This resolution expresses solidarity with the brave people of Cuba who participated in the peaceful demonstrations on July 11, 2021, and were subsequently arbitrarily detained and sentenced. It also urges democratic governments in Europe, Asia, Latin America, and the Caribbean to hold Cuba accountable for human rights violations.

John W. Walsh Alpha-1 Home Infusion Act of 2023 This bill provides for Medicare coverage of treatment for alpha-1 antitrypsin (AAT) deficiency (a protein deficiency that raises the risk of lung and other diseases). Specifically, the bill provides for coverage of at-home augmentation therapy for beneficiaries with emphysema as a result of severe hereditary AAT deficiency. Treatment must be provided through qualified home infusion therapy suppliers; beneficiaries must be under the care of a physician, nurse practitioner, or physician assistant.

Project Safe Neighborhoods Reauthorization Act of 2023 This bill reauthorizes through FY2028 the Project Safe Neighborhoods grant program within the Department of Justice. The bill also allows funds under the program to be used for hiring crime analysts to assist with violent crime reduction efforts; the cost of overtime for law enforcement officers, prosecutors, and law enforcement assistants who assist with the program; purchasing, implementing, and using technology to assist with violent crime reduction efforts; and supporting multijurisdictional task forces.

Medical Supply Chain Resiliency Act This bill authorizes actions to facilitate trade in medical goods (i.e., medical devices, pharmaceutical goods, or inputs for such devices or goods). Specifically, the bill authorizes the President to (1) negotiate, enter into, and enforce a trusted trade partner agreement with a country or countries with respect to medical goods; and (2) proclaim a modification of any existing duty, a continuance of existing duty-free or excise treatment, or additional duties to carry out the trade agreement. These actions may only be taken if the President determines, based on specified considerations, that the reciprocal elimination of existing duties or other import restrictions with respect to medical goods would contribute to U.S. national security and public health. A trusted trade partner agreement may include certain provisions, such as those to (1) reduce or eliminate duties, quotas, or other trade barriers; (2) diversify and expand supplier networks to secure a reliable supply of medical goods; and (3) harmonize regulatory procedures. Not later than 60 days before initiating negotiations with a trusted trade partner, the President must submit written notice to Congress. The bill requires congressional consultation and review of these trade agreements. A trade agreement shall not take effect if, during the required review period, Congress enacts a joint resolution of disapproval. The Office of the U.S. Trade Representative must monitor compliance by a trusted trade partner with the trade agreement's commitments and obligations. Further, the President may take certain actions in response to a failure to comply.

American Farmers Feed the World Act of 2023 This bill imposes limits and requirements on international food assistance provided under Title II of the Food for Peace Act and makes other changes to the assistance program. First, the bill eliminates the use of food procured outside of the United States, food vouchers, or cash transfers as food as assistance under the program. Second, the bill restricts the U.S. Agency for International Development (USAID) from using more than 50% of its annual appropriations for program expenses other than the procurement of agricultural commodities and ocean transportation. Additionally, the bill limits the amount that USAID may provide to qualified organizations to be used for purposes such as administration, personnel, and program evaluation. Under current law, USAID must spend a minimum of 7.5% and a maximum of 20% of its annual appropriations for these purposes. The bill reduces the minimum to 5% and the maximum to 10%. The bill also cancels the Local and Regional Procurement assistance program, which funds field-based (i.e., outside the United States) agricultural projects. The bill also modifies some of the respective powers of USAID and the Department of Agriculture (USDA). For example, the bill transfers from USAID to USDA the authority to approve drawing emergency food aid from the Bill Emerson Humanitarian Trust. The bill also renames the assistance program as the Peter O'Brien Food for Peace Program.

This resolution states that the government of the United Kingdom should enter into negotiations with the government of Greece to facilitate the return of the Parthenon Marbles to Greece. (The Parthenon Marbles are marble sculptures that were removed from the Parthenon in the early 19th century when it was under Ottoman rule and later transferred to the British Museum.)

