Angel Island Immigration Station Restoration and Preservation Act - Authorizes appropriations to the Secretary of the Interior for restoring the Angel Island Immigration Station in San Francisco Bay, in coordination with the Angel Island Immigration Station Foundation and the California Department of Parks and Recreation. Requires funds appropriated by this Act to be used first for restoration of the Immigration Station Hospital on Angel Island.

Expresses the sense of Congress that: (1) the addition of India as a country for which the Coordinator of United States Government Activities to Combat HIV/AIDS Globally has responsibilities should not decrease funding to any other country; (2) the United States should continue to increase the number of countries eligible to receive U.S. assistance to combat HIV and AIDS; and (3) the United States should increase assistance to combat HIV and AIDS. Amends the State Department Basic Authorities Act of 1956 to include India among those countries for which the Coordinator of United States Government Activities to Combat HIV/AIDS Globally has program responsibilities.

Science Over Politics Act - Requires the Commissioner of Food and Drugs to: (1) review the decision of the Food and Drug Administration (FDA) not to approve the application for the commercial distribution of the emergency contraceptive drug Plan B (levonorgestrel in 0.75 mg. tablet form) as an over-the-counter drug; (2) affirm that the decision was not politically influenced, was based on sound science, and conformed to FDA precedents and procedures; and (3) publish such affirmation in the Federal Register.

Women's Sustainability Recovery Act of 2004 - Establishes FY 2004 funding priorities for women's business development centers by: (1) reserving a certain percentage of available funds for sustainability grants under the Small Business Act notwithstanding current limits on the use of unawarded funds; (2) setting a maximum funding amount for such grants; and (3) specifying a formula for continuation grants to centers that received FY 2003 funding.

Women's Health Office Act of 2004 - Amends the Public Health Service Act, the Social Security Act, and the Federal Food, Drug, and Cosmetic Act to require the establishment of separate Offices on Women's Health within the Office of the Secretary of Health and Human Services, the Office of the Director of the Centers for Disease Control and Prevention, the Office of the Administrator of the Health Resources and Services Administration, and the Office of the Commissioner of the Food and Drug Administration to carry out specified activities relating to the health of women. Directs the lead officers of each Office of Women's Health to establish goals, provide information, serve as a consultant, and establish a Coordinating Committee on Women's Health within their respective agencies. Requires the Director of the Agency of Healthcare Research and Quality to designate an official of the Office of Priority Populations to carry out similar responsibilities relating to women's health. Requires the Secretary, acting through the Office of Women's Health, to establish a National Women's Health Information Center to facilitate the exchange of information, access to such information, and the analysis of issues and problems relating to women's health. Transfers the functions of the Office on Women's Health of the Public Health Service to the Office of Women's Health within the Department of Health and Human Services.

Small Business Health Insurance Promotion Act of 2004 - Amends the Internal Revenue Code to allow certain small employers (not more than 50 employees) a business tax credit equal to 50 percent of amounts paid by such employers for the health care coverage of their employees under a qualified health pooling arrangement. Limits the period during which the tax credit may be taken to four years from the date the employer begins participating in a qualified health pooling arrangement. Defines "qualified health pooling arrangement" as a national or state arrangement that provides health benefits coverage substantially similar to that of the four largest health benefit plans offered to Federal employees. Directs the Secretaries of Health and Human Services and Labor to provide for the offering and oversight of qualified State and national health pooling arrangements and to conduct a study, through the Institute of Medicine of the National Academy of Sciences, of the operation of such arrangements.

Healthy Troops Act - Requires predeployment and postdeployment medical examinations of certain members of the armed forces to include self-administered surveys followed by clinical examinations. Specifies that predeployment surveys and examinations shall include: (1) the collection of clinical data; (2) the collection of information on current and past physical or mental health conditions that might affect performance; (3) an assessment of mental health; (4) screening for diseases prevalent among the armed forces; and (5) referrals for any conditions needing further treatment. Specifies that postdeployment surveys and examinations shall include self-reported information about relevant exposures during the period of deployment including combat experience and screening for post-traumatic stress disorder. Directs the Secretary of Defense to conduct a study of the effectiveness of self-administered surveys.

Requests that the Secretary of Defense transmit to the House of Representatives any picture, photograph, video, communication, or report produced in conjunction with any completed Department of Defense (DOD) investigation: (1) conducted by Major General Antonio M. Taguba and relating to allegations of torture or allegations of violations of the Geneva Convention at Abu Ghraib prison in Iraq; or (2) relating to the abuse or alleged abuse of prisoners of war or detainees by civilian contractors employed in Iraq on behalf of the DOD.

