Protection for Reservation Occupants against Trafficking and Evasive Communications Today Act of 2025 or the PROTECT Act of 2025 This bill expands special tribal criminal jurisdiction (STCJ) to include certain controlled substance-related offenses and firearms offenses. It also allows tribal courts to execute warrants for electronic material. STCJ allows participating tribes to investigate, prosecute, convict, and sentence both Indian and non-Indian offenders who commit covered crimes in Indian country against Indian victims. Covered crimes currently include assault of tribal justice personnel, child violence, dating violence, domestic violence, obstruction of justice, sexual violence, sex trafficking, stalking, and a violation of a protection order. The bill expands STCJ to allow participating tribes to prosecute individuals for controlled substance-related offenses (i.e., drug trafficking, unlawful drug possession, or unlawful possession of drug paraphernalia) and firearms offenses (i.e., use or possession of a firearm in furtherance of a covered crime or by a person who has been convicted of domestic violence). Additionally, the bill allows participating tribes to exercise STCJ over a controlled substance-related offense or a firearms offense if neither the defendant nor the alleged victim is an Indian. (Currently, this exception only applies in cases of obstruction of justice or assault of tribal justice personnel.) The bill allows offenders convicted pursuant to STCJ to be incarcerated through the Bureau of Prisons Tribal Prisoner Program. The bill gives tribal courts the same authority as state courts to compel service providers to disclose stored electronic communication information through court-issued warrants, court orders, or administrative subpoenas.

This bill authorizes the Department of Agriculture to waive the matching funds requirement for grants under the Specialty Crop Research Initiative. Currently, entities that receive grants under the initiative must provide nonfederal matching funds (including funds from an agricultural promotion, research, and information program) equal to not less than the amount of the grant.

Improving Seniors' Timely Access to Care Act of 2025 This bill establishes several requirements and standards relating to prior authorization processes under Medicare Advantage (MA) plans. Specifically, MA plans must (1) establish an electronic prior authorization program that meets specified standards; (2) annually submit to the CMS for publication specified prior authorization information, including the percentage of requests approved and the average response time; and (3) meet other standards, as set by the Centers for Medicare & Medicaid Services (CMS), relating to the quality and timeliness of prior authorization determinations. The CMS and the Office of the National Coordinator for Health Information Technology must publish on the CMS' website a report that analyzes the information received from MA plans, the feasibility of implementing real-time decision making with respect to prior authorization requests, and the impact of decisions that are made using artificial intelligence on patient access.

Accelerating the Growth of Rural Innovation and Tourism Opportunities to Uphold Rural Industries and Sustainable Marketplaces Act or the AGRITOURISM Act This bill establishes an Office of Agritourism within the Department of Agriculture to encourage and promote agritourism activities and businesses in each state. Under the bill, agritourism activities and agritourism businesses include educational experiences, outdoor recreation, entertainment and special events, direct sales, and accommodations.

Certainty for Our Energy Future Act This bill terminates federal tax credits for certain investments in and the production of electricity using wind and solar energy. The bill also prohibits certain entities connected with China, Russia, Iran, or North Korea from claiming various energy-related federal tax incentives. The bill terminates the federal clean electricity investment tax credit and the federal clean electricity production tax credit for investments in and electricity produced by a facility (1) used to generate electricity using wind or solar energy, and (2) for which construction begins after 2030. The bill also prohibits an entity that is created or organized under the laws of or controlled by the government of China, Russia, Iran, or North Korea, or an entity controlled by one or more of such entities, from claiming the federal tax credits for alternative fuel vehicle refueling property, second-generation biofuel, biodiesel fuel, sustainable aviation fuel, renewable electricity production, carbon sequestration, zero-emission nuclear power production, clean hydrogen production, clean commercial vehicles, advanced manufacturing production, clean electricity production, clean fuel production, investments in energy property, advanced energy projects, clean electricity investment, biodiesel mixtures, alternative fuel, or alternative fuel mixtures. Further, such entities are prohibited from claiming the federal tax deduction for energy efficient improvements to commercial buildings. Finally, such entities are not entitled to a credit or refund of federal excise taxes paid on biodiesel, alternative fuel, or sustainable aviation fuel mixtures produced by the entities.

