Mental Health Parity Enhancement Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), Public Health Service Act, and the Internal Revenue Code to specify that mental health parity provisions apply to annual and lifetime visit or benefit limits, as well as to dollar limits set by health plans.

Directs the Architect of the Capitol to establish on U.S. Capitol grounds as part of the Capitol Visitors Center a "Spirit of America Garden" as a living memorial to the victims of the terrorist attacks on the United States on September 11, 2001.

Airline Workers Fairness Act - Requires procedures that ensure the fair and equitable resolution of labor integration issues in certain transactions for the combination of air carriers which were pending or had been completed during the period from January 1, 2001 to September 11, 2001, and which did not result in the creation of a single air carrier by September 11, 2001. Requires specified labor protective provisions, which were imposed by the Civil Aeronautics Board in the Allegheny-Mohawk merger, to apply to covered employees of the covered air carrier, in any covered transaction that leads to the combination of crafts or classes that are subject to the Railway Labor Act. Requires the terms of a collective bargaining agreement to govern the process of seniority integration where such agreement provides for application of such labor protective provisions in such process. Provides for enforcement of this Act in Federal district courts.

Terrorist Disaster Relief for Small Businesses Act - Directs the Administrator of the Small Business Administration to treat: (1) the terrorist attacks on the United States that occurred on September 11, 2001, as a disaster for which loans to affected small business concerns are authorized; and (2) the entire United States as the affected area. Allows the Administrator to waive certain size standards that would otherwise preclude a business concern from being an eligible recipient of such a loan.

Medicare Coordinated Community Care Act of 2001 - Amends part C (Medicare+Choice) of title XVIII (Medicare) of the Social Security Act (SSA) to make the social health maintenance organizations (SHMOS) a permanent option under the Medicare+Choice program as coordinated community care plans which offer benefits for certain chronic illness care, home and community-based, supplemental non-acute institutional, and end-of-life and palliative care services. Directs the Secretary of Health and Human Services to establish a National Advisory Committee on Social HMO Replication to assist Medicare+Choice plans, health care providers, and other appropriate organizations in the design, implementation, and ongoing evaluation of coordinated community care plans under this Act.

Displaced Workers Assistance Act - Authorizes certain groups of workers who have become totally or partially separated (or threatened with total or partial separation) from employment with the airline industry as a result of reductions in service by an air carrier or closure of an airport due to a terrorist action or security measures to petition the Secretary of Labor for a certification of eligibility to apply for adjustment assistance (similar to trade adjustment assistance under the Trade Act of 1974). Provides certain benefits (employment services, job training, and readjustment allowances) to eligible workers meeting certain eligibility requirements. Provides eligible workers who do not meet certain requirements for State unemployment compensation with a limited readjustment allowance under this Act. Provides for payment of premiums for COBRA health care continuation coverage of eligible workers. Authorizes a State to elect to provide medical assistance under its Medicaid program under title XIX of the Social Security Act for eligible workers who are not eligible for COBRA health care continuation coverage, and who are uninsured.

Criminal Alien Visa Denial Act of 2001 - Amends the Immigration and Nationality Act to require the Attorney General and the Federal Bureau of Investigation (FBI) to provide the Department of State and the Immigration and Naturalization Service with access to specified criminal history extracts in order to determine whether or not a visa or admissions applicant has a criminal history. Directs the FBI to provide periodic extract updates. Provides for confidentiality.

Home Equity Loss Prevention and Economic Recovery Act of 2001 - Amends the Internal Revenue Code of 1986 to allow a personal interest deduction (up to $10,000, adjustable for inflation) for individuals. Repeals restrictions on the deduction for education loans.

Brownfields Redevelopment Enhancement Act - Amends the Housing and Community Development Act of 1974 to authorize the Secretary of Housing and Urban Development to make grants to eligible public entities to assist in the environmental cleanup and economic development of brownfield sites. Provides that community development block grant (CDBG) loan guarantee limits shall not include amounts for certain brownfield projects. Includes brownfield redevelopment as an eligible CDBG activity. Directs the Secretary to: (1) implement the community empowerment fund pilot program, including brownfield redevelopment activities; and (2) conduct a study of Federal brownfield redevelopment activities.

