Eliminating Abusive and Rampant Neglect of Interactive Technologies Act of 2020 or the EARN IT Act of 2020 This bill revises the framework governing the prevention of online sexual exploitation of children. Among other things, the bill does the following: establishes the National Commission on Online Child Sexual Exploitation Prevention; directs the commission to develop best practices for interactive online service providers (e.g., Facebook and Twitter) to prevent the online sexual exploitation of children; requires interactive online service providers to certify compliance with the best practices (or implement other reasonable practices to prevent the online sexual exploitation of children), or else lose liability protections from claims alleging violations of child sexual exploitation laws; and replaces statutory references to child pornography with child sexual abuse material .

Reconciliation in Place Names Act This bill directs the Department of the Interior to establish the Advisory Committee on Reconciliation in Place Names to advise the Board on Geographic Names on renaming geographic features with offensive place names. Generally, an offensive place name is a place name or land unit that recognizes an individual who held racially repugnant views, contains a racial or sexist slur, or is derogatory or otherwise offensive. The board shall accept or reject a recommendation by the committee to rename a geographic feature with an offensive place name within three years of the date on which it receives the recommendation. The board shall approve a recommendation of the committee unless it determines that (1) there is a compelling reason and substantial public interest in rejecting the recommendation; or (2) approving the recommendation would violate federal law. The board shall rename a geographic feature if the board accepts a recommendation by the committee to rename it.

Preventing Future Pandemics Act of 2020 This bill establishes measures to address global public health risks posed by wildlife markets, which are commercial markets that sell or slaughter wildlife for human consumption as food or medicine in communities where alternative nutritional or protein sources are available. Specifically, the bill prohibits importing, exporting, purchasing, or selling live wild animals in the United States for human consumption as food or medicine. The Department of the Interior must hire, train, and deploy at least 50 new U.S. Fish and Wildlife Service law enforcement attachés around the world, and the U.S. Agency for International Development must increase specified activities to address the threats and causes of zoonotic (animal-to-human transmission) disease outbreaks. Additionally, the United States must work with other United Nations member states to urge a global ban on commercial wildlife markets and enforcement of laws to end wildlife trafficking. Further, the President may impose sanctions against a foreign country or foreign nationals that the Department of State has determined are taking certain actions that enable or facilitate commercial wildlife markets. Among other reports required by the bill, the State Department must conduct a study and submit a report that includes an evaluation of (1) the impact that consumption of terrestrial wildlife as food or medicine has on the transmission of novel viral and other pathogens, (2) the role of consuming terrestrial wildlife as food or medicine in the transmission of microbes from animals to humans, and (3) the conditions at live wildlife markets that lead to this transmission.

Frontline Heroes Act This bill establishes temporary programs within the Department of Justice to compensate frontline health care workers or their survivors for disabilities or deaths resulting from COVID-19 (i.e., coronavirus disease 2019). The bill also requires the Centers for Disease Control and Prevention to collect COVID-19 outcome and mortality data for personnel of health care facilities and long-term care facilities and to study the long-term health impacts of COVID-19, including its potential to cause disabilities.

This resolution condemns the performance of unwanted, unnecessary medical procedures on individuals without their informed consent and recognizes the need for additional accountability, oversight, and transparency to protect individuals from such medical procedures while they are in the custody of U.S. Immigration and Customs Enforcement. It also calls on the Department of Homeland Security to fully cooperate with investigations about, and take other actions related to, medical procedures in one of its detention centers.

Human Factors Improvements to the Aircraft Certification Act This bill addresses the integration of human factors into the aircraft certification process. The Federal Aviation Administration (FAA) must (1) evaluate tools and methods to support the integration of human factors into the aircraft certification process of flight deck and flight control systems for transport airplanes, and (2) develop a framework to implement such tools and methods with the objective of improving safety. Additionally, the FAA must develop a human factors education program that addresses the effects of modern flight deck systems, including automated systems, on human performance for transport airplanes and the approaches for better integration of human factors in aircraft design and certification. Each transport airplane manufacturer must (1) provide the FAA with information or findings on flight crew training to ensure it adequately includes consideration of human factors; and (2) identify any technical basis, justification, or rationale for such information and findings.

