Responsible Homeowners Act of 2009 - Requires the Secretary of Housing and Urban Development (HUD), the Assistant Secretary for Housing--Federal Housing Commissioner of HUD, and the Director of the Federal Housing Finance Agency (FHFA) to give increased priority to efforts and activities to detect, identify, reduce, and report fraud in residential mortgage lending. Amends the Internal Revenue Code to grant: (1) individual taxpayers a $5,000 tax credit through June 30, 2010, for refinancing a mortgage on a principal residence located in the United States; (2) mortgage lenders an exclusion from gross income for their share of appreciation from a principal residence subject to a mortgage modification; (3) an exclusion from gross income for income resulting from a discharge of indebtedness under a mortgage modification; (4) a tax credit for up to $15,000 of the purchase price of a principal residence purchased before July 1, 2010, on which the taxpayer makes not less than a 5% downpayment; and (5) an exclusion from gross income of gain on the sale of single-family residential rental property held by a taxpayer for two years or more and rented as a single dwelling unit on a regular basis. Grants civil immunity and legal protections to mortgage servicers who enter into loan modifications, mortgage workouts, or other loss mitigation plans.

Cut the Unnecessary Tab Resolution, or CUT Resolution - Amends Rule XIII (Calendars and Committee Reports) of the Rules of the House of Representatives to prohibit the Committee on Rules from reporting a rule or order that would limit any amendment that would otherwise be in order to a rescission bill. Amends Rule X (Organization of Committees) to require the House Budget Committee, whenever a rescission bill passes the House, to reduce the applicable committee allocations by the total amount of resulting reductions in budget authority and outlays. Amends Rule XIII to require the Majority Leader to introduce a rescission bill by certain dates in each quarter of each session. Makes any motion to discharge the committee from consideration of such a bill privileged 10 legislative days after its introduction, if it was not introduced by one of the deadlines. Makes it out of order to offer any amendment to a rescission bill unless it increases the amount of budget authority to be rescinded. Amends Rule XXI (Restrictions on Certain Bills) to make it out of order to consider any rescission bill, its conference report, or amendment, unless: (1) such bill or conference report is made available to Members and the general public on the Internet for at least 48 hours before its consideration; (2) an amendment to such measure made in order by a rule is available within one hour after the rule is filed; or (3) an amendment under an open rule is made available immediately after being offered in a format searchable and sortable. Requires amendments to rescission bills to be germane.

Consumer Product Safety Solutions Act of 2009 - Amends the Consumer Product Safety Improvement Act of 2008 to apply the limits on lead in children's products and phthalates in any children's toy or child care article: (1) for a limited time, only to items manufactured after a certain date; and (2) thereafter, to all such items regardless of when manufactured. Requires the Consumer Product Safety Commission (CPSC) to issue a rule on related testing methodologies. Allows the CPSC to exclude a specific item from the lead limits if the the CPSC finds that the lead in the item will not result in the absorption of lead into the human body in excess of the limits. (Current law allows the CPSC to so exclude if it will not result in the absorption of any lead into the human body.) Allows a manufacturer to not test for or certify lead or phthalate limit compliance if each component of the product has been tested and certified by the component's manufacturer. Authorizes the CPSC to exempt a product or product category from a current requirement to certify compliance with all rules, bans, standards, or regulations under any Act the CPSC enforces if the requirement is unduly burdensome or cost prohibitive in relationship to the product or product category's risk, or not practical due to the product or product category's intended use. Allows the CPSC to extend the application of, or exempt manufacturers, distributors, or retailers from, any provision of the Act or its amendments if a delay or exemption would better promote public safety and be in the public interest. Requires the CPSC to develop and make available on its website a guide to assist small businesses in complying with any Act enforced by the CPSC.

Constitutional Amendment - States that the liberty of parents to direct the upbringing and education of their children is a fundamental right. States that neither the United States nor any state shall infringe upon this right without demonstrating that its governmental interest as applied to the person is of the highest order and not otherwise served. Provides that no treaty may be adopted nor shall any source of international law be employed to supersede, modify, interpret, or apply to the rights guaranteed by this amendment.

