Amends the Internal Revenue Code to declare the excise tax on diesel fuel inapplicable in connection with sales of the fuel for use on a farm for farming purposes. (Although fuel sold for these purposes is tax-exempt under current law, provisions of the Revenue Act of 1987 require purchasers to pay the tax and subsequently apply for a refund based on nontaxable uses of the fuel.)

Requires the Office of Personnel Management to report, with recommendations, to the Congress on the problem of delays in processing applications for benefits under the Civil Service Retirement System. Directs the Office to examine: (1) current methods and procedures; (2) circumstances where it might be appropriate to provide interim benefits; (3) the feasibility of processing records, forms, and other matters in anticipation of an employee's retirement; and (4) the effectiveness of retirement counselors. Requires the report to contain a plan to allow an individual to go from regular pay to retirement or disability retirement pay without interruption.

Amends the Internal Revenue Code with respect to the targeted jobs income tax credit. Extends the credit to employees who begin work in 1989 through 1991. (Current law terminates the credit for employees who begin work after December 31, 1988.) Includes as a targeted group individuals aged 65 or older who are members of economically disadvantaged families. Revises the minimum employment period requirement for purposes of this credit.

Expresses the sense of the Congress that the people of the United States should purchase U.S. products and services whenever possible. Urges the President and the State Governors to issue proclamations calling upon the people to promote this policy with appropriate ceremonies and activities. Requests that leaders of civic and consumer organizations, and of the mass media, assist in: (1) promoting awareness of the importance of selecting U.S. goods and services; and (2) identifying such American goods and services, and the merchants from whom they may be acquired. Requests and encourages U.S. producers and manufacturers to make every effort to label and advertise the U.S. origin of such goods.

Agricultural Extended Retirement Credit Act of 1987 - Extends creditable service under the Civil Service Retirement System for periods of service in certain Federal-State cooperative programs which had agricultural or related purposes. Establishes a hiring limitation period of three fiscal years after 60 days following enactment of this Act on the replacement of retirees in the United States Department of Agriculture. Prohibits the obligation or expenditure of any budget authority or outlays saved in any fiscal year by reason of reduced pay and personnel resulting from implementation of this Act. Requires that the budget authority and outlays thus saved be credited against pay and other personnel costs required to be sequestered under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Requires the Comptroller General to notify the Congress, in writing, of each instance of noncompliance with the requirement of this Act. Directs the Director of the Office of Personnel Management to report to the Congress on an evaluation of the extended credit retirement program and the limitation on replacement of retirees provided under this Act.

Goose, Gander, and Sauce Act of 1987 - Declares that the pay of any person employed by the United States is subject to garnishment, execution, levy, attachment, and other legal process in the same manner as persons not employed by the United States.

Social Security and Medicare Protection and Integrity Act of 1987 - Amends part A (General Provisions) of title XI of the Social Security Act to prohibit the use of the words "Social Security," "Medicare," or other words, letters, symbols, or emblems, in carrying on or advertising a business, product, or service, in a manner which is reasonably calculated to convey a false impression of connection with, or authorization from, the Social Security Administration or the Health Care Financing Administration. Provides for civil penalties imposed by the Secretary of Health and Human Services and injunctions imposed by a U.S. district court.

