Animal Cruelty Enforcement Act of 2021 This bill establishes a new section in the Environmental and Natural Resources Division of the Department of Justice to enforce federal laws concerning animal cruelty.

Forced Arbitration Injustice Repeal Act or the FAIR Act This bill prohibits a predispute arbitration agreement from being valid or enforceable if it requires arbitration of an employment, consumer, antitrust, or civil rights dispute.

Justice is Not For Sale Act of 2021 This bill prohibits private for-profit entities from operating confinement facilities (e.g., prisons) or providing electronic monitoring of released persons at the federal, state, and local levels. The bill also establishes various requirements related to the standards of detention and availability of services at confinement facilities. The bill provides for the establishment of limits on the fees and charges for financial services (e.g., money transfer services), caps on the rates charged for communications services, detention standards and oversight requirements related to the detention of noncitizens, and community-based alternatives to the detention or separation of family units apprehended under immigration authorities.

Hadiya Pendleton and Nyasia Pryear-Yard Gun Trafficking and Crime Prevention Act of 2021 This bill makes trafficking in firearms a stand-alone criminal offense. A person who commits or conspires to commit a gun trafficking offense is subject to criminal penalties—a prison term of up to 20 years (or up to 25 years, if the person also acted as an organizer), a fine, or both.

Gun Show Loophole Closing Act of 2021 This bill establishes new requirements regarding firearm transfers at gun shows. Specifically, the bill requires the following: a person who operates a gun show must meet certain requirements (e.g., minimum age and registration); and a firearm transfer between private parties at a gun show must be facilitated by a licensed gun dealer, importer, or manufacturer in compliance with certain background check and recordkeeping requirements.

Handgun Trigger Safety Act of 2021 This bill establishes a framework to regulate handguns as consumer products. The bill establishes two general requirements: (1) new domestically manufactured handguns must be personalized handguns, and (2) handguns distributed in commerce must be personalized handguns or retrofitted personalized handguns. A personalized handgun allows only an authorized user to fire the handgun. The bill directs the National Institute of Justice to make grants to develop technology for personalized handguns. It also requires gun manufacturers to retrofit, at an owner's request, a domestically manufactured handgun that is not a personalized handgun or retrofitted personalized handgun. The bill authorizes the Consumer Product Safety Commission (CPSC) to issue safety standards for personalized handguns. The CPSC and states may enforce violations, which are treated as violations under the Consumer Product Safety Act. The bill retains civil liability protections for gun manufacturers for harms resulting from the misuse of a handgun, but only if the handgun is a personalized handgun or retrofitted personalized handgun.

NICS Review Act of 2021 This bill revises the amount of time that the national instant criminal background check system retains certain information about an approved firearm transaction. Currently, identifying information about an approved firearm purchaser must be destroyed within 24 hours. This bill requires identifying information about an approved firearm purchaser to be retained for at least 90 days before it can be destroyed.

Firearm Risk Protection Act of 2021 This bill establishes requirements for gun purchasers and gun owners to be covered by a qualified liability insurance policy. A qualified liability insurance policy, with respect to a firearm purchaser, is a policy that covers losses resulting from use of the firearm while it is owned by the purchaser. A person who fails to comply with the requirements is subject to a criminal fine of up to $10,000.

This resolution declares that (1) the United States needs a Marshall Plan for Moms to revitalize and restore mothers in the workforce; and (2) mothers, especially mothers of color have been pushed to the brink of economic, social, and emotional collapse during the COVID-19 (i.e., coronavirus disease 2019) pandemic because of the existing economic and social inequalities women have long faced. The resolution also states that any relief and long-term recovery package to address the COVID-19 crisis must recognize and rebuild moms in the workforce by including certain policies such as establishing a robust paid leave plan; rebuilding and stabilizing the child care industry; providing necessary child poverty reduction tools for families' economic security that include recurring child benefits and an expanded and improved child tax credit and earned income tax credit; establishing an expanded unemployment insurance program that benefits struggling workers, including those experiencing long-term unemployment; raising the federal minimum wage to $15 per hour or higher for all minimum wage workers; and providing access to mental health support for mothers. Finally, the resolution declares that employers and policymakers must prioritize addressing the economic cliff facing mothers and make permanent the policies set forth in this resolution so that mothers are protected against any future economic calamities.

