Provides loans to local governments required to comply with occupational safety and health standards under State plans approved by the Secretary of Labor pursuant to the Occupational Safety and Health Act of 1970. States that such loans may be made only for that part of the cost of compliance in excess of $5,000.

Grants the Federal Power Commission emergency authority to exempt temporarily any activities or operations relating to the sale, transportation, transfer, or exchange in interstate commerce of natural gas or of commingled natural gas and synthetic natural gas, from the provisions of the Natural Gas Act, in order to alleviate the hardships caused by the natural gas shortage. Stipulates that no such exemption shall exceed 180 days. Directs that the Commission shall not deny the purchase price paid by an interstate natural gas pipeline company for gas exempted under this Act.

Authorizes the President, pursuant to the provisions of the Defense Production Act, to make provision for purchases of or commitments to purchase products produced from coal gasification and liquefaction which may be used as fuels for Government use or resale, and for the encouragement of development and production of such fuels. Limits to $1,500,000,000 the maximum obligation of any guaranteeing agency under any loan, discount, advance, or commitment entered into under this Act.

Requires the President, under the War Powers Resolution, before taking any steps which would firmly commit United States Armed Forces to hostilities, to in every possible instance discuss fully the proposed decision for using such Armed Forces with Members of Congress, including but not limited to the majority and minority leaders of the Senate and the House of representatives, the chairmen of the Armed Services and Foreign Relations Committees of the Senate, and the chairmen of the Armed Services and International Relations Committees of the House of Representatives and to fully consider their advice and counsel before committing the United States Armed Forces to any such proposed decision. Provides that any person employed by, under contract to, or under the direction of any department or agency of the United States Government who is either (1) actively engaged in hostilities in any foreign country; or (2) advising any regular or irregular military forces engaged in hostilities in any foreign country shall be deemed to be a member of the Armed Forces of the United States for the purposes of such Resolution.

Civilian Conservation Corps Act - Directs the Secretary of Agriculture and the Secretary of the Interior to establish a Civilian Conservation Corps for the purpose of providing employment for unemployed persons through useful public projects in connection with the conservation, improvement and utilization of the natural resources of lands and waters under the ownership or control of the United States or its agencies. Sets forth eligibility requirements to be met by persons employed under this Act as Corps members. Directs that preference for employment shall be given to persons residing in areas having an unemployment rate of 6.5 percent or greater for three consecutive months. Limits employment of Corps members under this Act to a period of 24 months total employment. Sets forth the duties of the Secretaries under this Act. Authorizes the Secretaries to make grants to the States to assist them in employing unemployed individuals to carry out projects under this Act. Authorizes the appropriation of such sums as are necessary to carry out the purposes of this Act.

Methanol Fuel Act - Provides that every person, at his election, shall be entitled to a deduction with respect to the amortization of any qualified methanol producing facility based on a period of 60 months. Defines the term "qualified methanol producing facility" to mean any tangible property: (1) which is used in producing methanol from coal, wood, waste, or natural gas; and (2) which is of a character subject to the allowance for depreciation. Specifies the amount of such deduction. Provides that such deduction shall be in lieu of a depreciation deduction. Exempts gasoline and special fuels containing at least 10 percent methanol from excise taxes otherwise imposed on gasoline and special fuels.

Expresses the sense of Congress that the officers and administrators of the various governmental institutions supported by public moneys should take steps to remove from facilities under their control all architectual barriers to the handicapped. Directs that funds for such efforts be taken from their discretionary funds.

Provides, under title XX (Grants to States for Services) of the Social Security Act, that no State shall be required to administer individual means tests for provision of education, nutrition, transportation, recreation, socialization, or associated services provided thereunder to groups of low-income individuals aged sixty or older.

