Restricts the disclosure of information from such checks. Imposes criminal penalties for unauthorized use or release of such information.

Puerto Rico Democracy Act of 2006 - Directs the Puerto Rico State Elections Commission to conduct a plebiscite in Puerto Rico during the 110th Congress, giving voters the option to vote for continued U.S. territorial status or for a path toward a constitutionally viable permanent nonterritorial status. Provides for subsequent procedures, depending on ballot results. Authorizes the Secretary of the Treasury to allocate certain funds for the self-determination process.

Border Tunnel Prevention Act of 2006 - Amends the federal criminal code to prohibit the construction or financing of an unauthorized tunnel or subterranean passage that crosses the international border between the United States and another country. Imposes a 20-year prison term for such offense. Imposes a 10-year prison term on any person who recklessly permits the construction or use of such a tunnel or passage on land that such person owns or controls. Doubles penalties for persons who use such a tunnel or passage to unlawfully smuggle an alien, illegal goods, controlled substances, weapons of mass destruction, or members of a terrorist organization. Subjects to forfeiture any property involved in, or traceable to, the construction or financing of such a tunnel or passage. Directs the U.S. Sentencing Commission to promulgate or amend sentencing guidelines to provide for increased penalties for persons convicted of criminal offenses related to the construction or financing of such a tunnel or passage.

Internet Gambling Prohibition Act - Amends the federal criminal code to revise the prohibitions against interstate gambling. Modifies the definition of "wire communication facility" to include all communications, including transmissions by satellite or microwave using fixed or mobile connections (e.g., the Internet or other wireless communications). Expands the definition of "bets and wagers" to include all forms of gambling activity. Modifies existing prohibitions against interstate gambling to prohibit anyone engaged in a gambling business from using a communication facility to transmit: (1) bets or wagers; (2) a communication which entitles the recipient to receive money or credit as a result of bets or wagers; or (3) information assisting in the placing of bets or wagers. Imposes a five-year prison term for violations. Prohibits anyone engaged in a gambling business from accepting in connection with the transmission of bets or wagers or information assisting in the placing of bets or wagers: (1) credit, or the proceeds of credit; (2) electronic funds transfers; (3) checks, drafts, or similar instruments; or (4) the proceeds of any other form of financial transaction as prescribed by Treasury regulations. Exempts certain instrastate gambling activities. Requires any common carrier who is notified in writing that a user of one of its communication facilities is violating prohibitions against interstate gambling to discontinue service to such user. Authorizes federal, state, tribal, or local law enforcement agencies to obtain injunctive or declaratory relief to restrain persons from violating prohibitions against interstate gambling.

Federal Aviation Administration Fair Labor Management Dispute Resolution Act of 2006 - Amends federal transportation law to revise certain federal aviation administration personnel management system requirements to prohibit the Administrator of the Federal Aviation Administration (FAA) from implementing any proposed change to the FAA personnel management system in cases where the services of the Federal Mediation and Conciliation Service do not lead to an agreement between the Administrator and FAA employees unless a bill is enacted into law by Congress that authorizes the change during the 60-day period beginning from the time Congress received the proposed change. (Current law does not require congressional action.) Requires the Administrator and FAA employee bargaining representatives to submit the proposed change to binding arbitration if Congress does not enact a bill into law within the 60-day period.

Citizen Legislature and Political Freedom Act - Amends the Federal Election Campaign Act of 1971 (FECA) to terminate limitations on federal election campaign contributions after 2006. Repeals the ban on contributions and expenditures by corporations and labor organizations with respect to elections occurring after December 2006. Amends the Internal Revenue Code to terminate after December 31, 2005, the designation of income tax payments to the Presidential Election Campaign Fund. Terminates the Fund itself and the Presidential Primary Matching Payment Account after December 31, 2006, and transfers any amounts remaining in the Fund to the general fund of the Treasury. Amends FECA to require any political committee of a state or local political party to file with the Federal Election Commission a copy of any report on disbursements it is required under a state or local law, rule, or regulation to submit to the state or local government. Requires electronic filing of all reports, and their placement on the Internet. Requires a campaign committee to report within 24 hours all contributions, regardless of amount, made to any political committee within 90 days before an election. Declares that the "best efforts" exception to noncompliance with FECA shall not apply with respect to information regarding the identification of any contributor of more than $200 in the aggregate during a calendar year (thus requiring strict observance of reporting deadlines for all such contributions).