"Six Triple Eight" Congressional Gold Medal Act of 2021 This bill directs the Speaker of the House of Representatives and the President pro tempore of the Senate to arrange for the award of a Congressional Gold Medal in honor of the women of the 6888th Central Postal Directory Battalion (commonly known as the Six Triple Eight) in recognition of their pioneering military service, devotion to duty, and contributions to increase the morale of personnel stationed in the European theater of operations during World War II. The medal shall be given to the Smithsonian Institution and made available for display and research.

Small Business Mergers, Acquisitions, Sales, and Brokerage Simplification Act of 2021 This bill exempts from securities registration requirements certain merger-and-acquisition brokers that facilitate transfer of ownership in privately held companies with earnings or revenues under a specified threshold. However, this exemption shall not apply to certain brokers, including those that provide financing related to the transfer of ownership, engage on behalf of any party in a transaction involving specified shell companies, or are subject to suspension or revocation of registration.

Maternal Vaccination Act This bill establishes a national campaign to raise awareness and increase rates of maternal vaccinations. The Centers for Disease Control and Prevention (CDC) must consult with various stakeholders to carry out this campaign. In addition, the CDC must focus on increasing vaccination rates among communities with historically high rates of unvaccinated individuals. The CDC must also make publicly available any materials and resources developed for the campaign.

Data to Save Moms Act This bill expands data collection and research on maternal morbidity and mortality among minority populations. Specifically, the bill adds requirements to a program within the Centers for Disease Control and Prevention (CDC) that supports maternal mortality review committees. To the extent practicable, the committees must use the most up-to-date indicators of severe maternal morbidity; review deaths caused by suicide, overdose, or other behavioral health conditions attributed to or aggravated by pregnancy or childbirth; and consult with representatives of communities about nonclinical factors that may contribute to adverse maternal outcomes. The CDC may also award grants to committees to increase their engagement with local communities, such as by bringing on community representatives as committee members. Additionally, the Centers for Medicare & Medicaid Services and the Agency for Healthcare Research and Quality must consult with diverse stakeholders to review maternal health data collection processes and quality measures and make recommendations to improve them. The Indian Health Service and the Department of Health and Human Services must also arrange for studies on adverse maternal health outcomes among tribal and minority populations, respectively.

Kangaroo Protection Act of 2021 This bill establishes new federal crimes related to commercial activities involving kangaroos and kangaroo products. Specifically, the bill prohibits the import for commercial purposes, possession with intent to sell, or sale of a kangaroo; and the introduction into interstate commerce; manufacture for introduction into interstate commerce; sale, trade, or advertisement in interstate commerce; or offer to sell, or transport or distribute in interstate commerce, any kangaroo product. A violator is subject to civil and criminal penalties. Additionally, a kangaroo or kangaroo product used in a violation is subject to forfeiture.

Black Maternal Health Momnibus Act of 2021 This bill directs multi-agency efforts to improve maternal health, particularly among racial and ethnic minority groups, veterans, and other vulnerable populations. It also addresses maternal health issues related to COVID-19 (i.e., coronavirus disease 2019). The Department of Health and Human Services (HHS) and other specified departments must address the social determinants of maternal health, which include child care, housing, food security, transportation, and environmental conditions. The bill also extends to 24 months postpartum eligibility for the Special Supplemental Nutrition Program for Woman, Infants, and Children. Additionally, HHS and other agencies must take actions to grow and diversify the maternal health workforce. To increase access to maternity care, HHS and other agencies must (1) award specified grants; (2) test an alternative payment model for perinatal care under Medicaid and the Children's Health Insurance Program (CHIP); and (3) support training, technology, and telehealth initiatives. The bill also increases research and data collection on maternal morbidity and mortality, particularly among tribal populations and minority groups. The Bureau of Prisons and the Department of Justice must establish programs to improve maternity care for incarcerated populations. The Medicaid and CHIP Payment and Access Commission must also report on the impact of Medicaid ineligibility for pregnant and postpartum prisoners. Additionally, as a condition for certain grants, states and territories must have laws limiting the use of restraints on pregnant individuals in prisons. The bill also directs activities to mitigate adverse maternal health outcomes associated with climate change and to improve maternal vaccination rates.

