Improving Global Health Through Safe Injections Act - Amends the Foreign Assistance Act of 1961 with respect to U.S. Agency for International Development (AID) immunization and other programs for the prevention, treatment, and control of infectious diseases, including tuberculosis, HIV and AIDS, polio, and malaria, in connection with health programs for developing countries. Requires the Administrator of AID to develop and implement effective strategies to improve injection safety, including: (1) eliminating unnecessary injections; (2) promoting the availability and use of single-use auto-disable needles and syringes and other safe injection technologies; (3) strengthening procedures for proper needle and syringe disposal; and (4) improving the education and information provided to the public and to health professionals.

Benjamin Franklin Tercentenary Commission Act - Establishes the Benjamin Franklin Tercentenary Commission to: (1) study and recommend Government activities to honor Benjamin Franklin on the tercentenary of his birth, including the minting of a Benjamin Franklin tercentenary coin and the issuance of a Benjamin Franklin tercentenary postage stamp; (2) serve as the contact point for State, local, international, and private sector initiatives regarding tercentenary activities; and (3) seek to enter into an arrangement for the Franklin Institute of Philadelphia, Pennsylvania, to serve as the secretariat of the Commission and house the Commission's administrative offices.

Dot Kids Domain Name Act of 2001 - Directs the Secretary of Commerce: (1) jointly with the Internet Corporation for Assigned Names and Numbers (ICANN), to develop a plan for ICANN to establish a kids-friendly top-level Internet domain; (2) to make such plan publicly available; and (3) to enter into appropriate agreement with ICANN to carry out the plan. Requires the domain to be available for voluntary use as a location only of material suitable for minors and the plan to establish a process for soliciting and selecting an operator of the new domain. Requires: (1) full operation of the new domain within six months after contract award; and (2) new domain approval by ICANN. Provides liability protections for any person or entity that operates or maintains the new domain with respect to information provided by a domain registrant. Directs the Secretary to carry out a program to publicize the availability of the new domain and to educate parents of minors regarding the process for utilizing the domain in combination with hardware and software technologies that filter or block unsuitable materials.

Military Spouse Employment Assistance Act of 2001 - Authorizes the Secretary of Defense to conduct a program to provide financial assistance, including tuition, to military spouses to assist them in gaining employment. Requires such program to be conducted on a pilot basis during its first three years in order to evaluate program options and effectiveness. Directs the Secretary to: (1) review and maximize Department of Defense (DOD) policies affecting employment opportunities for military spouses; (2) maximize the opportunity for military spouses to be employed in DOD facilities; (3) work with the Director of the Office of Personnel Management and the heads of other Federal departments and agencies to facilitate the use of existing Federal programs and resources to support such employment; (4) seek to develop private-sector partnerships to enhance such opportunities; and (5) prescribe regulations to ensure that private sector entities, in hiring for work to be performed under a DOD contract, provide a preference to qualified military spouses and provide other employment opportunities for such spouses in the same manner as provided for DOD positions.

Viet Nam Human Rights Act - Declares the purpose of this Act is to promote the development of freedom and democracy in Viet Nam. Establishes a Congressional-Executive Commission on Viet Nam to monitor: (1) the acts of the Government of Viet Nam which reflect compliance with or violation of human rights, in particular those contained in the International Covenant on Civil and Political Rights and in the Universal Declaration of Human Rights; (2) the rule of law in Viet Nam; and (3) the development of U.S. programs and activities and private organizations to increase the interchange of people and ideas between the United States and Viet Nam. Prohibits U.S. nonhumanitarian assistance to the Government of Viet Nam unless the President determines and certifies to Congress that the Government of Viet Nam has complied with certain human rights requirements. Directs the Secretary of the Treasury to instruct the U.S. Executive Director of specified international financial institutions to use the U.S. vote to deny multilateral nonhumanitarian assistance to Viet Nam unless the President determines and certifies to Congress that such requirements have been met. Authorizes U.S. assistance for the support of individuals and organizations to promote human rights and nonviolent democratic change in Viet Nam. Sets forth U.S. policy with respect to: (1) overcoming the jamming of Radio Free Asia by Viet Nam; (2) U.S. educational and cultural exchange programs to promote freedom and democracy in Viet Nam; and (3) the offer of refugee resettlement to Viet Nam nationals.

Microbicide Development Act of 2001 - Amends the Public Health Service Act to direct the Director of the National Institute of Allergy and Infectious Diseases to expand, intensify, and coordinate the activities of the Institute with respect to research on the development of microbicides to prevent the transmission of HIV and other sexually transmitted diseases. Directs the Secretary of Health and Human Services to expand, intensify, and coordinate the activities of such Centers with respect to research on microbicides to prevent the transmission of HIV and other sexually transmitted diseases.

