Closing the Meal Gap Act of 2017 This bill amends the Food and Nutrition Act of 2008 to revise the requirements for calculating Supplemental Nutrition Assistance Program (SNAP, formerly known as the food stamp program) benefits. The bill increases the minimum SNAP benefit and requires benefits to be calculated using a low-cost food plan. The Department of Agriculture (USDA) must determine the requirements for the low-cost food plan, which is the diet required to feed a family of four, consisting of: a man and a woman 19-50 years of age, a child 6-8 years of age, and a child 9-11 years of age. USDA must make adjustments to the plan to account for household size, changes in the cost of the diet, and the costs of food in specified areas. The bill revises the amounts authorized for nutrition assistance block grants for Puerto Rico and American Samoa and requires the amounts to be modified based on adjustments to the low-cost food plan. The bill modifies the requirements for calculating household income to determine SNAP eligibility by: (1) authorizing a standard medical expense deduction for households containing an elderly or disabled member, and (2) eliminating the cap on the deduction for excess shelter expenses. The bill exempts from SNAP work requirements able-bodied adults without dependents who are not offered a position in a SNAP Employment and Training Program.

Washington, D.C. Admission Act This bill provides for admission into the United States of the state of Washington, Douglass Commonwealth. The Commonwealth shall be admitted to the Union on an equal footing with the other states. The Mayor of the District of Columbia shall issue a proclamation for the first elections to Congress of two Senators and one Representative of the Commonwealth. The Commonwealth shall consist of all Washington, DC territory as of enactment of this bill, with specified exclusions for federal buildings and monuments. The Commonwealth may not impose taxes on federal property except as Congress permits. The bill applies current DC laws to the Commonwealth and continues pending judicial proceedings. The bill maintains: (1) DC as the seat of the federal government, and (2) the federal government's authority over military lands and specified other property. The bill provides for expedited consideration of a joint resolution repealing the Twenty-Third Amendment to the Constitution (which provides for the appointment of electors for President and Vice President).

No animals may be used in such training after the latter date. DOD shall submit an annual report to Congress regarding the development and implementation of the human-based training methods.

The FDA, within two years, may permit the importation of prescription drugs from other countries. Naismith Memorial Basketball Hall of Fame Commemorative Coin Act This bill directs the Department of the Treasury to mint and issue not more than 50,000 $5 coins, 400,000 $1 coins, and 750,000 half-dollar coins in recognition and celebration of the Naismith Memorial Basketball Hall of Fame. The coins shall be in the shape of a dome, and the design on the common reverse of the coins shall depict a basketball. Treasury shall hold a competition to determine the design of the common obverse of the coins, which shall be emblematic of the game of basketball. The bill requires all sales of such coins to include specified surcharges, which shall be paid by Treasury to the Hall to fund an endowment for increased operations and educational programming.

Protecting the Rights Of Towns against federal Eforcement contrary to Constitutional Tenets for Immigration Act of 2017 or the PROTECT Immigration Act of 2017 This bill amends the Immigration and Nationality Act to provide that the authority to inquire about or verify immigration or citizenship status and to investigate, apprehend, arrest, or detain an individual for a violation of such Act is restricted to immigration officers and authorized employees of the Department of Homeland Security (DHS) and subject to limits set forth in other provisions of law. DHS authority to enter into written agreements with a state or state subdivision to perform immigration-related investigations, apprehensions, or detentions of aliens in the United States is eliminated. The bill exempts from the restriction under this bill DOJ authority to enter into other state and local agreements: (1) in the event of an actual or imminent mass influx of aliens representing urgent circumstances; and (2) with respect to immigration-related detentions in non-federal facilities, including personnel and facilities construction. The bill also exempts from such restriction state and local enforcement authority to arrest and detain certain previously-deported illegal aliens who have been convicted of a felony.

Disclosure of Information on Spending on Campaigns Leads to Open and Secure Elections Act of 2017 or the DISCLOSE 2017 Act This bill amends the Federal Election Campaign Act of 1971 to: revise the definition of "independent expenditure;" expand the period during which certain communications are treated as electioneering communications; require certain organizations making campaign-related disbursements to file a statement with the Federal Election Commission; require campaign-related radio or television communications that are not authorized by a candidate or candidate's political committee to include an individual or organizational disclosure statement, together with other information; repeal the prohibition against political contributions by individuals age 17 or younger; and require certain organizations that submit regular, periodic reports to shareholders, members, or donors to include in each report information regarding campaign-related disbursements . The bill amends the Lobbying Disclosure Act of 1995 to require the semiannual reports on certain election campaign contributions filed with the Senate or the House of Representatives by registered lobbyists (or persons or organizations required to register as lobbyists) to contain: (1) the amount of any independent expenditure of $1,000 or more made by each such person or organization, along with the name of each candidate being supported or opposed and the amount spent supporting or opposing that candidate; and (2) the amount of any electioneering communication of $1,000 or more made by such person or organization, along with the name of the candidate referred to in the communication and whether the communication was in support of or in opposition to the candidate.