This bill requires the Department of the Interior and the Department of Agriculture to complete an interagency report on the use of special recreation permits by recreation service providers serving environmental justice communities. The bill defines an environmental justice community as a community with significant representation of communities of color, low-income communities, or tribal and indigenous communities, that experiences, or is at risk of experiencing, higher or more adverse human health or environmental effects than other communities. Interior and USDA (1) shall contact all current or prospective special recreation providers to request a voluntary estimation of how many user days are used by individuals from environmental justice communities; (2) shall request from recreational service providers and interested members of the public any other information that supports the reporting requirements in this bill; and (3) shall not use participation or information provided as a condition in approving or rejecting a special recreation permit.

Protecting Our Democracy Act This bill addresses issues involving (1) abuses of presidential power; (2) checks and balances, accountability, and transparency; and (3) foreign interference in elections. Specifically, regarding abuses of presidential power, the bill requires the Department of Justice (DOJ) and the President to submit to Congress specified materials relating to certain pardons; prohibits self-pardons by the President; suspends the statute of limitations for any federal offense committed by a sitting President or Vice President; prohibits the acceptance of foreign or domestic emoluments, authorizes civil actions by Congress concerning foreign emoluments, and requires the President to make certain disclosures; and sets forth provisions regarding enforcement authority of the Office of Government Ethics and Office of Special Counsel jurisdiction. To address checks and balances, accountability, and transparency, the bill, among other things authorizes specified actions to enforce congressional subpoenas, requires appropriations to be made available for obligation in a timely manner, imposes limits on presidential declarations of emergencies, requires DOJ to maintain a log of communications between it and the White House regarding certain investigations, requires cause for removal of inspectors general, increases whistleblower protections, reauthorizes the Merit Systems Protection Board, and establishes penalties for political appointees who engage in prohibited political activities. To protect against foreign interference in elections, the bill requires federal campaign reporting of foreign contacts, requires federal campaigns to establish a foreign contacts compliance policy, and specifies that foreign donations to political campaigns and candidates of nonpublic information relating to a candidate are prohibited.

Board of Education National Historic Site currently located in Topeka, Kansas, to include additional sites in Clarendon County, South Carolina, and establishes as affiliated areas specified sites in Farmville, Virginia; Wilmington and Hockessin, Delaware; and the District of Columbia.

Future Generations Protection Act This bill prohibits (1) the emission of any greenhouse gas in any quantity from a new electric utility steam generating unit, (2) hydraulic fracturing on all onshore and offshore land in the United States, and (3) exports of domestically produced crude oil and natural gas, with specified exceptions.

FEMA Assistance Relief Act of 2020 This bill modifies the federal cost share of certain emergency assistance relating to COVID-19 (i.e., coronavirus disease 2019). Specifically, the bill provides for (1) a 100% federal cost share of assistance provided under the emergency declaration issued by the President on March 13, 2020, relating to COVID-19 and any subsequent major disaster declaration that supersedes it; and (2) at least a 90% federal cost share of assistance provided for any emergency or major disaster declared by the President from January 1-December 31, 2020. With respect to the emergency declaration issued on March 13, 2020, the President may provide assistance for activities, costs, and purchases of states or local governments or the owners or operators of eligible private nonprofits, including, among other things backfill costs for first responders and other essential employees who are ill or quarantined; increased operating costs for essential government services due to such emergency; costs associated with maintaining alternate care facilities or related facilities currently inactive but related to future needs tied to the ongoing pandemic event; personal protective equipment and other critical supplies and services for first responders and other essential employees; and costs of procuring and distributing food to individuals affected by the pandemic through networks established by state, local, or tribal governments or other organizations.

I Am Vanessa Guillen Act of 2020 This bill addresses the response of the Department of Defense to sex-related offenses committed against members of the Armed Forces, including allowing a member to confidentially allege a complaint of sexual harassment to an individual outside the immediate chain of command of that member.