Social Determinants for Moms Act This bill directs various federal departments to address social determinants of maternal health. These are nonclinical factors, such as economic or social factors, that impact maternal health outcomes. First, the Department of Health and Human Services (HHS) must convene a task force to coordinate federal efforts on social determinants of maternal health. HHS must also award grants to support access to free child care during prenatal and postpartum appointments; and address social determinants of, and eliminate racial and ethnic disparities in, maternal health. Second, the Department of Housing and Urban Development must award grants to community-based organizations and government entities to assist pregnant and postpartum individuals with affordable housing. Grantees may use funds to, for example, provide individuals with direct financial assistance. Third, the Department of Transportation must report on transportation barriers that prevent pregnant and postpartum individuals from accessing health care and other services. Fourth, the bill extends to 24 months the postpartum eligibility period for the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). Currently, WIC eligibility lasts for six months postpartum or one year for those breastfeeding. The Department of Agriculture (USDA) must evaluate the impact of this extension. USDA must also establish a grant program to deliver healthy foods and supplies to pregnant and postpartum individuals in food deserts. Last, the Environmental Protection Agency must enter into an agreement with the National Academies of Sciences, Engineering, and Medicine to study the impact of environmental conditions and contaminants on maternal and infant health outcomes.

This bill establishes programs and requires research to diversify the perinatal workforce and advance respectful maternal care delivery models. Specifically, the Department of Health and Human Services (HHS) must award grants to education and training programs to grow and diversify the professions that make up the perinatal workforce. HHS must also disseminate guidance on respectful maternal care delivery. This guidance must cover, among other topics, recruiting and retaining maternity care providers from diverse backgrounds and incorporating trained midwives and other perinatal health workers into maternity care teams. In addition, the National Institutes of Health must study best practices for culturally congruent maternity care. This is care that is in agreement with the preferred cultural values, beliefs, languages, worldview, and practices of health care consumers and other stakeholders. The Government Accountability Office must also report on certain aspects of perinatal health care professions. The report must focus on barriers to entering those professions for low-income and minority women.

Protecting Moms and Babies Against Climate Change Act This bill establishes grants and directs other activities to address health risks associated with climate change, particularly for members of racial and ethnic minority groups, pregnant or postpartum individuals, and children younger than age three. Specifically, the Department of Health and Human Services (HHS) must establish a program to award grants to partnerships of community-based organizations and other entities to identify and address climate-change-related risks to these individuals at a county level. HHS must also establish a program to award grants to health professional schools and training programs to integrate training on identifying risks associated with climate change for patients, with a focus on those intending to become pregnant, in curricula and continuing education programs. In addition, the National Institutes of Health (NIH) must establish the Consortium on Birth and Climate Change Research. The consortium must coordinate research on climate-change-related risks conducted and supported by various NIH institutes and offices. The Centers for Disease Control and Prevention must also develop a strategy to identify areas where there is a high risk of adverse maternal and infant health outcomes due to climate change.

Moms Matter Act This bill establishes two grant programs to address maternal mental health conditions and substance use disorders, with a focus on racial and ethnic minority groups. First, the Substance Abuse and Mental Health Services Administration must award grants for maternal behavioral health services. Eligible grantees include state, tribal, and local governments; health care providers; and organizations that serve pregnant and postpartum individuals. Second, the Department of Health and Human Services may award grants to grow and diversify the maternal mental and behavioral health workforce by establishing or expanding schools and training programs.

Horse Transportation Safety Act of 20 21 This bill prohibits a person from transporting a horse in interstate commerce in a motor vehicle (except a vehicle operated exclusively on rail or rails) containing two or more levels stacked on top of one another. The bill prescribes civil penalties for knowing violations of such prohibition.

Tech to Save Moms Act This bill supports the use of technology to improve, and address disparities in, maternal health outcomes. Specifically, the Center for Medicare and Medicaid Innovation may test telehealth models to screen and treat common pregnancy-related complications for Medicaid enrollees. In addition, the Department of Health and Human Services must award grants to evaluate and expand the use of technology-enabled collaborative learning models by entities that provide services to pregnant and postpartum individuals in medically underserved areas or from certain populations, and reduce racial and ethnic disparities in maternal health outcomes by increasing access to digital tools. The National Academies of Sciences, Engineering, and Medicine must also study the use of technology in maternal health care.

