Access to Professional Health Insurance Advisors Act of 2015 Amends the Public Health Service Act to exclude remuneration paid for licensed independent insurance producers from administrative costs for purposes of calculating the medical-loss ratio of a health insurance plan. Defines "independent insurance producer" to mean an insurance agent or broker, insurance consultant, benefit specialist, limited insurance representative, and any other person required to be licensed under state law to sell, solicit, negotiate, service, effect, procure, renew, or bind policies of insurance coverage or offer advice, counsel, opinions, or services related to insurance.

Domain Openness Through Continued Oversight Matters Act of 2015 or the DOTCOM Act of 2015 Prohibits the Assistant Secretary of Commerce for Communications and Information from relinquishing or agreeing to any proposal relating to the relinquishment of the responsibility of the National Telecommunications and Information Administration (NTIA) over Internet domain name system functions until the Government Accountability Office (GAO), within one year after the NTIA receives a relinquishment proposal developed in a process convened by the Internet Corporation for Assigned Names and Numbers at the request of the NTIA, submits a report to Congress regarding the NTIA's role with respect to the system. Requires the GAO's report to include: (1) advantages and disadvantages of such a relinquishment of the NTIA's responsibility; (2) any principles or criteria that the NTIA sets for relinquishment proposals, as well as an analysis of each proposal received by the NTIA; (3) the processes used by the NTIA and any other federal agencies for evaluating proposals; (4) any national security or network security concerns; and (5) a definition of "multistakeholder model" as used by the NTIA with respect to Internet policymaking and governance.

GI Bill STEM Extension Act of 2015 Authorizes the Secretary of Veterans Affairs to pay up to nine months of additional Post-9/11 Educational Assistance to a veteran who has used all of the Post-9/11 Educational Assistance to which he or she was entitled and who: (1) is enrolled in a postsecondary education program that requires more than the standard 128 semester (or 192 quarter) credit hours for completion in a specified science, technology, engineering, or mathematics (STEM) field; or (2) has earned a postsecondary degree in one of those fields and is enrolled in a teaching certification program.

Restaurant and Retail Jobs and Growth Act This bill amends the Internal Revenue Code to make permanent the 15-year recovery period for qualified leasehold improvement property, qualified restaurant property, and qualified retail improvement property for purposes of the tax deduction for depreciation.

Bringing Terrorists to Justice Act Directs the Department of State, in accordance with the Rewards for Justice program authorized under the State Department Basic Authorities Act of 1956, to offer a reward to any individual who furnishes information leading to the arrest or conviction in any country of any individual for committing, conspiring or attempting to commit, or aiding or abetting in the commission of the kidnapping and murder of James Foley, Peter Kassig, or Steven Sotloff or the kidnapping and murder of any other U.S. citizen by a foreign terrorist organization. Limits to $5 million the total amount of rewards offered in connection with the kidnapping and murder of any one such individual. Prohibits such Department from offering a reward under this Act in connection with the kidnapping and murder of any U.S. citizen determined to have been affiliated with or supportive of a foreign terrorist organization.

Ensuring Seniors Access to Local Pharmacies Act of 2015 Amends part D (Voluntary Prescription Drug Benefit Program) of title XVIII (Medicare) of the Social Security Act to direct any prescription drug plan that has in its network one or more pharmacies located in a health professional shortage area, in a medically underserved area, or among a medically underserved population, and that provides a reduction in coinsurance or copayments for covered part D drugs, to extend to any pharmacy located in that area, or among that population, the option to be an in-network pharmacy under terms and conditions comparable to those the plan has agreed upon with other in-network pharmacies located in the area or among that population.

