Declares that any new federal tax system should be a simple and fair system that: (1) applies a low rate to all Americans; (2) provides tax relief for working Americans; (3) protects the rights of taxpayers and reduces tax collection abuses; (4) eliminates the bias against savings and investment; (5) promotes economic growth and job creation; and (6) does not penalize marriage or families. Federal Firefighters Fairness Act of 2009 - Provides that: (1) specified diseases, including heart disease, lung disease, tuberculosis, hepatitis, human immunodeficiency virus (HIV), and specified cancers, of federal employees in fire protection activities shall be presumed to be proximately caused by such employment; (2) the disability or death of such an employee due to such a disease shall be presumed to result from personal injury sustained while in the performance of duty; and (3) such presumptions may be rebutted by a preponderance of the evidence. Defines an "employee in fire protection activities" as a firefighter, paramedic, emergency medical technician, rescue worker, ambulance personnel, or hazardous material worker, who: (1) is trained in fire suppression; (2) has the legal authority and responsibility to engage in fire suppression; (3) is engaged in the prevention, control, and extinguishment of fires or response to emergency situations where life, property, or the environment is at risk; and (4) performs such activities as a primary responsibility of his or her job. Directs the National Institute of Occupational Safety and Health (NIOSH) to examine the implementation of this Act and appropriate scientific and medical data related to the health risks associated with firefighting and to report to Congress on: (1) an analysis of the injury claims made under this Act; (2) an analysis of the available research related to the health risks associated with firefighting; and (3) recommendations for any administrative or legislative actions necessary to ensure that those diseases most associated with firefighting are included in the presumption created by this Act.

Requires the Directors of the National Institute of Arthritis and Musculoskeletal and Skin Diseases and the National Institute of Allergy and Infectious Diseases to continue to conduct and support research to expand understanding of the causes of, and to find a cure for, psoriasis and psoriatic arthritis. Requires the Secretary, acting through the Director of the Centers for Disease Control and Prevention (CDC), to undertake psoriasis and psoriatic arthritis data collection and develop a psoriasis and psoriatic arthritis patient registry. Encourages the Secretary to convene a summit on federal efforts regarding psoriasis and psoriatic arthritis research, treatment, education, quality-of-life, and data collection. Directs the Secretary to enter into an agreement with the Institutes of Medicine to study insurance coverage of psoriasis and psoriatic arthritis.

Airline Flight Crew Technical Corrections Act - Amends the Family and Medical Leave Act of 1993 with respect to the hours-of-service requirement airline flight crews must meet to be eligible for leave under such Act. Declares that a flight attendant or flight crewmember will be considered to meet such requirement if he or she has worked or been paid for: (1) 60% of the applicable monthly guarantee, or the equivalent annualized over the preceding 12-month period; and (2) a minimum of 504 hours during such period. Authorizes the Secretary of Labor to provide, by regulation, a method for calculating such leave for airline flight crews.

Patients First Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support basic and applied research to develop techniques for the isolation, derivation, production, testing, and human clinical use of stem cells that may result in improved understanding of, or treatments for, diseases and other adverse health conditions, including pluripotent stem cells that have the flexibility of embryonic stem cells (whether or not such pluripotent stem cells have an embryonic source), provided that such techniques will not involve: (1) the creation of a human embryo for research purposes; (2) the destruction or discarding of, or risk of injury to, a living human embryo; or (3) the use of any stem cell the derivation or provision of which would be inconsistent with this Act. Requires the Secretary to issue guidelines implementing this Act to ensure that any research (including any clinical trial) supported under this Act: (1) is clearly consistent with the standards established in this Act, if conducted using human cells; (2) is prioritized in terms of potential for near-term clinical benefit in human patients; and (3) may take into account techniques outlined by the President's Council on Bioethics and any other appropriate techniques and research. Requires the Secretary to: (1) report on peer reviewed stem cell research proposals that were not funded; and (2) study and submit recommendations to Congress on any structural changes to the C.W. Bill Young Cell Transplantation Program that would help to expand access to new and future stem cell therapeutic products.

