Protection of Lawful Commerce in Arms Act - Amends the Organic Act to direct the Secretary of Commerce to establish and maintain a list of each person that notifies the Secretary that it is a manufacturer or seller that is: (1) licensed to engage in interstate or foreign commerce of a firearm or ammunition product; or (2) is a trade association representing such manufacturers or sellers. Declares that any lawful conduct carried out by a manufacturer or seller in interstate or foreign commerce of a firearm or ammunition product, or lawful conduct carried out by a trade association in the course of representing such manufacturers or sellers, shall not be the basis for imposing a restriction on such commerce (the award of civil damages, equitable relief, or any other specified limitation) as a result of harm caused by the criminal or other unlawful misuse of such firearm or ammunition product by any other person.

Domestic Spirits Tax Equity Act of 2001 - Amends the Internal Revenue Code to allow a distilled spirits wholesaler a distilled spirits wholesalers credit equal to the product of: (1) the number of cases of bottled distilled spirits which were bottled in the United States and which are purchased by such wholesaler during the taxable year directly from the distiller or importer of such spirits; and (2) the average tax-financing cost per case for the most recent calendar year ending before the beginning of such taxable year.

Amends Federal aviation law with respect to the air traffic control contract program to authorize the Secretary of Transportation to provide grants to an airport sponsor for: (1) the construction or improvement of a nonapproach control tower (effectively eliminating eligibility of Level I air traffic control towers for such grants); and (2) the acquisition and installation of air traffic control equipment to be used in a nonapproach control tower to assist in sustaining or improving the safe and efficient movement of air traffic. Revises eligibility requirements with respect to such grants.

Minor Use and Minor Species Animal Health Act of 2001 - Amends the Federal Food, Drug, and Cosmetic Act to define: "minor species" as animals other than cattle, horses, swine, chickens, turkeys, dogs, and cats; and (2) "minor use" as use on minor species or on other species for a disease or condition that occurs infrequently or in limited geographic areas. Provides for: (1) designation of new animal drugs for minor use; and (2) three-year approval exclusivity. Provides for establishment of an index of unapproved new animal drugs for minor species, and allows marketing of such drugs that evidence no human food safety concern. Authorizes: (1) designation of new animal drugs for minor use or minor species; and (2) grants or contracts for development (and exclusivity) of designated new animal drugs. Modifies new animal drug approval requirements. Amends the Internal Revenue Code to allow a business research tax credit (not applicable to grant or contract funds) for minor use qualified safety and effectiveness testing expenses. Directs the Secretary of Health and Human Services to establish within the Food and Drug Administration an Office of Minor Use and Minor Species Animal Drug Development.

Good Samaritan Volunteer Firefighter Assistance Act of 2001 - Provides that neither a person (including any other entity) who donates re-certified fire control or fire rescue equipment, nor a State or local agency that administers the distribution of such equipment, shall be liable for personal injuries, property damage, or death proximately caused after the donation by a defect in such equipment. Waives such liability protection if: (1) the person's or agency's act or omission causing the injury, damage, or loss constitutes malice, gross negligence, recklessness, or intentional misconduct; or (2) the person or agency is the manufacturer of such equipment.

Veterans Medicare Reimbursement Demonstration Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) to authorize the Secretaries of Health and Human Services (HHS) and of Veterans Affairs (VA) to establish a Medicare subvention demonstration project under which the HHS Secretary, acting under a coordinated care health plan model, shall reimburse the VA Secretary from the Federal Hospital Insurance Trust Fund and the Federal Supplementary Medical Insurance Trust Fund for Medicare health care services furnished to targeted Medicare-eligible veterans who volunteer for such project. Requires the demonstration project to be conducted at up to ten sites jointly designated by the Secretaries. Directs the VA Secretary to establish and operate coordinated care health plans to provide benefits to the targeted veterans enrolled in the project.

Clean Diesel Fuel Provider Relief Act - Amends the Clean Air Act to prohibit, after September 1, 2006, the manufacture or introduction into commerce of motor vehicle diesel fuel that contains a concentration of sulfur exceeding 15 parts per million or fails to meet a cetane minimum index of 40 and a maximum aromatic content of 35 volume percent.

