Directs the Secretary of Health and Human Services to enter into an arrangement with the Institute of Medicine of the National Academy of Sciences to study and report to the Secretary on Medicare reimbursement for gender-specific services. Directs the Medicare Payment Advisory Commission to study and report to Congress on Medicare reimbursement for screening services.

Partial-Birth Abortion Ban Act of 2003 - Amends the Federal criminal code to prohibit any physician or other individual from knowingly performing a partial-birth abortion, except when necessary to save the life of a mother that is endangered by a physical disorder, illness, or injury. Defines a "partial-birth abortion" as an abortion in which the person performing the abortion: (1) deliberately and intentionally vaginally delivers a living fetus until, in the case of a head-first presentation, the entire fetal head is outside the mother's body, or, in the case of a breech presentation, any part of the fetal trunk past the navel is outside the mother's body; and (2) performs the overt act, other than completion of delivery, that kills the partially delivered living fetus. Authorizes the father, if married to the mother at the time of the abortion, and the maternal grandparents of the fetus, if the mother is under 18 years of age, to obtain specified relief in a civil action, unless the pregnancy resulted from the plaintiff's criminal conduct or the plaintiff consented to the abortion. Authorizes a defendant accused of an offense under this Act to seek a hearing before the State Medical Board on whether the physician's conduct was necessary to save the life of the mother. Prohibits the prosecution of a woman upon whom a partial-birth abortion is performed for conspiracy to violate this Act or under provisions regarding punishment as a principal or an accessory or for concealment of a felony.

Social Security Protection Act of 2003 - Amends the Social Security Act to direct, with certain limitations, the Commissioner of Social Security to fully reimburse Social Security beneficiaries for any part of their benefit that was misused by a representative payee. Defines misuse of benefits. Establishes that a representative payee that is not a Federal, State or local government agency will be held liable for misuse of funds and for lying or withholding information relevant to his right to be a representative payee. Forbids a prospective representative payee of a beneficiary from serving if he has been convicted of any Federal or State offense resulting in imprisonment for more than one year, unless the Commissioner deems it appropriate. Forbids a fugitive felon from serving as a representative payee. Identifies attorneys who have received certain sanctions as ineligible to be representative payees. Establishes that certain individuals fleeing prosecution, custody, or confinement, or violating probation or parole shall not be allowed benefits unless the Commissioner finds good cause to allow them. Forbids benefits from being distributed to individuals violating probation or parole under State or Federal law. Forbids payment of benefits to individuals removed from the United States. Provides for disqualification from payment during trial work period upon conviction of fraudulent concealment of work activity. Outlines authority for judicial orders of restitution. Sets cap on assessments owed by attorney representatives upon receiving payments for past-due benefits. Sets cap of 25 percent of the amount of payment of past-due benefits for a payment from the Commissioner to an attorney representative. Extends availability of Federal and State work incentive services to additional individuals.

Authorizes persons whose rights under this Act have been violated to bring an action in U.S. district court against the United States, any State, or any person for damages, injunctive relief, and such other relief as the court deems appropriate. Sets forth provisions regarding: (1) the award of attorney's fees; and (2) the statute of limitations.

Directs the Secretary to develop and issue public service announcements advertising medical laboratory personnel careers and encouraging individuals to enter the medical laboratory field. Directs the Secretary to make grants for training to increase the number of cytotechnologists available for screening women for cervical cancer.

Military Survivor Benefits Improvement Act of 2003 - Adjusts the basic Survivor Benefit Plan (SBP) annuity amount for surviving spouses, age 62 and older, of former military personnel to: (1) 35 percent of the retired pay of the decedent (current law), for months before October 2004; (2) 40 percent for months during FY 2005; (3) 45 percent for months during FY 2006; (4) 50 percent for months during FY 2007; and (5) 55 percent for months after FY 2007. Adjusts similarly percentage amounts with respect to survivors of reserve personnel and survivors of persons who die while on active duty. Provides a corresponding phased elimination of the SBP supplemental annuity authorized to be provided to such surviving spouses. Requires periodic recomputation of: (1) annuity amounts beginning in October 2004; and (2) retired pay reductions for supplemental survivor annuities. Provides a one-year open enrollment period for SBP participation, commencing October 1, 2004, for those currently not participating, those electing to increase current coverage, and those wishing to participate in the supplemental SBP. Authorizes the Secretary of Defense to require appropriate premiums for SBP participation.