Social Security Expansion Act This bill amends title II (Old Age, Survivors and Disability Insurance) of the Social Security Act to: (1) increase the primary insurance amount for all eligible beneficiaries, beginning in 2023; (2) revise computation of cost-of-living adjustments to use the Consumer Price Index for Elderly Consumers; and (3) increase the special minimum primary insurance amount for lifetime low earners based on years in the workforce. This bill amends the Internal Revenue Code to: (1) apply employment and self-employment taxes to remuneration up to the contribution and benefit base and to remuneration in excess of $250,000, and (2) increase the tax rate on investment gain from 3.8% to 10% and allocate specifed amounts of such tax revenue to the Federal Old-Age and Survivors Insurance Trust Fund and the Federal Disability Insurance Trust Fund.

Wildfire Prevention Act of 2017 This bill amends the Robert T. Stafford Disaster Relief and Emergency Assistance Act to authorize the President to provide hazard mitigation assistance in any area affected by a fire for which fire management assistance was provided under such Act, regardless of whether a major disaster is declared. Recipients of hazard mitigation assistance may use such assistance to conduct the following activities to help reduce the risk of future damage, hardship, loss, or suffering in any area affected by a wildfire: reseeding ground cover with quick-growing or native species; mulching with straw or chipped wood; constructing straw, rock, or log dams in small tributaries to prevent flooding; placing logs and other erosion barriers to catch sediment on hill slopes; installing debris traps to modify road and trail drainage mechanisms; modifying or removing culverts to allow drainage to flow freely; adding drainage dips and constructing emergency spillways to keep roads and bridges from washing out during floods; planting grass to prevent the spread of noxious weeds; installing warning signs; establishing defensible space measures; and reducing hazardous fuels. The Federal Emergency Management Agency (FEMA) shall submit to specified congressional committees a report containing a summary of any projects carried out, and any funding provided to those projects, under this bill.

Alice Cogswell and Anne Sullivan Macy Act This bill amends the Individuals with Disabilities Education Act to require a state to identify, evaluate, and provide special education and related services to children who have visual or hearing disabilities (or both) and also are, or may be, classified in another disability category. A state must ensure that it has enough qualified personnel to serve children who have such disabilities and that a full continuum of alternative placements is available to meet the needs of disabled children for special education and related services. The individualized education program for each child that is either (or both) visually or hearing impaired must include specified components and must provide the child with instruction that meets the child's unique learning needs. Similarly, the individualized family service plan for an infant or toddler with a hearing disability must include specified components. A state's closure of a special school serving deaf or blind children shall count as a reduction of its financial support for special education and related services for purposes of the prohibition against reducing state financial support for such services from one fiscal year to the next. The bill also: (1) authorizes grants for training special education personnel, to be used in preparing individuals to become qualified teachers and early intervention specialists for children with hearing disabilities; and (2) establishes within the Department of Education the Anne Sullivan Macy Center on Visual Disability and Educational Excellence to better support students with visual disabilities.

Weekend Voting Act This bill amends the Revised Statutes of the United States to change the timing for regularly scheduled elections for the House of Representatives, Senate, and electors of the President and Vice President to the first Saturday and Sunday after the first Friday in November. Each state shall by law establish the hours of operation for polling places. This bill expresses the sense of Congress that the holding of elections over a weekend should be carried out in a manner which does not interfere with religious practices and should result in cost savings to the taxpayer.

In the case of any child for whom a mental health issue is identified in such initial screening, a comprehensive assessment of the child's mental health must be completed within 60 days after the child's entry into foster care.

Chief Manufacturing Officer Act This bill: (1) expresses the sense of Congress that a well-designed national manufacturing strategy would benefit the U.S. economy, and (2) directs the President to appoint a United States Chief Manufacturing Officer, which shall be a member of the National Economic Council. The Officer's duties shall include developing, by May 1, 2018, a national manufacturing strategy, which shall incorporate: (1) the national strategic plan for advanced manufacturing developed under the America COMPETES Reauthorization Act of 2010, and (2) the strategic plan developed for the Network for Manufacturing Innovation Program under the National Institute of Standards and Technology Act. The Officer shall provide annual updates on progress made toward achieving the objectives of such strategic plan for advanced manufacturing and carrying out the strategy developed under this bill.