United States-Taiwan Initiative on 21st-Century Trade First Agreement Implementation Act This bill expresses the approval of Congress for the June 1, 2023, agreement regarding trade between the United States and Taiwan. The bill also imposes requirements on the negotiations of certain further trade agreements between the United States and Taiwan. (The June 1, 2023, agreement, which addresses issues such as customs administration and regulatory practices, is the first of several expected agreements under the United States-Taiwan Initiative on 21st-Century Trade.) The June 1, 2023, agreement may enter into force no earlier than 30 days after the President certifies in writing to Congress that Taiwan has taken measures necessary to comply with the agreement. The bill also imposes requirements on the negotiation of further agreements under the United States-Taiwan Initiative on 21st-Century Trade, such as requiring the U.S. Trade Representative (USTR) to (1) share any U.S. negotiating texts with Congress prior to sharing the text with Taiwan or any parties outside of the executive branch, (2) share any negotiating texts from Taiwan within three days of receipt, and (3) provide daily briefings to certain Members of Congress during negotiating rounds. A further agreement shall not take effect unless (1) the President, at least 60 days before entering into the further agreement, makes the text publicly available on a USTR website; and (2) a bill is enacted into law expressly approving the further agreement.

Providing for Unhoused People with Pets Act of 2023 or the PUPP Act of 2023 This bill permits the Department of Agriculture to award grants for interim and permanent housing that accommodates individuals (or families) who are homeless and have pets. Entities eligible for the grant include local governments, nonprofits, and entities that house or shelter homeless individuals. Additionally, grant recipients must make available supportive services and basic veterinary care.

Neighborhood Homes Investment Act This bill allows a business-related tax credit for certain development costs for the acquisition, rehabilitation, or remediation of qualified real property (i.e., real property affixed on a permanent foundation and comprised of four or fewer residential units, a condominium unit, or a house or apartment owned by a cooperative housing corporation). The bill also provides for the exclusion from gross income, for income tax purposes, of the value of any subsidy provided to a taxpayer by any state energy office for purposes of improvements made to a qualified residence.

Schools Not Shelters Act This bill prohibits using the facilities of certain schools that receive federal financial assistance to provide shelter or housing for any non-U.S. national ( alien under federal law) who has not been admitted for lawful entry. Specifically, this bill shall apply to the facilities of (1) public elementary or secondary schools, and (2) institutions of higher education. This prohibition shall not apply to shelter or housing provided in response to certain disasters such as a fire, flood, explosion, or tornado for which there has been a disaster declaration.

Pets Belong With Families Act This bill prohibits public housing agencies from imposing breed restrictions on pets owned by residents of public housing units. The bill continues to allow public housing agencies to prohibit ownership of dangerous animals in public housing, but prohibits classification as dangerous by breed and requires that any such classification be based on specific behaviors or actions of the animal.

Improving Mental Health and Drug Treatment Act of 2023 This bill permanently allows state Medicaid programs to receive federal payment for substance-use disorder services that are provided at institutions for mental diseases (IMDs) for individuals aged 21 to 64. The bill also extends the maximum length of stay over a 12-month period from 30 days to 45 days and requires state Medicaid programs to review IMD compliance with relevant standards of care.

Spotted Lanternfly Research and Development Act This bill includes combatting the spotted lanternfly (Lycorma delicatula) as a Department of Agriculture (USDA) high-priority research and extension area. The bill specifically allows grants for developing and disseminating research-based tools and treatments to combat the spotted lanternfly, which is an invasive species native to China that feeds on a wide range of crops and plants (e.g., grapes, apples, hops, walnuts, and hardwood trees). Further, the bill reauthorizes USDA grants to support competitive specialized research and extension activities, including high-priority areas, through FY2028. The bill also specifically reauthorizes through FY2028 the Pulse Crop Health Initiative; the Comprehensive Food Safety Training Network; pollinator protection research and extension grants; increased USDA capacity and infrastructure to address and conduct research on colony collapse disorder and other pollinator issues; and a USDA-conducted nationwide honey bee pest, pathogen, health, and population status surveillance program.

