Applauds the public statements by Crown Prince Abdullah; and urges him to implement policies that are consistent with his statements. Urges the U.S. Department of State and other appropriate Federal agencies to work closely with the Government of Saudi Arabia on efforts to address issues related to education curriculum, textbooks, and teacher training. Supports expanding and creating more cultural, academic, visitor, and other exchanges between the United States and Saudi Arabia, subject to appropriate security checks. Requests the U.S. Representative to the United Nations Educational, Scientific, and Cultural Organization to encourage UNESCO to examine the educational system in Saudi Arabia and monitor the progress of the efforts to reform the education curriculum.

Nuclear Infrastructure Security Act of 2003 - Amends the Atomic Energy Act of 1954 to require the Nuclear Regulatory Commission (NRC), in coordination with the Department of Homeland Security, to study and report to Congress on threats and vulnerabilities targeting nuclear facilities. Directs the NRC to: (1) revise design basis threats; (2) establish a system for the determination of threat levels; (3) require each licensee or certificate holder of a designated nuclear facility to revise its security plan and make necessary upgrades; (4) review the emergency response plan for each facility; (5) assign a Federal security coordinator to each NRC region; and (6) require fingerprinting of nuclear facility personnel for criminal history record checks. Amends the Energy Reorganization Act of 1974 to establish in the NRC the Office of Nuclear Security and Incident Response. Directs the NRC to establish a security response evaluation program to assess the ability of each designated nuclear facility to defend against threats in accordance with the facility's security plan. Amends Federal criminal law to authorize NRC licensees and certificate holders guarding nuclear facilities, equipment, or material to: (1) transport short-barreled shotguns or rifles; (2) accept imported firearms or ammunition; (3) transport and possess firearms; and (4) possess semiautomatic assault weapons and large capacity ammunition feeding devices. Amends the Atomic Energy Act of 1954 to: (1) redefine byproduct material to include accelerator-produced radioactive material; and (2) direct the NRC to promulgate requirements and standards for its acquisition, possession, transfer, use, or disposal. Amends the Energy Reorganization Act to extend whistleblower protection to a contractor or subcontractor of the NRC.

Campus Fire Safety Right-to-Know Act of 2003 - Amends the Higher Education Act of 1965 to require, beginning in academic year 2004-2005, each eligible institution participating in any program under the Act to provide to all current students and employees, and to any applicant for enrollment or employment upon request, an annual fire safety report containing specified information about the campus fire safety practices and standards of that institution. Requires such institutions to: (1) record all fires reported to local fire departments, including the nature, date, time, and general location of each fire and all false fire alarms; and (2) open such information to public inspection. Requires the institutions to report on such information periodically to the campus community in a manner that will aid the prevention of similar occurrences. Requires the institutions to request their fraternities and sororities to collect and report such information for each building and property they own or control.

Fair and Accurate Credit Transactions Act of 2003

Fair and Accurate Credit Transactions Act of 2003 - Amends the Fair Credit Reporting Act (FCRA) to extend Federal preemption to State law enacted after January 1, 2004, that declares explicitly that it is intended to supplement the FCRA and grant greater protection to consumers than is provided under Federal law. (Thus repeals the protection from Federal preemption granted to more stringent State consumer protection laws). Sets forth measures to address identity theft prevention, including: (1) credit card issuer responsibility to investigate cardholder change of address; and (2) truncation of credit and debit card account numbers. Places an affirmative duty upon a consumer reporting agency to: (1) make notification of fraud alert; (2) provide a summary of rights to identity theft victims; and (3) block information resulting from identity theft. Directs the Federal banking agencies to establish procedures for depository institutions to identify possible instances of identity theft. Instructs the Federal Trade Commission to prescribe rules for coordination of consumer complaint investigations. Requires a consumer reporting agency to take specified actions to reconcile discrepancies pertaining to a consumer address. Prohibits furnishing information to a consumer reporting agency that is known to include identity theft activity. Repeals limitations attached to mandatory free annual credit report disclosures that are furnished upon consumer request. Requires a consumer reporting agency, when fulfilling a consumer request for all information in the consumer's file, to include a summary of how any individual consumer credit score was derived and how it might be improved. Excludes from FCRA consumer disclosure requirements certain communications pertaining to employee misconduct investigations.

