Flight Service Station Operation Act of 1987 - Amends the Airport and Airway Improvement Act of 1982 to prohibit the Secretary of Transportation from closing or reducing flight service station operation hours unless substitute service will be provided by an automated flight service station with specified equipment. Requires the Secretary to reopen flight service stations that were closed during a specified time period.

Urges the administration to continue to reject efforts by Canadian negotiators to: (1) have the U.S. cabotage trades, including the transport of energy resources, opened to Canadian vessels; and (2) eliminate the ad valorem duty on vessel repairs performed in Canadian shipyards.

Truth in Frozen Pizza Labeling Act of 1987 - Amends the Federal Meat Inspection Act to require that labels on meat pizza products indicate any cheese substitutes or imitations used. Defines the terms "meat pizza products" and "cheese."

National Commission on Acquired Immune Deficiency Syndrome Act - Establishes a National Commission on Acquired Immune Deficiency Syndrome to study and make recommendations regarding: (1) national policy and priorities with respect to acquired immune deficiency syndrome (AIDS) including research, testing for the AIDS virus, confidentiality of test results, treatment and care of AIDS sufferers, prevention of the transmission of AIDS, and education about AIDS; (2) the appropriate roles of Federal, State, and local governments, and of the private sector regarding such national policy and priorities; and (3) guidelines for the coordination of AIDS activities with international organizations. Directs the Commission to hold hearings and to submit interim and final reports to the President and to the Congress. Directs the Administrator of Veterans Affairs to assist the Commission by preparing: (1) a detailed compilation and synopsis of national and international medical research on AIDS; and (2) a detailed report on activities of the Veterans Administration relevant to the duties of the Commission. Authorizes appropriations for FY 1988. Terminates the Commission 30 days after submission of its final report. Authorizes the President to extend the life of the Commission for a period not to exceed two years.

Constitutional Amendment - Requires the Congress and the President, prior to each fiscal year, to agree, by enactment of a joint resolution, on an estimate of total receipts for that fiscal year. Prohibits outlays for that year from exceeding such estimated receipts unless the Congress, by a three-fifths rollcall vote of each House, provides for a specific excess of outlays over receipts. Requires the Congress, whenever actual outlays exceed actual receipts for any fiscal year, to provide by law for the repayment of such excess in the ensuing fiscal year. Requires a three-fifths rollcall vote of each House to increase the public debt. Directs the President to submit to the Congress a proposed budget for each fiscal year in which total outlays do not exceed total receipts. Requires the approval by a majority of the total membership of each House by rollcall vote before any bill to increase revenue may become law. Waives this article for any fiscal year in which a declaration of war is in effect. Declares that total receipts shall include all receipts of the United States, except those derived from borrowing, and total outlays shall include all outlays of the United States, except those for repayment of debt principal.

Acid Deposition Control Act of 1987 - Title I: Stationary Sources - Amends the Clean Air Act to require each Governor to submit to the Administrator of the Environmental Protection Agency for approval a two-phased plan establishing emission limitations and compliance schedules for sulfur dioxide and oxides of nitrogen emissions from fossil fuel fired electric utility steam generating units in the State. Requires reductions in sulfur dioxide emissions by 1993 and reductions in oxides of nitrogen and further reductions in sulfur dioxide by 1997. Directs each Governor to submit to the Administrator for approval an emissions limitations plan for such units, other than electric utilities' units, requiring both sulfur dioxide and oxides of nitrogen emissions reductions by 1997. Requires the Administrator to conduct and update an inventory of such emissions from stationary sources, identifying the total statewide potential reductions in such emissions and transmitting such information to the State by the close of 1990. Requires each Governor to submit to the Administrator by June 1, 1994, a plan for establishing emission limitations from stationary sources of industrial process emissions to achieve such State's potential reductions by 1997. Directs the Administrator to promulgate guidelines for State plans which shall ensure that emissions reductions do not have an unnecessarily disproportionate effect on electric utility ratepayers. Requires the Administrator to study and report to the Congress by June 30, 1993, on the reductions achieved during phase I, granting the Congress an opportunity to legislate by the start of 1994 against the implementation of phase II. Grants States an opportunity to modify disapproved plans. Establishes emissions standards and Administrator-promulgated plans for States without an approved plan. Directs the Administrator to impose a fee on the generation and importation of electric energy if any electric utility is eligible for a sulfur dioxide emissions reduction subsidy. Sets fees in such a way as to raise sufficient subsidy revenue and protect low income residential electric consumers. Establishes civil penalties for violations of fee-related requirements. Establishes in the Treasury the Acid Deposition Control Fund to make subsidy payments to electric utilities to cover a portion of rate increases attributable to emission reduction compliance. Requires the Secretary of the Treasury to report annually to the Congress on such Fund. Requires a State to assure that rate increases so attributable are substantially equivalent for ratepayers throughout the State and substantially levelized over the period of their application in order to be eligible for the subsidy. Requires the Administrator to determine subsidy eligibility, based in part on the reasonableness of a utility's compliance costs. Authorizes the Administrator to provide financial assistance to owners and operators of stationary sources to promote innovative emissions technologies which are cost-effective. Requires State plans which include the use of such technologies to meet its emission limitation reductions to include contingent limitations and compliance schedules for stationary sources. Requires such contingent limitations to be at least equivalent to the reductions the innovative technology failed to achieve. Permits States to later modify their plans to include innovative technology. Authorizes the Administrator to impose fees on the generation of electricity in a State at its request to promote the use of innovative technologies. Requires the Administrator to report on the status of such technologies before 1994. Directs the Administrator to revise performance standards for emissions of nitrogen oxides from electric utility steam generating units which burn bituminous or subbituminous coal. Requires the Administrator to promulgate performance standards for oxides of nitrogen emissions from certain fossil-fuel-fired steam generating units. Requires all primary nonferrous smelters to be in compliance with the applicable emission limitation or standard for sulfur oxides by January 2, 1988. Title II: Control of Emissions From Mobile Sources - Amends the Clean Air Act to establish emissions standards for oxides of nitrogen for motor vehicles during and after model year 1989. Establishes hydrocarbon standards for trucks during and after model year 1990. Limits the sulfur content of motor vehicle diesel fuel after January 1, 1989. Requires the Administrator to require either onboard hydrocarbon control technology or the use of gasoline vapor recovery of hydrocarbon emissions emanating from the fueling of motor vehicles.