Bars any cause or claim not filed within a 60-day period for filing a complaint. Prescribes a 180-day deadline for court resolution of a complaint or cause of action. Declares that such a complaint or cause of action shall take precedence over all other pending matters before the District Court. Restricts to the Supreme Court any judicial review of an interlocutory or final judgment, decree, or order of the district court. Prescribes a 180-day deadline for Supreme Court resolution of such a matter. Declares that all such proceedings shall take precedence over all other matters then before the Supreme Court.

Stem Cell Research Improvement Act of 2009 - Amends the Public Health Service Act to require the Secretary of Health and Human Services to conduct and support research that utilizes human embryonic stem cells, regardless of the date on which the stem cells were derived from a human embryo. Limits such research to stem cells that meet the following requirements: (1) the stem cells were derived from human embryos donated from in vitro fertilization clinics, were created for the purposes of fertility treatment, and were in excess of the needs of the individuals seeking such treatment; (2) prior to donation, it was determined that the embryos would never be implanted in a woman and would otherwise be discarded; and (3) the individuals seeking fertility treatment donated the embryos with written informed consent and received no financial or other inducements. Requires the Director of the National Institutes of Health (NIH) to issue guidelines on research involving human embryonic stem cells. Authorizes the Director to issue guidelines on research involving other human stem cells, as scientifically warranted. Provides for updates of guidelines under this Act. Directs the Secretary to take into consideration guidelines on human stem cell research developed by nationally- and internationally- recognized scientific organizations. Requires NIH research to comply with guidelines under this Act. Requires the Director to: (1) determine the extent to which the guidelines under this Act apply to research on human embryonic stem cells derived before the effective date of such guidelines; and (2) include in its biennial report to Congress a summary of research activities on human stem cells.

Military Retirees Health Care Protection Act - Expresses the sense of Congress that: (1) the Department of Defense (DOD) and the nation have a committed health benefits obligation to retired military personnel that exceeds the obligation of corporate employers to civilian employees; and (2) DOD has many additional options to constrain the growth of health care spending in ways that do not disadvantage beneficiaries, and should pursue such options rather than seeking large fee increases for beneficiaries. Prohibits an increase after: (1) April 1, 2006, in a premium, deductible, copayment, or other charge prescribed by the Secretary of Defense for medical and dental health care coverage for military personnel; and (2) September 30, 2009, in the dollar amount of a cost-sharing requirement under the DOD pharmacy benefits program. Prohibits: (1) charges for DOD inpatient care from exceeding $535 per day; and (2) beginning on January 1, 2009, an increase in premiums under TRICARE (a DOD managed health care program) for certain members of the Selected Reserve.

Prohibits requiring repayment of certain amounts previously paid to SBP recipients in the form of a retired pay refund. Repeals the optional authority of (and instead requires) the Secretary of the military department concerned to pay an annuity to a member's dependent children when there is no eligible surviving spouse. Directs the Secretary concerned to restore annuity eligibility to a surviving spouse who earlier agreed to transfer such eligibility to a surviving child or children of a member.

Pancreatic Cancer Research and Education Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services to establish and implement a Pancreatic Cancer Initiative to assist in coordinating activities to address the high mortality rate associated with pancreatic cancer. Requires the Secretary to establish the Interdisciplinary Pancreatic Cancer Coordinating Committee to: (1) provide advice on overall research objectives and benchmarks for pancreatic cancer research; (2) develop and annually update a strategic plan for pancreatic cancer research awareness; and (3) conduct evaluations and make recommendations to the Secretary, the Director of the National Institutes of Health (NIH), and the Director of the National Cancer Institute regarding the prioritization and award of NIH research grants relating to pancreatic cancer. Requires the Secretary to develop a primary care provider education program on pancreatic cancer. Requires the Director of NIH and the Director of the Centers for Disease Control and Prevention (CDC) to develop a communication tool kit for patients and their families that focuses on specific pancreatic cancer issues relating to patient choices and patient care. Allows the Secretary to award grants to research institutions for use in developing innovative compounds or technologies for the prevention, early detection, or treatment of those cancers with five-year survival rates of less than 50%. Requires the Secretary to focus on pancreatic cancer during the initial five fiscal years of awarding such grants. Allows the Secretary to designate two additional Specialized Programs of Research Excellence focusing solely on pancreatic cancer research.