I Love New York Tax Deduction Act of 2001 - Amends the Internal Revenue Code to: (1) increase from 50 to 80 percent the business meal and entertain expenses deduction for such expenses in New York City; and (2) permit a 50 percent (up to $500 or $1,000, on a joint return) personal deduction for meal, entertainment, and lodging expenses in New York City.

Alaska Rainforest Conservation Act of 2001 - Designates: (1) specified public lands in the Chugach National Forest, Alaska, as National Wilderness Preservation System components; and (2) specified public lands in the Tongass National Forest, Alaska, as wilderness areas or System components. Provides with respect to specified public lands in the Tongass National Forest, Alaska, for: (1) a wilderness designation study; (2) designation as Land Use Designation II lands; (3) designation as restoration lands; and (4) designation as special management areas. Amends the Wild and Scenic Rivers Act to designate, or study for designation, as wild, scenic, and recreational rivers specified waters in the Chugach and Tongass National Forests, Alaska.

September 11th Heroes Stamp Act of 2001 - Directs the U.S. Postal Service to issue a semipostal (first-class postage stamp sold at a premium) with the proceeds from its sale going to provide assistance, through the Federal Emergency Management Agency, to the families of emergency relief personnel who were killed or disabled as a result of the terrorist attacks against the United States on September 11, 2001.

Expresses the sorrow of Congress for the death and injuries suffered by first responders as they tried to save innocent people in the aftermath of the terrorist attacks on the World Trade Center and the Pentagon on September 11, 2001. Honors and commends the first responders who participated in evacuating and rescuing the innocent people in the World Trade Center and the Pentagon after the terrorist attacks. Encourages all levels of government to continue to work together to coordinate emergency preparedness effectively by providing the infrastructure, funding, and interagency communication and cooperation necessary to ensure that when another terrorist attack occurs, first responders will be as prepared as possible to respond to the attack effectively.

Phoenix Fund for Victim Assistance Act of 2001 - Amends the Internal Revenue Code to permit a taxpayer to designate that a specified portion (not less than $1) of any tax overpayment be paid over to the Phoenix Fund for Victim Assistance. Establishes such fund.

Victory Bonds Act of 2001 - Instructs the Secretary to issue Victory Bonds in response to the acts of terrorism perpetrated against the United States on September 11, 2001. Mandates that proceeds from the issuance of Victory Bonds be used to raise funds to: (1) assist in recovery and relief operations following the terrorist acts, including humanitarian assistance; and (2) combat terrorism.

Expresses the sense of Congress that the children who lost one or both parents or a guardian in the September 11, 2001, World Trade Center and Pentagon tragedies, including the aircraft crash in Somerset County, Pennsylvania, should be provided with all necessary services and benefits, including foster care assistance, adoption assistance, and medical, nutritional, and psychological care. Urges each responsible Federal agency to put the highest priority on providing such assistance, services, and benefits within 60 days of the determination of the death of the child's parent or guardian.

Victims of Terrorism Relief Act of 2001 - Amends the Internal Revenue Code to exempt from income taxes and the additional estate tax any individual who died as a result of the September 11, 2001, terrorist attacks, unless the individual was a perpetrator of the attacks.

Requires the Director of the Bureau of Justice Assistance to authorize payment (within 30 days of employing agency certification) of death or permanent disability benefits to qualified beneficiaries of public safety officers who were killed or who suffered a catastrophic injury as a direct and proximate result of a personal injury sustained in the line of duty in connection with the rescue or recovery efforts related to the terrorist attacks of September 11, 2001.

Debbie Smith Act - Authorizes the Attorney General to make grants to eligible States to carry out sexual assault nurse examiner programs and to train law enforcement personnel and first responders in the handling of sexual assault cases and the collection and use of DNA samples for forensic evidence. Provides that for a State to be eligible to receive a grant, the chief executive officer of the State shall submit to the Attorney General an application which shall include a certification that the State shall comply with specified quality assurance standards. Sets forth provisions regarding restrictions on the use of funds and expenditure records. Amends the Violent Crime Control and Law Enforcement Act of 1994 to require the Director of the Federal Bureau of Investigation (FBI) to issue (and revise periodically) standards for collecting and processing, for use as forensic evidence, samples on which DNA analysis may be carried out. Authorizes the Attorney General to make grants to eligible States to carry out DNA analyses of samples from crime scenes for inclusion in the FBI's Combined DNA Index System. Sets forth provisions regarding State eligibility, restrictions on uses of funds, and expenditure records.

