Clean Diamonds Act - Prohibits the import of diamonds into the United States unless the exporting country is implementing a system of controls on the export or import of rough diamonds that meets specified requirements, consistent with United Nations General Assembly Resolution 55/56 adopted on December 1, 2000, or a future international agreement which implements such controls and to which the United States is a signatory. Sets forth both civil and criminal penalties for violations of the requirements of this Act. Prohibits the Overseas Private Investment Corporation and the Export-Import Bank from engaging in certain transactions in connection with projects or exports to countries violating the requirements of this Act. Expresses the sense of Congress that the President should take steps to negotiate an international agreement to eliminate the trade in diamonds used to support conflict in the country or regions in which such diamonds are mined. Provides a waiver for the requirements of this Act.

Medicare Education and Regulatory Fairness Act of 2001 - Amends title XVIII (Medicare) of the Social Security Act (SSA) concerning: (1) prospective application only of certain regulations prescribed by the Secretary of Health and Human Services (HHS); and (2) certain requirements for judicial and regulatory challenges of regulations. Requires the Secretary, with respect to Medicare audits, except when clear and convincing evidence exists of fraud or similar fault, to give a physician, provider of services, or provider of ambulance services (physicians or providers) the option of entering into: (1) an arrangement to offset alleged overpayments against future payments; or (2) a repayment plan with its carrier or fiscal intermediary to recoup such an overpayment. Prohibits the Secretary from taking any action to recoup an overpayment or to impose a penalty during the period in which a physician or provider is appealing a determination that such an overpayment has been made or the amount of the overpayment. Prohibits carriers, absent cause, from demanding the production of records or documentation before paying a Medicare claim. Amends SSA title XI with respect to prohibited extensions of remuneration to a Medicare-eligible individual to influence a choice of provider, practitioner, or supplier. Excludes from the meaning of remuneration any waiver of copayment made in a written, mailed communication with existing patients. Amends SSA title XVIII with regard to: (1) construction of hearing rights related to decisions to deny or not renew a physician enrollment agreement; (2) the post-payment audit process; (3) definitions relating to physicians or providers; and (4) the right to appeal on behalf of deceased beneficiaries. Amends SSA title XVIII to require carriers, fiscal intermediaries, and contractors to conduct education programs (funded from the Medicare Integrity Program) for physicians and providers on billing, coding, cost reporting, and documentation regulations and procedures. Outlines provisions with regard to certain information requests from physicians and providers. Amends SSA title XVIII to provide for the inclusion of regulatory costs in the calculation of the sustainable growth rate with respect to the costs of physicians' services. Prohibits the Health Care Financing Administration (HCFA) from implementing any new evaluation and management documentation guidelines under Medicare, unless it: (1) has provided for an assessment of the proposed guidelines by organizations representing physicians; (2) has established a plan that contains specific goals, including a schedule, for improving use of such guidelines; (3) has completed a minimum of four pilot projects to test such guidelines; and (4) finds that specified objectives will be met in the implementation of such guidelines.

Medicaid Safety Net Hospital Continued Preservation Act of 2001 - Amends title XIX (Medicaid) of the Social Security Act to repeal specified reductions after FY 2000 and thereby extend certain modifications to disproportionate share hospital (DSH) allotments provided under the Medicare, Medicaid, and SCHIP Benefits Improvement and Protection Act of 2000. Increases the Medicaid DSH allotment for the District of Columbia.

Amateur Radio Spectrum Protection Act of 2001 - Amends the Communications Act of 1934 to prohibit the Federal Communications Commission (FCC), after July 1, 2001, from making any reallocations of amateur radio service and amateur satellite service frequency bands, diminishing the secondary allocations of such bands, or making additional allocations within such bands that would substantially reduce their utility unless at the same time the FCC provides equivalent replacement spectrum.

Expresses the sense of Congress that: (1) the United States-Canada Softwood Lumber Agreement of 1996 should terminate on a specified date, with no extension or further quota agreement; and (2) the President should consult with appropriate stakeholders, including consumers, and continue discussions with the Government of Canada to promote open trade of softwood lumber between Canada and the United States.