Farm Workforce Modernization Act of 2025 This bill establishes a new certified agricultural worker (CAW) visa status for foreign farmworkers, heightens requirements under the current H-2A temporary worker program, and provides for mandatory employment eligibility verification for the agricultural workforce. The Department of Homeland Security (DHS) may grant CAW status to an applying non-U.S. national ( alien under federal law) who meets certain requirements, such as hours worked in agricultural labor during a specified time period and having a continuous presence in the United States. The bill establishes a path to lawful permanent resident status for those with CAW status. CAW status shall be valid for 5.5 years and may be extended. The applicant's spouse or children may receive CAW dependent status. A CAW applicant may not be detained or removed by DHS and shall be authorized for employment until DHS makes a final decision on the application. The bill also modifies the H-2A visa program, which allows employers to hire foreign workers for temporary or seasonal agricultural work. The changes include (1) requiring H-2A employers to guarantee certain minimum work hours, and (2) making the program available for agricultural work that is not temporary or seasonal. DHS must also establish an electronic system patterned on the E-Verify Program for employers to verify an individual's identity and employment authorization. Employers hiring individuals for agricultural employment must use the system. The bill extends through FY2030 and codifies the Multifamily Housing Preservation and Revitalization program for rural and farmworker housing.

Combating Organized Retail Crime Act of 2025 This bill expands federal enforcement of criminal offenses related to organized retail and supply chain crime. The term organized retail and supply chain crime includes criminal offenses involving the interstate transportation of stolen property, the sale or receipt of stolen goods, or theft from an interstate or foreign shipment that is committed by, in coordination with, or at the instruction of an organization. First, with respect to criminal offenses involving the interstate transportation of stolen property or the sale or receipt of stolen goods, the bill broadens the scope of conduct that qualifies as offenses by allowing prosecutions to be based on the aggregate value of stolen items over a 12-month period. Additionally, the bill makes the offenses predicate offenses (i.e., underlying offenses) for prosecutions under the federal money laundering statute and authorizes the criminal forfeiture of any property obtained from the proceeds of an offense. Second, with respect to criminal offenses involving theft from an interstate or foreign shipment, the bill also makes an offense an underlying offense for prosecution under the federal money laundering statute and authorizes the criminal forfeiture of any associated property. Third, the bill expands the federal money laundering statute to include offenses involving general-use prepaid cards, gift certificates, or store gift cards. Finally, the bill temporarily establishes a center within the Department of Homeland Security to coordinate federal law enforcement activities related to organized retail and supply chain crime.

Supplemental Oxygen Access Reform Act of 2025 or the SOAR Act of 2025 This bill establishes certain requirements with respect to the payment and provision of supplemental oxygen and related services under Medicare. For example, the bill provides for separate payments, indexed to inflation, of oxygen and related equipment, supplies, and services under Medicare (rather than under the competitive acquisition program). It also specifically covers services that are provided by respiratory therapists under Medicare and provides for an additional payment adjustment for these services. Additionally, the bill (1) requires the Centers for Medicare & Medicaid Services to develop an electronic template for providers to use when prescribing oxygen and related equipment, supplies, and services; and (2) establishes certain rights for beneficiaries receiving these items and services, such as the right to choose their suppliers and to receive clear communications and be informed about the services provided.

Save Our Sequoias Act This bill provides for the conservation of giant sequoia trees ( Sequoiadendron giganteum ) in California. Specifically, it provides statutory authority for the Giant Sequoia Lands Coalition and outlines the coalition's duties. The coalition must submit a Giant Sequoia Health and Resiliency Assessment and annually update it. The information from the assessment must be made available so the information can be integrated into certain other plans. The coalition must also create and maintain a website that contains the assessment, educational materials, searchable information about individual giant sequoia groves, and a searchable database to track the status and costs of reforestation and rehabilitation activities. In addition, the bill declares an emergency on certain public lands and allows officials to carry out protection plans during the emergency to respond to the threat of wildfires, insects, and drought. The emergency expires after seven years. The Department of the Interior must develop and implement a Giant Sequoia Reforestation and Rehabilitation Strategy. Finally, the bill establishes a variety of programs and funds to support the conservation of giant sequoias.

