Illegal Immigration Enforcement and Social Security Protection Act of 2011 - Amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to require inclusion of encrypted machine-readable electronic identification strips on Social Security cards. Requires the Commissioner of Social Security to: (1) develop the strip in a manner that enables employers to access the Employment Eligibility Database (EED) established by this Act; and (2) transmit to the Secretary of Homeland Security (HHS) necessary information from an individual's application for a Social Security card or number for inclusion in the EED. Directs the Secretary to establish and maintain the EED. Requires the EED to include data on the citizenship status and work and residency eligibility of noncitizens authorized to work in the United States. Restricts access to EED information. Prohibits individuals from commencing employment with a U.S. employer absent a Social Security card that meets the requirements of this Act and presentation of such card to the employer. Prohibits employers from hiring individuals absent verification of identity and work authorization. Authorizes the Secretary to: (1) assess penalties against employers who knowingly hire unauthorized workers or fail to comply with verification procedures; and (2) bring civil actions against those who fail to pay assessments or otherwise violate this Act. Establishes criminal penalties for such violations. Requires integration of Border Patrol and Federal Bureau of Investigation (FBI) fingerprint databases. Prohibits this Act from being construed to establish a national identification card.

CLEAR Act of 2011

Clear Law Enforcement for Criminal Alien Removal Act of 2011 or the CLEAR Act of 2011 - States that: (1) state and local law enforcement personnel, in the course of their routine duties, have the inherent authority to investigate, apprehend, or transfer to federal custody aliens in the United States (including interstate transportation of such aliens to detention centers) in order to assist in the enforcement of U.S. immigration laws; and (2) effective two years after enactment of this Act, a state that has in effect a statute, policy, or practice prohibiting such law enforcement assistance shall not receive certain federal incarceration assistance. Provides for the listing of immigration violators in the National Crime Information Center database. Directs states and localities to provide the Secretary of Homeland Security (DHS) with specified information about apprehended aliens who are believed to be in violation of U.S. immigration laws. Provides federal reimbursement for related state and local costs. (States that such provision shall not require state or local enforcement officials to provide DHS with information related to a victim of a crime or witness to a criminal offense.) Directs the Secretary to make grants to states and political subdivisions that enforce immigration laws in the course of their routine law enforcement duties for special equipment and facilities related to arresting, detaining, or transporting illegal aliens. Directs the Secretary to: (1) construct or acquire 20 additional detention facilities for aliens detained pending removal (or a decision on removal); and (2) consider the transfer of military installations under base closure laws for such purposes. Amends the Immigration and Nationality Act regarding illegal aliens apprehended by state or local authorities to provide for: (1) federal custody upon state or local request; and (2) state or local compensation for related incarceration and transportation costs. Directs the Attorney General (DOJ) or the Secretary to ensure that the detention of an alien subject to removal is in an adequate state or local prison, detention center, or other comparable facility prior to his or her removal examination. Directs the Secretary to establish immigration-related training for state and local personnel. Provides: (1) personal liability immunity to the same extent as corresponding federal immunity for state or local personnel enforcing immigration laws within the scope of their duties under this Act; and (2) civil rights money damage immunity for state or local agencies enforcing immigration laws unless their personnel violated criminal law in such enforcement. Continues the institutional removal program (IRP), which shall be expanded to all states. Authorizes state or local detention of an illegal alien after completion of such alien's prison sentence for: (1) up to 14 days to facilitate federal transfer; or (2) until transfer to the U.S. Immigration and Customs Enforcement. Authorizes appropriations for FY2012 and subsequent fiscal years for the state criminal alien assistance program (SCAAP).

