Big Oil Bailout Prevention Act of 2010 - Amends the Oil Pollution Act of 1990 to: (1) increase the liability of the party responsible for an offshore facility, except a deepwater port, from which oil is discharged into or upon navigable waters or adjoining shorelines to the total of all discharge removal costs plus $10 billion (currently, $75 million) for each incident; and (2) direct the President to promulgate regulations to allow advance payments from the Oil Spill Liability Trust Fund to states and localities to prepare for and mitigate substantial threats from the discharge of oil. Amends the Internal Revenue Code to eliminate: (1) the $1 billion per incident limitation on expenditures from the Oil Spill Liability Trust Fund for cleanup of oil spills: and (2) restrictions on the borrowing authority of such Trust Fund. Makes this Act effective on April 15, 2010.

Directs the Secretary of the Interior to suspend until a certain date: (1) all activities relating to the development of a new or revised five-year plan for the outer Continental Shelf (OCS); (2) new OCS exploration, development, and production activities (including geological and geophysical surveys); and (3) any exploration or development activities commenced before the enactment of this Act, unless the Secretary certifies they pose no significant risk of accident. Continues the suspension of such activities until completion of: (1) the joint investigation by the Secretaries of the Interior and of Homeland Security into the Deepwater Horizon incident in the Gulf of Mexico; and (2) a final report identifying methods to prevent future incidents in the OCS. Grandfathers any production activities commenced before enactment of this Act.

Democracy is Strengthened by Casting Light on Spending in Elections Act or DISCLOSE Act - Amends the Federal Election Campaign Act of 1971 (FECA) to prohibit: (1) independent expenditures and payments for electioneering communications by government contractors if the value of the contract is at least $50,000; and (2) recipients of assistance under the Troubled Asset Relief Program (TARP) of the Emergency Economic Stabilization Act of 2008 (EESA) from making any contribution to any political party, committee, or candidate for public office, or to any person for any political purpose or use, or from making any independent expenditure or disbursing any funds for an electioneering communication. Applies the ban on contributions and expenditures by foreign nationals to foreign-controlled domestic corporations. Treats as contributions: (1) any payments by any person (except a candidate, a candidate's authorized committee, or a political committee of a political party) for coordinated communications; and (2) political party communications made on behalf of candidates if made under the control or direction of a candidate or a candidate's authorized committee. Revises the definition of independent expenditure to mean, in part, an expenditure that, when taken as a whole, expressly advocates the election or defeat of a clearly identified candidate, or is the functional equivalent of express advocacy. Requires any person making independent expenditures exceeding $10,000 to file a report within 24 hours. Increases the period before a general election during which a communication shall be considered an electioneering communication. Requires corporations, labor organizations, and other covered organizations to include specified additional information in reports on independent expenditures of at least $10,000. Sets forth special rules for the use of general treasury funds by covered organizations for campaign-related activity. Authorizes covered organizations to make optional use of a separate Campaign-Related Activity Account for making disbursements for campaign-related activity. Prescribes additional information to be included in certain radio or television communications by persons (including significant funders of campaign-related communications of a covered organization) other than a candidate, a candidate's authorized committee, or a political committee of a political party. Amends the Lobbying Disclosure Act of 1995 to require registered lobbyists to report information on independent expenditures or electioneering communications of at least $1,000 to the Secretary of the Senate and the Clerk of the House of Representatives. Requires certain covered organizations to disclose to shareholders, members, or donors information on disbursements for campaign-related activity. Authorizes judicial review of the provisions of this Act.

Commission on Improving Long-Term Care and Community Services Act of 2010 - Requires the Secretary of Health and Human Services (HHS) to establish a commission designed to construct a comprehensive national strategy on how to increase the affordability, accessibility, and effectiveness of long-term care and community services in the United States and its territories. Requires the commission's policy recommendations to address economic, geographic, cultural, social, transportation, workforce, and other factors that limit access to quality home, community, and institutional services.

