States that the Congress: (1) protests the denial by the International Olympic Committee of accreditation to Radio Free Europe and Radio Liberty (RFE/RL) correspondents covering the winter Olympic games in Sarajevo, Yugoslavia, and urges such Committee to grant accreditation to RFE/RL correspondents to cover future Olympic games, including the 1984 Olympic games in Los Angeles; and (2) calls upon the President to encourage the accreditation by the International Olympic Committee of RFE/RL correspondents who are recognized and supported by the U.S. Olympic Committee to cover the Olympic games.

Permits the President, in the light of economic conditions and all other relevant factors, to permanently reserve from obligation and expenditure any budget authority which is otherwise available for FY 1984 or 1985 to the extent necessary or appropriate to reduce the Federal deficit. Sets forth limitations on such reservations by the President. Requires that at least 25 percent of the total amount of the reservations made by the President for either of the two fiscal years involved be made from appropriations and other obligational authority available for national defense. Provides that no such reservation shall have the objective, or the effect, of eliminating any program or combination of programs which has been specifically authorized by law. Declares that the authority conferred upon the President by this Act shall be in addition to and separate from any impoundment authority granted by the Congressional Budget and Impoundment Control Act of 1974 or any other law and shall not be subject to any restrictions or limitations other than those imposed by this Act. Requires the President, whenever he reserves any budget authority under this Act, to transmit to Congress a special message specifying certain information. Sets forth the procedure for congressional veto of any or all of such reservations by passage of a joint resolution of disapproval by both Houses of Congress within 60 days after notification. Requires the Comptroller General to review each such reservation and inform the House and the Senate whether or not it was made in accordance with the requirements of this Act. Declares that in the administration of any program for which reservation has been made and the distribution of funds is to be determined by a formula, the amount available for expenditure after such reservation shall be substituted for the amount appropriated or otherwise made available in the application of the formula.

Directs the Secretary of Transportation to make apportionments: (1) for the National System of Interstate and Defense Highways in accordance with the interstate cost estimate for FY 1985 and 1986; and (2) for the substitute highway and transit projects in accordance with the interstate substitute cost estimate for FY 1984 and 1985.

Balanced Budget Constitutional Convention Convening Resolution - Requires that, within 30 days of the receipt of any additional application of a State legislature calling for the convening of a constitutional convention on a balanced budget amendment, the Vice President in his capacity as President of the Senate determine whether or not the application is made in the manner described by this resolution. Requires each such determination to be published in the Congressional Record. Requires the Vice President to convene such a convention in Philadelphia, Pennsylvania, not later than 180 days after the date of the publication of a second additional State application. Requires each State to appoint delegates to the constitutional convention in a number equal to the number of Representatives and Senators to which the State is entitled in Congress. Sets forth procedures for the proceedings of the convention and adoption of amendments. Requires the presiding officer of the convention, within 30 days after the termination of proceedings, to transmit all records of official proceedings of the convention to the Archivist of the United States.

Amends the National Science Foundation Act of 1950 to rename the National Science Foundation the National Science and Engineering Foundation. Renames the National Science Board the National Science and Engineering Board. Directs the Foundation to initiate and support fundamental engineering research through contracts, grants, loans, and other forms of assistance. Increases the membership of: (1) the Board from 24 to 36; and (2) the Executive Committee of the Board from five to seven. Increases the number of Assistant Directors of the Foundation from four to eight and revises their salary scale.

Authorizes the Law Enforcement Officers Memorial Fund, Incorporated to erect a National Law Enforcement Heroes Memorial on public grounds in the District of Columbia or its environs in honor and recognition of law enforcement officials in the United States who died in the line of duty. Directs the Secretary of the Interior, in consultation with the Fund, to select with the approval of the Commission of Fine Arts and the National Capital Planning Commission, a suitable site on public grounds for such memorial. Subjects the design and any plans for the memorial to the approval of the Secretary of the Interior, the Commission of Fine Arts, and the National Capital Planning Commission. Declares that no moneys belonging to the United States or the District of Columbia shall be expended for the erection of such memorial other than expenses incurred in the process of site selection and approval of design and plans.

National Symposium on Missing Children Act of 1984 - Establishes a 15 member Commission on Missing Children to conduct an inquiry into the problem of missing children. Requires the Commission to hold a national symposium to bring together experts, professionals, and interested individuals to: (1) find solutions to prevent the disappearance of children and provide for the safe return of any missing children; (2) disseminate information and assistance to citizens, agencies, and the government; (3) make recommendations to the President and Congress for legislative changes; and (4) make recommendations for a program to coordinate and assist those concerned with missing children. Directs the Commission to submit a comprehensive report incorporating specific recommendations to the President and the Congress. Requires the Commission to terminate 18 months after its inception. Authorizes appropriations.

Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to provide that an applicant for old-age, wife's, husband's, or child's insurance benefits who initially qualifies for such benefits for only a part of the first month in which he or she meets entitlement conditions shall be entitled to a prorated benefit for such month.

Tax Equity for Women Act of 1983 - Amends the Internal Revenue Code to allow married individuals to compute the amount of their income tax deduction for contributions to retirement savings accounts on the basis of the earnings of their spouse. Treats alimony as compensation for purposes of determining an individual's income tax deduction for retirement savings. Grants tax-exempt status to certain organizations which provide nonresidential dependent care to the general public. Increases the income tax credit for household and dependent care services for low and moderate income taxpayers.

