Health Care Expenditures Regulation Review Act - Requires any officer or agency in the executive branch of the Federal Government to submit all proposed health care regulations to each House of Congress. Directs the head of any Federal department or agency to give 60 days notice to the relevant committees of the House of Representatives and Congress, prior to initial publication of any regulation which relates to: (1) costs or expenditures of, or reimbursements to, individuals or providers of health care; or (2) the fixing of any rate or charge.

Continuing Care Consumer Protection Act

Continuing Care Consumer Protection Act - Directs that no federally assisted continuing care institution, including such institutions which are engaged in interstate commerce, may require any transfer of property, or any cash payment in addition to or in lieu of the institution's regular periodic charges for the care and services involved from any individual in return for, or as a condition of the provision to such individual of, medical, nursing, custodial, or other long-term care except under, and in accordance with, a written contract or agreement which sets forth the rights and obligations of the institution and such individual. Sets forth requirements which must be met by such contracts in order to conform to this Act, including: (1) full written financial disclosure to potential patients prior to the time the contract is entered into; (2) a complete description of the services to be rendered; (3) a description of the method by which any payment is to be made; and (4) a statement that termination of the contract will be permitted upon 90-days notice to the nonterminating party. Requires that the financial records of each institution subject to this Act shall be audited not less than once each year. Directs each such institution to maintain financial reserves sufficient to meet its obligations under continuing care contracts. Specifies that in any case where an institution subject to this Act is in the process of construction or major rehabilitation at the time a payment is made to it, such payment shall be held in escrow. States that any institution which fails to comply with the requirements of this Act shall be guilty of a misdemeanor and shall upon conviction thereof be fined not more than $5,000. Allows any party to a continuing care contract, injured by reason of the institution's noncompliance with this Act, to sue therefor in the district court of the United States without respect to the amount in controversy, and shall be entitled to recover damages together with the cost of suit, including reasonable attorney's fees.

Amends Titles XVIII (Medicare), XIX (Medicaid), and XX (Grants to States for Services) of the Social Security Act to establish the Special Commission on Quality Assurance and Utilization Control in Home Health Care. States that the Commission shall be composed of 20 members appointed by the Secretary of Health, Education, and Welfare. Sets forth the fields of experience and expertise from which Commission members are to be drawn, including five representatives of professional groups with expertise in accreditation and three who are recipients of benefits under Medicare, Medicaid, or under a State plan of services. Requires Senate approval of the member designated chairman of the Commission. States that the function and duty of the Commission shall be: (1) to conduct a full and complete study, investigation, and review of the provision of home health care and services to individuals in the United States, including care and services furnished by agencies which do not qualify as providers of services under the Social Security Act as well as care and services furnished by agencies which do so qualify, with the particular objective of determining: (a) the extent to which additional quality assurance and utilization control in the provision of such care and services is needed; and (b) the manner in which the standards, conditions, and requirements of Title XVIII, Title XIX, or Title XX should be modified in order to provide additional assurance and control; and (2) to develop, on the basis of such study, investigates and review a detailed plan for quality assurance and utilization control in home health care. Directs the submission to the Secretary and the Congress of the required plan within one year of the appointment of the majority of the members of the Commission. Requires the Secretary, within 90 days of the submission of such plan, to issue regulations making such modifications in the Social Security Act as may be necessary to implement the plan and carry out the Commission's accompanying recommendations, and to submit to the Congress any recommendations which would require a change in existing law.

Natural Gas Act Amendments - Amends the Natural Gas Act to terminate Federal Power Commission authority to regulate sales of new natural gas in interstate commerce. Stipulates that prices for offshore sales of new natural gas shall not exceed the ceiling price for sales of new natural gas produced from onshore Federal lands. Stipulates that emergency sales of natural gas to curtailed customers who qualify as essential users shall not affect such exempt status. Authorizes the Commission to terminate such exemptions on or after April 15, 1978, if they are no longer deemed necessary to protect high priority consumers of natural gas. Directs the Federal Power Commission to conduct studies and make reports regarding the nature and availability of natural gas reserves. Requires that the Commission keep current information available relating to the estimated natural gas reserves for individual fields. Establishes procedures for the establishment of ceiling prices for new natural gas produced from offshore Federal lands through December 31, 1982. Authorizes the Commission to grant exemptions to price ceilings within high-cost production areas. Establishes procedures for adjustments to price ceilings established pursuant to this Act. Directs the Commission to prohibit the curtailment of adequate supplies of natural gas for essential agricultural purposes. Directs the Commission to prohibit the use of natural gas as boiler fuel where adequate alternatives are available. Authorizes exemptions from such prohibition where necessary to comply with pollution control or environmental protection and safety standards.