Email Privacy Act Amends the Electronic Communications Privacy Act of 1986 to prohibit a provider of remote computing service or electronic communication service to the public from knowingly divulging to a governmental entity the contents of any communication that is in electronic storage or otherwise maintained by the provider, subject to exceptions. Revises provisions under which the government may require a provider to disclose the contents of such communications. Eliminates the different requirements applicable under current law depending on whether such communications were: (1) stored for fewer than, or more than, 180 days by an electronic communication service; or (2) held by an electronic communication service as opposed to a remote computing service. Requires the government to obtain a warrant from a court before requiring providers to disclose the content of such communications regardless of how long the communication has been held in electronic storage by an electronic communication service or whether the information is sought from an electronic communication service or a remote computing service Requires a law enforcement agency, within 10 days after receiving the contents of a customer's communication, or a governmental entity, within 3 days, to provide a customer whose communications were disclosed by the provider a copy of the warrant and a notice that such information was requested by, and supplied to, the government entity. Allows the government to request delays of such notifications. Prohibits disclosure requirements that apply to providers from being construed to limit the government's authority to use an administrative or civil discovery subpoena to require: (1) an originator or recipient of an electronic communication to disclose the contents of such communication, or (2) an entity that provides electronic communication services to its employees or agents to disclose the contents of an electronic communication to or from such employee or agent if the communication is on an electronic communications system owned or operated by the entity. Allows the government to apply for an order directing a provider, for a specified period, to refrain from notifying any other person that the provider has been required to disclose communications or records. Directs the Comptroller General to report to Congress regarding disclosures of customer communications and records under provisions: (1) as in effect before the enactment of this Act, and (2) as amended by this Act.

Amends the Energy Policy and Conservation Act to repeal authority to restrict the export of: (1) coal, petroleum products, natural gas, or petrochemical feedstocks; and (2) supplies of materials or equipment necessary to maintain or further exploration, production, refining, or transportation of energy supplies, or for the construction or maintenance of energy facilities within the United States. Prohibits any federal official from imposing or enforcing any restriction on the export of crude oil. Requires the Secretary of Energy to study and make recommendations on the appropriate size, composition, and purpose of the Strategic Petroleum Reserve.

Prevent Targeting at the IRS Act Amends the Internal Revenue Service Restructuring and Reform Act of 1998 to expand existing grounds for termination of the employment of an Internal Revenue Service employee to include performing, delaying, or failing to perform (or threatening to perform, delay, or fail to perform) any official action (including any audit) with respect to a taxpayer for purpose of extracting personal gain or benefit or for a political purpose.

Equal Treatment of Public Servants Act of 2015 Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to replace the current windfall elimination provision (WEP) (that reduces the Social Security benefits of workers who also have pension benefits from employment not covered by Social Security) for individuals who: (1) become eligible for old-age insurance benefits after 2016 or would attain age 62 after 2016 and become eligible for disability insurance benefits after 2016, (2) subsequently become entitled to such benefits, and (3) have earnings derived from noncovered service performed after 1977. Establishes a new formula for the treatment of noncovered earnings in determining Social Security benefits. Prescribes a second formula to modify the WEP for current beneficiaries. Directs the Commissioner of Social Security to recover overpayments from certain individuals.

Short Line Railroad Rehabilitation and Investment Act of 2015 Amends the Internal Revenue Code, with respect to the tax credit for railroad track maintenance, to: (1) expand the types of maintenance expenditures eligible for such credit, and (2) extend such credit through 2016.

Special Needs Trust Fairness Act of 2015 Amends title XIX (Medicaid) of the Social Security Act with respect to the treatment of revocable trusts for the benefit of an individual for purposes of meeting income requirements for Medicaid coverage. Extends the supplemental needs trust exemption from treatment of a trust as resources available to the individual to supplemental needs trusts for Medicaid beneficiaries established by those beneficiaries.

Default Prevention Act This bill requires the Department of the Treasury to continue to borrow to pay the principal and interest on certain obligations if the debt of the United States exceeds the statutory limit. If the debt limit is exceeded, Treasury is required to issue obligations solely for the payment of the principal and interest on debt held by the public or the Social Security trust funds. The bill prohibits Treasury from using obligations issued under this Act to compensate Members of Congress. If Treasury exercises authority provided by this Act, a report must be submitted to Congress including an accounting of: (1) the principal on mature obligations and interest that is due or accrued, and (2) obligations issued under this Act.

Appalachian Forest National Heritage Area Act of 2015 Establishes the Appalachian Forest National Heritage Area to include specified counties in the states of Maryland and West Virginia. Designates the Appalachian Forest Heritage Area, Inc., as the local coordinating entity for the Area. Requires the Appalachian Forest Heritage Area, Inc., to submit a management plan that provides for the conservation, enhancement, and interpretation of cultural, natural, historical, educational, scenic, and recreational resources of the Area.

