Administrative Health Costs Reduction Act of 1992 - Directs the Secretary of Health and Human Services to adopt standards relating to uniform: (1) claims data elements; (2) claims forms; and (3) electronic transmission of billing information. Allows a health benefit plan to reject a nonelectronic claim not submitted on a form meeting the standards. Provides, a specified period after adoption of the standards, for direct electronic filing by providers of claims. Defines "health benefit plan" to include various employee benefit plans and the Medicare and Medicaid provisions (titles XVIII and XIX) of the Social Security Act.

Rhode Island Bankruptcy Court Administration Act of 1991 - Amends the Bankruptcy Judges, United States Trustees, and Family Farmer Bankruptcy Act of 1986 to remove the District of Rhode Island from the United States Trustee System until it elects to be included in the appropriate bankruptcy region or before October 1, 2002, whichever occurs earlier.

National Commitment to Quality Award Act of 1992 - Amends the Stevenson-Wydler Technology Innovation Act of 1980 to establish the National Commitment to Quality Award Program involving the awarding of a medal and at least three monetary competitive awards to institutions of higher education that have substantially benefited the economic and social well-being of the United States through adopting Total Quality Management (TQM) principles to govern their operations, emphasizing the importance of manufacturing process technology. Allows a recipient institution which agrees to help other institutions of higher education improve their TQM curriculum to publicize its receipt of the award. Requires the award to be used to teach TQM and process manufacturing technology using TQM principles and to apply TQM to institution operations. Authorizes appropriations.

Open Space Preservation Act of 1992 - Amends the Internal Revenue Code to exclude from the gross estate tax the value of land subject to a qualified conservation easement (less the amount of any indebtedness secured by such land). Includes in the gross estate tax the value of each development right retained by the donor in the conveyance of the easement. Makes such tax due upon the disposition of the property. Provides that such land subject to the exclusion will have a carryover basis for purposes of determining gain or loss. Excludes from the gift tax transfers by gift of land subject to a conservation easement (other than development rights retained by the donor of such easement). Defers the reduction in certain estate tax rates after 1993 and before 1998.

Calls upon the President to urge the United Nations Security Council to direct the Secretary General of the United Nations to provide a plan and budget for intervention as may be necessary to enforce the Security Council resolutions seeking cessation of hostilities in the former republics of Yugoslavia.

Foreign Aid Reform Act of 1992 - Amends the Foreign Assistance Act of 1961 to declare that economic support assistance should be provided principally through commodity import programs, project assistance, sector programs, or the provision of U.S. goods and services. Permits such assistance to be provided to a foreign government as a cash transfer only pursuant to an agreement requiring the recipient government to spend the cash transfer to purchase U.S. goods and services to the extent that the recipient government purchases goods and services not produced in that country. Exempts from this Act any recipient government that: (1) receives less than $25,000,000 cash transfer assistance for a fiscal year; or (2) as of April 1, 1989, was receiving such assistance and has an agreement with the United States under which it agrees to spend an amount equal to the amount of the cash transfer on U.S. goods and services, to carry 50 percent of all bulk shipments of U.S. grain on privately-owned U.S.-flag commercial vessels, to purchase U.S. grain at levels comparable to those purchased in prior years, and to comply with such requirements in any fiscal year in which it receives such assistance. Authorizes the President to waive the requirements of this Act if it is in the national interest to do so.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to provide that a monthly benefit shall be paid to the recipient's surviving spouse for the month in which the recipient dies, subject to a reduction of 50 percent in the last monthly payment if the recipient dies during the first 15 days of such month.

