Emergency Retiree Health Benefits Protection Act of 2001 - Amends the Employee Retirement Income Security Act of 1974 (ERISA) to provide emergency protections for retiree health benefits. Prohibits group health plans from making post-retirement reductions of retiree health benefits. Requires group health plans to adopt provisions barring post-retirement reductions in retiree health benefits. Requires group health plans to restore benefits reduced after retirement. Authorizes the Secretary of Labor to waive or vary such requirements, if a plan sponsor applies for such exemption, upon finding that compliance would: (1) be adverse to the interests of plan participants in the aggregate; (2) not be administratively feasible; and (3) cause substantial business hardship to the sponsor. Establishes the Emergency Retiree Health Loan Guarantee Program and its Board. Authorizes the Program, through its Board, to guarantee loans provided by private banking and investment institutions to eligible plan sponsors to assist them in meeting obligations under this Act to restore benefits reduced after retirement. Authorizes the Secretary to assess civil penalties for violations of this Act.

Education Technology Equity Act of 2001 - Amends the Elementary and Secondary Education Act of 1965 to direct the Secretary of Education to: (1) reserve half of one percent of funds authorized under this Act for FY 2002 through 2006 for grants to Guam, American Samoa, the U.S. Virgin Islands, the Commonwealth of the Northern Mariana Islands, the Republic of Palau, the Marshall Islands, and the Federated States of Micronesia; (2) reserve one percent of such funds for the Secretary of the Interior to carry out programs for Indian children; and (3) allocate the remainder of such funds to States according to a formula based in part on eligibility under the national school lunch program. Requires each State educational agency seeking a grant under this Act to submit an application providing assurances that the State will provide technical assistance to local educational agencies (LEAs) in developing a comprehensive system for the acquisition and use of technology and technology-enhanced curricula, instruction, and administrative support services. Requires each LEA seeking a grant to submit an application which includes: (1) the student to computer ratios; (2) the Internet connectivity of schools to be served; and (3) a plan for the acquisition and use of technology. Requires each LEA receiving a grant to use such funds to purchase computers for classrooms and related activities (teacher training, computer maintenance and support, home computer use by students).

Registered Nurses and Patients Protection Act - Amends the Fair Labor Standards Act of 1938 to limit the number of overtime hours which employers may require of licensed health care employees, including registered nurses but not doctors.

Payday Borrower Protection Act of 2001 - Amends the Truth in Lending Act with respect to any deferred deposit loan (payday loan) in which credit is extended by a payday lender, for a specified period of time, upon the lender's receipt of: (1) a check made by the borrower for the amount of the credit extended, the presentment or negotiation of which will be deferred by agreement of the parties for such specified period; or (2) authorization from the borrower for the payday lender to initiate an electronic fund transfer at the end of the specified period from the borrower's account for the amount of the credit extended. Prohibits the business of making payday loans in any State unless expressly authorized by State law meeting the requirements of this Act. Amends the Federal Deposit Insurance Act to prohibit insured depository institutions from making: (1) payday loans except in full compliance with State law and at an interest rate less than 36 percent; or (2) any loan to a payday lender to finance payday loans unless that lender is in full compliance with specified Federal and State law. Sets forth State licensing and regulatory procedure requirements for payday loans, including the provision of civil and criminal penalties for violations.

Vaccine Injured Children's Compensation Act of 2001 - Amends provisions of the Public Health Service Act relating to the National Vaccine Injury Compensation Program to: (1) designate the Program as a remedial program under which sovereign immunity does not apply; (2) change the burden of proof requirement for the award of compensation from a preponderance of the evidence to evidence sufficient to justify a belief that the petitioner's claims are well grounded (while giving the benefit of doubt to the petitioner); (3) require any defense raised that an illness, injury, or death was due to unrelated factors to be proved by clear and convincing evidence; (4) authorize as Program compensation expenses necessary for the establishment of a trust to receive Program funds, as well as expenses incurred for family counseling or training necessitated by the vaccine-related injury; (5) allow the award of petitioner's attorneys' fees; (6) increase to up to 72 months the statute of limitations under the Program; (7) allow such period to be extended for an additional 36 months after a petitioner first knew or should have known about his or her eligibility for compensation; (8) toll the statute of limitations until a petitioner reaches age 18 and, if a petitioner is incompetent, until 24 months after a guardian is appointed; and (9) authorize the refiling of a previously failed petition if the petitioner would have met the extended statute of limitations provided under this Act.