Federal Employees Leave Act of 1987 - Directs the Office of Personnel Management to establish a program under which the annual leave of a Federal employee may be transferred to the annual leave of any other Federal employee if such other employee requires additional leave because of a personal emergency. Describes the requirements for receiving and using transferred leave and for donating annual leave. Requires agencies to establish procedures to ensure that a leave recipient is not permitted to use or receive transferred leave after the personal emergency ceases to exist. Provides for restoring unused transferred leave to leave donors on a prorated basis. Prohibits an employee from being coerced into donating, receiving, or using annual leave under the voluntary leave transfer program. Makes postal employees eligible to participate in such program. Authorizes the exclusion from such program of employees working under negotiated contracts and agencies for which such program would cause substantial disruption. Requires such program to terminate five years after its commencement. Requires the Office of Personnel Management to report to the President and the Congress on the program not later than six months before its termination. Authorizes the Office to establish general guidelines for agencies to conduct experimental programs to determine the desirability and feasibility of providing additional leave as a means of recognizing outstanding performance or other achievements by Federal employees. Terminates such experimental programs five years after the date of enactment of this Act. Requires the Office to report to the President and the Congress on such programs not later than six months after their termination.

Designates August 1, 1987, as Helsinki Human Rights Day. Requests the President to: (1) reassert American commitment to the Helsinki Accords; (2) raise the issue of noncompliance with such Accords with the Soviet Union, Bulgaria, Czechoslovakia, the German Democratic Republic, Hungary, Poland, and Romania; (3) convey to all signatories of such Accords that respect for human rights and fundamental freedoms is vital to progress in the ongoing Helsinki process; (4) convey to U.S. allies the necessity of unity regarding such Accords; (5) continue his efforts to achieve the release of political prisoners of the Soviet Union, increase in Soviet emigration, resolution of family reunification cases, and cessation of radio transmission jamming; (6) seek the inclusion, in any concluding document agreed to in Vienna, of a mechanism to sustain human rights progress after the Vienna Conference on Security and Cooperation in Europe; and (7) convey to signatory states the desire of the United States for a result at Vienna that will not favor military security at the expense of human rights.

Essential Air Service Act of 1987 - Amends the Federal Aviation Act of 1958 to revise the definition of an eligible point to be any nonhub airport which the Secretary of Transportation determines is not: (1) within 35 miles of a hub airport; or (2) within 35 miles of a nonhub airport where the Secretary determines that significant scheduled air service is available. Directs the Secretary to determine what is the minimum essential air service for each eligible point, after considering the views of certain interested parties. Sets forth transition provisions for the continuation of small community air service and transfers administrative responsibilities for such service to the Secretary. Authorizes appropriations out of the Airport and Airway Trust Fund for FY 1989 through 1999. Extends the small community air service program from 1988 to 1999.

Amends Federal veterans' benefits provisions to direct (current law authorizes) the Administrator of Veterans Affairs to pay travel expenses of certain veterans and their eligible dependents to or from a Veterans Administration facility or other authorized place in connection with rehabilitation, counseling, or medical treatment or care. Defines those veterans entitled to such payment, including: (1) those veterans financially unable to meet such travel costs; and (2) those veterans unable to bear the cost of special transportation necessitated due to a medical disability. Limits such payments in the case of travel by a privately-owned vehicle to the cost of similar public transportation for such travel. Limits such payment to the actual cost incurred for such travel.