Emergency Medical Services Systems Act Amendments - Extends through fiscal year 1979, under the Emergency Medical Services Systems Act, the prohibition of grants or contracts made by the Secretary of Health, Education, and Welfare, for the modernization of emergency facilities to States, units of local government, or other public service entities which did not receive a grant or contract for the same purpose the preceeding fiscal year. Authorizes the Secretary to make a second grant to or enter into a second contract with an eligible entity for the expansion and improvement of emergency medical services. Includes planning costs in the coverage of grants and contracts for expansion and improvement of emergency medical services. States that emphasis in awarding grants or contracts for research relating to the delivery of emergency medical services in rural areas should be placed on identifying and using techniques and methods to apply the results of such research. Authorizes recipients of grants or contracts for the: (1) establishment and operation; or (2) expansion and improvement of an emergency medical services system to use funds under such grant or contract for a training program related to such a system. Authorizes through fiscal year 1977 appropriations for the making of payments pursuant to grants and contracts for feasibility studies and planning in connection with the establishment and operation of an emergency medical services system. Authorizes through fiscal year 1980 appropriations for grants and contracts for the establishment and operation, and planning and improvement of such emergency systems. Directs that at least 20 percent of the funds appropriated be made available for feasibility studies and planning from 15 percent to 10 percent of the funds appropriated. Authorizes through fiscal year 1978 appropriations for the making of payments pursuant to grants and contracts for the support of research in emergency medical techniques, methods, devices, and delivery. Defines the duties of the unit established within the Department of Health, Education and Welfare for the administration of grants made and contracts entered into under the Emergency Medical Services Act. Directs the Secretary to make grants and enter into contracts with schools of medicine, dentistry, osteopathy, and nursing and similar institutions to assist programs of training in the field of emergency medical service. Authorizes through fiscal year 1980 appropriations for the making of payments pursuant to grants and contracts for such training programs. Directs the Secretary to conduct two studies in areas related to the improvement of emergency medical services.

Establishes, under the Higher Education Act, a National Student Financial Assistance Data Bank in the office of Education to assist individuals enrolled in institutions of higher education by identifying the public and private sources of financial assistance available for students at such institutions.

Electric Vehicle Research, Development and Demonstration Act - Declares it to be the policy of the United States and the purpose of this Act to demonstrate the commercial feasibility of electric and hybrid vehicles for urban indiviual and business use, and to encourage research and development in new technologies for electric vehicles with wider applications, in order to promote long-range conservation of liquid fuel and reduce environmental pollution. Defines terms as used in this Act. States that a hybrid vehicle is one propelled by a combination of an electric motor and an internal combustion engine. Directs the Administrator of the Energy Research and Development Administration to initiate and provide for the conduct of research and development in areas related to electric and hybrid vehicles. Directs the Administrator to enter into such contracts as may be necessary and appropriate: (1) for the production, within one year after the date of the enactment of this Act, of significant numbers of urban passenger and commercial vehicles which have electric propulsion systems on conventional chassis; and (2) for the production, within three years after such date, of significant numbers of urban passenger and commercial vehicles which are specifically designed for electric propulsion as the primary power source. Directs the United States Postal Service, the General Services Administration, the Secretary of Defense, and the heads of other Federal agencies to arrange for the introduction of electric and hybrid vehicles into their fleets as soon as possible. Provides guaranties of loans made to small businesses for commercial development of electric and hybrid vehicles. Authorizes the appropriation of an amount not to exceed $10,000,000 for fiscal year 1976, $40,000,000 for 1977, $30,000,000 for 1978, $60,000,000 for 1979 and $20,000,000 for 1980; to carry out the provisions of this Act.

Urban Bikeway Transportation Act - Authorizes the Secretary of Transportation to make grants to States and to municipalities wholly or partly within urbanized areas for projects for the construction of bikeways. Provides that such bikeways shall be for commuting, recreational, and other purposes. States that the Federal share of any such project shall be 80 percent of the total cost. Requires that the remaining 20 percent is to be paid by the grantee. Provides that no grant shall be made unless such bikeway project is in accordance with a continuing comprehensive transportation planning process carried on cooperatively by States and local communities. Authorizes the appropriation to the Secretary to carry out this Act, $10,000,000 per fiscal year out of the Highway Trust Fund, and $10,000,000 per fiscal year out of any other Treasury money not otherwise appropriated.

Congressional Public Financing Act - Adds a new subtitle to the Internal Revenue Code: the Congressional Election Campaign Fund Act. Directs the Secretary of the Treasury to maintain in the Presidential Election Campaign Fund a separate account to be known as the Congressional Election Payment Account. Directs the Secretary to deposit into the Congressional Election Payment Account that portion of the annual amounts designated by taxpayers on their income tax returns that equals the excess above 25 percent of the total amount made available in the last Presidential election. Authorizes the Federal Election Commission to conduct an examination and audit of the campaign contributions raised for purposes of obtaining matching funds and the qualified campaign expenditures made by all candidates for Federal office and official political party committees who received payments under this Act. Provides criminal penalties for violations of this Act. Provides for payments of funds in amounts matching the contributions received by candidates for the office of U.S. Senator or U.S. Representative. Imposes limitations on the amounts of such funds to be disbursed to any individual candidate, and restricts the uses to which such matching funds may be put.