Bringing Enhanced Treatments and Therapies to ESRD Recipients Kidney Care Act or the BETTER Kidney Care Act This bill requires the Centers for Medicare & Medicaid Services (CMS) to establish a demonstration program for Medicare beneficiaries with end-stage renal disease (ESRD). Under the program, renal dialysis facilities, kidney disease specialists, physician practices, and other health care practitioners may form an organization that partners with certain health care entities to provide integrated care to beneficiaries with ESRD. Such care must include all covered Medicare benefits as well as transition services for transplantations, palliative care, and hospice. Each organization must have a minimum number or percentage of participating beneficiaries (350 or 60% of beneficiaries served at the organization's facilities) and must also comply with certain fiscal, governance, and quality of care requirements. Additionally, the Government Accountability Office must study certain data that is reported to the CMS regarding pediatric dialysis care, as well as the effects of race-based corrections to a specified kidney function test on referrals of ESRD patients for transplant evaluations.

This resolution supports the announcements of (1) the establishment of full diplomatic relations between Israel and the United Arab Emirates and between Israel and Bahrain, and (2) the suspension of Israeli actions to apply sovereignty in parts of the West Bank. Further, it calls on each of these countries to encourage greater people-to-people normalization, and it calls on other Arab and Muslim countries to establish full relations with Israel. It also reaffirms the House of Representatives' support for a negotiated, two-state solution to the Israeli-Palestinian conflict.

Route 66 National Historic Trail Designation Act This bill amends the National Trails System Act to designate a trail of approximately 2,400 miles extending from Chicago, Illinois, to Santa Monica, California, as the Route 66 National Historic Trail. The trail shall be administered by the National Park Service in a manner that respects and maintains its idiosyncratic nature. The Department of the Interior may not use eminent domain or condemnation in carrying out this bill.

National Women's Hall of Fame Commemorative Coin Act of 2020 This bill directs the Department of the Treasury to mint and issue $5 gold coins, $1 silver coins, half-dollar clad coins, and proof silver $1 coins in recognition and celebration of the National Women's Hall of Fame in Seneca Falls, New York. All minted coins shall include a specified surcharge, which shall be paid to the National Women's Hall of Fame Foundation to establish an endowment fund to provide for the long-term financing of the hall's operations.

COVID Community Care Act This bill provides FY2020 supplemental funding for the Department of Health and Human Services and the Indian Health Service to implement programs to prevent and respond to COVID-19 (i.e., coronavirus disease 2019) in medically underserved areas and among tribal populations, respectively. The bill designates the funding as emergency spending, which is exempt from discretionary spending limits.

Science in Blood Donation Act of 2020 This bill requires the Food and Drug Administration (FDA) to revise its guidance on reducing the risk of transmitting by blood transfusion human immunodeficiency virus, hepatitis A, and hepatitis B. Specifically, the FDA shall update its guidance to remove recommendations to not receive blood donations from a man who had sex with another man in the past three months. The FDA shall also remove recommendations to not receive blood donations from a woman who in the last three months had sex with such a man. The FDA's updated guidance shall be based on an individual risk assessment of sexual behaviors that evaluate all donors equally without regard to sexual orientation or gender identity.

Anti-Racism in Public Health Act of 2020 This bill establishes within the Centers for Disease Control and Prevention (CDC) a National Center on Antiracism and Health and a law enforcement violence prevention program. Among other activities, the new center must declare racism a public health crisis, collect and analyze data, and administer research and grant programs to address racism and its impact on health and well-being. Additionally, the bill specifically directs the CDC's National Center for Injury Prevention and Control, in coordination with the Department of Justice and other relevant stakeholders, to carry out the law enforcement violence prevention program by conducting research and supporting other activities pertaining to law enforcement violence and public health.

Dr. Lorna Breen Health Care Provider Protection Act This bill establishes several grant programs and otherwise requires the Department of Health and Human Services (HHS) to take actions to improve mental and behavioral health and prevent burnout among health care providers. Specifically, HHS must award grants to (1) health professions schools, state or local governments, or nonprofits to provide training for health care providers on suicide prevention, other behavioral health issues, and strategies to improve well-being; and (2) health care providers, prioritizing those in COVID-19 (i.e., coronavirus disease 2019) hot spots, to establish or expand programs to promote mental and behavioral health among health care providers involved with COVID-19 response efforts. HHS must also study issues related to, and develop policy recommendations on, preventing burnout and improving mental and behavioral health among health care providers, removing barriers to accessing care and treatment, and identifying strategies to promote resiliency. Additionally, the Centers for Disease Control and Prevention must conduct a campaign to encourage health care providers to seek support and treatment for mental and behavioral health concerns.