Department of Veterans Affairs Act - Redesignates the Veterans Administration (VA) as the Department of Veterans Affairs (the Department), an executive department within the executive branch of the Government. Provides that the Department shall be headed by the Secretary of Veterans Affairs, to be appointed by the President, by and with the advice and consent of the Senate. Designates as other principal officers of the Department the Deputy Secretary, the Chief Medical Director, and the Chief Benefits Director. Provides for the temporary continuation of service of the current Administrator, Deputy Administrator, Chief Medical Director, and Chief Benefits Director of Veterans Affairs. Establishes within the Department eight Assistant Secretaries, each of whom shall be appointed by the President, by and with the advice and consent of the Senate, to perform such functions as the Secretary may prescribe. Directs the Secretary to assign to one such Assistant Secretary all functions regarding the National Cemetery System and the State cemetery grant program. Outlines functions which the Secretary shall assign to the Assistant Secretaries. Provides for the temporary continuation of the performance of such functions by present personnel until such functions are assigned to an individual appointed as Assistant Secretary under this Act. Redesignates the current VA's Department of Medicine and Surgery as the Veterans Health Services Administration of the Department. Redesignates the VA's current Department of Veterans Benefits as the Veterans Benefits Administration of the Department, whose primary function shall be to administer nonmedical programs which provide assistance to veterans, their dependents, and their survivors. Establishes within the Department the Office of the General Counsel. Redesignates the current Office of Inspector General of the VA as the Office of Inspector General of the Department. Provides that any references to departments or positions under the current VA system shall be considered to be references to such departments and positions of the Department as modified under this Act. Provides continuing effect of all legal documents, suits, actions, and property and resources of the current VA. Directs the Secretary of Veterans Affairs, after appropriate congressional consultation, to prepare and submit to the Congress proposed legislation containing technical and conforming amendments to reflect the changes made under this Act. Requires such legislation to be submitted no later than six months after the enactment of this Act. Provides that any spending authority of the Department is subject to available amounts as provided in appropriation Acts.

Federal Employees' Political Activities Act of 1987- Prohibits an employee from using or attempting to use official authority or influence to interfere with or affect the result of any election. Prohibits an employee from using or attempting to use official authority to intimidate, threaten, coerce, command, or influence: (1) any individual for the purpose of interfering with the right of any individual to vote as the individual may choose, or of causing any individual to vote, or not to vote, for any candidate or measure in any election; (2) any person to give or withhold any political contribution; or (3) any person to engage, or not to engage, in any form of political activity. Prohibits an employee from using or attempting to use, or permitting the use of, any official information unless such information is available to the general public. Prohibits an employee from: (1) giving or offering to give a political contribution to any individual either to vote or refrain from voting, or to vote for or against any candidate or measure, in any election; (2) soliciting, accepting, or receiving a political contribution to vote or refrain from voting, or to vote for or against any candidate or measure, in any election; or (3) giving or handing over a political contribution to a superior of the employee. Prohibits an employee from soliciting, accepting, or receiving, or from being in any manner concerned with soliciting, accepting, or receiving, a political contribution: (1) from another employee (or a member of another employee's immediate family) with respect to whom the employee is a superior; or (2) in any room or building occupied in the discharge of official duties by a Federal employee or official or an individual receiving salary or compensation from the Treasury. Prohibits an employee from soliciting, accepting, or receiving a political contribution from, or giving a political contribution to, any person who: (1) has, or is seeking to obtain, contractual or other business or financial relations with the employing agency; (2) conducts operations or activities which are regulated by that agency; or (3) has interests which may be substantially affected by the performance of the employees' official duties. Directs the Special Counsel of the Merit Systems Protection Board to prescribe regulations which exempt employees from such prohibitions. Prohibits an employee from engaging in political activity: (1) while on duty; (2) in any room or building occupied in the discharge of official duties by a Federal employee or official; (3) while wearing a uniform or official insignia identifying the office or position of the employee; or (4) while using any vehicle owned or leased by the Government. Exempts certain high level political appointees from such prohibitions if the costs associated with the political activity are not paid for by money derived from the Treasury. Describes such a political appointee as one: (1) whose duties and responsibilities continue outside normal duty hours and while away from the normal duty post; (2) who is paid from an appropriation for the Executive Office of the President; (3) whose position is located within the United States; and (4) who determines policies to be pursued by the United States in its relations with foreign powers or in the nationwide administration of Federal laws. Authorizes leave without pay or accrued annual leave to an employee who is a candidate, upon request, to allow such employee to engage in activities relating to that candidacy. Declares that such request may be denied if the exigencies of the public business so require. Declares that such employee may be required to take leave without pay or accrued annual leave in order to be a candidate if activities relating to the candidacy interfere with the employee's performance of duties. Directs the Special Counsel to prescribe rules and regulations to implement this Act. Applies this Act to postal employees and employees of the Postal Rate Commission.