Fair Tax Act of 2011

Fair Tax Act of 2011 - Repeals the income tax, employment tax, and estate and gift tax. Redesignates the Internal Revenue Code of 1986 as the Internal Revenue Code of 2011. Imposes a national sales tax on the use or consumption in the United States of taxable property or services. Sets the sales tax rate at 23% in 2013, with adjustments to the rate in subsequent years. Allows exemptions from the tax for property or services purchased for business, export, or investment purposes, and for state government functions. Sets forth rules relating to: (1) the collection and remittance of the sales tax, and (2) credits and refunds. Allows a monthly sales tax rebate for families meeting certain size and income requirements. Grants states the primary authority for the collection of sales tax revenues and the remittance of such revenues to the Treasury. Sets forth administrative provisions relating to: (1) the filing of monthly reports and payments of tax, (2) accounting methods, (3) registration of sellers of goods and services responsible for reporting sales, (4) penalties for noncompliance, and (5) collections, appeals, and taxpayer rights. Directs the Secretary of the Treasury to allocate sales tax revenues among: (1) the general revenue, (2) the old-age and survivors insurance trust fund, (3) the disability insurance trust fund, (4) the hospital insurance trust fund, and (5) the federal supplementary medical insurance trust fund. Prohibits the funding of the Internal Revenue Service (IRS) after FY2015. Establishes in the Department of the Treasury: (1) an Excise Tax Bureau to administer excise taxes not administered by the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), and (2) a Sales Tax Bureau to administer the national sales tax. Terminates the sales tax imposed by this Act if the Sixteenth Amendment to the U.S. Constitution (authorizing an income tax) is not repealed within seven years after the enactment of this Act.

Field EMS Quality, Innovation, and Cost Effectiveness Improvements Act of 2010 - Designates the National Highway Traffic Safety Administration (NHTSA) as the primary federal agency for field emergency medical services (field EMS). Defines "field EMS" as emergency medical services provided to patients prior to or outside a medical facility or other clinical setting.  Requires the Administrator of NHTSA to develop and implement a cohesive national strategy to strengthen the development of field EMS at the federal, state, and local levels. Directs the Administrator to establish: (1) the EQUIP grant program to promote excellence, quality, universal access, innovation, and preparedness in field EMS;  (2) the SPIA grant program to improve field EMS system performance, integration, and accountability; and (3) national guidelines for medical oversight of field EMS.  Authorizes the Administrator to maintain, improve, and expand the National EMS Information System, including the National EMS Database, to insure that database information is available to federal and state policymakers, EMS stakeholders, and researchers. Authorizes the Secretary of Health and Human Services (HHS), acting through the Administrator of the Health Resources and Services Administration, to make grants for the development, availability, and dissemination of field EMS education programs and courses for field EMS personnel. Directs the Secretary to: (1) complete an evaluation of alternative delivery models for medical care through field EMS and the integration of field EMS patients with other medical providers and facilities; and (2) conduct or support up to five demonstration projects to evaluate alternative dispositions of field EMS patients (e.g., transporting such patients by ambulance to alternative medical facilities). Amends title XI (General Provisions) of the Social Security Act to include field EMS as a model for testing by the Center for Medicare and Medicaid Innovation. Amends the Public Health Service Act to require: (1)  the Director of the Center for Quality Improvement and Patient Safety of the Agency for Healthcare Research and Quality to establish a Field EMS Evidence-Based Practice Center to support research to promote the highest quality of emergency medical care in field EMS and the most effective delivery system for such care; and (2) the HHS Secretary to establish an Emergency Care Coordination Center to promote and fund research, collaboration, and preparedness in emergency medicine and trauma health care. Requires the Administrator to establish and administer a National Emergency Medical Services Advisory Council to provide advice and recommendations to federal agencies and a national forum to deliberate on field EMS. Amends the Internal Revenue Code to: (1) establish the Emergency Medical Services Trust Fund; and (2) allow taxpayers to designate a portion of any income tax overpayment and make additional contributions to finance such Fund.

Public Employee Pension Transparency Act - Amends the Internal Revenue Code to deny tax benefits relating to bonds issed by a state or political subdivision during any period in which such state or political subdivision is noncompliant with specified reporting requirements for state or local government employee pension benefit plans. Requires plan sponsors of a state or local government employee pension benefit plan to file with the Secretary of the Treasury an annual report setting forth: (1) a schedule of the funding status of the plan; (2) a schedule of contributions by the plan sponsor for the plan year; (3) alternative projections for each of the next 20 plan years relating to the amount of annual conotributions, the fair market value of plan assets, current liability, the funding percentage, and other matters specified by the Secretary; (4) a statement of the actuarial assumptions used for the plan year; (5) a statement of the number of plan participants who are retired or separated from service and are either receiving benefits or are entitled to future benefits and those who are active under the plan; (6) a statement of the plan's investment returns; (7) a statement of the degree to which unfunded liabilities are expected to be eliminated; and (8) a statement of the amount of pension obligation bonds outstanding. Directs the Secretary  to develop model reporting statements and create and maintain a public website, with searchable capabilities, for purposes of posting plan information required by this Act.