Snow Water Supply Forecasting Program Authorization Act This bill establishes the Snow Water Supply Forecasting Program within the Department of the Interior to improve snowpack measurement in particular watersheds. Further, the Bureau of Reclamation must incorporate, to the greatest extent practicable, information from emerging technologies for snowpack measurement when determining water supply forecasts or allocations to federal water contractors.

Justice is Not For Sale Act of 2020 This bill addresses various provisions related to the operation and administration of prisons, detention centers, and other correctional facilities, such as banning for-profit prisons, imposing requirements on financial and communication services available to inmates, and requiring alternatives to detention for family units apprehended under immigration authorities.

Delivering for America Act This bill prohibits the U.S. Postal Service (USPS) from making changes to operations or levels of service from those that were in effect on January 1, 2020. Specifically, the USPS may not, during the period beginning on enactment of this bill and ending on the last day of the COVID-19 (i.e., coronavirus disease 2019) public health emergency or January 1, 2021, whichever is later, implement or approve any change to the operations or the level of service that would impede prompt, reliable, and efficient services, including changes in the nature of services that will generally affect service on a nationwide basis; revisions of service standards; closures or consolidations of post offices or reduction of facility hours; prohibitions on payment of overtime pay to USPS officers or employees; changes that would prevent the USPS from meeting its service standards or that would reduce measurements of performance concerning those standards; changes that would have the effect of delaying mail, allowing non-delivery to a delivery route, or increasing the volume of undelivered mail.

Aviation Manufacturing Jobs Protection Act of 2020 This bill makes available payroll assistance to eligible aviation employers impacted by the COVID-19 (i.e., coronavirus disease 2019) public health emergency. Specifically, aviation employers demonstrating that economic conditions require a permanent reduction or furlough of a portion of their employees may enter into an agreement with the Secretary of the Treasury to receive up to 50% of the amount of base compensation and benefits for the 25% of its employees most at risk of such reduction or furlough, excluding senior executive employees. Assistance under this program is available through April 30, 2022, and Treasury must establish an application process and minimum eligibility requirements for participation in the program not later than 10 days after the enactment of this bill.

Peer Assisted Relief Through Networks of Empathetic Resources and Supports Act of 2020 or the PARTNERS Act This bill directs the Substance Abuse and Mental Health Services Administration (SAMHSA) to establish a network of peer support warmlines. Warmlines are telephone or text-based services, typically staffed by individuals who have experienced mental health conditions, that provide early intervention services, referrals, and other resources to those who are seeking mental health support but are not in crisis. To carry out this program, SAMHSA must award grants or cooperative agreements to establish centers of excellence to operate warmlines through a single, toll-free number in coordination with the National Suicide Prevention Lifeline. SAMHSA must also ensure appropriate geographic distribution of the centers. As a condition of receiving funds, the centers must, among other requirements, ensure that the individuals operating the warmlines are qualified peer support specialists and that they complete relevant training courses. In addition, SAMHSA must establish within 30 days a technical assistance center to disseminate, and enforce the use of, best practices for the operation of warmlines and must provide other support to the centers of excellence. SAMHSA must also enter an agreement with the National Academies of Sciences, Engineering, and Medicine to study best practices for warmlines.

Emergency Family Stabilization Act This bill establishes a competitive grant program within the Administration for Children and Families (ACF) for family stabilization agencies to provide emergency relief to children, youth, and families experiencing homelessness. These agencies include current ACF grantees or subgrantees, tribes and tribal organizations, and other organizations with expertise providing direct services to those experiencing homelessness. Recipients may use grant funds for, among other purposes, personnel costs, personal protective equipment, and other supplies to mitigate the spread of COVID-19 (i.e., coronavirus disease 2019), as well as payments for security deposits and other housing-related needs. Additionally, the ACF must award the grants based on factors including the need for the services in the area served by the agency and specified allocation and prioritization requirements.