General Aviation Standards Act of 1987 - Amends the Federal Aviation Act of 1958 (relating to aviation accident investigations) to apply such Act, with specified exceptions, to any action for damages for harm arising out of a general aviation accident brought against a general aviation manufacturer, owner, or operator of a general aviation aircraft, or a person who supports or maintains such aircraft. Establishes guidelines for uniform standards of liability of general aviation manufacturers for general aviation accidents. States that all actions for harm arising out of a general aviation accident shall be governed by the principles of comparative responsibility. Establishes, with specified exceptions, a limitation of actions period of 12 years from delivery of aircraft or harm-causing part to the purchaser for general aviation civil liability brought against a general aviation manufacturer. Declares admissible as evidence certain income tax and payroll tax liability for purposes of establishing financial harm arising out of a general aviation accident. Permits the award of punitive damages if a claimant establishes by clear and convincing evidence that the harm suffered was the direct result of conduct manifesting conscious, flagrant indifference to safety. Establishes a two-year limitation of actions period for actions arising out of a general aviation accident. Confers original jurisdiction upon the Federal district courts, concurrently with State courts, for all civil actions for harm arising out of a general aviation accident. Provides procedures for removal from State to Federal district courts of such actions. Declares that this Act supersedes any State law regarding recovery of damages for harm arising out of a general aviation accident. Declares the intent of the Congress that sanctions be strictly enforced for violations of Rule 11 of the Federal Rules of Civil Procedure, including orders to pay to the other party the reasonable costs of legal fees.

Provides for the appointment of a delegation of Members of Congress to participate in ceremonies to be held in New York City in April 1989 commemorating the 200th anniversaries of: (1) the implementation of the Constitution as the form of government of the United States; (2) the inauguration of George Washington as the first President; and (3) the proposal of the Bill of Rights as the first ten amendments to the Constitution. Invites the President to join the delegation in participating in the ceremonies.

Rural Letter Carriers Tax Simplification Act - Provides that, for taxable years beginning after 1986, rural mail carriers are permitted to compute the amount of the income tax deduction for use of their automobiles in performance of mail services: (1) by using a standard mileage rate for all miles of such use equal to 150 percent of the basic standard rate; or (2) without applying the limitation on deductions generally applicable in cases when the business use of the automobile accounts for 50 percent, or less, of its use. Prohibits the use of 150 percent of the basic standard mileage rate in determining the allowable deduction if the taxpayer claims an investment tax credit or depreciation deduction for such automobile.

Amends the Federal criminal code to make it unlawful for an employer to monitor an employee's work phone call unless a repeating audible warning tone is utilized. Allows any person whose call is monitored in violation of this Act to recover civil damages.

Satellite Television Fair Marketing Act - Amends the Communications Act of 1934 to prohibit the encrypting of satellite programming from the Public Broadcasting Service and the Armed Forces Radio and Television Service. Requires anyone who encrypts satellite delivered programming for private viewing to: (1) make it available for private viewing by home satellite antenna users; (2) establish reasonable character and financial criteria for distributors of satellite delivered programming and not discriminate in prices, terms, or conditions among distributors offering similar distribution services; and (3) conduct such encryption according to Federal Communications Commission (FCC) - approved standards designed to comply with specified criteria. Requires the FCC-approved standards to provide the public interest benefits of a universal encryption system permitting decryption by cable television subscribers and home satellite users. Authorizes aggrieved persons to commence civil actions to enforce this Act. Requires the Federal Trade Commission (FTC) to conduct a study of pricing and distribution terms of satellite television programming to determine whether the programming market is developing competitively. Authorizes the FTC to establish remedies necessary to produce adequate competition. Requires the FCC to begin a rulemaking proceeding on improving access to network signals for rural Americans.

Atomic Veterans Compensation Act of 1987 - Amends Federal veterans' benefits provisions to establish (for purposes of eligibility for such benefits) a presumption of service-connection for the following diseases suffered by any radiation-exposed veteran: (1) all forms of leukemia, except chronic lymphatic leukemia; (2) polycythemia vera; (3) thyroid cancer; (4) bronchogenic carcinoma; and (5) female breast cancer. Requires all of the above diseases, in order to be considered service-connected, to have become manifest to a degree of ten percent or more within 30 years after the last date on which the veteran participated in a radiation-risk activity. Defines "radiation-exposed veterans" and "radiation-risk activity" for purposes of this Act.

Telephone Decency Act - Amends the Communications Act of 1934 to prohibit any obscene or indecent telephone communication, in foreign or interstate communication or in the District of Columbia, for commercial purposes to any person. (Current law prohibits such communication to any person without his or her consent or to any person under 18 years of age.)

Employee Educational Assistance Act of 1987 - Amends the Internal Revenue Code to make permanent the income tax exclusion for employee educational assistance programs. (Present law terminates such exclusion as of December 31, 1987.) Requires, for every taxable year beginning after 1988, an annual cost of living adjustment of the maximum excludable amount. Waives the maximum excludable amount for any educational assistance furnished by certain educational institutions to graduate students engaged in teaching or research activities for such organization.

Amends the Tariff Act of 1930 with respect to preventing the circumvention of countervailing and antidumping duty orders and findings. Outlines considerations with respect to the applicability of such orders and findings for: (1) products completed or assembled in the United States with parts or components imported from a country covered by such an order or finding; (2) products completed or assembled in a third country prior to importation into the United States; (3) products altered to be removed from a particular tariff classification; and (4) determining whether a later-developed product is subject to an outstanding order or finding.