Expresses the sense of the Congress that the Soviet Union's test of ballistic missiles near Hawaii has increased rather than decreased the risk of nuclear war. Condemns the Soviet Union for its actions regarding such test. Declares that the U.S. Government should officially protest such actions. States that the President should report to the Congress concerning the details of such test, the Soviet explanations offered, steps that will be taken to ensure that such a test will not happen in the future, and what effect an SDI system could have against a missile launched in similar proximity to the United States.

Deceptive Mailings Prevention Act of 1987 - Declares as nonmailable matter, matter which constitutes a solicitation by a non-governmental entity: (1) for the purchase of products or services which are provided free of charge or at a lower price by the Federal Government, or which are substantially the same as such products or services; (2) for the purchase of products or services and which contains a seal, insignia, trade or brand name, or any other term or symbol which reasonably could be interpreted or construed as implying Federal Government connection, approval, or endorsement; and (3) for the contribution of funds and which contains a seal, insignia, trade or brand name, or any other term which could reasonably be interpreted or construed as implying Federal Government connection, approval, or endorsement. Allows the mailing of such matter if it contains a conspicuous disclaimer that it is not a Government document. Establishes penalties for violations of this Act.

Provides that when any bill or joint resolution making continuing appropriations is agreed to by both Houses of the Congress in the same form, the Clerk of the House of Representatives shall enroll the provisions in such bill or joint resolution as separate bills or joint resolutions (for item veto purposes). Requires the enrollment as part of one separate bill or joint resolution of: (1) all the provisions within the jurisdiction of a subcommittee of the Committee on Appropriations; (2) all the provisions within the jurisdiction of the Committee on Appropriations; (3) all the provisions within the jurisdiction of any other House committee; and (4) all the provisions for which jurisdiction cannot be determined.

Requires a 60 percent majority vote of the Senate and the House of Representatives for passage of a bill or joint resolution making continuing appropriations for a fiscal year. Makes this Act applicable to bills or joint resolutions agreed to by the Congress during the two-calendar-year period beginning with the date of enactment.

Amerasian Homecoming Act - Provides for the admission as an immigrant into the United States (for two years beginning 90 days after enactment of this Act) of an alien residing in Vietnam who: (1) was born in Vietnam after January 1, 1962, and before January 1, 1976, and whose father was a U.S. citizen; or (2) is the spouse, child, or mother, or has acted as the next of kin (with specified limitations) of such an alien. Requires on-site consular interviews in making such determinations. Provides for an eight-month period of visa validity. Provides, with regard to such aliens, for: (1) the waiver of specified exclusionary grounds under the Immigration and Nationality Act; and (2) specified (refugee) assistance under such Act. Directs the Attorney General, in cooperation with the Secretary of State, to submit program reports to the Congress annually for three years.

Anti-Tree Spiking Act - Amends the Federal criminal code to provide criminal penalties for: (1) spiking timber; (2) teaching another to spike timber knowing that such technique will be unlawfully employed; or (3) traveling in interstate or foreign commerce (or using any facility of interstate or foreign commerce) to organize or participate in a violation of this Act. Authorizes the Attorney General to pay for information concerning violations of this Act.

Federal Employees Leave Act of 1987 - Directs the Office of Personnel Management to establish a program under which the annual leave of a Federal employee may be transferred to the annual leave of any other Federal employee if such other employee requires additional leave because of a personal emergency. Describes the requirements for receiving and using transferred leave and for donating annual leave. Requires agencies to establish procedures to ensure that a leave recipient is not permitted to use or receive transferred leave after the personal emergency ceases to exist. Provides for restoring unused transferred leave to leave donors on a prorated basis. Prohibits an employee from being coerced into donating, receiving, or using annual leave under the voluntary leave transfer program. Makes postal employees eligible to participate in such program. Authorizes the exclusion from such program of employees working under negotiated contracts and agencies for which such program would cause substantial disruption. Requires such program to terminate five years after its commencement. Requires the Office of Personnel Management to report to the President and the Congress on the program not later than six months before its termination. Authorizes the Office to establish general guidelines for agencies to conduct experimental programs to determine the desirability and feasibility of providing additional leave as a means of recognizing outstanding performance or other achievements by Federal employees. Terminates such experimental programs five years after the date of enactment of this Act. Requires the Office to report to the President and the Congress on such programs not later than six months after their termination.