Haiti Economic Lift Program Act of 2010 - Amends the Caribbean Basin Economic Recovery Act (CBERA) (as amended by the United States-Caribbean Basin Trade Partnership Act, the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2006 [HOPE Act], and the Haitian Hemispheric Opportunity through Partnership Encouragement Act of 2008 [HOPE II]) to extend, in each succeeding one-year period through FY2020 (transition period), the duty-free treatment of certain imported knit apparel articles made in one or more Caribbean Basin Trade Partnership Act (CBTPA) beneficiary countries from yarns wholly formed in the United States. Extends, in each applicable one-year period through FY2020, the duty-free treatment of imported apparel articles made in Haiti or the Dominican Republic. Prescribes duty-free treatment also, without regard to the source of the fabric, fabric components, components knit-to-shape, or yarns from which the article is made, for specified apparel articles or made-up textile articles: (1) wholly assembled, or knit-to-shape, in Haiti from any combination of fabrics, fabric components, components knit-to-shape, or yarns; and (2) imported directly from Haiti or the Dominican Republic. Sets forth a special rule for certain woven articles and certain knit articles entered during FY2010 and succeeding one-year periods. Requires the Commissioner responsible for U.S. Customs and Border Protection to verify that such apparel articles imported into the United States are not being unlawfully transshipped into the United States. Revises requirements for one particular credit under the earned import allowance certificate program to reduce from three to two the number of square meter equivalents of qualifying woven fabric or qualifying knit fabric that the producer or entity controlling production can demonstrate that it purchased for the manufacture in Haiti of articles like or similar to any article eligible for preferential treatment. Extends the value-added rule for apparel articles and the special rule for certain wire harness automotive components. Directs the Commissioner to seek to send a rapid response team, as well as a support team, to Haiti to: (1) assess the short-term and long-term technical, capacity-building, and training needs of the authorities of the government of Haiti responsible for customs services; and (2) provide immediate assistance, particularly with respect to reestablishing full capacity for commercial port operations at the seaport at Port-au-Prince, facilitating trade between the United States and Haiti under CBERA, preventing unlawful transshipment of goods through Haiti to the United States, and otherwise strengthening cooperation between U.S., Haitian, and Dominican customs authorities. Declares the sense of Congress regarding regional cooperation and transshipment.

Grow a Renewable Energy Economy Now--Jumpstart Other Biofuels Act of 2010 - Amends the Internal Revenue Code to: (1) allow a 30% energy tax credit for investments in qualified cellulosic and algae-based biofuel facilities; (2) extend through 2016 the special depreciation allowance for qualified cellulosic biofuel plant property; (3) include algae-based biofuel within the definition of cellulosic biofuel for purposes of the cellulosic biofuel producer tax credit; (4) exclude from the definition of cellulosic biofuel any processed fuel with an acid number greater than 25; (5) extend through 2016 the cellulosic biofuel producer tax credit; and (6) allow a direct payment of 30% of the basis of cellulosic and algae-based biofuel facility property.

America COMPETES Reauthorization Act of 2010 - Establishes, revises, and extends specified science, technology, education, and mathematics (STEM) programs, as well as engineering, research, and training programs. Authorizes appropriations for FY2011-FY2015 for: (1) the National Science Foundation (NSF); (2) the National Institute of Standards and Technology (NIST); and (3) the Department of Energy (DOE) for activities of the Office of Science.

Global Sexual and Reproductive Health Act of 2010 - Authorizes the President to provide assistance to: (1) support the achievement of universal access to sexual and reproductive health in developing countries and to ensure that individuals and couples can freely and responsibly determine the number, timing, and spacing of their children and have the means to do so; (2) reduce the incidence of unsafe abortion in developing countries and provide care for women experiencing injury or illness from complications of unsafe abortion; (3) ensure that sexual and reproductive health services are provided in developing countries at every phase of a humanitarian emergency; and (4) ensure access to sexual and reproductive health care for young people in developing countries. Directs the President to implement a strategy to improve and create linkages among the various components of sexual and reproductive health to ensure that individual men and women are provided with a continuum of appropriate sexual and reproductive health services. States that assistance under this Act shall: (1) promote coordination between and among donors, the private sector, nongovernmental and civil society organizations, and governments in order to support sexual and reproductive health programs in developing countries; and (2) be used for the conduct of formative research and to monitor and evaluate program effectiveness.