Partnering to Improve Maternity Care Quality Act of 2010 - Amends title XIX (Medicaid) of the Social Security Act (SSA) to direct the Secretary of Health and Human Services (HHS) to develop a maternity care quality measurement program for care provided to childbearing women and newborns for use by: (1) a state in administering a state Medicaid plan or a state child health plan under SSA title XXI (State Children's Health Insurance Program) (CHIP); (2) health insurance issuers and managed care entities contracting with states to administer such plans; and (3) providers of items and services. Directs the Secretary to identify and publish an initial core set of maternity care quality measures for use in data collection and reporting by such entities. Directs the Secretary, acting through the Agency for Healthcare Research and Quality (AHRQ), to enter into grants, contracts, or intergovernmental agreements with qualified measure development entities for the purpose of developing, testing, and validating maternity care quality measures, including eMeasures (for which measurement data will be collected electronically), in areas not adequately covered by the measures identified. Directs the AHRQ, in order to measure the care experiences of childbearing women and newborns, to adapt the Consumer Assessment of Healthcare Providers and Systems program surveys of providers, facilities, and health plans. Directs the Secretary to encourage voluntary and standardized reporting on their performance by clinicians, facilities, accountable care organizations, and health plans. Requires report data to be made available to: (1) patients to use in maternity care decision making; and (2) policymakers and purchasers to assess the quality of maternity care services under Medicaid and CHIP. Prescribes requirements for conversion of endorsed measures for the care of childbearing women and newborns to eMeasures. Directs the Secretary to establish a demonstration project to evaluate the use of alternative Medicaid payment methods. Directs the Secretary to seek to enter an agreement with the Institute of Medicine of the National Academies to identify essential services for childbearing women and newborns.

Amends the Federal Insecticide, Fungicide, and Rodenticide Act to provide that no permit shall be required for: (1) the use of a pesticide that is registered or otherwise authorized for use under such Act; (2) the use of a biological control organism for the prevention, control, or eradication of a plant pest or noxious weed that is in accordance with the Plant Protection Act; or (3) the conduct of any other plant pest, noxious weed, or pest control activity conducted in accordance with the Plant Protection Act.

Authorizes the Corporation to: (1) implement integrated spent nuclear fuel management consistent with federal policy on a self-sustaining basis through the use of a spent nuclear fuel management enterprise that will eliminate the need for federal funding; and (2) assume responsibility for the activities, obligations, and use of resources of the federal government with respect to spent nuclear fuel management. Establishes in the Treasury the United States Nuclear Fuel Management Corporation Fund. Directs the President to appoint a Transition Manager to transfer spent nuclear fuel management obligations, functions, personnel, and funds from the Secretary of Energy to the Corporation. Designates the Corporation the exclusive marketing agent on behalf of the United States for entering into contracts to provide spent nuclear fuel management and related products and services.

No Taxpayer Funding for Abortion Act - Prohibits: (1) the expenditure of funds authorized or appropriated by federal law or funds in any trust fund to which funds are authorized or appropriated by federal law for any abortion or for health benefits coverage that includes coverage of abortion; (2) any tax benefits for amounts paid or incurred for an abortion or for a health benefits plan (including premium assistance) that includes coverage of abortion; and (3) the inclusion of abortion in any health care service furnished by a federal health care facility or by any physician or other individual employed by the federal government. Exempts from such prohibitions an abortion if the pregnancy is the result of rape or incest with a minor, or if the woman suffers from a physical disorder, injury, or illness that would, as certified by a physician, place the women in danger of death unless an abortion is performed, including a life-endangering physical condition caused by or arising from the pregnancy itself. Makes such prohibitions applicable to federal funding within the budget of the District of Columbia. Prohibits federal agencies or programs and states and local governments that receive federal financial assistance from discriminating against any individual or institutional health care entity on the basis that such entity does not provide, pay for, provide coverage of, or refer for abortions. Designates the Office for Civil Rights of the Department of Health and Human Services (HHS) to receive, and coordinate the investigation of, discrimination complaints.