Infrastructure 2.0 Act Amends the Internal Revenue Code, with respect to the taxation of earnings and profits of a deferred foreign income corporation, to: (1) make such earnings and profit subject to taxation in the last taxable year that ends before the enactment of this Act; (2) reduce the rate of tax on such earnings and profits by allowing an exemption of 75% (equal to a tax of 8.75% of repatriated earnings and profits); and (3) allow such corporations to elect to pay such tax in eight installments. Establishes the American Infrastructure Fund to provide assistance to states, local governments, and other public and private entities for investment in public infrastructure projects. Appropriates tax revenues from this Act to the Highway Trust Fund. Establishes the Highway Trust Fund Solvency Commission to submit recommendations and proposed legislation for achieving long-term solvency of the Highway Trust Fund. Sets forth congressional procedures for the expedited consideration of a bill containing such legislation. Directs the Secretary of Transportation to establish a regional infrastructure accelerator pilot program to assist public entities in developing infrastructure projects. Establishes a deadline of 18 months after the enactment of this Act for the enactment of legislation that reforms the international tax system by eliminating the incentive to hold earnings in low-tax jurisdictions. Imposes a tax on repatriated offshore corporate earnings upon the expiration of the deadline. Sets forth provisions for the reform of the international tax system (to be effective if reform legislation is not enacted by the 18-month deadline established by this Act), including provisions relating to subpart F income and insurance income, gains and losses from the sale or exchange of stock in controlled foreign corporations, limitations on the foreign tax credit, and the tax treatment of previously deferred foreign income.

National Heritage Area Act of 2015 Establishes a system of National Heritage Areas through which the Department of the Interior may provide technical and financial assistance to local coordinating entities to support the establishment, development, and continuity of the National Heritage Areas. Specifies the criteria that Interior shall apply to determine the suitability and feasibility of designating proposed National Heritage Areas. States that designation of a National Heritage Area shall be by federal statute and contingent on the prior completion of a management plan and an affirmative determination by Interior that the area meets such criteria. Sets forth requirements for National Heritage Area management plans.

Medicare Home Infusion Site of Care Act of 2015 Amends title XVIII (Medicare) of the Social Security Act to authorize Medicare coverage of home infusion therapy and home infusion drugs. Directs the Secretary of Health and Human Services to implement the Medicare home infusion therapy benefit in a manner that ensures that: (1) Medicare beneficiaries have timely and appropriate access to infusion therapy in their homes, and (2) there is rapid and seamless coordination between drug coverage under Medicare part D (Voluntary Prescription Drug Benefit Program) and home infusion therapy services coverage under Medicare part B (Supplemental Security Income) (SSI) to avoid the filing of duplicative or otherwise improper claims.

Pro Football Hall of Fame Commemorative Coin Act Directs the Secretary of the Treasury to mint and issue not more than 50,000 $5-gold coins, 400,000 $1-silver coins, and 750,000 half-dollar coins emblematic of the game of professional football. Requires all sales of such coins to include specified surcharges, which shall be paid by the Secretary to the Pro Football Hall of Fame to help finance the expansion and renovation of Pro Football Hall of Fame facilities. Directs the Secretary to ensure that: (1) minting and issuing such coins will not result in any net cost to the government, and (2) no proceeds are disbursed until the total cost of designing and issuing such coins is recovered by the Treasury.

Waters of the United States Regulatory Overreach Protection Act of 2015 This bill prohibits the U.S. Army Corps of Engineers and the Environmental Protection Agency (EPA) from: developing, finalizing, adopting, implementing, applying, administering, or enforcing the proposed rule entitled, "Definition of 'Waters of the United States' Under the Clean Water Act," issued on April 21, 2014, or the proposed guidance entitled, "Guidance on Identifying Waters Protected By the Clean Water Act," dated February 17, 2012; or using the proposed rule or proposed guidance, any successor document, or any substantially similar proposed rule or guidance as the basis for any rulemaking or decision regarding the scope or enforcement of the Federal Water Pollution Control Act (commonly known as the Clean Water Act). The Army Corps and the EPA must withdraw the interpretive rule entitled, "Notice of Availability Regarding the Exemption from Permitting Under Section 404(f)(1)(A) of the Clean Water Act to Certain Agricultural Conservation Practices," issued on April 21, 2014. The Army Corps and the EPA are required to consult with relevant state and local officials to develop recommendations for a regulatory proposal that would identify the scope of waters covered under the Clean Water Act and the scope of waters not covered.