Space to Schools Act of 2010 - Authorizes the Secretary of Education to implement a program to encourage individuals who are former employees of the National Aeronautics and Space Administration (NASA), its suppliers, or related contractors who have relevant work experience in the aerospace industry to pursue careers as elementary, secondary, or vocational school teachers. Sets forth educational background requirements for program participants. Requires program participants to enter into an agreement to: (1) obtain certification or licensing as an elementary, secondary, vocational, or technical school teacher, and to become a highly qualified teacher; and (2) accept an offer of full-time employment as an elementary, secondary, vocational, or technical school teacher for at least three school years and commit to teaching science, technology, engineering, or mathematics after obtaining such certification or licensing. Directs the Secretary to provide program participants with: (1) a stipend for use in obtaining certification or licensing; or (2) a larger bonus if they agree to perform their service in high-need schools. Requires the Secretary to establish an Advisory Board to oversee the program.

Broadband for First Responders Act of 2010 - Amends the Communications Act of 1934 to increase the electromagnetic spectrum allocation for public safety services by 10 megahertz and reduce such allocation for commercial use by the same amount. Directs the Federal Communications Commission (FCC) to: (1) allocate the paired electromagnetic spectrum bands of 758-763 megahertz and 788-793 megahertz (referred to as D Block) for public safety broadband communications and assign such paired bands to public safety; (2) establish rules to permit a public safety broadband licensee to authorize public safety service providers to construct and operate a wireless public safety broadband network in the licensee's spectrum if such authorization would expedite public safety broadband communications; (3) require that any wireless public safety broadband network be fully interoperable, provide for user roaming, be disaster survivable, and have the appropriate level of cyber security; (4) establish regulations to authorize the shared use of the public safety broadband spectrum and network infrastructure by entities that are not defined as public safety services; (5) establish regulations to allow use of the public safety broadband spectrum by emergency response providers; and (6) develop a public safety agency statement of requirements that enables nationwide interoperability and roaming across any communications system using public safety broadband spectrum.

Expresses: (1) deepest condolences for the horrific loss of life and the physical and psychological damage caused by the January 12, 2010, earthquake that struck Haiti; and (2) solidarity with Haitians, Haitian-Americans, and all those who lost loved ones or have otherwise been affected by the tragedy. Commends and honors the efforts of the Israelis who worked on the ground in Haiti, the State of Israel, the Israel Defense Forces (IDF), and the Israeli people for their contributions to earthquake relief in Haiti.

Medicare Fraud Enforcement and Prevention Act of 2010 - Amends title XI of the Social Security Act (SSA) to increase criminal penalties for both felony and misdemeanor fraud under SSA titles XVIII (Medicare) and XIX (Medicaid). Adds a new offense of distribution of two or more Medicare or Medicaid beneficiary identification numbers or billing privileges with the intent to defraud. Applies civil monetary penalties to: (1) conspiracy to make false statements or commit other specified offenses with respect to Medicare or Medicaid claims; and (2) knowing creation or use of false records or statements with respect to the transmission of money or property to a federal health care program. Extends the statute of limitations from six to 10 years after presentation of a claim. Amends SSA title XVIII (Medicare), as amended by the Patient Protection and Affordable Care Act (PPACA), to revise screening requirements. Amends SSA title XI, as amended by PPACA, to require the access to claims and payment data granted to Inspector General of the Department of Health and Human Services (HHS) and the Attorney General to include access to real time claims and payment data. Requires the HHS Inspector General to implement mechanisms for the sharing of information about suspected fraud relating to the federal health care programs under Medicare, Medicaid, and SSA title XXI (Children's Health Insurance Program) (CHIP) with other appropriate law enforcement officials. Directs the HHS Secretary to carry out a five-year pilot program that implements biometric technology to ensure that individuals entitled to benefits under Medicare part A or enrolled under Medicare part B are physically present at the time and place of receipt of certain items and services for which payment may be made. Requires the Comptroller General to study and report to Congress on Medicare administrative contractors, including Recovery Audit Contractors.