National Weather Service Flexible Work Scheduling Act - Provides an overtime hourly rate of pay of one and one-half times the hourly rate of basic pay and provides that all such pay is premium pay for an employee of the National Weather Service who occupies a nonmanagerial position in GS-14 or under: (1) the duties of which are critical to the immediate daily operation of the forecast and warning responsibilities of the Service and directly affect public and aviation safety; (2) in which overtime work is usually unscheduled due to the vicissitudes of severe weather; and (3) in which overtime work is therefore unusually taxing. Exempts such an employee from the limitation on aggregate pay, including premium pay, for a pay period. Provides for a National Weather Service employee, who works during a regularly scheduled eight-hour period of service a part of which is performed on Sunday, to be paid at his or her basic pay rate, plus premium pay at a rate equal to 25 percent of his or her basic pay rate with respect to that portion of such period of service which is performed on Sunday.

Family and Medical Leave Enhancement Act of 2001 - Amends the Family and Medical Leave Act of 1993 (FMLA) to expand the Act's coverage by reducing from 50 to 25 the threshold minimum number of employees of an employer necessary for the Act to apply. Allows employees covered by FMLA to take up to four hours during any 30-day period, and up to 24 hours during any 12-month period, of parental involvement leave to participate in or attend their children's or grandchildren's educational and extracurricular activities. Amends Federal civil service law to apply the same parental involvement leave allowance to Federal employees. Provides that leave under FMLA may be taken to meet: (1) routine family medical needs, including transportation of children or grandchildren for medical and dental appointments for annual checkups and vaccinations; and (2) the routine medical care needs of elderly relatives of the eligible employee, including visits to nursing homes and group homes.

Gun Sale Anti-Fraud and Privacy Protection Act - Amends Brady Handgun Violence Prevention Act provisions regarding the National Instant Criminal Background Check System (NICS) to require the destruction of all records relating to the receipt of a firearm that would not violate State or Federal prohibitions, other than the identifying number and the date a call was assigned, (current law) not later than 90 days after the licensee first contacts the system with respect to the transfer. Directs: (1) the Attorney General to make those records available to the Secretary of the Treasury to enable the Secretary to conduct audits to detect fraud and misuse, and to protect the privacy and security, of the information in the system; and (2) the Department of the Treasury to maintain and destroy those records in accordance with all laws applicable to the records.

Women's Health Drug Studies Act - Amends the Federal Food, Drug and Cosmetic Act to authorize the Secretary of Health and Human Services to require that sponsors and holders of certain pending or approved drug applications either conduct or support research to obtain information on whether the drugs affect females differently than males.

Breast Cancer Research Stamp Act of 2001 - Amends Federal postal law to provide that any limitation in the Semipostal Authorization Act relating to whether more than one semipostal (a postage stamp issued by the U.S. Postal Service, at a premium, in order to help provide funding for a national public interest) may be offered for sale at the same time, shall not apply to the breast cancer research special stamps issued by the U.S. Postal Service. Extends the Service's authority to issue such stamps through July 29, 2008. Revises the differential amount of the special rate of postage for the breast cancer research stamp to not less than 15 percent of the regular first-class rate (currently, not to exceed 25 percent of first-class). Requires the special rate to be evenly divisible by five.