Rapid Pathogen Identification to Delivery of Cures Act - Amends the Homeland Security Act of 2002 to require the Secretaries of Homeland Security, Health and Human Services, and Defense to submit a report setting forth a strategy to reduce the time frame from the identification of a pathogen to the development and emergency approval of a safe and effective countermeasure, which should include: (1) technical impediments to reducing this time frame; (2) research, development, and technology needs to address these impediments; (3) existing efforts to address such needs; (4) a proposal to establish a coordinated and integrated Federal program to address such needs; and (5) potential liability concerns stemming from distribution of rapidly developed priority countermeasures. Allows the Secretary of Homeland Security to contract with any firm or institution to conduct research and analysis needed for this report. Requires the Secretary of Health and Human Services to establish a system to rapidly: (1) establish clinical research programs to examine the safety and efficacy of treatments for novel, unknown, or bioengineered pathogens; and (2) disseminate results and recommendations to clinicians. Authorizes establishment of a fund to support such clinical research. Amends the Public Health Service Act to add the Secretary of Homeland Security to the working group on bioterrorism and to require the working group to assist in developing such a strategy. Requires the Secretaries of Health and Human Services, Defense, and Homeland Security to conduct programs to develop the capability to rapidly identify, develop, produce, and approve countermeasures.

Safe, Orderly, Legal Visas and Enforcement Act (or SOLVE Act) of 2004 - Creates an earned adjustment program for undocumented aliens (and their spouses and children) who meet specified requirements. Excludes aliens granted earned adjustment from numerical visa limitations. Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to allow such aliens to correct social security records. Creates transitional status for certain aliens who do not satisfy earned adjustment requirements. Amends the Immigration and Nationality Act to exempt immediate relatives from the family-sponsored immigrant cap. Redefines "immediate relatives" to include spouses and minor children of lawful permanent residents. Recaptures certain unused visa numbers. Reduces the minimum income level for affidavits of support. Increases to 21 the eligibility age for derivative citizenship. Repeals, retroactively, barriers to reentry for unlawful presence. Redefines the H-2B nonimmigrant worker category to include aliens coming temporarily to perform short-term service or labor for nine months or less. Adds an H-1D category for aliens coming temporarily to perform service or labor other than that performed by specified nonimmigrants. Requires employers seeking H-1D or H-2B workers to undertake recruitment efforts for U.S. workers and to submit labor attestations. Provides for derivative status for spouses and children of H-1D and H-2B workers. Makes such workers eligible for employment-based immigrant visas and adjustment of status. Authorizes stays of removal for aliens involved in workplace claims. Addresses backpay remedies and unfair immigration-related employment practices. Creates a Temporary Worker Programs Commission.

Reading Failure Prevention Act of 2004 - Authorizes the Secretary of Education to make grants to States to establish statewide programs for screening children between the ages of five and seven for the prevention of reading failure. Requires a State to agree to use the grant to: (1) develop and implement a program that screens such children for traits that indicate dyslexia or that they are otherwise at risk of reading failure; and (2) provide adequate professional development for personnel who administer screening programs under this Act.

Recognizes the lasting legacy of equal employment opportunity and support for child care and health care that developed during the "Rosie the Riveter" era. San Francisco Old Mint Commemorative Coin Act - Directs the Secretary of the Treasury to mint and issue not more than 100,000 $5 coins and 500,000 $1 coins emblematic of the San Francisco Old Mint Building, its importance to California and U.S. history, and its role in rebuilding San Francisco after the 1906 earthquake and fire. Requires that all surcharges received by the Secretary from the sale of coins issued under this Act be promptly paid to the San Francisco Museum and Historical Society for use for the purposes of rehabilitating the Historic Old Mint in San Francisco as a city museum and an American Coin and Gold Rush Museum.

