Amateur Sports Act - Title I: Declaration of Policy - Makes findings and states that the policy of Congress is to promote amateur athletics and protect the right of amateur athletes to participate in athletic competition. Title II: Olympic Committee Reorganization - Amends the corporate charter of the Olympic Committee to (1) provide for a principal place of business of the United States Olympic Committee (Corporation); (2) set forth the objectives and purposes of the Corporation; (3) set forth the powers of the Corporation; (4) provide reasonable representation for specified individuals and organizations in establishing and maintaining provisions for the governance and conduct of its affairs; and (5) subject to civil liability any person who uses an Olympic designation without authority to promote a private financial interest. Permits contributors or suppliers of goods or services to use the name of the United States Olympic Committee or its designation to advertise that such goods or services have been furnished to, approved, or selected by the Corporation. Requires the Corporation to establish in its constitution and bylaws provisions for the resolution of disputes involving the opportunity of an amateur athlete or other specified individuals to participate in sanctioned athletic competitions. Authorizes the Corporation to recognize as a national governing body any amateur sports organization (but only one for each sport) which submits an application for recognition and complies with eligibility requirements. Sets forth such eligibility requirements. Sets forth the duties and powers of a national governing body and the requirements which an amateur sports organization must meet to hold an athletic competition or sponsor athletes in competition and be sanctioned by a national governing body. Grants to the Corporation the power of review over the actions of any national governing body and invests a United States district court with jurisdiction to enjoin any action of a national governing body inconsistent with the terms of the Corporate charter. Sets forth procedures for the Corporation in (1) processing a complaint against a national governing body by an individual athlete or an amateur sports organization; (2) revoking recognition of a national governing body; and (3) replacing an incumbent national governing body. Provides for arbitration of a determination of the Corporation. Authorizes the Secretary of Commerce to lend financial assistance to the Corporation in developing amateur athletics in the United States. Authorizes appropriations for carrying out the work of the national governing bodies. Directs the Secretary to conduct a feasibility study to determine the most appropriate means of providing funding to the Corporation for the construction and operation of training centers and sports medicine research facilities.

Declares the sense of the Congress that the President and the Secretary of State should take all necessary steps to bring the Baltic States question before the United Nations and to urge the United Nations to request the Soviet Union to withdraw all non-native troops, agents, colonists, and controls from the Republics of Lithuania, Latvia, and Estonia, and to return all Baltic exiles from Siberia and from prisons and labor camps in the Soviet Union. Requires the Secretary of State to do his utmost to bring the matter of the Baltic States to the attention of all nations by means of special radio programs and publications. Declares that the United States should not agree to the recognition of the Soviet Union's annexation of Lithuania, Latvia, and Estonia. Directs the President to take steps to provide that all maps of Europe show the Republics of Lithuania, Latvia, and Estonia as independent states. Calls for a return of self-determination to the peoples of Lithuania, Latvia, and Estonia through free elections conducted under the auspices of the United Nations.

Asbestos-Related Disease Screening Act - Requires the Secretary of Labor to make contracts and grants to reimburse public and private organizations for the reasonable cost of providing screening for asbestos-related diseases to individuals employed in occupations involving exposure to asbestos to a degree which carries with it a significant risk of developing an asbestos-related disease. Requires the Secretary to provide for a program under which any individual at risk is reimbursed for reasonable expenses incurred in the individual's screening. Authorizes appropriations through fiscal year 1981 to carry out the purposes of this Act. Requires the Secretary to periodically report to Congress concerning this Act.

Declares it the sense of the Congress (1) that the President should express to the Soviet Union the disapproval of the American people concerning the nondelivery of mail to persons residing within the Soviet Union and (2) that the United States should bring to the attention of the next Congress of the Universal Postal Union the failure of the Soviet Union to comply with certain articles of the Universal Postal Union.

Stipulates that upon the withdrawal of approval of any portion of an Interstate Highway, the State involved, subject to the approval of the Secretary of Transportation, shall not be required to refund to the Highway Trust Fund any sums paid to the State for intangible costs. Stipulates that refunds shall not be required if the State applies such funds to an eligible transportation project or to a public conservation or recreation purpose within ten years.

Agricultural Foreign Investment Disclosure Act - Requires a report to the Secretary of Agriculture, containing legal name, address, citizenship, type of interest, and legal description of the land involved, and other specified information, from any foreign person (including individuals, organizations, governments, or any combination thereof) who holds, acquires, or transfers any interest, other than a security interest, in agricultural land. Establishes a civil penalty for violation of any provision of this Act in an amount not to exceed 25 percent of the fair market value of the land interest involved on the date of the penalty assessment. Requires the Secretary to report to the President and to Congress an analysis of the information obtained by him pursuant to this Act, and a determination of the effects of foreign holdings, acquisitions, and transfers on family farms and rural communities.