National Pain Care Policy Act of 2009 - Requires the Secretary of Health and Human Services to seek an agreement with the Institute of Medicine to convene a Conference on Pain to: (1) increase the recognition of pain as a significant public health problem in the United States; (2) evaluate the adequacy of assessment, diagnosis, treatment, and management of acute and chronic pain; (3) identify barriers to appropriate pain care; and (4) establish an agenda to reduce such barriers and significantly improve the state of pain care research, education, and clinical care in the United States. Allows the Secretary to enter into an agreement with another appropriate entity if the Institute of Medicine declines. Amends the Public Health Service Act to require the Director of the National Institutes of Health (NIH) to continue and expand, through the Pain Consortium, an aggressive program of basic and clinical research on the causes of and potential treatments for pain. Requires the Pain Consortium to develop and make recommendations on appropriate pain research initiatives. Requires the Secretary to establish the Interagency Pain Research Coordinating Committee to: (1) develop a summary of advances in federal pain care research relevant to the diagnosis, prevention, and treatment of pain and diseases and disorders associated with pain; and (2) identify critical gaps in basic and clinical research on the symptoms and causes of pain. Allows the Secretary to provide for education and training to health care professionals in pain care. Requires the Secretary to establish and implement a national pain care education outreach and awareness campaign to educate consumers, patients, their families, and other caregivers.

Permits the vouchers to be transferred to another person to allow that person to mail correspondence and small parcels to the member. Limits vouchers to one per month. Allows a voucher earned during FY2010 to be used after the end of that fiscal year. Directs the Secretary to transfer to the Postal Service an amount representing the amount of the vouchers used.

Access to Cancer Clinical Trials Act of 2009 - Amends the Public Health Service Act, the Employee Retirement Income Security Act of 1974 (ERISA), and the Internal Revenue Code to prohibit a group health plan from: (1) denying an eligible participant or beneficiary participation in clinical trials related to the treatment of cancer that are federally funded or conducted under an investigational new drug application reviewed by the Food and Drug Administration (FDA); (2) denying (or limiting or imposing additional conditions on) the coverage of routine patient costs for items and services furnished in connection with such participation; or (3) discriminating against an individual on the basis of such participation. Includes as routine patient costs all items and services provided in the clinical trial that are otherwise generally available to a qualified individual, with certain exceptions. Applies such prohibitions to coverage offered in the individual market. Requires the Secretary of Health and Human Services to study the impact on group health plans and health insurance issuers of requiring them to cover routine patient care costs for individuals with serious and life threatening diseases other than cancer.

Makes it an affirmative defense to a prosecution or civil action under this Act that a defendant: (1) reasonably believed that before the minor obtained the abortion, the required parental consent or notification or judicial authorization took place; or (2) was presented with documentation showing that a court waived parental notification requirements or authorized the minor's abortion. Defines "abortion" as the termination of a pregnancy with an intention other than to increase the probability of a live birth, preserve the life or health of the child after live birth, remove a dead unborn child who died as the result of a spontaneous abortion, accidental trauma, or a criminal assault on the pregnant female or her unborn child. Imposes a fine and/or prison term of up to one year on a physician who performs or induces an abortion on an out-of-state minor in violation of parental notification requirements. Requires such physician to give 24-hour actual or constructive notice to a parent of the minor seeking an abortion, subject to certain exceptions.