Consumer Rental Purchase Agreement Act - Amends the Consumer Credit Protection Act to prescribe consumer protection guidelines for rental-purchase transactions, including: (1) the determination of rental-purchase cost; (2) disclosure requirements; (3) prohibitions against confessions of judgment, wage assignments, and waiver of consumer claims or defenses; (4) furnishing of statements of account; (5) point-of-rental disclosures; and (6) rental-purchase advertising disclosures. Declares that an action for civil liability may be brought against a merchant's assignee only if the violation is apparent on the face of a rental-purchase agreement to which it relates, including, but not limited to, a disclosure that can be determined to be incomplete or inaccurate from the face of the agreement. Authorizes the Board of Governors of the Federal Reserve System to promulgate implementing regulations. Grants enforcement powers to the Federal Trade Commission and to state attorneys general. Subjects to criminal penalties any willful and knowing violation of the information disclosure requirements of this Act.

Breast Cancer Education and Awareness Requires Learning Young Act of 2009 or EARLY Act - Amends the Public Health Service Act to direct the Secretary of Health and Human Services (HHS), acting through the Director of the Centers for Disease Control and Prevention (CDC), to conduct a national evidence-based education campaign: (1) to increase public awareness regarding the threats posed by breast cancer to young women, including the particular risks faced by certain ethnic and cultural groups; and (2) focusing on awareness of risk factors and achieving early detection through community-centered informational forums, public service advertisements, and media campaigns. Directs the Secretary to award grants to entities to establish national multimedia campaigns that: (1) will encourage young women to be aware of their personal risk factors, strategies for increasing early detection and self awareness, evidence based preventative lifestyle changes, and other appropriate breast cancer early detection and risk reduction strategies; (2) will encourage young women of specific higher-risk populations to talk to their medical practitioners about those risks and methods for appropriate screening and surveillance; and (3) may include advertising through specified media. Requires the Secretary, acting through the Director, to: (1) establish an advisory committee to assist in creating and conducting the public education campaign; (2) conduct an education campaign to increase awareness among health care professionals; and (3) conduct prevention research. Directs the Secretary to award grants to organizations and institutions to provide to young women diagnosed with breast cancer substantive assistance and health information from credible sources on: (1) education and counseling regarding fertility preservation; (2) social, emotional, psychosocial, financial, lifestyle, and caregiver support; (3) familial risk factors; and (4) risk reduction strategies to reduce recurrence or metastasis.

Tracking Registered And Convicted Known (TRACK) Sex Offenders Act - Amends title IV (Grants to States for Aid and Services to Needy Families with Children and for Child-Welfare Services) of the Social Security Act to require the Secretary of Health and Human Services to disclose to the Federal Bureau of Investigation (FBI) information in the National Directory of New Hires to assist in the enforcement of a federal or state law requiring the registration of sex offenders. Authorizes the FBI to disclose such information to state or local law enforcement agencies for purposes of enforcing sex offender registration laws.

Academic Partnerships Lead Us to Success Act or the A PLUS Act - Allows each state to submit to the Secretary of Education a declaration of intent, applicable for up to five years, permitting it to receive federal funds on a consolidated basis that would otherwise be directed toward specific programs furthering the stated purpose of title I (Improving the Academic Achievement of the Disadvantaged) of the Elementary and Secondary Education Act of 1965. Requires each declaration to be formulated by a combination of specified State Authorizing Officials or by referendum, and list the programs for which consolidated funding is requested. Allows states to use such funds for any educational purpose permitted by state law, but requires them to make certain assurances that they will use fiscal control and fund accounting procedures, abide by federal civil rights laws, and advance educational opportunities for the disadvantaged. Allows states to amend their declarations. Requires each declaration state to: (1) inform the public of its student achievement assessment system and report annually on student progress toward the state's proficiency standards, disaggregating performance data by specified student groups; and (2) keep aggregate spending on elementary and secondary education at no less than 90% of such spending for the school year coinciding with this Act's enactment. Limits administrative expenses. Requires consolidated funds to be distributed in a manner that allows for the equitable participation of private schools.