Responsible Fatherhood Act of 2001 - Amends part D (Child Support and Establishment of Paternity) of title IV of the Social Security Act (SSA) to prescribe parameters for block grants to States and territories to implement at their option media campaigns promoting responsible fatherhood. Requires the Secretary of Health and Human Services to contract with a nonprofit fatherhood promotion organization to: (1) develop and distribute a media campaign that addresses the issue of responsible fatherhood to States, local governments, public agencies, and private entities; and (2) develop a national clearinghouse to assist States and community efforts to promote and support responsible fatherhood by disseminating information regarding media campaigns and programs instituted by States using grant funds under this Act.

Breast Cancer License Plate Matching Grant Act of 2001 - Directs the Secretary of Health and Human Services to make grants to States for the purpose of assisting the States with the costs of establishing programs under which: (1) the State involved develops a vehicle license plate that displays a message devised by the State to indicate support for programs that respond to the problem of breast cancer; (2) from fees paid by residents of the State for such license plates, the State reserves funds for assisting individuals who have breast cancer in paying the costs of receiving treatment for the cancer, carrying out programs of research regarding the prevention or treatment of breast cancer, and carrying out activities to educate the public on breast cancer; and (3) the State carries out activities to make residents of the State aware of the license plate and the relationship between the license plate and breast cancer programs. Provides for matching funds and authorizes appropriations.

Deposit Insurance Stabilization Act - Amends the Deposit Insurance Funds Act of 1996 to make the effective date for the merger of the Bank Insurance Fund with the Savings Association Insurance Fund 60 days after the date of enactment of this Act. Amends the Federal Deposit Insurance Act to authorize the Board of Directors of the Federal Deposit Insurance Corporation to impose a fee upon an uninsured depository institution that experiences a net increase in new insured deposits in excess of a percentage the Corporation determines appropriate. Repeals the minimum assessment requirements for semiannual assessments under the risk-based assessment system for any depository insurance fund.

Wire Transfer Fairness and Disclosure Act of 2001 - Amends the Electronic Fund Transfer Act to require a financial institution or money transmitting business initiating an international money transfer on behalf of a consumer to disclose prominently on its premises and on its forms and receipts: (1) the exchange rate used in the transaction; (2) the exchange rate prevailing at a major financial center of the pertinent foreign country as of close of business on the business day immediately preceding the transaction date; (3) all commissions and fees charged in such transaction; and (4) the exact amount of foreign currency to be received by the consumer in the foreign country. Requires such information to be: (1) included in print, broadcast, and electronic advertisements; and (2) in English and in the same language as principally used by the institution or money transmitting business to advertise, solicit, or negotiate at that office if other than English.

Corps of Engineers Reform Act of 2001 - Amends the Flood Control Act of 1970 to make economic development and environmental protection and restoration co-equal goals of water resources planning and development. Requires the Secretary of the Army to revise water resource project principles and guidelines of the Army Corps of Engineers to reflect such goals. Directs the Secretary to establish, for a project that is authorized or substantially modified, a stakeholder advisory committee to assist with the development of project feasibility studies, general reevaluation studies, and environmental impact statements. Requires specified project studies and statements to be subject to review by an independent panel of experts, including projects: (1) having an estimated total cost of more than $25 million; (2) likely to significantly adversely impact fish or wildlife; (3) likely to significantly adversely impact local environmental, cultural, or other resources; or (4) determined to be controversial. Establishes an Office of Independent Review for project reviews. Requires information related to project analysis to be made available to the public on the Internet (with exceptions for trade secrets). Prohibits the authorization or substantial modification of a project unless it minimizes adverse impacts on the natural hydrologic patterns, value, or diversity of aquatic ecosystems. Amends the Water Resources Development Act of 1986 to require the full and concurrent mitigation of authorized projects. Requires the Secretary to establish a record keeping system to track wetland and other habitat types impacted by authorized projects. Requires the public availability of such information.