National Mathematics and Science Partnerships Act - Requires the Director of the National Science Foundation (NSF) to establish the following programs of grants to institutions of higher education (or, in some cases, eligible nonprofit institutions), in support of activities relating to elementary and secondary school mathematics and science teaching and education: (1) Mathematics and Science Education Partnerships with local educational agencies; (2) Teacher Research Scholarships in mathematics, science, and engineering; (3) establishment of four multidisciplinary Centers for Research on Learning and Education Improvement; and (4) Robert Noyce Scholarships for teacher recruitment and training, with recipient service commitments. Requires the Director of NSF to establish a program to expand the National Science, Mathematics, Engineering, and Technology Education Digital Library program to enable timely and continuous dissemination of elementary and secondary science, math, engineering, and technology educational resources, materials, practices, and policies through the Internet and other digital technologies. Requires the Director of the Office of Science and Technology to convene a conference on improving kindergarten-through-12th grade science, mathematics, and technology education. Requires the Director of NSF to ensure that any NSF program that awards grants for the establishment of research centers at institutions of higher education after the date of the enactment of this Act: (1) requires every center to offer programs for elementary and secondary mathematics and science teachers and students to increase their understanding of the field in which the center specializes; and (2) uses the quality of a center's proposed precollege education programs as a criterion in determining grant awards.

Hydroelectric Licensing and Incentives Act of 2001 - Amends the Federal Power Act to prescribe procedural guidelines for the consideration of hydroelectric power licensing by Federal agencies and the Secretaries of the Interior and of Commerce. Instructs the Secretary of Energy to make incentive payments: (1) for a period of ten fiscal years to the owner or operator of electric energy generated and sold by a qualified hydroelectric facility; and (2) to the owner or operator of hydroelectric facilities at existing dams for capital improvements directly related to specified facility efficiency improvements. Amends the Public Utility Regulatory Policies Act of 1978 to redefine "an existing dam" for purposes of small hydroelectric power projects as one whose construction was completed on or before May 16, 2001 (currently, on or before April 20, 1977). Instructs the Secretary of Energy to study and report to certain congressional committees on cost-effective opportunities to increase hydropower generation at existing federally-owned or operated water regulation, storage, and conveyance facilities.

Energy Efficiency and Conservation Incentives Act of 2001 - Amends the Internal Revenue Code to allow as a deduction: (1) an amount equal to $30 for each qualified energy management device originally placed in service during the taxable year; and (2) for each qualified retrofitted meter originally placed in service during the taxable year, an amount equal to the lesser of $30 or the adjusted basis of such meter.

Women's Health Office Act of 2001 - Amends the Public Health Service Act to establish: (1) within the Office of the Secretary of Health and Human Services an Office on Women's Health (2) within the Office of the Director of the Centers for Disease Control and Prevention an office to be known as the Office of Women's Health; and (3) establish within the Office of the Director of the Agency for Healthcare Research and Quality an office to be known as the Office of Women's Health. Amends the Social Security Act to establish within the Office of the Administrator of the Health Resources and Services Administration an office to be known as the Office of Women's Health. Amends the Federal Food, Drug, and Cosmetic Act to establish within the Office of the Commissioner of the Food and Drug Administration an office to be known as the Office of Women's Health.

Fusion Energy Sciences Act of 2001 - Instructs the Secretary of Energy to: (1) develop a plan for U.S. construction of a magnetic fusion burning plasma experiment; (2) request a plan review by the National Academy of Sciences and transmit the plan and review to Congress; and (3) develop and transmit to Congress a plan for the Fusion Energy Sciences Program and for the magnetic fusion burning plasma experiment. Authorizes the Secretary to develop a plan for U.S. participation in an international burning plasma experiment: (1) whose construction is highly likely; and (2) where Federal participation is cost effective relative to the cost and scientific benefits of a domestic experiment.

Kidney Patient Daily Dialysis Quality Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act to direct the Secretary of Health and Human Services to publish final regulations for equivalent per treatment prospective payment rates for more frequent hemodialysis treatments furnished to qualified individuals at home and in a facility (composite Method I and Method II Cap rates).

Consumer Rental Purchase Agreement Act - Amends the Consumer Credit Protection Act to prescribe guidelines for rental-purchase transactions, including: (1) the determination of rental-purchase cost; (2) disclosure requirements; (3) proscriptions against confessions of judgment, wage assignments, and waiver of consumer claims or defenses; (4) furnishing of statements of account; (5) point-of-rental disclosures; and (6) rental-purchase advertising disclosures. Authorizes the Board of Governors of the Federal Reserve System to promulgate implementing regulations. Provides for Federal and State enforcement of this Act.