Technologies for Energy Security Act of 2017 This bill amends the Internal Revenue Code to extend and modify the tax credits for residential energy efficient property and investments in energy property. The bill modifies the tax credit for residential energy efficient property to extend through 2021 the credits for expenditures for fuel cell property, small wind energy property, and geothermal heat pump property. For each extended credit, the bill phases out the current credit rate of 30% of expenditures by reducing it to 26% or 22%, depending on the date that the property is placed in service. The bill extends the tax credit for investments in energy property for the following property with construction that begins before January 1, 2022: fiber-optic solar energy property, fuel cell property, microturbine property, combined heat and power system property, small wind energy property, and thermal energy property. The bill phases out the current credit rate of 30% for investments in fuel cell property, small wind energy property, and fiber-optic solar energy property by reducing it to 26% or 22%, depending on the date that the property is placed in service.

American Savings Account Act of 2017 This bill amends the Internal Revenue Code to establish a new retirement option for all employees and self-employed individuals to be known as the American Savings Account Fund. This fund operates in a manner similar to the Thrift Savings Fund, which is available to federal employees. The bill establishes an American Savings Account Board of Directors to establish policies for fund investment and management. The board shall select or establish a list of investment funds and options similar to those in the Thrift Savings Fund, among which participants may choose. The board shall establish an American Savings Account Fund Advisory Council to advise the board on matters relating to investment policies. The American Savings Account Fund is tax-exempt and contributions to, or distributions from, it are excludible from gross income.

Payment under each agreement or contract between the VA and a state home must equal 65% of the payment that the VA would otherwise pay to the state home if the veteran were receiving nursing home care.

This bill amends the Immigration and Nationality Act to provide an individual in any removal, exclusion, or deportation proceeding or inspection (excluding primary inspections as defined by Department of Homeland Security policies) with a right to representation (at no expense to the government) by counsel of such individual's choosing, including remote counseling if counsel cannot personally meet with the individual. A person held or detained at a port of entry may not submit a valid Record of Abandonment of Lawful Permanent Resident Status or Withdrawal of Application for Admission if such person has been denied access to counsel. The bill extends the right to be accompanied, represented, and advised by counsel or other qualified representative before a government agency to any person subject to a proceeding, examination, holding, or detention. The holding or detention of individuals at a port of entry or at any holding or detention facility overseen by U.S. Customs and Border Protection or U.S. Immigration and Customs Enforcement shall: (1) be limited to the briefest term and the least restrictive conditions practicable, (2) be consistent with the rationale for such holding or detention; and (3) shall include access to food, water, and rest room facilities.

Title VIII Nursing Workforce Reauthorization Act of 2017 This bill amends the Public Health Service Act to extend through FY2022 support for nursing workforce programs and grants. Eligibility for advanced nursing education grants is expanded to include education programs for clinical nurse leaders and all combined registered nurse and graduate degree programs. (Clinical nurse leaders are advanced generalist clinicians who apply research and coordinate care in order to improve outcomes for patients.) To be eligible for these grants, clinical nurse specialist programs must provide registered nurses with full-time clinical nurse specialist education that qualifies the nurses to provide a full range of care. Programs for loan repayment and scholarships for nurses, loans for nursing faculty, and geriatric care education are extended through FY2022. Grants for increasing nursing workforce diversity are also extended through FY2022. Nurse education, practice, and quality grants are extended through FY2022 and eligibility is expanded to include nurse-managed health clinics. Grants for nursing career ladder programs are expanded to: (1) promote career advancement for individuals to become registered nurses or advanced education nurses; and (2) support internships and residency programs to encourage mentoring and the development of specialties.

Firefighter Cancer Registry Act of 2018

Firefighter Cancer Registry Act of 2017 This bill requires the Centers for Disease Control and Prevention (CDC) to develop and maintain a voluntary registry of firefighters to collect history and occupational information that can be linked to existing data in state cancer registries. The registry must be used to improve monitoring of cancer among firefighters and to collect and publish epidemiological information regarding cancer among firefighters. The CDC should seek to include specified information in the registry, including the number and type of fire incidents attended by an individual. To collect information for the registry, the CDC may incorporate questions into existing public health surveys, questionnaires, and other databases. FAMILY Act

