Digital Global Access Policy Act of 2016 or the Digital GAP Act This bill expresses the sense of Congress that: the title of the Department of State's Under Secretary for Economic Growth, Energy, and the Environment should be changed to Under Secretary for Economics, Energy, the Environment, and Cyberspace; the State Department should designate an Assistant Secretary for Technology, International Communications, and Cyberspace to lead diplomatic cyberspace policy for Internet access, governance, and freedom, telecommunications networks and communications technology, and cybersecurity; and the U.S. Agency for International Development should integrate efforts to expand Internet access, develop appropriate technologies, and enhance digital literacy into its education, development, and economic growth programs, and promote protection of the personal information of people served by humanitarian, disaster, and development programs. The Peace Corps Act is amended to express the sense of Congress that the Peace Corps should develop volunteer positions focused on leveraging technology for development, education, and social and economic mobility. The President is urged to direct U.S. representatives to international bodies to advocate for: (1) increasing efforts to promote gender-equitable Internet access, (2) standardizing inclusion of broadband conduit-fiber optic cables, and (3) providing technical assistance to remove investment barriers and strengthen market growth. The President shall transmit plans to Congress to promote U.S. and U.S.-funded agency partnerships with the private and public sectors to provide Internet access or infrastructure in developing countries. The President is urged to include in the next White House Cyberspace Strategy information relating to: (1) Internet access, (2) cybersecurity policy, and (3) principles of global Internet freedom.

Agency Accountability Act of 2016 This bill requires any agency that receives a fee, fine, penalty, or proceeds from a settlement to deposit the amount in the general fund of the Treasury. The funds may not be used unless the funding is provided in advance in an appropriations bill. Any amounts deposited during the fiscal year in which this bill is enacted may not be obligated during the fiscal year and must be used for deficit reduction. The bill amends the Congressional Budget Act of 1974 to require offsetting receipts and collections to be treated as revenue. (Offsetting receipts and collections are funds collected by agencies from other government accounts or from the public in businesslike or market-oriented transactions. Under current law, the collections are treated as negative budget authority and outlays rather than revenue and may be used to offset spending for budget enforcement purposes.) The requirements of the bill do not apply to the U.S. Postal Service or the U.S. Patent and Trademark Office (USPTO). The Under Secretary of Commerce for Intellectual Property and the Director of the USPTO must submit annually to Congress a report describing any fee, fine, penalty, or proceeds from a settlement collected by the USPTO during the previous year.

Dialysis PATIENT Demonstration Act of 2016 or the Patient Access to Integrated-care, Empowerment, Nephrologists and Treatment Demonstration Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to establish a demonstration program for the provision of integrated care to Medicare beneficiaries with end-stage renal disease (ESRD). Under the voluntary program, eligible participating providers may form organizations to offer ESRD integrated care models and serve as medical homes for program-eligible beneficiaries. Such a model: (1) shall cover medical and hospital services, other than hospice care, under Medicare; (2) must include benefits for transition into palliative care; and (3) may cover prescription drug benefits. An organization must offer at least one open network model but may also offer one or more preferred network models. An organization shall return savings achieved under the models to program-eligible beneficiaries. A beneficiary shall have the opportunity to: (1) opt out of the program, (2) make an assignment change into an open network model offered by a different organization, or (3) elect a preferred network model. The bill establishes requirements regarding: (1) benefits for program-eligible beneficiaries who are also eligible for Medicaid benefits, (2) program quality and reporting, (2) ESRD integrated care strategy, (3) program operation and scope, (4) beneficiary notification, and (5) payment.

This bill authorizes the Federal Energy Regulatory Commission (FERC) to extend by six years the time period during which Okanogan County Public Utility District No. 1 is required to commence construction on the Enloe Hydroelectric Project located on the Similkameen River in Okanogan County, Washington. In addition, FERC is authorized to reinstate the construction license if it is expired.