Community Forestry and Agriculture Conservation Act of 2001 - Amends the Internal Revenue Code to treat a bond issued to acquire land together with any renewable resources associated with the land on land subject to a conservation restriction as a tax-exempt (qualified 501(c)(3)) bond if the revenues from are used in a manner consistent with the charitable purpose.

George McGovern-Robert Dole International Food for Education and Child Nutrition Act of 2001 - Directs the Secretary of Agriculture, using specified authority under the Agricultural Act of 1949, to provide eligible commodities and financial and technical assistance to establish and expand overseas preschool and school feeding programs, and maternal, infant, and child nutrition programs. Urges the President to engage multilateral and private sector involvement.

Hydropower Capacity Improvement Act - Amends the Internal Revenue Code to allow: (1) a tax credit through tax year 2011 for incremental hydropower for additional generating capacity and increased efficiency at existing dams licensed by the Federal Energy Regulatory Commission; and (2) such credit for public utilities, certain organizations, and States, possessions, and Indian tribal governments. Permits credit assignment.

Indian Health Care Improvement Act Amendments of 2001 - Amends the Indian Health Care Improvement Act to revise requirements for health care programs and services for Indians, Indian tribes, tribal organizations, and urban Indian organizations. Makes permanent (currently a demonstration project) a program under which an Indian tribe or tribal organization may directly bill and receive reimbursement for health care services provided for which payment is made under Medicare, Medicaid, a State's children's insurance health plan approved under title XXI (Children's Health Insurance) of the Social Security Act, or from any other third-party payor. Replaces the Urban Health Programs Branch with an Office for Urban Indian Health. Directs the Secretary, acting through the Indian Health Service and Indian tribes and tribal organizations, to consolidate certain existing programs into a new program of comprehensive behavioral health, prevention, treatment, and aftercare for Indian tribes. Establishes the National Bi-Partisan Indian Health Care Entitlement Commission to: (1) establish a Study Committee to study the extent of Indian health services needs; (2) review and analyze the Study Committee's report; and (3) make recommendations to Congress for providing health services for Indians as an entitlement.

Human Cloning Prohibition Act of 2001 - Prohibits any person or entity, in or affecting interstate commerce, from: (1) performing or attempting to perform human cloning; (2) participating in such an attempt; (3) shipping or receiving the product of human cloning; or (4) importing such a product. Expresses the sense of Congress that: (1) the Federal Government should advocate for and join an international effort to prohibit human cloning; and (2) the President should commission a study by the National Bioethics Advisory Commission or a successor group of the arguments for and against the use of cloning to produce human embryos solely for research.

Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) mandate a single national average standardized payment amount for inpatient hospital services furnished, regardless of whether in an urban or non-urban area, under the Medicare prospective payment system (PPS) for discharges occurring in FY 2002 and thereafter; and (2) establish a minimum factor of .925 as a floor for area wage adjustment factors used under the PPS for inpatient and outpatient hospital services.

Reforestation Tax Act of 2001 - Amends the Internal Revenue Code to allow a deduction to a taxpayer who has a qualified timber gain in an amount equal to the qualified percentage of such gain. Decreases the amortization period for reforestation expenditures.

Federal Prison Industries Competition in Contracting Act of 2001 - Amends the Federal criminal code to replace provisions regarding the purchase of prison-made products by Federal departments with provisions establishing a Government-wide procurement policy relating to purchases from Federal Prison Industries (FPI) which shall generally require the use of competitive procedures. Requires FPI to comply with Federal occupational, health, and safety standards regarding its industrial operations. Requires that an analysis of the probable impact of a proposed expansion of inmate-work activities by FPI on private sector firms and their non-inmate workers be made whenever FPI proposes to authorize the sale of a new specific product or service or to expand production of a current product or service. Provides for inmate wages and deductions. Amends the Federal judicial code regarding the Department of Justice Assets Forfeiture Fund to authorize payments to the Bureau of Prisons exclusively for the purpose of providing additional vocational and remedial educational training for inmates. Amends the Federal criminal code to require that not less than 20 percent of the gross profits of the corporation at the end of each fiscal year be allocated to fund vocational training for inmates. Requires the Director of the Bureau to afford to inmates opportunities to participate in programs and activities designed to help prepare such inmates to obtain employment upon release. Authorizes FPI to: (1) locate more than one workshop at a Federal correctional facility; and (2) operate a workshop outside of a correctional facility if all of participating inmates are minimum security inmates.