Medicaid Reentry Act of 2021 This bill allows Medicaid payment for medical services furnished to an incarcerated individual during the 30-day period preceding the individual's release. The Medicaid and Children's Health Insurance Program (CHIP) Payment and Access Commission must report on specified information relating to the accessibility and quality of health care for incarcerated individuals, including the impact of the bill's changes.

Innovative Maternal Payment And Coverage To Save Moms Act or the IMPACT to Save Moms Act This bill requires the Centers for Medicare & Medicaid Services to establish the Perinatal Care Alternative Payment Model Demonstration Project to allow states to test payment models for maternity care, including postpartum care, under Medicaid and the Children's Health Insurance Program (CHIP). Additionally, the Medicaid and CHIP Payment and Access Commission must report on specified information relating to the continuity of coverage for pregnant and postpartum women under Medicaid and CHIP.

American Family Act of 2021 This bill modifies the child tax credit to (1) make the credit fully refundable, (2) increase the amount of the credit and allow an additional credit for children who are under six years of age, (3) require the amount of the credit to be adjusted annually for inflation, and (4) require the Department of the Treasury to establish a program for making advance payments of the credit on a monthly basis.

Rights for the Transportation Security Administration Workforce Act of 2021 or the Rights for the TSA Workforce Act of 2021 This bill modifies the workplace rights, protections, and benefits applicable to Transportation Security Administration (TSA) personnel. Specifically, the bill within 180 days, eliminates personnel authorities of the Department of Homeland Security (DHS) and the Department of Transportation governing the conditions of employment for TSA employees, thus making TSA employees subject to the personnel management system applicable to other federal employees; sets forth transition rules that protect the pay rates, leave rights, and other rights of TSA employees; and requires DHS to consult with the labor organization certified by the Federal Labor Relations Authority to carry out the conversion of such positions. The bill also directs the TSA to consult with public and private entities associated with the Federal Air Marshal Service to address concerns regarding federal air marshals, including mental health and suicide rates; prohibits TSA employees from using or installing the social media video application TikTok on U.S. government-issued mobile devices; requires DHS to prioritize the hiring of veterans, including disabled veterans; and directs the TSA to ensure its employees are provided proper guidance regarding prevention and protections against the coronavirus (i.e., the virus that causes COVID-19).

Keeping Guns from High-Risk Individuals Act This bill expands the categories of persons who are prohibited from shipping, transporting, receiving, or possessing firearms or ammunition. Specifically, it adds the following new categories of prohibited persons: persons convicted of a crime of violence in the most recent 10-year period; persons under age 25 who have been adjudicated as having committed an offense that would have been a crime of violence if committed by an adult; persons convicted, during a consecutive 3-year period in the most recent 10-year period, of two separate offenses involving drug or alcohol possession or distribution; and persons convicted of stalking.

It reaffirms that harmful rhetoric and violent behavior against individuals based on factors including religion, race, immigration status, and sex will not be tolerated.

Research Investment to Spark the Economy Act of 2021 or the RISE Act of 2021 This bill authorizes the Departments of Agriculture, Commerce, Defense, Education, Energy, the Interior, Health and Human Services, and Transportation, National Aeronautics and Space Administration (NASA), National Science Foundation, and Environmental Protection Agency to provide support for research regarding COVID-19 (i.e., coronavirus disease 2019) or research disrupted by the COVID-19 pandemic. Support may be used to provide supplemental funding to extend the duration of a grant to a research institution, national laboratory, or individual that was awarded prior to the enactment of this bill, or to expand the purposes of such a grant as specified; issue awards to research the effects of the current pandemic and potential future pandemics; and provide flexibility on awards to account for facility closures or other limitations during the COVID-19 public health emergency. Agencies must provide the support as rapidly as possible. Provided funds shall remain available through FY2021.