Small Business Health Care Relief Act This bill amends the Internal Revenue Code, the Patient Protection and Affordable Care Act (PPACA), and other laws to exempt qualified small employer health reimbursement arrangements (HRA) from certain requirements that apply to group health plans. A qualified small employer HRA is offered by employers that have fewer than 50 full-time employees and do not offer group health plans to any of their employees. A qualified small employer HRA must: be provided on the same terms to all eligible employees of the employer; be funded solely by the employer without salary reduction contributions; provide, after an employee provides proof of coverage, for the payment or reimbursement of medical expenses of the employee and family members; and limit annual payments and reimbursements to specified dollar amounts. HRAs that meet these requirements are not considered group health plans and are exempt from various requirements that apply to group health plans, including coverage and cost-sharing requirements. (Under current law, employers that sponsor group health plans that do not meet specified requirements are subject to an excise tax.) Coverage and payments under a qualified HRA are excluded from gross income, unless the employee does not have minimum essential coverage for the month in which the medical care was provided. Employers offering a qualified HRA must notify employees in advance regarding permitted benefits and report benefit information on W-2 forms and to health exchanges. The bill sets forth requirements for determining whether an employee covered under an HRA is also eligible for premium subsidies under PPACA.

Helping Ensure Accountability, Leadership, and Trust in Tribal Healthcare Act or the HEALTTH Act This bill amends the Indian Health Care Improvement Act by requiring the Indian Health Service (IHS) to implement a pilot program for testing the use of long-term contracts for the operation of rural IHS hospitals with governance structures that include tribal input. IHS must: (1) establish standards to measure the timeliness of the provision of health care services in IHS facilities, and (2) develop a process for those facilities to report data to the IHS with respect to those standards. The bill amends the Internal Revenue Code by excluding from gross income payments under the IHS loan repayment program. The bill expands the IHS loan repayment program by allowing loan repayment awards for: (1) health care management, health care administration, or hospital administration professions; and (2) individuals who work part time if they serve for at least four years. The IHS must implement mandatory training programs for cultural competency for individuals who work at IHS facilities and whose employment requires regular direct patient access. IHS must centralize its credentials system for licensed health professionals who seek to volunteer at IHS facilities. The bill establishes requirements for capping payments to certain non-IHS or non-tribal healthcare providers and suppliers. The IHS must implement within three years a new revised distribution formula for the Purchased/Referred Care program, which was formerly referred to as the contract health services program. The IHS must also implement a system to prioritize any backlog of unpaid balances under the program for each IHS area.

This bill prohibits U.S. agency funds from being used until the earlier of the enactment date of an Act authorizing FY2017 appropriations for military activities of the Department of Defense (DOD) or January 1, 2017, for the transfer or release to or within the United States, its territories, or possessions or to any foreign country or entity of an individual detained at Naval Station, Guantanamo Bay, Cuba. "Individual detained at Guantanamo" means an individual located at Guantanamo as of October 1, 2009, who: (1) is not a U.S. national or a member of the Armed Forces, and (2) is in the custody or under the control of DOD or otherwise detained at Guantanamo.

Women, Peace, and Security Act of 2016 This bill expresses the sense of Congress that the United States should be a global leader in promoting the meaningful participation of women in conflict prevention, management, and resolution and post-conflict relief and recovery efforts. The President, not later than October 1 of 2017, 2022, and 2027, shall submit to Congress and make public a Women, Peace, and Security Strategy, which shall: be aligned with other nations' plans to improve the participation of women in peace and security processes, conflict prevention, peace building, and decision-making institutions in conflict-affected environments; and include goals and evaluation plans to ensure strategy effectiveness. The Foreign Service Act of 1980 is amended to direct the Department of State to ensure that personnel responsible for, or deploying to, countries or regions considered to be at risk of undergoing, or emerging from, violent conflict obtain training in the following areas, each of which shall include a focus on ensuring participation by women: conflict prevention, mitigation, and resolution; protecting civilians from violence, exploitation, and trafficking in persons; and international human rights law. The Department of Defense shall ensure that personnel responsible for, or deploying to, countries or regions considered to be at risk of undergoing, or emerging from, violent conflict obtain training in: conflict prevention, peace processes, mitigation, resolution, and security initiatives that addresses the importance of participation by women; and gender considerations and meaningful participation by women, including training regarding international human rights law and protecting civilians from violence, exploitation, and trafficking in persons. The State Department and the U.S. Agency for International Development shall establish guidelines for overseas U.S. personnel to consult with stakeholders regarding U.S. efforts to: prevent, mitigate, or resolve violent conflict; and enhance the success of mediation and negotiation processes by ensuring the meaningful participation of women.