Working Lands Stewardship Act of 2001 - Amends specified agricultural Acts to: (1) revise and increase funding for the farmland protection program; (2) provide market development grants and technical assistance to farmers and ranchers who forgo development of certain lands; (3) expand State marketing programs, including set-asides for development of local and regional markets and research; (4) increase funding for farmer-to-consumer marketing assistance; (5) provide for a program to promote the purchase of locally grown produce; (6) increase funding for programs for socially disadvantaged farmers; (7) extend and increase funding for the environmental quality incentives program, including set-asides for livestock, pesticide reduction, and water conservation; (8) provide watershed quality incentive contracts; (9) provide loans for manure reuse activities and facilities; (10) extend and increase funding for the wildlife habitat incentives program, including set-asides for imperiled native species, and acquisition of easements and water rights; (11) extend and increase acreage for the wetlands reserve program; (12) establish a wetlands reserve enhancement program; (13) extend and increase funding for the conservation reserve program, including an acreage set-aside for environmentally-sensitive lands and buffer strips, and enrollment of grasslands and rangelands; (14) authorize incentive payments for private grazing land conservation; (15) establish a grassland reserve program; (16) expand the National Organic Program to include organic farming transition assistance; (17) establish an organic certification reimbursement program; (18) extend and increase funding for the forest stewardship program, including set-asides for new land management practices, and watershed forestry initiative activities; (19) authorize appropriations for urban and community forestry activities; (20) provide funding for specified conservation technical assistance and administration and outreach, including establishment of training centers in specified cities; and (21) establish a demonstration program to promote ecosystem- and watershed-based conservation.

Peopling of America Theme Study Act - Directs the Secretary of the Interior to prepare and submit to Congress a national historic landmark theme study on the peopling of America to identify regions, areas, trails, districts, communities, sites, buildings, structures, objects, organizations, societies, and cultures that: (1) best illustrate and commemorate key events or decisions affecting the peopling of America; and (2) can provide a basis for the preservation and interpretation of the peopling of America that has shaped U.S. culture and society.

Hybrid Vehicle Incentive Act - Amends Federal highway law to require a State to permit a hybrid vehicle with fewer than two occupants to operate in high occupancy vehicle (HOV) lanes. Defines "hybrid vehicle" as a motor vehicle: (1) that draws propulsion energy from onboard sources of stored energy which are both an internal combustion or heat engine using combustible fuel and a rechargeable energy storage system; and (2) which (in the case of a passenger automobile or light truck) for 2002 and later models meets certain clean air requirements.

Employee Ownership Act of 2001 - Declares the policy of the United States that, by the year 2010, 30 percent of all U.S. corporations shall be owned and controlled by their employees. Amends the Internal Revenue Code to provide for tax-exempt employee-owned and employee-controlled corporation (EOECC) trusts whose primary assets consist of the employer securities of an EOECC. Declares that: (1) there shall be no tax on the corporate income of an EOECC; and (2) the gross income of an employee owner shall not include any proceeds from the qualified sale of EOECC securities. Exempts from inclusion in gross income of property transferred in connection with performance of services any transfer (in lieu of compensation) of EOECC securities during the three years following a corporation's election to become an EOECC. Mandates nonrecognition of gain in the case of the sale or transfer of EOECC securities to an EOECC trust. Establishes a credit against the estate tax for the amount of EOECC securities considered to have been acquired from or to have passed from a decedent to an EOECC trust. Directs the Comptroller General to study and report to Congress on Federal regulations and policies affecting EOECCs. Directs the President to establish a Presidential Commission on Employee Ownership to study and report on all issues that affect ownership of businesses in the United States, with a primary focus on the issues that affect employee ownership of such businesses.

Reaffirms the U.S. commitment to opposing any commercial and lethal scientific whaling and to supporting the expansion of whale sanctuaries. Calls for: (1) the President to use all available diplomatic channels to convey U.S. opposition to commercial whaling activities and lethal scientific whaling and to consider actions, including bilateral negotiations and sanctions, to eliminate such whaling and to prevent any trade in whale meat; and (2) the United States to strongly oppose any effort at the 53rd meeting of the International Whaling Commission in London to approve the resumption of commercial whaling and all efforts at the 12th Conference of the Parties to the Convention on International Trade in Endangered Species to downlist any threatened or endangered whale population and to reopen international trade in whale meat.

Expresses the sense of Congress that the U.S. Postal Service should: (1) provide a maximum degree of effective and regular postal services to all communities, including rural areas and small towns where post offices may not be self-sustaining; and (2) take all necessary steps to ensure that post offices are not closed or consolidated.

