Sunset Program Reauthorization and Evaluation Act - Title I: Reauthorization of New Budget Authority - Requires Government programs to be evaluated pursuant to a specified schedule to determine whether each such program should be continued, terminated, or altered (reauthorization review). Prohibits the authorization of new budget authority for a period of more than ten years. Prohibits the authorization of new budget authority for any program for which there has not been conducted a reauthorization review. Requires the Director of the Congressional Budget Office, in consulation with the Comptroller General and the Director of the Congressional Research Service, to compile a list of programs subject to a reauthorization date for which new budget authority was not authorized. Title II: Program Inventory - Requires the Comptroller General to compile an inventory of Federal programs including a description of such programs covering specified topics. Title III: Program Review and Evaluation - Requires each House of Congress to select from the programs scheduled for reauthorization review in any given year a number of programs for comprehensive reauthorization review. Requires the President and each congressional committee to recommend such programs. Title IV: Citizens' Commission on the Organization and Operation of Government - Establishes an independent Citizen's Commission on the Organization and Operation of Government to study the organization and operation of Federal agencies and to recommend ways to improve the efficiency and operations of such agencies. Requires the Commission to submit its final report by July 1, 1983, and terminates the Commission 90 days after the submission of such report. Title V: Miscellaneous - Requires the Comptroller General to furnish Congress with the results of prior audits and reviews of programs being reviewed under this Act. Requires all agencies which are exempt from reauthorization review to submit a status report to Congress.

Amends Title XVIII (Medicare) of the Social Security Act to exclude from inpatient hospital services provided under such Title the services of a physician in a teaching hospital only if: (1) the hospital elects to receive any payment due under Medicare for reasonable costs of such services; and (2) all physicians in the hospital agree not to bill charges for professional services rendered in such hospital to individuals covered by Medicare.

Expresses the concern of Congress for the safety of the residents of the South African black community known as "Crossroads." Urges the South African Government: (1) to reconsider its plan to destroy Crossroads; and (2) to recognize the right of the residents to continue to live in Crossroads.

Expresses the sense of Congress that the Environmental Protection Agency, the Nuclear Regulatory Commission, and the Federal courts should expedite all remaining administrative and judicial proceedings with respect to the Seabrook Nuclear Station project (New Hampshire), and that all licensing and permitting procedures for the construction and operation of nuclear generating stations should be reviewed and modified to improve the efficiency of such procedures.

Tax Cut Extension Act - Amends the Internal Revenue Code to extend until 1981: (1) the general tax credit; (2) the earned income credit; (3) withholding of tax requirements; (4) present corporate tax rates and the surtax extension; and (5) the credit for the employment of new employees.

Justice System Improvement Act - Restates and amends in its entirety Title I of the Omnibus Crime Control and Safe Streets Act of 1968 (Law Enforcement Assistance). Sets forth the purposes of the Title. Retains within the Department of Justice a Law Enforcement Assistance Administration, and within the Administration, the Office of Community Anti-Crime Programs. Renames the National Institute of Law Enforcement and Criminal Justice the National Institute of Justice. Establishes a 21 member National Institute of Justice Advisory Board to develop research policy for the Institute. Establishes within the Department a Bureau of Justice Statistics. Sets forth the responsibilities of the Bureau, including collecting national crime statistics. Establishes a Bureau of Justice Statistics Advisory Board to recommend policy and priorities for the Bureau. Restructures the existing program of grants and assistance to State and local units of government into three categories, formula grants, national priority grants, and discretionary grants. Sets forth the purposes for which such grants may be made and the procedures to be followed in making the grants. Continues the authority of the LEAA to conduct training, recruiting and career development programs for law enforcement officials. Establishes within the Department of Justice an Office of Justice Assistance, Research and Statistics to provide staff support set policy, and coordinate the activities of the National Institute of Justice, the Bureau of Justice Statistics, and the LEAA. Establishes an advisory board to the Office. Sets forth the powers and administrative procedures of the offices established by this Act. Authorizes appropriations to carry out the programs and grants established by this Act. Continues the existing program of public safety officers' death benefits.

Medicare Home Health Amendments - Amends Title XVIII (Medicare) of the Social Security Act to remove the 100 visit limitation presently applicable to home health care services under such Title. Eliminates prior hospitalization as a condition of eligibility for home health care services under part A (Hospital Insurance Benefits for the Aged and Disabled) of such Title. Eliminates confinement to home as a requirement for receiving home health care services under part B (Supplementary Medical Insurance Benefits for the Aged and Disabled) of such Title. Includes "periodic chore services" within those home health services for which payment may be made under the supplementary medical insurance program.

