Improving Safety and Security for Veterans Act of 2020 This bill requires the Department of Veterans Affairs (VA) to report on the policies and procedures relating to patient safety and quality of care and the steps the VA has taken to improve such care at VA medical centers. After any investigation or trial concludes, the VA must also report on the events involving deaths that occurred at the Louis A. Johnson VA Medical Center in Clarksburg, West Virginia, and the actions the VA has taken to prevent any similar reoccurrence.

Affordable Homeownership Access Act This bill exempts from certain mortgage licensing and registration requirements a person (other than a depository institution) who engages in seller financing. Seller financers (1) originate a limited number of mortgage loans in a year that are each under a certain value, and (2) only originate mortgages with respect to property owned by the seller financer.

United States-Israel PTSD Collaborative Research Act This bill establishes a grant program for collaborative efforts between the United States and Israel to advance research on post-traumatic stress disorders. The Department of Defense, in coordination with the Department of Veterans Affairs and the Department of State, shall award grants to eligible academic institutions or nonprofit entities in the United States. Work shall be conducted by the eligible entity and an entity in Israel under a joint research agreement.

Personalized Care Act of 2020 This bill revises provisions relating to health savings accounts (HSAs), including to redefine eligible individual for HSA purposes to allow increased participation in HSAs, increase the limit on contributions to HSAs, permit the payment of health insurance premiums from HSAs, include within the definition of qualified medical expenses periodic fees paid for medical services and amounts paid by a member of a health care sharing ministry, treat periodic provider fees as deductible medical expenses, allow payment of over-the-counter medicines or drugs from HSAs, and lower the 20% penalty for nonqualified distributions from HSAs to 10%. .

Israel Anti-Boycott Act This bill prohibits participation by certain entities and individuals in boycotts or requests for boycotts imposed by international governmental organizations (i.e., the United Nations and the European Union). Specifically, the bill applies to covered persons the prohibition of specified actions in compliance with or in support of a boycott against a country that is friendly to the United States and that is not itself the object of a U.S. boycott. The bill defines a covered person as a domestic concern, the U.S. government or a state government, or a representative or official of such domestic concern or government. The bill also adds to the list of specified prohibited actions the act of furnishing information to any foreign country or international governmental organization that furthers an imposed boycott. Under current law, a person who violates the prohibitions against such boycotts may be subject to a monetary fine or imprisonment; however, the bill removes imprisonment as a potential penalty for certain violations.

Parental Accessibility Rights for Emergency and Negligent Treatment Act This bill expands the scope of advance directive policies and related disclosures for providers under Medicaid and the Children's Health Insurance Program (CHIP). Specifically, providers (e.g., hospitals, hospice programs, and home health care providers) must have advance directive policies for minors (rather than only adults) and must disclose such policies on the provider's website and upon request. Providers must also disclose information regarding (1) an individual's rights with respect to life-sustaining procedures, including hydration and sustenance; and (2) whether parental consent is required to provide, withdraw, or deny life-sustaining procedures, or to institute a do-not-resuscitate order, for a minor.

Family Support Services for Addiction Act of 2020 This bill directs the Substance Abuse and Mental Health Services Administration to award grants to certain nonprofits to develop or expand services for individuals with substance use disorders and their families. Activities may include (1) developing education, resources, and trainings on issues related to substance use disorders and family support; (2) reducing stigma; and (3) educating health care providers about substance use disorders in families.

Threatened Species Protection Improvement Act of 2020 This bill provides statutory authority for the rule published on August 27, 2019, by the U.S. Fish and Wildlife Service relating to threatened species. The rule requires species listed as threatened after the issuance of the rule to be given protections tailored to the species' needs. Prior to the rule, threatened species were automatically provided with most of the protections that are provided to endangered species.

Recognizing the Protection of Motorsports Act of 2019 or the RPM Act of 2019 This bill authorizes the modification of a vehicle's air emission controls for vehicles that are not legal for operation on a street or highway and are used solely for competition.

Stopping Illicit Trafficking Act of 2019 or the SIFT Act of 2019 This bill adds five fentanyl analogues and the entire category of fentanyl-related substances to schedule I of the Controlled Substances Act. A schedule I controlled substance is a drug, substance, or chemical that has a high potential for abuse; has no currently accepted medical value; and is subject to regulatory controls and administrative, civil, and criminal penalties under the Controlled Substances Act. The bill also creates a process to remove from schedule I certain fentanyl-related substances that do not have a high potential for abuse.

