Small Business Lending Enhancement Act of 2011 - Amends the Federal Credit Union Act to prohibit an insured credit union from making any member business loan that would result in the total amount of such loans outstanding at that credit union at any one time exceeding either: (1) 1.75 times the actual net worth of the credit union, or (2) 12.25% of the total assets of the credit union. Authorizes the National Credit Union Administration Board to approve an application by an insured credit union to make one or more member business loans that would result in a total amount of such loans outstanding at any one time of up to 27.5 % of the total assets of the credit union, if the credit union meets specified safety and soundness criteria. Prohibits an insured credit union that has made such a member business loan but that is not well capitalized from making any new member business loans until it becomes well capitalized and obtains Board approval. Directs the Board to develop a tiered approval process, including lending standards, under which an insured credit union gradually increases the amount of member business lending in a manner that is consistent with safe and sound operations. Directs the Comptroller General to study the status of member business lending by insured credit unions.

Constitutional Amendment - Prohibits outlays for a fiscal year (except those for repayment of debt principal) from exceeding total receipts for that fiscal year (except those derived from borrowing) unless Congress, by a two-thirds roll call vote of each chamber, authorizes a specific excess of outlays over receipts. Prohibits total outlays for any fiscal year from exceeding 18% of the gross domestic product (GDP) for the preceding calendar year unless Congress, by a two-thirds roll call vote of each chamber, authorizes a specific excess over such 18%. Directs the President to submit a balanced budget to Congress annually. Prohibits any bill from becoming law that imposes a new tax or increases the statutory rate of any tax or the aggregate amount of revenue, unless approved by a two-thirds roll call vote of each chamber. Requires a three-fifths roll call vote of each chamber to increase the federal debt limit. Authorizes waivers of these requirements: (1) when a declaration of war is in effect against a nation-state and Congress, by a majority roll call vote of each chamber, authorizes a specific excess; or (2) under other specified circumstances involving military conflict, if Congress, by a three-fifths roll call vote of each chamber, authorizes such waiver. Prohibits a federal or state court from ordering any increase in revenue to enforce this article.

United States Postal Service Pension Obligation Recalculation and Restoration Act of 2011 - Prescribes the "average pay" and the appropriate percentage thereof to be used in determining annuities for civilian employment with the United States Postal Service (USPS) for purposes of provisions relating to future benefits attributable to such employment in order to calculate the amount of any USPS surplus or supplemental liability under the Civil Service Retirement System. Requires the Office of Personnel Management (OPM): (1) within six months after enactment of this Act, to determine (or, if applicable, redetermine) the amount of such surplus or liability as of the close of the most recently ending fiscal year using the methodology required under this Act; and (2) if the result is a surplus, to transfer the surplus amount to the Postal Service Retiree Health Benefits Fund within 15 days after the determination of a surplus. Provides for an alternate determination of an USPS surplus or supplemental liability for FY2016-FY2020. Requires transfer of certain surplus postal retirement contributions in FY2011 to the Postal Service Retiree Health Benefits Fund or the Employees' Compensation Fund under the Federal Employees' Compensation Act (FECA). Expresses the intent of Congress that this Act shall apply to allocations of past, present, and future benefit liabilities between the USPS and the Treasury.

Secure Border Act of 2011 - Directs the Secretary of Homeland Security (DHS) to submit to the House Committee on Homeland Security and the Senate Committee on Homeland Security and Governmental Affairs a comprehensive strategy for gaining operational control of the international borders of the United States within five years.

Death Tax Repeal Permanency Act of 2011 - Amends the Internal Revenue Code to: (1) repeal the estate and generation-skipping transfer taxes, and (2) make permanent the maximum 35% gift tax rate and a $5 million lifetime gift tax exemption.

Student Visa Security Improvement Act - Amends the Homeland Security Act of 2002 to direct the Secretary of Homeland Security (DHS) to: (1) require DHS employees to review the applications, conduct in-person interviews where appropriate, and conduct on-site reviews of applications and supporting documentation with respect to student and exchange program visa applicants prior to final visa adjudication, with emphasis on determining whether an applicant is inadmissible for terrorist-related activities; (2) require an institution or exchange visitor program participating in the Student and Exchange Visitor Program to ensure that each covered student or exchange visitor is an active program participant, is observed, and is reported to DHS if he or she transfers institutions or academic majors; (3) provide Student and Exchange Visitor Information System (SEVIS) access to appropriate employees of a SEVIS program sponsor under specified circumstances; and (4) require a SEVIS upgrade to add data fields that include verification that students are meeting minimum academic standards.

