Horn of Africa Recovery and Food Security Act of 1991 - Amends the Foreign Assistance Act of 1961 to authorize the President to provide assistance for civil strife relief and rehabilitation in the Horn of Africa (Ethiopia, Somalia, and Sudan). Amends the Agricultural Trade Development and Assistance Act of 1954 to authorize the President to provide supplemental emergency food assistance for civilian victims of civil strife in the Horn of Africa. Permits the President to transfer funds from unobligated amounts in the economic support fund (ESF) and military assistance to carry out this Act. Makes available a percentage of assistance for management support activities of the Agency for International Development. Requires the President to consult with other nations, armed and unarmed parties in the Horn of Africa, and the United Nations Secretary General to bring about negotiated settlements of the wars in the region. Expresses the sense of the Congress that the President should: (1) direct the U.S. representative to the United Nations to take specified steps with respect to peace and the implementation of an arms embargo in the region; (2) play an active role in other fora in pressing for settlements to such wars; and (3) participate in regional and international peace consultations. Declares that development assistance in the Horn of Africa should be targeted to aid the poor. States that U.S. Government aid institutions should seek to: (1) build upon the capabilities and experiences of organizations active in local grassroots relief, rehabilitation, and development efforts; (2) consult with such organizations and incorporate their views into the policymaking process; and (3) support the expansion of their activities without compromising their private nature. Declares that current legislative provisions that restrict assistance to Ethiopia, Somalia, and Sudan should be retained until concrete steps toward peace, democracy, and human rights are achieved. States that development assistance should be: (1) targeted to the voluntary relocation and repatriation of displaced persons and refugees; and (2) carried out in coordination with strategies for debt relief of countries in the region and with efforts to establish an International Fund for Reconstruction of developing nations which settle civil wars. Prohibits assistance appropriated under this Act from being available for involuntary or forced resettlement of persons. Prohibits development assistance to Ethiopia, Somalia, or Sudan unless the President certifies that the government of the country has: (1) begun to implement peace or national reconciliation agreements; (2) demonstrated a commitment to human rights; (3) manifested a commitment to democracy and has held or scheduled free and fair elections; and (4) agreed to distribute development assistance without discrimination. Requires the Secretary of the Treasury to instruct the U.S. executive directors of the multilateral development banks to oppose any loan or other funds, except to meet basic human needs, to or for Ethiopia, Somalia, or Sudan until the President makes such certification. Prohibits ESF assistance, grant military assistance, or international military education and training assistance to Ethiopia, Somalia, or Sudan unless the President certifies that the government of the country has: (1) begun to implement peace or national reconciliation agreements; (2) demonstrated a commitment to human rights; and (3) held or scheduled free and fair elections.

Defines "indicia of ownership" as an interest in a vessel or facility acquired either for: (1) securing payment of a loan or indebtedness or the performance of an obligation; or (2) protecting a security interest. Makes liable for any release or threatened release of a hazardous substance attributable to their activities: (1) any person who causes the transfer of a vessel or facility subject to a security interest; or (2) a fiduciary or trustee who acquires ownership or control of a vessel or facility. Makes conforming amendments to the Resource Conservation and Recovery Act of 1976.

Improved Rural and Short Line Railroad Service Act - Amends Federal transportation law to prohibit the Interstate Commerce Commission from approving an application for abandonment or discontinuance of railroad lines and rail transportation in rural and agricultural areas unless the rail carrier can demonstrate that good faith efforts have been made to transfer or sell the line to an operator having the good faith intent to operate it as an ongoing railroad. Requires a rail carrier when filing an application and notice of intent to list a railroad line for abandonment or discontinuance to include in such notice evidence of dry bulk agricultural commodity shipments for the preceding ten years in cases where such abandonment or discontinuance would occur at facilities that originate shipments of such products. Requires such rail carriers to make specified records and justifications available to government agencies or local governments. Grants lessees of property or facilities owned by a rail carrier proposing an abandonment or discontinuance the right of first refusal to buy a facility served by the line to be abandoned or discontinued.