Amends the Internal Revenue Code to exclude contributions of any qualified conservation contribution or capital gain real property made for conservation purposes from the application of the special limitation on contributions of capital gain property and from the application of the five-year carryover limitation. Repeals specified property location restrictions on the estate tax exclusion for property subject to a qualified conservation easement.

Veterans' Higher Education Opportunities Act of 2001 - Amends Federal veterans' benefits provisions to change the amount of monthly veterans' educational assistance allowance under the Montgomery GI Bill from a fixed amount adjusted for inflation to an amount equal to the average monthly costs of tuition and expenses for commuter students at public institutions of higher education that award baccalaureate degrees (75 percent of such amount for veterans whose initial obligated period of active duty is two years). Requires the Secretary of Veterans Affairs to determine such average monthly costs each year and to publish such amounts in the Federal Register.

Federal Wage Worker Pay Fairness Act of 2001 - Requires the Office of Personnel Management to define the boundaries of local wage areas for prevailing rate employees so as to be the same as the boundaries of the respective pay localities, subject to such exceptions as the Office, with the approval of the Federal Salary Council, may find to be necessary. Requires that wage surveys be conducted by the Bureau of Labor Statistics (BLS) responsible for conducting surveys of pay localities. (Currently, such wage surveys are conducted by the lead agency for each local wage area.) Requires annual adjustment of the rates of pay for the regular and special wage schedules by the lead agencies or the Office, as appropriate, by the percentage equal to the overall average percentage adjustment taking effect with respect to General Schedule positions. Requires the BLS (currently, the lead agency of the local wage area involved) to establish the wage schedules and rates to be applicable to prevailing rate employees in that area when there are a number of comparable positions in private industry insufficient to establish such wage schedules and rates.

Amends the Internal Revenue Code to allow, through December 31, 2006, a limited credit for energy-efficient building property. Defines such property as a stationary fuel cell power plant that: (1) generates electricity using an electrochemical process; and (2) has an electricity-only generation efficiency greater than 30 percent. Allows, through December 31, 2006, a credit to an individual for nonbusiness energy-efficient building property expenditures.

Global Health Act of 2001 - Amends the Foreign Assistance Act of 1961 to mandate that activities supported in connection with health programs include activities to improve the capacity of developing nations to conduct disease surveillance and prevention programs, and to respond promptly and effectively to disease outbreaks. Authorizes additional appropriations for FY 2002 and for each subsequent fiscal year for specified allocations, including the health and nutrition of children and pregnant women and mothers, voluntary family planning, and the prevention and control of HIV/AIDS and other infectious diseases. Expresses the sense of Congress that the President, acting through the Administrator of the United States Agency for International Development, should coordinate with specified Federal departments and agencies to ensure that U.S. funds available for population planning and health programs in developing nations are used effectively.

Secret Evidence Repeal Act of 2001 - Amends the Immigration and Nationality Act to require the Attorney General to provide advance notice to an alien and the presiding officer in any immigration proceeding in which classified information is intended to be used. Limits such information's use to: (1) terrorist activity deportation; or (2) opposition to an alien's admission or relief from removal upon certification that such information could not be developed from open sources and that an agency declassification request has been made. Provides: (1) for Federal district court review of classified material upon Attorney General or alien request; and (2) that the court will issue an order indicating any unclassified summary of such material that may be used in the immigration proceeding. Applies the provisions of the Classified Information Procedures Act to an immigration proceeding under district court review in the same manner as a criminal proceeding subject to such Act. Amends the Act to entitle an alien, subject to the classified information provisions of this Act, who is subject to arrest and detention for removal or deportation to: (1) non-federally provided counsel; (2) examine all evidence, present evidence, and question witnesses; (3) have a complete record of the proceeding kept; and (4) judicial review. Exempts an alien who is a lawful permanent resident, parolee, or asylee from the security and related removal provisions. (Such provisions provide for limited hearings and use of nondisclosed information.) Provides for transitional application of information access provisions to alien detainees and aliens seeking immigration benefits.