Tax Code Termination Act - Terminates the Internal Revenue Code of 1986 after December 31, 2009, except for self-employment taxes, Federal Insurance Contributions Act taxes, and Railroad Retirement taxes. Declares that any new federal tax system should be a simple and fair system that: (1) applies a low rate to all Americans; (2) provides tax relief for working Americans; (3) protects the rights of taxpayers and reduces tax collection abuses; (4) eliminates the bias against savings and investment; (5) promotes economic growth and job creation; and (6) does not penalize marriage or families. Requires that the new federal tax system be approved by Congress in its final form by July 4, 2009.

Palestinian Anti-Terrorism Act of 2006 - States that it shall be U.S. policy to promote the emergence of a democratic Palestinian governing authority that denounces and combats terrorism, upholds human rights for all people, and has agreed to recognize Israel as an independent Jewish state. Amends the the Foreign Assistance Act of 1961 to provide assistance under such Act or any other provision of law to the Palestinian Authority (PA) only during a period for which a presidential certification has determined: (1) that no PA ministry, agency, or instrumentality is controlled by a foreign terrorist organization and no member of a foreign terrorist organization serves in a PA ministry, agency, or instrumentality; (2) that the PA has publicly acknowledged Israel's right to exist as a Jewish state, and is adhering to all previous agreements and understandings with the government of the United States, the government of Israel, and the international community; and (3) that the PA has made demonstrable progress toward purging from its security services individuals with ties to terrorism, dismantling all terrorist infrastructure and cooperating with Israel's security services, halting anti-Israel incitement, and ensuring democracy and financial transparency. Directs the President to make and transmit such certifications to Congress every six months. Prohibits during a period in which a certification is is not in effect with respect to the PA.: (1) assistance to nongovernmental organizations for the West Bank and Gaza (exempts assistance for basic human health needs from such limitation.); (2) U.S. contributions to the United Nations intended for U.N. agencies providing assistance directly to the PA; (3) visa issuance to any PA official or affiliated person (with a case-by-case exemption for U.S. security needs); (4) travel outside of a 25-mile radius of the U.N. headquarters building for officials and representatives of the PA and of the Palestine Liberation Organization (PLO) who are stationed at the United Nations in New York City; and (5) establishment of an office, headquarters, premises, or other facilities within U.S. jurisdiction at the direction of, or with funds provided by, the PA or the PLO. Requires the President to direct the executive director at each international financial institution to use U.S. influence to prohibit assistance to the PA during any such period. Directs the Secretary of State to audit and report respecting duplicative entities and functions of: (1) the United Nations Division for Palestinian Rights; (2) the Committee on the Exercise of the Inalienable Rights of the Palestinian People; (3) the United Nations Special Coordinator for the Middle East Peace Process and Personal Representative to the Palestine Liberation Organization and the Palestinian Authority; (4) the NGO Network on the Question of Palestine; (5) the Special Committee to Investigate Israeli Practices Affecting the Human Rights of the Palestinian People and Other Arabs of the Occupied Territories; and (6) any other entity the Secretary determines results in duplicative efforts or funding or fails to ensure balance in the approach to Israeli-Palestinian issues. Withholds specified U.S. contributions to the United Nations for such entities until the report's recommendations are implemented. Expresses the sense of Congress that during any such period the territory controlled by the PA should be deemed to be in use as a terrorist sanctuary for purposes of the Export Administration Act of 1979, and of the Foreign Relations Authorization Act, Fiscal Years 1988 and 1989. Prohibits funds to be used by any U.S. officer or employee to negotiate, attend official meetings, or have official contacts with members or official representatives of Hamas, Palestinian Islamic Jihad, the Popular Front for the Liberation of Palestine, al-Aqsa Martyrs Brigade, or any other Palestinian terrorist organization, until such organization: (1) recognizes Israel's right to exist; (2) renounces terrorism; (3) dismantles the terrorist infrastructure; and (4) recognizes all previous agreements and understandings between Israel and the PA.

