do not have access to such equipment or services. Following the emergency period, funding recipients are authorized to use purchased equipment for appropriate purposes but may not sell or transfer such equipment for anything of value, except for upgraded equipment of the same type.

COVID-19 Every Worker Protection Act of 2020 This bill requires the Department of Labor to promulgate both an emergency temporary occupational safety or health standard and a permanent standard to protect certain employees from occupational exposure to the coronavirus (i.e., the virus that causes COVID-19). These standards apply to health care sector employees, paramedic and emergency medical services employees, and other employees identified as having an elevated risk for exposure. Further, the Centers for Disease Control and Prevention must collect and make public information regarding employee exposure in these occupations and provide guidance to further protect such employees.

Help Our Heroes Access Medicine Act of 2020 This bill allows the Department of Defense to waive cost-sharing requirements under the TRICARE pharmacy benefits program during a declared national or public health emergency.

Gabriella Miller Kids First Research Act 2.0 This bill directs certain penalties assessed by the Securities Exchange Commission against pharmaceutical companies for specified violations to the 10-Year Pediatric Research Initiative Fund, an existing fund that supports pediatric disease research. In making allocations from that fund, the National Institutes of Health shall prioritize pediatric research that does not duplicate existing research activities.

This bill modifies and establishes additional funding for the Paycheck Protection Program of the Small Business Administration that was implemented in response to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill (1) extends the duration of the program; (2) authorizes loan recipients under the program to request additional, forgivable amounts; and (3) extends the deferral period for such loans to at least one year.

Advancing Connectivity during the Coronavirus to Ensure Support for Seniors Act or the ACCESS Act This bill (1) provides appropriations for the Telehealth Resource Center Program of the Office for the Advancement of Telehealth within the Federal Office of Rural Health Policy in the Health Resources Services Administration (HRSA) to develop telehealth capacity for certain nursing facilities, and (2) directs other activities to increase access to telehealth services in such facilities during the COVID-19 (i.e., coronavirus disease 2019) public health emergency. HRSA shall award grants, in coordination with the Federal Communications Commission, to skilled nursing facilities and other nursing facilities to support virtual visits to residents during the emergency. The Department of Health and Human Services must also provide recommendations related to immediately increasing access, during the emergency, to telehealth services for which Medicare and Medicaid payments are available in skilled and other nursing facilities.

This bill requires the Department of Defense (DOD) to address military family readiness and resiliency. Specifically, DOD must establish and implement a strategy regarding communication with military families; develop an Exceptional Family Member Program case-management model; if feasible, provide child care to service members or DOD employees working on rotating shifts at military installations; develop a policy and tracking mechanism for monitoring and prohibiting the overprescribing of opioids; conduct a pilot program to recruit military spouses into paid internships; and comply with various requirements for studies and reports. The Government Accountability Office must report on disputes between military families and schools.

Healthcare Broadband Expansion During COVID-19 Act This bill temporarily expands the Rural Health Care Program of the Federal Communications Commission (FCC) in response to COVID-19 (i.e., coronavirus disease 2019). It also establishes and provides funding for the Emergency Rural Health Care Connectivity Fund through FY2022 to carry out the Rural Health Care Program. Currently, the FCC subsidizes 65% of the cost of broadband for eligible public and nonprofit rural health care facilities through the Rural Health Care Program. This bill expands the program to encompass health care providers not located in rural areas, including mobile and temporary facilities, and it increases the subsidy rate to 85%. The bill also requires the FCC to (1) promulgate regulations to expedite the receipt of funds under the program, and (2) release funding for all requests within a designated time frame.

Coronavirus Community Relief Act This bill provides $250 billion for certain localities affected by the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, the bill provides funding for FY2020 for units of local government with a population of 500,000 or less. Payment shall be made within 30 days after submission of a specified certification by the locality. The amount of the payment is proportional to population. Local governments shall use the funds provided to cover only those costs that (1) are necessary and related to the public health emergency caused by COVID-19, and (2) were incurred during the period of March 1-December 30, 2020. The Office of Inspector General of the Department of the Treasury shall conduct monitoring and oversight of the receipt, disbursement, and use of funds.