Investment Incentive Act - Amends the Internal Revenue Code to restore part of the pre-1969 tax treatment of capital gains by repealing the capital gains item of tax preference for the minimum tax; lowering the corporate alternative tax to 25 percent of net capital gain; and lowering the alternative individual tax to 25 percent of net capital gain.

Prohibits, after specified dates: (1) any licensee or permittee from manufacturing, importing, or otherwise placing or receiving in commerce any explosive, or (2) any person from placing or receiving in commerce any explosive sold as military surplus, unless such substance contains a material which permits identification of the manufacturer and date of manufacture after detonation and a material which permits detection of the substance prior to detonation.

Directs that Federal Employees Group Life Insurance be made available at any time before retirement to any otherwise eligible Member of Congress or congressional employee who is not covered by such insurance. Stipulates that no Member or employee who is already covered by such insurance shall be required to provide medical evidence of insurability as a condition for optional additional insurance.

Second Careers Act - Title I: Findings and Purposes - Expresses the findings of Congress and states the purposes of this Act, including to establish a second careers program to in part redress the pattern of discrimination against workers over 40 and afford them a suitable employment program. Title II: Second Careers Programs - Directs the Secretary of Labor to administer this Act. Requires any program carried out under this Act to include the following: (1) analysis of the local labor force by comparative age factors; (2) activities to familiarize employers in the area with the availability of the workers in the program, and to obtain commitments from on-job-training and work experience sponsors and other employers in the area, to hire second career participants; (3) the formulation of a second career strategy plan by the Secretary of Labor which will include the steps planners intend to take to solve the problems of workers over 40 in the area; (4) the assessment of the skills and experience of a participant in order to formulate realistic career objectives which will enable a participant to compete successfully in the job market; (5) second career counseling; (6) the establishment of second career objectives for program participants; (7) format training agreements between the participant and program manager; (8) the payment by the Secretary of reasonable training costs including training stipends, tuition payments, and payments to on-the-job training sponsors; (9) part-time or flexible-time working hours; and (10) review of work attendance and progress. Requires that program participants be over 40, underemployed, unemployed, or disadvantaged. Lists groups which may qualify as program sponsors. Authorizes appropriations for fiscal years 1979 and 1980 to carry out this Act. Title III: Institute on Age and Employment - Establishes an Institute on Age and Employment in the Department of Labor to help to utilize middle-age and older workers most effectively in the economy.

Establishes the Boundary Waters Canoe Area Wilderness and the Boundary Waters Canoe Area National Recreation Area, in Minnesota. Directs the Secretary of Agriculture to administer the areas. Directs the Secretary to restrict motorboat usage on specified lakes and rivers within the wilderness. Permits certain owners of commercially operated resorts to require the Secretary to purchase their interests. Permits such owners to retain a limited area for personal use. Directs affected owners to offer the Secretary the right of first refusal to purchase specified lands. Directs the Secretary to terminate, within a year, the timber sale contracts in the Boundary Waters Canoe Area. Provides for compensation for the termination of such contracts. Establishes procedures for the management of the Boundary Waters Canoe Area National Recreation Area. Prohibits mining in the wilderness and recreation areas and provides for the acquisition of any mining or mineral rights therein. Directs the Secretary to cooperate with the State of Minnesota in the administration of the areas covered by this Act. Provides that nothing in this Act shall effect rights established by the treaties of the United States. Directs the Secretary to submit to Congress a comprehensive management plan concerning the areas. Establishes the Boundary Waters Canoe Area National Recreational Area Advisory Commission to assist and advise the Secretary concerning the management of the areas.

Requests the President to (1) instruct the Department of State to report to Congress on the violations of human rights in Cambodia, (2) instruct the International Communications Agency to disseminate such information, and (3) instruct the Ambassador to the United Nations to introduce a resolution in the General Assembly condemning these atrocities.

Amends the Rehabilitation Act of 1973 to provide that the term "handicapped individual" does not include any individual who is an alcoholic or drug abuser for purposes of provisions of such Act which require affirmative action programs for the handicapped by Federal contractors and which prohibit discrimination against the handicapped by entities receiving Federal financial assistance.