Duchenne Muscular Dystrophy Childhood Assistance, Research and Education Amendments of 2001, or the DMD CARE Act - Amends the Public Health Service Act to require the Director of the National Institutes of Health to: (1) expand and intensify programs of the National Institute of Neurological Disorders and Stroke, National Institute of Arthritis and Musculoskeletal and Skin Diseases, and the National Institute of Child Health and Human Development (the National Institutes) with respect to research and related activities concerning Duchenne muscular dystrophy (DMD); (2) award grants or contracts to public or nonprofit entities for at least three DMD research centers of excellence; and (3) provide for donation, collection, and preservation of tissues and genetic materials for such research. Directs the Secretary of Health and Human Services to establish a Muscular Dystrophy Coordinating Committee to coordinate all Federal DMD health programs and activities. Authorizes the Secretary, through the Centers for Disease Control and Prevention (CDC), to award grants and cooperative agreements for the collection, analysis, and reporting of DMD data. Requires the establishment through the CDC of at least three regional centers of excellence in DMD epidemiology. Directs the Secretary to establish a DMD education and information program.

Education IRA Plus Act of 2001 - Amends the education individual retirement account provisions of the Internal Revenue Code to increase the contribution limit from $500 to: (1) $1,000 beginning in taxable year 2002; (2) $1,500 beginning in taxable year 2003; and (3) $2,000 beginning in taxable year 2004.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to modify the formula for determining the amount of reduced monthly OASDI benefits payable to a spouse, surviving spouse, or parent receiving monthly payments from a Federal or State pension plan. Declares that such benefit reductions shall be equal to the lesser of: (1) the amount by which the total amount of the combined monthly benefit (before reduction) and monthly pension exceeds $1,200, adjusted for inflation; or (2) an amount equal to two-thirds of the amount of any such monthly pension plan payment.

Genetic Nondiscrimination in Health Insurance and Employment Act - Amends the Employee Retirement Income Security Act of 1974, the Public Health Service Act , the Internal Revenue Code, and Medicare supplemental policy provisions to prohibit health plans and insurers, with respect to protected genetic information, from discriminating in enrollment, eligibility, contribution rates, and premium rates based on such information. Makes it an unlawful employment practice for an employer, employment agency, labor organization, or training program to discriminate because of protected genetic information.

Family Opportunity Act of 2001 or Dylan Lee James Act - Amends title XVIII (Medicare) of the Social Security Act (SSA) to: (1) give States the option of allowing families of disabled children to purchase Medicaid coverage for such children; and (2) provide for treatment of inpatient psychiatric hospital services for individuals under age 21 under waivers allowing for payment of part or all of the cost of home or community-based services. Authorizes a State to apply to the Secretary of Health and Human Services for approval of a demonstration project to provide Medicaid coverage of up to a specified maximum number of children with a potentially severe disability. Amends SSA title V (Maternal and Child Health Services) to make appropriations to the Secretary for special projects of regional and national significance for development and support of family-to-family health information centers. Amends SSA title XIX to provide for the restoration of Medicaid eligibility to certain SSI (Supplemental Security Income) (SSA title XVI) beneficiaries under age 21.

Lower Regulatory Burden for Homeowners Act of 2001 - Amends the Internal Revenue Code to include customer connection fees (including fees to connect a customer's line to or extend a main water or sewer line) as an excludable corporate income item within the definition of "contribution in aid of construction."

Social Security and Medicare Lock-Box Act of 2001 - Amends the Congressional Budget Act of 1974 to provide a point of order against consideration of any: (1) budget resolution that sets forth a surplus for any fiscal year that is less than the surplus of the Federal Hospital Insurance Trust Fund for such year; or (2) legislation that would cause any surplus to be less than the Fund surplus for the covered fiscal year. Makes the point of order described in (2) above inapplicable to social security or Medicare reform legislation. Requires any Federal budget submitted by the President that recommends an on-budget surplus for any fiscal year that is less than the surplus of the Fund for such year to include a proposal for social security or Medicare reform legislation. Makes this Act inapplicable upon the enactment of social security and Medicare reform legislation. Defines "social security reform legislation" and "Medicare reform legislation" as a bill or joint resolution to save social security or Medicare, respectively, that specifies that it constitutes reform legislation.