Tax Cuts for Working Families Act This bill renames the standard tax deduction as the guaranteed deduction. It allows an additional bonus amount of $2,000 ($4,000 for married couples filing jointly) in taxable years beginning in 2024 and 2025 but reduces the bonus amount for taxpayers whose modified adjusted gross income exceeds $200,000 ($400,000 for joint filers).

Chronic Disease Flexible Coverage Act This bill provides statutory authority for certain guidance from the Internal Revenue Service (IRS) that expands the types of preventive care that may be offered under high deductible health plans (HDHPs) without a deductible. In 2019, the IRS issued guidance that allows HDHPs to cover certain items and services for individuals with chronic conditions without a deductible, including medications and monitoring devices for those with diabetes or heart conditions. The bill provides statutory authority for this guidance.

Custom Health Option and Individual Care Expense Arrangement Act or the CHOICE Arrangement Act This bill provides statutory authority for regulations that allow employers to offer individual coverage health reimbursement arrangements (ICHRAs). Under ICHRAs, employers agree to reimburse employees for incurred medical expenses up to a limit for a specified period (e.g., a calendar year), and employees obtain their own individual coverage that meets certain requirements of the Patient Protection and Affordable Care Act (coverage of preventive services and no annual or lifetime limits). Payments or reimbursements under an ICHRA are tax-exempt and may only be made for medical care provided when the employee was covered by a plan that meets the requirements. Employees may also pair ICHRAs with Medicare coverage. In 2019, the Department of the Treasury, the Department of Labor, and the Department of Health and Human Services issued regulations that allow employers to offer employees ICHRAs if certain conditions are met: (1) the employer offers ICHRAs to all employees in the same class (e.g., all full-time employees) without the choice of an employer-sponsored group health plan, and (2) the employer offers the ICHRA to all employees within the class on the same terms (i.e., the amount of available funds and the terms and conditions of the benefits). The regulations also specify certain notice and verification requirements with respect to ICHRAs. The bill provides statutory authority for these regulations and generally refers to ICHRAs as custom health option and individual care expense arrangements .

Improving Social Security's Service to Victims of Identity Theft Act This bill requires the Social Security Administration to provide a single point of contact for any individual whose Social Security account number has been misused. The single point of contact must track the individual's case to completion and coordinate with other specialized units to resolve case issues as quickly as possible.

Mink: Vectors for Infection Risk in the United States Act or the Mink VIRUS Act This bill prohibits the farming of mink for their fur beginning one year after the bill's enactment and establishes a compensation program. Beginning 90 days after the bill's enactment, any termination of farmed mink must be done in a manner that (1) meets the definition of euthanasia specified in Department of Agriculture (USDA) regulations (i.e., the humane destruction of an animal accomplished by a method that produces rapid unconsciousness and subsequent death without evidence of pain or distress, or that utilizes anesthesia that causes painless loss of consciousness and subsequent death); and (2) is classified as acceptable by the American Veterinary Medical Association Guidelines for the Euthanasia of Animals. This prohibition and these requirements do not preempt or limit any state law or regulation that is more restrictive. Further, any person in violation of this prohibition or these requirements is subject to civil penalties. The bill also directs USDA to establish a payment program to compensate fur farm owners whose operations involve the farming of mink. Under the program, USDA must provide payments for (1) the reasonable costs incurred to comply with this bill, and (2) the market value of the portion of the farm involving mink farming (exclusive of the land). Fur farm owners may not use payment funds for any materials, supplies, labor costs, or activities associated with fur farm operations. Further, the owner must provide USDA with a permanent property easement that prohibits the operation of any fur farm on the easement area.