Breast Cancer Patient Protect Act of 2009 - Amends the Employee Retirement Income Security Act of 1974 (ERISA), the Public Health Service Act, and the Internal Revenue Code to require a group health plan that provides medical and surgical benefits to ensure that inpatient (and in the case of a lumpectomy, outpatient) coverage and radiation therapy are provided for breast cancer treatment. Prohibits such a plan from: (1) restricting benefits for any hospital length of stay to less than 48 hours in connection with a mastectomy or breast conserving surgery or 24 hours in connection with a lymph node dissection, insofar as the attending physician, in consultation with the patient, determines such stay to be medically necessary; or (2) requiring that a provider obtain authorization from the plan or issuer for prescribing any such length of stay. Requires such a plan or issuer to: (1) provide notice to each participant and beneficiary regarding the coverage required under this Act; and (2) ensure that coverage is provided for secondary consultations. Prohibits a group health plan from taking specified actions to avoid the requirements of this Act. Applies such requirements to health insurance issuers offering coverage in the individual market. Allows a health insurance issuer that provides individual health insurance coverage to nonrenew or discontinue an individual's coverage based on the intentional concealment of material facts regarding a health condition related to the condition for which coverage is being claimed.

Justice for the Newark College Students Act - Amends the Immigration and Nationality Act to require: (1) the Secretary of Homeland Security (current law refers to the Attorney General) to make investigative resources available to state and local law enforcement agencies to determine whether an individual arrested for a felony or an aggravated felony (current law refers to only an aggravated felony) is unlawfully in the United States; (2) state and local agencies to use such information to determine whether an arrested individual is unlawfully in the United States and to provide the appropriate court with such information; (3) the court to report such case's disposition to the Department of Homeland Security (DHS); and (4) mandatory federal detention of such individuals pending removal, and release only in furtherance of the felony case for which the arrest was made.

Pledge Language is English Declaration and Government Endorsement Act of 2009 - Prohibits state or local educational agencies from requiring or permitting the Pledge of Allegiance or national anthem to be recited or sung in any language other than English in any elementary or secondary school under their jurisdiction. Withholds federal funds from state or local educational agencies that violate such prohibition, unless the funds are specifically appropriated to such agencies after they have been found to be violating the prohibition. Establishes a private right of action for persons injured by violations of such prohibition.

Amends Rule XXVIII (Statutory Limit on Public Debt) of the Rules of the House of Representatives to make it out of order to consider legislation changing the statutory limit on the public debt unless it is entitled "Increasing the statutory limit on the public debt." Prohibits such legislation from: (1) containing any provisions other than that changing the statutory limit on the public debt; and (2) being considered as passed unless so determined by a recorded vote. (Repeals the "Gephardt Rule" providing for mandatory adjustment of the statutory limit on the public debt to conform to a budget resolution.)

Common Sense English Act - Amends the Civil Rights Act of 1964 to declare that, notwithstanding any other equal employment opportunity provisions of the Act, it is not an unlawful employment practice for an employer to require employees to speak English while engaged in work.

Amends the Consumer Product Safety Improvement Act of 2008 to exempt off-highway vehicles from children's product lead limits. Defines "off-highway vehicle" as: (1) any motorized vehicle designed to travel on two, three, or four wheels and having a seat designed to be straddled by the operator and handlebars for steering control; and (2) a snowmobile. Allows the Consumer Product Safety Commission (CPSC) to exempt a specific product or material from the limits if it finds that lead in the product or material will not result in the absorption of lead (under current law, of any lead) into the human body, taking into account normal and reasonably foreseeable use and abuse of the product by a child.