Access to Professional Health Insurance Advisors Act of 2011 - Amends the Public Health Service Act to exclude remuneration paid for licensed independent insurance producers from administrative cost calculations for purposes of calculating the medical-loss ratio of a health insurance plan. Defines "independent insurance producer" to mean an insurance agent or broker, insurance consultant, benefit specialist, limited insurance representative, and any other person required to be licensed under the laws of the particular state to sell, solicit, negotiate, service, effect, procure, renew, or bind policies of insurance coverage or offer advice, counsel, opinions, or services related to insurance. Requires the Secretary of Health and Human Services (HHS), when a state requests an adjustment of a medical-loss ratio, to defer to the state's findings and determinations as to whether enforcing the required medical-loss ratio may destabilize the individual or small group markets for health insurance.

Fiscal Responsibility and Retirement Security Act of 2011 - Repeals provisions of the Public Health Service Act enacted under the Patient Protection and Affordable Care Act (entitled the Community Living Assistance Services and Supports Act or the CLASS Act) which establish a national, voluntary insurance program for purchasing community living assistance services and supports in order to provide individuals with functional limitations with tools that will allow them to maintain their personal and financial independence and live in the community. Amends the Deficit Reduction Act of 2005 to repeal provisions providing appropriations for the National Clearinghouse for Long-Term Care Information through FY2015.

Stop Trading on Congressional Knowledge Act - Amends the Securities Exchange Act of 1934 and the Commodity Exchange Act to direct both the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC) to prohibit purchase or sale of either securities, security-based swaps, or commodities for future delivery or swap by a person in possession of material nonpublic information regarding pending or prospective legislative action if the information was obtained: (1) knowingly from a Member or employee of Congress, (2) by reason of being a Member or employee of Congress, or (3) from other federal employees and derived from their federal employment. Amends the Code of Official Conduct of the Rules of the House of Representatives to prohibit any Member, officer, or employee of the House from disclosing material nonpublic information relating to any pending or prospective legislative action relating to any publicly-traded company or to any commodity if such person has reason to believe that the information will be used to buy or sell the securities of that publicly traded company or that commodity for future delivery based on such information. Directs both the Committee on Agriculture and the Committee on Financial Services of the House of Representatives to hold hearings on the implementation by the CFTC and the SEC of such financial transaction prohibitions. Amends the Ethics in Government Act of 1978 to require formal disclosure of certain securities and commodities futures transactions to either the Clerk of the House of Representatives or the Secretary of the Senate. Amends the Lobbying Disclosure Act of 1995 to subject to its registration, reporting, and disclosure requirements, as well as requirements for identification of clients and covered legislative and executive officials, all political intelligence activities, contacts, firms, and consultants. Requires the Comptroller General to include political intelligence activities, contacts, firms, and consultants in its annual compliance audits and reports.

Protecting Gun Owners in Bankruptcy Act of 2011 - Amends federal bankruptcy law to permit an individual debtor to exempt from the property of the estate in bankruptcy the debtor's aggregate interest, not to exceed $3,000, in a single rifle, shotgun, or pistol or any combination of them.

Community Alcohol Regulatory Effectiveness Act of 2011 - Amends the Webb-Kenyon Act to: (1) state that it is the policy of Congress to recognize and reaffirm that alcohol is different from other consumer products and that it should continue to be regulated by the states, and (2) prohibit states or territories from discriminating against out-of-state producers of alcoholic beverages in favor of in-state or in-territory producers unless such states or territories can demonstrate that that such discrimination advances a legitimate local purpose that cannot be adequately served by reasonable nondiscriminatory alternatives. Amends the Wilson Act to eliminate the requirement that a state or territory regulate all fermented, distilled, or other intoxicating liquors or liquids transported into such jurisdiction to the same extent and in the same manner as such liquors or liquids produced in such jurisdiction.

Welfare Reform Act of 2011 - Welfare Reform Restoration Act - Amends part A (Temporary Assistance for Needy Families) (TANF) of title IV of the Social Security Act to revise the TANF program by: (1) eliminating the temporary modification of the caseload reduction credit, and (2) reducing funding of state family assistance grants. Amends the Food and Nutrition Act of 2008 to: (1) restore its former name, the Food Stamp Act of 1977, and restore its text as if the Food, Conservation, and Energy Act of 2008 had not been enacted; (2) rename supplemental nutrition assistance program benefits as the food stamp program; (3) revise work requirements for the food stamp program; and (4) require able-bodied work eligible adult members of a family unit to participate in a work activation program during a full month of participation in the food stamp program, fulfilling specified levels of work activity during that month. (Work activation means, not employment, but supervised job search, community service activities, education and job training, workfare, or drug and alcohol treatment.) Specifies a financial reward for any state that reduces its food stamp caseload below calendar 2006 levels. Requires the President to include means-tested welfare spending in every budget submission. Amends the Congressional Budget and Impoundment Control Act of 1974 and the Congressional Budget Act of 1974 to define and establish an aggregate cap for means-tested welfare spending. Directs the Secretary of Health and Human Services (HHS) to provide grants to states to reward reductions in poverty and government dependence and increases in self-sufficiency. Prohibits the expenditure for abortions, with certain exceptions, of any funds authorized or appropriated by federal law, and funds in any trust fund to which funds are authorized or appropriated by federal law. Prohibits funding for health benefits plans that cover abortion. Prohibits the allowance of any tax credit with respect to amounts paid or incurred for an abortion or with respect to amounts paid or incurred for a health benefits plan (including premium assistance) that includes coverage of abortion.