State Initiatives in Child Welfare Act of 1992 - Title I: Child Welfare Entitlement Program - Amends title IV of the Social Security Act to create a capped entitlement program under a new part C, Child Welfare Entitlement. States that the purpose of this new part is to grant States the flexibility and resources necessary to provide appropriate services and activities to: (1) preserve and strengthen families with children at risk of needing placement outside their home; (2) reunite children with their families if an out-of-home placement is found to be necessary; (3) place children in adoptive homes or other permanent arrangements in a timely fashion if reunification with their families is not in the best interest of the child; and (4) ensure the well-being of children referred to public officials because of suspected or actual abuse or neglect. Sets forth criteria which States must meet in order to qualify for payments under such entitlement program. Provides for allotments and payments to qualified States, and supplemental payments under certain conditions. Provides that, except with respect to certain restrictions, States may use payments under this part in any manner that the State child welfare agency deems appropriate to accomplish the purpose of the part. Establishes a penalty for misuse of funds. Sets forth administrative provisions. Terminates such new entitlement program after FY 1997. Title II: Federal Oversight And Technical Assistance - Amends part B (Child-Welfare Services) of title IV of the Social Security Act to require State plans under such part to: (1) afford certain protections to foster children; (2) contain certifications respecting proper use of part B program payments and State audits of program expenditures; and (3) contain assurances respecting State compliance with Federal guidelines for protecting foster children. Amends part E (Foster Care and Adoption Assistance) of title IV of the Social Security Act to require State plans under such part to contain similar certifications. Directs the Secretary of Health and Human Services (HHS) to provide for broker technical assistance to States with respect to child welfare. Provides funding for such assistance. Places a two-year moratorium on child protection compliance reviews and on disallowances and deferrals of expenditures under the Child-Welfare Services program. Establishes the Commission on Child Welfare Accountability (the Commission) to recommend to the Congress and the Secretary methods by which the Federal Government can better ensure the protection of children referred to State child protective services programs and the accountability of such programs. Authorizes appropriations. Requires each State to transmit to the Secretary and the Commission on Improvement of Child Protective Services Programs a report outlining the efforts that the State has made to ensure the uninterrupted provision of child protections under the Child-Welfare Services program. Requires HHS recommendations on a new accountability system for the protection of children to be transmitted to the Commission. Title III: Creating Reliable Information On Child Welfare - Amends part E to set June 1, 1992, as the deadline for final regulations providing for the implementation of a system currently authorized for the collection of data on adoption and foster care. Requires such regulations to provide for full implementation of such system by FY 1993. Provides for demonstration projects on foster care prevention, family reunification, and adoption assistance services. Requires HHS studies on State administration of Foster Care and Adoption Assistance programs. Authorizes appropriations. Amends part E to provide for a 90 percent match for data collection and information retrieval systems.

Every Fifth Child Appropriations Act - Appropriates funds to carry out the special supplemental food program for women, infants, and children (WIC program) authorized in specified provisions of the Child Nutrition Act of 1966. Declares that, in order to achieve full funding for the program, there should be specified amounts appropriated in certain fiscal years. Appropriates funds to carry out the Head Start programs authorized in specified provisions of the Head Start Act. Declares that, in order to achieve full funding for the programs, there should be specified amounts appropriated in certain fiscal years. Appropriates funds to carry out the Job Corps program authorized in specified provisions of the Job Training Partnership Act. Declares that, in order to establish a minimum number of additional centers, serve a minimum additional number of youths, and achieve full funding for the program, there should be specified amounts appropriated in certain fiscal years.

Withdraws most favored nation status from the Federal Republic of Yugoslavia. Authorizes the President to restore such status after he certifies to the Congress that: (1) such treatment would promote compliance with the provisions of the Final Act of the Conference on Security and Cooperation in Europe; and (2) Yugoslavia has ceased its armed conflict with the other ethnic peoples of the region, and has agreed to respect the borders of the six republics, that formerly comprised the Socialist Federal Republic of Yugoslavia.

Authorizes and instructs the Speaker of the House of Representatives, the majority leader of the Senate, and the appropriate agents of the Congress to cooperate fully with the Internal Revenue Service and the Defense Manpower Data Center in their efforts to match Government employee names and Social Security numbers with computerized bad debt records, among other ways by providing computer tapes for Members of Congress and their staff for use in such computer matches as part of the debt collection effort. Directs the Congress to comply voluntarily with the provisions of the Federal Debt Collection Act of 1982, so that the law applies to Members of Congress and their staff as it applies to executive branch and judicial branch employees.