Made in America Emergency Preparedness Act This bill establishes in the legislative branch a National Commission on United States Preparedness for National Emergencies. Not later than 18 months after this bill's enactment, the commission shall report to the President and Congress regarding (1) which medical, pharmaceutical, and emergency preparedness products are determined to be essential; and (2) actions states should take to be better prepared, national federal stockpile requirements, and national surge capacity infrastructure deficiencies in hospitals and medical centers. States that fail to implement the findings of the commission's report by January 1, 2025, at the state and local level, will lose access to all federal funds for emergency preparedness unless the Department of Homeland Security exempts a state determined to be working to implement such findings in good faith. The bill (1) requires certain medical, pharmaceutical, and emergency preparedness products integral to the response to a national emergency to be manufactured and procured within the United States; and (2) provides for a temporary 100% expensing for firms that incur costs associated with pharmaceutical or medical device manufacturing within the United States, including personal protective equipment and other necessary items.

Hazard Pay Expansion Act This bill permits the uniformed services to pay hazardous duty pay to a servicemember who, during a declared national public health emergency, performs duty deemed hazardous based upon frequent exposure to the cause of that public health emergency.

Protect Our Post Offices Act This bill appropriates $25 billion to the U.S. Postal Service, to remain available through FY2022 for revenue forgone due to the coronavirus pandemic. The appropriations are designated as emergency spending, which is exempt from discretionary spending limits.

Medical Supply Chain Emergency Act of 2020 This bill directs the President to use existing authorities under the Defense Production Act of 1950 with respect to the production of ventilators, N-95 respirator masks, and specified personal protective equipment to address COVID-19 (i.e., coronavirus disease 2019). (That act confers upon the President a broad set of authorities to influence domestic industry in order to provide essential materials and goods needed for the national defense.) The President must (1) make a determination that such items are essential for the national defense, (2) identify private-sector capacity to produce these items, and (3) exercise authorities under the act to require emergency production of them at a reasonable price. In addition, the President shall coordinate the allocation of these items based on requests from governors and the needs of the states as determined by the number of COVID-19 cases and the proportion of the population at higher risk of the disease in a given state. The bill makes specified funds available for these efforts. Equipment produced under these authorities but unused at the termination of the COVID-19 emergency declared on March 13, 2020, shall be deposited into the Strategic National Stockpile.

Strengthening America's Supply Chain and National Security Act This bill requires the Department of Defense (DOD) and the Department of Health and Human Services (HHS) to take specified actions concerning the importation of pharmaceutical products from China and any other countries selected by DOD. DOD must submit to Congress a classified report that addresses, among other issues, the percentage of pharmaceutical products used by DOD that are made by such countries and recommendations related to the domestic manufacturing capacity and the resiliency of the supply chain for such products. An unclassified summary of this report must be published on a DOD website. A manufacturer of a pharmaceutical product that has received market approval must annually submit to HHS specified information about the product's active and inactive pharmaceutical ingredients, including the sources of such ingredients and the percentage of the aggregate amount of such ingredients from China and other countries selected by DOD. HHS shall provide such information to DOD. In addition, the bill revises certain statutory tests used to determine the country of origin of a pharmaceutical product. Specifically, a pharmaceutical product shall be deemed to have the same country of origin as the product's active pharmaceutical ingredient (API). (A recent court case held that a drug manufactured in the United States using an API from India is considered a U.S.-made product for procurement purposes.)

Community Meals Fund This bill authorizes the Department of Agriculture to award grants to community-based nonprofit feeding and anti-hunger groups to partner with small and mid-sized restaurants or food contractors to expand meal access and food security to meet the needs of children, families, and vulnerable populations during a pandemic such as COVID-19 (i.e., coronavirus disease 2019). Grants awarded may not exceed $500,000.

Immediate Relief for Rural Facilities and Providers Act of 2020 This bill establishes grant programs and other forms of financial assistance for health care providers in response to the national emergency relating to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill establishes (1) a grant program to provide emergency assistance to critical access hospitals, certain rural hospitals, and providers participating in Medicare; (2) a grant program to provide emergency assistance to health care practices and ambulatory surgery centers for staff salaries; and (3) a loan program to provide low-interest loans to health care practices and ambulatory surgery centers. The bill also temporarily increases reimbursements to rural hospitals under the Medicare swing-bed program. (The program allows rural hospitals to use beds, as needed, for either acute care or skilled nursing facility care.)