U.S.-Israel Partnership and Abraham Accords Enhancement Act of 2023 This bill modifies and extends certain authorities related to Israel. For example, the bill extends the authorization for the Department of Defense (DOD) to transfer certain defense items to Israel; extends the authorization to finance cooperative projects among the United States, Israel, and developing countries related to water resources, agriculture, and energy storage; extends energy cooperation and authorizes the Department of Energy to make grants to Israel to support advanced nuclear technologies, as well as for carbon capture, utilization, and storage; requires the U.S. Agency for International Development to ensure that applicants from Abraham Accord countries are eligible for Middle East Regional Cooperation grants; and requires the Department of State to report to Congress on U.S. diplomatic efforts to oppose politically motivated investigations against the United States and Israel at the International Criminal Court.

Stop Harboring Iranian Petroleum Act or the SHIP Act This bill requires the President to impose visa- and property-blocking sanctions against foreign persons that knowingly transport, process, refine, or otherwise deal in petroleum and petroleum products originating in Iran. These sanctions also extend to certain foreign persons associated with the sanctioned individual, such as adult family members and any entities owned or controlled by the sanctioned individual.

Stop Anti-Semitism on College Campuses Act This bill prohibits an institution of higher education (IHE) that participates in federal student aid programs from authorizing, facilitating, providing funding for, or otherwise supporting any event that promotes anti-Semitism on the IHE's campus.

Retail Revitalization Act of 2023 This bill amends tax rules for real estate investment trusts (REITs). It increases (1) the share of equity investments a distressed retail tenant may receive from a REIT from 10% to 50%, and (2) the equity share for regular tenants from 10% to 30%. The bill also allows taxable REIT subsidiaries to accept equity in a retail tenant's businesses as a form of rent, subject to certain restrictions.

Social Security Child Protection Act of 2023 This bill directs the Social Security Administration to issue a new Social Security number to a child under the age of 14 if the child's Social Security card was stolen while being sent.

Pay Less at the Pump Act This bill eliminates the excise tax on domestic crude oil and imported petroleum products (known as the petroleum Superfund tax rate) beginning on January 1, 2023. The bill also eliminates the authority for advances to the Hazardous Substance Superfund from the General Fund of the Treasury. Under current law, the petroleum Superfund tax rate imposed is 16.4 cents per barrel (indexed annually for inflation). Amounts collected from this tax are deposited into the Hazardous Substance Superfund, which finances the remediation of certain environmentally contaminated sites. Further, under current law, the authority for advances to be appropriated to the Hazardous Substance Superfund extends through 2032.

Migrant Relocation Transparency Act This bill requires the federal government to, before resettling, transporting, or relocating any non-U.S. nationals ( aliens under federal law) not in detention, consult with the affected state and local governments. Specifically, the department taking the action, either the Department of Health and Human Services (HHS) or the Department of Homeland Security (DHS), must consult with the affected state and local governments at least three days before the action. HHS and DHS must also submit to Congress monthly state-specific reports about such actions.

The resolution also encourages the President to seek additional ways to increase U.S. trade, technology, and investment ties with Taiwan.

This resolution condemns all manifestations of expressions of racism and anti-Asian, Native Hawaiian, and Pacific Islander or ethnic intolerance. The resolution calls on federal law enforcement officials, working with state and local officials, to expeditiously and vigorously investigate all reports of hate crimes and threats against Asian Americans, Native Hawaiians, and Pacific Islanders in the United States; work to improve the reporting of such hate crimes; and hold the perpetrators of those crimes, incidents, or threats accountable and bring the perpetrators to justice.