Trade Review Act of 2025 This bill requires congressional notification and review of new or increased duties (i.e., tariffs) imposed by the President on articles imported into the United States. Specifically, the President must notify Congress within 48 hours of imposing or increasing a duty on articles imported into the United States. This notification must include (1) the rationale for imposing or increasing the duty, and (2) an assessment of the duty's potential impact on U.S. businesses and consumers. The bill limits the duration of a duty to 60 days, unless a joint resolution of approval is enacted into law. A duty shall cease to have force or effect if a joint resolution of disapproval is enacted into law.

Freedom of Association in Higher Education Act of 2025 This bill establishes freedom of association protections for college students in single-sex social organizations. Specifically, the bill gives students (or groups of students) enrolled at institutions of higher education (IHEs) the right to form or join social organizations, including single-sex social organizations. Additionally, the bill prohibits IHEs that participate in federal student aid programs from taking adverse actions against single-sex social organizations or students who are members or prospective members of such organizations based solely on the practice of limiting membership to only individuals of one sex; taking actions that require or coerce members or prospective members of such organizations to waive protections provided under the bill, including as a condition of enrolling in the IHE; or imposing a recruitment restriction on a single-sex social organization that is not imposed upon other student organizations, unless the organization and IHE have entered into a written agreement allowing the restriction.

Comprehensive Alternative Response for Emergencies Act of 2025 or the CARE Act of 2025 This bill requires the Center for Medicare and Medicaid Innovation (CMMI) to test a five-year model that provides for Medicare payment for ground ambulance services that do not result in the transport of the patient. Under the model, Medicare payment may be furnished for ground ambulance services when an ambulance is dispatched in response to an emergency medical call but the ambulance does not end up transporting the patient. Payment rates under the model must generally align with the payment rates that apply when there is an actual transport. The Government Accountability Office must report on the general access of Medicare beneficiaries to emergency medical services, including the impact of the model on beneficiary access and outcomes.

Sanctioning Russia Act of 2025 This bill imposes penalties on certain persons (individuals and entities) if the President determines that the Russian government or a person acting at Russia's direction is involved with (1) refusing to negotiate a peace agreement with Ukraine; (2) violating a negotiated peace agreement; (3) initiating another invasion of Ukraine; or (4) overthrowing, dismantling, or seeking to subvert the Ukrainian government. If the President makes such a determination, the bill requires certain actions including the President must impose visa- and property-blocking sanctions on specified persons such as the Russian president, certain Russian military commanders, and any foreign person that knowingly provides defense items to the Russian armed forces; the President must increase the rate of duty on all goods and services imported from Russia into the United States to at least 500% relative to the value of such goods and services; the President must increase the rate of duty on all goods and services imported into the United States from countries that knowingly engage in the exchange of Russian-origin uranium and petroleum products to at least 500% relative to the value of such goods and services; the Department of the Treasury must impose property-blocking sanctions on any financial institution organized under Russian law and owned wholly or partly by Russia, and any financial institution that engages in transactions with those entities; and the Department of Commerce must prohibit the export, reexport, or in-country transfer to or in Russia of any U.S.-produced energy or energy product.

Community Wood Facilities Assistance Act of 2025 This bill makes changes to grant programs administered by the Forest Service to promote wood products. Specifically, the bill reauthorizes through FY2030, modifies, and renames the Community Wood Facilities Grant program. Currently named the Community Wood Energy and Wood Innovation Program, this program provides competitive grants to fund a portion of the capital costs for installing community wood energy systems or building innovative wood products facilities. Modifications to the program include increasing the maximum grant amount per facility, increasing the portion of a project's cost that may be covered by a grant, and changing the grant selection criteria. The bill also modifies the Wood Innovation Grant Program, which provides grants to develop and expand the market for innovative wood products. Specifically, the bill increases the portion of a project's cost that may be covered by such a grant. The bill also modifies both programs to prioritize grants for the construction, use, or retrofitting of forest products manufacturing.

