Protecting America's Food and Agriculture Act of 2019 This bill authorizes U.S. Customs and Border Protection (CBP), every fiscal year, to hire, train, and assign 240 new agricultural specialists until the total number of specialists equals and sustains the requirements identified each year in the Agriculture Resource Allocation Model. The CBP may also hire, train, and assign support staff to assist the specialists and specified levels of agricultural canine teams. In calculating the number of specialists needed at each port of entry through the Agriculture Resource Allocation Model, the Office of Field Operations of the CBP must (1) rely on data collected regarding the inspections and other activities conducted at each such port of entry; and (2) consider volume from seasonal surges, other projected changes in commercial and passenger volumes, the most current commercial forecasts, and other relevant information.

Creating Hope Reauthorization Act This bill permanently reauthorizes a Food and Drug Administration program that awards priority review vouchers to manufacturers of drugs that treat rare pediatric diseases. (A priority review voucher entitles the voucher holder to priority review of a single human drug application.)

Fairness to Kids with Cancer Act of 2019 This bill requires the share of federal funds for cancer research that is allocated to pediatric cancer research to equal the percentage of the U.S. population that is under the age of 18.

Direct Creation, Advancement, and Retention of Employment Opportunity Act or the Direct CARE Opportunity Act This bill directs the Department of Labor to award grants to recruit, retain, or provide advancement opportunities to direct care workers. The term "direct care worker" includes home health aides, psychiatric aides, nursing assistants, and personal care aides who assist seniors and persons with disabilities in their homes.

Advancing Access to Precision Medicine Act This bill allows state Medicaid programs to cover DNA sequencing clinical services for certain individuals. Specifically, states may cover such services for individuals under the age of 21 (or a lower age, if the state chooses) and for former foster youth under the age of 26 who (1) have been referred or admitted to a pediatric intensive care unit and seen by a medical specialist for a chronic or undiagnosed disease, and (2) are suspected by a medical specialist to have a pediatric-onset genetic disease. The Centers for Medicare & Medicaid Services may award grants to assist states in developing plans to cover such services. Additionally, the National Academy of Medicine must study the effects of genetic and genomic testing and ways to expand health insurance coverage of such services, including under Medicare and Medicaid.

Protect America’s Wildlife and Fish In Need of Conservation Act of 2019 or the PAW and FIN Conservation Act of 2019 This bill nullifies the 2019 rules relating to the listing of endangered or threatened species and the designation of critical habitats. Among other things, the restored rules automatically give threatened species the same protections as endangered species; revise requirements governing when an agency must consult with the U.S. Fish and Wildlife Service or the National Marine Fisheries Service about endangered species, threatened species, or their habitats; prohibit economic assessments from being considered in listing decisions; and revise the criteria used for designating critical habitats for the species.

Fort Monroe National Monument Land Acquisition Act This bill directs the National Park Service, if the State of Virginia offers to convey 44 acres of identified land in Virginia, to add and administer the land as part of the Fort Monroe National Monument. As part of such conveyance, Virginia may reserve and retain its rights under any leases in existence on the land on the day before conveyance.

End Racial Profiling Act of 2019 This bill establishes a framework to eliminate racial profiling at the federal, state, and local levels. Specifically, it requires federal law enforcement agencies to maintain policies and procedures to eliminate racial profiling, including training, data collection, and complaint procedures. State, local, and tribal law enforcement agencies must maintain similar policies and procedures as a condition of receiving funds under the Edward Byrne Memorial Justice Assistance Grant program and the Community Oriented Policing Services program. To enforce violations, the bill authorizes civil suits by the Department of Justice and affected individuals.

School Shooting Safety and Preparedness Act This bill requires the Department of Education to publish an annual report on indicators of school crime and safety. Such report shall collect specified information, including (1) the number of school shootings that have taken place nationwide; (2) the age, gender, race, ethnicity, and nationality of each victim; (3) the motivation of the shooter; (4) how the shooting was stopped; and (5) the number and type of firearms and ammunition used in each shooting.

Sex Trafficking Demand Reduction Act This bill expands requirements for fighting human trafficking that apply to foreign countries receiving U.S. foreign assistance. (The President is authorized to reduce assistance to, or take other actions against, countries that fail to meet such requirements and are not making significant efforts to do so.) The Department of State, when evaluating whether a country has met such requirements, shall assess whether the country has made serious efforts to prohibit the purchase of commercial sex acts if the central government has authority to do so, whereas currently the State Department must assess whether a country has made serious efforts to reduce such activities. The State Department shall also assess whether a country has made serious efforts to educate buyers of commercial sex acts on how traffickers exploit prostituted persons.

Puppies Assisting Wounded Servicemembers for Veterans Therapy Act or the PAWS for Veterans Therapy Act This bill requires the Department of Veterans Affairs to implement a pilot program to assess the effectiveness of addressing post-deployment mental health and post-traumatic stress disorder through a method where veterans train service dogs for veterans with disabilities.