Right to Financial Privacy Act - States that the purposes of this Act are to protect and preserve the confidential relationship between depository institutions and their customers and the constitutional rights of those customers, and to promote commerce by prescribing policies and procedures to insure that customers have the same right to protect against unwarranted disclosure of customer records as if the records were in their possession. Prohibits any Federal agency or employee from obtaining copies of, access to, or the information contained in, the financial records of any customer from a depository institution unless such records are described with particularity and: (1) such records are disclosed in response to an administrative subpena or summons; (2) such records are disclosed in response to a court order; or (3) such records are disclosed in response to a judicial subpena. States that no depository institution may provide to a Federal agency or employee, copies of or the information contained in the financial records of any customer except in accordance with the requirement of this Act. Sets forth provisions governing customer authorization, administrative subpenas and summons, and judicial subpenas. Prohibits the Secretary of the Treasury from requiring an institution to maintain any financial records or to transmit any reports relating to customers unless: (1) such records are required for use by a supervisory agency in the supervision of that institution; or (2) such records are required to be maintained by the Internal Revenue Code. Prescribes civil and criminal penalties for violation of the provisions of this Act.

Higher Education Funding Act

Higher Education Funding Act - Authorizes an income deduction for contributions to a qualified higher education fund established by the taxpayer for the purposes of funding the higher education of his dependents. Limits the amount of the deduction to the lesser of: (1) $750 times the number of qualified beneficiaries; (2) 15 percent of the taxpayer's adjusted gross income; or (3) $7,500. Provides that a qualified education fund must be established by the taxpayer pursuant to a written plan; (1) solely for the purpose of defraying the cost of room, board, and tuition at an institution of higher education of one or more eligible beneficiaries: (2) which provides that no distribution shall be made by the Fund (except upon termination thereof) other than to, or on behalf of, eligible beneficiaries; (3) which provides that upon termination of the fund of all assets of the funds shall be distributed to the taxpayer or to his estate; (4) which prohibits contributions to the fund in excess of amounts deductible: and (5) under which the taxpayer consents to the income tax treatment upon termination of the fund. Defines "institution of higher education" as an educational institution: (1) which provides an educational program leading to a bachelor's or higher degree, or training students for gainful employment; (2) contributions to or for the use of which constitute charitable contributions; (3) which is legally authorized to provide and does provide a program of postsecondary education; and (4) which is accredited by a nationally recognized accrediting agency or association listed by the United States Commissioner of Education.

Requires that grants under this Act be made in accordance with an urban arboriculture plan for the selection, planting, and maintenance of trees agreed upon in advance by the Secretary and the State forester or other appropriate official. Authorizes the Secretary to provide technical assistance to urban areas for arboriculture programs under this Act.

Narcotic Sentencing Act - Title I: Mandatory Minimum Sentences - Amends the Comprehensive Drug Abuse Prevention and Control Act of 1970 to set forth mandatory minimum terms of imprisonment for individuals; (1) manufacturing, distributing, or dispensing specified narcotic drugs or counterfeits thereof; (2) possessing such a substance with intent to distribute or dispense; (3) illegally importing or exporting such a substance; or (4) attempting or conspiring to commit any of the above offenses. Authorizes a court to sentence an individual to a shorter term of imprisonment or parole ineligibility where certain mitigating circumstances are present. Amends the Federal Rules of Criminal Procedure to direct that a separate sentencing hearing be conducted when an individual is convicted of an offense for which a mandatory term of imprisonment is authorized under this Act. Title II: Conditions of Release - Instructs a judicial officer, in setting the conditions of release pending trial, to consider whether a person charged with an offense encompassed by title I of this Act poses a threat to the community or will commit similar offenses. Authorizes a judicial officer to deny pretrial release to a person charged with such an offense upon making any of specified findings in a separate hearing. Title III: Forfeiture of Proceeds of Illegal Drug Transactions - Subjects to forfeiture all proceeds of offenses under the Comprehensive Drug Abuse Prevention and Control Act of 1970 and all moneys, negotiable instruments, and securities used or intended to be used in committing such crimes. Sets forth guidelines for the disposition of property so forfeited.

Authorizes the President to order transfers of supplies of interstate natural gas from one pipeline to another or order the construction and operation of additional facilities, to alleviate natural gas shortages. Stipulates that no such delivery or transportation may continue after April 30, 1977. Stipulates that such transfers as ordered by the President shall not subject the pipeline to regulation under the Natural Gas Act or other provisions of State or Federal law. Establishes procedures for enforcement of orders issued under this Act. Establishes criteria for compensation of pipelines for compliance with such orders. Exempts activities pursuant to this Act from the antitrust law. Authorizes the President to require contracts for purchases of emergency supplies of natural gas before August 1, 1977. Stipulates that such transactions shall be exempt from Federal Power Commission regulation under the Natural Gas Act. Imposes civil and criminal penalties for violations of orders issued under this Act.

Restricts use of coverage to legitimate news or research purposes. Stipulates that broadcast shall be presented without commercial sponsorship. Prohibits coverage provided under this Rule from use as partisan political campaign material.