Respect for Rights of Conscience Act of 2011 - Amends the Patient Protection and Affordable Care Act (PPACA) to permit a health plan to decline coverage of specific items and services that are contrary to the religious beliefs of the sponsor, issuer, or other entity offering the plan or the purchaser or beneficiary (in the case of individual coverage) without penalty. Declares that such plans are still considered to: (1) be providing the essential health benefits package or preventive health services, (2) be a qualified health plan, and (3) have fulfilled other requirements under PPACA. Declares that nothing in PPACA shall be construed to authorize a health plan to require a provider to provide, participate in, or refer for a specific item or service contrary to the provider's religious beliefs or moral convictions. Prohibits a health plan from being considered to have failed to provide timely or other access to items or services or to fulfill any other requirement under PPACA because it has respected the rights of conscience of such a provider. Prohibits an American Health Benefit Exchange (a state health insurance exchange) or other official or entity acting in a governmental capacity in the course of implementing PPACA from discriminating against a health plan, plan sponsor, health care provider, or other person because of an unwillingness to provide coverage of, participate in, or refer for, specific items or services. Creates a private cause of action for the protection of individual rights created under this Act. Authorizes any person or entity to assert a violation of this Act as a claim or defense in a judicial proceeding. Designates the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive and investigate complaints of discrimination based on this Act. Makes this Act effective as if it were included in PPACA.

Enforce the Law for Sanctuary Cities Act - Amends the Immigration and Nationality Act to make a state or local subdivision ineligible for state criminal alien assistance program (SCAAP) funding if such state or subdivision: (1) has in effect any law, policy, or procedure prohibiting or restricting communication with the Immigration and Naturalization Service or other government entity regarding an individual's citizenship or immigration status; or (2) prohibits state or local law enforcement officials from gathering information regarding an individual's citizenship or immigration status.

Air Ambulance Patient Safety, Protection, and Coordination Act - Authorizes states to regulate medical aspects of intrastate air ambulance services with respect to: (1) the quality of emergency medical care provided to patients by air ambulances; (2) the availability of air ambulance services provided to patients with emergency medical conditions; (3) communication between emergency medical and public safety agencies and hospitals as well as the flightcrew and air ambulance medical personnel; (4) the accessibility of emergency medical care provided by air ambulances and the incorporation and integration of air ambulance services into state emergency medical services systems; (5) the acceptability of air ambulance services to ensure the adequate provision by air ambulances of medically necessary emergency medical care to critically ill and injured patients; and (6) the physical attributes of the air ambulance necessary for protection of the ambulance, ground, and emergency response personnel. Requires an air ambulance medical service provider licensed in more than one state, if the different state air ambulance medical services regulations are inconsistent, to comply with the most stringent regulation. Requires a state, if necessary, to establish regulations or negotiate mutual aid agreements with adjacent states or air ambulances to ensure access to air ambulance services across state borders.

Consumers Payment System Protection Act - Delays until one year after enactment of this Act any proposed or final rule issued under the authority of specified requirements of the Dodd-Frank Wall Street Reform and Consumer Protection Act governing interchange transaction (swipe) fees for electronic debit transactions (EDTs). Requires the Board of Governors of the Federal Reserve System and specified federal banking agencies jointly to study and report to Congress on the effect of such requirements upon consumers, card issuers, merchants, and financial institutions. Sets a deadline for the Board to make revisions to any proposed or final rule regarding such EDTs if at least two of the agencies contributing to such report determine that any one of the following is true: (1) either such requirements or the Board's proposed rule entitled "Debit Card Interchange Fees and Routing" does not encompass all costs and investments associated with debit card transactions; (2) consumers will be adversely affected by either the requirements or the proposed rule; or (3) the current exemption of small financial institutions (with less than $10 billion in assets) from such requirements, or as carried out by the proposed rule, is not effective in practice.