Recreational Lands Self-Defense Act of 2015 Prohibits the Secretary of the Army from promulgating or enforcing any regulation that prohibits an individual from possessing a firearm at a water resources development project administered by the Chief of Engineers if: (1) the individual is not otherwise prohibited by law from possessing the firearm, and (2) the possession of the firearm is in compliance with the law of the state in which the project is located.

IDEA Full Funding Act Amends the Individuals with Disabilities Education Act (IDEA) to reauthorize and make appropriations for the grant program to assist states and outlying areas in providing special education and related services to children with disabilities. Sets the amount to be authorized and the amount to be appropriated for each fiscal year from FY2016-FY2024 as the greater of: (1) a specified amount, or (2) a specified percentage of an amount determined pursuant to a formula that multiplies the number of children receiving special education services by the average per-pupil expenditure in public elementary and secondary schools. Authorizes and appropriates funds for FY2025 and each subsequent fiscal year equal to the greater of a specified amount or 40% of the amount determined using such formula. Requires amounts appropriated to be expended consistent with pay-as-you-go requirements.

Directs the Secretary of Veterans Affairs (VA) to use the Secretary's existing authority to furnish health care to veterans at non-VA facilities to provide health care at non-VA facilities to veterans who reside more than 40 miles driving distance from the closest VA medical facility providing the care they seek.

Eric Williams Correctional Officer Protection Act of 2015 Amends the federal criminal code to require the Director of the Bureau of Prisons to issue oleoresin capsicum spray to: (1) any Bureau officer or employee employed in a prison that is not a minimum or low security prison who may respond to an emergency situation in such prison; and (2) such additional prison officers and employees as the Director deems appropriate, subject to specified requirements. Requires any such officer or employee to complete a training course before being issued such spray and annual training on the use of such spray. Authorizes Bureau officers and employees issued such spray to use it to reduce acts of violence committed by prisoners and prison visitors against themselves, other prisoners and visitors, and Bureau officers and employees. Directs the Comptroller General, not later than three years after the date on which the Director begins to issue oleoresin capsicum spray to Bureau officers and employees, to submit to Congress a report that includes: (1) an evaluation of the effectiveness of issuing such spray on reducing crime in such prisons and acts of violence committed by prisoners against themselves and others, (2) an evaluation of the advisability of issuing such spray, and (3) recommendations to improve the safety of Bureau officers and employees in prisons.

Energy Star Program Integrity Act This bill amends the Energy Policy and Conservation Act to revise the Energy Star program to prohibit a disclosure relating to participation of a product in the program from creating a warranty or giving rise to private claims or rights of action relating to disqualification of the product from Energy Star if: (1) the product has been certified by a certification body recognized by the program, (2) the Environmental Protection Agency (EPA) has approved corrective measures, and (3) the responsible party has fully complied with all such measures. The bill may not be construed to require the EPA to modify any procedure or take any other action.

Healthcare Tax Relief and Mandate Repeal Act This bill amends the Internal Revenue Code to repeal the requirements added by the Patient Protection and Affordable Care Act that: (1) individuals purchase and maintain minimum essential health care coverage, and (2) employers who have a workforce of 50 or more full-time employees provide health insurance coverage for their employees.

Regulations From the Executive in Need of Scrutiny Act of 2015 States that the purpose of this Act is to increase accountability for and transparency in the federal regulatory process by requiring Congress to approve all new major regulations. Revises provisions relating to congressional review of agency rulemaking to require a federal agency promulgating a rule to include in its report to Congress and to the Comptroller General a classification of the rule as a major or nonmajor rule. Requires a joint resolution of approval of major rules to be enacted before such rules may take effect. Provides that if a joint resolution of approval is not enacted by the end of 70 session days or legislative days, as applicable, after the agency proposing the rule submits its report on such rule to Congress, the major rule shall be deemed not to be approved and shall not take effect. Permits a major rule to take effect for one 90-calendar day period without such approval if the President determines it is necessary because of an imminent threat to health or safety or other emergency, for the enforcement of criminal laws, for national security, or to implement an international trade agreement. Sets forth the congressional approval procedure for major rules and the congressional disapproval procedure for nonmajor rules. Requires the introduction of a joint resolution addressing a report classifying a rule as a major rule within three legislative days in the House of Representative and three session days in the Senate. Prohibits any amendments to such a joint resolution at any stage of the legislative process. Provides for expedited consideration of a joint resolution of approval and requires a vote on such resolution in the Senate within 15 session days after it is reported by the committee to which it was referred, or after such committee has been discharged from further consideration of the resolution. Allows a court to review whether an agency has completed the necessary requirements under this Act for a rule to take effect. Limits the effect of a joint resolution of approval of a major rule. Prohibits an agency from allowing a major rule to take effect without the congressional review procedures set forth in this Act. Amends the Balanced Budget and Emergency Deficit Control Act of 1985 to provide that any congressional approval procedure set forth in this Act affecting budget authority, outlays, or receipts shall be assumed to be effective unless it is not approved in accordance with this Act.