Designates the westernmost point of Guam as Point Udall in honor of Morris Udall, a Member of the House of Representatives. Directs the Secretary of the Interior to place and maintain a plaque on Federal land near such point to honor the service and accomplishments of Morris Udall. Authorizes appropriations.

Amends Federal veterans' benefits provisions to direct (current law authorizes) the Administrator of Veterans Affairs to pay travel expenses of certain veterans and their eligible dependents to or from a Veterans Administration facility or other authorized place in connection with rehabilitation, counseling, or medical treatment or care. Defines those veterans entitled to such payment, including: (1) those veterans financially unable to meet such travel costs; and (2) those veterans unable to bear the cost of special transportation necessitated due to a medical disability. Limits such payments in the case of travel by a privately-owned vehicle to the cost of similar public transportation for such travel. Limits such payment to the actual cost incurred for such travel.

Makes permanent the income tax credit for qualified research expenditures by repealing the provisions of the Internal Revenue Code that would terminate such credit for expenses incurred or paid after 1988.

Constitutional Amendment - Provides for the appointment by the Virgin Islands of the United States, American Samoa, Guam, and the Commonwealth of the Northern Mariana Islands of electors of the President and Vice President equal to the whole number of Senators and Representatives in Congress to which such territories would be entitled if they together were a single State, but in no event more electors than the least populous State appoints.

Amends Federal law concerning vessels and seamen to direct the Secretary of the department in which the Coast Guard is operating to establish and collect user fees for the provision of Coast Guard services. Directs the Secretary to promulgate regulations by October 1, 1988, for the enforcement of such fee collection. Outlines the services for which the Secretary is authorized to collect such fees, including vessel inspection, vessel documentation, and licensing of personnel. Places a per-fiscal year ceiling on the amount of fees that can be collected. Establishes for each recreational vessel a fee of $20 per year to be collected by the Secretary. Defines "recreational vessel." Outlines administrative provisions concerning the establishment and collection of all fees authorized under this Act, together with penalties for those required to pay such fees who fail to do so. Provides for the deposit of fees collected under this Act to the operating expenses account of the Coast Guard. Authorizes expenditure of the recreational vessel fee funds only for navigational aids and search and rescue operations.

Employee Educational Assistance Act of 1987 - Amends the Internal Revenue Code to make permanent the income tax exclusion for employee educational assistance programs. (Present law terminates such exclusion as of December 31, 1987.) Requires, for every taxable year beginning after 1988, an annual cost of living adjustment of the maximum excludable amount. Waives the maximum excludable amount for any educational assistance furnished by certain educational institutions to graduate students engaged in teaching or research activities for such organization.