Tohono O'odham Citizenship Act of 2001 - Amends the Immigration and Nationality Act to recognize persons listed on the official membership roll of the Tohono O'odham Nation, a federally recognized American Indian nation located in Arizona, as U.S. citizens as of the date such listing occurs. Provides that the valid membership credential issued to such listed persons shall be considered, for all purposes subject to Federal law, equivalent to: (1) a certificate of citizenship; and (2) a State-issued birth certificate.

Energy Market Monitoring Act - Amends the Department of Energy Organization Act to: (1) direct the Comptroller General to monitor and evaluate the functions and activities of the Federal Energy Regulatory Commission (FERC); and (2) subject to the Comptroller's jurisdiction any owner or operator of facilities or business premises subject to FERC jurisdiction . Grants the Comptroller General enforcement powers.

Fair Balance Prescription Drug Advertisement Act of 2001 - Amends the Internal Revenue Code and the Federal Food, Drug, and Cosmetic Act (FDCA) to prohibit a deduction for any expense of an advertisement for a prescription drug if, with respect to such advertisement, the Secretary of Health and Human Services has submitted to the Secretary of the Treasury a report with respect to direct-to-consumer advertising that certain FDCA misbranding violations have occurred.

High-Speed Rail Investment Act of 2000 - Amends the Internal Revenue Code to allow a limited tax credit to holders of qualified Amtrak bonds. Sets forth definitions, State contribution requirements, and other rules. Requires approval, by the Secretary of Transportation, of qualified Amtrak projects funded by such bonds.

Renters Relief Act of 2001 - Amends the Internal Revenue Code to allow a refundable credit (maximum $2,500 per year) for rent in excess of 30 percent of income. Reduces such credit based upon adjusted gross income and area median income (as defined in this Act).

Military Pay Raise Act of 2001 - Increases, as of January 1, 2002, the rates of basic pay for military personnel by a percentage increase of 7.3 to 10.5 percent based upon the member's pay grade and years of service, with the highest percentage increase for grade E-9 enlisted personnel. Waives during FY 2002 any required adjustment in such rates in conformance with any adjustment in the General Schedule of compensation for Federal classified employees.

Food Stamp Overpayment Protection Act of 2001 - Amends the Food Stamp Act of 1977 to provide that: (1) no member of a household shall be liable in any calendar year for the nonfraudulent overissuance (to such household) of food stamp coupons having a face value of $1, 000 or less; and (2) an overissuance for which no household member is liable may not be collected.

International Human Rights Equality Resolution - Declares that Congress: (1) condemns all violations of internationally recognized human rights norms based on the real or perceived sexual orientation or gender identity of an individual; (2) recognizes that human rights violations abroad based on sexual orientation and gender identity should be punished without discrimination between these and other crimes, regardless of the real or perceived sexual identity of the victims, and that such violations should be given the same consideration and concern as human rights violations based on other grounds in the formulation of policies to protect and promote human rights globally; (3) further recognizes that the protection from human rights abuses, such as torture and other cruel, inhuman, or degrading treatment or punishment, is fully embedded in international humanitarian law, regardless of the sexual orientation and gender identity of the victim; and (4) commends nongovernmental human rights organizations, including Amnesty International, Human Rights Watch, and the International Gay and Lesbian Human Rights Commission, as well as the United States Department of State and the United Nations, for documenting the ongoing abuse of human rights on the basis of sexual orientation and gender identity.

Amends the National Narcotics Leadership Act of 1988 to extend the authorization of appropriations for the Drug-free Communities Support Program and the Advisory Commission on Drug-free Communities through FY 2007. Authorizes additional grants and renewal grants to eligible coalitions and grant recipients. Authorizes supplemental grants for coalition mentoring activities. Authorizes the Director of the Office of National Drug Control Policy to make a grant to an eligible organization to provide for establishment of a National Community Antidrug Coalition Institute to: (1) provide education, training, and technical assistance for coalition leaders and community teams; (2) develop and disseminate evaluation tools, mechanisms, and measures to better assess and document coalition performance measures and outcomes; and (3) bridge the gap between research and practice by translating knowledge from research into practical information.

Amends the Elementary and Secondary Education Act of 1965 to establish a program to assist States and local educational agencies (LEAs) to recruit, train, and hire additional school-based mental health and student service providers, including additional school counselors, psychologists, and social workers (in order to reduce the student-to-counselor ratios nationally, in elementary and secondary schools, to an average of one school counselor for every 250 students, one psychologist for every 1,000 students, and one social worker for every 800 students, as recommended in a report by the Institute of Medicine of the National Academy of Sciences relating to schools and health). Directs the Secretary of Education, after reserving certain funds for schools in outlying areas and schools run by the Bureau of Indian Affairs, to make program allotments to States according to a specified formula. Requires States to allocate funds from Federal and State shares of program costs to LEAs according to specified formulae.