Barriers to Suicide Act of 2019 This bill requires the Department of Transportation (DOT) to establish a program to facilitate the installation of evidence-based suicide deterrents on bridges, including suicide prevention nets and barriers. DOT may award competitive grants to states and local governments to carry out the program. The Government Accountability Office must conduct a study to identify the types of structures, other than bridges, that attract a high number of individuals attempting suicide-by-jumping and the types of nets or barriers that are effective at reducing such suicides.

Safe Cosmetics and Personal Care Products Act of 2019 This bill expands the Food and Drug Administration's authority to regulate cosmetics, including with respect to safety standards, product recalls, and product testing. The bill also generally prohibits the use of animal testing for the purpose of developing cosmetics.

Access to Contraception Expansion for Veterans Act or the ACE Veterans Act This bill directs the Department of Veterans Affairs to authorize veterans to fill prescriptions for a year's supply of contraceptive pills, transdermal patches, and vaginal rings.

Shift Back to Society Act of 2019 This bill directs the Department of Justice to establish a pilot program that awards matching grants to historically black colleges and universities to provide educational programs for eligible offenders to facilitate re-entry into the community. An eligible offender is a convicted criminal offender who has been released from incarceration for not longer than one year or who is scheduled to be released from incarceration within one year. The Government Accountability Office must report to Congress on the results of the pilot program.

Clean Industrial Technology Act of 2019 or the CIT Act of 2019 This bill provides incentives for the nonpower industrial sector to reduce nonwater greenhouse gas emissions to the atmosphere. Specifically, the bill requires the Department of Energy (DOE) to establish an industrial emissions reduction technology research, development, demonstration, and commercial application program. Under the program, DOE must award grants and fund demonstration projects to develop and evaluate technologies designed to increase (1) the industrial competitiveness of the United States, and (2) the emission reductions of nonpower industrial sectors. DOE may also enter into contracts and cooperative agreements for these purposes. In addition, DOE must establish an Industrial Technology Innovation Advisory Committee to provide advice to DOE and the Office of Science and Technology Policy about the program. Finally, DOE must establish a technical assistance program to promote the commercial application of emission reduction technologies in nonpower industrial sectors.

This resolution calls on all leaders of the Group of Seven (a group consisting of the seven largest major advanced economies, as determined by the International Monetary Fund) to oppose Russia's readmission into the group. The resolution also condemns Russia's assaults on democratic societies worldwide and its aggressive actions in Ukraine. (Russia was disinvited from the Group of Eight in 2014 after it occupied parts of Ukraine, including the Crimea region.)

Chronic Absenteeism Reduction in Every School (CARES) Act This bill allows local educational agencies to use specified federal funds for mentoring programs and other activities that address chronically absent students (i.e., students who miss 10% or more of school days). Such activities may include, among other things implementing data collection systems that assist schools in collecting and tracking attendance data; creating data-sharing and confidentiality agreements between schools, social service agencies, city and county governments, and partner agencies or community organizations working with students; partnering with local health, transportation, and service providers to target intervention efforts; training and integrating school personnel for mentoring; and implementing evidence-based restorative justice strategies aimed at reducing suspensions in order to keep students in school.

Universal Prekindergarten and Early Childhood Education Act of 2019 This bill authorizes through FY2025 a grant program for states to establish or expand full-day prekindergarten programs that (1) permit each three- or four-year old child in the state to be voluntarily enrolled by the child's parent, regardless of income, in the program at the public school in which the child would be enrolled for kindergarten; (2) run the length of the regular school year; and (3) are taught by teachers who possess equivalent or similar qualifications to those of teachers of other grades in the school. The federal share of such a grant shall not exceed 80% of the costs of carrying out these activities. Grant funds received under the program shall be used to supplement and not supplant other federal early childhood education funds in the state.

Women Veterans Support Act This bill implements programs and studies to improve mental health care for veterans, with a focus on women veterans. Specifically, the Department of Veterans Affairs (VA) must enter into an agreement with an independent entity to conduct a study on suicide by women veterans. The bill requires the VA to perform outreach on a national, regional, and local scale to prevent suicide by women veterans. The VA must establish a five-year grant program for certain nonprofit organizations to provide specified services to women veterans. Such services include, but are not limited to, mental health support services and financial counseling services. The bill requires the VA to provide financial assistance to eligible entities to provide or coordinate the provision of specified mental health supportive services for a veteran with a mental health condition who is seeking mental health treatment. Such entities must apply, and the VA shall provide training and technical assistance to entities regarding the planning, development, and provision of such services. For purposes of this financial assistance program, eligible entities include tribally designated housing entities and certain private entities (e.g., incorporated private institutions). The bill authorizes the VA to collect information from a participating entity relating to a mental health condition of a veteran for inclusion in the electronic health record of the VA in order to improve care provided to such veteran. The bill requires the VA to implement, with a specified framework, the Department of Veterans Affairs Readjustment Counseling Service Scholarship Program.