Expresses: (1) the sense of the House of Representatives that the artwork displayed in the Capitol, the Capitol Visitor Center, and the House office buildings should also represent the contributions of women to American society; and (2) full support of the House for the efforts of the House Fine Arts Board, the Joint Committee on the Library, and the Architect of the Capitol to incorporate into their regular plan for the Capitol, the Capitol Visitor Center, and the House office buildings a selection of displayed artwork that is more fully representative of such contributions.

Equal Protection School Finance Act - Provides for a system to help equalize funding for education within States. Makes a State ineligible for Federal funds administered by the Department of Education to support elementary and secondary education unless the coefficient of variation of per pupil expenditures in local educational agencies statewide for elementary and secondary education is greater than ten percent. Authorizes the Secretary of Education to provide such funding to a noncompliant State if that State submits a plan which the Secretary determines will bring the State into compliance within five years. Sets forth procedures for compliance reporting, certification, and challenges. Directs the Secretary to reallocate to compliant States, and States developing or implementing compliance plans, any funds that are not distributed to noncompliant States.

Military Survivors Equity Act of 2001 - Repeals the social security offset applicable to certain annuities paid to surviving spouses under the Survivor Benefit Plan (SBP) for retired members of the armed forces, to the extent that such offset is due to integration with social security benefits when the surviving spouse reaches 62 years of age. Repeals the required reduction in such annuity when such person reaches age 62. Directs the Secretary of Defense to recompute the existing annuities of certain individuals under the SBP to reflect the changes made by this Act.

Handgun Licensing and Record of Sale Act of 2001 - Amends the Brady Handgun Violence Prevention Act to prohibit persons other than a licensed importer, manufacturer, dealer, or collector (licensee) from possessing a handgun unless such person has been issued a handgun license under this Act or pursuant to a certified State handgun licensing and record of sale system. Provides criminal penalties for the unauthorized sale or transfer of a handgun. Directs the Secretary of the Treasury to establish and maintain a Federal handgun record of sale system. Declares to be unlawful the: (1) unauthorized sale, delivery, or transfer of a handgun to any person other than a licensee, with an exception; (2) failure to maintain or permit inspection of records; (3) failure to report loss or theft of a firearm; and (4) failure to provide notice of a licensee change of address. Outlines provisions for the prevention of child access to firearms and their ammunition. Provides criminal penalties for violations of requirements under this Act. Requires the Secretary to establish and maintain a firearm injury information clearinghouse, to conduct continuing studies and investigations of firearms-related deaths and injuries, and to collect and maintain current production and sales figures for each licensed firearm manufacturer. Authorizes the Secretary to certify State handgun licensing and record of sale systems.

Arsenic Reduction in Drinking Water Act - Amends the Safe Drinking Water Act to require the maximum contaminant level for arsenic in drinking water to be: (1) ten parts per billion effective October 1, 2003; and (2) three parts per billion effective October 1, 2006. Requires the Administrator of the Environmental Protection Agency to make grants to public water systems serving fewer than 10,000 people to assist such systems in meeting the drinking water standards for arsenic.

Makes Federal agencies responsible for paying an employee's share of the premium for health care coverage for any employee who is a member of the reserves who is called or ordered to active duty for more than 30 days. Applies such requirement retroactively to ten years before the enactment of this Act if the member was called or ordered to active duty in support of military operations related to conflicts in Kosovo, Bosnia and Herzegovina, or the Persian Gulf region.