Bureau of Alcohol, Tobacco, Firearms, and Explosives Reform Act of 2011 - Amends the federal criminal code to revise the civil penalties for violations of firearms law and the procedures for assessing such penalties. Requires fines to be based upon the nature and severity of the violation, the size of the firearms business involved, and the prior record of the firearm's licensee. Prohibits consideration of the amount of fines or license revocations imposed by agents of the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) in the retention, promotion, or transfer of such agents. Revises the definition of "willfully" for purposes of firearms violations and standards for criminal violations of firearms recordkeeping requirements. Declares that repetition of a recordkeeping violation, regardless of frequency, shall not be considered evidence that the licensee committed the violation knowingly and in intentional disregard of a legal duty. Requires the Attorney General to: (1) make preliminary determinations on firearms license applications and notify applicants in writing of a proposed denial; and (2) establish guidelines for ATF inspections, examinations, or investigations of possible firearms violations. Permits an owner of a firearms business whose license is expired, surrendered, or revoked 60 days to liquidate inventory. Allows purchasers of existing firearms businesses the right to cure firearms violations attributable to such businesses. Allows the transfer, possession, and importation of machineguns for industry testing, research and training, national security services, and motion picture or television production. Eliminates the requirement of written permission for the use of a handgun for lawful purposes by a minor (under age 18) where a parent or legal guardian is present at all times during such use. Revises firearms licensee recordkeeping requirements, including by prohibiting: (1) the Attorney General from electronically recording firearms transaction information of a discontinued firearms or ammunition business by name or personal identification code; and (2) any rule or regulation or administration action from establishing any comprehensive or partial system of registration of firearms, firearms owners, or firearms transactions or dispositions. Directs the Attorney General to authorize the importation of all frames or receivers of rifles, or barrels for firearms other than handguns, if the importation is for repair or replacement purposes.

Seniors' Tax Simplification Act of 2011 - Directs the Secretary of the Treasury to make available a new federal income tax Form 1040SR (similar to Form 1040EZ) to individuals who have turned 65 as of the close of the taxable year. Allows the form to be used even if income includes: (1) social security benefits; (2) distributions from qualified retirement plans, annuities, or other such deferred payment arrangements; (3) interest and dividends; or (4) capital gains and losses.

Fairness in Medicare Bidding Act or FIMBA - Amends part B (Supplementary Medical Insurance Benefits for Aged and Disabled) of title XVIII (Medicare) of the Social Security Act to repeal the Medicare competitive acquisition program for durable medical equipment and prosthetics, orthotics, and supplies (DMEPOS). Rescinds specified unobligated balances of all discretionary appropriations, except those for the Department of Defense (DOD) or the Department of Veterans Affairs (VA). Directs the Office of Management and Budget (OMB) to determine and identify each account, program, project, and activity to which this rescission and its amount shall apply.

Wireless Tax Fairness Act of 2011- Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property (i.e., cell phones) for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate, unless such tax was imposed and actually enforced prior to the date of enactment of this Act.

Jerusalem Embassy and Recognition Act of 2011 - States that it is U.S. policy: (1) to recognize Jerusalem as the undivided capital of the State of Israel, and (2) that the U.S. Embassy in Israel should be established in Jerusalem not later than January 1, 2013. Amends the Jerusalem Embassy Act of 1995 to eliminate the President's authority to waive certain funding limitations for Department of State acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened. Requires any official U.S. document which lists countries and their capital cities to identify Jerusalem as Israel's capital. Limits appropriations that may be obligated in FY2013 for Department acquisition and maintenance of buildings abroad until the U.S. Embassy in Jerusalem has officially opened. States that for each of FY2012-FY2013, of funds authorized to be appropriated for Department acquisition and maintenance of buildings abroad, necessary sums should be made available until expended only for construction and other costs associated with the establishment in Jerusalem of the U.S. Embassy in Israel.

Health Care Waiver Fairness Act of 2011 - Amends the Patient Protection and Affordable Care Act (PPACA) to require the Secretary of Health and Human Services (HHS), the Secretary of Labor, and the Secretary of Treasury to establish waiver processes under which the administrator of a health plan, an employer, an individual, or other entity may seek to waive the application of a health insurance coverage requirement under PPACA. Sets forth PPACA requirements that may be waived, including those related to minimum essential coverage and employers offering health care coverage to employees. Establishes requirements for the waiver process, including requiring submission of a statement describing how the imposition of the PPACA requirement would result in a significant decrease in access to coverage or a significant increase in premiums or other costs for such plan, employer, individual, or entity. Deems to be approved any waiver including such a statement. Requires the Secretary of HHS to conduct a public awareness campaign of the waiver process with funds made available for the Prevention and Public Health Fund.

Frank Buckles World War I Memorial Act - Establishes the World War I Centennial Commission to: (1) plan, develop, and execute programs, projects, and activities to commemorate the centennial of World War I; (2) encourage private organizations and state and local governments to organize and participate in such activities; (3) facilitate and coordinate such activities throughout the United States; (4) serve as a clearinghouse for the collection and dissemination of information about centennial events and plans; and (5) develop recommendations for Congress and the President for commemorating the centennial of World War I. Designates: (1) the Liberty Memorial at the National World War I Museum in Kansas City, Missouri, as the National World War I Museum and Memorial; and (2) the District of Columbia War Memorial in Washington, D.C., as the District of Columbia and National World War I Memorial. Authorizes the World War I Memorial Foundation to establish a commemorative work at the site of the District of Columbia and National World War I Memorial to reflect its national character.