Eliminate Colorectal Cancer Act of 2001 - Amends the Public Health Service Act and the Employee Retirement Income Security Act of 1974 to require coverage of colorectal cancer screening according to certain guidelines by a group health plan, a health insurance issuer offering group health insurance coverage, and a health insurance issuer in the individual market. Directs the Secretaries of Labor and of Health and Human Services to ensure coordination in the implementation and enforcement of this Act.

Citizen Legislature and Political Freedom Act - Amends the Federal Election Campaign Act of 1971(FECA) to terminate limitations on Federal election campaign contributions after 2002. Amends the Internal Revenue Code to terminate after December 31, 2001, the designation of income tax payments to the Presidential Election Campaign Fund. Terminates the Fund itself and the Presidential Primary Matching Payment Account after December 31, 2002, and transfers any amounts remaining in the Fund to the general fund of the Treasury. Amends FECA, in the case of a political committee of a national political party, to require reports of all funds transferred to any political committee of a State or local political party, without regard to whether or not the funds are otherwise treated as contributions or expenditures under such Act (soft money). Requires any political committee of a State or local political party to file with the Federal Election Commission (FEC) a copy of any report on disbursements it is required under a State or local law, rule, or regulation to submit to the State or local government. Revises current deadlines for notification of contributions by a campaign committee. Declares that the "best efforts" exception to noncompliance with FECA shall not apply with respect to information regarding the identification of any contributor of more than $200 in the aggregate during a calendar year (thus requiring strict observance of reporting deadlines for all such contributions). Provides that, except with the separate, prior, written, voluntary authorization of each individual involved, it shall be unlawful for described labor organizations to collect from or to assess its members or nonmembers any dues, initiation fee, or other payment if any part of it will be used for political activity in which the labor organization is engaged. Changes the name of the FEC to the Federal Campaign Regulation Commission.

Harmful Nonnative Weed Control Act of 2001- Directs the Secretary of the Interior to establish a program to provide financial assistance through States to eligible weed management entities to control or eradicate harmful, nonnative weeds on public and private land. Requires the allocation of certain funds to States and Indian tribes to carry out projects approved by States and Indian tribes for such purposes. Reserves five percent of such funds for allocation to Indian tribes. Prohibits such assistance from being used to carry out projects to control or eradicate submerged or floating aquatic noxious weeds or animal pests. Allows an Indian tribe, if the funds allocated to tribes are not sufficient to provide such assistance to each weed management entity of a tribe, to seek additional funding by participating as a local stakeholder in the establishment of such an entity. Permits any activity involving real property to be carried out only with the consent of the landowner.

Second Amendment Rights Protection Act of 2001 - Amends the Brady Handgun Violence Prevention Act to prohibit the use of appropriated funds for: (1) any system to implement the Act that does not require and result in the immediate destruction of all information submitted by or on behalf of any person who has been determined not to be prohibited from owning a firearm; and (2) the implementation or collection of any tax or fee by any Federal officer, agent, or employee, or by any State or local officer or agent acting on behalf of the United States, in connection with such implementation. Authorizes any person aggrieved by a violation of this Act to bring an action in Federal district court and, if successful, to receive damages, punitive damages, and such other remedies as the court may determine to be appropriate, including a reasonable attorney's fee.

Native American Breast and Cervical Cancer Treatment Technical Amendment Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act and Federal law commonly known as the Benefits Improvement and Protection Act to ensure that Indian women with breast or cervical cancer, who are eligible for health services provided under a medical care program of the Indian Health Service or of a tribal organization, are included in the optional Medicaid eligibility category of breast or cervical cancer patients added by the Breast and Cervical Cancer Prevention and Treatment Act of 2000.

Military Overseas Voter Empowerment Act of 2001 - Amends the Soldiers' and Sailors' Civil Relief Act of 1940 to provide that, for purposes of voting for a Federal or State office, a person who is absent from a State in compliance with military or naval orders shall not, solely by reason of that absence be deemed to have: (1) lost a residence or domicile in that State, without regard to whether or not the person intends to return to that State; (2) acquired a residence or domicile in any other State; or (3) become a resident in or a resident of any other State. Amends the Uniformed and Overseas Citizens Absentee Voting Act to provide for: (1) extension of registration and balloting rights for absent uniformed services voters to State and local elections; (2) treatment of applications and absentee ballots submitted by absent uniformed services voters; and (3) coverage of recently separated uniformed services voters as absent uniformed services voters. Directs the Secretary of Defense to carry out a demonstration project under which absent uniformed services voters are permitted to cast ballots in the regularly scheduled general election for Federal office for November 2002 through an electronic voting system.