Firearms Retailer Code of Conduct Act of 2020 This bill establishes requirements for federal firearms licensees (e.g., gun dealers) and their employees regarding certain business practices, training, and certification. It also prohibits licensees from transferring firearms to certain individuals, including straw purchasers, gun traffickers, intoxicated individuals, or individuals at risk of harming themselves or others.

Polar Bear Cub Survival Act of 2020 This bill prohibits oil and gas activities within one mile of polar bear habitat on the coastal plain of the Arctic National Wildlife Refuge as specified by the bill. Prohibited activities include exploration, development, production, or transportation and other infrastructure activities.

Pandemic Child Hunger Prevention Act This bill revises food and nutrition programs of the Department of Agriculture (USDA) during the COVID-19 (i.e., coronavirus disease 2019) pandemic. USDA must reimburse states at the free rate for meals served by school food authorities in such states during the 2020-2021 school year under the National School Lunch Program and the School Breakfast Program. All children enrolled in a school that participates in such programs are temporarily eligible (without application) to receive free school meals during the 2020-2021 school year. Additionally, such children are certified eligible (without application) for free meals under the (1) summer food service program, (2) child and adult care food program, and (3) meal supplements for children in after-school programs. The bill also sets forth provisions related to the 2021-2022 school year, including provisions regarding (1) calculations to determine the percentage of identified students under the school meal programs, (2) the selection of schools under the fresh fruit and vegetable program, and (3) establishing a price for paid lunches during such school year.

Strengthening Behavioral Health Supports for Schools Act of 2020 This bill establishes the Center for School Behavioral Health Technical Assistance within the Substance Abuse and Mental Health Services Administration to provide technical assistance and training, collect data, support research, and disseminate best practices on evidence-based mental health and substance use disorder services in schools and school systems.

Help Independent Tracks Succeed Act or the HITS Act This bill permits taxpayers to treat as currently deductible expenses the cost of qualified sound recording productions not exceeding $150,000 in a taxable year. The bill defines qualified sound recording production as certain sound recordings produced and recorded in the United States.

Continuing Access to In-Home IVIG Act This bill extends the Medicare Intravenous Immune Globulin (IVIG) Demonstration for an additional two years and expands the maximum number of participating beneficiaries from 4,000 to 6,500. The program provides bundled payments for items and services that are necessary for in-home IVIG administration for certain beneficiaries with primary immune deficiency disease.

Helping Open Properties Endeavor Act of 2020 or the HOPE Act of 2020 This bill establishes an equity facility in the Department of the Treasury to assist commercial mortgage borrowers. Specifically, Treasury must guarantee the purchase by financial institutions of certain equity instruments backed by a commercial mortgage. The bill defines commercial mortgage as a mortgage loan secured by an interest in real property owned for rental income. Borrowers with reduced revenues from their commercial property may qualify for an amount not to exceed 10% of the outstanding amount owed on their commercial mortgage. The bill sets forth eligibility requirements for borrowers, as well as requirements for the equity instruments, including rates, fees, repayment, and the rights of purchasers.

Repairing Existing Public Lands by Adding Necessary Trees Act or the REPLANT Act This bill directs the Department of Agriculture (USDA) annually for each of the 10 years after enactment of this bill to transmit to Congress an estimate of the sums necessary to be appropriated, in addition to the funds available from other sources, to replant and otherwise treat an acreage equal to the acreage to be cut over that year, plus a sufficient portion of the backlog of lands found to be in need of treatment to eliminate the backlog within the 10-year period. After such 10-year period, USDA shall transmit annually to Congress an estimate of the sums necessary to replant and otherwise treat all lands being cut over and maintain planned timber production on all other forested lands in the National Forest System to prevent the development of a backlog of needed work larger than the needed work at the beginning of the fiscal year. Each reforestation activity included in a renewable resource assessment shall be carried out in accordance with applicable Forest Service management practices and definitions, including those contained in a specified amendment and regulations related to silvicultural practices. The Forest Service shall, based on recommendations from regional foresters, create a priority list of reforestation projects that primarily take place on priority land, promote effective reforestation following unplanned events, and may include activities to ensure adequate and appropriate seed availability. USDA shall give priority to projects on the priority list.