Student Testing Improvement and Accountability Act Amends the Elementary and Secondary Education Act of 1965 to eliminate the requirement that students be tested against state academic content and achievement standards in mathematics and reading or language arts in each of grades three through eight. Requires, instead, that those tests be administered at least once during: (1) grades 3 through 5, (2) grades 6 through 9, and (3) grades 10 through 12.

Partnership to Build America Act of 2015 Establishes the American Infrastructure Fund (AIF) as a wholly-owned government corporation to provide bond guarantees and make loans to state and local governments, non-profit infrastructure providers, private parties, and public-private partnerships for state or local government sponsored transportation, energy, water, communications, or educational facility infrastructure projects (Qualified Infrastructure Projects [QIPs]). Authorizes AIF also to make equity investments in QIPs. Directs the Secretary of the Treasury, acting through the AIF, to issue American Infrastructure Bonds with an aggregate face value of $50 billion. Requires proceeds from the sale of the bonds to be deposited into the AIF. Amends the Internal Revenue Code to allow U.S. corporations to exclude from gross income qualified cash dividend amounts received during a taxable year from a foreign-controlled corporation equal to the face value of qualified infrastructure bonds the corporation has purchased. Prohibits allowance of a foreign tax credit to the excluded portion of any dividend received by a U.S. corporation. Prohibits also the allowance of a deduction for expenses related to that excludable portion.

National Right-to-Carry Reciprocity Act of 2015 Amends the federal criminal code to authorize a person who is carrying a valid, government-issued identification document containing that person's photograph and a valid permit to carry a concealed firearm in one state, and who is not prohibited from possessing, transporting, shipping, or receiving a firearm under federal law, to possess or carry a concealed handgun (other than a machine gun or destructive device) in another state in accordance with the restrictions of that state.

Veterans' Access to Hearing Health Act of 2015 Authorizes the Secretary of Veterans Affairs (VA) to appoint licensed hearing aid specialists in the Veterans Health Administration. Requires the Secretary to submit an annual report on: (1) the timely access of veterans to VA hearing health services, and (2) VA contracting policies regarding the provision of hearing health services to veterans in non-VA facilities.

Responsibly And Professionally Invigorating Development Act of 2015 or the RAPID Act This bill establishes procedures to streamline the regulatory review, environmental decision making, and permitting process for major federal actions that are construction activities undertaken, reviewed, or funded by federal agencies. Upon the request of a lead agency responsible for preparing environmental review documents, a project sponsor is authorized to prepare environmental review documents for those activities if the agency furnishes oversight and independently evaluates, approves, and adopts the documents prior to taking action or making any approval based on the document. No more than one environmental impact statement and one environmental assessment for a project must be prepared under the National Environmental Policy Act of 1969 (NEPA) for a project, except for supplemental environmental documents prepared under NEPA or environmental documents prepared pursuant to a court order. After the lead agency issues a record of decision, federal agencies may only rely on the environmental document prepared by the lead agency. Projects may adopt certain environmental review documents of other projects located nearby or prepared by states under certain circumstances. The bill sets forth provisions concerning requirements for initiating and completing environmental review for a project, including for: (1) determining the range of alternatives to be considered in environmental review documents, and (2) a schedule and deadlines for completing the review. A lead agency may not use the social cost of carbon in the environmental review or environmental decision making process. Limitations are placed on claims arising under federal law seeking judicial review of a permit, license, or approval issued by a federal agency for an action subject to NEPA.