Securing America's Future Economy Commission Act or SAFE Commission Act - Establishes the Securing America's Future Economy (SAFE) Commission to develop legislation designed to address: (1) the unsustainable imbalance between long-term federal spending commitments and projected revenues; (2) increases in net national savings to provide for domestic investment and economic growth; (3) the implications of foreign ownership of federally issued debt instruments; and (4) revision of the budget process to place greater emphasis on long-term fiscal issues. Requires the Commission to: (1) develop one or two methods for estimating the cost of legislation as an alternative to the current Congressional Budget Office (CBO) method; and (2) hold at least one town-hall style public hearing within each federal reserve district. Requires the Commission to submit a legislative proposal to Congress and the President. Authorizes the President to submit to Congress an alternative proposal. Authorizes the Committee on the Budget of either chamber to publish its own alternative proposal in the Congressional Record. Sets forth procedures for consideration of such legislation. Requires CBO to prepare a long-term cost estimate and have it published in the Congressional Record as expeditiously as possible whenever requested to do so by the Commission, the President, or the chairman or ranking minority member of the Committee on the Budget of either chamber.

Stephanie Tubbs Jones Collegiate Housing and Infrastructure Act of 2009 - Amends the Internal Revenue Code to allow tax-exempt charitable or educational organizations to make collegiate housing and infrastructure improvement grants to certain tax-exempt social clubs (e.g., college fraternities and sororities) which apply such grants to their collegiate housing property.

Expresses the sense of the House of Representatives that: (1) the Department of Veterans Affairs (VA) should take full responsibility for financing the health-care benefits earned by veterans with service-connected disabilities; (2) the purchase of supplemental health insurance by a veteran should not be grounds for reducing the federal government's obligation to such veteran; and (3) the VA should not implement policies that discourage disabled veterans from purchasing supplemental health insurance coverage for themselves and their families.

Cell Tax Fairness Act of 2009 - Prohibits states or local governments from imposing any new discriminatory tax on mobile services, mobile service providers, or mobile service property for five years after the enactment of this Act. Defines "new discriminatory tax" as a tax imposed on mobile services, providers, or property that is not generally imposed on other types of services or property, or that is generally imposed at a lower rate.

Home Office Deduction Simplification Act - Amends the Internal Revenue Code to allow a taxpayer who uses a residence to conduct a trade or business a standard tax deduction equal to the lesser of $1,500 or the taxpayer's gross trade or business income derived from the business use of such residence.

No Cost Stimulus Act of 2009 - Deems the Draft Proposed Outer Continental Shelf Oil and Gas Leasing Program 2010-2015 issued by the Secretary of the Interior approved as a final oil and gas leasing program under the Outer Continental Shelf Lands Act (OCSLA). Deems the Secretary to have issued a final environmental impact statement for the program under the National Environmental Policy Act of 1969 (NEPA). Directs the Secretary to conduct a lease sale in each outer Continental Shelf (OCS) planning area for which there is a commercial interest in purchasing federal oil and gas production leases. Authorizes the Secretary to conduct commercial lease sales of federally-owned resources to: (1) produce renewable energy; or (2) cultivate marine organisms in their natural habitat. Amends OCSLA to direct the Secretary to develop: (1) a plan to address streamlining the process of making payments to states; and (2) a procedure to provide expedited funding to projects. Amends the Submerged Lands Act to extend from three geographical miles to 12 nautical miles a coastal state's allowable seaward boundary. Authorizes the leasing of land within the 1002 Coastal Plain Area of Alaska to any person qualified to obtain a lease for deposits of oil and gas under the Mineral Leasing Act. Prescribes procedures for lease sales and grants of leases. Directs the Secretary to administer the leasing program, with respect to Coastal Plain environmental protection, according to the No Significant Adverse Effect Standard. Establishes the Coastal Plain Local Government Impact Aid Assistance Fund to finance local government impact aid and community service assistance. Establishes an Arctic National Wildlife Refuge (ANWR) Alternative Energy Trust Fund. Amends the Oil Shale, Tar Sands, and Other Strategic Unconventional Fuels Act of 2005 to require the Secretary to conduct related lease sales in any state during any period for which there is sufficient support and interest in the state in the development of tar sands and oil shale resources. Amends the Atomic Energy Act of 1954 to repeal the requirement of 30 days' public notice before a hearing on each application for a construction permit for a new new nuclear power plant. Grants the U.S. District Court for the District of Columbia exclusive jurisdiction to hear all causes and claims arising from any covered project of federal land leasing for exploitation of oil, natural gas, or any other source or form of energy. Amends NEPA to require completion and review of environmental impact statements within 270 days after their commencement or the action concerned shall be considered a final agency action with no significant environmental impact. Amends the Clean Air Act to declare that carbon dioxide, methane from agriculture or livestock, or water vapor are not air pollutants. Amends the Endangered Species Act of 1973 (ESA) to require the Secretary concerned, upon the declaration of an emergency by a state governor, for the duration of the emergency, to exempt from the prohibition against taking, and against adverse modification of critical habitat, any action reasonably necessary to avoid or ameliorate the impact of the emergency, including the operation of any water supply or flood control project by a federal agency. Prohibits consideration of the impact of greenhouse gas on any species of fish or wildlife or plant for any purpose in the implementation of the ESA.