Amends Federal civil service law to require any health benefits plan under the Federal Employees Health Benefit Program that provides obstetrical benefits to also provide coverage for the diagnosis and treatment of infertility, including nonexperimental assisted reproductive technology procedures.

Multilingual Education and Technological Advancement Act of 2001 - Authorizes the Secretary of Education to make competitive grants to local educational agencies (LEAs) to provide financial assistance to elementary and secondary schools for obtaining: (1) computer software for multilingual education, with preference given to schools with a majority of students from poor families or a high concentration of students with low levels of English proficiency; and (2) computers, with grant awards mandatory for schools where a majority of students meet poverty criteria or where there are a specified low number of computers for students. Authorizes the Secretary, jointly with the Secretary of Labor, to make matching grants for: (1) information technology training programs for former participants in such programs who have not received information technology certification, minorities, women, older individuals, veterans, Native Americans, and dislocated workers; and (2) multilingual education programs. Requires a partnership, to be eligible for such a grant, to consist of: (1) an institution of higher education; and (2) a private organization, such as a certified commercial information technology training provider or an information technology trade or professional association. Authorizes the Secretary to make grants to LEAs to assist them in awarding bonuses to teachers who achieve information technology certification. Authorizes the Secretary to make competitive grants to institutions of higher education to provide scholarships to students who: (1) are preparing to enter the teaching profession; and (2) meet criteria established by the Secretary that requires them to obtain both technological and multilingual education.

Comprehensive School Safety Act - Authorizes the Secretary of Education to make competitive grants to State educational agencies to make subgrants to local educational agencies (LEAs) to enable schools to develop and implement comprehensive school safety plans. Requires LEAs to use such subgrants to: (1) assess the current status of school crime committed on school campuses and at school-related functions; (2) identify appropriate strategies and programs that will provide or maintain a high level of school safety; and (3) provide each school served by such agency a safe and orderly environment conducive to learning.

Solid Waste Interstate Transportation Act of 2001 - Amends the Solid Waste Disposal Act to prohibit a landfill or incinerator (facility) from receiving out-of-State municipal solid waste (MSW) for disposal or incineration unless the waste is received pursuant to a new or existing host community agreement or an exemption from this prohibition (which may be limited by the State). Establishes conditions for exemptions. Authorizes States to establish limits on the amount of out-of-State waste received annually for disposal at each facility. Allows a State to limit the amount of out-of-State MSW received annually at each facility to the amount received during 1995 if the State has enacted a comprehensive, statewide recycling program. Prohibits State limits from conflicting with permits or host community agreements that set higher (or no) limits. Sets the limitation amount for any facility that began receiving documented out-of-State waste before enactment of this Act at the amount received during 1993. Prohibits discrimination against shipments of such waste on the basis of State of origin. Allows States to require that a permit issued for a new facility or an expansion include an annual limitation of not less than 20 percent on the total quantity of out-of-State MSW relative to the total waste received by the facility. Requires percentage limitations to be uniform for all facilities and not discriminate against out-of-State waste according to the State of origin.

Clean Smokestacks Act of 2001 - Amends the Clean Air Act (CAA) to require the Administrator of the Environmental Protection Agency to promulgate regulations to achieve specified reductions in emissions of sulfur dioxide, nitrogen oxide, carbon dioxide, and mercury from powerplants (electric generation facilities with a nameplate capacity of 15 megawatts or more that use a combustion device to generate electricity for sale) by January 1, 2007. Requires powerplants, on the later of the date 30 years after the powerplant commenced operation or five years after this Act's enactment, to comply with the most recent new source performance standards under CAA provisions regarding air quality and emissions limitations and with specified requirements for modified sources.