Coal Pipeline Act of 1987 - Amends the Mineral Lands Leasing Act of 1920 to authorize a person who has secured specified water rights under applicable State law to apply to the Secretary of the Interior for certification that it is in the national interest to construct, operate, or extend a coal pipeline. Prescribes guidelines under which the Secretary will make such a certification, including the decision to grant rights-of-way across Federal lands upon such pipeline's request. Conditions such certification upon an applicant's reservation of a specified portion of total pipeline capacity for small, independent producers located in the geographic region served by such pipeline. Makes all Federal and State environmental laws applicable to the issuance or denial of such certification. Outlines the procedures for granting rights-of-way across Federal lands. Proscribes the granting of any right-of-way through lands: (1) designated as wilderness areas; (2) administered as part of the national park system; or (3) which are part of a historic site (unless there is no reasonable alternative and reasonable planning is made to minimize the harm of such site). Prohibits any person or entity (including the United States) from claiming any right or interest in water within any State for a coal pipeline unless such claim takes place under the law of the affected State. Delegates to the States all power regarding water rights for a coal pipeline in spite of any otherwise impermissible burden which may thereby be imposed upon interstate commerce. States that this Act does not: (1) impair the validity of any State law (or interstate compact) regarding any claim to water rights; (2) alter the rights of any State to its apportioned share of water under past or future allocation or interstate compact; (3) affect any Indian water rights; or (4) preempt or otherwise affect any State or Federal law or interstate compact regarding water quality or disposal. Prohibits any State acting under authority of this Act from restricting the movement through such State of water acquired in another State and within a coal pipeline. Authorizes certain persons who have received a certification from the Secretary that it is in the national interest to operate or extend a coal pipeline to acquire rights-of-way through private lands by the power of eminent domain. States this Act shall not be construed to permit any person (including the United States) to acquire any water rights through the power of eminent domain. Prohibits the acquisition of any right-of-way through the power of eminent domain if such right-of-way is upon land which is part of a historic site of national, State, or local significance, unless there is no prudent alternative and reasonable planning is made to minimize harm to such site. Provides for an antitrust review of applications for certification by the Attorney General. Sets forth certification guidelines under which the Secretary shall determine whether construction, operation, or extension of a coal pipeline is in the national interest. Requires each pipeline carrier for which a certification has been issued to provide service on reasonable request. Prohibits such carriers from unreasonably discriminating or refusing to enter into contracts with coal shippers under similar conditions in a contemporaneous period. Requires the Secretary to publish notice of coal pipeline certifications in the Federal Register. States that this Act shall not be construed to modify or preempt the ratemaking authority of any State utility regulatory agency. Requires the Secretary to establish uniform Federal standards for coal pipeline safety. Establishes penalties for failure to comply with such safety standards.

Medicare Catastrophic Illness Coverage Act - Amends part A (Hospital Insurance) of title XVIII (Medicare) of the Social Security Act to remove durational limitations on the coverage of inpatient hospital services. Provides coverage of post-hospital extended care services for up to 100 days each year. (Currently such services are provided for up to 100 days during a "spell of illness".) Requires a beneficiary to pay a deductible for each of the first two inpatient hospital admissions in a year. (Currently an inpatient hospital deductible is required for each "spell of illness.") Eliminates the coinsurance requirement for inpatient hospital services and outpatient hospital extended care services. Amends part B (Supplementary Medical Insurance) of the Medicare program to cover the amount by which a part B enrollee's out-of-pocket expenses exceed $2,000 in 1988, adjusting such ceiling thereafter to reflect changes in total Medicare per capita expenses. Excludes from the computation of a beneficiary's out-of-pocket expenses amounts above the full part B payment to physicians and others who do not accept assignment. Includes in the computation of the part B premium an amount equal to the Secretary of Health and Human Services' estimate of a part B enrollee's share of the benefits and administrative costs which result from this Act's catastrophic care coverage and beneficiary expense ceiling. Provides for the transfer to the Federal Hospital Insurance Trust Fund of part B premium revenues which are attributable to the catastrophic care coverage this Act establishes under part A of the Medicare program.

Amends the National Housing Act to make authority permanent for: (1) title I financial institution insurance for housing renovation and modernization; (2) general mortgage insurance; (3) low and moderate income and displaced families mortgage insurance; (4) mortgage co-insurance, including rental rehabilitation and development projects; (5) mortgage insurance for armed forces' civilian employees and defense housing for impacted areas; (6) mortgage insurance for land development; (7) mortgage insurance for medical and dental group practice facilities; (8) mortgage insurance commitment limitations; and (9) graduated payment and indexed mortgage insurance. Amends the Housing Act of 1964 to make authority permanent for urban rehabilitation loan authority. Amends the Housing Act of 1949 to make authority permanent for: (1) insured loans for rental and cooperative housing and related facilities for elderly persons and families in rural areas; and (2) mutual and self-help housing grant and loan authority. Amends the National Flood Insurance Act of 1986 to make national flood insurance authority, including emergency implementation provisions, permanent.