Condemns those responsible for the crimes against Aldo Moro. States the sense of Congress that: (1) the President extend support to the Government of Italy; and (2) the President encourage nations of the North Atlantic Treaty Organization to work with the Italian Government to coordinate and strengthen efforts of free nations to apprehend terrorists and work through diplomatic channels for the isolation and condemnation of those countries which give refuge and support to terrorists.

Amends the Supplemental Appropriations Act, 1974, to increase to three the number of Lyndon Baines Johnson congressional interns which may be hired by each Member of the House of Representatives. Authorizes the payment of additional compensation to such interns from the clerk-hire allowance.

Amends the Internal Revenue Code to provide identical income tax rates for single persons and married couples filing joint returns. Limits the earned income that must be reported by a married individual filing a separate return to the amount actually earned by that individual.

Economic Redevelopment Area Tax Incentive Act - Amends the Internal Revenue Code to allow an additional five percent investment tax credit for new, depreciable business property placed in high unemployment urban areas. Increases the maximum investment credit allowable to 90 percent of income tax liability exceeding $25,000. Allows employers a limited income tax credit for a portion of the wages paid to certain new employees for services in high unemployment urban areas.

Hearing Dog Training Act - Directs the Secretary of Health, Education, and Welfare to give financial assistance to centers which train dogs to assist individuals with hearing disabilities. Directs that grants will be made to one center in each of the ten Standard Federal Regions as defined by the Office of Management and Budget. Establishes requirements for eligibility to receive grants.

Amends the Federal Election Campaign Act of 1971 to add Title V: Financing of General Election Campaigns for the House of Representatives - Directs the Secretary of the Treasury to maintain in the Presidential Election Campaign Fund, the House of Representatives Election Campaign Account. Sets forth eligibility requirements to be met by candidates for election to the House of Representatives seeking payments from such Account. Limits expenditures from personal funds which may be made by candidates meeting such eligibility requirements. Entitles eligible candidates to specified matching payments. Limits to $150,000 the aggregate payments which may be made to all candidates in an election. Suspends certain expenditure limitations on eligible candidates if any candidate not eligible to receive payments pursuant to this Act makes expenditures or receives contributions in excess of specified amounts. Sets forth the procedure for requesting matching payments. Sets forth procedures to be followed by the Secretary of the Treasury in maintaining the House of Representatives Election Campaign Account. Directs the Federal Elections Commission to conduct examinations and audits of the campaign accounts of eligible candidates. Provides for the participation of the Commission in judicial proceedings arising under this Act. Authorizes appropriations necessary to carry out the purposes of this Act.

Expresses the concern of the House of Representatives regarding the slaughter of dolphins by Japanese fishermen in the Sea of Japan on February 23, and 24, 1978. Encourages the Government of Japan to join in certain discussions and infomration exchanges in an effort to eliminate such slaughter.

Amends the Older Americans Act of 1965 to authorize the Commissioner of the Administration on Aging to make grants to assist older persons adversely affected by a major disaster or emergency declared by the President in accordance with the Disaster Relief Act of 1974.

Small Business Government Contracting Reform Act - Simplifies Government contracting procedures with respect to small businesses. Establishes Government contract arbitration panels within the Small Business Administration to facilitate the resolution of disputes between any small business concern and any Federal agency having procurement authority. Directs Federal agencies to take the apparent low responsive bidder's small business concern subcontracting plan into account in determining the responsibility of such bidder for the award of such contract. Assigns an employee of the Small Business Administration to each Federal agency to monitor compliance with specified small business programs. Establishes the Small Business Procurement Advisory Committee.

Expresses the condemnation of the House of Representatives of the kidnapping of Aldo Moro. Declares it the sense of the House of Representatives that (1) Italy deserves the support of the United States, and (2) the President should instruct the Permanent Representative to the United Nations to press for consideration of solutions to the problem of terrorism in all appropriate forums.

Expresses the condemnation by the Congress of the March 11, 1978, attack on Israel by the Palestine Liberation Organization, and the expressed intention of the PLO to continue such attacks and to disrupt the peace efforts between Israel and Egypt. Requests the President to make the disapproval of the Congress known to governments approving the PLO attack. Expresses Congressional approval of the peace efforts between Israel and Egypt. Urges other Middle East countries to join such efforts. Declares negotiation to be the best way to bring peace to the Middle East.