Allows a reimbursement only: (1) after the adoption becomes final; (2) if, at the time of adoption, the child is under 18 years of age and unmarried; and (3) if appropriate, written application has been filed as may be required. Provides that a reimbursement shall be payable only if, or to the extent that, similar benefits have not met the full amount of adoption expenses. Prohibits a reimbursement from exceeding $2,000. Provides for determining reimbursement amounts when both adopting parents are Federal employees. Prohibits the denial of a reimbursement from being based on the marital status of the applicant. Allows the Office of Personnel Management to issue general guidelines for the uniform administration of this Act. Makes this Act applicable to Postal Service employees.

Environmental Marketing Claims Act of 1991

Environmental Marketing Claims Act of 1991 - Directs the Administrator of the Environmental Protection Agency to establish an environmental marketing claims regulatory program and an Independent Advisory Board to advise and make recommendations on the regulation of such claims. Requires the Administrator, in promulgating such regulations, to ensure that such claims are related to a specific environmental impact or attribute to ensure that the claims are not false or deceptive. Provides that such claims shall be substantiated on the basis of the best available scientific information. Requires the Administrator to assign products to categories based on the composition and packaging of the product. Sets forth requirements with respect to claims of recycled content, recyclability, reusability, compostability, or degradability of a product. Directs the Administrator to determine whether it is appropriate to promulgate additional regulations to: (1) reflect the best available technology to encourage higher performance levels in products and packaging; and (2) reflect the most recent scientific and practical knowledge of technological advances and improvements in manufacturing techniques and waste management. Provides for the triennial review of regulations. Authorizes interested individuals to petition the Administrator to promulgate additional regulations. Provides that an environmental marketing claim: (1) may be made two years after this Act's enactment if the environmental characteristic in the claim uses terms defined by the Administrator; (2) may not state the absence of an environmental attribute unless the attribute is a usual characteristic of the product or package or the Administrator permits such a statement because the statement would assist consumers making value comparisons with respect to environmental claims among products and packages; and (3) may not be made because the claim is misleading in light of another environmental characteristic of the product or package. Requires persons who intend to use environmental marketing claims for which the Administrator has promulgated a regulation to certify to the Administrator that the claims meet this Act's requirements. Directs persons using claims to resubmit a certification to the Administrator that the claims meet this Act's requirements if: (1) changes have been made in the product or the package that would affect its ability to meet previous regulatory requirements of the claim; or (2) new regulations have been promulgated under this Act relating to the claim being used. Makes it unlawful to fail to comply with regulation or certification requirements. Prescribes civil and criminal penalties for violations of this Act. Sets forth provisions concerning citizen suits. Directs the Administrator to conduct a public information and education campaign to enable consumers to: (1) recognize environmental marketing claims regulated under this Act and be able to distinguish them from other claims; (2) have information about the criteria used by the Administrator in establishing standards and definitions for such claims; and (3) have a better understanding about the environmental effects of products and packages. Authorizes appropriations.

Used Oil Recycling Act of 1991

Used Oil Recycling Act of 1991 - Amends the Solid Waste Disposal Act to prohibit the Administrator of the Environmental Protection Agency from listing or identifying as a hazardous waste any: (1) recycled oil; (2) used oil transferred to a person who certifies that such oil will be rerefined, processed, or reclaimed for a beneficial purpose or stored less than 12 months prior to such transfer; and (3) used oil which has been removed from the engine of a light duty motor vehicle or household appliance by the owner, transferred to a service station dealer, and stored by the dealer for less than 12 months. Requires the Administrator to determine whether to list as a hazardous waste used oil which is a solid waste and does not satisfy the above-listed criteria. Directs the Administrator to establish management standards for the storage, testing, transportation, treatment, exportation and importation, and processing of used oil. Requires such standards to be designed to protect human health and the environment by encouraging and expanding reliance on recycling of used oil. Exempts generators of used oil from recordkeeping or reporting requirements if such generators: (1) enter into an agreement for delivery of such oil to a recycling facility whose owner or operator certifies compliance with such standards or recycles such oil; (2) do not mix the oil with any hazardous wastes; and (3) maintain necessary records relating to the oil. Prohibits mixing used oil with any hazardous waste identified under such Act except where: (1) such mixing involves an identified hazardous waste and the resulting mixture does not exhibit a characteristic identified in such Act; and (2) the used oil mixture is burned to recover useful energy such that protection of human health and the environment is assured. Deems owners or operators of facilities which process used oil for fuel to have permits for recycling activities if in compliance with management standards. Directs the Administrator to conduct inspections of such facilities to determine compliance with such standards. Requires the Administrator to implement educational programs to inform the public about the environmental and safety hazards associated with improper handling of used oil and the benefits of used oil recycling. Authorizes appropriations. Directs the Administrator to promulgate regulations concerning the procurement of used oil fuel by Federal agencies subject to the requirements of the Solid Waste Disposal Act.