American Research and Competitiveness Act of 2011 - Amends the Internal Revenue Code to: (1) extend through December 31, 2012, the tax credit for increasing research activities; and (2) increase the rate of the alternative simplified tax credit to 20% and make such credit permanent.

Tenders the thanks of Congress to the people of Michigan for providing this commemoration. Authorizes Michigan to use the rotunda of the Capitol on May 3, 2011, for a presentation ceremony.

Chemical Facility Anti-Terrorism Security Authorization Act of 2011 - Amends the Homeland Security Act of 2002 to require the Secretary of Homeland Security (DHS) to maintain regulations to protect chemical facilities against terrorism that include: (1) risk-based performance standards for chemical facility security, (2) requirements for chemical facility security vulnerability assessments, and (3) requirements for the development and implementation of chemical facility site security plans. Repeals similar provisions of the Department of Homeland Security Appropriations Act, 2007. Applies such regulations to any chemical facility that the Secretary determines presents a high level of security risk with respect to acts of terrorism, with the exception of Department of Defense (DOD) and Department of Energy (DOE) facilities, facilities regulated by the Nuclear Regulatory Commission (NRC), port security facilities, public water systems, and treatment works. Requires information developed pursuant to this Act to be protected from public disclosure but permits information sharing with state and local government officials under specified circumstances. Directs the Secretary to audit and inspect chemical facilities and order compliance with such regulations. Terminates this Act on September 30, 2018.

A Roadmap for America's Energy Future - Deems the Draft Proposed Outer Continental Shelf Oil and Gas Leasing Program 2010-2015 to have been approved by the Secretary of the Interior as a final oil and gas leasing program in full compliance with specified environmental law. Directs such Secretary to conduct a lease sale every 270 days in each outer Continental Shelf (OCS) planning region for which there is a commercial interest in purchasing federal oil and gas leases for OCS production. Requires the federal share of proceeds of lease sales from newly open areas to be deposited in the American-Made Energy Trust Fund (established by this Act). Amends the Outer Continental Shelf Lands Act (OCSLA) to: (1) modify the OCS leasing program; and (2) direct the Secretary to include, in each 5-Year Program, lease sales proposals offering for oil and gas leasing at least 75% of the available unleased acreage within each OCS Planning Area. Prescribes requirements for coordination with adjacent states regarding pipeline construction for crude oil, petroleum products, and natural gas. Prohibits, on either federal OCS or state waters, uses that are incompatible with: (1) oil and gas leasing, or (2) full oil or natural gas exploration and production on geologically prospective tracts. Requires the Secretary to accept, in satisfaction of mitigation requirements, proposals for mitigation measures on a site away from the area impacted by exploration and production activities. Directs the Secretary to establish a leasing program for oil, gas and oil shale within the Alaska Coastal Plain (ANWR). Amends the Alaska National Interest Lands Conservation Act of 1980 (ANILCA) to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge (ANWR). Allocates to the state of Alaska 50% of federal revenues derived from federal oil and gas leasing operations. Establishes in the Treasury the Coastal Plain Local Government Impact Aid Assistance Fund. Requires the Secretary to hold a lease sale offering an additional 10 parcels for lease for oil shale development. Directs the Secretary of Defense (DOD) to develop, construct, and operate a coal-to-liquid facility. Amends the Energy Independence and Security Act of 2007 to repeal the limitation on federal contracting for procurement and acquisition of alternative fuels with respect to associated lifecycle greenhouse gas emissions. States it is the policy of the United States to facilitate the continued development and growth of a safe and clean nuclear energy industry through reductions in financial, regulatory, and technical barriers to construction and operation. Directs the Nuclear Regulatory Commission (NRC) to: (1) issue operating permits for 200 new commercial nuclear reactors, and (2) establish a process for licensing facilities for the recycling of spent nuclear fuel. Amends of the Nuclear Waste Policy Act of 1982 to eliminate the Office Of Civilian Radioactive Waste Management. Requires the federal government to site and permit at least one radiological material geologic repository for the disposal of radiological material. Retains the repository site at Yucca Mountain (Nevada) as such a site unless the NRC determines that it is unsuitable. Directs the NRC to: (1) continue to review the pending Department of Energy (DOE) license application to construct the nuclear waste repository at Yucca Mountain until a determination is made on the merits, and (2) make a determination within 90 days after enactment of this Act on the suitability of Yucca Mountain for the repository site. Removes all current statutory limitations upon the amount of radiological material that can be placed in Yucca Mountain. Requires the NRC to replace them with new limits based on scientific and technical analysis of the full capacity of Yucca Mountain for the storage of radiological material. Directs the Secretary of Energy to apply for an alternative geologic repository providing at least 120,000 tons of storage capacity if the NRC determines Yucca Mountain is not a suitable location. Requires DOE to report to Congress on the feasibility of establishing an independent radiological material management program. Authorizes DOE to: (1) award a contract to an eligible entity to manage the nation's activities regarding radiological material repositories; and (2) transfer to that entity control and ownership of all NRC-issued licenses, allowances, and responsibilities for the operation of the nuclear materials repository at Yucca Mountain. Prohibits the President from blocking or hindering spent nuclear fuel recycling activities. Directs DOE to: (1) inventory all materials it owns that could be used to power commercial nuclear reactors, (2) establish a nuclear fuel supply reserve, and (3) transmit to Congress a long-term plan for introducing nuclear fuel supplies from the reserve into the market. Directs the NRC to implement an expedited procedure for issuing a Combined Construction and Operating License. Instructs the NRC Chairman to report recommendations to Congress regarding development of technology-neutral plant design specifications. Directs the DOE Secretary to establish a National Nuclear Energy Council. Directs the DOE Secretary and the NRC Chairman to reevaluate and accelerate the Next Generation Nuclear Power Plant schedule. Prohibits the Secretary of the Interior from using the Federal Land Policy and Management Act of 1976 to prevent uranium mining on federal lands unless the Secretary makes findings explaining the reason for such prevention. Instructs the Chairman of the NRC to make recommendations to Congress regarding streamlined licensing of small and modular nuclear reactors. Amends the Internal Revenue Code to establish the American-Made Energy Trust Fund to receive certain revenues from oil, gas, and oil shale leases. Instructs the DOE Secretary to: (1) establish a reverse auction program to award funds from the American-Made Energy Trust Fund to eligible entities to generate an amount of electric energy, and (2) establish within DOE a Reverse Auction Authority to conduct such auctions. Amends the Clean Air Act to: (1) redefine greenhouse gas, and (2) prohibit regulation of a greenhouse gas for climate change purposes. Amends the Endangered Species Act of 1973 to prohibit consideration of the climate change-related impact of a greenhouse gas upon any species of fish, wildlife, or plant.