Defending American Jobs and Investment Act This bill provides for the enforcement of remedies against foreign countries that have extraterritorial or discriminatory taxes. Specifically, the bill requires the Department of the Treasury to periodically submit a report to Congress that lists each foreign country that has one or more extraterritorial or discriminatory taxes. Treasury must commence enhanced bilateral engagement with each foreign country included in the report. This engagement must (1) express the concern of the United States with respect to the adverse trade and economic effects of tax policies that violate bilateral tax treaties and international tax norms, (2) urge the repeal of extraterritorial and discriminatory taxes that target U.S. persons, and (3) advise the foreign country of remedial actions (as outlined by this bill). The bill increases income tax and withholding tax rates on certain foreign citizens, corporations, and partnerships of any foreign country listed in Treasury's report. The bill provides the executive branch with additional tools to enforce against extraterritorial and discriminatory taxes. These tools include authorizing the President to prohibit government contracting or procurement of goods or services from a foreign country listed in Treasury's report, directing Treasury to consider these taxes in assessing whether to enter into or update a bilateral tax treaty with the foreign country, and requiring the U.S. Trade Representative and the Department of Commerce to consider these taxes in assessing whether to enter into any free trade agreement or executive agreement with the foreign country.

United States Postal Service Shipping Equity Act This bill authorizes the mailing of alcoholic beverages by certain entities in accordance with the delivery requirements otherwise applicable to a privately carried shipment. The authorization applies to an entity (including a winery, brewery, beverage distilled spirits plant, or other wholesaler, distributer, importer, or retailer of alcoholic beverages) that has registered with, obtained a permit from, or obtained approval of an application from the Department of the Treasury. The bill directs the U.S. Postal Service (USPS) to prescribe regulations (1) requiring direct delivery to a duly authorized agent at a postal facility or to the addressee, who must be at least 21 years of age and present a valid, government-issued photo identification at the time of delivery; (2) prohibiting such alcoholic beverages from being for resale or any other commercial purpose; and (3) requiring such entity to certify that the mailing is not in violation of applicable laws or regulations and to provide other information as directed by the USPS. The U.S. district courts shall have jurisdiction to render judgment upon any claim brought by a state, local, or tribal government against the USPS of a violation of state, local, or tribal law regarding the sale, mailing, transportation, or importation of alcoholic beverages into any U.S. state, territory, or district. The USPS shall not be liable for interest prior to judgment or for punitive damages.

Veterans National Traumatic Brain Injury Treatment Act This bill requires the Department of Veterans Affairs to implement a five-year pilot program to furnish, under the Veterans Community Care Program, hyperbaric oxygen therapy to veterans with traumatic brain injuries or post-traumatic stress disorder.

Asylum Accountability Act This bill permanently bars a non-U.S. national ( alien under federal law) from receiving certain immigration-related relief if that individual is ordered removed from the United States after failing to appear at a removal proceeding, unless that failure to appear is due to exceptional circumstances. (Currently, this bar from relief is for 10 years.) Under this bill, such an individual shall be permanently barred from receiving discretionary relief under specified immigration provisions, such as (1) cancellation of removal and adjustment to lawful permanent resident status, (2) being allowed to voluntarily depart from the United States, or (3) being allowed to change from one nonimmigrant classification to another.

Hot Foods Act of 2023 This bill expands the Supplemental Nutrition Assistance Program (SNAP) to permit the use of SNAP benefits to purchase hot foods or hot food products ready for immediate consumption.

Save America's Forgotten Equines Act of 2023 or the SAFE Act of 2023 This bill permanently prohibits the slaughter of equines (e.g., horses and mules) for human consumption. (Current law prohibits the slaughter of dogs and cats for human consumption. This bill extends the prohibition to equines.) Specifically, this bill prohibits a person from knowingly slaughtering an equine for human consumption; or shipping, transporting, possessing, purchasing, selling, or donating an equine to be slaughtered for human consumption or equine parts for human consumption. The bill subjects a violator to a fine. The bill applies to conduct in or affecting interstate or foreign commerce or within the special maritime and territorial jurisdiction of the United States. However, it does not apply to an activity carried out by an Indian for a religious ceremony. In recent years, appropriations acts have prohibited the Department of Agriculture (USDA) from using federal funds to inspect horses before they are slaughtered for human consumption. Therefore, there are currently no USDA-inspected horse slaughter facilities in the United States.