Justice for United States Prisoners of War Act of 2001 - Requires any Federal court in which an action is brought against a Japanese national by a member of the U.S. armed forces seeking compensation for mistreatment or failure to pay wages in connection with labor performed in Japan for such national as a prisoner of war during World War II to: (1) apply the applicable statute of limitations of the State in which the action is pending; and (2) not construe a specified provision of the Treaty of Peace With Japan as a waiver by the United States of such claims. States that it is U.S. policy to ensure that any war claims settlement terms between Japan and any other country that are more beneficial than terms extended to the United States under the above Treaty are extended to the United States with respect to claims under this Act. Authorizes the Secretary of Veterans Affairs to secure information relating to chemical or biological tests conducted by Japan on members of the U.S. armed forces held as prisoners of war during World War II.

American Health Security Act of 2001 - Establishes the American Health Security Program to be administered by the States. Requires a State to establish a State health security program (program) to receive Federal health care funding. Entitles every individual who is a U.S. resident and is a U.S. citizen or national or a lawful resident alien to benefits under a program. Makes benefits portable. Supersedes titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act, the Federal Employees Health Benefits Program, and the Civilian Health and Medical Program of the Uniformed Services (CHAMPUS). Prohibits: (1) deductibles, coinsurance, or copayments for acute care and preventive benefits, subject to exception; (2) providers from charging a patient for covered services; and (3) duplicative private insurance. Considers a health care provider to be qualified if the provider is licensed or certified and meets State law requirements, Federal requirements, and additional standards specified by the Board. Establishes the American Health Security Standards Board (the Board) to develop policies and procedures for enrollment, benefits, provider participation, national and State funding levels, assisting programs with planning for capital expenditures and service delivery, and other functions. Mandates uniform reporting standards. Establishes the American Health Security Quality Council to review and evaluate: (1) practice guidelines; (2) standards of quality, performance measures, and medical review criteria; and (3) develop minimum competence criteria. Directs the Board to establish a national health security budget specifying the total expenditures to be made by the Federal Government and the States for covered health care services. Amends the Internal Revenue Code to create the American Health Security Trust Fund and appropriates to the Fund specified tax liabilities and current health program receipts.

21st Century Higher Education Act - Amends the Higher Education Act of 196 (HEA) to revise and to extend and increase the authorization of appropriations of HEA programs, including: (1) Pell Grants; (2) Federal Trio Programs; (3) Gear Up; (4) Federal Supplemental Educational Opportunity Grants; (5) College Work-Study; and (6) Strengthening and Developing Institutions. Establishes new HEA programs, including: (1) Byrd Honors Teacher Scholarships; (2) Dual Degree Achievement; (3) Community College Opportunity; (4) College Preparation; (5) Promoting Postbaccalaureate Opportunities for Hispanic Americans; (6) Collaborative Centers of Excellence in Teacher Preparation; and (7) a demonstration program in recruiting and preparing teachers. Tribal College or University Teacher Loan Forgiveness Act - Establishes a new HEA program of specified Federal student loan repayment or cancellation for individuals who teach for up to five years in Tribal Colleges or Universities. Access to High Standards Act - Amends the Elementary and Secondary Education Act of 1965 (ESEA) to establish Advanced Placement (AP) programs of assistance grants to increase the access of low-income students to AP high school courses and AP tests to earn advanced placement and credits at institutions of higher education. Dropout Prevention Act - Establishes a new ESEA assistance grant program to address school dropout problems, including a coordinated national strategy and a national school dropout prevention initiative. NTIA Digital Network Technology Program Act - Amends the National Telecommunications and Information Administration (NTIA) Organization Act to direct the Secretary of Commerce to establish within NTIA's Technology Opportunities Program a digital network technologies program to award grants, contracts, or cooperative agreements to eligible institutions to provide educational instruction in digital network technologies. Amends the Omnibus Parks and Public Lands Management Act of 1996 to authorize the Secretary of the Interior, with respect to eligible Historically Black Colleges and Universities, to make at least 15 annual grants for buildings or structures listed on, or eligible for listing on, the National Register of Historic Places, if the grantee agrees to provide funds derived from non-Federal sources in an amount equal to 25 percent of the grant.