Stop Asian Carp Act - Directs the Secretary of the Army, acting through the Chief of Engineers, to study the watersheds of the Illinois, Chicago, and Calumet Rivers, including their tributaries, that drain directly into Lake Michigan to determine the feasibility and best means of implementing the hydrologic separation of the Great Lakes and the Mississippi River Basins to prevent the introduction or establishment of populations of aquatic nuisance species between the Great Lakes and Mississippi River Basins through the Chicago Area Water System (CAWS) and other aquatic pathways. Requires the study to: (1) include options to address flooding, Chicago wastewater and stormwater infrastructure, waterway safety operations, and barge and recreational vessel traffic alternatives; and (2) contain a detailed analysis of the environmental benefits and costs of each option. Directs: (1) the Secretary to carry out this Act at full federal cost; and (2) the President, or the Council on Environmental Quality as a designee to the President, to oversee the study to ensure its thoroughness and timely completion. Requires the Director of the United States Geological Survey (USGS), in cooperation with the Director of the United States Fish and Wildlife Service, to: (1) monitor and survey all waters that connect to the Great Lakes Basin or could connect to it due to flooding, underground hydrological connection, or human-made diversion to identify additional threats that could allow Asian Carp to enter the Basin; and (2) prioritize each threat and help identify means to impede the passage of Asian Carp to the Basin.

Fallen Heroes Flag Act of 2011 - Allows the Representative of the immediate family of a deceased fire fighter, law enforcement officer, emergency technician, or other rescue worker who died in the line of duty to provide the family, at their request, with a Capitol-flown flag, together with a certificate, signed by the Speaker of the House of Representatives and the Representative providing the flag, which contains an expression of sympathy for the family.

Reducing Regulatory Burdens Act of 2011 - Amends the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and the Federal Water Pollution Control Act (commonly known as the Clean Water Act [CWA]) to prohibit the Administrator of the Environmental Protection Agency (EPA) or a state from requiring a permit under the CWA for a discharge from a point source into navigable waters of a pesticide registered under FIFRA, or the residue of such a pesticide, resulting from the application of such pesticide. Exempts from such prohibition the following discharges containing a pesticide or pesticide residue: (1) a discharge resulting from the application of a pesticide in violation of FIFRA that is relevant to protecting water quality, if the discharge would not have occurred but for the violation or the amount of pesticide or pesticide residue contained in the discharge is greater than would have occurred without the violation; (2) stormwater discharges regulated under the National Pollutant Discharge Elimination System (NPDES); and (3) municipal or industrial discharges regulated under NPDES, including manufacturing or industrial effluent, treatment works effluent, and discharges incidental to the normal operation of a vessel, including a discharge resulting from ballasting operations or vessel biofouling prevention.

Amends the Internal Revenue Code with respect to the charitable tax deduction for contributions of qualified vehicles (i.e., highway motor vehicles, boats, or airplanes) to: (1) set forth revised acknowledgment requirements for vehicles valued at $2,500 or less and vehicles valued at more than $2,500; and (2) revise the penalty for submitting a fraudulent acknowledgment.