Commission on the Ukraine Famine Act - Establishes a Commission to be known as the Commission on the Ukraine Famine which shall study the 1932-1933 Ukraine famine in order to: (1) expand the world's knowledge of the famine; and (2) provide the American public with a better understanding of the Soviet system. Authorizes appropriations.

Electric Consumers Protection Act of 1983 - Amends the Federal Power Act to require the Federal Energy Regulatory Commission to issue a new license to an existing licensee for a hydroelectric project authorized under such Act if the United States does not, upon the expiration of the existing license, exercise its right to take over, maintain, and operate such licensee's project, unless the Commission determines that such licensee's project will not meet the licensing standards under such Act. Provides that if the Commission determines that such licensee's project does not meet such standards, the Commission is authorized to issue a new license to a new licensee which may cover the existing licensee's project provided that the new licensee pays just compensation determined by the Commission and enters into any contracts required under the Federal Power Act. (Under current law, the Commission is authorized to issue a new license to the original licensee or a new license to a new licensee if the United States does not exercise its rights with respect to an expired license.)

Amends the Tax Equity and Fiscal Responsibility Act of 1982 to delay for one year the effective date of special rules concerning top-heavy employee benefit plans (plans which discriminate in favor of highly compensated employees). Requires the Secretary of the Treasury to conduct a study of such special rules and report to specified committees of the Congress.

Fair Deposit Availability Act of 1983 - Requires a depository institution, before opening a deposit account, to give a customer written disclosure of its general policy on withdrawal of funds deposited by check or similar instruments into such account. Requires a depository institution to: (1) furnish its customers preprinted deposit slips, or envelopes for automatic teller machine deposits bearing a summary statement of such withdrawal policy; or (2) in the case of a particular deposit by check or similar instrument for which funds may not be immediately available for withdrawal, provide specific notice of the time the customer may withdraw such funds. Requires a depository institution to begin to compute interest on funds so deposited on the date on which such institution receives provisional credit for check or similar instrument. Permits a customer to withdraw funds at any time after a depository institution involved receives provisional credit for a check or similar instrument issued by the Federal government. Requires depository institutions to comply with certain endorsement standards. Provides for expedited notice of nonpayment of a check or similar instrument. Requires the Board of Governors of the Federal Reserve System to publish model disclosure forms and regulations to carry out this Act. Provides for administrative enforcement of compliance with this Act. Sets forth civil penalties for any depository institutions which fails to comply with the requirements of this Act.

Synthetic Fuels Corporation Fiscal Accountability Act of 1983 - Amends the Energy Security Act to prohibit the U.S. Synthetic Fuels Corporation from making new awards of financial assistance after the date of the enactment of this Act and before the date on which the Corporation's comprehensive strategy for achieving the national synthetic fuel production goal is approved by Congress. Makes limitations on Corporation construction projects effective upon the enactment of this Act rather than upon approval of the comprehensive strategy as provided under current law.

Small Business Competitive Procurement Act of 1983 - Amends the Small Business Act to prohibit Government procurement officers from using qualified bidders or similar lists to preclude small businesses from being awarded contracts without referring the matter for final disposition to the Small Business Administration (SBA). Requires the SBA to certify small businesses as eligible to perform specified Government subcontracts if the contract involved exceeds $100,000 or the approved limits of a contractor's procurement system, whichever is greater. Provides that a Government procurement officer may not refuse to include a product of a small business concern or group of small business concerns on a qualified products list without referring the matter for final disposition to the SBA. Requires the SBA to make such final disposition within 60 days. Prohibits the SBA from: (1) establishing an exemption from the requirements that Government procurement officers refer questions as to a small business' eligibility as a Government contractor to the SBA for disposition; or (2) refusing to accept such a referral. Declares it to be the policy of the United States that small business concerns and small business concerns owned and controlled by socially and economically disadvantaged individuals shall have the maximum practicable opportunity to participate in the award of Government prime contracts and subcontracts for appropriate portions of component systems, spare parts, and services for major weapon systems. Provides that during the planning for contracts for the procurement and performance of service or for the production or assembly of goods and spare parts for major weapon systems, the head of each Federal agency shall maximize competition for such components or services so as to insure to the maximum extent practicable that small businesses and small disadvantaged businesses are not precluded from performing as prime contractors and subcontractors on such contracts. Requires Federal agencies to publicly post and make available to small businesses information concerning the agencies' solicitations, unless such disclosure of information would be a breach of security or would disclose the Government's cost estimate for the procurement. Directs the Department of Defense to use funds appropriated for the development or production of any major weapon system to acquire manufacturing data relating to such system. Requires contracts entered into by any military department for the development or production of any major weapons system to contain provisions insuring the Government's acquisition of such manufacturing data, including conditions under which the contractor waives proprietary rights with respect to data necessary for the performance of such contracts. Provides waiver authority upon notification to specified congressional committees in instances where the military department determines that manufacturing technical data is not necessary. Directs each military department, within a specified time, to complete an inventory of the manufacturing technical data which the Government has in its possession or to which it has access. Directs the Comptroller General of the United States to transmit to Congress, within three years after enactment of this Act, a report evaluating each military department's efforts to compile an inventory of the manufacturing data for major weapons systems in its possession or to which it has access. States that Federal procurement rulemaking is to be covered under the Administrative Procedure Act.