Article V Records Transparency Act of 2016 This bill directs the Archivist of the United States to make and transmit to Congress an organized compilation of all applications and rescissions of applications ever made by states under article V of the Constitution to call a convention for proposing amendments to the Constitution. The Archivist: (1) in complying with such requirement, shall use the records contained in the National Archive and Records Administration and attempt to obtain an official copy of any application or rescission that may not be in such records; (2) submit a report on the extent of suspected missing applications or rescissions not included in the compilation; and (3) catalog the applications and rescissions by year of submission and state. The committees on the judiciary in each chamber shall make the applications and rescissions contained in such compilation available on a publicly accessible website and update the compilation as specified. In order to simplify and make uniform the process by which state legislatures make such an application or rescission, Congress recommends that after adoption of an application or rescission by a state legislature, the secretary of state or other state official should submit at least two copies of the measure containing the application or rescission to Congress, one copy addressed to the President of the Senate and one copy to the Speaker of the House of Representatives.

Patient Access to Durable Medical Equipment Act of 2016 or the PADME Act This bill amends title XVIII (Medicare) of the Social Security Act to establish a bid ceiling for durable medical equipment (such as wheelchairs) under Medicare's competitive acquisition program, through which rates are set according to a bidding process rather than by an established fee schedule. Specifically, the bid ceiling for such an item shall not be less than the fee schedule amount that would otherwise be determined. Under current law, the Centers for Medicare & Medicaid Services (CMS) must use payment information from competitive acquisition programs to make payment adjustments for areas outside of such programs. The bill requires CMS, in making these adjustments, to account for stakeholder input. In addition, CMS must account for a comparison of competitive acquisition areas and other areas with respect to the following factors: average travel distance and cost associated with furnishing items and services, barriers to access, average delivery time, average volume of items and services furnished by suppliers, and number of suppliers. In addition, CMS shall delay by 15 months the full implementation of new Medicare payment rates for durable medical equipment. On a monthly basis, CMS must publish on its website the results of the monitoring of health outcomes and Medicare beneficiaries' access to durable medical equipment.

Enhancing Opportunities for Medical Doctors Act of 2016 This bill amends title XVIII (Medicare) of the Social Security Act to redistribute unused residency positions for which graduate medical education costs are paid under Medicare. Specifically, the Centers for Medicare & Medicaid Services must: (1) reduce a hospital's resident limit by a specified amount if the hospital has unused residency positions and is not a rural hospital with fewer than 250 acute care inpatient beds, and (2) increase the resident limit for each qualifying hospital that applies for an increase. In aggregate, the number of increased positions shall equal the number of reduced positions. The bill establishes specified priorities, limitations, and capacity considerations with respect to redistribution.

Food and Fuel Consumer Protection Act of 2016 This bill amends the Clean Air Act by revising the renewable fuel program, which requires transportation fuel to contain a minimum volume of renewable fuel. The Environmental Protection Agency (EPA) must cap the total volume of ethanol blended into the transportation fuel supply at 9.7% of projected gasoline demand as determined by the Energy Information Administration.

Christa McAuliffe Commemorative Coin Act of 2016 This bill directs the Department of the Treasury to mint and issue not more than 350,000 $1 silver coins in commemoration of Christa McAuliffe. The design of the coins shall bear an image of and the name of Christa McAuliffe on the obverse side and a design on the reverse side that depicts the legacy of McAuliffe as a teacher. Treasury may issue the coins from January 1-December 31, 2018. All surcharges received by Treasury from the sale of the coins shall be paid to the FIRST robotics program for the purpose of engaging and inspiring young people, through mentor-based programs, to become leaders in the fields of science, technology, engineering, and mathematics.

Working to Integrate Networks Guaranteeing Member Access Now Act or the WINGMAN Act This bill directs the Department of Veterans Affairs (VA) to provide an accredited, permanent congressional employee with read-only remote access to the electronic Veterans Benefits Administration (VBA) claims records system of a represented veteran, regardless of whether the employee is acting under a power of attorney executed by the veteran. The VA shall ensure that access does not allow the employee to modify system data. An employee must complete the VA certification process required of agents or attorneys in order to have system access. Each Member of Congress who elects to have an employee participate in the system shall bear the certification cost, which shall be paid from the Member's representational allowance. Information access by an employee shall be deemed: (1) a covered disclosure requiring prior consent, with specified exceptions; and (2) a permitted disclosure relating to the privacy of individually identifiable health information. The VA may not recognize an employee for purposes of preparation, presentation, and prosecution of VA claims by reason of such system access. "Accredited, permanent congressional employee" means an employee of a Member of Congress who assists constituents with issues regarding federal departments or agencies. "Electronic VBA claims records system" means the VA system that provides claim status information, including information about medical records, compensation and pension exams records, rating decisions, a statement of the case and a supplementary statement of the case, a notice of disagreement, and Form-9.