Establishes the rank of General of the Armies for purposes of this resolution only. Provides that such rank shall have precedence over all other grades of the Army past and present. Authorizes the President to appoint George Washington posthumously to such rank effective July 4, 1976.

Requires the Attorney General of the United States to conduct an investigation to determine whether antitrust violations are occurring in the manufacture or marketing of replacement home canning lids. Directs the Attorney General to submit a report to the Congress no later than 60 days after the date of enactment of this joint resolution detailing his findings, proposed action and recommendations concerning legislation. Calls for a final report no later than one year after enactment of this joint resolution detailing actions taken by the Attorney General against any person violating the antitrust acts in regard to the manufacture or marketing of such lids.

Provides under the Social Security Act that an Old-Age, Survivors, and Disability Insurance claimant shall be entitled to an informal conference reconsidering an initial adverse decision concerning such claimant's eligibility for benefits. Prescribes the procedures for such reconsideration hearings. Requires that such a hearing be presided over by an administrative law judge and conducted on the record.

Burn Facilities Act - Declares it to be the purpose of this Act to direct the Secretary of Health, Education, and Welfare to establish an expanded program for the treatment of burn injuries, research on burns, and the rehabilitation of burn victims. Directs the Secretary to: (1) provide for the establishment of new burn treatment centers and the upgrading of burn units in general hospitals; (2) provide training and support of specialists to staff new and existing burn treatment facilities; (3) provide special training in emergency care of burn victims; and (4) sponsor other research and training programs related to the treatment of burn victims. Directs the Secretary of Commerce to assist the Secretary by providing information on existing burn treatment programs, and other information. Authorizes the appropriation of funds necessary for the purposes of this Act.

Animal Welfare Act Amendments - Provides, under the Federal Laboratory Animal Welfare Act, that no animals shall be delivered to any intermediate handler or common carrier for transportation in commerce unless the animals are accompanied by a veterinarian's certificate certifying that the animals are sound and healthy. States that specified animals shall not be delivered for transportation if they are less than eight weeks of age. Provides that no intermediate handler or common carrier shall participate in any practice under which the cost of such animal or its transportation is to be paid and collected upon delivery of the animal to the consignee. Imposes civil penalties for violations of this Act. Makes it unlawful to transport in interstate or foreign commerce any live dog or animal trained to participate in dog or animal fighting ventures.

Authorizes the Washington Metropolitan Area Transit Authority to establish and maintain a regular police force to provide protection for patrons, personnel, and transit facilities. States that the jurisdiction of the Metro Transit Police shall be limited to all the transit facilities owned, controlled, or operated by the Authority. Provides that a member of the Metro Transit Police shall have the same powers, including the power to arrest, and shall be subject to the same limitations, including regulatory limitations, in the performance of his duties as a member of the duly constituted police force of the political subdivision in which the Metro Transit Police member is engaged in the performance of his duties. Grants the Authority power to adopt rules and regulations for the safe, convenient, and orderly use of the transit facilities owned, controlled, or operated by the Authority, including the payment and the manner of the payment of fares or charges therefor, the protection of the transit facilities, the control of traffic and parking upon the transit facilities, and the safety and protection of the riding public. States that the Superior Court has jurisdiction with respect to any violation committed in the District of Columbia of the rules and regulations of the Washington Metropolitan Area Transit Authority.

Conservation and Solar Energy - Federal Buildings Act - Declares it to be the finding of Congress that energy conservation practices adopted for the design, construction, and utilization of these facilities will have a beneficial effect on the Nation's overall supply of energy, and the procurement of solar heating and cooling units for use in Federal buildings in connection with demonstrations of solar energy applications on such buildings under this Act should help to create a market for such units generally. States that it is the policy of this Act to insure that energy conservation and solar energy technology be employed in the design and construction of certain Federal facilities as set forth in this Act, and, to the maximum extent feasible, in the design and construction of all other Federal and federally-assisted facilities. Defines terms used in this Act, including the terms "energy use analysis," and "life cycle energy costs". Directs the Administrator of the General Services Administration and the Secretary of Defense to, in consultation with each other, develop, publish, and from time to time update guidelines designed to assure that the most effective and efficient measures for the conservation of energy and the use of solar energy systems are incorporated in: (1) the design, construction, and renovation of Federal and federally assisted buildings; and (2) the procurement of goods and services for such buildings and for other Federal purposes. States that the guidelines developed by the Secretary and the Administrator shall be consistent with each other. Requires the guidelines developed by the Secretary to be applied to all new and existing buildings under his control. Requires the guidelines developed by the Administrator to be applied to all other new and existing buildings, as defined in this Act. Directs all other Federal agencies to comply with the requirements of the applicable guidelines. Requires the Secretary and the Administrator: (1) to submit to Congress an energy use analysis with respect to the construction, acquisition, or leasing of any new building to which guidelines apply; and (2) with respect to existing buildings, to submit an inventory and energy use analysis of all such buildings, setting forth detailed plans for incorporating required improvements. Directs each Federal agency to submit to the Administrator or Secretary a detailed life cycle energy costs analysis of any building to be constructed, acquired, or leased by it for its use. Prohibits the purchase of any major energy using, generating, or conserving equipment by a Federal agency without prior submission of life cycle energy cost analysis. Provides for an increase in the allowable dollar amount of Federal assistance for building construction or major rehabilitation to cover the cost of solar energy equipment or other special energy equipment. Authorizes the appropriation of such sums as may be necessary to carry out this Act.