Ryan Dant Health Care Opportunity Act of 2009 - Amends title XIX (Medicaid) of the Social Security Act, as amended by the Children's Health Insurance Program Reauthorization Act of 2009, to give states the option to disregard certain income in providing continued Medicaid coverage for certain individuals with extremely high annual lifelong orphan drug costs.

Family Farm Preservation Act of 2009 - Amends the Internal Revenue Code to exclude from gross income gain from the sale or exchange of qualified farmland development rights to a tax-exempt conservation organization. Defines "qualified farmland development rights" as a restriction limiting farmland to use as a farm for farming purposes or for exclusively conservation purposes.

Medicaid Emergency Psychiatric Care Demonstration Project Act of 2009 - Directs the Secretary of Health and Human Services to establish a demonstration project under which a state shall reimburse, under title XIX (Medicaid) of the Social Security Act, a privately owned and operated institution for mental diseases for medical assistance to an eligible individual between ages 21 and 65 who requires it to stabilize an emergency medical condition.

School Food Recovery Act - Amends the Richard B. Russell National School Lunch Act to require schools participating in the school lunch program to donate any excess food under such program to tax-exempt food banks or charitable organizations in their localities.

No Parole for Sex Offenders Act - Requires a state that is receiving funds for certain law enforcement assistance programs under the Omnibus Crime Control and Safe Streets Act of 1968 to put into effect laws and policies that prohibit parole for any individual convicted of a crime against a minor and any sexually violent predator. Grants states three years to implement such laws and policies (with one additional two-year extension for states making good faith efforts at implementation). Renders any state that does not implement such laws and policies within the required period ineligible for 10% of funding for its law enforcement assistance programs.

Iran Sanctions Enabling Act of 2009 - States that it is the policy of the United States to support the decision of state and local governments and educational institutions to divest from, and to prohibit the investment of assets they control in, persons that have investments of more than $20 million in Iran's energy sector. Authorizes a state or local government to adopt and enforce measures to divest its assets from, or prohibit the investment of assets they control in, such persons, including financial institutions which extend them credit to so invest. Amends the Investment Company Act of 1940 to shield any registered investment company from civil, criminal, or administrative action based upon its divesting from, or avoiding investing in, securities issued by such persons. Expresses the sense of Congress that a fiduciary of an employee benefit plan under the Employee Retirement Income Security Act of 1974 (ERISA) may divest plan assets from, or avoid investing plan assets in, a person that has investments of more than $20 million in Iran's energy sector without breaching his or her fiduciary duties under ERISA, if such determination is based on credible information and in accordance with federal law.

Great Ape Protection Act of 2009 - Prohibits: (1) conducting invasive research on great apes; (2) knowingly breeding, possessing, renting, loaning, donating, purchasing, selling, housing, maintaining, leasing, borrowing, transporting, moving, delivering, or receiving a great ape for the purpose of conducting such research; or (3) using federal funds to conduct such research. Defines "invasive research" as research that may cause death, bodily injury, pain, distress, fear, injury, or trauma to great apes, including drug testing or exposure to a substance that may be detrimental to the ape's health or psychological well-being. Requires the Secretary of Health and Human Services (HHS) and other appropriate federal authorities to provide for the permanent retirement of all great apes that are owned or under the control of the federal government and that are being maintained in any facility for the purpose of breeding for, holding for, or conducting invasive research. Sets forth civil penalties for violations of this Act.