This resolution acknowledges the 14th anniversary of the end of the war in Sri Lanka and urges the United States to work with the United Nations to establish an international mechanism for accountability for the grave crimes committed during the war. The resolution also encourages the promotion of universally accepted democratic principles on the island of Sri Lanka, including by using the referendum process to ensure that all ethnicities are equitably represented.

This resolution calls for the immediate extradition or rendering of convicted criminals William Morales, Joanne Chesimard, and others receiving safe harbor in Cuba to the United States. The resolution also urges the Secretary of State, Attorney General, and international community to continue to press for the immediate return of all fugitives from justice to the United States.

Give Kids a Chance Act of 2023 This bill authorizes certain targeted clinical trials involving combinations of drugs to treat pediatric cancer. Specifically, the bill modifies requirements relating to molecularly targeted pediatric cancer investigations so as to authorize investigations of new drugs that are used in combination with active ingredients that have already been approved and that (1) have been determined to be the standard of care for treating a pediatric cancer, or (2) have been approved to treat an adult cancer and are directed at molecular targets for pediatric cancer. The Food and Drug Administration must issue guidance and report on the bill's implementation. The Government Accountability Office must report on the effectiveness of the bill's changes with respect to the development of pediatric cancer drugs.

AM Radio for Every Vehicle Act of 2023 This bill requires the Department of Transportation (DOT) to issue a rule that requires all new motor vehicles to have devices that can access AM broadcast stations installed as standard equipment. (AM broadcast stations are often used to deliver emergency alerts and news and entertainment programming; some newer vehicles do not include AM equipment.) Specifically, this bill applies to motor vehicles manufactured in the United States, imported into the United States, or shipped in interstate commerce after the rule's effective date. The DOT rule must require all such vehicles to have devices that can receive signals and play content transmitted by AM broadcast stations or digital audio AM broadcast stations installed as standard equipment. Prior to the effective date of the rule, manufacturers that do not include devices that can access AM broadcast stations as standard equipment must inform purchasers of this fact through clear and conspicuous labeling. DOT may assess civil penalties against any manufacturer that fails to comply with the mandate. The Department of Justice may also bring a civil action to enjoin a violation. Further, the Government Accountability Office must study and report on whether a reliable alternative communication system exists for delivering emergency alerts and consider the (1) cost to drivers and passengers of receiving communications through an alternative system, and (2) cost and time required to develop and implement an alternative.

Taxpayers and Savers Protection Act or the TSP Act This bill prohibits the Thrift Savings Fund from investing in any security that has certain connections to a country of concern. (A country of concern is a country listed in the Annual Threat Assessment that the Office of the Director of National Intelligence provides to Congress. In the 2023 assessment, these countries included China, Russia, Iran, and North Korea.) A covered security is one that is (1) listed on an exchange in a country of concern; (2) issued by an entity incorporated in or subject to the jurisdiction of such country; or (3) issued by an entity that generates more than 50% of its revenue in a country of concern, consolidates the revenue under generally accepted accounting principles in the United States, and incorporates the revenue into the financial statement of a publicly listed company.

Charitable Act This bill allows individual taxpayers who do not otherwise itemize their tax deductions a deduction in taxable years beginning in 2023 or 2024 for charitable contributions. The deduction is limited to one-third of the standard deduction allowed to such taxpayers.

National Law Enforcement Officers Remembrance, Support and Community Outreach Act This bill directs the Department of Justice (DOJ) to establish a National Law Enforcement Officers Remembrance, Support, and Community Outreach Program. The bill further directs DOJ to award a grant under the program to the National Law Enforcement Officers Memorial Fund for the expenses associated with community outreach, public education, and officer safety and wellness programs operated by the of the National Law Enforcement Officers Memorial Fund and National Law Enforcement Museum.