Declares that it is the purpose of this Act to provide a source of financial assistance for homeowners and builders so as to enable them to purchase and install solar heating equipment or combined solar heating and cooling equipment, primarily through the small business segment of the economy, in order to substantially reduce energy use. Authorizes the Small Business Administration to make loans to individuals and families owning and occupying one- to four-family residential structures, and to persons engaged in building residential structures of any kind, to assist them in purchasing and installing qualified solar heating or solar heating and cooling equipment (as defined by this Act) in such structures. Specifies the maximum amount, interest rate, and maturity date of such loans. Sets forth loan application requirements. Directs the Energy Research and Development Administration to assist the Small Business Administration in carrying out the provisions of this Act by transmitting technical findings and recommendations and providing information concerning solar heating and cooling equipment to any person upon request.

Constitutional Amendment - Provides that neither the United States nor any State shall deprive any human being, from conception, of life without due process of law; nor deny to any human being, from conception, within its jurisdiction, the equal protection of the law. States that neither the United States nor any State shall deprive any human of life on account of age, illness, or incapacity.

Constitutional Amendment - States that with respect to the right to life, the word 'person' as used in this article and in the fifth and fourteenth amendments to the Constitution of the United States, applies to all human beings, irrespective dependency including their unborn offspring at every stage of their biological development. Provides that no person shall be deprived of life by any person. Provides that this article shall not prohibit a law permitting only those medical procedures required to prevent the death of the mother.

Constitutional Amendment - States that, with respect to the right to life, the word 'person,' as used in this article and in the fifth and fourteenth amendments to the Constitution of the United States, applies to all human beings, including their unborn offspring at every stage of their biological development, irrespective of age, health, function, or condition of dependency. Provides that this article shall not apply in an emergency when a reasonable medical certainty exists that continuation of the pregnancy will cause death of the mother.

Authorizes the Secretary of Health, Education, and Welfare to establish an outreach program under title XVI (Grants to the States for Aged, Blind, and Disabled) of the Social Security Act to assure that potentially eligible recipients of supplemental security income benefits will be fully informed of the availability of such benefits and the steps to be taken in obtaining them. Authorizes necessary appropriations to carry out the provisions of this Act.

Antitrust Parens Patriae Act - Authorizes any State attorney general to bring a civil action, in the name of the State, in the district courts of the United States charging unlawful monopoly practices under the Clayton Act. Provides that in such actions the State may recover: (1) threefold the damages and the cost of suit, as parens patriae on behalf of natural persons residing in the State injured by the antitrust violation litigated; or (2) single damages and the cost of suit, as parens patriae with respect to any injury to the general economy of the State or to any political subdivision of the State. Requires notice to be given by publication of actions brought under this Act. Provides for persons on whose behalf actions under this Act are brought to elect to exclude their claims from adjudication by the State attorney general as parens patriae. Provides for the measurement of damages and the distribution procedure to be followed in actions under this Act. Directs the United States Attorney General to give written notice to States' attorney generals in those instances of Federal actions under the Clayton Act where he has reason to believe that the State attorney general would be entitled to bring an action under the provisions of this Act.

Directs the Secretary of Health, Education, and Welfare to make grants under the Public Health Service Act for research projects respecting the use of amniocentesis, other techniques for the detection of birth defects, and programs to inform women of the various uses of amniocentesis. Permits the Secretary to make grants to assist in the cost of establishing and maintaining genetic counseling programs. Requires the Secretary to establish a program under which women may have all or part of the cost of having amniocentesis performed on them paid by the United States. Stipulates that no grants may be made unless an application has been submitted to and approved by the Secretary. Authorizes appropriations for fiscal year 1976 and each succeeding fiscal year of sums necessary to carry out the purposes of this Act. Requires the Secretary to prepare and submit to the Congress an annual report on the anniocentesis program.