No Federal Funding for Confederate Symbols Act This bill prohibits federal funds from being used for the creation, maintenance, or display of any Confederate symbol on federal public land or other federal property. An exception to such prohibition is provided (1) if the use of such funds is necessary to allow for the removal of the Confederate symbol to address public safety; or (2) in the case of a Confederate symbol created, maintained, or displayed in a museum or educational exhibit. The Department of Defense shall redesignate the following military installations with such designation as it determines appropriate: Fort Rucker, Alabama, Fort Benning, Georgia, Fort Gordon, Georgia, Camp Beauregard, Louisiana, Fort Polk, Louisiana, Fort Bragg, North Carolina, Fort Hood, Texas, Fort A.P. Hill, Virginia, Fort Lee, Virginia, and Fort Pickett, Virginia.

Improving Benefits for Underserved Veterans Act This bill requires the Department of Veterans Affairs (VA) to publish a report regarding veterans who receive VA benefits, including those who receive benefits under the Transition Assistance Program. Information in the report must be disaggregated by sex and minority group member status.

Broadband Infrastructure Finance and Innovation Act of 2019 This bill requires the National Telecommunications and Information Administration to make financing available for the construction and deployment of broadband infrastructure through a broadband infrastructure finance and innovation program. Specifically, the bill provides a means for communities and public-private partnerships to apply for low-interest secured loans, lines of credit, or loan guarantees to finance broadband infrastructure investments.

ARPA-E Reauthorization Act of 2019 This bill revises and reauthorizes through FY2024 the Department of Energy's (DOE's) Advanced Research Projects Agency-Energy (ARPA-E). The bill expands the goals of ARPA-E to include the development of energy technologies that (1) provide transformative solutions to improve the management, clean-up, and disposal of radioactive waste and spent nuclear fuel; and (2) improve the resilience, reliability, and security of infrastructure to produce, deliver, and store energy. The bill also authorizes DOE to enter into an agreement with the National Academy of Sciences to evaluate how well ARPA-E is achieving its goals and missions.

Improving Oversight of Women Veterans' Care Act of 2019 This bill requires the Department of Veterans Affairs (VA) to submit an annual report on women veterans' access to gender-specific services under arrangements entered into by the VA with non-VA medical providers for the provision of hospital care or medical services. The bill also requires the VA to establish a policy under which (1) the environment of care standards and inspections at VA medical centers include specified elements, and (2) no medical center is eligible for a five-star rating unless it meets the environment of care standards.

EARLY Act Reauthorization of 2019 This bill reauthorizes through FY2024 programs that raise public awareness about breast health, educate health care providers to encourage early detection of breast cancer, and provide support for young women diagnosed with breast cancer.

Save Our Seas 2.0 Act or the SOS 2.0 Act This bill establishes requirements and incentives to reduce, recycle, and prevent marine debris (e.g., plastics), including requirements to establish a Marine Debris Response Trust Fund, a Marine Debris Foundation, a Genius Prize for Save Our Seas Innovations, a strategy to improve waste management and recycling infrastructure, a Waste Management Revolving Fund for states, a Waste Management Infrastructure Grant program, a Drinking Water Infrastructure Grant program, a Wastewater Infrastructure Grant program, and a Trash-Free Water Grant program.

Disabled Access Credit Expansion Act This bill amends the Internal Revenue Code, with respect to the tax credit for expenditures by an eligible small business to provide access to disabled individuals, to (1) increase from $10,250 to $20,500 the annual dollar limitation for eligible access expenditures, (2) require the $20,500 limit to be adjusted for inflation after 2020, and (3) increase from $1 million to $2.5 million the gross receipts limitation for an eligible small business. The bill also requires the Department of Justice (DOJ) to carry out an ADA Mediation Program to (1) facilitate voluntary mediation to resolve disputes arising under the Americans with Disabilities Act of 1990, and (2) train mediators who provide services through the program. DOJ may hire or enter into contracts with personnel for the program. DOJ must also report to Congress on the ADA Information Line, which is a toll-free line operated by DOJ to provide information and materials to the public about the requirements of the Americans with Disabilities Act of 1990.

Contact Lens Prescription Verification Modernization Act This bill revises the requirements for the verification of prescriptions related to the purchase of contact lenses. Specifically, online sellers of prescription contact lenses must provide consumers with a method to transmit a digital copy of their prescriptions to such sellers. Online sellers also must encrypt protected health information they send by email. Additionally, the bill prohibits any seller of prescription contact lenses from using telephone calls with an artificial or prerecorded voice (i.e., robocalls) to verify a consumer's prescription.