Great Lakes and Fresh Water Algal Bloom Information Act This bill requires the National Oceanic and Atmospheric Administration (NOAA) to create an online database of research and information on the causes and corrective actions being taken with regard to algal blooms in the Great Lakes, their tributaries, and other surface fresh waters. NOAA must include relevant chemical, physical, and biological data that have been collected by an accredited university, association or organization, research group, federal agency, state, or local government in the United States or Canada. This bill does not grant NOAA any new authority, including the authority to require submission of data.

National Nurse Act of 2015 Amends the Public Health Service Act to require the Department of Health and Human Services (HHS) to designate the Chief Nurse Officer of the Public Health Service as the National Nurse for Public Health within the Office of the Surgeon General. Includes among the duties of this position: (1) providing leadership and coordination of Public Health Service nursing professional affairs for the Office of the Surgeon General and other agencies of the Public Health Service, (2) conducting outreach and education, and (3) providing guidance and leadership for activities that will increase public safety and emergency preparedness. Requires the National Nurse for Public Health to: (1) participate in identification of national health priorities, (2) encourage volunteerism of nurses and strengthen the relationship between government agencies and health-related national organizations, and (3) promote the dissemination of evidence-based practice in educating the public on health promotion and disease prevention activities.

Volunteer Emergency Responders Tax Deduction Act Amends the Internal Revenue Code to treat firefighting and prevention services, emergency medical services, ambulance services, civil air patrol, and search and rescue services rendered by a bona fide volunteer as a charitable contribution to the organization for which such services are rendered for purposes of the tax deduction for charitable contributions. Limits to 300 the amount of hours of services which a volunteer may render to an organization in a taxable year.

American Energy Independence and Price Reduction Act Directs the Secretary of the Interior to implement a competitive leasing program for the exploration, development, and production of the oil and gas resources on the Coastal Plain of Alaska. Permits lease sales to be conducted through an Internet leasing program if such a system will result in savings to the taxpayer, an increase in the number of bidders participating, and higher returns than oral bidding or a sealed bidding system. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against leasing or other development leading to production of oil and gas from the Arctic National Wildlife Refuge (ANWR). Deems any oil and gas leasing programs and activities authorized by this Act to be in compliance with ANWR purposes. Authorizes the Secretary to designate up to 45,000 acres of the Coastal Plain as a Special Area, after consultation with the state of Alaska, the city of Kaktovik, and the North Slope Borough. Permits directional drilling in the Special Area. Prescribes procedures governing Coastal Plain lease sales, as well as terms and conditions, including: (1) environmental protection; (2) federal and state distribution of revenues; and (3) rights-of-way. Sets forth: (1) a "no significant adverse effect" standard to govern Coastal Plain activities; and (2) guidelines for expedited judicial review of complaints. Establishes the ANWR Alternative Energy Trust Fund, into which shall be deposited 50% of the amount of bonus, rental, and royalty revenues from Federal oil and gas leasing and operations authorized under this Act.

Long-Term Studies of Comprehensive Outcomes and Returns for the Economy Act (Long-Term SCORE Act) This bill amends the Congressional Budget Act of 1974 to require the Congressional Budget Office (CBO) to prepare long-term cost estimates for legislation reported by congressional committees. It also establishes a long-term budget scoring division within CBO. The bill requires the long-term estimates to cover at least each of the next four ten-year periods. CBO currently provides cost estimates over a 5- or10-year period.

Drinking Water Protection Act This bill amends the Safe Drinking Water Act to direct the Environmental Protection Agency to develop and submit to Congress a strategic plan for assessing and managing risks associated with cyanotoxins in drinking water provided by public water systems. (Cyanotoxins are naturally occurring toxins produced by cyanobacteria, also known as blue-green algae.) The plan must include steps and time lines to: evaluate the risk to human health from drinking water contaminated with cyanotoxins; establish, publish, and update a comprehensive list of cyanotoxins that are harmful to human health; summarize the known adverse human health effects of cyanotoxins and the factors that cause cyanobacteria to grow rapidly and make toxins; determine whether to publish health advisories for harmful cyanotoxins and establish relevant guidance; recommend feasible treatment options; and enter into cooperative agreements with, and provide technical assistance to, affected states and public water systems to manage risks associated with cyanotoxins.