Suspends U.S. assistance to Indonesia, including deliveries of assistance previously obligated and sales previously made. Waives such suspension if the President certifies to the Congress that such a waiver is in the national security interest and that the Government of Indonesia: (1) has taken steps to prosecute and punish the military perpetrators of the Santa Cruz massacre; (2) is not engaged in human rights violations; and (3) is in compliance with specified United Nations resolutions concerning withdrawal from, and self-determination for, East Timor and East Timor's right to self-determination has been affirmed through a free and fair plebiscite.

Suspends U.S. assistance to Indonesia and denies trade preferences to Indonesian products until the President certifies to the Congress that: (1) Indonesia is permitting unrestricted access to East Timor for international human rights organizations and international organizations; (2) international human rights organizations report that Indonesian Government forces or other military or paramilitary forces under government control have ended all forms of inhumane treatment; (3) Indonesia is in compliance with specified United Nations resolutions which call for the withdrawal of Indonesian forces from East Timor and reiterate East Timor's right to self-determination; and (4) Indonesia allows a United Nations referendum on self-determination for East Timor. Directs the Secretary of the Treasury, until the President makes such certification, to instruct the U.S. executive directors of the International Monetary Fund, the International Bank for Reconstruction and Development, and the International Development Association to oppose assistance to Indonesia.

National Breast Cancer Strategy Act of 1992 - Title I: Establishment of Office of Breast Cancer and National Breast Cancer Commission - Amends the Public Health Service Act to establish: (1) the Office of Breast Cancer in the Office of the Assistant Secretary for Health; and (2) the National Breast Cancer Commission to study public and private breast cancer prevention, early detection, treatment, education, and research. Title II: Duties of Director of the National Cancer Institute Relating to Breast Cancer - Authorizes appropriations for conducting and supporting breast cancer research. Adds biomedical and behavioral research, training, and dissemination of information regarding breast cancer to the duties of the National Cancer Institute Director. Establishes the Rose Kushner Scholarship Program of scholarships in exchange for completing post-graduate clinical oncology training and serving as National Institutes of Health (NIH) employees carrying out breast cancer programs. Establishes a program of educational loan repayments in exchange for breast cancer activities as NIH employees. Authorizes appropriations for at least ten programs for research on breast, lung, and prostate cancer under designated Specialized Programs of Research Excellence.

Civil War Battlefield Commemorative Coin Act of 1992 - Directs the Secretary of the Treasury to issue a specified number of five-dollar gold coins, one-dollar silver coins, and half-dollar clad coins to commemorate the 100th anniversary of Civil War battlefield preservation. Sets forth certain features of such coins and provides for their design, issuance, and sale. Requires that all sales include a surcharge of $35 per coin for the five-dollar coins, $7 per coin for the one-dollar coins, and $1 per coin for the half-dollar coins. Requires that all surcharges be paid to the Civil War Battlefield Foundation for the preservation of historically significant Civil War battlefields.

Airfare Advertising Reform Act of 1992 - Amends the Federal Trade Commission Act to direct the Federal Trade Commission (FTC) to prevent domestic and foreign air carriers from disseminating, or causing dissemination of, false, misleading, or deceptive advertisements. Amends the Federal Aviation Act of 1958 to prohibit the Civil Aeronautics Board (sic) from taking action with respect to deceptive advertisement violations committed by such air carriers if such violation also constitutes a violation under the Federal Trade Commission Act and this Act. Requires the FTC to issue a final rule which at a minimum provides that dissemination of any advertisement for air transportation between two points by an air carrier which contains a rate for such transportation shall constitute an unfair or deceptive practice affecting commerce, unless: (1) the advertisement clearly and conspicuously discloses all material restrictions governing the rate offered; (2) the rate includes all costs for obtaining such air transportation (including taxes, fees, fuel, and other surcharges) and is the round trip rate (if a round-trip ticket must be purchased to obtain such rate); and (3) the advertisement also contains the minimum number of seats per flight to which such rate applies.