Blind Empowerment Act of 2001 - Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to increase, by specified increments over five years, the level of earnings demonstrating the ability of a blind person to engage in substantial gainful activity for purposes of determining disability insurance benefit payments.

Apples for Teachers Act - Amends the Internal Revenue Code to: (1) make the two percent floor on miscellaneous itemized deductions inapplicable to the qualified professional development expenses incurred by teachers; and (2) allow a credit to elementary and secondary school teachers who provide classroom materials.

Directs the Secretary of the Interior to: (1) purchase the Ronald Reagan Boyhood Complex in Dixon, Illinois, and related personal property; (2) designate the Complex as the Ronald Reagan Boyhood Home National Historic Site; (3) enter into a cooperative agreement with the Ronald Reagan Boyhood Home Foundation for the management, operation, and use of the Site; and (4) complete a general management plan for the Site.

Directs the Secretary of State to: (1) initiate a U.S. plan to endorse and obtain observer status for Taiwan at the annual week-long summit of the World Health Assembly (of the World Health Organization) in May 2001 in Geneva, Switzerland; and (2) instruct the U.S. delegation to Geneva to implement such plan.

Bear Protection Act of 2001 - Prohibits any person from: (1) importing bear viscera into, or exporting it from, the United States; or (2) selling bear viscera, bartering, offering it for sale or barter, or purchasing, possessing, transporting, delivering, or receiving it in interstate or foreign commerce. Subjects persons who violate such prohibitions to specified penalties. Waives such prohibition for wildlife law enforcement purposes where a valid permit has been issued. Requires the Secretary of the Interior to continue discussions concerning trade in bear viscera with the appropriate representatives of Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora and with other representatives of countries that are not party to the Convention which are determined to be the leading importers, exporters, or consumers of such products, in order to establish coordinated efforts with such countries to protect bears. Declares that nothing in this Act shall be construed to affect State regulation of bear population or to affect the lawful hunting of bears under State law.

Bankruptcy Abuse Prevention and Consumer Protection Act of 2001 - Amends Federal bankruptcy law governing: (1) conversion of bankruptcy petitions; (2) abusive creditor practices; (3) debt reaffirmation and credit counseling; (4) domestic support obligations; (5) personal injury claims resulting from drug- or alcohol-impaired operation of a motor vehicle or vessel; (6) Federal criminal law enforcement with regard to abusive reaffirmations of debt; (7) fraudulent bankruptcy schedules; (8) education and retirement benefits; and (9) nondischarge from a debt for restitution or damages awarded in a civil action against the debtor for willful or malicious injury that caused personal injury or death of an individual. Prescribes guidelines regarding: (1) discouragement of bankruptcy abuse; (2) general and small business bankruptcy; (3) bankruptcy data dissemination and bankruptcy tax provisions; (4) ancillary and other cross-border cases to incorporate the Model Law on Cross-Border Insolvency; and (5) financial contracts and transfers entered into with an insolvent insured depository institution before its conservatorship or receivership. Reenacts Chapter 12, Adjustment of Debts of a Family Farmer with Regular Annual Income. Prescribes guidelines for insolvent health care businesses and related patients' rights. Mandates appointments and extensions for certain additional temporary bankruptcy judgeships. Prescribes additional consumer credit disclosures.

Constitutional Amendment - Prohibits Federal expenditures (except those for repayment of debt principal) from exceeding revenues (except those derived from borrowing) for any fiscal year unless three-fifths of the whole number of each House of Congress provides for a specific excess of expenditures over revenues by a rollcall vote. Authorizes Congress to waive such prohibition when a declaration of war is in effect or under other specified circumstances involving military conflict.

Retired Pay Restoration Act of 2001 - Permits retired members of the armed forces with service-connected disabilities to be paid both military retired pay and veterans' disability compensation. Repeals a special compensation program for certain severely disabled military retirees.