Omnibus Mercury Emissions Reduction Act of 2001 - Amends the Clean Air Act to require the Administrator of the Environmental Protection Agency to promulgate regulations to establish standards for mercury and mercury compound emissions applicable to: (1) electric utility steam generating units; (2) coal- and oil-fired boiler units of a specified capacity; (3) chlor-alkali plants that use the mercury cell production process; and (4) dust from Portland cement plants. Sets forth permit requirements. Requires the Administrator to authorize methods of emissions control. Establishes mercury emission baselines for electric utility and coal- and oil-fired boiler units. Requires the regulations to ensure that recovered mercury is disposed of in a manner that ensures that: (1) mercury hazards are not transferred between environmental media; and (2) there is no release of mercury into the environment. Directs the Administrator to establish a program of long-term disposal research and publicize emission data for each facility. Amends the Solid Waste Disposal Act to direct the Administrator to publish a list of mercury-containing items to be separated and removed from the waste streams that feed solid waste facilities. Requires mercury-content labeling by manufacturers. Requires persons that transfer solid waste that may contain a listed mercury-containing item to submit separation and removal plans. Directs the Administrator to promulgate regulations concerning measurement of mercury emissions from solid waste combustion flue gases. Requires permits for solid waste incineration units to specify inspection, entry, monitoring, compliance certification, and reporting requirements. Directs the Administrator to require incineration units that exceed the maximum emission rate to install measures that will result, within three years, in a rate below the specified maximum. Prohibits, three years after this Act's enactment, the sale of mercury-containing products unless the manufacturer has been granted an exemption. Requires reports on reductions of mercury emissions from medical and hazardous waste incinerators, military uses of mercury, the sources and extent of emissions in North America, sedimentation trends in water bodies of concern, and fish consumption advisories. Directs the Administrator to establish a program to evaluate and address mercury-related health effects on high-risk populations. Requires the Secretary of Health and Human Services and the Administrator to establish an advisory committee to report on the progress made in complying with this Act's amendments.

Airport Noise Curfew Act of 2001 - Establishes the Airport Noise Curfew Commission, which shall study and make recommendations to Congress regarding the establishment of curfews on nonmilitary aircraft operations over populated areas of the United States during normal sleeping hours.

Holocaust Victims Insurance Relief Act of 2001 - Directs the Archivist of the United States to establish and maintain a Holocaust Insurance Registry to consist of information on holders and issuers (and related liable entities) of Holocaust-era insurance policies that were: (1) in effect after January 30, 1933, and before December 31, 1945; and (2) issued to a policyholder domiciled in any area of Europe that was occupied or controlled by Nazi Germany or any ally or sympathizer during such period. Requires: (1) insurers to file such information in an electronic format with the Secretary of Commerce by a specified deadline; (2) the Secretary to assess a civil penalty for each day an insurer fails to comply; and (3) notify each State's commissioner of insurance of the identity of any insurer that has failed to file such information or to satisfy any penalty.

Employment Non-Discrimination Act of 2001 - Prohibits employment discrimination on the basis of sexual orientation by covered entities (including employment agencies, labor organizations, and training programs). Prohibits related retaliation and coercion. Declares this Act inapplicable to the provision of employee benefits for the benefit of an employee's domestic partner. Prohibits the Equal Employment Opportunity Commission from: (1) collecting statistics on sexual orientation from covered entities; and (2) compelling covered entities to collect such statistics. Prohibits: (1) quotas and preferential treatment; and (2) an order or consent decree for a violation of this Act that includes a quota or preferential treatment. Declares that this Act is inapplicable to: (1) religious organizations; (2) the relationship between the United States and members of the armed forces; or (3) laws creating special rights or preferences for veterans. Prohibits the imposition of affirmative action for a violation of this Act. Disallows State immunity. Makes the United States or a State liable for remedies to the same extent as under the Civil Rights Act of 1964.

Bring Our Children Home Act - Amends the Federal judicial code to provide that a contestant may bring an action in district court to determine which of conflicting State court child custody determinations shall prevail. Directs the Attorney General (AG) to establish a registry for all custody orders entered by State courts. Authorizes law enforcement officers of a State or local government to hold, for no more than 24 hours, any child listed as missing for proper disposition under the latest valid custody determination. Requires the Secretary of State to prepare a report on progress made by the United States in negotiating and entering into bilateral treaties relating to international child abduction with countries that are not contracting parties under the Hague Convention on the Civil Aspects of International Child Abduction. Amends the Foreign Assistance Act of 1961 to require information on each country's efforts to prohibit international child abduction. Requires the AG to prepare a report describing the status of each case involving a request for extradition in cases involving international kidnaping by parents.

