Expresses the determination of the Congress that the Palestine Liberation Organization (PLO): (1) is a terrorist organization; (2) is a threat to the interests of the United States, its allies, and to international law; and (3) should not benefit from operating in the United States. Prohibits, if the purpose is to further the interests of the PLO: (1) the receipt of anything of value except informational material from the PLO; (2) the expenditure of funds from the PLO; or (3) the establishment or maintenance of a PLO office within the jurisdiction of the United States. Provides that the provisions of this Act shall cease to have effect if the President certifies to the Congress that the PLO no longer practices or supports terrorist actions.

Prohibits the proposed enhancement or upgrade in the sensitivity of technology of, or the capacity of, Maverick missiles for Saudi Arabia, as described in the May 29, 1987, certification from the President to the Congress under the Arms Export Control Act.

Anti-Terrorism Sanctions Act of 1987 - Provides certain sanctions against countries determined by the Department of State, under provisions of the Export Administration Act of 1979, as countries that repeatedly provide support for international terrorism. Specifies such sanctions as: (1) the termination, withdrawal, or suspension of any portion of any trade agreement or treaty that relates to the provision of nondiscriminatory (most-favored-nation) trade treatment to such country; (2) the denial of nondiscriminatory (most-favored-nation) trade treatment by the United States; (3) the nonapplication of the Generalized System of Preferences with respect to the products of such country; (4) the nonapplication of the provisions of the Caribbean Basin Economic Recovery Act with respect to the products of such country; and (5) the nonapplication of the provisions of the International Travel and Tourism Act of 1961 instructing the Secretary of Commerce to consult with other nations regarding international travel and tourism. Authorizes the President to waive any or all of such sanctions with respect to any foreign country if the President determines that such a waiver would be in the best interests of the United States.

Designates August 1, 1987, as Helsinki Human Rights Day. Requests the President to: (1) reassert American commitment to the Helsinki Accords; (2) raise the issue of noncompliance with such Accords with the Soviet Union, Bulgaria, Czechoslovakia, the German Democratic Republic, Hungary, Poland, and Romania; (3) convey to all signatories of such Accords that respect for human rights and fundamental freedoms is vital to progress in the ongoing Helsinki process; (4) convey to U.S. allies the necessity of unity regarding such Accords; (5) continue his efforts to achieve the release of political prisoners of the Soviet Union, increase in Soviet emigration, resolution of family reunification cases, and cessation of radio transmission jamming; (6) seek the inclusion, in any concluding document agreed to in Vienna, of a mechanism to sustain human rights progress after the Vienna Conference on Security and Cooperation in Europe; and (7) convey to signatory states the desire of the United States for a result at Vienna that will not favor military security at the expense of human rights.

Designates the westernmost point of Guam as Point Udall in honor of Morris Udall, a Member of the House of Representatives. Directs the Secretary of the Interior to place and maintain a plaque on Federal land near such point to honor the service and accomplishments of Morris Udall. Authorizes appropriations.

Prohibits the disbursement of appropriated funds for crime prevention to any State which does not have in effect a law imposing the death penalty for the willful killing of a law enforcement officer.

Directs the Secretary of Transportation to provide certain emergency relief funds to pay the reconstruction or repair expenses of a certain collapsed bridge over the Schoharie Creek in New York State (including certain accident investigation expenses and expenses incurred in detouring traffic around the bridge site). Cites conditions under which such funds will not be available.

Amends Federal veterans' benefits provisions to direct (current law authorizes) the Administrator of Veterans Affairs to pay travel expenses of certain veterans and their eligible dependents to or from a Veterans Administration facility or other authorized place in connection with rehabilitation, counseling, or medical treatment or care. Defines those veterans entitled to such payment, including: (1) those veterans financially unable to meet such travel costs; and (2) those veterans unable to bear the cost of special transportation necessitated due to a medical disability. Limits such payments in the case of travel by a privately-owned vehicle to the cost of similar public transportation for such travel. Limits such payment to the actual cost incurred for such travel.

Repeals the Internal Revenue Code provision that precludes a corporation (mutual fund) from income tax treatment as a regulated investment company unless less than 30 percent of its gross income is derived from the sale or other disposition of stock or securities held for less than three months (thereby qualifying such companies for conduit treatment that taxes distributed income and gain at the shareholder level rather than at the corporate level).