Interstate Milk Freedom Act of 2019 This bill prohibits federal regulation of the interstate traffic of unpasteurized milk or milk products packaged for direct human consumption under specified circumstances. Specifically, the prohibition applies if (1) such products would be considered adulterated or misbranded or otherwise in violation of federal law solely because they are unpasteurized; (2) the products are allowed by the state of origin to be distributed for direct human consumption by any means; (3) they are produced, packaged, and moved in compliance with the laws of such state; and (4) they are moved from the state of origin with the intent to transport them to another state that allows the distribution of such products for direct human consumption.

Lower Costs, More Cures Act of 2019 This bill establishes and modifies several requirements to address prescription drug prices under Medicare, Medicaid, and other programs. The bill generally limits payment amounts for drugs and biologics under Medicare medical services, reduces cost-sharing under the Medicare prescription drug benefit, modifies certain authorities and requirements under the Medicaid Drug Rebate Program, revises provisions relating to regulatory approval and commercial availability of generics and biosimilars, and establishes several reporting requirements for drug manufacturers with respect to drug prices.

Discouraging Frivolous Lawsuits Act This bill revises requirements concerning (1) citizen suits under the Clean Water Act, (2) permits for wetlands, and (3) wetland mitigation. Litigation costs (including reasonable attorney and expert witness fees) must be awarded to the prevailing party, thus the bill removes a court's discretion to award the fees. A prevailing party is defined as the party that prevails on more than half of the claims at issue. In addition, the bill repeals the authority of the Environmental Protection Agency (EPA) to deny or restrict the use of any area as a disposal site for dredged or fill material when the discharge of those materials would have an unacceptable adverse effect on municipal water supplies, shellfish beds and fishery areas, wildlife, or recreational areas. Finally, the bill revises mitigation requirements. Current law requires compensatory mitigation to replace the loss of aquatic resource functions in a watershed when a permit to discharge dredged or fill materials into navigable waters has unavoidable impacts on aquatic resources. This bill prohibits government entities from carrying out compensatory mitigation in excess of existing regulatory requirements.

Continuity for Operators with Necessary Training Required for ATC Contract Towers Act of 2019 or the CONTRACT Act of 2019 This bill exempts certain air traffic controllers from a required reduction in their retirement annuity payment on account of earnings from certain work performed while entitled to such annuity. Under current law, retired Federal Aviation Administration air traffic controllers receive an annuity payment during the period between the mandatory retirement age of 56 and the social security minimum age of 62. Such annuity payment is required to be reduced by a certain percentage of any excess earnings during this period. The bill exempts from such reduction in annuity payments an air traffic controller who participates in the Air Traffic Control Contract Program (a public-private partnership for air traffic control services) following mandatory retirement.

Home Defense and Competitive Shooting Act of 2019 This bill removes short-barreled rifles (barrels of less than 16 inches in length) from the definition of firearms for purposes of the National Firearms Act. It also eliminates the prohibition on the transportation of such rifles in interstate commerce and treats persons who acquire or possess a short-barreled rifle as meeting the registration or licensing requirements for such rifle where such requirements are determined by reference to the National Firearms Act. The bill preempts state or local laws that impose a tax or recordkeeping requirements on short-barreled rifles. The Department of Justice must destroy records relating to the registration of certain rifles within one year after the enactment of this bill.

Universal Charitable Giving Act of 2019 This bill allows individual taxpayers a deduction from gross income (above-the-line deduction) for charitable contributions even if such taxpayers do not elect to itemize deductions for the taxable year. The deduction may not exceed one-third of the taxpayer's standard deduction amount.

Non-Opioids Prevent Addiction In the Nation Act or the NOPAIN Act This bill temporarily establishes separate payments for certain non-opioid treatments under the Medicare prospective payment system for hospital outpatient department services and the payment system for ambulatory surgical center services. The bill applies to pain management treatments that are able to replace or reduce opioid consumption, as shown through clinical trials or data.