Recognizes that mental well-being is as important as physical well-being for citizens, communities, businesses, and the economy. Taxpayer Assistance Act of 2010 - Amends the Internal Revenue Code to: (1) eliminate substantiation requirements for the depreciation of cellular telephones and similar telecommunications equipment used by employees for business purposes; (2) exempt tax return preparers who object to the use of magnetic media on religious grounds from the requirement for filing returns electronically; (3) allow interest on refunds not paid within 30 days (currently, 45 days); (4) repeal the requirement that taxpayers submitting an offer in compromise of tax liability make a 20% downpayment of the tax owed upon submission of the offer; (5) allow officers and employees of the Department of the Treasury to refer taxpayers to low-income taxpayer clinics for advice and assistance; (6) authorize the Secretary of the Treasury to make grants to develop, expand, or continue volunteer income tax assistance programs; (7) increase annual grant levels for low-income taxpayer clinics; (8) require the Secretary to notify taxpayers of their eligibility for the earned income tax credit; (9) require the Secretary to notify a taxpayer of any unauthorized use of such taxpayer's identity (suspected identity theft) and of any person who is criminally charged for unauthorized use of taxpayer information; (10) allow the Internal Revenue Service (IRS) to use any means of mass communication to publish unclaimed refund amounts; (11) extend the penalty for tendering a bad check to the IRS to any commercially acceptable payment instrument (including electronic payments); and (12) increase the penalty for failure to file correct information returns and for intentional disregard of tax return information requirements. Directs the National Taxpayer Advocate to conduct a study on the feasibility of delivering tax refunds on debit cards, prepaid cards, and other electronic means to assist individuals who do not have access to financial accounts or institutions. Directs the Secretary to conduct studies on: (1) the effectiveness of collection alternatives, especially offers-in-compromise, on long-term tax compliance; (2) the administrative and legislative changes necessary to receive and process information returns before processing income tax returns; and (3) methods to reduce the number of taxpayers making in-person payments at IRS Taxpayer Assistance Centers.

White House Conference on Haiti Act of 2010 - Directs: (1) the President to call the White House Conference on Haiti, to be convened not later than six months after the selection of the Policy Committee, in order to make fundamental policy recommendations on ways to assist in Haiti's recovery and long-term development; and (2) the Secretary of State and the Secretary of Homeland Security (DHS) to plan and conduct the Conference. Establishes the Policy Committee not later than June 30, 2010, and requires a preliminary and final report from the Committee. Requires, within one year after the Conference adjourns, an initial status report from the Under Secretary of State for Public Diplomacy and Public Affairs on the implementation of the recommendations, as well as subsequent status reports every five years thereafter from the Comptroller General until all final report recommendations are achieved. Requires specified congressional committee hearings on the recommendations, status reports, and recovery and long-term development of Haiti.

Reaffirms bipartisan support for the alliance and friendship between the governments and peoples of the United States and Israel, for Israel's security and right to exist as a democratic, Jewish state, and for its right to defend itself. Commends the people of Israel for their achievements in the face of adversity. Extends congratulations and best wishes to the people of Israel as they celebrate the 62nd anniversary of Israel's independence.

Haitian Private Sector Encouragement Act of 2010 - Authorizes the President to designate one private, nonprofit organization established under state law as the Haitian-American Enterprise Fund, which shall be eligible to receive funds and support under this Act. Authorizes the President, through the United States Agency for International Development (USAID), to provide a grant to the Fund to promote policies and practices conducive to the development of private property rights for Haitian citizens, particularly citizens of limited economic means, through integration of extralegal property arrangements into property recordation systems that fix the economic potential of assets, integrate ownership information into one system, hold citizens accountable, make assets fungible, and protect commercial transaction integrity. Directs USAID to monitor Fund activities. Applies the enterprise fund provisions of the Support for East European Democracy (SEED) Act of 1989 to the Fund in the same manner as such provisions apply to other similar U.S.-established enterprise funds. Authorizes the President to establish the Haitian-American Economic Oversight Panel to monitor Fund activities and all other U.S. economic development initiatives for Haiti. Authorizes FY2011 appropriations.