Amends the Tariff Schedules of the United States to suspend the duty on kitchenware of transparent, nonglazed glass ceramics through December 31, 1989.

Directs the head of each Federal department or agency holding records relating to sightings of U.S. military personnel in Southeast Asia since 1973 to make available to the public, within 30 days after the enactment of this Act, all such records. Provides exceptions to such disclosures for information revealing intelligence sources and methods or the names of such personnel.

Provides for the appointment of a delegation of Members of Congress to participate in ceremonies to be held in New York City in April 1989 commemorating the 200th anniversaries of: (1) the implementation of the Constitution as the form of government of the United States; (2) the inauguration of George Washington as the first President; and (3) the proposal of the Bill of Rights as the first ten amendments to the Constitution. Invites the President to join the delegation in participating in the ceremonies.

Rural Letter Carriers Tax Simplification Act - Provides that, for taxable years beginning after 1986, rural mail carriers are permitted to compute the amount of the income tax deduction for use of their automobiles in performance of mail services: (1) by using a standard mileage rate for all miles of such use equal to 150 percent of the basic standard rate; or (2) without applying the limitation on deductions generally applicable in cases when the business use of the automobile accounts for 50 percent, or less, of its use. Prohibits the use of 150 percent of the basic standard mileage rate in determining the allowable deduction if the taxpayer claims an investment tax credit or depreciation deduction for such automobile.

Prohibits any national of a Warsaw Pact country from being employed as a foreign national employee at a U.S. diplomatic or consular mission in any Warsaw Pact country. Makes an exception to such prohibition for any foreign national who is not permitted access to the embassy or consulate grounds or the residence of the chief of mission or the deputy chief of mission. Expresses the willingness of the Congress to provide additional funds to employ U.S. citizens as replacements.

Expresses the sense of the Congress that: (1) the uncompleted chancery building of the U.S. Embassy complex in Moscow is not secure and may be impossible to secure; and (2) that chancery building should never be accepted by the United States. States that if a new chancery is constructed, it should be built under American supervision and exclusively with American plans, materials, and labor.

Amends the Internal Revenue Code to allow an individual a nonrefundable income tax credit equal to 25 percent of the amount of expenses paid or incurred during the taxable year for new security devices for the taxpayer's residence, including: (1) a lock or alarm for a door or window; (2) security lighting; (3) protective window and door bars; and (4) an electronic alarm system. Permits a maximum credit of $175. Provides that the tax credit shall be 100 percent of such expenses for individuals who have attained the age of 65 before the close of the taxable year. Provides that when the basis of property is increased as a result of an expenditure for security devices, the taxpayer must reduce such property's basis by the amount of the allowed credit. Disallows a credit when the property is eligible for the investment credit.

Elderly Victims of Crime Act of 1987 - Amends the Victims of Crime Act of 1984 to require States (in order to receive grants from the Crime Victims Fund) to certify that priority will be given to eligible programs which provide assistance to elderly crime victims.

Elder Abuse Information Act of 1987 - Directs the Attorney General to: (1) acquire statistical data about the incidence of elder abuse for 1988 and 1989 and publish annual summaries of such data; and (2) modify the uniform crime reporting program of the Federal Bureau of Investigation to include data, for types of offenses that may involve elder abuse, on the age of the victim and the victim's relationship to the offender.

Suspends nondiscriminatory treatment (most-favored-nation treatment) for products of Romania entered into the United States during the one-year period beginning on the date of enactment of this Act. Allows the President to restore nondiscriminatory treatment to products of Romania prior to the end of such period if the President submits a report to the Congress, before the 181st day of the suspension year, containing: (1) the annual objectives of the United States toward achieving the gradual reduction of Romanian human rights violations during the remainder of the suspension year and the reduction and termination of such violations during the five succeeding years; and (2) recommendations regarding actions to be taken by the United States within such five-year period to achieve such objectives. Allows the President to extend nondiscriminatory treatment to the products of Romania during each of the five succeeding years if the President submits a report to the Congress before the beginning of each year stating that the Romanian Government is achieving the applicable human rights violation reduction objectives. Provides for the termination of such nondiscriminatory treatment for any part of such years by enactment of a joint resolution disapproving of the extension of such nondiscriminatory treatment.