Prohibits U.S. assistance to Serbia and Montenegro or any successor entity and requires the President to block all assets of the former Yugoslavian Government until he certifies to the Congress that: (1) Serbia and Montenegro have withdrawn their forces from Croatia and Bosnia-Hercegovina; and (2) the government of Serbia and Montenegro or any successor entity is democratically-elected and recognizes the territorial integrity of neighboring states and the political rights of Kosovo. Urges President Bush to withdraw U.S. recognition of Yugoslavia and to refuse to recognize Serbian and Montenegrin claims as a successor state. Supports withholding formal recognition of Serbia and Montenegro until all Serbian military, paramilitary, and irregular units are withdrawn from Bosnia-Hercegovina, Slovenia, and Croatia and until Serbia and Montenegro respect the territorial integrity of neighboring nations. Calls upon the administration to impose an "air cap" to provide protection to Bosnia-Hercegovina and Croatia, as is being afforded to the Kurds in Iraq. Supports the immediate provision of humanitarian and refugee assistance for the victims of war in Bosnia-Hercegovina and Croatia. Urges President Bush to call for a special meeting of the United Nations Security Council to adopt a resolution calling on member countries to: (1) suspend aid to Serbia and Montenegro; (2) block Serbian assets; (3) participate in an international trade embargo of Yugoslavia; (4) withdraw recognition of the Yugoslavian Government; and (5) terminate Yugoslavia's membership in international and multilateral organizations.

DeLauro-Lowey Water Pollution Control and Estuary Restoration Financing Act - Amends the Federal Water Pollution Control Act to extend the authorization of appropriations for the State water pollution control revolving fund program through FY 1999. Requires a specified percentage (increasing with each succeeding fiscal year) of such appropriations to be used by the Administrator of the Environmental Protection Agency to make capitalization grants for estuary plans to qualified States. Requires States to submit estimates of the need for assistance for implementing and monitoring such plans. Prohibits the submission of such estimates unless the estimates are approved by the appropriate management conference under the National Estuary Program. Makes States that fail to submit approved estimates ineligible for assistance. Directs States to establish separate Estuary Accounts in their water pollution control revolving funds, to be used for implementing approved estuary plans. Permits loans made with amounts in such Accounts to be for terms of up to 40 years or for the useful life of a facility constructed with the loan, whichever is less, if the borrower demonstrates financial hardship. Allows States to use interest earned on amounts in such Accounts to subsidize up to 90 percent of the principal portion of debt service of certain entities that are financially unable to carry out a necessary project for an estuary plan. Establishes a State matching requirement for deposits into Accounts. Authorizes the Administrator to make grants for the implementation of estuary conservation and management plans. Limits the Federal share to 75 percent of the total cost of implementation. Authorizes appropriations. Permits certain grants under the National Estuary Program to be used for interim actions adopted by management conferences to protect the water and sediment quality of estuaries. Extends the authorization of appropriations for management conferences, grants, conservation and management plans, and research under the National Estuary Program through FY 1999. Revises provisions concerning the purposes of management conferences. Directs the Administrator to issue a guidance document that establishes requirements for: (1) management conferences to follow in developing, implementing, and monitoring conservation and management plans; and (2) approving and implementing interim actions to protect water quality of estuaries for which plans are developed. Requires management conferences to be convened for periods of at least five years (currently, up to five years). Permits the extension of a conference for an additional five years if the affected Governors concur in the extension and the extension is necessary to meet requirements. Revises approval and implementation procedures for estuary conservation and management plans and establishes such procedures for interim actions.

Designates September 18, 1992, as National POW/MIA Recognition Day. Requires the POW/MIA flag to be flown on a flagstaff of the White House, the Departments of State, Defense, and Veterans Affairs, the Selective Service Commission, each national cemetery, and the National Vietnam Veterans Memorial on such day. Requires the flag to be flown on a flagstaff of each national cemetery and the National Vietnam Veterans Memorial on May 30, 1992 (Memorial Day), and on November 11, 1992 (Veterans Day). States that the flag shall be displayed as a symbol of national concern and commitment to resolving the fates of Americans still prisoner, missing, and unaccounted for.