Real Help for Homebuyers Act of 2009 - Amends Internal Revenue Code provisions relating to the first-time homebuyer tax credit to: (1) extend such credit to principal residences purchased within one year after the enactment of this Act; (2) increase the amount of such credit to $15,000; (3) extend such credit to all individuals who purchase a principal residence (currently, only first-time homebuyers as so defined); and (4) require as a condition of eligibility for such credit a downpayment of not less than 5% of the purchase price of a principal residence.

First Responders Fighting Terrorism Protection Act of 2009 - Grants qualified immunity from civil liability for a first responder who: (1) takes reasonable action to prevent an act of terrorism; or (2) observes or receives a report of, and takes reasonable action to respond to, any suspicious transaction, activity, or occurrence that indicates that an individual may be engaging, or preparing to engage, in a violation of law relating to a terrorist act. Makes a first responder not entitled to assert the defense of qualified immunity nevertheless immune from civil liability under federal, state, and local law if such responder acted in good faith and on objectively reasonable suspicion. Entitles a first responder found to be immune from liability under this Act to recover from the plaintiff all reasonable costs and attorney fees.

Free Speech Protection Act of 2009 - Allows any U.S. person against whom a lawsuit for defamation is brought in a foreign country on the basis of the content of any speech by that person that has been published, uttered, or otherwise disseminated primarily in the United States to bring an action in a U.S. district court against any person who, or entity which, brought the suit, if the speech at issue in the foreign lawsuit does not constitute defamation under U.S. law. Allows the award of treble damages if it is determined by a preponderance of the evidence that the person or entity bringing the foreign lawsuit intentionally engaged in a scheme to suppress rights under the First Amendment to the Constitution by discouraging publishers or other media from publishing, or by discouraging financial supporters from employing, retaining, or supporting the research, writing, or other speech of an individual.

Fairness in Housing Recovery Act of 2009 - Shields a servicer from liability for entering into a loan modification or loss mitigation plan for certain mortgages pursuant to guidelines issued by the Secretary of the Treasury under the Emergency Economic Stabilization Act of 2008 (EESA), if such servicer acts consistent with the fiduciary duty of servicers of pooled residential mortgages required by the Truth in Lending Act. Amends the National Housing Act to replace the Hope for Homeowners Program with a program for insurance of home ownership retention mortgages. Amends the Department of Housing and Urban Development Act to establish the Office of Housing Counseling Requires the Secretary of Housing and Urban Development (HUD) to provide financial assistance to governmental entities and nonprofit organizations providing home ownership or rental counseling. Requires the Secretary to study and report to Congress on the root causes of default and foreclosure of home loans. Amends the Real Estate Settlement Procedures Act of 1974 to direct the Secretary periodically to prepare a consumer education booklet on real estate settlement practices for federally related mortgage loan applicants. Amends the National Housing Act to prescribe limitations upon participation in origination and mortgagee approval. Establishes Commission on the Foreclosure and Mortgage Lending Crisis to study and report to Congress on the current legal and regulatory framework governing the housing mortgage lending markets and how it contributed to the increased foreclosure rate. Authorizes appropriations to the Attorney General to combat mortgage fraud. Amends the Federal Deposit Insurance Act (FDIA) and the Federal Credit Union Act (FCUA) to increase the maximum deposit insurance and borrowing authorities of the Federal Deposit Insurance Corporation (FDIC) and the National Credit Union Administration (NCUA). Amends the FDIA with respect to systemic risk special assessments. Amends the FCUA to direct the NCUA Board to establish a National Credit Union Share Insurance Fund restoration plan in specified circumstances. Amends the EESA to prohibit the Secretary of the Treasury from making any purchase for which the Secretary receives control-diluting stock. Declares that for a taxpayer who holds an interest in a subsidized residence: (1) the exclusion of gain from sale of principal residence under the Internal Revenue Code shall not apply to any gain from the sale or exchange of such interest, and (2) a specified rate of tax on specified gain shall be twice the rate which would otherwise apply. Amends the Internal Revenue Code to allow a refundable general home buyer credit for residences purchased during 2009 or 2010. Prescribes general conditions for mortgage relief.