Medicare Equity Act for the Blind of 2001- Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to provide Medicare coverage of State vocational rehabilitation services for older individuals who are blind.

Nursing Home Quality Protection Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to provide for: (1) reinstitution of the Boren Amendment payment methodology repealed in 1997; (2) increased nurse staffing; (3) increased sanctions (including refunds and withholding of Federal funds) for substandard care furnished in nursing facilities; (4) a Nursing Facility Quality Improvement Account in the Treasury for deposit of all substandard care refunds and withheld amounts; (5) grants to States for improvement of the quality of care furnished in nursing facilities in the State; (6) increased public disclosure of information on the Internet regarding nursing facilities; (7) background checks on covered nursing facility employees; (8) the applicability of protections afforded under survey and certification process provisions to all nursing facility residents, not just those entitled to Medicaid payments or in an institution meeting certain requirements; and (9) financial accountability of nursing facilities.

Victims' Economic Security and Safety Act - Sets forth entitlement standards and implementation guidelines for employee use of emergency leave to address domestic or sexual violence. Permits victims of domestic or sexual violence to substitute existing leave in lieu of emergency leave. Authorizes State use of funds under part A of title IV of the Social Security Act (Temporary Assistance for Needy Families) (TANF) to provide nonrecurrent short-term emergency benefits for emergency leave precipitated by domestic or sexual violence . Amends the Internal Revenue Code relating to approval of State unemployment compensation laws to prohibit denial of compensation where an individual is separated from employment due to circumstances resulting from the individual's experience of domestic or sexual violence. Amends the Social Security Act to include training under this Act for unemployment compensation and TANF personnel. Authorizes the Secretary of Health and Human Services to award a grant to a national victim services organization to develop and disseminate a model program for domestic and sexual violence training. Victims' Employment Sustainability Act - Prohibits certain discriminatory employer practices relating to terms or conditions of employment in connection with victims of domestic or sexual violence. Victims of Abuse Insurance Protection Act - Prohibits denial or restriction of insurance coverage based on the status of the applicant or insured regarding abuse or abuse-related claims. Amends the Internal Revenue Code to allow a business related credit for 40 percent of an employer's costs for implementing workplace safety and education programs relating to domestic and sexual violence. Authorizes the Attorney General to provide a grant for a clearinghouse and resource center to provide information and assistance to employers, labor organizations, and advocates on behalf of victims of domestic or sexual violence.

Posthumous Citizenship Restoration Act of 2001 - Amends the Immigration and Nationality Act to extend until two years after the later of the date of enactment of this Act or the date of the person's death the deadline for the Attorney General to approve a request to grant posthumous citizenship to individuals who die while on active-duty military service.

Equitable Care for All Veterans Act - Requires the Secretary of Veterans Affairs to modify the funding allocation formula for the Department of Veterans Affairs medical care system known as the Veterans Resource Allocation (VERA) system to provide for the incorporation of regional differences in the cost of providing health care to veterans as part of the criteria used to determine the national means differential used. Directs the Secretary to evaluate the effects of such modifications on the regional allocation of funds available to the Department of Veterans Affairs for health care and, if the modifications do not result in a substantive shift in such allocations, to terminate VERA. Directs the Secretary, if required to terminate VERA, to develop a new formula for the allocation of funds to the Department's national service regions, known as Veterans Integrated Service Networks (VISNs), that takes into account specified requirements, including additional costs incurred by a VISN because the age of veterans, or the number of veterans requiring complex care, in that VISN exceeds the median for all VISNs. Authorizes additional appropriations to be allocated to VISNs that have experienced funding reductions.

Declares that Congress mourns the loss of life caused by several days of civil unrest in July 2001 in Kingston, Jamaica. Urges the Government of Jamaica to encourage a process of reconciliation to help resolve the crisis and to conduct an investigation of the events leading up to the civil unrest that is fair, open, timely, and transparent and that provides every segment of the Jamaican population an opportunity to be heard. Urges the President to: (1) provide, upon the request of the Jamaican Government, technical advice that would help such Government in its investigation of the events leading up to the unrest; (2) continue to cooperate with such Government to halt the illegal transport of firearms and ammunition from the United States to Jamaica; and (3) support the continuation of the democratic process and rule of law in Jamaica.