Directs the Secretary of Defense to establish a Defense Adjustment Institute in Rhode Island, for policy development and information and resource-sharing with regard to the adjustment and transition of defense-related industries toward operations for the nondefense economy and the retraining of defense workers. Requires the Institute to be national in scope, to serve as a model for future institutes, and to operate to improve cooperation of the Department of Defense with other entities involved in defense economic adjustment and transition, including institutions of higher education, private defense contractors, and other Federal agencies. Directs the Institute to collect and make available information regarding: (1) job retraining resources; (2) worker absorption programs in the community; (3) transition of defense contractors from military to civilian output; and (4) funding resources and Federal programs for economic adjustment and conversion into civilian industries.

Domestic Violence Identification and Treatment Act - Prohibits grants to or cooperative agreements or contracts with a health professions school, or individuals at such a school, unless the school requires training in identifying victims of domestic violence and in providing treatment for medical conditions arising from such violence.

Amends the Small Business Investment Act of 1958 to permit a qualified State or local development company that issues a debenture purchased by the Federal Financing Bank (Bank) and guaranteed by the Small Business Administration (SBA), at the election of the small business borrower whose loan secures such debenture, to prepay the debenture by payment to the Bank of the unpaid principal balance, accrued interest, and any prepayment penalties. Provides that in the case of prepayment of a debenture under this Act in which a new debenture is issued by a qualified State or local development company and guaranteed by the SBA, the guarantee of the original debenture shall transfer to the new debenture, but shall not be treated as new credit authority. Requires the full faith and credit of the United States to be pledged to the payment of all guaranteed debenture amounts. Permits the issuer to require the borrower to pay certain optional fees with respect to such prepayment. Provides that if a borrower defaults on a loan securing a debenture guaranteed by the SBA, the SBA's guarantee shall be extinguished by payment to the Bank of the remaining principal balance plus accrued interest at the coupon rate on the debenture.

Amends the Internal Revenue Code to allow a first-time homebuyer who purchases a principal residence a tax credit of ten percent of the purchase price of such residence. Limits the credit to $5,000. Requires married individuals filing jointly to both be first-time homebuyers. Allows the use of 50 percent of the credit in the first taxable year in which the residence is purchased and the remaining 50 percent in the succeeding taxable year. Makes this credit applicable to residences acquired after February 1, 1992, and before January 1, 1993, or for which a binding contract is entered into during such period.

Directs the Secretary of the Interior (Secretary), in cooperation with the Secretary of State, to enter immediately into negotiations with Canada to provide protection for the entire Alsek River watershed to preserve its fisheries, wildlife, water quality, and recreational and wilderness values. Requires the Secretary (acting through the Director of the National Park Service) to ensure that the internationally significant natural resource values of Glacier Bay National Park and Preserve, including all interests of the United States protected by international treaty, are not degraded by proposed open-pit copper mine developments within Canada. Requires the Secretary, acting through the Director, to study and report to the Congress on the potential impacts to the Park and Preserve caused by the proposed mine development in British Columbia. Directs the Secretary of State to seek the agreement of the Canadian Government that the International Joint Commission be referred, pursuant to a specified Treaty, to: (1) examine comprehensively the potential adverse environmental and social impacts of the proposed mining activity; and (2) issue no permits required to develop such project before completion of such study. Requires the Secretary, in cooperation with the Secretary of State, to seek the cooperation of the Canadian Government to obtain World Heritage Site status and protection for the entire Alsek and Tatshenshini River watershed.

Global Climate Protection Act - Directs the President to promulgate final regulations that will achieve stabilization of carbon dioxide emissions by January 1, 2000. Requires the Administrator of the Environmental Protection Agency to evaluate and report biennially to the Congress on the progress made pursuant to such regulations. Directs the President to promulgate additional regulations to achieve stabilization if the Administrator finds that the regulations will not achieve stabilization. Permits citizen suits against officers of the United States for failures to perform duties in accordance with this Act.