Western Great Lakes Wolf Management Act of 2011 - Prohibits any wolf (species, subspecies, or population segment of Canis lupus) in Minnesota, Wisconsin, and Michigan from being treated under any status of the Endangered Species Act of 1973, including as an endangered species, a threatened species, an essential experimental population, or a nonessential experimental population. Provides that each state shall have exclusive jurisdiction over the management of wolves within its borders.

National Right-to-Carry Reciprocity Act of 2011 - Amends the federal criminal code to authorize a person who is carrying a government-issued photographic identification document and a valid permit to carry a concealed firearm in one state, and who is not prohibited from possessing, transporting, shipping, or receiving a firearm under federal law, to carry a concealed handgun (other than a machinegun or destructive device) in another state in accordance with the restrictions of that state.

Agent Orange Equity Act of 2011 - Includes as part of the Republic of Vietnam, for purposes of the presumption of service connection for diseases associated with exposure by veterans to certain herbicide agents while in Vietnam, such Republic's inland waterways, ports, harbors, waters offshore, and airspace. Includes as veterans eligible for such presumption those who: (1) served on Johnston Island during the period beginning on April 1, 1972, and ending on September 30, 1977; or (2) received the Vietnam Service Medal or the Vietnam Campaign Medal.

Jobs Recovery by Ensuring a Legal American Workforce Act of 2011- Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to make the E-Verify Program (Program) permanent and mandatory. Directs the Government Accountability Office (GAO) to conduct a study of methods to combat Program document fraud. Authorizes the Secretary of Homeland Security (DHS) to take specified actions to enhance the E-Verify employer monitoring and compliance team within U.S. Citizenship and Immigration Services. Directs the Commissioner of Social Security (SSA) to: (1) to notify an individual that wages from two or more employers are being reported under the individual's social security account number (SSN), and (2) promulgate regulations to require that information regarding all multiple use notifications that lead to the identification of an unauthorized user of a SSN be shared with the Secretary. Directs DHS to: (1) report to the state agency that administers unemployment benefits regarding jobs that have potentially been made available by evidence of an employee being dismissed for Program non-confirmation, and (2) display on the Program's Internet home page as "Recovered Jobs" the total number of jobs by month and year reported to the states and a link to the total number of jobs reported to each state by month and year. Amends the Internal Revenue Code to: (1) penalize specified employers for failure to correct information returns; and (2) prohibit employers from deducting from gross income wages paid to unauthorized aliens, with an exception for an employer participating in the Program. Directs the Commissioner, the Secretary, and the Secretary of the Treasury to jointly establish a program to share information that may lead to the identification of unauthorized aliens. Directs the Secretary of the Treasury, upon request from the Commissioner or the Secretary, to disclose: (1) taxpayer identity information of employers who paid wages with respect to which a deduction was not allowed because of illegal payments or because of being paid to unauthorized aliens, and (2) taxpayer identity information of individuals to whom such wages were paid.

No Social Security for Illegal Immigrants Act of 2011 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to exclude from creditable wages and self-employment income any wages earned for services by aliens performed in the United States, and self-employment income derived from a trade or business conducted in the United States, while the alien was not authorized to be so employed or to perform a function or service in such a trade or business.

Pancreatic Cancer Research and Education Act - Amends the Public Health Service Act to require the Secretary of Health and Human Services (HHS) to establish and implement a Pancreatic Cancer Initiative to assist in coordinating activities to address the high mortality rate associated with pancreatic cancer. Requires the Secretary to establish the Interdisciplinary Pancreatic Cancer Coordinating Committee to: (1) provide advice on overall research objectives and benchmarks for pancreatic cancer research; (2) develop and update not less than every five years a strategic plan for pancreatic cancer research awareness; and (3) conduct evaluations and make recommendations as needed to the Secretary, the Director of the National Institutes of Health (NIH), and the Director of the National Cancer Institute (NCI) regarding the prioritization and award of NIH research grants relating to pancreatic cancer. Requires the Secretary to develop a primary care provider education program on pancreatic cancer. Requires the Director of NCI and the Director of the Centers for Disease Control and Prevention (CDC) to develop a communication tool kit for patients and their families that focuses on specific pancreatic cancer issues relating to patient choices and patient care. Allows the Secretary to award grants to research institutions for use in developing innovative compounds or technologies for the prevention, early detection, or treatment of those cancers with five-year survival rates of less than 50%. Requires the Secretary to focus on pancreatic cancer during the initial five fiscal years of awarding such grants. Allows the Secretary to designate two additional Specialized Programs of Research Excellence focusing solely on pancreatic cancer research.