Coastal Jobs Creation Act of 2010 - Directs the Secretary of Commerce to implement a Coastal Jobs Creation Grant Program which shall include: (1) cooperative research to collect and compile economic and social data related to recreational and commercial fisheries management: (2) establishment and implementation of state recreational fishing registry programs; (3) training and deploying observers authorized or required under the Magnuson-Stevens Fishery Conservation and Management Act; (4) preservation or restoration of coastal resources identified for their conservation, recreational, ecological, historic, or aesthetic values; (5) redevelopment of deteriorating and underutilized working waterfronts and ports; (6) research to develop, test, and deploy innovations and improvements in coastal and ocean observation technologies; (7) cooperative research to collect data to improve, supplement, or enhance fishery and marine mammal stock assessments; and (8) other specified activities. Amends the Magnuson-Stevens Fishery Conservation and Management Act to require the Secretary of Commerce to enter into contracts with, or provide grants to, states for the purpose of establishing and implementing a registry program to meet the requirements for the exemption from registration of a regional standardized fishing vessel registration and information management system program for state licensed recreational fishermen and charter fishing vessels when the Secretary determines that information from the state program is suitable for the Secretary's use in completing marine recreational fisheries statistical surveys or evaluating the effects of proposed conservation and management measures for marine recreational fisheries.

American Job Creation and Investment Act - Amends the Internal Revenue Code to allow a corporation to elect in 2010 and 2011 to increase its alternative minimum tax (AMT) credits by a specified credit adjustment amount for purposes of increasing its U.S. workforce and making investments in business equipment. Allows a similar election for a taxable year which includes December 31, 2009, with certain restrictions. Terminates such additional credit allowance after December 31, 2011.

Local Jobs for America Act - Directs the Secretary of Labor, acting through the Employment and Training Administration (ETA) of the Department of Labor, to provide for the allotment of funds to states, local government units, and community-based organizations to save and create local jobs through the retention, restoration, or expansion of services needed by local communities. Makes appropriations for this program. Prohibits the hiring of an individual for a position funded under this Act if: (1) it results in the layoff or partial displacement of an existing employee of a unit or organization, or (2) such individual will perform the same or substantially similar work that was performed by the previous employee of the unit or organization. Makes appropriations to: (1) the Department of Education for an Education Jobs Fund, (2) the Department of Justice for community oriented policing services, (3) the Department of Homeland Security (DHS) for the Federal Emergency Management Agency (FEMA) for firefighter assistance grants, and (4) the Department of Labor for ETA for on-the-job training and employment services.

Treats cash contributions made after February 26, 2010, and on or before April 15, 2010, for the relief of earthquake victims in Chile as having been made on December 31, 2009, for purposes of the tax deduction for charitable contributions. Deems a contribution as meeting the recordkeeping requirements of the Internal Revenue Code if the taxpayer produces a telephone bill showing the name of the donee organization and the date and amount of the contribution. Extends from March 1, 2010, through April 15, 2010, the period in which cash contributions for the relief of earthquake victims in Haiti will be deemed to have been made on December 31, 2009, for purposes of the the tax deduction for charitable contributions. Designates this Act as an emergency requirement, thus exempting its provisions from the pay-as-you-go requirement of budget neutrality.

Farm to School Improvements Act of 2010 - Amends the Richard B. Russell National School Lunch Act to direct the Secretary of Agriculture to provide competitive matching grants to schools, nonprofit organizations, and other able entities for farm to school programs that improve the access of school lunch and breakfast program participants to local foods. Provides that each grant may include an implementation grant, training and technical assistance grant, and planning grant. Requires farm to school programs to be designed to: (1) improve the nutritional health and well being of children; (2) procure healthy local foods from small and medium-sized farms; (3) support experiential nutrition education by involving school children in farm and garden-based agricultural education activities; (4) commit public and private community stakeholders to the sustained success of such programs; and (5) increase farmers' income by facilitating their access to institutional markets. Directs the Secretary to provide grant recipients with technical assistance that includes sharing information, best practices, research, and data on existing farm to school programs.

Military Spouse Job Continuity Act of 2010 - Amends the Internal Revenue Code to allow the spouse of a member of the Armed Forces (military spouse) who moves with such member to another state under a permanent change of station order a tax credit for up to $500 of qualified relicensing costs incurred by such spouse. Defines "qualified relicensing costs" as costs for a state license or certification to engage in the profession that such military spouse engaged in while residing in the former state.