Second Higher Education Extension Act of 2005 - Amends the Higher Education Extension Act of 2005 (P.L. 109–81) to extend the programs under the Higher Education Act of 1965 (HEA) through March 31, 2006. Amends HEA to extend: (1) limitations on a special allowance for loans from the proceeds of tax exempt issues; and (2) an effective date limitation on increased teacher loan forgiveness benefits.

Fuel Choices for American Security Act of 2005 - Instructs Director of the Office of Management and Budget to publish an action plan in the Federal Register that targets oil savings for specified years. Directs the Secretaries of Energy and of Transportation, and the Administrator of the Environmental Protection Agency (Administrator), to promulgate regulations to implement the standards set forth in the Director's action plan. Requires the head of each federal agency to establish an oil usage baseline and develop a specified plan to reduce oil consumption. Directs the Postmaster General to report to Congress on annual fleetwide fuel savings and cost savings associated with eliminating Saturday mail delivery. Directs the Secretary of Energy to conduct a national media campaign to decrease domestic oil consumption. Amends federal transportation law to set forth a national tire efficiency program. Amends the Internal Revenue Code (IRC) to establish an idling reduction tax credit. Directs the Secretary of Transportation to conduct a research and development program for electric drive transportation technology. Directs the Secretary of Energy (Secretary) to establish a lightweight material research and development program. Amends the Energy Policy Act of 2005 to direct the Secretary to accelerate hybrid technology improvements by using loan guarantees that target automobile manufacturers and suppliers. Amends the IRC to allow: (1) an advanced technology motor vehicles manufacturing credit; and (2) a qualified flexible fuel hybrid and plug-in hybrid motor vehicle credit. Terminates the limitation on the number of qualified hybrid and advanced lean burn technology vehicles eligible for alternative motor vehicle credit. Directs the Secretary to issue regulations requiring each federal agency to achieve by FY2015 at least a 20% reduction in its fleet petroleum consumption. Amends the IRC to: (1) establish a fuel-efficient tax credit for private fleets; and (2) subject heavy vehicles to the depreciation limitation imposed upon certain luxury automobiles. Prescribes: (1) a production schedule for passenger cars that are either fuel choice enabling motor vehicles, or alternative fuel automobiles; and (2) calculations for flexible fuel vehicle economy. Requires the Secretary to transmit an action plan to Congress to ensure: (1) an increasing supply by non-oil fuels of the total domestic ground transportation fuel demand; and (2) nationwide inclusion of at least 10 % ethanol in the domestic ground transportation fuel supply by December 31, 2015. Amends the IRC to increase the alternative fuel vehicle refueling property credit. Amends federal transportation law to establish the Alternative Fueling Infrastructure Trust Fund. Amends the Clean Air Act to prescribe the minimum quantity of renewable fuel derived from cellulosic biomass for specified calendar years. Amends federal transportation law to direct the Secretary of Transportation to designate Transit-Oriented Development Corridors in certain urbanized areas. Amends the Energy Policy Act of 2005 to: (1) repeal the geographical limitation on the Sugar Cane Ethanol Program; (2) authorize preprocessing and harvesting demonstration grants for transportation fuel produced from biomass (in lieu of ethanol production); (3) direct the Secretary to establish a loan guarantee program for conversion of municipal solid waste into transportation fuel produced from biomass (in lieu of ethanol); and (4) instruct the Administrator to fund demonstration projects for producing transportation fuel produced from biomass (in lieu of ethanol).