Veterans' Compensation Cost-of-Living Adjustment Act of 2020 This bill directs the Department of Veterans Affairs to increase, as of December 1, 2020, the rates of veterans' disability compensation, additional compensation for dependents, the clothing allowance for certain disabled veterans, and dependency and indemnity compensation for surviving spouses and children. The percentage increase in benefits shall be the same as the cost-of-living increase for Social Security recipients.

Protecting Moms Who Served Act This bill authorizes an appropriation to the Department of Veterans Affairs (VA) for FY2022 to improve maternity care coordination for women veterans throughout pregnancy and the one-year postpartum period. The VA must submit a plan to improve maternity care coordination to fulfill the responsibilities and requirements in the Veterans Health Administration Handbook 1330.03 (or successor handbook). The bill requires the Government Accountability Office to report on maternal mortality and severe maternal morbidity among women veterans, with a focus on racial and ethnic disparities in maternal health outcomes.

Black Maternal Health Momnibus Act of 2020 This bill directs the Department of Health and Human Services (HHS) and other agencies to address maternal health outcomes among minority populations. HHS must (1) establish task forces to address social determinants of health, maternal mental and behavioral health, and other topics; and (2) award grants for maternal mortality review committees, innovative maternity care models, and other purposes. The Centers for Medicare & Medicaid Services must establish a perinatal payment demonstration project. The Department of Housing and Urban Development and the Department of Transportation must report on the impact of housing and transportation during prenatal and postpartum periods, respectively. The Department of Veterans Affairs must submit a plan for maternity care coordination for women veterans, and the Bureau of Prisons must establish programs and award grants to certain prisons and jails to improve maternal health outcomes among incarcerated individuals. The Government Accountability Office must report on the perinatal health workforce, maternity care compliance offices, and maternal health outcomes among veterans and incarcerated individuals. The National Academies of Sciences, Engineering, and Medicine must report on specified topics, including training programs to reduce bias, racism, and discrimination. The Medicaid and CHIP Payment Access Commission must report on the impact of Medicaid ineligibility on pregnant and postpartum individuals who are incarcerated. The bill also (1) expands eligibility for certain nutrition programs by increasing the postpartum and breastfeeding periods, and (2) reduces certain funding to states without laws restricting the use of restraints on pregnant women who are incarcerated.

Transparency for Student Veterans Act This bill requires the Department of Veterans Affairs (VA) to provide student outcome information to veterans and members of the Armed Forces under its comprehensive policy to provide education information on institutions of higher learning and training opportunities via the GI Bill comparison tool. Specifically, the VA must enter into a memorandum of understanding with specified agencies (e.g., Department of Defense) to receive specified information from such agencies about student outcomes with respect to students who are veterans, members of the Armed Forces, or dependents of such veterans or members. The bill requires the agencies to provide information including, but not limited to, graduation rates, student loan default rates, and median earnings for graduates. The VA must develop a plan to protect personally identifiable information when providing information on aggregate student outcomes.

Inspiring New STEM Professionals by Investing in Renovation of Education Spaces Act or the INSPIRES Act This bill directs the Department of Education to establish grant programs (1) for the modernization, renovation, or repair of career- and technical-education facilities; and (2) to enable secondary schools that are located in rural areas or that serve Native American students to improve facilities that provide science, technology, engineering, and mathematics (STEM) education and to support high-speed internet in STEM facilities.

Traumatic Brain Injury and Post-Traumatic Stress Disorder Law Enforcement Training Act or the TBI and PTSD Law Enforcement Training Act This bill requires the Bureau of Justice Assistance (BJA) to consult with relevant agencies to establish crisis intervention training tools for first responders to address individuals with traumatic brain injuries, acquired brain injuries, and post-traumatic stress disorder. The BJA must ensure that at least one police department designated as a Law Enforcement Mental Health Learning Site utilizes the tools and that such tools are part of the Police-Mental Health Collaboration Toolkit. Additionally, the bill requires the Centers for Disease Control and Prevention to study and report about the prevalence and incidence of concussions among first responders.

Military Pilots Cancer Incidence Study Act This bill requires the Department of Defense (DOD) to enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to study cancer incidence and mortality among uniformed services pilots and make recommendations on cancer screenings. DOD must report the study findings.