National September 11 Memorial & Museum Commemorative Medal Act of 2009 - Directs the Secretary of the Treasury to strike and make available for sale not more than 2 million silver national medals, containing one ounce of silver each, in commemoration of the 10th anniversary of the September 11, 2001, terrorist attacks on the United States and the establishment of the National September 11 Memorial & Museum at the World Trade Center. Declares that all sales of medals under this Act shall include a surcharge of $10 per medal, which shall be paid to the National September 11 Memorial & Museum at the World Trade Center to support its operations and maintenance.

Foreclosure Mandatory Mediation Act of 2010 - Amends the Helping Families Save Their Homes Act of 2009 to require the mortgagee of certain one- to four-family residences, as a prerequisite to a foreclosure proceeding or a sheriff sale, and at the mortgagee's expense, to conduct a one-time mediation with the affected mortgagor and a housing counseling agency.

Holocaust Insurance Accountability Act of 2010 - Declares that no executive agreement between the United States and any foreign country shall invalidate or preempt any state law creating a cause of action against an insurer or related company based upon a claim arising out of or related to a covered insurance policy that: (1) was in effect at any time after January 30, 1933, and before December 31, 1945; and (2) was issued to a policyholder domiciled in any area occupied or controlled by Nazi Germany. Deems any state law enacted as of March 1, 1998, which requires an insurer doing business in that state to disclose information regarding such a covered policy to be effective upon its enactment. Authorizes the President to waive application of this Act upon: (1) a determination that the executive agreement is vital to U.S. national security interests; and (2) presentation of a report by the President to certain congressional committees explaining the reasons for such determination. Prohibits a court from dismissing a claim that is brought under a state law within 10 years after enactment of this Act on the ground that the claim is barred under any statute of limitations. Declares this Act applicable to any claim brought under state law before, on, or after enactment of this Act including: (1) any claim dismissed on the ground of executive preemption before the date of the enactment of this Act; and (2) any claim that is deemed released as a result of the settlement of a class action entered into before enactment of this Act if the claimant did not receive any payment pursuant to the settlement.

Debt Relief for Earthquake Recovery in Haiti Act of 2010 - Amends the the International Financial Institutions Act to direct the Secretary of the Treasury to instruct the U.S. Executive Directors at the International Monetary Fund (IMF), the International Bank for Reconstruction and Development, the Inter-American Development Bank, and other multilateral development institutions to: (1) cancel all debts owed by Haiti to such institutions; (2) suspend Haiti's debt payments to such institutions until the debts are canceled completely; and (3) provide additional assistance from such institutions to Haiti in grant form in order to avoid additional debt accumulation. Directs the Secretary to urge other bilateral, multilateral, and private creditors to cancel all debts owed by Haiti to such creditors.

Emergency Jobs Program and Assistance for Families Extension Act - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to extend for one year the Emergency Contingency Fund for State Temporary Assistance for Needy Families Programs. Directs the Secretary of Health and Human Services (HHS) to make a grant from the Fund for each calendar quarter in FY2010 or FY2011 to each requesting state whose total expenditures for work support services in the quarter, whether under the state program funded under TANF or as qualified state expenditures, exceeds the state's total such expenditures in the corresponding quarter in its emergency fund base year. Requires a grant to equal 80% of such excess.

Janey Ensminger Act - Makes any veteran who was stationed at Camp Lejeune, North Carolina, during a period in which the water there was contaminated by volatile organic compounds, including known and probable human carcinogens, eligible for hospital care, medical services, and nursing home care through the Department of Veterans Affairs (VA) for any illness, notwithstanding insufficient medical evidence to conclude that the illness is attributable to such contamination.

Veterans Pensions Protection Act of 2010 - Excludes from annual income, for purposes of eligibility for pensions for veterans and their surviving spouses and children, reimbursements resulting from: (1) any accident; (2) any theft or loss; (3) any casualty loss; (4) medical expenses resulting from any such accident, theft, or loss; and (5) pain and suffering (including insurance settlement payments and general damages awarded by a court) related to such accident, theft, or loss.