Perpetual Purple Heart Stamp Act - Directs the Postmaster General to provide for the issuance of a forever stamp (a stamp that meets first-class postage requirements even if postage rates increase) to honor the sacrifices of the men and women of the Armed Forces who have been awarded the Purple Heart.

Congressional Accountability and Line Item Veto Act of 2009 - Amends the Congressional Budget and Impoundment Control Act of 1974 to authorize the President to propose the repeal of any congressional earmark or the cancellation (line item veto) of any limited tariff benefit or targeted tax benefit. Sets forth requirements for the President's transmittal to Congress of a special message regarding a proposed repeal or cancellation. Dedicates any repeal or cancellation only to deficit reduction or increase of a surplus. Provides for adjustment of: (1) committee allocations resulting from such rescission; and (2) applicable limits, as appropriate, under the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act). Sets forth procedures for expedited congressional consideration of a proposed rescission. Expresses the sense of Congress that no President or any executive branch official should condition the inclusion or exclusion, or threaten to condition the inclusion or exclusion, of any proposed repeal or cancellation in any special message under this Act upon any vote cast or to be cast by any Member of either chamber.

Amends the Internal Revenue Code to allow individual taxpayers who are liable for one or more principal residence mortgage payments which are due in 2008 or 2009 a $5,000 tax credit for making such payments on time. Requires a statement from the mortgage lender that the taxpayer was not delinquent in making any payments.

Welfare Reform Restoration Act of 2009 - Amends title IV part A (Temporary Assistance for Needy Families) (TANF) of the Social Security Act to repeal the Emergency Contingency Fund for State Temporary Assistance for Needy Families Programs (Emergency Fund), as added by the American Recovery and Reinvestment Act of 2009, and eliminate related provisions.

Youth Prevention and Tobacco Harm Reduction Act - Requires the Secretary of Health and Human Services to establish the Tobacco Harm Reduction Center within the Department of Health and Human Services (HHS). Gives the Center's Administrator the authority to regulate tobacco products, including through disclosure, registration, and inspection. Sets forth criteria by which tobacco products are deemed adulterated or misbranded and prohibits the introduction or receipt of any such product in interstate commerce. Prohibits any person from using certain descriptors on packaging or advertising of any cigarette brand style. Allows the Administrator to adopt additional smoking article standards as appropriate to protect the public health. Sets forth provisions governing cigarette tar yield limits. Prohibits the Administrator from: (1) banning specific classes of tobacco products; (2) requiring the reduction of tar or nicotine yields to zero; or (3) establishing a minimum age of sale of smoking articles to any person older than 18. Requires premarket approval of all new tobacco products. Sets forth standards for the sale of modified risk tobacco products. Directs the Administrator to establish the Tobacco Products Scientific Advisory Committee. Revises tobacco product warning labels and advertising requirements. Requires the Administrator to establish standards requiring tobacco product manufacturers to publicly disclose a list of ingredients in each brand style. Directs the Administrator to study and report on illicit trade in tobacco products. Amends the Public Health Service Act to limit substance abuse funds for states that do not have in effect a statute setting forth specific provisions to prevent the sale of tobacco products to minors. Directs the Administrator to establish standards and procedures for ranking tobacco products based on the relative risks of serious or chronic tobacco-related diseases and adverse health conditions. Declares that no provision in this Act shall allow any person to require changes to traditional farming practices.

Amends the Truth in Lending Act to prohibit credit from being extended in any consumer credit transaction in which a security interest will be retained or acquired in property located within the United States which will be used as the consumer's principal residence if such consumer lacks a Social Security account number.