Plastic Recycling Assistance Act of 1991 - Directs the Administrator of the Environmental Protection Agency to require plastic containers manufactured or offered for sale in the United States to be coded to identify the principal plastic resin used in such containers. Establishes a symbol and numbers identifying specific types of resins, including degradable resins, for such codes. Prohibits States or political subdivisions from: (1) enforcing any law applicable to plastic coding unless requirements are the same as requirements under this Act; and (2) enforcing any ban on plastic containers coded in compliance with this Act unless such ban is equally applicable to containers made from other materials. Prescribes civil and criminal penalties for violations of this Act. Requires the Administrator to study and report to the Congress on technology to facilitate the automated sorting of recyclable and nonrecyclable plastics in municipal solid waste and to separate such plastics by resin type. Authorizes appropriations.

Women in Development Act of 1991 - Requires the Administrator of the Agency for International Development (AID) to ensure actions are taken to strengthen the AID's women in development policy, including: (1) incorporating the active participation of local women and local women's organizations in its development activities; (2) instructing AID staff to collect and analyze sex-disaggregated data and to insure that country strategies, projects, and programs are designed to reflect the impact on women in proportion to the higher of their traditional participation in the targeted activities or their proportion of the population; (3) insuring that project and program evaluations include an assessment of the extent to which the project integrates women in the development process and of the project's impact on women; (4) increasing the number and responsibility of women in positions within AID; and (5) establishing within AID a task force on women in development. Amends the Foreign Assistance Act of 1961 to require that specified amounts be made available for programs to integrate women into the agency responsible for integrating women into the development process and for administrative expenses of such agency. Authorizes appropriations for the United Nations Development Fund for Women and the United Nations International Research and Training Institute for the Advancement of Women. Requires the Director of the Peace Corps to take specified actions to strengthen the Peace Corps' women in development policy. Earmarks funding for the Peace Corps Office of Coordinator of Women in Development.

Telephone Consumer Privacy Rights Act

Telephone Consumer Privacy Rights Act - Amends the Communications Act of 1934 to require the Federal Communications Commission (FCC) to prescribe regulations: (1) requiring any caller identification service offered by or through a common carrier to allow the caller to withhold the display of the caller's telephone number to the individual receiving the call; (2) prohibiting any charges from being imposed for such service; and (3) requiring every common carrier to notify subscribers that their calls may be identified to a called party (not later than 30 days before offering a call identification service or, if the private or common carrier is already offering such service, within 60 days). Exempts from such requirements any caller identification service which is: (1) used solely in connection with calls within the same limited system as the recipient telephone; (2) used on a public agency's emergency telephone line or on the line which receives the primary emergency telephone number (911); and (3) provided in connection with legally authorized call tracing or trapping procedures specifically requested by a law enforcement agency. Authorizes the waiver of such requirements where compliance is not technologically feasible. Requires any common carrier or affiliate providing automatic number identification (ANI) services to any person to provide such services under a contract or tariff containing customer information requirements that: (1) permit such person to use the telephone number and billing information provided for billing and collection, completion of the customer's call or transaction, or for services directly related to the customer's call or transaction; (2) prohibit such person from reusing or selling the telephone number or billing information provided without the customer's consent; and (3) prohibit such person from disclosing, without the customer's consent, any information derived from such service or from the analysis of the characteristics of a telecommunications transmission (such as calling patterns and locations, transmission speeds, and transaction profiles) for any purpose other than performing the services or transactions that are the subject of the customer's call, ensuring network performance, security, and the effectiveness of call delivery, compiling, using, and disclosing aggregate information, and complying with applicable law or legal process. Makes an exception to allow such person to offer to any current customer a product or service that is directly related to the products or services previously acquired by that customer. Requires each common carrier to: (1) receive and transmit to the FCC customer complaints concerning violations of customer information requirements imposed under this Act; and (2) submit to the FCC periodic reports on actions taken to obtain compliance with such requirements. Authorizes the FCC to direct the termination of ANI services to any person who has violated such customer information requirements.