Fair Care for the Uninsured Act of 2003 - Amends the Internal Revenue Code to allow an individual a tax credit in an amount equal to the amount paid for qualified health insurance, subject to stated limitations. Directs the Secretary of the Treasury to make payments to the provider of an individual's qualified health insurance equal to such individual's qualified health insurance credit advance amount (the Secretary's estimate of the amount of credit allowable) with respect to such provider. Requires each health insurer, health maintenance organization, and health service organization to participate in a health insurance safety net which shall assure the availability of health insurance to uninsurable individuals. Funds such safety nets through assessments against such insurers and organizations. Permits such insurers and organizations to add the costs of such assessments to the costs of its insurance or coverage. Amends the Public Health Service Act to allow health benefits coverage through individual membership associations (IMAs). Sets forth IMA requirements, including that the IMA be an organization operated under the direction of an association and that IMA health benefits coverage only be provided through contracts with health insurance issuers. Requires IMAs to include a minimum of two health insurance coverage options.

Firefighting Research and Coordination Act - Amends the Federal Fire Prevention and Control Act of 1974 to direct the Administrator of the United States Fire Administration (Director of the Federal Emergency Management Agency (FEMA)) to: (1) develop new, and utilize existing, measurement techniques and testing methodologies for evaluating new firefighting technologies; (2) evaluate the compatibility of new equipment and technology with existing technology; and (3) support the development of new standards through national voluntary consensus standards organizations for new firefighting technologies based on specified techniques and methodologies. Directs the Administrator to: (1) provide technical assistance and training to State and local fire service officials to establish nationwide and State mutual aid systems for dealing with national emergencies; and (2) develop and make model mutual aid plans for both intrastate and interstate assistance available to State and local fire service officials. Requires the Director of FEMA to revise FEMA's Federal Response Plan to incorporate plans for responding to terrorist attacks, particularly in urban areas. Authorizes the Superintendent of the National Academy for Fire Prevention and Control to train fire service personnel in: (1) strategies for building collapse rescue; (2) the use of technology in response to fires; (3) response, tactics, and strategies for dealing with terrorist-caused national catastrophes; (4) use of and familiarity with the national plan; (5) leadership and strategic skills, including integrated management systems operations and integrated response; (6) strategies and tactics for fighting forest fires; (7) integration of terrorism response agencies into the national terrorism incident response system; and (8) response tactics and strategies for fighting fires at U.S. ports, including fires on the water and aboard vessels.

Calls on the President to instruct the Secretary of State to consult with the appropriate congressional committees regarding the U.S. priorities and strategy for the 59th session of the Commission and strategy and proposals for its reform. Requests the President to object to the continued suspension of sanctions against Libya and call for their full reinstatement until Libya: (1) publicly accepts responsibility for the Pan Am Flight 103 bombing; (2) provides appropriate compensation to the victims; and (3) is in full compliance with all UN sanctions imposed as a result of Libya's orchestration of the Pan Am 103 terrorist attack. Calls on the Secretary of State to engage member countries to support U.S. efforts to ensure that states that are gross violators of human rights, sponsors of terrorist activities, or subject to UN sanctions will not be elected to leadership positions in the UN General Assembly nor will they be elected to membership or leadership positions on the UN Commission on Human Rights, the UN Security Council, or any other UN entity or affiliated agency.

Requires each locality receiving such a grant to: (1) develop an assessment on the need for a control program and a plan for carrying out such a program; and (2) make available matching funds in an amount not less than 1/3 of the cost of the program, unless the Secretary waives the requirement due to extraordinary economic conditions in the locality. Allows the Secretary to provide training and technical assistance to: (1) States for the planning, development, and operation of assessments and plans regarding control programs; and (2) localities for the planning, development, and operation of control programs. States that such assistance may be provided directly or through awards of grants or contracts to public or private entities. Requires the Director of the National Institute of Environmental Health Sciences to conduct or support research into methods to control the population of insects and vermin that transmit dangerous diseases to humans.

Provides that such authorization shall not supersede State laws that: (1) permit private entities to prohibit the possession of concealed firearms on their property; or (2) prohibit the possession of firearms on State or local government property. Excludes from the definition of "firearm" any machine gun, firearm silencer, or destructive device.