Gigabit Opportunity Act This bill amends the Internal Revenue Code to authorize the designation of qualified gigabit opportunity zones in low-income communities and to provide tax incentives for investments in the zones. Governors may submit nominations for a limited number of qualified gigabit opportunity zones in low-income communities to the Department of the Treasury for certification and designation. Governors must give particular consideration to areas that are facing obstacles to economic development due to a lack of geographic broadband coverage or speed; are the focus of mutually reinforcing state, local, or private economic development initiatives; are poised for economic growth that requires access to high speed broadband for commercial purposes; and represent the areas of a state where such service would result in the highest return on investment. For eligible taxpayers who sell certain broadband services, the bill allows (1) deferrals, reductions, or exemptions from taxes on capital gains invested in certain property used to provide broadband services in a zone (depending on how long the property is held); and (2) immediate expensing of the costs of the property. The bill also allows tax-exempt private activity bonds to be used for certain broadband projects in the zones. Within one year of enactment of this bill, the Federal Communications Commission must publish a Uniform Model Broadband Deployment Act containing laws for the state regulation of the deployment of broadband services. Qualified zones must either adopt the Act or laws comparable to the Act.

Rural STEM Education Act This bill directs the National Science Foundation (NSF) to support research regarding STEM (science, technology, engineering, and mathematics, including computer science) education in rural schools. The NSF must award grants to institutions of higher education or nonprofit organizations for (1) research and development to advance innovative approaches to support and sustain high-quality STEM teaching in rural schools, (2) research and development of programming to identify the barriers rural students face in accessing high-quality STEM education, (3) development of innovative solutions to improve the participation and advancement of rural students in grades Pre-K through 12 in STEM studies, and (4) research on online STEM education courses for rural communities. The NSF may establish a pilot program of regional cohorts in rural areas to provide peer support, mentoring, and hands-on research experiences for rural STEM educators of students in grades Pre-K through 12 in order to build an ecosystem of cooperation among educators, researchers, academia, and local industry. The NSF shall enter into an agreement with the National Academy of Sciences under which the National Academy agrees to evaluate aspects of STEM education and workforce development in rural areas. The National Institute of Standards and Technology must award prizes to stimulate research and development of creative technologies in order to deploy affordable and reliable broadband connectivity to underserved rural communities. The Office of Science and Technology Policy must establish a broadband research and development working group to address national research challenges and opportunities for improving broadband access and adoption across the United States.

Teleabortion Prevention Act of 2019 This bill restricts the use of telehealth for chemical abortions (also known as medication abortions). Specifically, it requires a provider who dispenses or prescribes medication for a chemical abortion to physically examine the patient, be physically present at the location of the chemical abortion, and schedule a follow-up visit. The bill provides an exception for a chemical abortion that is necessary to save the life of a mother whose life is endangered by a physical disorder, illness, injury, or condition. The bill establishes criminal penalties—a fine, a prison term of up to two years, or both—for a provider who does not comply with the requirements. A patient who undergoes a chemical abortion may not be prosecuted.

Dignity for Aborted Children Act This bill requires abortion providers to offer patients specified options concerning the human fetal tissue from an abortion. Specifically, patients must be given an informed consent form specifying the options to (1) take possession of the tissue for transfer to an entity that provides interment or cremations services, or (2) in cases where the tissue is expelled on the provider’s premises, release the tissue to the provider. If the tissue is released to the abortion provider, the provider must ensure the tissue is interred or cremated within seven days of the procedure in a manner consistent with state law regarding the disposal of human remains. Abortion providers must report annually about the aggregate number of abortions performed and other specified information. The bill provides civil or criminal penalties for violations of disposal, informed consent, and reporting requirements.

This bill establishes additional requirements for prescription drug plan (PDP) sponsors that use formularies under the Medicare prescription drug benefit. Specifically, the bill requires PDP formularies to include covered generic drugs and biosimilars for which the wholesale acquisition cost is less than that of the reference (i.e., brand-name) product. PDP sponsors must also establish specific cost-sharing tiers that apply lower cost-sharing requirements for such covered generic drugs and biosimilars as compared to those for brand-name products. The bill also prohibits PDP sponsors from instituting certain requirements relating to access to such covered generic drugs and biosimilars that are more restrictive than those for brand-name products (e.g., prior authorization requirements).

Down Syndrome Discrimination by Abortion Prohibition Act This bill creates new federal crimes related to the performance of an abortion on an unborn child who has Down syndrome. It subjects a violator to criminal penalties—a fine, a prison term of up to five years, or both. It also authorizes civil remedies, including damages and injunctive relief. A woman who undergoes such an abortion may not be prosecuted or held civilly liable.