Dairy Nutrition Incentive Program Act of 2025 This bill directs the Department of Agriculture (USDA) to establish a dairy nutrition incentive program to develop and test methods to increase the purchase and consumption of dairy under the Supplemental Nutrition Assistance Program (SNAP). Specifically, the program must provide an incentive to SNAP benefit recipients for the purchase of naturally nutrient-rich dairy, which the bill defines to include fluid milk, yogurt, and cheese made from cow's milk. To carry out the program, USDA must enter into cooperative agreements with, or provide competitive grants to, state or local governments and nonprofit organizations for projects. The bill provides funding for the program for each fiscal year. USDA must provide for an independent evaluation of each project that measures, to the maximum extent practicable, the effect of incentives on purchases of naturally nutrient-rich dairy by SNAP recipients. Projects currently carried out by the USDA Healthy Fluid Milk Incentives (HFMI) program must be transitioned to the new dairy nutrition incentive program; the bill repeals the HFMI program one year after USDA certifies that the transition is complete.

World War II Women's Memorial Location Act This bill allows the commemorative work for women who worked on the home front during World War II to be located in either (1) the Reserve, an area that generally extends from the United States Capitol to the Lincoln Memorial, and from the White House to the Jefferson Memorial; or (2) the area just outside the Reserve, known as Area I. National Landslide Preparedness Act Reauthorization Act of 2025 This bill reauthorizes through FY2030 and expands the National Landslide Hazards Reduction Program (NLHRP) of the U.S. Geological Survey (USGS) and reauthorizes and expands other related programs. The bill reauthorizes the NLHRP’s activities including analyzing, preparing for, and responding to landslide hazards. It specifies a minimum amount of NLHRP funds that must be used for deploying landslide early warning systems in high-risk areas. It also specifies that tribal organizations and Native Hawaiian organizations may receive the benefits of the NLHRP. Also, the bill expands the NLHRP by requiring the USGS to incorporate atmospheric rivers and extreme precipitation events into the program’s national strategy, resources for communities on landslide preparedness, and emergency response activities. It requires a landslide hazards database to include information regarding identification of areas in need of additional landslide risk assessment and authorizes regional partnerships to coordinate landslide monitoring efforts. It also authorizes the USGS to consult with institutions of higher education when establishing priorities for grants and implementing the debris flow early warning system. Additionally, the bill reauthorizes the USGS’s 3D Elevation Program through FY2030 and requires relevant federal agencies to integrate enhanced elevation data. It also requires the National Oceanic and Atmospheric Administration’s precipitation frequency estimates to include precipitation from hurricanes, atmospheric rivers, and extreme precipitation events.

Innovative Feed Enhancement and Economic Development Act of 2025 or the Innovative FEED Act of 2025 This bill provides for the regulation of zootechnical animal food substances as food additives. The bill defines zootechnical animal food substance as a substance that is added to the food or drinking water of animals and that affects only the animal's gastrointestinal tract, with the intended purpose of affecting the byproducts of the animal's digestion, reducing foodborne pathogens, or altering the animal's gastrointestinal biome. The definition does not include substances that are used to treat or prevent diseases in animals, hormones, or active ingredients of animal drugs. Labels for zootechnical animal food substances must include a disclaimer that the substance may not be used to treat or prevent diseases in animals.

This resolution expresses the sense of Congress that Congress and the Administration must work together to pursue effective food and agricultural trade policies that include specified components. Among others, these components include (1) a renewed commitment to secure market access and maintain global competitiveness for the U.S. food and agriculture industries; and (2) consideration of comprehensive trade agreements, enforcement of existing trade agreements, and elimination of certain nontariff trade barriers.

Firearm Due Process Protection Act of 2025 This bill expands the grounds for pursuing judicial remedies related to the denial of certain firearm transfers. Additionally, the bill establishes procedural rules applicable to actions for judicial remedies. Current law authorizes judicial remedies for an individual who is erroneously denied a firearm (e.g., an individual is denied a firearm but the individual is eligible to receive or possess a firearm). This bill authorizes remedies for an individual who experiences an extended delay (i.e., a delay of more than 60 days) on a firearm transfer. Additionally, the bill requires an expedited hearing on an action for judicial remedies and places the burden of proof on the respondent (i.e., the government) to show that the individual was ineligible to receive or possess a firearm.

Homes for Every Local Protector, Educator, and Responder Act of 2025 or the HELPER Act of 2025 This bill establishes a program administered by the Department of Housing and Urban Development to provide mortgage assistance to law enforcement officers, elementary and secondary school teachers, firefighters, or other first responders. Specifically, these individuals may be eligible for a first-time mortgage on a primary family residence with no down payment. Instead, the mortgage is subject to a one-time, up-front mortgage insurance premium.
