Respect for Marriage Act This bill provides statutory authority for same-sex and interracial marriages. Specifically, the bill replaces provisions that define, for purposes of federal law, marriage as between a man and a woman and spouse as a person of the opposite sex with provisions that recognize any marriage that is valid under state law. (The Supreme Court held that the current provisions were unconstitutional in United States v. Windsor in 2013.) The bill also replaces provisions that do not require states to recognize same-sex marriages from other states with provisions that prohibit the denial of full faith and credit or any right or claim relating to out-of-state marriages on the basis of sex, race, ethnicity, or national origin. (The Supreme Court held that state laws barring same-sex marriages were unconstitutional in Obergefell v. Hodges in 2015; the Court held that state laws barring interracial marriages were unconstitutional in Loving v. Virginia in 1967.) The bill allows the Department of Justice to bring a civil action and establishes a private right of action for violations.

Water Data Act This bill requires federal departments and agencies involved in water resources management to jointly develop and implement a National Water Data Framework and establish an interagency council, advisory committee, and grant program. Specifically, the bill requires the departments to jointly develop and implement a National Water Data Framework for integrating, sharing, and using water data to support water resources management and access. The bill further requires these departments to establish an interagency Water Data Council to support the development and implementation of the framework. The bill also requires the Department of the Interior to establish an Advisory Committee on Water Information to advise Interior, the departments, and the council on the framework. Commercial Advertisement Loudness Mitigation Modernization Act of 2022 or the CALM Modernization Act of 2022 This bill applies certain requirements concerning the volume of commercials to video streaming services that are supported by advertisements (e.g., Hulu). It also modifies enforcement related to those requirements. Current law requires commercials transmitted via broadcast, cable, and satellite television to have the same average volume as the underlying programming. Under this bill, the Federal Communications Commission must apply through rulemaking similar requirements to ad-supported video streaming services. The bill also modifies enforcement of requirements for moderating the volume of commercials. The commission currently uses a complaint-driven enforcement process. Under this bill, the commission must treat violations of the requirements as violations of the Communications Act of 1934. Additionally, the bill makes rebuttable a presumption that deems a broadcast television station, cable operator, or other multichannel video programming distributor in compliance with the requirements if it appropriately installs and uses certain equipment and software to moderate the volume of commercials. The Government Accountability Office must report on the effectiveness of the requirements, and the commission's enforcement of them, in moderating the volume of commercials.

Spectrum Innovation Act of 2021 This bill specifies a process for auctioning a portion of the electromagnetic spectrum between 3100 megahertz (MHz) and 3540 MHz for nonfederal use, shared federal and nonfederal use, or a combination of those uses. Most wireless technologies (e.g., mobile communication) rely on the electromagnetic spectrum to transmit signals. Specifically, the Office of Management and Budget must transfer funding from the Spectrum Reallocation Fund to federal entities for planning related to the reallocation. The National Telecommunications and Information Administration (NTIA) and the Executive Office of the President must oversee the planning. Informed by the planning, the Department of Commerce must identify at least 200 MHz of spectrum for reallocation. In identifying the spectrum, Commerce must consult with the Department of Defense, the Office of National Science and Technology Policy, and the Federal Communications Commission (FCC). The FCC must (1) adopt rules authorizing the use of the identified spectrum in consultation with the NTIA, and (2) auction licenses for the identified spectrum within seven years of the bill's enactment. Additionally, the President must modify or withdraw (subject to certain limits) current federal assignments of the identified spectrum to increase nonfederal use. The FCC must allow for opportunistic uses (i.e., allow devices to opportunistically identify and transmit on unused spectrum without infringing on the rights of the spectrum license holder) of a withdrawn or modified assignment. An allowed opportunistic use must cease after the auction if the use is inconsistent with the rights of the licensee that obtains its license through the auction.

Latonya Reeves Freedom Act of 2022 This bill prohibits government entities and insurance providers from denying community-based services to individuals with disabilities that require long-term service or support that would enable such individuals to live in the community and lead an independent life. Specifically, these entities may not discriminate against such individuals in the provision of community-based services by such actions as imposing prohibited eligibility criteria, cost caps, or waiting lists or failing to provide a specific community-based service. Additionally, community-based services must be offered to individuals with such disabilities prior to institutionalization. Institutionalized individuals must be notified regularly of community-based alternatives. The bill requires the Department of Justice to issue regulations requiring government entities and insurance providers to offer community-based long-term services to individuals with such disabilities who would otherwise qualify for institutional placement. Government entities must ensure sufficient availability of affordable, accessible, and integrated housing that is not a disability-specific residential setting or a setting where services are tied to tenancy.