New Aid for Trustworthy, Affordable Drugs Act (NAFTA Drugs Act) - Directs the United States Trade Representative (USTR) to enter into agreements with other North American Free Trade Agreement (NAFTA) countries (Canada and Mexico) to harmonize regulatory requirements such that drugs approved for commercial distribution in any NAFTA country may be imported or exported between NAFTA countries. Permits the USTR to enter into such an agreement only if the agreement provides for: (1) regulatory standards for drugs that are consistent with the requirements of this Act; (2) a seal, to be placed only by a registered pharmacy, certifying that a given drug meets the standards of the harmonization agreement and may be imported; (3) a unique system of tracking numbers identifying certain entities, including the drug manufacturer and the NAFTA county of origin; (4) the reimbursement by drug manufacturers of the Secretary of Health and Human Services for benefits derived from National Institutes of Health research. Sets a sunset of one year after the passage of this Act for the authority of the USTR to enter into harmonization agreements under this Act.

Instructs the Secretary to provide for the submission of requests by use of the Internet. Requires the Secretary to notify the Select Committee on Homeland Security of the House of Representatives and the Committee on Governmental Affairs of the Senate before making any payment of greater than $20 million to a State under this Act.

Salute to Veterans and the Armed Forces Act of 2003 - Allows the full payment of military retired pay and veterans' disability compensation, without deduction from either (current law), without the enactment of qualifying offsetting legislation. Repeals: (1) special compensation programs for certain severely disabled and combat-disabled military retirees; and (2) provisions requiring a dependency and indemnity compensation offset from surviving spouse annuities under the Survivor Benefit Plan. Increases the amount of basic educational assistance for members of the Selected Reserve. Directs the Secretary of Defense, for fiscal years after 2005, to provide a percentage increase in the higher learning cost index for determining basic educational assistance amounts. Directs the Secretary to pay a bonus to members who, at any time during service under Operations Iraqi Freedom or Enduring Freedom, satisfied eligibility requirements for the receipt of special pay for duty subject to hostile fire or imminent danger. Directs the Secretary of Homeland to provide such bonus to qualifying Coast Guard members. Authorizes additional appropriations for veterans' improved access to medical care. Directs the Secretary of Veterans Affairs to make interim payments under claims for veterans' benefits when the final decision regarding the payment of such benefits is delayed following remand by the U.S. Court of Appeals for Veterans Claims or the Board for Veterans' Appeals to the Secretary for expedited consideration. Prohibits with respect to veterans: (1) increases in medication copayments; and (2) the imposition of health care enrollment fees. Requires the: (1) Secretaries of Veterans Affairs and Labor to provide appropriate information concerning veterans' benefits and employment opportunities; and (2) Secretary of Veterans Affairs to prepare an annual plan for the conduct of veterans' outreach activities. Amends the Internal Revenue Code to place the maximum individual income tax rate at 38.6 percent.

Family Reunification Act of 2003

Family Reunification Act of 2003 - Amends the Immigration and Nationality Act to set forth the conditions under which the Secretary of Homeland Security may cancel the removal of a permanent resident alien who is inadmissible to, or deportable from, the United States, if the alien: (1) has not been convicted of any aggravated felony; (2) has been convicted of a nonviolent aggravated felony; (3) has been convicted of an aggravated violent felony; (4) was admitted to the United States before age ten; and (5) was admitted to the United States before the age of 16. Sets forth related residency and criminal act provisions. Prohibits cancellation of removal for conviction of an act of murder, rape, or sexual abuse of a minor. Authorizes: (1) the Secretary to notify the agency that prosecuted an alien that such alien is seeking cancellation of removal; and (2) the agency to seek to block such action based upon the alien's failure to provide the agency with all relevant criminal information. Terminates the period of continuous residence or physical presence for cancellation of removal purposes when an alien receives a notice to appear for removal proceedings. (Currently such period is deemed to end upon such notice or upon commission of the removable offense.) Permits an alien who has committed a criminal offense to reenter the United States without seeking admission (and thus be subject to removal) if the offense was committed: (1) outside of the United States and the alien received a waiver or cancellation of removal prior to seeking reentry; and (2) within the United States and the alien was absent from the United States for not more than 30 days since the offense, or for more than 60 days if he or she was unable to return within 30 days for reasons beyond his or her control. Authorizes the Secretary to release a criminal alien who proves that he or she: (1) is prima facie eligible for cancellation of removal; and (2) would not pose a danger to the national security or the safety of persons or property, or be a flight risk. States that a criminal conviction remains a conviction for immigration purposes even if vacated, unless the conviction is vacated: (1) on the merits; or (2) on grounds relating to the violation of a statutory or constitutional right in the underlying proceedings. Permits an alien made eligible for cancellation of removal as a result of the amendments made by this Act to file a motion to reopen to apply for cancellation within one year of the Secretary's issuance of implementing regulations. Prohibits: (1) an alien from being admitted to enter the United States to file a motion to reopen or to apply for cancellation of removal, except at the Secretary's discretion; and (2) judicial review of such determinations. Sunsets this Act on the later of December 31, 2006, or three years after issuance of final regulations.