Harriet Tubman Bicentennial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue 50,000 $5 gold coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins emblematic of the legacy of Harriet Tubman as an abolitionist. The Secretary may issue coins under this bill only during the period of January 1, 2022, through December 31, 2022. All surcharges received by Treasury from the sale of such coins must be paid to Project Legacy in Brooklyn, New York, for the purpose of accomplishing and advancing its mission.

Jobs and Childcare for Military Families Act of 2020 This bill allows an employer a work opportunity tax credit for hiring the spouse or domestic partner of a member of the Armed Forces and requires the creation of programs for service members to pay for childcare on a pretax basis. Specifically, an employer may receive a tax credit equal to 40% of a new employee's first-year wages if the employer hires a service member's spouse or domestic partner (as recognized under state law or by the Armed Forces). Currently, a similar tax credit exists for employers who hire certain disadvantaged individuals, including disadvantaged veterans. The Department of Defense and the Department of Homeland Security (with respect to the Coast Guard) must implement flexible spending arrangements that permit members of the Armed Forces to use basic pay and compensation to pay on a pretax basis for dependent childcare.

Great Dismal Swamp National Heritage Area Act This bill directs the Department of the Interior to assess the suitability and feasibility of designating a study area comprised of cities and counties in Virginia and counties in North Carolina as a National Heritage Area to be known as the Great Dismal Swamp National Heritage Area. The study shall include analysis, documentation, and determinations on whether the study area (1) has an assemblage of natural, historic, and cultural resources that represent distinctive aspects of the people and culture of the United States; and (2) are worthy of recognition, conservation, interpretation, and continuing use.

Break Free From Plastic Pollution Act of 2020 This bill sets forth requirements related to waste and recycling collection systems for a variety of products and materials, including plastics. The bill makes certain producers of products (e.g., packaging, paper, single-use products, beverage containers, or food service products) fiscally responsible for collecting, managing, and recycling or composting the products after consumer use. In addition, the bill establishes (1) minimum percentages of products that must be reused, recycled, or composted; and (2) an increasing percentage of recycled content that must be contained in beverage containers. Beginning on January 1, 2022, the bill phases out a variety of single-use products, such as plastic utensils. The bill also sets forth provisions to encourage the reduction of single-use products, including by establishing programs to refund consumers for returning beverage containers and by establishing a tax on carryout bags. The bill creates a temporary moratorium on new or expanded permits for facilities that manufacture plastics until regulations are updated to address pollution from the facilities. The Environmental Protection Agency must publish guidelines for a national standardized labeling system for recycling and composting receptacles. Producers must include labels on their products that are easy to read and indicate whether the products are recyclable, compostable, or reusable. Finally, the bill establishes limitations on the export of plastic waste to other countries.

Consumer Protections Against Surprise Medical Bills Act of 2020 This bill makes a series of changes related to health care costs and billing practices. Among other things, the bill applies the in-network cost-sharing amount to certain emergency and related nonemergency services that are provided out-of-network, applies the in-network cost-sharing amount to nonemergency services that are provided out-of-network at an in-network facility unless specified written notice requirements are met, establishes procedures for health insurance plans to negotiate reimbursement amounts paid to out-of-network providers in states without such a process, requires insurance plans to establish publicly available databases that list the contact information for in-network providers and facilities, requires health care providers and insurance plans to provide certain cost estimates for services scheduled at least three days in advance, requires plans to continue benefits for specified long-term care when an insurance plan's contractual relationship with a provider or facility changes or terminates, requires insurance plans to include specified consumer assistance and benefits information on a plan holder's membership card and maintain certain price comparison tools for in-network services, establishes reporting requirements related to air ambulance services, establishes a temporary income tax deduction for specified expenses resulting from out-of-network and emergency services.