Declares the sense of the House of Representatives that: (1) the fundamental right of parents to direct the education of their children is firmly grounded in the Nation's Constitution and traditions; (2) the Ninth Circuit's ruling in Fields v. Palmdale School District undermines the fundamental right of parents to direct the upbringing of their children; and (3) the U.S. Court of Appeals for the Ninth Circuit should agree to rehear the case en banc in order to reverse this constitutionally infirm ruling.

Forest Emergency Recovery and Research Act - Directs the Secretary of Agriculture and the Secretary of the Interior to develop research protocols for collecting and analyzing scientific information about the effectiveness and ecological impacts of catastrophic event recovery projects and emergency stabilization treatments undertaken as part of a burned area emergency response to increase the long-term benefits of management activities and to decrease short-term impacts. Requires such Secretaries to enter into cooperative agreements with land-grant colleges and universities to form forest health partnerships to utilize their education, research, and outreach capacity to address the recovery of forested land after a catastrophic event. Requires such Secretaries to conduct catastrophic event recovery evaluations of damaged federal lands. Directs such Secretaries to prepare a list of pre-approved management practices that may be immediately implemented as part of catastrophic event recovery projects or catastrophic event research projects. Requires determinations of whether or not to: (1) use any pre-approved management practices that can be immediately implemented; and (2) develop and carry out a recovery or research project or part of such a project using the alternative arrangements authorized by this Act. Directs such Secretaries to clarify agency-wide guidance regarding reforestation in response to catastrophic events. Provides for assistance to restore landscapes and communities affected by catastrophic events. Provides for the availability and use of pre-approved management practices and alternative arrangements on National Forest experimental forests.

Amends the Immigration and Nationality Act to eliminate the Secretary of Homeland Security's discretionary authority to order expedited removal, except that if the Secretary determines after consulting with appropriate federal, state, or local law enforcement agencies that the alien will be detained under the authority of such an agency, the Secretary may not remove the alien until such detention terminates. Amends the Truth in Lending Act to prohibit residential mortgages for aliens residing unlawfully in the United States.

Early Pest Detection and Surveillance Improvement Act - Authorizes the Secretary of Agriculture to enter into a cooperative agreement with any state department of agriculture for assisting early pest (plant pest) detection and surveillance efforts by such department through an array of methods, including survey, pest trapping, sampling or surveillance of domestic shipments, specimen collection, and modeling and mapping of pest populations. Requires the Secretary, in determining whether to enter into such an agreement, to consider specified factors, including: (1) the potential economic risk to the state's people, plants, livestock, property, economy, and environment due to the introduction of a pest; and (2) the likelihood that the early pest detection and surveillance activity will prevent the introduction or facilitate the eradication of a pest.

ALS Registry Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services, acting through the Director of the Centers for Disease Control and Prevention (CDC), to: (1) develop a system to collect data on amyotrophic lateral sclerosis (ALS); and (2) establish a national registry for the collection and storage of ALS data. Requires the Secretary, acting through the Director, to establish the Advisory Committee on the National ALS Registry to study and make recommendations to the Secretary concerning: (1) the development and maintenance of the registry; (2) the type of information to be included; (3) the manner in which data is to be collected; (4) the use and availability of such data; and (5) the collection of information about diseases and disorders that primarily affect motor neurons that are considered essential to furthering the study and cure of ALS. Allows the Secretary, acting through the Director, to award grants to, and enter into contracts and cooperative agreements with, public or private nonprofit entities for the collection, analysis, and reporting of data on ALS. Requires the Secretary, acting through the Director, to: (1) identify, build upon, expand, and coordinate among existing data and surveillance systems, surveys, registries, and other federal public health and environmental infrastructure wherever possible; and (2) provide for public access to an electronic national database that accepts data from state registries, health care professionals, and others as recommended by the Advisory Committee in a manner that protects personal privacy. Requires the Secretary to ensure that epidemiological and other types of information is made available to the National Institutes of Health (NIH) and the Department of Veterans Affairs.