Local Law Enforcement Hate Crimes Prevention Act of 2004 - Authorizes the Attorney General to provide technical, forensic, prosecutorial, or other assistance in the criminal investigation or prosecution of any crime that: (1) constitutes a crime of violence under Federal law or a felony under State or Indian tribal law; and (2) is motivated by prejudice based on the race, color, religion, national origin, gender, sexual orientation, or disability of the victim or is a violation of the hate crime laws of the State or tribe. Directs the Attorney General to give priority for assistance to crimes committed by offenders who have committed crimes in more than one State and to rural jurisdictions that have difficulty covering the extraordinary investigation or prosecution expenses. Authorizes the Attorney General to award grants to assist State, local, and Indian law enforcement officials with such extraordinary expenses. Directs the Office of Justice Programs to: (1) work closely with funded jurisdictions to ensure that the concerns and needs of all affected parties are addressed; and (2) award grants to State and local programs designed to combat hate crimes committed by juveniles. Prohibits specified offenses involving actual or perceived race, color, religion, national origin, gender, sexual orientation, or disability. Directs the U.S. Sentencing Commission to study and provide sentencing enhancements for adult recruitment of juveniles to commit hate crimes. Amends the Hate Crimes Statistics Act to require the crime data to be collected and published by the Attorney General to include data about crimes that manifest evidence of prejudice based on gender.

Fairness for Working Americans Act of 2004 - Amends the Internal Revenue Code to: (1) eliminate the reduction in the percentage of earned income for calculating the refundable portion of the child tax credit (15 to ten percent) for taxable years beginning before 2005; (2) include in earned income for purposes of calculating the refundable portion of the credit otherwise tax excludable combat zone compensation of members of the armed services; and (3) set forth rules for the tax treatment of certain foreign corporations engaging in tax avoidance activities as U.S. domestic corporations.

Congressional Science Competition Resolution of 2004 - Establishes the Congressional Science Competition under which an academic competition in the sciences shall be held each year among high school students in congressional districts. Requires the Competition to: (1) be carried out with such regulations as may be prescribed by the Committee on House Administration; and (2) be based on a topic or theme which reflects a scientific issue of importance to Congress and which is designated by the Committee on Science.

Putting Prevention First Act - Title X Family Planning Services Act of 2004 - Authorizes appropriations for family planning services grants and contracts under the Public Health Services Act. Family Planning State Empowerment Act - Amends title XIX (Medicaid) of the Social Security Act to allow States to provide family planning services and supplies to certain individuals not otherwise eligible for Medicaid. Equity in Prescription Insurance and Contraceptive Coverage Act - Amends the Employee Retirement Income Security Act of 1974 and the Public Health Service Act (PHSA) to prohibit a group health plan, and a health insurance issuer providing group coverage, from excluding or restricting benefits in any way for prescription contraceptive drugs, devices, and outpatient services if the plan provides benefits for other outpatient prescription drugs, devices, or outpatient services. Amends the PHSA to apply those prohibitions to coverage offered in the individual market. Emergency Contraception Education Act - Directs the Secretary of Health and Human Services to develop and disseminate information on emergency contraception to the public and to health care providers. Compassionate Assistance for Rape Emergencies Act - Requires hospitals, as a condition of receiving Federal funds, to offer and to provide, upon request, emergency contraception to victims of sexual assault. Family Life Education Act - Requires the Secretary to make grants to States for family life education, including education on abstinence and contraception to prevent teenage pregnancy and sexually transmitted diseases. Preventing Teen Pregnancy Act - Amends the PHSA to authorize the Secretary to award grants to public and private entities to establish or expand teenage pregnancy prevention programs.

Family Life Education Act - Requires the Secretary of Health and Human Services to make grants to States for family life education, including education on abstinence and contraception, to prevent teenage pregnancy and sexually transmitted diseases. Expresses the sense of Congress that States are encouraged but not required to provide matching funds. Requires the Secretary to provide for a national evaluation of a representative sample of such programs for effectiveness in changing adolescent sexual behavior, including delaying sexual and high-risk activity, preventing pregnancy and disease (including HIV/AIDS), and increasing contraceptive knowledge. Requires States receiving such grants to provide for an individual evaluation of the State's program by an external, independent entity.

International Pediatric HIV/AIDS Network Act of 2004 - Amends the Foreign Assistance Act of 1961 to provide for the establishment and operation of a network of pediatric centers in countries in sub-Saharan Africa, the Republic of India, the People's Republic of China, the Co-operative Republic of Guyana, and other countries and areas with high rates of HIV/AIDS to provide: (1) treatment and care for children with HIV/AIDS; and (2) training of pediatric health care professionals.

Servitude and Emancipation Archival Research ClearingHouse Act of 2004 or the SEARCH Act of 2004 - Directs the Archivist of the United States to establish, as part of the National Archives, a national database consisting of historic records of servitude and emancipation in the United States to assist African Americans in researching their genealogy. Requires the National Historical Publications and Records Commission to maintain the database.