Amends the Asian Development Bank Act to authorize appropriations for: (1) the U.S. contribution to the seventh replenishment of the Asian Development Fund; and (2) the U.S. contribution to the fifth replenishment of the International Fund for Agricultural Development. Amends the International Financial Institutions Act to direct the Secretary of the Treasury to instruct the U.S. Executive Directors at certain international financial institutions to: (1) support continued efforts by such institutions in the fight against HIV/AIDS, tuberculosis, malaria, and other infectious diseases; and (2) oppose user fees in impoverished countries for primary education or primary healthcare, including prevention and treatment efforts for HIV/AIDS, malaria, tuberculosis, and infant, child, and maternal well-being, in connection with any strategy or country plan, grant, or loan by such institutions. Sets forth provisions promoting greater transparency with regard to such institutions' activities. Directs the Secretary to instruct the U.S. Executive Directors at such institutions to focus on poverty alleviation, economic growth, increased productivity, sustainable development, environmental protection, labor rights, and an increased focus on education. Commends Omar Kabbaj (an official of the Ministry of Finance of Morocco) for his successful reform efforts as President of the African Development Bank and Fund.

Amends civil service provisions to prohibit taking or failing to take any personnel action with respect to an employee or applicant because of: (1) any disclosure by the employee or applicant, without restriction as to the time, place, form, motive, context, or prior disclosure, including a disclosure made in the ordinary course of an employee's duties that such employee or applicant reasonably believes is credible evidence of any violation of law, gross mismanagement, abuse of authority, or a danger to public health or safety; (2) a disclosure made to the Special Counsel, the Inspector General of an agency, or another employee designated by that agency to receive such disclosures, without such restriction or disclosure; or (3) a disclosure that is made by the employee or applicant of information required by law or executive order to be kept secret that the employee or applicant reasonably believes is credible evidence of any such violation, or a false statement to Congress on an issue of material fact that is made to a member of the congressional committee having primary oversight of the agency to which the disclosed information relates, to any other Member of Congress authorized to receive information of the type disclosed, or to a Federal or congressional employee who has the appropriate security clearance for access to the information disclosed. Prohibits the implementation or enforcement of nondisclosure policies, forms, and agreements that do not state that such policies do not supersede, conflict with, or otherwise alter Federal employee obligations, rights, or liabilities. Permits representation by attorneys for the Office of the Special Counsel in civil actions brought in connection with such disclosures of information or provisions relating to political activities. Allows the Special Counsel to obtain judicial review of any final order or decision of the Merit Systems Protection Board with respect to a case concerning such a disclosure or provision.

Salmon Planning Act - Directs the Secretary of Commerce to enter into an arrangement with the National Academy of Sciences (NAS) providing for peer review of the National Marine Fisheries Service (NMFS) biological opinion regarding the Operation of the Federal Columbia River power system, issued December 21, 2000, and any subsequent modification of it (opinion) and submission of a report on the results. Directs: (1) the Secretary of Commerce to publish a determination of whether implementation of the salmon recovery measures in the opinion are sufficient to achieve recovery, under the Endangered Species Act of 1973, of the salmon and steelhead populations; and if not, whether partially removing the four lower Snake River dams (the dams) are necessary to restore Snake River salmon and steelhead populations; (2) the Secretary of the Interior to publish a determination of whether partially removing the dams are necessary to meet treaty obligations; and (3) the Environmental Protection Agency (EPA) to publish a determination of whether partially removing the dams are necessary to meet Federal Water Pollution Control Act requirements. Directs the Comptroller General to study the potential effects of partially removing the dams. Authorizes the Secretary of the Army, acting through the Corps of Engineers, to partially remove the dams if the Secretary of Commerce, the Secretary of the Interior, or the EPA Administrator finds that such action is necessary to meet the aforementioned requirements. Directs the Secretary of the Army to undertake such preliminary engineering, design, construction, and other activities as necessary to remove the dams.