Medicare Home Health Amendments - Amends Title XVIII (Medicare) of the Social Security Act to remove the 100 visit limitation presently applicable to home health care services under such Title. Eliminates prior hospitalization as a condition of eligibility for home health care services under part A (Hospital Insurance Benefits for the Aged and Disabled) of such Title. Eliminates confinement to home as a requirement for receiving home health care services under part B (Supplementary Medical Insurance Benefits for the Aged and Disabled) of such Title. Includes "periodic chore services" within those home health services for which payment may be made under the supplementary medical insurance program.

Press Protection Act - Prohibits any person acting under color of law, without a prior adversary court proceeding, from searching any place or seizing any things in the possession, custody, or control of any person engaged in the gathering or dissemination of news for the print or broadcast media, unless with a warrant issued by a court upon probable cause that such person has committed or is committing a criminal offense. Establishes a criminal fine of not more than $10,000 for violation of this Act, and creates a civil cause of action for any person aggrieved by a violation. Allows punitive damages of up to $10,000, and reasonable attorneys fees.

Directs the Secretary of the Treasury to strike bronze, silver, and gold national medals and deliver them to the Lake Placid 1980 Olympic Winter Games Corporation, a nonprofit corporation. Requires such medals to be struck at not less than their estimated cost of manufacture, plus a surcharge equal to 25 percent of such cost. Requires such surcharge to be deposited in the Treasury as miscellaneous receipts.

Voluntary Job Preservation and Community Stabilization Act - Directs the Secretary of Commerce to conduct a continuing investigation to identify those industrial, business, agricultural, and service organizations (1) which are in danger of ceasing operation or of outmigration and (2) whose closing or relocation would result in substantial unemployment and economic dislocation in the community. Provides, through the Secretary, loans for technical assistance and status and operating costs to an employee or employee/community corporation which meets certain requirements in order that it may assume ownership and operation of an organization so identified. Conditions loans, among other factors, upon certification that the corporation will allow new employees to participate and will adopt a method for acquisition of stock of persons no longer associated with the organization for the purpose of making it available to all employees on a nondiscriminatory basis. Authorizes loans of up to $15,000 to an employee who wishes to purchase stock in a purchasing corporation and who is unable to secure financing elsewhere.

African Development Foundation Act - Amends the Foreign Assistance Act of 1961 to establish as a nonprofit corporation the African Development Foundation. Authorizes the Foundation to make grants, loans, and loan guarantees to any African private or public group, association, or other entity for: (1) the support of self-initiated community development efforts; (2) development research by Africans and the transfer of development resources, expertise, and knowledge within Africa; (3) procurement from other sources of such technical or other assistance in cases and manners deemed appropriate by African recipient entities; and (4) such other projects as the Foundation considers appropriate. Vests the management of the Foundation in a Board of Directors composed of seven members appointed by the President. Directs the establishment of a Council composed of individuals selected by the Board and including representatives from African grant recipients and other foreign nationals who are knowledgeable about development activities in Africa. Authorizes the appropriation of $25,000,000 to carry out this Act for the period covered by fiscal years 1978-80.

Provides that where two or more Members of the House of Representatives pay the basic pay of an individual from the clerk-hire allowance of each such Member, such individual shall be considered to be on the payroll of only one such Member for purposes of determining the number of individuals employed by such Members under the clerk-hire allowance. Requires such Members to designate who shall be considered the employer for the month involved and to report such designation to the Office of Finance.

Targeted Tax Relief Act - Amends the Internal Revenue Code to allow manufacturers planning property eligible for the investment tax credit in designated "labor surplus" areas to take double investment tax credits and depreciation deduction for the property. Doubles the allowable deduction for real property taxes on realty used in connection with this property.

National Consumer Nutrition Information Act - States the findings of Congress. Title I: Interdepartmental Planning and Coordination and Intradepartmental Coordination - Establishes within the Department of Agriculture a National Nutrition Education Council to plan and coordinate the activities of Federal agencies concerning nutrition education and nutrition education research. Title II: Research and Demonstration Projects on Dissemination of Nutrition Information to Consumers at the Community Level - Directs the Secretary of Agriculture to conduct, between April 1, 1979 and September 30, 1981, in standard metropolitan and rural areas, demonstration projects pertaining to dissemination of nutrition information. Requires: (1) consumer participation in the planning, implementation, and evaluation of such projects; (2) the utilization of local resources and services; and (3) at least two projects each through the Department, local government units, and nonprofit organizations. Title III: Demonstration Program on Graphic Labeling - Directs the Secretary to conduct studies and demonstrations of methods of graphically indicating nutritional values of fresh fruit and vegetables in supermarkets and other places where consumers purchase groceries. Title IV: Television Demonstration Projects - Directs the Secretary to solicit and receive proposals for the purpose of producing not more than 15 public service announcements concerning the relationship between diet and health and concerning methods of achieving a healthy diet. Title V: General Provisions - Defines terms used in this Act.