Title X Abortion Provider Prohibition Act Amends the Public Health Service Act to prohibit the Department of Health and Human Service (HHS) from providing federal family planning assistance to an entity unless the entity certifies that, during the period of assistance, the entity will not perform, and will not provide funds to any other entity that performs, an abortion. Excludes an abortion where: (1) the pregnancy is the result of rape or incest; or (2) a physician certifies that the woman suffered from a physical disorder, injury, or illness that would place the woman in danger of death unless an abortion is performed, including a condition caused by or arising from the pregnancy. Excludes hospitals that do not provide funds to non-hospital entities that perform abortions. Requires HHS to provide Congress annually: (1) information on grantees who performed abortions under the exceptions, and (2) a list of entities to which grant funds are made available.

Federal Reserve Transparency Act of 2015 This bill directs the Government Accountability Office to: (1) complete, within 12 months of enactment, the required audit of the Board of Governors of the Federal Reserve System (Federal Reserve Board) and of the Federal Reserve Banks; and (2) submit to Congress, within 90 days of audit completion, a detailed report of audit findings and conclusions. The bill repeals certain limitations placed upon audits of the Federal Reserve Board and Federal Reserve banks.

Visa Waiver Program Improvement Act of 2015 Amends the Immigration and Nationality Act to include terrorism risk as a factor the Secretary of Homeland Security shall consider under the electronic system for travel authorization (ESTA) in determining the eligibility of an alien to travel to the United States. Directs the Secretary to report to Congress regarding: (1) the number of individuals, identified by their countries of citizenship or nationality, who were denied eligibility to travel, or whose eligibility was revoked, under the ESTA because the individual was determined to be a U.S. security threat; (2) steps to strengthen the ESTA; and (3) foreign government compliance with information sharing agreements concerning passport theft or loss and whether a country's citizens or nationals traveling to the United States pose a U.S. security threat. Authorizes the Secretary to suspend a country from the visa waiver program without prior notice if the country fails to comply with an agreement to share information regarding whether its citizens and nationals traveling to the United States pose a U.S. security threat.

Hire More Heroes Act of 2015 This bill amends the Internal Revenue Code to add a provision to exempt any employee with coverage under a health care program administered by the Department of Defense, including the TRICARE program, or by the Veterans Administration, from classification as an eligible employee of an applicable large employer for purposes of the employer mandate under the Patient Protection and Affordable Care Act to provide such employees with minimum essential health care coverage.

Pain-Capable Unborn Child Protection Act Amends the federal criminal code to prohibit any person from performing or attempting to perform an abortion except in conformity with this Act's requirements. Requires the physician to first determine the probable post-fertilization age of the unborn child, or reasonably rely upon such a determination made by another physician, by making inquiries of the pregnant woman and performing such medical examinations and tests as a reasonably prudent physician would consider necessary. Prohibits the abortion from being performed if the probable post-fertilization age of the unborn child is 20 weeks or greater, except: (1) where necessary to save the life of a pregnant woman whose life is endangered by a physical disorder, illness, or injury, excluding psychological or emotional conditions; or (2) where the pregnancy is the result of rape, or the result of incest against a minor, if the rape has been reported at any time prior to the abortion to an appropriate law enforcement agency, or if the incest has been reported at any time prior to the abortion to an appropriate law enforcement agency or to a government agency legally authorized to act on reports of child abuse or neglect. Permits a physician to terminate a pregnancy under such an exception only in the manner that provides the best opportunity for the unborn child to survive, unless that manner would pose a greater risk than other available methods would pose of the death or substantial and irreversible physical impairment of a major bodily function, excluding psychological or emotional conditions, of the pregnant woman. Subjects individuals who violate this Act to a fine, imprisonment for not more than five years, or both. Bars prosecution of a woman upon whom an abortion is performed in violation of this Act for violating or conspiring to violate this Act. Defines "abortion" to mean the use or prescription of any instrument, medicine, drug, or any other substance or device to intentionally kill an unborn child or to intentionally terminate a pregnancy with an intention other than: (1) after viability, to produce a live birth and preserve the life and health of the child; or (2) to remove a dead unborn child.

Critical Access Hospital Relief Act of 2015 Amends title XVIII (Medicare) of the Social Security Act to repeal the 96-hour physician certification requirement for inpatient critical access hospital services under which a physician must certify that a patient may reasonably be expected to be discharged or transferred to a hospital within 96 hours after admission to the critical access hospital.