Requires that the Administrator establish: (1) a single data system for the collection, analysis, and dissemination of information regarding women's health and mental health research, including a registry of clinical trials of experimental treatments; and (2) a program to provide information on women's health and mental health research. Provides for grants or contracts for the development and operation of Centers of Excellence in Women's Health and Mental Health Research using a single institution or a consortium for each Center. Provides, subject to appropriations, for three centers, with support covering five years. Allows extension of support if recommended by a technical and scientific peer review group. Authorizes appropriations.

Women's Health Research Act - Amends the Public Health Service Act to establish within the Office of the Director of the National Institutes of Health (NIH) the Office of Research on Women's Health (Office) to ensure that women's health research is identified and addressed by NIH. Establishes in the Office the Coordinating Committee for Research on Women's Health and the Advisory Committee for Research on Women's Health. Mandates that the Director of the Office prepare and annually review a plan for establishing a program for clinical research on obstetrics and gynecology to be conducted by the Director of the National Institute of Child Health and Human Development (NICHHD). Requires the NICHHD Director to establish a program of contracts with individuals who agree to conduct obstetrics and gynecology research in return for the Federal Government paying, to a specified maximum, the educational loans of the individuals. Requires the NIH Director to establish a single data system for the collection, analysis, and dissemination of information regarding women's health research conducted or supported by NIH, including a registry of clinical trials of experimental treatments. Requires the NIH Director to establish and operate a program to provide information on research and prevention activities relating to women's health research. Provides for grants or contracts for the development and operation of Centers of Excellence in Women's Health Research using a single institution or a consortium for each Center. Provides, subject to appropriations, for three centers, with support covering five years. Allows extension of support if recommended by a technical and scientific peer review group. Authorizes appropriations for specified provisions of this Act.

Osteoporosis and Related Bone Disorders Research, Education, and Health Services Act of 1991 - Amends the Public Health Service Act to require the Director of the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMSD), the Director of the National Institute on Aging (NIA), and the Director of the National Institute of Diabetes and Digestive and Kidney Diseases (NIDDKD) to expand and intensify research on osteoporosis and related bone disorders. Requires, with respect to osteoporosis and related bone disorders: (1) the NIAMSD Director to increase the number of Specialized Centers of Research; (2) the NIA Director to increase the number of program project grants devoted to creating centers of excellence; and (3) the NIDDKD Director to increase the number of grants in osteoporosis. Authorizes appropriations. Establishes in the Department of Health and Human Services the Interagency Council on Osteoporosis and Related Disorders and the Advisory Panel on Osteoporosis and Related Disorders. Authorizes appropriations for the Advisory Panel. Requires the NIAMSD Director to make grants or enter into contracts to establish a Resource Center on Osteoporosis and Related Disorders to: (1) disseminate information about research results, services, and educational materials to health professionals, patients, and the public; and (2) coordinate leadership training for the development of health professional resource networks. Requires grant and contract recipients to establish: (1) a central computerized information system to, among other matters, translate scientific and technical information into information readily understandable by the general public; and (2) a national toll-free telephone information line. Requires the grant or contract recipient to charge fees for providing information, but allows exceptions for individuals and organizations unable to pay. Authorizes appropriations.