Moscow Embassy Security Resolution - Declares that: (1) the Government of the U.S.S.R. has violated the diplomatic privileges and immunities of the Embassy of the United States by surreptitiously entering that Embassy to conduct espionage; (2) the penetration of the Embassy constitutes a gross violation of international law; (3) such penetration has inflicted grave damage upon the national security of the United States; (4) the security of the United States requires that American personnel in Moscow can communicate in confidence; (5) such personnel cannot communicate in confidence within the present Embassy in Moscow, nor within the proposed new Embassy in Moscow; (6) the agreements between the United States and the U.S.S.R. concerning new embassies in Moscow and Washington allow either party to withdraw from the agreements to the extent the national security interests of the party require; and (7) to protect national security, the United States must withdraw from the embassy agreements. Declares that the United States withdraws from the embassy agreements. Requires the Secretary of State to notify the Government of the U.S.S.R. that the Mount Alto site in Washington, D.C., will cease to be available to that Government for any purpose.

Social Security Transitional Benefit Computation Act of 1987 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to alter the formula for computing the primary insurance amount of individuals who attain age 65 in or after 1982 and would otherwise be subject to the benefit computation rules of the Social Security Amendments of 1977. Extends the application of such transitional benefit computation rules to those who become eligible for benefits before 1989. (Currently those who become eligible after 1983 are subject to the benefit computation rules of the Social Security Amendments of 1977.)

Home Health and Hospice Care Waiver Extension Act of 1987 - Amends the Consolidated Omnibus Budget Reconciliation Act of 1985 and the Omnibus Budget Reconciliation Act of 1986 to continue, until FY 1990, waivers of liability which provide that home health agencies and hospice programs which keep their services for which Medicare coverage (under title XVIII of the Social Security Act) is denied below specified percentages shall not be denied payment for such care. (Currently, the home health agency waiver expires one year after certain regional intermediaries begin to service such agencies and the hospice program waiver expires on November 1, 1988.)

University Research Facilities Revitalization Act of 1987 - Directs the National Science Foundation (NSF) to establish and carry out a new university research laboratory modernization program, making awards to institutions of higher education for the repair, renovation, or replacement of such institutions' laboratories and research facilities. Grants awards in response to specific proposals on the basis of the quality of the research and how such research relates to the future research mission of the NSF and the institution. Authorizes appropriations for FY 1988 through 1997.

Home Health Communications Act of 1987 - Amends part A (Hospital Insurance) of title XVIII (Medicare) of the Social Security Act to direct a fiscal intermediary to provide each home health agency it serves a copy of a written notice and communication of a nonwritten notice of any change in Medicare home health policy within seven days of receiving such notice from the Department of Health and Human Services.

Home Health Informed Consumers Act of 1987 - Amends title XVIII (Medicare) of the Social Security Act to require the publication, distribution, and periodic revision of a booklet informing current and potential consumers of home health services regarding Medicare coverage of such services. Requires that such booklet include a description of the: (1) process for the review and appeal of coverage denials; and (2) guidelines applied in determining whether an individual is homebound and whether he or she needs skilled nursing care on an intermittent basis. Requires that such booklet be published and distributed within one year of this Act's enactment.

Home Health Medical Necessity Standards Act of 1987 - Amends title XVIII (Medicare) of the Social Security Act to provide that in determining whether home health services meet the Medicare requirement that covered services be reasonable and necessary: (1) medical care prescribed by a physician shall be considered reasonable and necessary unless it is deemed by expert, unbiased medical evidence to be otherwise; and (2) the individual's particular circumstances shall be taken into account, but not whether the individual's condition is acute or chronic.

Home Health Prompt Reconsideration Act of 1987 - Amends part A (Hospital Insurance) of title XVIII (Medicare) of the Social Security Act to direct a fiscal intermediary to act fully on reconsideration of a payment denial for home health services and give the individual and home health agency involved notice of its findings within 90 days after the reconsideration request is filed. Requires intermediaries to pay interest on the claim for the period during which the reconsideration findings are past due, regardless of whether or not the claim is ultimately paid. Makes such interest penalty inapplicable when the home health agency receives periodic interim payments for its services.