Gym Mitigation and Survival Act of 2021 or the GYMS Act of 2021 This bill establishes a grant program to provide economic support to eligible fitness facilities in response to the COVID-19 (i.e., coronavirus disease 2019) pandemic. Specifically, the bill authorizes the Small Business Administration to make initial and supplemental grants to privately owned fitness facilities that primarily provide health or fitness services and that do not offer golf, hunting, sailing, or riding facilities. The total amount of grant funds for a recipient may not exceed $25 million, and the recipient must use these funds for payroll costs, rent or mortgage obligations, and other ordinary and necessary business expenses.

Protecting the Right to Organize Act of 20 21 This bill expands various labor protections related to employees' rights to organize and collectively bargain in the workplace. Among other things, it (1) revises the definitions of employee , supervisor , and employer to broaden the scope of individuals covered by the fair labor standards; (2) permits labor organizations to encourage participation of union members in strikes initiated by employees represented by a different labor organization (i.e., secondary strikes); and (3) prohibits employers from bringing claims against unions that conduct such secondary strikes. The bill also allows collective bargaining agreements to require all employees represented by the bargaining unit to contribute fees to the labor organization for the cost of such representation, notwithstanding a state law to the contrary; and expands unfair labor practices to include prohibitions against replacement of, or discrimination against, workers who participate in strikes. The bill makes it an unfair labor practice to require or coerce employees to attend employer meetings designed to discourage union membership and prohibits employers from entering into agreements with employees under which employees waive the right to pursue or a join collective or class-action litigation. Finally, the bill addresses the procedures for union representation elections, modifies the protections against unfair labor practices that result in serious economic harm, and establishes penalties and permits injunctive relief against entities that fail to comply with National Labor Relations Board orders.

Arctic Refuge Protection Act This bill repeals the Arctic National Wildlife Refuge oil and gas program. The bill designates approximately 1,559,538 acres of land within Alaska in the Arctic National Wildlife Refuge as a component of the National Wilderness Preservation System.

Barriers to Suicide Act of 20 21 This bill requires the Department of Transportation (DOT) to establish a program to facilitate the installation of evidence-based suicide deterrents on bridges, including suicide prevention nets and barriers. DOT may award competitive grants to states and local governments to carry out the program. The Government Accountability Office must conduct a study to identify the types of structures, other than bridges, that attract a high number of individuals attempting suicide-by-jumping and the types of nets or barriers that are effective at reducing such suicides.

National Climate Emergency Act of 2021 or the Climate Emergency Act of 2021 This bill directs the President to declare a national emergency with respect to climate change. The President, in responding to the emergency, must ensure that the government invests in large scale mitigation and resiliency projects; makes investments that enable a racially and socially just transition to a clean energy economy by ensuring that at least 40% of investments flow to historically disadvantaged communities; avoids solutions that increase inequality or violate human rights; creates jobs that conform to labor standards that provide family sustaining wages and benefits and ensure safe workplaces; prioritizes local and equitable hiring and contracting that creates opportunities for marginalized communities; combats environmental injustice; and reinvests in existing public sector institutions and creates new public sector institutions to strategically mobilize and channel investments at the scale and pace required by the national emergency. The President shall report annually on actions taken in response to the national emergency.

United States-Israel PTSD Collaborative Research Act This bill establishes a grant program for collaborative efforts between the United States and Israel to advance research on post-traumatic stress disorders. The Department of Defense, in coordination with the Department of Veterans Affairs and the Department of State, shall award grants to eligible academic institutions or nonprofit entities in the United States. Work shall be conducted by the eligible entity and an entity in Israel under a joint research agreement.

This resolution calls on the President to take executive action to cancel up to $50,000 in federal student loan debt for borrowers. Further, it encourages the President to (1) ensure that borrowers have no tax liability from the debt cancellation, (2) ensure that the debt cancellation helps close racial wealth gaps, and (3) pause student loan payments and interest accumulation on federal student loans for the duration of the COVID-19 (i.e., coronavirus disease 2019) pandemic.

COVID-19 Whistleblower Protection Act This bill establishes whistleblower protections for government contractors and private sector workers who may witness waste, fraud, or abuse or be victims of misconduct with respect to a COVID-19 (i.e., coronavirus disease 2019) pandemic-related program, project, or activity. Specifically, employers may not discharge, demote, or otherwise discriminate against such protected individuals who disclose information concerning fraud, misuse, or other misconduct related to COVID-19 program funds. A protected individual may submit to the Department of Labor a complaint alleging a violation of these protections and Labor may adjudicate such complaints and award relief in accordance with the Internal Revenue Service whistleblower procedures.