S tability and Democracy for Ukraine Act or the STAND for Ukraine Act This bill provides that no federal agency should take any action or extend any assistance that recognizes Russian sovereignty over Crimea, its airspace, or its territorial waters. The bill urges that the Government Publishing Office not print any document indicating Crimea as part of the Russian Federation (Russia). U.S. sanctions provided for in Executive Orders 13660, 13661, 13662, (blocking property of persons contributing to the situation in Ukraine) and 13685 (blocking property of persons contributing to the situation in Crimea) shall remain in effect until the President certifies to Congress that: Ukraine's sovereignty over Crimea has been restored, or the status of Crimea has been resolved to the satisfaction of a democratically elected government of Ukraine. The Support for the Sovereignty, Integrity, Democracy, and Economic Stability of Ukraine Act of 2014 is amended to authorize the President to block and prohibit a foreign person's transactions of property or property interests that are U.S.-sited or controlled by a U.S. person if the foreign person has knowingly: (1) violated such executive orders, or (2) facilitated deceptive or structured transactions for or on behalf of any person subject to U.S. sanctions against Russia. The President shall: use U.S. influence to seek North Atlantic Treaty Organization (NATO) adoption of a policy that opposes the transfer of defense articles and services to Russia while Russia occupies the territory of Ukraine or of a NATO member, and direct appropriate U.S. agencies to monitor and identify transfers by NATO members of defense articles and services to Russia. A license application or other authorization for the transfer of any defense article or service to or on behalf of a NATO member so identified shall be subject to a presumption of denial. The Sergei Magnitsky Rule of Law Accountability Act of 2012 is amended to include in the list of persons responsible for gross violations of human rights persons committing such actions in any territory forcibly occupied or otherwise controlled by Russia. The Department of State shall seek to establish an international consortium to increase private investment in Ukraine that shall include the United States. It is the sense of Congress that the Broadcasting Board of Governors shall establish Crimean Tatar services (subordinate to the Ukrainian language services) and broadcast Crimean Tatar language content into Crimea.

End Executive Overreach Act This bill prohibits, until January 21, 2017, the use of federal funds, fees, or resources to implement an executive order issued on or after the enactment of this bill. The bill prohibits any agency, until such date, from making or finalizing: a major rule (a rule that is likely to result in an annual effect on the economy of $100 million or more); a rule that may raise novel legal or policy issues arising out of legal mandates, the President's priorities, or the principles set forth in Executive Order 12866 (which requires that significant regulatory actions be submitted for review by the Office of Information and Regulatory Affairs of the Office of Management and Budget); or a rule that may create a serious inconsistency or otherwise interfere with an action taken or planned by another agency.

Free File Act of 2016 This bill requires the Department of the Treasury to continue to operate the Internal Revenue Service (IRS) Free File Program. The program must work with state government agencies to enhance and expand the use of the program, while continuing to: provide free commercial-type online individual income tax preparation and electronic filing services to the lowest 70% of taxpayers by income; provide all taxpayers (regardless of income) with a basic, online electronic fillable forms utility; and work with the private sector to provide the free tax preparation and electronic filing services. Treasury must work with the private sector through the program to identify and implement innovative new program features to improve and simplify the taxpayer's experience with completing and filing individual income tax returns. The IRS and members of the tax software and electronic industry involved in the program must support and promote improvements within the program by mutually testing, piloting, and offering innovative solutions to: simplify the tax system, reduce compliance and reporting burdens, increase tax return accuracy through financial data authentication, strengthen the tax system against fraud through cybersecurity collaboration, avoid duplication, and maximize the use of electronic technology.