Worker Recovery Act of 2005 - Amends the Workforce Investment Act of 1998 to establish a temporary program to provide worker recovery accounts to workers affected by a Gulf hurricane disaster. Directs the Secretary of Labor to make grants to eligible entities to provide such accounts to eligible individuals affected by Hurricane Katrina or Hurricane Rita, in order to meet such individuals' employment and training needs.

Hurricane Regulatory Relief Act of 2005 - Authorizes temporary regulatory relief and transfers of funds to facilitate delivery of services to individuals affected by Hurricanes Katrina and Rita (Gulf hurricanes), under various specified programs of the Departments of Education, of Health and Human Services (HHS), and of Labor, in affected states (Alabama, Florida, Louisiana, Mississippi, or Texas) and other states serving such individuals. Authorizes the Secretary of Education to waive certain requirements with respect to affected individuals, institutions, and states in relation to: (1) programs administered by the Department of Education, except under the Individuals with Disabilities Education Act (IDEA); (2) IDEA deadlines and paperwork; (3) charter schools; (4) teacher qualifications, among states, under the Elementary and Secondary Education Act of 1965; and (5) student financial assistance, institutional eligibility, loan cancellation or deferment, and Pell Grant eligibility information under the Higher Education Act of 1965. Authorizes the Secretary of HHS to waive a filing deadline under the Community Services Block Grant Act (CBGA) with respect to any affected state. Requires HHS to provide technical assistance, guidance, and resources to Head Start agencies in major disaster areas. Authorizes HHS waiver or modification of certain types of limitations and requirements under Child Care and Development Block Grant Act of 1990 for any affected state and any state serving significant numbers of affected individuals. Pension Flexibility for Displaced Workers Act of 2005 - Authorizes the Secretary of Labor to issue waivers, suspensions, or exemptions from requirements under the Employee Retirement Income Security Act of 1974 (ERISA) in the case of individual account pension plans, or persons or service providers involved with or dealing with such plans, that are affected by the Gulf hurricane disasters. Authorizes the Secretary of Labor to: (1) recruit, train, and use the services of volunteers for Occupational Safety and Health Administration projects in response to the Gulf hurricanes; and (2) increase the size of a state grant under the Occupational Safety and Health Act of 1970. Exempts from notice requirements under the Worker Adjustment and Retraining Notification Act any plant closing or mass layoff due to a Gulf hurricane. Authorizes the Secretary of Labor to permit transferability of funds, among youth, adult, and dislocated worker programs under the Worker Investment Act of 1998 and the Wagner-Peyser Act employment services program, by states and local workforce investment areas in which a Gulf hurricane disaster occurred or to which significant numbers of affected individuals have relocated.

Taxpayer Campaign Fund Elimination Act of 2005 - Amends the Internal Revenue Code to terminate, after 2005: (1) taxpayer checkoffs to finance presidential election campaigns; (2) the Presidential Election Campaign Fund (Fund) and related provisions; and (3) presidential primary matching payment accounts. Directs the Secretary of the Treasury to transfer any amounts remaining in the Fund after 2005 to the general fund of the Treasury.

Justice for Peace Officers Act - Amends the federal criminal code to prescribe penalties to be imposed on anyone who: (1) murders a federal, state, or local peace officer engaged in, or on account of the performance of, official duties and moves or travels in foreign commerce with intent to avoid prosecution or confinement after conviction of that crime; or (2) is an accessory after the fact to such a crime. Authorizes the prosecution of such violations only after formal approval in writing, upon consultation with the appropriate state or local prosecutor, by the Attorney General, Deputy Attorney General, Associate Attorney General, or Assistant Attorney General. Directs the Secretary of State to notify the Mexican government of the desire of the United States to enter into formal discussions regarding the Extradition Treaty between the United States of America and the United Mexican States, signed in Mexico City on May 4, 1978, and available actions that the Mexican government may take to persuade the Mexican Supreme Court to reconsider its October 2001 ruling, so that the possibility of a sentence of life imprisonment will not have an effect on the timely extradition of a criminal suspect from Mexico to the United States.