The National Service GI Bill Act This bill requires in-state tuition for certain volunteers, revises the requirements to receive certain national service grants, and revises AmeriCorps educational awards. It also requires certain grant programs to educate students about the U.S. Constitution. Specifically, states must charge in-state tuition rates for institutions of higher education to volunteers who have served in a national service position (i.e., AmeriCorps) for one year, as well as for their spouses and children. Additionally, states and subdivisions must submit a plan to the Corporation for National and Community Service to receive certain grants. Such a plan must (1) ensure that students are notified of and encouraged to commit to a term of service in the military, a national service program, or a public service job; (2) ensure that students are provided information about these options; and (3) include assurances that it will request each high school student to indicate a preference for a program and to register their intent to serve in the program. It revises AmeriCorps educational awards by (1) increasing the amount of such awards, and (2) modifying the requirements for calculating taxable income to exclude from gross income such awards. Further, AmeriCorps volunteers are eligible for appointment in the competitive service. (Currently, Peace Corps volunteers are eligible for such an appointment.) Finally, national activities supported by American History and Civics Education grants must include programs that educate students about the history and principles of the U.S. Constitution, including the Bill of Rights.

Veterans Heroin Overdose Prevention Examination Act or the Veterans HOPE Act This bill requires the Department of Veterans Affairs (VA) to complete a review of the deaths of all covered veterans who died from opioid overdoses during the five-year period preceding the enactment of this bill. Covered veterans are those who received VA hospital care or medical services during the five-year period preceding the death of the veteran. The VA shall report on the results of the review and make such report publicly available.

Veterans' Acute Crisis Care for Emergent Suicide Symptoms Act of 2020 or the Veterans' ACCESS Act of 2020 This bill requires the Department of Veterans Affairs (VA) to furnish emergent mental health care (i.e., emergency stabilization care) to eligible individuals in certain situations at VA or non-VA facilities. Specifically, the VA must furnish care if an individual seeks it (1) in an emergency situation, or (2) pursuant to a recommendation from the Veterans Crisis Line or licensed health care professional. Eligible individuals under the bill include veterans, persons enrolled in the VA health care system, and individuals who (1) were discharged or released from service under a condition other than honorable, (2) are not enrolled in the VA health care system, and (3) served for a period of more than 90 cumulative days. For individuals receiving care, the VA must ensure the Veterans Crisis Line notifies the Suicide Prevention Coordinator and the Office of Community Care. The VA must also determine the eligibility of the individuals for other VA programs and benefits and make referrals for follow-on care. The VA may not charge an eligible individual for emergent mental health care and shall provide reimbursement to individuals who receive care at a non-VA facility. The bill also expands eligibility for mental and behavioral health care for certain veterans who were discharged or released from service under a condition that is other than honorable and served in the Armed Forces for a period of more than 90 cumulative days.

Every Veteran Counts Act This bill requires the Department of Veterans Affairs (VA) to conduct a national survey of veterans in a manner to include a statistically valid sample of veterans by specified demographic information, including gender identity and age. The survey shall also include specified groups of veterans, such as World War II veterans and Korean conflict era veterans. The VA shall report on the results of the survey and publish such report on a publicly accessible VA website.

Offshore Accountability Act of 2020 This bill establishes disclosure and reporting requirements for operators of offshore oil or gas facilities after equipment failures of critical systems. Such operators must notify the Department of the Interior and the manufacturers of the equipment of such failures. In addition, the operators must provide equipment failure analyses to Interior and the manufacturers. Interior must post the analyses on its website. Finally, operators must report to Interior on (1) changes made by such manufacturers to the design of critical systems as the result of reported failures, and (2) changes in the operators' procedures as a result of reported failures.

Federal Adjustment of Income Rates Act or the FAIR Act This bill increases by 3.5% the rates of basic pay for federal employees under the statutory pay systems (i.e., the General Schedule, the Foreign Service Schedule, and various schedules related to the Veterans Health Administration) for calendar year 2021. Additionally, it increases by 3.5% the rates of basic pay for prevailing rate employees for FY2021.

Chesapeake Bay Science, Education, and Ecosystem Enhancement Act of 2019 This bill reauthorizes through FY2024 the National Oceanic and Atmospheric Administration's Chesapeake Bay Office, revises requirements concerning the office and its activities, and authorizes the office to establish a Chesapeake Bay watershed education and training program and a program to support coordinated management, protection, characterization, and restoration of priority habitats and living resources.

This resolution commemorates the liberation of the Auschwitz concentration camp and honors survivors of the Holocaust, as well as members of the Allied forces who liberated Auschwitz. The resolution urges the United States to improve efforts to combat anti-Semitism and other forms of bigotry and intolerance.