Directs the Secretary of Homeland Security to: (1) develop and recommend standards and guidelines for universal all-hazard terminology and protocols, and (2) issue warnings related to acts of terrorism and other public safety threats via a public warning system.

Calls on the President to implement and observe all NPT obligations and commitments and to revise national policies on nuclear weapons accordingly. Urges the President, in the interests of protecting and advancing human, national, and global security, to: (1) declare unconditionally that the United States will not use nuclear weapons first, and that pending their elimination, such weapons serve only to deter a nuclear attack by a hostile state or other entity; (2) initiate and conclude multilateral negotiations on verifiable steps nuclear states, including the United States, shall take to reduce and eventually eliminate nuclear weapons; (3) cooperate with the Russian Federation to remove from deployment nuclear weapons that are operational; (4) reaffirm the moratorium on nuclear testing and work for ratification of the Comprehensive Test Ban Treaty; and (5) terminate all efforts to enhance U.S. military capabilities of the U.S. nuclear arsenal and to develop ballistic missile defenses.

Anti-Spam Act of 2003 - Prohibits a person from initiating in interstate commerce any commercial electronic mail (commercial email) message unless the message contains: (1) identification as commercial email; (2) notice of an opt-out opportunity, along with an email address or other mechanism for doing so; and (3) a valid physical street address of the sender. Prohibits the transmission of commercial email: (1) after valid objection; (2) with false or misleading header information or subject headings; (3) from illegally harvested email addresses, including addresses generated by automated means; or (4) without warning labels on commercial email containing sexually oriented material. Provides a right of enforcement action for: (1) providers of Internet access service; (2) States on behalf of any of their residents; and (3) the Federal Trade Commission (FTC). Amends the Federal criminal code to provide criminal penalties for: (1) falsifying the identity of a commercial email sender; (2) failing to place warning labels on commercial email containing sexually oriented material; (3) repeat offenses and bulk email violations; and (4) illegal harvesting of email addresses. Provides for enforcement of such penalties through actions by Internet service providers, the FTC and the Attorney General, and State attorneys general. Requires the FTC to report to Congress regarding the need to protect the rights of users of email to avoid receiving unsolicited commercial email.