Dairy Head Reduction Act - Directs the Secretary of Agriculture, acting through the Agricultural Stablilization and Conservation Service and the Commodity Credit Corporation, to make incentive payments to any qualified dairyman of 15 cents per pound with respect to: (1) any dairy cow which such person markets and delivers for slaughter; and (2) any bred dairy heifer or dairy cow exported. Limits the number of animals for which such payments may be made to those in excess of 12 percent but not more than 25 percent of the average number of dairy cows which the dairyman owns during the 90 day period preceding the enactment of this Act.

Amends the Internal Revenue Code to allow active participants in a retirement plan an income tax deduction for contributions to an individual retirement account in taxable years prior to the vesting of the individual's rights under the retirement plan.

Declares that the President should take steps to discourage activities by the United States which benefit the Government of Uganda; including closing the Ugandan embassy in the District of Columbia; restricting the movement of officials of the Ugandan mission to the United Nations; supporting legislation to prohibit imports to or exports from Uganda; prohibiting the entry of individuals on scholarships from Uganda; prohibiting the training of Ugandans in areas having military application; revoking the landing rights of Ugandan aircraft in the United States; and prohibiting maintenance in the United States of equipment having police or military application.

Regulatory Flexibility Act - Requires any Federal agency, in promulgating any regulation pursuant to the Administrative Procedure Act, to publish its findings regarding whether such regulation should set lesser standards for compliance for individuals and small businesses and small organizations or whether such small entities or individuals should be exempt from such regulation. Requires such promulgating agency to obtain the comments of the Small Business Administration with respect to the impact of such regulation on such individuals and small entities. Requires that such exemptions or lesser standards be incorporated in the proposed regulation where appropriate. States that no person shall have standing in any court to challenge compliance with this Act save individuals, small organizations and small businesses.

Expresses the concern of the House of Representatives regarding the slaughter of dolphins by Japanese fishermen in the Sea of Japan on February 23, and 24, 1978. Encourages the Government of Japan to join in certain discussions and infomration exchanges in an effort to eliminate such slaughter.

Rural Housing Act - Amends the Housing Act of 1949 to state that foreclosure of any rural housing loan made, insured, or guaranteed under Title V of such Act shall be undertaken only as a last resort. Authorizes and directs the Secretary of Agriculture to conduct specified programs of research, study and analysis of rural housing. Authorizes the Secretary to make expenditures from the Rural Housing Insurance Fund in order to correct construction defects or to pay claims of the owner of property arising from such defects. Makes changes with respect to the Secretary's power to make rules and regulations. Authorizes increases in assistance to specified rural housing programs for fiscal years 1978 and 1979. Extends rural housing loans for elderly and handicapped facilities to include supervisory assistance personnel for congregate housing facilities. Makes it mandatory for the Secretary to provide rural rental assistance. Amends the Housing Act of 1949 to direct the Secretary to withhold assistance for specified programs from any otherwise eligible borrower who fails to incorporate energy conservation features into any structure commenced by such borrower after January 1, 1979.

Brucellosis Indemnification Act - Title I: Brucellosis Indemnification Program - Directs the Secretary of Agriculture to compensate any farmer or rancher who owns any dairy cow which, under any Federal law, is destroyed in order to control or eradicate brucellosis. Sets a formula for such compensation, requiring the payment of at least $200 per cow. Denies any such compensation with respect to any dairy cow moved or handled by its owner in violation of any law or regulation for the prevention of the dissemination of any communicable disease of livestock for which such cow was destroyed. Title II: Vaccination Program; Research Program - Directs the Secretary to make grants to States for conducting: (1) without charge to farmers or ranchers, a brucellosis vaccination program; and (2) intensive research concerning methods of identifying brucellosis and of improving anti-brucellosis vaccines. Title III: Deferral of Certain Payments on Operating and Emergency Loans Made Under the Consolidated Farm and Rural Development Act - Amends the Consolidated Farm and Rural Development Act to require the Secretary to make all principal and interest payments coming due on any operating or emergency loan relating to the dairy operation of a farmer or rancher who owns dairy cattle subject to a quarantine imposed in order to control or eradicate brucellosis. Limits the Secretary's payments to the period of the quarantine and for 60 days thereafter. Requires the farmer or rancher to reimburse the Secretary, without interest, for such payments. Title IV: General Provisions - Authorizes the Secretary to issue regulations under this Act, and defines terms used therein.