States that Congress: (1) remembers the victims of the 1994 Rwanda genocide and pledges to work to ensure that such an atrocity does not take place again; (2) acknowledges that the international community, including the United States, failed the people of Rwanda and watched with indifference while hundreds of thousands of innocent civilians were being killed; (3) supports assistance to the survivors of the Rwandan genocide; (4) urges political and financial support for the Gacaca courts; (5) acknowledges the heroic work of many individuals and human rights organizations for their campaign to help stop the genocide; (6) expresses deep appreciation to General Romeo Dallaire for his efforts to stop the genocide and for helping many Rwandese civilians; (7) accepts the fact that General Dallaire warned the United Nations on a number of occasions of an impending genocide and was ordered by his superiors not to take action; (8) calls for an investigation of the role played by the United States prior to and during the Rwandan genocide, noting that the parliaments of Belgium and France both created commissions of inquiry to investigate the roles played by their respective governments; and (9) urges the creation of a bi-partisan Commission of Inquiry for Rwanda to investigate all aspects of the role played by the United States prior to and during the Rwandan genocide.

Afghan Women Security and Freedom Act of 2004 - Expresses the sense of Congress that: (1) the international community should commit substantial resources, including peacekeeping forces, for protecting the rights of women, reestablishing democracy, and eliminating terrorism in Afghanistan; (2) the United States should strongly support the Afghan Ministry of Women's Affairs and the Afghan Independent Human Rights Commission; (3) international peacekeeping forces and reconstruction teams should be authorized to stop violations of human rights and women's rights; (4) U.S. foreign policy should ensure restoration of the rights of women and girls in Afghanistan, assist in their recovery from the repression of the Taliban and prolonged warfare, and strengthen Afghan institutions led by women; and (5) assistance to Afghanistan should be conditioned on the Afghan Government's adherence to international standards for women's rights and human rights. Authorizes the President to provide assistance for women and children in Afghanistan for the purpose of promoting women's rights and human rights and providing health care, education, training, security, and shelter.

States that Congress: (1) condemns the Government of the Republic of Sudan for its attacks on innocent civilians in the Darfur region of Sudan and demands their cessation; (2) calls on the international community to condemn such attacks and demand their cessation; and (3) urges the President to direct the United States representative to the United Nations to seek an official investigation into whether Sudan has committed crimes against humanity in Darfur.

Geothermal Energy Initiative Act of 2004 - Amends the Internal Revenue Code to include geothermal energy and certain geothermal energy facilities as qualified energy resources and appurtenant facilities eligible for the renewable electricity production credit. Directs the Secretary of Energy to: (1) review and publish annually the available assessments of geothermal energy resources available within the United States; and (2) undertake new assessments as necessary, taking into account changes in market conditions, available technologies, and other relevant factors. Requires such report to contain a detailed inventory describing the available amount and characteristics of geothermal energy resources. Directs the Secretary of the Interior and the Secretary of Agriculture to expedite development of geothermal energy in making revisions to certain land use plans for public lands and National Forest System lands, respectively. Directs the Secretary of the Interior to report to Congress on recommendations for geothermal energy development on Federal land, including a list, developed in consultation with the Secretaries of Energy and of Defense, of lands under their jurisdictions, that would be suitable for development for geothermal energy, and recommended statutory and regulatory mechanisms for such development. Instructs the Secretary of the Interior and the Secretary of Agriculture to enter into and submit to Congress a memorandum of understanding regarding leasing and permitting for geothermal development of public lands under their respective jurisdictions. Amends the Geothermal Steam Act of 1970 to authorize the Secretary of the Interior to reimburse certain persons through royalty credits, for reasonable amounts paid for preparation of project-level analysis, documentation, or related study required under the National Environmental Policy Act of 1969 with respect to the lease.

Cesar E. Chavez Congressional Gold Medal Act - Directs the Speaker of the House of Representatives and the President Pro Tempore of the Senate to arrange for the presentation, on behalf of Congress, of a gold medal to the next of kin or other personal representative of Cesar E. Chavez in recognition of his service to the Nation. (Chavez organized farm workers to campaign for safe and fair working conditions, founded the National Farm Workers Association-- predecessor of the United Farm Workers of America-- and was a recipient of the Martin Luther King Jr. Peace Prize and the Presidential Medal of Freedom.)

Family Caregiver Security Act of 2004 - Amends title XVIII (Medicare) of the Social Security Act to provide for the use of qualified family caregivers in the provision of home health aide services under Medicare. Amends the Family and Medical Leave Act of 1993 to: (1) include nurse practitioners as health care providers; (2) extend benefits to domestic or civil partners; and (3) extend from 12 to 24 workweeks the period of family or medical leave for spouses employed by the same employer.