Kevin and Avonte's Law of 2016 Missing Americans Alert Program Act of 2016 This bill amends the Violent Crime Control and Law Enforcement Act of 1994 to revise and rename the Missing Alzheimer's Disease Patient Alert Program as the Missing Americans Alert Program and to reauthorize it through FY2021. It directs the Department of Justice's (DOJ's) Bureau of Justice Assistance to award grants to state and local law enforcement or public safety agencies and nonprofit organizations to prevent wandering and locate missing individuals with dementia or developmental disabilities. DOJ must establish and certain grant recipients must comply with standards and best practices related to the use of tracking technology to locate missing individuals with dementia or developmental disabilities. The bill amends the Missing Children's Assistance Act to specify that, with respect to training and technical assistance provided by the National Center for Missing and Exploited Children, cases involving missing and exploited children include cases involving children with developmental disabilities such as autism.

Conscience Protection Act of 2016 This bill amends the Public Health Service Act to codify the prohibition against the federal government and state and local governments that receive federal financial assistance for health-related activities penalizing or discriminating against a health care provider based on the provider's refusal to be involved in, or provide coverage for, abortion. Health care providers include health care professionals, health care facilities, social services providers, health care professional training programs, and health insurers. The Office for Civil Rights of the Department of Health and Human Services, in coordination with the Department of Justice (DOJ), must investigate complaints alleging discrimination based on an individual's religious belief, moral conviction, or refusal to be involved in an abortion. DOJ or any entity adversely affected by such discrimination may obtain equitable or legal relief in a civil action. Administrative remedies do not need to be sought or exhausted prior to commencing an action or granting relief. Such an action may be brought against a governmental entity.

Ensuring Patient Access to Healthcare Records Act of 2016 This bill amends the Health Information Technology for Economic and Clinical Health Act to allow a health care clearinghouse to use and disclose protected health information under the Health Insurance Portability and Accountability Act (HIPAA). The uses and disclosures include for: (1) research purposes, (2) public health purposes, and (3) releasing protected health information to individuals that request their information. Additionally, a clearinghouse may use and disclose protected health information to prepare and distribute reports that are designed to improve healthcare, subject to certain privacy protections.

ABLE Age Adjustment Act This bill amends the Internal Revenue Code, with respect to qualified ABLE programs, to increase the threshold for eligibility for such programs from age 26 to age 46. (Tax-favored ABLE [Achieving a Better Life Experience] accounts are designed to enable individuals with disabilities to save for and pay for disability-related expenses.)

ABLE to Work Act of 2016 This bill amends the Internal Revenue Code, with respect to ABLE accounts (tax-exempt savings accounts for persons with a disability), to allow: (1) an ABLE account beneficiary to make contributions to an ABLE account equal to the lesser of such beneficiary's compensation or an amount equal to the federal poverty line for a one-person household, and (2) a retirement savings tax credit for contributions to an ABLE account.

Greater Sage Grouse Protection and Recovery Act of 2016 This bill delays findings by the Department of the Interior with respect to the greater sage grouse under the Endangered Species Act until September 30, 2026. Additionally, Interior and the Department of Agriculture (USDA) are prohibited from amending any federal resource management plans that affect the greater sage grouse in a state in which the governor has notified Interior or USDA that a state management plan is in place.

Unauthorized Spending Accountability Act This bill establishes a three-year reauthorization, rescission, and termination schedule for unauthorized programs funded through the annual appropriations process. The schedule applies to programs included in the Congressional Budget Office's annual report listing programs that are funded through the appropriations process and have an authorization of appropriations that has either expired or will expire during the year. After a program's authorization has expired, the bill limits the program's funding in the first year to 90% of the funds provided in the expiring year, reduces the limit to 85% for the second and third years, and terminates the program at the end of the third year. The bill enforces the limits by rescinding any funds that exceed the limit. The Office of Management and Budget must reduce discretionary spending limits by the amount of any rescissions. Programs that are reauthorized during the three-year period are exempt from the limits, rescissions, and termination if the reauthorization includes a provision limiting the authorization of appropriations period to no more than three years. The bill establishes the Spending and Accountability Commission to recommend a reauthorization schedule for discretionary spending programs and review all mandatory spending programs. The commission may recommend legislation to replace the funding limits and rescissions required by this bill with reductions in mandatory spending. The commission's reauthorization schedule must limit reauthorizations to three years, include the funding limits and rescissions established by this bill, and establish a mechanism for replacing the limitations and rescissions with reductions to mandatory spending programs. Outdoor Recreation's Economic Contributions Act of 2016 or the Outdoor REC Act of 2016 This bill directs the Bureau of Economic Analysis of the Department of Commerce to assess and analyze the outdoor recreation economy of the United States and the effects attributable to it on the overall U.S. economy. In conducting the assessment, the Bureau may consider employment, sales, contributions to travel and tourism, and other appropriate contributing components of the outdoor recreation economy.