National Discovery Trails Act of 2001 - Amends the National Trails System Act to provide for the establishment, as components of the National Trails System, of national discovery trails which shall be extended, continuous interstate trails located so as to provide for outdoor recreation and travel and to connect representative examples of America's trails and communities. Authorizes the designation of such trails on Federal lands and, with the consent of the owner, on non-Federal lands. Requires the appropriate Secretary for each national discovery trail to administer the trail in cooperation with a competent trailwide nonprofit organization. Provides requirements for designation as a national discovery trail. Designates as a national discovery trail the 6,000-mile American Discovery Trail which shall extend from Cape Henlopen State Park in Delaware to Point Reyes National Seashore in California, traveling northern and southern routes from Cincinnati, Ohio, to Denver, Colorado.

Book Stamp Act - Directs the Secretary of Health and Human Services (HHS) to establish a grant program (based on certain State allocations under the Child Care and Development Block Grant Act of 1990) to promote child literacy and improve children's access to books at home and in early learning and other child care programs, by making books available through such programs. Requires State agencies to use such grants to enter into contracts with local child care resource and referral agencies to: (1) provide payments for eligible early learning program and other child care providers, on the basis of local needs, to make books available; and (2) promote child literacy and improve children's access to books at home and in early learning and other child care programs. Allows State agencies to reserve a portion of grant funds to support a public awareness campaign relating to program activities. Amends Federal law relating to the U.S. Postal Service (USPS) to require USPS to establish special postage stamps for child literacy, at the regular first-class rate plus a differential amount, for voluntary use by patrons. Requires USPS to pay certain amounts raised by stamp sales to HHS for child literacy promotion activities.

Arctic Coastal Plain Domestic Energy Security Act of 2001- Declares that it is the policy of the United States to permit exploration, development, production, and transportation of oil and gas resources in a designated area of the Coastal Plain Study Area of the Arctic National Wildlife Refuge. Instructs the Secretary of the Interior to establish and implement a competitive oil and gas leasing program. Amends the Alaska National Interest Lands Conservation Act of 1980 to repeal the prohibition against production of oil and gas from the Arctic National Wildlife Refuge, and any leasing or development leading to such production. States that Congress determines that the Coastal Plain oil and gas leasing program and activities authorized by this Act are compatible with the purposes for which the Arctic National Wildlife Refuge was established, and that no further findings or decisions are required to implement this determination. States that this Act is the sole authority for Coastal Plain leasing. Authorizes the Secretary to: (1) designate a maximum total of Coastal Plain acreage as "Special Areas" and close them to leasing if the Secretary determines that they require special management and regulatory protection; and (2) permit leasing in those Special Areas by setting lease terms that restrict surface use and occupancy but permit the use of horizontal drilling technology from lease sites located outside the Special Areas. Declares that this Act constitutes the Secretary's sole authority to close Coastal Plain lands to oil and gas leasing and to exploration, development, and production. Directs the Secretary to grant rights-of-way and easements across the Coastal Plain for oil and gas transportation.

Community Protection Act of 2001- Amends the Federal criminal code to authorize qualified law enforcement officers (including qualified retired officers) carrying the photographic identification issued by the governmental agency for which the individual is, or was, employed as a law enforcement officer, notwithstanding State or local laws, to carry a concealed firearm that has been shipped or transported in interstate or foreign commerce. Specifies that this Act shall not be construed to supersede or limit the laws of any State that: (1) permit private persons or entities to prohibit or restrict the possession of concealed firearms on their property; or (2) prohibit or restrict the possession of firearms on any State or local government property, installation, building, base, or park.

Amends the Federal criminal code to provide that firearms prohibitions applicable by reason of a domestic violence misdemeanor conviction shall apply only to such convictions obtained on or after September 28, 1996 (the date such prohibitions became law).

Amends the Internal Revenue Code to prohibit a cafeteria plan from failing to be treated as a cafeteria plan or flexible spending or similar arrangement solely because under such plan or other arrangement any nontaxable benefit which is unused as of the close of a taxable year may be distributed to the participant.