Amends the Elementary and Secondary Education Act of 1965 to reauthorize and revise provisions for the National Writing Project (NWP). Increases the maximum amount for any one contractor under limits on the Federal share of NWP teacher training programs. Repeals the classroom teacher grants program under NWP. Increases and extends through FY 2006 the authorization of appropriations for NWP.

Reading Readiness Act of 2001 - Amends the Head Start Act to require Head Start programs to include a strong focus on reading readiness. Requires research, demonstration, and evaluation activities to: (1) determine whether every Head Start program is providing participating children the tools necessary to succeed in school, including reading readiness; and (2) review current best practices of Head Start programs with respect to reading readiness. Directs the Secretary of Health and Human Services to award competitive grants to selected Head Start applicants to carry out current best practices in reading readiness activities. Allows Head Start programs that demonstrate by community assessment that all reasonable attempt has been made to enroll children whose families' incomes are below the poverty line to make eligible for program participation children whose families' incomes are no greater than 150 percent of the poverty line. Directs the Secretary to implement an outreach campaign to promote enrollment in Head Start programs and Early Head Start programs. Expresses the sense of Congress that: (1) the Secretary should allow Head Start grantees that find evidence of community need to modify the use of their current grants so as to enroll infants and toddlers without obtaining a separate Early Head Start grant; and (2) Congress should appropriate sufficient funds to carry out the Head Start Act so that all eligible children may participate.

Native American Hate Crimes and Criminal Justice Grant Program Act - Amends the Omnibus Crime Control and Safe Streets Act of 1968 to dedicate specified funds for grants to Indian tribal governments or law enforcement agencies for carrying out activities with the purpose of reducing violence and hate crimes against Native Americans and reducing incidents of crime on reservations.

No Taxation Without Representation Act of 2001 - States that notwithstanding any other provision of law, the community of American citizens who are residents of the District constituting the seat of government of the United States shall have full voting representation in the Congress. Amends the Internal Revenue Code to provide a tax exemption to District of Columbia residents for years during which such residents do not have full voting representation in the Congress.

Makes it unlawful to: (1) import, export, or transport in interstate commerce conventional steel jawed leghold traps and articles of fur derived from animals trapped in such traps; or (2) sell or acquire such a trap transported in violation of such provision. Prescribes criminal penalties for violations. Directs the Secretary of the Interior to reward persons (other than Government employees performing official duties) for information leading to a conviction under this Act. Empowers enforcement officials to detain, search, and seize suspected containers or merchandise and any accompanying documents, to make arrests without warrants with probable cause, and to execute warrants. Subjects seized merchandise to forfeiture.

Providing Annual Pap Tests to Save Women's Lives Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act, as amended by the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000, to extend coverage of screening pap smears and screening pelvic exams to annual examinations regardless of whether a woman is of childbearing age or at high-risk.

Comprehensive Tuberculosis Elimination Act of 2001 - Amends the Public Health Service Act to provide for the ongoing operation of a committee to be known as the Committee on Interagency Collaboration for Tuberculosis Elimination. Requires the Committee to: (1) provide advice on coordinating the activities of the Public Health Service and other Federal agencies that relate to such disease and on efficiently utilizing Federal resources; (2) make recommendations on the development and implementation of a national plan; and (3) make recommendations for the development and implementation of a plan to guide the involvement of the United States in global tuberculosis-control activities. Revises provisions concerning preventive health services regarding tuberculosis by: (1) renaming such provisions national program for tuberculosis elimination; (2) revising the authorities of the Secretary of Health and Human Services under such provisions; and (3) authorizing appropriations through FY 2006. Revises provisions concerning tuberculosis with respect to the activities of the: (1) National Heart, Lung, and Blood Institute; (2) National Institute of Allergy and Infectious Diseases; and (3) the John E. Fogarty International Center for Advanced Study in the Health Sciences.