Renewal Communities Expansion and Technical Improvements Act of 2004 - Amends the Internal Revenue Code to: (1) qualify employees who reside in any renewal community for purposes of the empowerment zone employment credit; (2) extend the exemption from the limitation on the use of community development block grants for provision of public services to renewal communities; and (3) authorize the Secretary of Housing and Urban Development to expand the boundaries of a renewal community to include other adjacent and noncontiguous areas, including areas of high economic distress.

Assistance for Orphans and Other Vulnerable Children in Developing Countries Act of 2004 - Amends the Foreign Assistance Act of 1961 to replace the program of assistance to disadvantaged children in Asia with a program of assistance for orphans and vulnerable children in developing countries. Authorizes the President to provide assistance (grants, international organization contributions, or governmental assistance) for orphans and other vulnerable children in developing countries for: (1) basic care; (2) HIV/AIDS treatment, including mental health services; (3) school food programs; (4) education and employment training assistance; and (5) protection of inheritance rights. Establishes within the United States Agency for International Development (USAID) an Office for Orphans and Other Vulnerable Children. Provides assistance priority for countries with specified HIV levels among women and high-risk groups.

Climate Stewardship Act of 2004 - Expands Federal climate change research initiatives by: (1) establishing a graduate fellowship program; (2) creating a grant program for research in identified priority areas; and (3) instituting research programs on potential abrupt climate change and greenhouse gas (GHG) related standards, measurement technologies, and processes. Amends the Coastal Zone Management Act of 1972 to require the Secretary of Commerce to: (1) report to Congress on the oceanic and coastal impacts of climate change; and (2) assist certain coastal States in preparing persons to adapt to climate change. Requires the Administrator of the Environmental Protection Agency (Administrator) to establish a National Greenhouse Gas Database consisting of: (1) an inventory of GHG emissions by covered entities (specified entities that emit more than 10,000 metric tons of GHGs per year); and (2) a registry of GHG emission reductions and increased sequestration, applicable to both covered and noncovered entities. Establishes a program for the market-driven reduction of GHGs by covered entities through the use of tradeable emissions allowances. Requires covered entities, beginning in 2010, to submit to the Administrator one tradeable allowance for every metric ton of GHGs emitted. Allows tradeable allowances to be sold, exchanged, purchased, retired, or otherwise used as authorized by this Act. Establishes the Climate Change Credit Corporation (CCCC) to receive, manage, buy, and sell tradeable allowances. Directs the Administrator to make allocations of allowances to covered sectors and entities, and to the CCCC, providing initial allocations for early action and accelerated participation. Imposes civil penalties on covered entities that fail to submit allowances.

Healthy People, Healthy Choices Act of 2004 - Requires the Director of the Centers for Disease Control and Prevention to conduct public outreach campaigns to increase the awareness of African Americans and other minority populations about: (1) nutrition and fitness; (2) access to, and the affordability of, healthy foods and dietary supplements; (3) the need for health promotion; (4) how to prepare inexpensive, healthy meals; and (5) how to incorporate dietary supplements and physical activity into daily life. Allows the Director to make grants to: (1) not-for-profit organizations servicing medically underserved populations to promote healthy eating and regular exercise habits among minority communities; (2) State and local educational agencies and community organizations to conduct training events and demonstration projects for children and their parents in communities with significant minority populations; and (3) community organizations to encourage manufacturers to make their healthy food products available at a discount in communities with significant minority populations.

Knowledge Utilization in Education Act of 2004 - Establishes in the Department of Education the National Leadership Office for Knowledge Utilization in Education, to be headed by a Director appointed by the Secretary of Education. Requires the Director to: (1) convene an Interagency Task Force on Knowledge Utilization in Education; (2) establish a Knowledge Utilization Partnership in Education in a network of private and public entities throughout the Nation; and (3) analyze and report biennially on the state of knowledge utilization in education practice and innovation. Authorizes the Director to establish a Partnership Advisory Panel. Directs the Secretary to make competitive grants to and contracts with eligible entities to support projects that promote knowledge utilization in education.

Children's Express Lane to Health Coverage Act of 2004 - Amends title XIX (Medicaid) and XXI (State Children's Health Insurance) (SCHIP) of the Social Security Act to give States the option of providing that Medicaid or SCHIP financial eligibility requirements are met for children based on their eligibility for nutrition assistance or similar public programs with comparable income standards and methodologies.