Broadcast License Renewal Act of 1987 - Amends the Communications Act of 1934 to declare it to be the policy of the United States that, with respect to the grant or renewal of a broadcast license, the licensee has the responsibility to: (1) broadcast material responsive to matters of concern to residents of its service area; and (2) operate in compliance with provisions of such Act and Federal Communications Commission regulations. Directs the Commission to: (1) grant an application for license renewal if the applicant has met such responsibilities in the preceding license term; or (2) deny renewal or grant limited renewal if the applicant failed to meet such responsibilities. Prohibits the Commission, in evaluating a licensee's performance in broadcasting material responsive to matters of public concern, from establishing or applying any requirement with respect to the broadcast of any specific subject or material. Directs the Commission to accept the licensee's judgment if found to be reasonable and made in good faith. Prohibits the Commission, in determining whether to renew a license, from considering whether the public interest, convenience, and necessity might be served by granting a license to a competing applicant. Directs the Commission to conduct an inquiry and prescribe any necessary regulations concerning any additional information that licensees should be required to maintain and make available to the public regarding the licensee's responsibility to broadcast material responsive to matters of public concern. Makes it unlawful for a license applicant and any other person, while a license application is pending, to effectuate an agreement whereby the other person withdraws or withholds an informal objection or a petition to deny in exchange for the payment of any thing of value by, or on behalf of, the applicant.

Expresses the sense of the Congress that the administration should; (1) oppose the establishment of a tax on vegetable and marine fats and oils in the European Community; (2) continue its efforts to ensure that such a tax is not established; and (3) notify the European Community that the United States will view establishment of such a tax as inconsistent with the European Community's obligations under the General Agreement on Tariffs and Trade and as an action that will result in the result in the adoption of strong and immediate countermeasures.

Arctic Coastal Plain Leasing Act of 1987 - Directs the Secretary of the Interior to implement a competitive oil and gas leasing program for the Coastal Plain of the Arctic National Wildlife Refuge. States that this Act shall be considered the primary land management authorization for all exploration and production activities on the Coastal Plain. Provides that no land management review shall be required except as specifically authorized by this Act. Mandates that all receipts from sales, rentals, bonuses, and royalties on leases under this Act be deposited into the Treasury. Directs the Secretary to promulgate regulations to ensure that oil and gas exploration and transportation activities are conducted to achieve the reasonable protection of animal and environmental resources (including subsistence uses of the Coastal Plain). States that the "Arctic National Wildlife Refuge, Alaska, Coastal Plain Resource Assessment," prepared by the Secretary, satisfies all legal requirements for the promulgation of such regulations, and that no further studies or assessments shall be required prior to Federal action. Directs the Secretary to provide impact aid and other assistance to communities on the North Slope and elsewhere in Alaska in order to ensure the public services needed to accommodate oil and gas production and transportation activities on the Coastal Plain.

Amends the Internal Revenue Code to allow a tax-exempt organization all of whose members primarily coach football as full-time employees of four-year colleges or universities to have a pension plan with a qualified cash or deferred arrangement, provided such organization was in existence on September 18, 1986. Requires such a plan to be treated as a multiemployer plan.

Amends Federal veterans' benefits provisions to extend indefinitely (currently ends on June 30, 1988) the required date of entry into the armed forces for eligibility for basic educational assistance entitlement for veterans (both of active-duty and Selected Reserve duty) of the All-Volunteer Force.

Deceptive Mailings Prevention Act of 1987 - Declares as nonmailable matter, matter which constitutes a solicitation by a non-governmental entity: (1) for the purchase of products or services which are provided free of charge or at a lower price by the Federal Government; (2) for the purchase of products or services and contains a seal, insignia, trade or brand name, or any other term or symbol implying Federal Government connection, approval, or endorsement; and (3) for the contribution of funds and contains a seal, insignia, trade or brand name, or any other term implying Federal Government connection, approval, or endorsement. Allows the mailing of such matter if it contains a conspicuous disclaimer that it is not a Government document. Establishes penalties for violations of this Act.

Volunteer Protection Act of 1987 - Prescribes circumstances under which volunteers working for nonprofit organizations or government entities shall be immune from personal civil liability. Requires each State to certify to the Secretary of Health and Human Services before the beginning of each fiscal year (commencing with FY 1989) that it has enacted or has in effect a State law which provides such immunity. Requires the Secretary to reduce by one percent the fiscal year allotment which would otherwise be made to such State to carry out the Social Services Block Grant Program under title XX of the Social Security Act if such law is not in effect.