Firefighter Cancer Registry Act of 2016 This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary patient registry to monitor, collect, and make available epidemiological information related to cancer incidence and trends among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual. To collect information for the registry, the CDC may incorporate questions into existing public health surveys, questionnaires, and other databases. The CDC must: (1) encourage the inclusion in the registry of data on minority, female, and volunteer firefighters; and (2) seek feedback on the registry from nonfederal experts. The CDC must develop an approval process for making registry data available for research without a fee if findings or publications derived from the research are made public or available to stakeholders.

United States Commission on the Organization of Petroleum Exporting Countries Act of 2016 This bill establishes the United States Commission on the Organization of Petroleum Exporting Countries (OPEC) to investigate and address any practices on the part of OPEC that prevent or reduce competition in the global oil market. The Commission shall be composed of a bipartisan group of 16 experts on energy and related matters chosen by the leadership of both parties in Congress and appointed by the President. All members of the Commission must be U.S. citizens. The bill requires the Commission to: determine whether the anti-competitive behavior of OPEC is designed to disadvantage U.S. oil producers; assess the impact of OPEC's policies on U.S. economic and energy security interests; assess how federal agencies are working to alleviate the potential negative impacts of OPEC's behavior; and produce policy recommendations for tax, trade, defense, diplomacy, and other areas where OPEC's behavior is found to cause adverse impacts. The Commission must submit a report of its findings and recommendations to Congress and the President within 12 months. The Commission shall terminate within 90 days after submission of its report. On receipt of the Commission's report, the President will have 90 days to submit Congress a proposal to implement or respond to the recommendations.

Reaffirms its commitment to maintaining the separation of powers through proper and thorough oversight of the executive branch and its departments and agencies. Declares its intent to reclaim legislative powers from executive departments and agencies, whether improperly claimed or previously granted. Reaffirms Congress's authority as delegated by the people to lay and collect taxes, pay debts, and provide for the common defense and general welfare. Reaffirms its authority on behalf of the people to make rules for the government and regulation of the armed forces.

Justin Smith Morrill Congressional Gold Medal Act This bill requires the Speaker of the House of Representatives and the President pro tempore of the Senate to make arrangements for the posthumous presentation of a Congressional Gold Medal in commemoration of Justin Smith Morrill's lasting contributions to higher education opportunity for all Americans.

Combating BDS Act of 2016 This bill authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit investment of its assets in: (1) an entity that such government determines, using credible information available to the public, engages in a commerce or investment-related boycott, divestment, or sanctions activity targeting Israel; or (2) an entity that owns or controls, is owned or controlled by, or is under common ownership or control with, such an entity. Such government shall provide written notice to such an entity before applying such a measure. Such a measure by a state or local government is not preempted by any federal law or regulation. The bill applies to measures adopted by a state or local government before, on, or after the date of this Act's enactment. The bill amends the Investment Company Act of 1940 to prohibit any person from bringing any civil, criminal, or administrative action against any registered investment company, or any officer or employee thereof, based solely upon such company divesting from, or avoiding investing in, securities issued by persons that such company determines, using credible information available to the public, engage in commerce or investment-related boycotts, divestments, or sanctions activities targeting Israel.

Protecting Patient Access to Emergency Medications Act of 2016 This bill amends the Controlled Substances Act to direct the Drug Enforcement Administration to register an emergency medical services (EMS) agency as an entity authorized to dispense controlled substances, instead of registering the individual practitioners or medical directors of the agency. A registered EMS agency must be overseen by one or more medical directors. The bill specifies that an EMS practitioner who is employed by a registered EMS agency may administer controlled substances under a standing order issued by a medical director. The standing order does not have to be specific to an individual patient.

Faster Care for Veterans Act of 2016 This bill directs the Department of Veterans Affairs (VA) to begin an 18-month pilot program in at least three Veterans Integrated Service Networks (VISNs) under which veterans use an Internet website to schedule and confirm appointments at VA medical facilities. The pilot program's duration may be extended and the number of VISNs may be increased.

Women Airforce Service Pilot Arlington Inurnment Restoration Act This bill directs the Department of the Army to ensure that the cremated remains of persons who served as Women's Air Forces Service Pilots are eligible for interment in Arlington National Cemetery with full military honors.