Preservation of Civil Rights Protections Act of 2001 - Amends the Federal Arbitration Act to modify the definition of "commerce" so as to exclude employment contracts from arbitration provisions (currently, employment contracts of seamen, railroad employees, or any other class of workers engaged in foreign or interstate commerce are excluded). Makes arbitration clauses in employment contracts unenforceable, with exceptions for: (1) consent by the involved parties after a claim arises; and (2) enforcement of rights or terms of collective bargaining agreements. Provides that this Act shall apply to existing and future employment contracts.

Digital Divide Elimination Act of 2001 - Amends the Internal Revenue Code to allow a tax credit for qualified computer technology or equipment equal to 50 percent of the amount paid for it (up to $500) by any taxpayer allowed an earned income credit. Extends from December 31, 2003, through June 30, 2004, the current enhanced deduction from gross income for charitable contributions of computers for elementary or secondary school purposes. Prescribes a special rule for contributions of computer technology and equipment to a qualified organization made within three years after the taxpayer acquired or constructed the property, if: (1) the property's original use is by the donor or the donee; (2) substantially all of the property's use by the donee is within the United States and, in the case of a qualified educational organization, for educational purposes related to the organization's purpose or function; (3) the property is not transferred by the donee in exchange for money, other property, or services, except for shipping, installation, and transfer costs; and (4) other specified requirements are met.

Women Immigrants Safe Harbor Act of 2001 - Amends the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) to exempt battered aliens from the ban on receiving benefits under specified Federal programs, such as Medicaid and Supplemental Security Income (SSI) (titles XIX and XVI of the Social Security Act (SSA)) and other Federal assistance. Amends: (1) PRWORA concerning the status as qualified alien for nonimmigrant "U" visa holders; and (2) the Immigration and Nationality Act concerning treatment of family-sponsored battered aliens under the public charge provisions of such Act. Provides that benefits provided to battered aliens are not subject to reimbursement under PRWORA.

Directs the Architect of the Capitol to enter into a contract for the design and construction of a monument, which shall be placed on permanent display in the Capitol rotunda, commemorating the contributions of minority women to women's suffrage and to the participation of women in U.S. public life. Requires the monument to depict African, Hispanic, Asian Pacific, Jewish, and Native American women. Requires use of an advisory committee to make recommendations.

Establishes the Community Power Investment Revolving Loan Fund. Authorizes the Secretary of Energy to make loans from such Fund to a State, local, or municipal government in sound financial standing for the development of alternative energy and energy delivery systems. Prescribes loan repayment guidelines. Amends the Federal Power Act to direct the Federal Energy Regulatory Commission to prohibit any public utility or State regulatory authority from imposing any fee or charge on any electric consumer, State, or municipality for the purpose of recovering wholesale stranded costs it may incur when retail electric consumers cease to be served by that public utility by reason of the provision of electric service by a State or local government. Amends the Internal Revenue Code to repeal the restriction placed upon the use of tax-exempt bonds to acquire nongovernmental output property.

Housing and Employment Opportunities Reform Act - Amends the Housing and Urban Development Act of 1968 to require that: (1) at least 30 percent of new employees hired by contractors performing services for assisted housing public or Indian housing agencies be low- or very low-income people; and (2) such agencies maintain a registry of eligible employees.

Veterans Life Insurance Improvement Act of 2001 - Amends Federal provisions concerning the National Service Life Insurance and United States Government Life Insurance programs to allow payment of their insurance proceeds to: (1) another beneficiary if the first designated beneficiary has not made a claim to such payment within two years after the death of the insured; and (2) a person designated by the Secretary of Veterans Affairs if no claim has been filed by any designated beneficiary within four years after the insured's death. Requires service-disabled life insurance premium rates, as well as all policy cash, loan, paid-up, and extended values, for months beginning on or after the date of enactment of this Act to be based on the 1980 Commissioners Standard Ordinary Basic Table of Mortality, with five percent annual interest. Increases from $90,000 to $200,000 the maximum amount of veterans' mortgage life insurance coverage. Requires the United States to automatically insure any eligible veteran age 69 or younger (currently, any eligible veteran) for such coverage. Repeals the provision terminating such coverage upon the veteran's 70th birthday.