Trauma-Informed Modernization of Eldercare for Holocaust Survivors Act or the TIME for Holocaust Survivors Act This bill includes matters concerning Holocaust survivors in federal grants and programs that serve older adults. Specifically, the bill includes an individual's status as a Holocaust survivor within the scope of the greatest social needs for purposes of such programs. Under current law, these programs must target populations with the greatest economic and social needs. Additionally, among other activities, the Administration on Aging must establish a national center to provide resources, training, and technical assistance related to delivering services to older individuals who experience the long-term and adverse consequences of trauma. In addition, the administration may designate within it a person responsible for implementing and coordinating services for individuals who are Holocaust survivors.

Municipal Bond Market Support Act of 2019 This bill amends the Internal Revenue Code, with respect to the limitations on deductions for interest expenses of financial institutions that hold tax-exempt bonds, to: permanently increase from $10 million to $30 million the annual limit on the amount of tax-exempt obligations that may be issued to qualify for the small issuer exception to the tax-exempt interest expense allocation rules; require the limit for the small issuer exception to be adjusted for inflation after 2019; make permanent the rule that allows qualified 501(c)(3) bonds to be treated is if they were issued by the tax-exempt organization for whose benefit the bond was issued; and make permanent the special rule for the tax treatment of qualified financings used to make or finance loans to certain states, political subdivisions, or tax-exempt organizations.

This resolution commends the Global Fund to Fight AIDS and its partners for their contributions to ending the epidemics of AIDS, tuberculosis, and malaria. The resolution also affirms previous U.S. commitments to provide 33% of the fund's budget, including for the Sixth Global Fund Replenishment, as demonstrated by legislation passed by the House of Representatives.

Stop Online Booking Scams Act of 2019 This bill prohibits third-party hotel-booking websites from marketing, or selling reservations for, a hotel room if the booking site states or implies that it is affiliated with the hotel owner or operator when it is not.

Gold Star Children Act This bill broadens the categories of individuals eligible for veterans' preference in the civil service. Specifically, it makes children of certain permanently disabled or deceased veterans eligible for veterans' preference treatment in the federal civil service.

Marijuana Opportunity Reinvestment and Expungement Act of 2019 or the MORE Act of 2019 This bill decriminalizes marijuana. Specifically, it removes marijuana from the list of scheduled substances under the Controlled Substances Act and eliminates criminal penalties for an individual who manufactures, distributes, or possesses marijuana. The bill also makes other changes, including the following: replaces statutory references to marijuana and marihuana with cannabis , requires the Bureau of Labor Statistics to regularly publish demographic data on cannabis business owners and employees, establishes a trust fund to support various programs and services for individuals and businesses in communities impacted by the war on drugs, imposes a 5% tax on cannabis products and requires revenues to be deposited into the trust fund, makes Small Business Administration loans and services available to entities that are cannabis-related legitimate businesses or service providers, prohibits the denial of federal public benefits to a person on the basis of certain cannabis-related conduct or convictions, prohibits the denial of benefits and protections under immigration laws on the basis of a cannabis-related event (e.g., conduct or a conviction), and establishes a process to expunge convictions and conduct sentencing review hearings related to federal cannabis offenses.

Energizing American Shipbuilding Act of 2019 This bill directs (1) the Federal Energy Regulatory Commission (FERC) to require specified percentages of liquefied natural gas exports to be transported on vessels built or retrofitted in the United States and documented under its laws, and (2) the President to require specified percentages of crude oil exports to be transported on vessels built or retrofitted in the United States and documented under its laws. FERC and the President may waive these requirements under specified circumstances. The Energy Information Administration must collect and publish information on exports of natural gas and crude oil by vessels, including forecasts and data on those exports.

Effective Drug Control Strategy Act This bill requires the Office of National Drug Control Policy to (1) evaluate the effectiveness of all federally funded activities aimed at reducing the demand for illegal drugs, and (2) publish annually a complete list of all drug control grant programs.

This resolution expresses congressional disapproval of the rule submitted by the Internal Revenue Service relating to charitable contribution and estate tax deductions when a taxpayer receives or expects to receive a corresponding state or local tax credit, and such rule shall have no force or effect.

Dentist and Optometric Care Access Act of 2019 or the DOC Access Act of 2019 This bill prohibits private health insurance plans from setting rates for items and services provided by a doctor of optometry, of dental surgery, or of dental medicine for which the plan does not pay a substantial amount. Additionally, an agreement between a plan and such a doctor for limited scope dental or vision benefits may last longer than two years only with the prior acceptance of the doctor for each term extension. Plans also may not restrict such a doctor's choice of laboratories or suppliers. The bill establishes a private right of action for a person adversely affected by a violation of this bill. The bill does not supersede state laws regarding health insurers and dental or vision benefit plans.