Natural Disaster Student Aid Fairness Act - Authorizes, and in certain cases requires, the Secretary of Education to waive certain matching funds requirements and reallocation rules, and to extend the availability of certain funds, with respect to campus-based student assistance programs under the Higher Education Act of 1965, for institutions of higher education that: (1) are located in areas affected by a Gulf hurricane disaster caused by Hurricane Katrina or Hurricane Rita; or (2) have accepted for enrollment any students who were affected by such disaster. States that such students may be affected by reason of: (1) having been enrolled or accepted by an institution in the affected area; (2) being dependent on parents residing or employed in such an area; or (3) having suffered direct economic harm as a direct result of such disaster.

Threatened and Endangered Species Recovery Act of 2005 - Amends the Endangered Species Act of 1973 to revise various provisions of that Act relating to the determination of endangered and threatened species, procedures for making such determinations, and the role of states and private property owners in the determination process. Defines "best available scientific data" and requires the use of such standard in making endangered species and other determinations under the Act. Revises provisions for designating endangered or threatened species and the process for reviewing lists of such species. Repeals the authority of the Secretary of the Interior (or the Secretary of Commerce) to designate a critical habitat for an endangered or threatened species. Directs the Secretary of the Interior to develop and implement recovery plans for endangered or threatened species and to establish recovery teams to assist in the development of such plans, giving priority to species that will most likely benefit from such plans. Authorizes the Secretary to: (1) enter into species recovery agreements and species conservation contract agreements with persons, other than federal or state governments, for conservation activities to protect endangered or threatened species; and (2) make grants to promote the voluntary conservation of endangered and threatened species by private property owners. Eliminates the Endangered Species Committee and the process for granting exemptions from endangered or threatened species determinations. Requires the Secretary to make certain information available to the public on the Internet, including lists of threatened or endangered species, final and proposed regulations under the Act, results of five-year reviews conducted under the Act, all draft and final recovery plans, and certain required reports and data. Requires the Secretary to report to Congress annually on expenditures made primarily for the conservation of species. Authorizes appropriations for FY2006-FY2010.

Teacher Loan Hurricane Relief Act - Authorizes the Secretary of Education to waive the consecutive service requirements of the student loan forgiveness program, under the Higher Education Act of 1965, for teachers whose employment is interrupted in schools in major disaster areas caused by Hurricane Katrina.

Flexibility for Displaced Workers Act - Allows national emergency grant funds to states under the Workforce Investment Act of 1998 (WIA) for addressing the effects of Hurricane Katrina to be used to provide disaster relief employment on projects that provide assistance in areas outside of the disaster area. Allows such funds to be used to provide disaster relief employment and other WIA assistance, or temporary general public sector employment, to individuals affected by the hurricane, including those who have relocated from states in the disaster area, who were unemployed at the time of the disaster, or who are without employment history, in addition those who meet WIA eligibility requirements. Limits such general public sector employment to not more than six months in addition to such disaster relief employment. Authorizes the Secretary of Labor, however, to extend the duration of employment under this Act and WIA for up to an additional six months due to extraordinary circumstances. Allows any state, with the Secretary's approval, to use available WIA national emergency grant funds to assist workers affected by the hurricane, including those who have relocated from states in the disaster area. Expresses the sense of Congress that: (1) states operating one-stop centers should make them available for use in areas affected by the hurricane and areas where large numbers of the hurricane's victims have been relocated; and (2) one-stop operators should increase access for individuals affected by the hurricane, including through expanded operational hours and on-site services for those in temporary housing locations.

Good Samaritan Protection for Construction Volunteers Act - Grants construction companies and their employees immunity from liability for negligence, except for gross negligence or willful misconduct, when providing emergency construction assistance on a voluntary basis in response to a declared emergency or disaster, in good faith, and without expectation of compensation.