Expresses the solidarity of Congress with the state and people of Israel at this time of crisis. Condemns the Palestinian leadership for encouraging the violence and doing so little for so long to stop it. Calls upon the Palestinian leadership to: (1) refrain from exhortations to public incitement; and (2) vigorously use its security forces to act immediately to stop all violence, to show respect for all holy sites, and to settle all grievances through negotiations. Commends successive Administrations on their continuing efforts to achieve peace in the Middle East. Calls upon: (1) the current Administration to use its veto power at the United Nations Security Council to ensure that the Security Council does not again adopt unbalanced resolutions addressing the uncontrolled violence in the areas controlled by the Palestinian Authority; and (2) all involved parties to make all possible efforts to reinvigorate the peace process.

Condemns statements and actions by Palestinians designed to inflame and encourage violence. Demands that Palestinian Authority Chairman Yasser Arafat make a public appeal on Palestinian television for the public to cease further acts of violence. Urges the President to use all diplomatic means available to seek an end to the violence and return the Palestinians to the negotiating table. Supports Israeli Government actions designed to bring this current round of violence to a peaceful conclusion. Urges the Administration to oppose: (1) any United Nations effort to put forward one-sided anti-Israel resolutions or statements; and (2) the establishment of any international commissions of inquiry. States that the Congress will consider the response of Palestinians to the escalation of violence in their future relations with the United States.

Requires the Secretary of Defense to revise Department of Defense policy regarding the euthanization of military working dogs to: (1) terminate the practice of euthanizing such dogs at the end of their useful life; and (2) limit such euthanization to when medically necessary or necessary for the public safety. Requires the Secretary to make such a dog available for adoption by law enforcement agencies, former handlers, and other persons capable of humanely caring for such dogs. Requires the commander of the last unit to which the dog is assigned to make the decision whether a particular dog is suitable or unsuitable for adoption. Directs the Secretary to require that any dog recipient hold harmless the United States from any damages or injury caused by a dog after such transfer. Requires an annual report from the Secretary to Congress concerning dogs adopted, waiting for adoption, or euthanized during the preceding year (with an explanation in the case of euthanization).

Calls on the Russian Federation to immediately release Edmond Pope and to ensure that proper and qualified medical attention is provided to him. Expresses the sense of Congress that if Pope is not released immediately, the President should continue efforts to secure his release, including consideration of: (1) terminating all assistance to the Government of the Russian Federation under the Foreign Assistance Act of 1961 and the annual Foreign Operations, Export Financing, and Related Programs Appropriations Act for purposes of preparing the Russian Federation's entrance or accession to the World Trade Organization; and (2) opposing any further debt relief of obligations owed to the U.S. Government from the Government of the Russian Federation. Urges the President to increase efforts to secure appropriate medical attention for Pope.

Needlestick Safety and Prevention Act - Revises the bloodborne pathogens standard, in effect under the Occupational Safety and Health Act of 1970 (OSHA), to include safer medical devices, such as sharps with engineered sharps injury protections and needleless systems, as examples of engineering controls designed to eliminate or minimize occupational exposure to bloodborne pathogens through needlestick and other percutaneous injuries. Requires certain employers to: (1) review and update exposure control plans to reflect changes in technology that eliminate or reduce such exposure, and document their consideration and implementation of appropriate commercially available and effective safer medical devices for such purpose; (2) maintain a sharps injury log, noting the type and brand of device used, where the injury occurred, and an explanation of the incident (exempting employers who are not required to maintain specified OSHA logs); and (3) seek input on such engineering and work practice controls from the affected health care workers (exempting employers who are not required to establish exposure control plans). Requires such modifications of the standard to: (1) be in force until superseded by regulations promulgated by the Secretary of Labor under OSHA; and (2) take effect without regard to specified procedural requirements.

Recognizes the 25th anniversary of the enactment of the Education for All Handicapped Children Act of 1975. Acknowledges the contributions of children with disabilities, their parents, teachers, related services personnel, and administrators. Reaffirms support for the Individuals with Disabilities Education Act so that all children with disabilities have access to a free public education.

Expresses the sense of Congress that: (1) Taiwan and its people deserve appropriate participation in the United Nations and other international organizations such as the World Health Organization; and (2) the United States should fulfill its commitment made in the 1994 Taiwan Policy Review to support more actively Taiwan's membership in appropriate international organizations.