Individual Assistance Improvement Act of 2015 This bill requires the Federal Emergency Management Agency (FEMA) to submit to Congress an annual report on recommendations for improving federal assistance for small states and rural areas under the Robert T. Stafford Disaster Relief and Emergency Assistance Act and additional resources required for such improvements. In measuring the severity, magnitude, and impact of a disaster and evaluating the need for assistance to individuals under that Act, FEMA shall not apply, with respect to a rural area, the factor relating to concentration of damages. FEMA shall provide the governor or the chief executive of an Indian tribal government with documentation related to a major disaster declaration decision within 25 days after such individual requests that documentation, including: (1) an analysis of the factors that it considered in making the decision, and (2) its rationale. The Government Accountability Office shall conduct a comprehensive review of: (1) FEMA's damage assessment processes for major disaster declarations, and (2) the teams that carry out such processes. FEMA shall conduct a study, biennially, to: (1) compare the average amount of individual assistance provided per person for each major disaster declared during the five most recently completed fiscal years, the average damages realized per individual for each disaster, and the average damages realized per individual for each event where a request for a major disaster declaration was denied during the five most recently completed fiscal years; and (2) collect the data needed to update a table relating to the average amount of individual assistance by state.

Protecting Access through Competitive-pricing Transition Act of 2015 or the PACT Act of 2015 This bill amends titles XVIII (Medicare) and XIX (Medicaid) of the Social Security Act to modify provisions relating to payment for durable medical equipment (DME) under the Medicare and Medicaid programs. (DME includes certain medically necessary equipment such as walkers, wheelchairs, and hospital beds.) With respect to DME furnished in areas that are not competitive acquisition areas, current regulations require the Centers for Medicare & Medicaid (CMS) to phase in, over a two-year period, Medicare payment adjustments using information from competitive acquisition programs. (Through such programs, payment amounts for each area are determined based on competitive bids submitted by suppliers, rather than according to an established fee schedule.) The bill codifies this requirement and specifies that CMS shall adjust fee schedule amounts to the lesser of: (1) a specified percentage of the regional amount; and (2) the amount that would otherwise be determined according to the fee schedule, with specified adjustments. In determining Medicare payment adjustments for areas that are not competitive acquisition areas, CMS shall solicit stakeholder input and take into account several specified factors. CMS may not accept a bid under the competitive acquisition program unless the bidder: (1) meets applicable state licensure requirements; and (2) has submitted a cash deposit as a bond, as specified by the bill. CMS must establish a six-year market pricing demonstration project, under which auctions are conducted in eligible areas for the furnishing of market-priced DME items and services. The bill establishes project requirements related to auction design, contract terms, transparency, and monitoring.

Bring the Ancient One Home Act of 2015 This bill directs the Chief of the Army Corps of Engineers to transfer the human remains known as Kennewick Man or the Ancient One that are part of archaeological collection number 45BN495 to the Washington State Department of Archaeology and Historic Preservation on the condition that such Department disposes of and repatriates the remains to the Indian tribes and band referred to in the letter from Secretary of the Interior Bruce Babbitt to Secretary of the Army Louis Caldera relating to the human remains, dated September 21, 2000. The Corps of Engineers shall be responsible for any costs associated with the transfer.

Fair Treatment for Families of Veterans Act This bill revises the effective date for reductions or discontinuances of Department of Veterans Affairs compensation, dependency and indemnity compensation, and pensions by reason of marriage, remarriage, or death. The effective date is changed from the last day of the month before a marriage, remarriage, or death occurs to the last day of the month during which the event occurs.

Guantanamo Transfer Prevention Act This bill prohibits the President from using Department of Defense (DOD) funds to transfer or release to or within the United States, its territories, or possessions Khalid Sheikh Mohammed or any other detainee who is not a U.S. citizen or member of the U.S. Armed Forces and is or was held on or after January 20, 2009, at United States Naval Station, Guantanamo Bay, Cuba, by DOD. Any contravening action by the President shall be without legal effect. No amounts authorized to be appropriated or otherwise made available for DOD for FY2016 may be used to: (1) close or abandon Guantanamo, (2) relinquish control of Guantanamo to Cuba, or (3) implement a material modification to the Treaty Between the United States of America and Cuba signed at Washington, DC, on May 29, 1934, that constructively closes Guantanamo.