Expresses the sense of Congress that: (1) the status quo on Cyprus must end and the island and its people must be reunited in a bi-zonal, bi-communal federal Cyprus, on the basis of United Nations Security Council resolutions; (2) the accession of Cyprus to the European Union (EU) would act as a catalyst for the solution of the Cyprus problem without such solution being a precondition for accession; (3) membership of Cyprus to the EU should be strongly supported; (4) all Cypriots should be urged to support and encourage efforts to bring Cyprus into the EU; and (5) U.S. agencies should pursue initiatives that will help promote and achieve reunification, reconciliation, stability, and prosperity on Cyprus.

Authorizes the Secretary of the military department concerned to posthumously grant disability retirement for individuals who die in the line of duty while on active duty. Authorizes the payment of disability retirement compensation to the dependent survivors of such individuals under the Survivor Benefit Plan.

Mental Health Juvenile Justice Act - Amends the Juvenile Justice and Delinquency Prevention Act of 1974 to direct the Administrator of the Office of Juvenile Justice and Delinquency Prevention to make grants to train State juvenile justice system officers and employees regarding appropriate access to mental health and substance abuse treatment services for juveniles. Directs: (1) the Attorney General and the Secretary of Health and Human Services to make grants to partnerships between State and local or county juvenile justice agencies and State and local mental health authorities for programs that provide for appropriate diversion of juveniles from incarceration and for mental health screening and treatment; and (2) the Secretary to make grants to monitor mental health and special education services to, and to advocate on behalf of, juveniles. Amends the Public Health Service Act to direct the Attorney General and the Secretary to award competitive grants to eligible entities for programs that address the service needs of juveniles and of juveniles with serious mental illnesses through diversion and treatment services including for juveniles on probation, on parole, or discharged. Establishes a Federal Coordinating Council on Criminalization of Juveniles With Mental Disorders. Requires a State, to be eligible for funds under the violent offender incarceration and truth-in-sentencing grants program, to have (by January 1, 2003) a program of mental health screening and treatment for appropriate categories of offenders during periods of incarceration and supervision that is consistent with guidelines issued by the Attorney General. Makes Federal criminal code provisions regarding appropriate remedies with respect to prison conditions applicable to a civil action that seeks to remedy conditions which pose a threat to the health of individuals who are under age 16 or mentally ill.

Robert S. Walker and George E. Brown, Jr. Hydrogen Energy Act of 2001 - Amends the Spark M. Matsunaga Hydrogen Research, Development, and Demonstration Act of 1990 to revise its purposes to include: (1) research and demonstration activities leading to the use of hydrogen for commercial applications; and (2) the development of a hydrogen production methodology that minimizes adverse environmental impacts, including efficient and cost-effective production from renewable and nonrenewable resources. Repeals as a purpose the development of renewable energy resources as a primary source of energy for hydrogen production. Instructs the Secretary of Energy to: (1) report annually to Congress on programs and activities authorized under the Act; (2) conduct a hydrogen technology transfer program designed to accelerate wider application in foreign countries, increase the global market for hydrogen technologies, and foster global economic development without harmful environmental effects; and (3) enter into arrangements with the National Academy of Sciences to establish an advisory board to replace the current Hydrogen Technical Advisory Panel. Amends the Hydrogen Future Act of 1996 to repeal the program relating to the integration of fuel cells with hydrogen production systems.

Preserving Our World's Energy and Resources Act of 2001 - Amends the Internal Revenue Code to include as energy property for purposes of claiming the energy (investment) credit equipment which uses wind to generate electricity and cool roof property. Allows a nonrefundable personal credit for qualified renewable resource property (solar, wind, and geothermal) and qualified cool roof property. Amends the Federal Power Act to require retail electric suppliers to comply with specified requirements concerning net metering.

All-Payer Graduate Medical Education Act of 2001 - Amends the Internal Revenue Code to establish the Health Care Workforce Trust Fund to provide for the financing of graduate medical education. Appropriates to the Fund amounts from: (1) specified fees imposed on health insurance and health-related administrative services; (2) the Federal Hospital Insurance Trust Fund; and (3) the Federal Supplementary Medical Insurance Trust Fund. Provides for payments to eligible teaching hospitals. Amends title XVIII (Medicare) of the Social Security Act to revise provisions concerning the formula for graduate medical education costs. Excepts rural and underserved urban areas from certain limitations on the number of medical residents. Requires a plan to reduce medical residency training positions in the United States to 110 percent of the annual number of students graduating from a U.S. medical school. Modifies specified Medicare payments for the indirect costs of graduate medical education (IME) and disproportionate share (DSH) hospitals. Requires the Secretary to develop a plan followed by the making of payments to support institutions providing graduate medical education to non-physician health professionals.