Family and Medical Insurance Leave Act or the FAMILY Act This bill establishes the Office of Paid Family and Medical Leave within the Social Security Administration (SSA). The bill entitles every individual to a family and medical leave insurance (FMLI) benefit payment for each month beginning on the first day of the month in which the individual meets the criteria specified below and ending 365 days later (benefit period), not to exceed 60 qualified caregiving days per period. An individual qualifies for such a benefit payment if such individual: is insured for disability insurance benefits under the Social Security Act at the time an application is filed; has earned income from employment during the 12 months before filing it; and was engaged in qualified caregiving (any activity for which the individual would be entitled to leave under the Family and Medical Leave Act of 1993), or anticipates being so engaged, during the 90-day period before the application is filed or within 30 days after. The bill prescribes a formula for determination of an individual's monthly benefit, as well as for the maximum and minimum amounts. An FMLI benefit payment shall be coordinated with any periodic benefits received under a state or local temporary disability insurance or family leave program. The bill prescribes criteria that make an individual ineligible for an FMLI benefit payment and specifies prohibited acts by an employer and penalties for violations. The bill establishes the Federal Family and Medical Leave Insurance Trust Fund. FMLI benefit payments shall be made only from this fund. No amounts from the Social Security Trust Funds or appropriated to the SSA to administer Social Security programs may be used for FMLI benefits or administration. The bill amends the Internal Revenue Code to impose a tax on every individual and employer, all self-employment income, and every railroad employee, employee representative, or railroad employer to finance the Federal Family and Medical Leave Insurance Trust Fund for FMLI benefits.

Law Enforcement Officers Equity Act This bill expands the definition of "law enforcement officer" under provisions of the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS) to include: (1) federal employees not otherwise covered whose duties include the investigation or apprehension of suspected or convicted criminals and who are authorized to carry a firearm; (2) Internal Revenue Service employees whose duties are primarily the collection of delinquent taxes and the securing of delinquent returns; (3) U.S. Postal Inspection Service employees; (4) Department of Veterans Affairs police officers; and (5) certain U.S. Customs and Border Protection employees who are seized-property specialists with duties relating to custody, management, and disposition of seized and forfeited property. The bill deems service performed by an incumbent law enforcement officer on or after the enactment date of this bill to be service performed as a law enforcement officer for retirement purposes. The past service of such incumbents shall be treated as service performed by a law enforcement officer for retirement purposes only if a written election is submitted to the Office of Personnel Management within five years after the enactment of this bill or before separation from government service, whichever is earlier. An incumbent who makes an election before the enactment of this bill may pay a deposit into the Civil Service Retirement and Disability Fund to cover prior service. A law enforcement officer shall not be subject to mandatory separation during the three-year period beginning on the enactment of this bill.

Pet and Women Safety Act of 2017 This bill amends the federal criminal code to broaden the definition of stalking to include conduct that causes a person to experience a reasonable fear of death or serious bodily injury to his or her pet. Additionally, an interstate violation of a protection order includes interstate travel with the intent to violate a protection order against a pet that is included within the scope of the protection order. The bill specifies the applicable criminal penalty—a prison term of up to five years, a fine, or both—for a person who commits an interstate violation of a protection order against a pet. With respect to a defendant who commits a domestic violence offense or an interstate violation of a protection order, mandatory restitution in the "full amount of victim's losses" includes costs incurred for veterinary services related to the pet. The bill directs the Department of Agriculture to award grants for shelter and housing assistance and support services for domestic violence victims with pets. Finally, it expresses the sense of Congress that states should include, in domestic violence protection orders, protections against violence or threats against a person's pet.

The Department of Homeland Security shall provide such aliens: (1) with provider contact information; and (2) if in detention, with an opportunity to arrange representation by such a provider. The Under Secretary for Science and Technology shall carry out a study on the outcomes for individuals in removal proceedings with legal representation compared to the outcomes for such individuals without legal representation.

Public Land Renewable Energy Development Act of 2017 This bill amends the Energy Policy Act of 2005 to extend through FY2022 the authorization for deposit and use of lease revenues under the Geothermal Steam Act of 1970. Such funds shall be available to the Department of the Interior for FY2017 and afterwards to implement both the Energy Policy Act of 2005 and the Geothermal Steam Act of 1970. Interior shall establish priority areas on covered land (i.e., public land administered by Interior and not excluded under law from the development of geothermal, solar, or wind energy) for geothermal, solar, and wind energy projects. Variance areas shall also be considered for the development of renewable energy projects under this bill, consistent with the principles of multiple use (as defined under the Federal Land Policy and Management Act of 1976). The bill defines "variance area" as covered land that is neither an exclusion area (not suitable for development of renewable energy projects) nor a priority area. Interior shall establish a program to improve federal permit coordination with respect to renewable energy projects carried out on covered land. The bill establishes the Renewable Energy Resource Conservation Fund to make funds available to federal, state, and tribal agencies for distribution in regions in which renewable energy projects are located on federal land for: (1) restoring and protecting fish and wildlife habitat and corridors for affected species and water resources in areas affected by wind, geothermal, or solar energy development; and (2) preserving and improving recreational access to federal land and water in an affected region.