Student Grant Hurricane and Disaster Relief Act - Amends the Higher Education Act of 1965 to authorize the Secretary of Education to waive certain requirements for repayment of federal student grant assistance by students if: (1) they were residing in, employed in, or attending an institution of higher education located in a major disaster area; (2) their attendance was interrupted because of the disaster's impact on them or the institution; and (3) their withdrawal ended within the academic year during which the major disaster designation occurred or during the next succeeding academic year.

Apprenticeship Enhancement Act - Amends the National Apprenticeship Act to direct the Secretary of Labor to ensure that applications relating to apprenticeship programs are processed in a fair and timely manner. Allows aggrieved applicants to file petitions for judicial review of final determinations by the Secretary or applicable designee.

Medicare Durable Medical Equipment Access Act of 2005 - Amends title XVIII (Medicare) of the Social Security Act to prohibit the Secretary of Health and Human Services from awarding any contracts under the competitive durable medical equipment items and services acquisition program unless: (1) the quality standards have been implemented; and (2) the Secretary has received advice from the program oversight committee. Requires the Secretary (who currently is authorized), in carrying out competitive acquisition programs, to exempt: (1) rural areas and areas with low population density within urban areas that are not competitive, unless there is a significant national market through mail order for a particular item or service; and (2) items and services for which the application of competitive acquisition is not likely to result in significant savings. Adds to such exemptions smaller metropolitan statistical areas. Modifies requirements for the protection of small suppliers in bidding and contracting. Requires the Secretary to permit suppliers classified as small businesses to continue to participate as suppliers at the selected award price so long as they submit bids at less than the fee schedule amount otherwise applicable to the items and they otherwise comply with applicable program requirements. Provides for appeal rights (currently denied). Requires the Secretary to exempt from competitive acquisition requirements items and services for which the application of competitive acquisition is not likely to result in significant savings of at least 10%. Prohibits the Secretary from implementing a program with respect to an item or service unless the Secretary demonstrates a probability of achieving significant savings of at least 10%, compared to the fee schedule in effect on January 1, 2006, by including the item or service in the program. Prohibits the Secretary from implementing certain requirements for the payment basis for covered items furnished after January 1, 2009, with respect to the application of rates in an area that is not a competitive acquisition area, unless the Secretary has completed and published in the Federal Register a comparability analysis to ensure the application is appropriate. Requires application of the comparability analysis requirement to certain other part B items and services.

Strengthening the Ownership of Private Property Act of 2005 or STOPP Act of 2005 - Prohibits the provision of federal financial assistance under federal economic development programs to any state or unit of local government that: (1) uses the power of eminent domain to take property from one private individual or entity for economic development purposes and transfer ownership to another private individual or entity; or (2) fails to pay relocation costs to any person displaced by the use of eminent domain for economic development purposes. Allows the head of a federal agency to rely upon a certification by the chief executive officer of a state or unit of local government that such state or unit has not engaged in such acts. Specifies the federal economic development programs from which assistance will be prohibited.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a three-fifths rollcall vote of each House, authorizes a specific excess of outlays over receipts. Requires a three-fifths rollcall vote of each House to increase the public debt limit. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill to increase revenue from becoming law unless approved by a majority of each House by rollcall vote. Authorizes waivers of these provisions when a declaration of war is in effect or under other specified circumstances involving military conflict.

Eastern Santa Clara River Basin Protection Act - Requires the Secretary of the Army to participate in studies and other investigative activities and in the construction, planning, and design of projects determined by the Secretary to offer a long-term solution to groundwater perchlorate contamination in the Eastern Santa Clara River Basin in Santa Clarita, California. Requires investigative activities and projects to include sites that are sources of perchlorate and located in Santa Clarita. Amends the Water Resources Development Act of 1992 to authorize the Secretary to provide environmental infrastructure and construction assistance for such projects. Directs the Secretary to allow credit for in-kind services provided by a non-Federal sponsor before initiation of a project.