Prescribes related procedures, including restrictions on oral testimony. Stays any such application until all Military Commission proceedings regarding the covered individual have been resolved. Requires release of a covered individual, for whom the District Court grants a writ of habeas corpus and orders release, into the custody of the Secretary of Homeland Security for transfer to the individual's country of citizenship or another country.

Excludes an abortion where: (1) the pregnancy is the result of an act of rape or an act of incest against a minor; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Excludes hospitals from such requirement so long as the hospital does not provide funds to any non-hospital entity that performs an abortion. Requires the Secretary to annually provide Congress: (1) information on grantees who performed abortions under the exceptions; and (2) a list of entities to which grant funds are made available.

Antifreeze Bittering Act of 2009 - Requires engine coolant or antifreeze that is manufactured six months after the enactment of this Act, and that contains more than 10% ethylene glycol, to include denatonium benzoate at a minimum of 30 parts per million and a maximum of 50 parts per million as a bittering agent so as to render the coolant or antifreeze unpalatable. Requires a coolant or antifreeze manufacturer to maintain records of compliance with this Act. Limits the liability of manufacturers, distributors, recyclers, or sellers of engine coolant or antifreeze who are in compliance with the requirements of this Act for personal and property loss or damage to the environment that results from the inclusion of denatonium benzoate in any coolant or antifreeze. Declares this Act inapplicable to: (1) the sale of a motor vehicle that contains engine coolant or antifreeze; or (2) wholesale containers of engine coolant or antifreeze containing 55 gallons or more of engine coolant or antifreeze.

United Nations Transparency, Accountability, and Reform Act of 2009 - Sets forth U.S. policy with respect to: (1) shifting the funding mechanism for the regular budget of the United Nations from an assessed to a voluntary basis; (2) reform of U.N. peacekeeping operations; and (3) Security Council expansion. Withholds nonvoluntary U.S. contributions to the regular budget of the United Nations: (1) unless the Secretary of State certifies to the appropriate congressional committees that 80% of the the total regular budget of the United Nations is apportioned on a voluntary basis; and (2) to a U.N. human rights treaty monitoring body or committee that was established by a convention or a covenant to which the United States is not party. Establishes the Office of the United States Inspector General for Contributions to the United Nations System. Prohibits the obligation or expenditure of a U.S. contribution to any U.N. entity unless the entity has provided the Inspector General with a transparency certification and is in compliance with such certification. Directs the Secretary to audit and report to the appropriate congressional committees respecting duplicative entities and efforts related to Israeli-Palestinian issues. Withholds funds for such entities until any report recommendations are implemented. Directs the President to use U.S. influence at the United Nations with respect to: (1) publication of all U.N. subsidiary bodies and their functions, budgets, staff, and contributions; (2) employee, agency, and funding financial disclosure; (3) waiver of immunity; (4) adoption of a definition of terrorism and a comprehensive convention on terrorism; (5) anti-Semitism at the United Nations; and (6) Israel's inclusion in the Western European and Others Group. Directs the President to use U.S. influence at the International Atomic Energy Agency (IAEA) to: (1) establish an Office of Compliance in the Secretariat of the IAEA; and (2) prohibit Iran's access to nuclear material, technology, equipment, or assistance until the IAEA determines that Iran is providing full access to IAEA inspectors and has permanently ceased and dismantled all nuclear-enrichment and reprocessing activities. Directs the Secretary to report to the appropriate congressional committees regarding U.N. reforms and personnel. Withholds annual U.S. contributions to the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) until certain conditions are certified, and then provides UNRWA with limited contributions. Withholds U.S. contributions to the United Nations Human Rights Council until the Secretary certifies to Congress that the Council does not include a member state: (1) subject to Security Council sanctions; (2) under a Security Council-mandated investigation for human rights abuses; (3) subject, within the prior five years, to a country-specific resolution passed by the former U.N. Human Rights Commission; (4) which the Secretary has determined is a government that has repeatedly provided support for acts of international terrorism; or (5) which the President has designated as a country of particular concern for religious freedom.