Defending America's Affordable Energy and Jobs Act - Prohibits the President or any federal agency head from promulgating regulations providing for the control of emissions of a greenhouse gas (GHG), enforcing or implementing any law enacted as of the date of enactment of this Act that provides for the control of GHG emissions, taking action relating to or taking into consideration the climate effects of GHG emissions, considering climate effects in implementing or enforcing laws, or conditioning or denying any approval based on climate effects, unless the law, action, or consideration is: (1) determined to be necessary to protect the public health from imminent and substantial harm caused by direct human exposure to the relevant GHG in a concentration that is substantially greater than current and projected future average concentrations of that GHG gas in the global atmosphere; and (2) based solely on effects other than effects relating to atmospheric concentrations of GHG, including climate change. Excepts: (1) regulation of, action with respect to, or consideration of a GHG under the Clean Air Act (CAA) with respect to stratospheric ozone protection other than for the potential or actual effect of the GHG on climate change; or (2) voluntary incentive programs to promote the development or deployment of technologies that reduce GHG emissions. Provides that: (1) the authority of the Secretary of Transportation (DOT) to prescribe average fuel economy standards for automobiles does not include any authority with respect to GHGs and is unaffected by this Act; and (2) the requirements set forth in the final rule entitled "Light-Duty Vehicle Greenhouse Gas Emission Standards and Corporate Average Fuel Economy Standards; Final Rule" remain in effect. Nullifies each other rule promulgated and action taken by the Administrator of the Environment Protection Agency (EPA) before the date of enactment of this Act to regulate GHGs for effects relating to atmospheric concentrations of GHGs. Prohibits any law, regulation, or action relating to GHGs from: (1) having any impact on the regulation of stationary sources under CAA; or (2) being considered to be the regulation of pollutants under CAA for any purpose (other than for the regulation of GHG emissions for light-duty motor vehicles from model years 2012 through 2016). Prohibits the Administrator from granting any waiver that allows any state to establish GHG emission standards for new motor vehicles and emission standards for motor vehicle engines of model year 2017 or later and invalidates any waiver granted before enactment of this Act. Provides that any provision of a state implementation plan designating GHGs as pollutants that are subject to regulation or otherwise authorizing or requiring limitations on the emission of GHGs under state law is not federally enforceable and is deemed to be stricken from such plan. Prohibits the President or agency heads from examining or making findings or conclusions for purposes of promulgating or issuing policy, guidance, or regulations to address the impacts of GHG emissions on climate change, except as authorized by this Act or another Act of Congress. Prohibits any cause of action from being brought or maintained, or any liability, money damages, or injunctive relief arising from such an action from being imposed, for any contribution of a GHG to climate change or any effect of atmospheric concentrations of a GHG. Prohibits a state from having the authority to: (1) require any entity to procure, hold, or surrender allowances for the emission of GHGs that takes place outside the state; (2) regulate or tax GHG emissions produced outside of the state; or (3) limit the importation of products or electricity into the state based on GHG emissions occurring outside the state.

Government Neutrality in Contracting Act - Directs the head of any federal agency that awards or obligates funds for any construction contract, or that awards grants, provides financial assistance, or enters into cooperative agreements for construction projects, to ensure that bid specifications, project agreements, or other controlling documents do not: (1) require or prohibit a bidder, offeror, contractor, or subcontractor from entering into, or adhering to, agreements with a labor organization, with respect to that construction project or another related construction project; or (2) otherwise discriminate against or give preference to such a party because it did or did not become a signatory or otherwise adhere to such an agreement. Allows exemptions to avert an imminent threat to public health or safety or to serve national security. Allows additional exemptions for certain projects. Directs the Federal Acquisition Regulatory Council to amend the Federal Acquisition Regulation to implement this Act with respect to the applicable federal contracts.

Directs the President pro tempore of the Senate and the Speaker of the House of Representatives to arrange for the award of a single Congressional Gold Medal to honor collectively the World War II members of the Civil Air Patrol (CAP) in recognition of their military service and exemplary record during World War II. Requires the Medal's display at the Smithsonian Institution. Expresses the sense of Congress that the Medal should be made available for display elsewhere, particularly at locations associated with the CAP. Permits the Secretary of the Treasury to strike and sell duplicates in bronze of the gold medal, at a price sufficient to cover the costs of the medals.

Securing Human Intelligence and Enforcing Lawful Dissemination Act or the SHIELD Act - Amends the federal criminal code to expand the prohibition against disclosure of classified information to include: (1) disclosures of classified information that benefit a transnational threat; and (2) any classified information concerning the human intelligence activities of the United States or any foreign government or concerning the identity of a classified source or informant of an element of the U.S. intelligence community. Defines "transnational threat" as: (1) any activity, including international terrorism, narcotics trafficking, the proliferation of weapons of mass destruction and the delivery systems for such weapons, or organized crime, that threatens the national security of the United States; or (2) any individual or group that engages such activity.

Short Line Railroad Rehabilitation and Investment Act of 2011 - Amends the Internal Revenue Code, with respect to the tax credit for railroad track maintenance, to: (1) expand the types of maintenance expenditures eligible for such credit, and (2) extend such credit through 2017.