Real Economic Support That Acknowledges Unique Restaurant Assistance Needed To Survive Act of 2021 or the RESTAURANTS Act of 2021 This bill temporarily establishes and provides funding for the Restaurant Revitalization Fund, from which the Department of the Treasury shall make grants to eligible food and beverage purveyors to cover specified costs such as payroll, operational expenses, and paid sick leave. For the grant program's initial period, Treasury must (1) prioritize awarding grants to marginalized and underrepresented communities, and (2) only award grants to eligible food and beverage purveyors with annual revenues of less than $1.5 million in 2019. For tax purposes, grant amounts are excluded from the recipient's gross income. An entity that received a loan under the Paycheck Protection Program established to support small businesses in response to COVID-19 (i.e., coronavirus disease 2019) may not apply for or use a restaurant revitalization grant for the same expenses for which the entity received the paycheck protection loan. Further, a grant applicant may request an additional amount to cover the cost of providing 10 days of paid sick leave to its employees. Treasury must report a list of grant recipients with the amount each recipient received, as well as demographics and other specified information.

End Banking for Human Traffickers Act of 2021 This bill establishes requirements related to the use of financial transactions in human trafficking. The Financial Institutions Examination Council must review procedures to improve the capability of specified programs to target financial transactions relating to severe forms of human trafficking. The Interagency Task Force to Monitor and Combat Trafficking must submit to Congress recommendations for the revision of anti-money laundering programs specifically targeting severe forms of human trafficking. The bill provides additional criteria to be considered by the Department of State to indicate a country's serious and sustained efforts to eliminate human trafficking for purposes of certain foreign assistance. Specifically, the bill adds criteria regarding whether a country has taken or is taking steps to implement a framework for preventing financial transactions involving severe forms of human trafficking.

Family and Medical Insurance Leave Act or the FAMILY Act This bill entitles every employee to a family and medical leave insurance (FMLI) monthly benefit payment of two-thirds of the employee's regular pay, limited to a maximum of $4,000, for not more than 60 days of qualified caregiving. The bill establishes the Office of Paid Family and Medical Leave within the Social Security Administration to administer the FMLI program. An FMLI benefit payment must be coordinated with any periodic benefits received under a state or local temporary disability insurance or family leave program. The bill imposes a tax on employers, employees, and self-employed individuals to fund FMLI benefits. It also establishes the Federal Family and Medical Leave Insurance Trust Fund to hold tax revenues.

American Opportunity Accounts Act This bill establishes tax-exempt American Opportunity Accounts to provide children at birth with a $1,000 savings account with annual contributions up to $2,000 depending on family income. The accounts are available to children at age 18 for specified purposes, including educational expenses, home ownership, and investment that provides long-term returns.

Scientific Integrity Act This bill revises provisions regarding the release of scientific research results by federal agencies. Each agency that funds, conducts, or oversees scientific research must (1) adopt and enforce a scientific integrity policy that includes requirements such as that scientific conclusions are not based on political considerations, and (2) submit such policy to the Office of Science and Technology Policy (OSTP) for approval. Each agency must make such policy available to the public and submit such policy to Congress. Agencies and the OSTP must periodically review the policies. The Government Accountability Office shall review implementation of the policies. Each agency shall (1) appoint a Scientific Integrity Officer, (2) establish a process for dispute resolution consistent with the scientific integrity policy, and (3) establish a specified training program for current and new employees.

Ethan's Law This bill establishes a framework to regulate the storage of firearms on residential premises at the federal, state, and tribal levels. At the federal level, the bill establishes statutory requirements for firearms on residential premises to be safely stored if a minor is likely to gain access without permission or if a resident is ineligible to possess a firearm. An individual who violates the requirements is subject to criminal penalties. A firearm stored in violation of the requirements is subject to seizure and forfeiture. At the state and tribal levels, the bill requires the Department of Justice to award grants to implement functionally identical requirements for the safe storage of firearms.