Backcountry Landing Strip Access Act - Prohibits either the Secretary of the Interior or the Secretary of Agriculture from taking any action which would permanently close or render or declare as unserviceable any aircraft landing strip located on Federal land under the respective jurisdiction, unless: (1) the head of the aviation department of each State in which the aircraft landing strip is located has approved such action; (2) notice of the proposed action has been published in the Federal Register; (3) a 90-day public comment period on the action has been provided; and (4) any comments received during the comment period have been taken into consideration by the Secretaries, as the case may be, and the appropriate State aviation department heads. Directs the Secretaries to: (1) adopt a nationwide policy for governing backcountry aviation issues related to the management of Federal land under their jurisdiction; and (2) require regional managers to adhere to it. Declares that a policy affecting air access to an aircraft landing strip located on Federal land (including any national policy required under this Act) shall not take effect unless certain conditions are met, including its statement that the FAA has the sole authority to control aviation and airspace over the United States.

Insulin-Free World Medicare Pancreas Transplantation Coverage Act of 2001 - Requires any medically necessary pancreas transplantation procedure to be a covered benefit under title XVIII (Medicare) of the Social Security Act, whether or not such procedure is done in conjunction with another organ transplantation procedure that is a covered Medicare benefit.

21st Century Montgomery GI Bill Enhancement Act - Increases, for FY 2002 through 2004, the rates of veterans' basic educational assistance. Prohibits any rate increase during such period based on adjustments to the Consumer Price Index.

Motor Vehicle Franchise Contract Arbitration Fairness Act of 2001 - Provides that whenever a motor vehicle franchise contract provides for the use of arbitration to resolve a controversy arising out of or relating to the contract, arbitration may be used to settle the controversy only if both parties consent in writing after such controversy arises. Requires the arbitrator to provide the parties with a written explanation of the factual and legal basis for the award.

Small Business and Financial Institutions Tax Relief Act of 2001 - Amends the Internal Revenue Code, with respect to S corporations, to, among other things: (1) permit a trust constituting an individual retirement account as an S corporation bank shareholder; (2) exclude certain investment income from the definition of passive income for an S corporation bank; (3) increase the maximum number of shareholders a small business organization may have to be eligible to elect S corporation treatment; (4) state that stock held by a bank director as required by banking regulations (director qualifying stock) shall not be considered a disqualifying second class of S corporation stock; (5) direct the Secretary of the Treasury to modify a certain regulation to permit an S corporation bank to treat certain bad debt deductions as built-in losses during the entire period during which the bank recognized built-in gains from changing its accounting method for recognizing bad debts from the reserve method to the charge-off method; (6) include all banks within the three-year deduction preference rule; (7) reduce from 100 percent to 90 percent the percentage of shares held by shareholders necessary for consent to election by a small business organization to be an S corporation; (8) revise exceptions to the criteria for the treatment of certain wholly owned subchapter S subsidiaries with reference to required information returns; and (9) permit S corporations to make charitable contributions of inventory and scientific property.

Amends the Internal Revenue Code to allow, through December 31, 2006, a limited credit for energy-efficient building property. Defines such property as a stationary fuel cell power plant that: (1) generates electricity using an electrochemical process; and (2) has an electricity-only generation efficiency greater than 30 percent. Allows, through December 31, 2006, a credit to an individual for nonbusiness energy-efficient building property expenditures.

Community Savings and Investment Act of 2001 - Amends the Internal Revenue Code to: (1) establish a separate tax rate for a qualified community lender; and (2) permit the exclusion from gross income of distressed community banking income.

Ninth Circuit Court of Appeals Reorganization Act of 2001 - Divides the current U.S. Court of Appeals for the ninth circuit into: (1) the ninth circuit, composed of Arizona, California, and Nevada, consisting of 20 judges, and holding regular sessions in San Francisco and Los Angeles; and (2) the twelfth circuit, composed of Alaska, Guam, Hawaii, Idaho, Montana, Northern Mariana Islands, Oregon, and Washington, consisting of eight judges, and holding regular sessions in Portland and Seattle. Assigns circuit judges of the former ninth circuit to either of the two new circuits based upon their official station, with senior judges permitted election of assignment.