Provides a formula which decreases the rate at which benefits are withheld under the Social Security Act by reason of outside earnings. Provides that the amount of any social security taxes paid by an individual shall be substracted from his or her outside earnings before determining the amount of the benefits to be withheld by reason of such earnings.

Revises the Fisherman's Protective Act by directing the Secretary of Commerce, before the close of the ninety-day period after the date of the enactment of this Act, to identify any foreign enterprise engaging in commercial whaling. States that the names of such enterprises shall be published in the Federal Register. States that it shall be unlawful for any article produced or distributed by such enterprise to be imported into the United States. Provides that such sanctions shall continue until the foreign enterprise concerned has ceased to engage in commercial whaling. Provides that any action by such an enterprise to dismantle or convert any vessel used in commercial whaling shall be deemed to be prima facie evidence that such enterprise has ceased to engage in commercial whaling. Specifies that the sanctions shall continue to apply to any such enterprise which transfers whaling equipment to another enterprise which is engaged in whaling.

Farm Tax Equity Act - Limits, under the Internal Revenue Code, deductions with respect to a taxpayer engaged in the business of farming to: (1) the gross income of the business for the taxable year; and (2) in the case of an individual or a bona fide family farm corporation, the higher of $10,000 or the amount of special deductions allowed by this Act, or for any other taxpayer, the amount of special deductions. Prohibits the application of such deductions when the taxpayer uses specified accounting methods. Defines terms used in this Act.

Permits the Secretary of the Treasury under the State and Local Fiscal Assistance Act to withhold a percentage of the total entitlement payment for any period to insure sufficient funds for final allocation of funds among the state and local units of government. Appropriates to the State and Local Government Fiscal Assistance Trust Funds: (1) $1,625,000,000 for fiscal year 1976, (2) $6,687,500,000 for fiscal year 1977, (3) $6,837,500,000 for fiscal year 1978, (4) $6,987,500,000 for fiscal year 1979, (5) $7,137,500,000 for fiscal year 1980, and (6) $7,287,500,000 fiscal year 1981. Appropriates to the Fund as noncontiguous States adjustments: (1) $1,195,000 for fiscal year 1976, and (2) $4,780,000 for each of the fiscal years 1976 through 1981. Exempts amounts appropriated to the Fund from the provisions of the Congressional Budget Act. Directs the Secretary of the Treasury to submit a report with appropriate recommendations to the Congress no later than September 30, 1980, concerning the extension of this title. Declares that if the entitlement of any Indian tribe or Alaskan native village is waived for any entitlement period, then the amount of such entitlement shall become part of the entitlement of the county government of the county in which such unit is located. Increases the maximum percentage points per entitlement period until it reaches 175 percent. Directs each State and local unit of government which receives funds under such Act to submit a report to the Secretary after the close of each entitlement period on the use of the funds received. Directs such unit of local government which expects to receive funds to submit a report to the Secretary on how it plans to use the funds it expects to receive. Empowers the Secretary whenever he determines that a unit of government has failed to comply with an applicable regulation to withhold all or a portion of the entitlement funds due such unit of government, to terminate the eligibility of such unit of government, and to require repayment of the entitlement funds expended. Requires units of government to provide an opportunity for citizens to give recommendations and views on the proposed expenditures of all funds within such units distributed under such Act.

Adds rule XLV to the Rules of the House of Representatives. Provides that the Congressional Record shall contain an accurate and verbatim account of remarks delivered on the floor of the House together with supportive data. Directs that revisions of the Record shall be limited to the correction of grammatical and typographical errors. Allows insertions in the Record of remarks not actually delivered on the floor by unanimous consent. Requires that such insertions be printed in a type face distinctively different from that used for verbatim remarks.

Creates a 34-member Joint Select Committee on Energy. States that the function of such committee shall be to review all bills which deal with energy. Directs the joint select committee to consider and report a bill designed to make the United States self-sufficient with respect to the development and use of energy no later than 20 years after the date of the adoption of this resolution. Empowers the committee with authority to issue subpenas and to hold hearings. Authorizes the committee to appoint, on a permanent basis, such staff as it considers appropriate. Provides that funds necessary to carry out this concurrent resolution shall be paid from the contingent fund of the House. Directs that the joint select committee shall expire 18 months after the date of the adoption of this concurrent resolution or upon completion of this legislative process, including final disposition of any veto message.