Telehealth Across State Lines Act of 2019 This bill requires the Department of Health and Human Services, in consultation with a range of stakeholders, to issue guidance for uniform best practices for the delivery of telehealth services. The bill also establishes a grant program to expand access to telehealth services in rural areas and revises the duties of the Center for Medicare and Medicaid Innovation to incentivize the adoption of telehealth services.

Rural America Health Corps Act This bill requires the Health Resources and Services Administration to establish a demonstration project under the National Health Service Corps Loan Repayment Program to increase the number of health care providers in rural areas. Specifically, eligible participants who agree to serve for 5 years in such a rural area may receive up to $25,000 in loan repayments for each year of service.

Advancing Infrastructure Development in Appalachia Act or the AID in Appalachia Act This bill directs the Department of Transportation (DOT) to establish the Balance Exchanges for Infrastructure Program to improve highway infrastructure development in the Appalachian region of the United States. DOT must incentivize certain states within the Appalachian region to use unobligated balances of funding to improve highway infrastructure in the region.

Time to Rescue United States Trusts Act or the TRUST Act This bill establishes congressional rescue committees to develop recommendations and legislation to improve critical social contract programs. A critical social contract program is a federal program for which a federal trust fund is established (e.g., Social Security, Medicare, and federal highway programs), with outlays of at least $20 billion during the year preceding the year in which this bill is enacted, and for which the amount of dedicated federal funds and federal trust fund balances will be inadequate to meet the total amount of outlays of the program that would otherwise be made. Each rescue committee may develop recommendations and legislation to improve the program for which it was established, including by (1) increasing the duration of positive balances of the federal trust fund established for the program, and (2) providing for the solvency of the federal trust fund established for the program during a 75-year period. Congress must use specified expedited legislative procedures to consider legislation that is approved and submitted by the rescue committees.

Health Coverage Choice Act This bill provides statutory authority for the Department of Treasury, the Department of Labor, and the Department of Health and Human Services rule dated August 3, 2018, regarding short-term, limited-duration health insurance plans. That rule increases the maximum authorized duration of such plans from less than 3 months (including renewals) to an initial maximum duration of less than 12 months (with a total duration of up to 36 months, including renewals).

Opioid Prescription Verification Act of 2019 This bill requires the Department of Health and Human Services, in consultation with relevant agencies, to update pharmacist training materials to include information about how to verify the identity of individuals who pick up prescribed medications; it also permits the Centers for Disease Control and Prevention to give preference, in awarding grants to states for overdose prevention, to states that maintain a prescription drug monitoring program and require dispensers of certain controlled substances to verify the identity of individuals who pick up prescribed medications.

Prohibiting the Life-Ending Industry of Fetal Organ Exchange Act or the Pro-LIFE Act This bill expands the prohibition on the sale or purchase of human fetal tissue in interstate commerce to include any payments associated with the transportation, implantation, processing, preservation, quality control, or storage of such tissue.

Mine Affected Community Energy and Environment Act This bill allows a new tax credit for the production of electricity from a coal refuse facility. A "coal refuse facility" means any facility (1) that was originally placed in service prior to January 1, 2019, and combusts coal refuse or fuel composed of at least 75 percent coal refuse by BTU energy value; and (2) uses at a minimum, a circulating fluidized bed combustion unit or a pressurized fluidized bed combustion unit, equipped with a limestone injection system for control of acid gases, and a fabric filter particulate emission control system.

This resolution (1) disapproves of the actions led by the Speaker of the House, Nancy Pelosi, to conduct work related to matters of impeachment in a closed and classified setting; (2) requires all impeachment related matters to be done in an open setting and in public view; and (3) demands the Speaker and the chair of each committee engaged in an impeachment inquiry of any kind to give each Member of the House a minimum of 48-hours notice before conducting such matters.

National World War II Memorial Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue up to 50,000 $5 coins, 400,000 $1 silver coins, and 750,000 half-dollar clad coins in commemoration of the National World War II Memorial in the District of Columbia. The design of the coins shall be emblematic of the memorial and the service and sacrifice of American soldiers and civilians during World War II. All surcharges received from the sale of such coins shall be paid to the Friends of the National World War II Memorial to support the National Park Service in maintaining and repairing the memorial, and for educational and commemorative programs.

Terrorism Risk Insurance Program Reauthorization Act of 2019 This bill reauthorizes through 2030 the Terrorism Risk Insurance Program within the Department of the Treasury.