Calls for the adoption of a Sensible, Multilateral American Response to Terrorism (SMART) security platform for the 21st century. Sets forth various ways in which such platform will: (1) prevent future acts of terrorism by strengthening international institutions and respect for the rule of law; (2) reduce the threat and stop the spread of weapons of mass destruction and reduce proliferation of conventional weapons; (3) address root causes of terrorism and violent conflict in the Middle East and other regions; (4) shift U.S. budget priorities to fulfill unmet security needs; and (5) pursue to the fullest extent alternatives to war.

Expresses the sense of Congress that: (1) the well-being of deployed U.S. armed forces is of paramount importance; (2) the Department of Defense (DOD) should do its utmost to see that such personnel have the best force protection equipment available; (3) DOD and the military departments should increase the ability of currently unarmored vehicles that are deployed forward under Operations Iraqi Freedom and Enduring Freedom to resist improvised explosive devices; and (4) DOD should immediately release to the military departments all funds that have been authorized and appropriated, but not released, for defeating such improvised explosive devices and mitigating their effect on vehicles.

GEAR UP & GO Act - Amends the Higher Education Act of 1965 to revise specified requirements for Gaining Early Awareness and Readiness for Undergraduate Programs (GEAR UP) to facilitate the transition of low-income high school students into postsecondary education. Authorizes the Secretary of Education to carry out a GEAR UP & GO grants program to provide low-income high school students participating in GEAR UP partnerships or State programs opportunities for dual/concurrent enrollment in college courses while still enrolled in high school. Provides that students in such program: (1) shall not be required to apply for admission to the institution of higher education; and (2) may receive college credit. Requires up to 25 percent of GEAR UP & GO program funds to be reserved for grants to early/middle college high schools designed to provide 9th through 12th grade low-income and first-generation college students with a coherent course of study enabling them to earn simultaneously a high school diploma and college credit toward a postsecondary degree.

Amends the Immigration and Nationality Act to confer automatic citizenship on aliens residing in the United States in lawful permanent resident status pursuant to a classification petition approved under a provision that gives preferential treatment to persons born in Korea, Vietnam, Laos, Kampuchea, or Thailand after 1950 and before October 22, 1982, who were fathered by U.S. citizens.

Part-time Student Assistance Act - Amends the Higher Education Act of 1965 to provide access and assistance to increase college attendance and completion by part-time students. Exempts from student aid need formula determinations earnings up to: (1) $9,000 by dependent students; (2) $12,000 by independent students with no dependents (other than spouse); and (3) $12,000 by independent students with dependents (other than spouse). Provides for a formula for a revised table of income protection allowances. Exempts earned income credits from the calculation of income. Revises and expands a program (child care access means parents in school) which provides grants to institutions of higher education for child care assistance for low-income students. Directs the Secretary of Education to establish a year-round Pell grant pilot program. Authorizes a demonstration program to create a holistic approach to addressing the needs of part-time students. Allows such program to: (1) be at up to 150 associates and bachelors degree-granting institutions; and (2) include grants, leveraging funds from non-Federal sources, comprehensive child care, and better tailored remedial course programs.

Bring Our Children Home Act - Amends the Federal judicial code to provide that a contestant may bring an action in U.S. district court to resolve conflicting child custody determinations. Directs the Attorney General to establish a registry of child custody and visitation orders and proceedings. Authorizes State and local law enforcement officers to hold any child listed as missing for a proper custody disposition. Amends the International Child Abduction Remedies Act to require the U.S. Central Authority under the Hague Convention on the Civil Aspects of International Child Abduction to establish a funding program for the provision of legal services to persons seeking remedies in interstate or international parental kidnapping cases. Authorizes the Legal Services Corporation to provide Convention-related legal assistance to qualified aliens. Requires the Central Authority to encourage the designation of courts to hear Convention-related cases. Amends the Federal judicial code to require the Federal Judicial Center to include in its continuing education programs information on the Convention and related laws. Requires various reports relating to international child abduction. Requires the Attorney General to support, through specified activities, the adoption and implementation in the States of the Uniform Child Custody Jurisdiction and Enforcement Act. Amends the Violence Against Women Act of 2000 to expand the Safe Havens for Children Pilot Program to include children at risk of parental kidnapping. Amends the Internal Revenue Code of 1986 to authorize the disclosure of taxpayer identity information to the National Center for Missing and Exploited Children.