Elder Justice Act - Amends the Social Security Act (SSA) to add a new title XXII (Elder Justice) to establish: (1) within the Department of Health and Human Services (HHS) an Office of Elder Justice; (2) within HHS an Intra-Agency Elder Justice Steering Committee to coordinate HHS elder justice programs and policy; (3) the Elder Justice Coordinating Council to make recommendations for the coordination of activities to HHS, the Department of Justice, and other relevant Federal, State, local, and private agencies and entities; and (4) the Advisory Board on Elder Abuse, Neglect, and Exploitation. Outlines provisions with respect to uniform collection, maintenance, and dissemination of national data relating to elder abuse, neglect, and exploitation. Authorizes the HHS Secretary to award various grants, including grants for: (1) prevention of elder abuse, neglect, and exploitation; (2) five Centers of Excellence nationwide that shall specialize in research, clinical practice, and training relating to elder abuse, neglect, and exploitation; (3) six diverse communities to examine various types of elder shelters and to test various models for establishing safe havens; (4) nonprofit organizations and faith-based organizations to encourage such organizations to establish or continue volunteer programs that focus on the issues of elder abuse, neglect, and exploitation, or that provide related services; and (5) various multidisciplinary elder justice activities. Provides for: (1) reporting to law enforcement of crimes occurring in Federally-funded long-term care facilities; (2) revising the quality of long-term care; and (3) increasing consumer information about long-term care. Amends: (1) SSA titles XVIII (Medicare) and XIX (Medicaid) to establish programs to prevent abuse of skilled nursing facility and nursing facility residents; (2) the Public Health Service Act to increase the number of health care professionals with geriatric training; (3) the Older Americans Act of 1965 with respect to the long-term care ombudsman program; (4) part A (General Provisions) of SSA title XI to establish in HHS the Office of Adult Protective Services; and (5) SSA titles XVIII and XIX to assure safety of residents when nursing facilities close. Establishes in the Department of Justice an Office of Elder Justice. Amends the: (1) Federal criminal code to provide for a cause of action for elder abuse and neglect; and (2) Internal Revenue Code to provide for a long-term care facility worker employment tax credit.

Law Enforcement Officers Equity Act - Redefines the term "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) Federal employees not otherwise covered by such term whose duties include the investigation or apprehension of suspected or convicted individuals and who are authorized to carry a firearm; and (2) such employees of the Internal Revenue Service whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns. Requires that such service which is performed by an incumbent law enforcement officer be treated: (1) on or after the enactment date of this Act, for all purposes, as service performed as a law enforcement officer, irrespective of how such service is treated under the following; and (2) before, on, or after such date, for purposes of CSRS and FERS, as service performed as such an officer, but only if an appropriate written election is submitted to the Office of Personnel Management five years after such date or before separation from Government service, whichever is earlier. Provides that nothing under current law respecting mandatory separation from Government service under CSRS or FERS shall cause the involuntary separation of an officer before the end of the three-year period beginning on such date.

Mutual Funds Integrity and Fee Transparency Act of 2003 - Directs the Securities and Exchange Commission (SEC) to require mutual funds to disclose specified costs in their periodic reports to shareholders. States that a disclosure shall not be considered to be made in an appropriate disclosure document if it is made exclusively in a prospectus or statement of additional information. Amends the Investment Company Act of 1940 to require each investment adviser to a registered investment company to report at least annually to such company's board of directors regarding specified payments, services and research services. Imposes a fiduciary duty upon company boards of directors to: (1) supervise and determine that an investment adviser's direction of the company's brokerage transactions serves the best interests of company shareholders; (2) supervise revenue sharing arrangements to ensure compliance with this Act; and (3) determine that revenue sharing arrangements serve the best interests of company shareholders. Reduces from sixty percent to one-third the number of "interested persons" who may serve as board members of a registered company. Prohibits an "interested person" from serving as chairman of the board of a registered company. Revises accountant selection criteria to: (1) mandate accountant selection by the audit committee of a registered company; (2) confer direct responsibility upon the audit committee for appointment, compensation, and oversight of the independent public accountant employed to prepare or issue the audit report; (3) require such independent public accountant to report directly to the audit committee; and (4) require each audit committee member to be a member of the board of directors, and to otherwise be independent. Directs the SEC to study and report to specified congressional committees on the use of soft dollar arrangements by investment advisers.

Expands the definition of a disqualified debt instrument with respect to deduction disallowance on certain debt instruments of corporations. Expands the authority to disallow deductions, credits, or other allowances under provisions disallowing such benefits due to acquisitions made to evade or avoid income tax. Amends provisions affecting passive foreign investment companies to state that the term "qualified portion" (of a shareholder's holding period) does not include any period if there is only a remote likelihood of an inclusion in gross income under subpart F (Controlled Foreign Income). Adds to the definition of the term "real estate investment trust" by stating that such term includes a corporation, trust, or association which is not a controlled entity. Directs the Secretary to establish a program requiring the payment of user fees, until September 30, 2013, for: (1) requests to the Internal Revenue Service for ruling letters, opinion letters, and determination letters; and (2) other similar requests.
