A bill to establish the National Commission of the Prevention of Raw Material Shortages.

Establishes the National Commission on the Prevention of Raw Material Shortages within the legislative branch of Government. States that the duties of the Commission shall be to investigate and report to the Congress on the raw materials which the United States presently imports at the rate of 10 percent or more of annual consumption, those raw materials which are likely to be imported at such rate by 1985, and any other raw materials which in the judgment of the Commission may become in short supply sufficiently by 1985 to seriously affect realization of national economic goals of the United States. Requires such report to include an analysis of: (1) the possiblity of the supply of such raw materials being disrupted by shortage in supply or the actions of countries or companies engaged in the production or transportation of such raw materials; (2) the probable economic impact of shortages in such raw materials; (3) the availability of substitute materials for such raw materials, the economic impact of such substitution, and the research in progress which could result in the increased availability of substitute materials; (4) actions and policies of companies involved in the supply and distribution of such raw materials to determine if these actions and policies will increase the available supply of such raw materials; and (5) the policies, laws, and actions of the United States Government to determine whether they are consitent with the national policy of anticipating and avoiding shortages in such raw materials. States that such report shall make recommendations for changes in laws which affect scientific research, foreign trade, taxation, raw material exploration, government procurement, national economic policy, national environmental policy, and any other domestic or foreign policy of the United States Government affecting supply of such raw materials. Requires such report to be made to the Congress of the United States within two years of the establishment of the Commission. Specifies the composition of the Commission and the powers of its members and agents. Gives the Commission the power to hold hearings and to issue subpoenas compelling the attendance and testimony of witnesses and the production of any evidence that relates to any matter under investigation by the Commission. Allows the Commission to obtain official data from any department or agency of the United States to carry out the provisions and purposes of this Act, to accept gifts, and to use the mails in the same manner and upon the same conditions as other Federal agencies. Authorizes to be appropriated the sums necessary to carry out the provisions of this Act.

Combined Old-Age, Survivors, and Disability Insurance - Income Tax Reporting Amendments - Title I: Amendments to Title II of the Social Security Act - Directs the Secretary of the Treasury to make available specified tax returns to the Secretary of Health, Education, and Welfare. Empowers the Secretary of HEW and the Secretary of the Treasury to enter into an agreement for the processing of information contained in such returns. Requires the Secretary of the Treasury to provide to the Secretary of HEW any documents they agree are necessary for such processing. Directs the Managing Trustee of the Trust Funds, including the Federal Hospital Insurance Trust Fund and the Federal Supplementary Medical Insurance Trust Fund, to pay into the Treasury the amounts he and the Secretary of HEW estimate will be expended from the general fund of the Treasury by the Departments of HEW and Treasury for the administration of (1) titles II, and XVIII of the Social Security Act, and (2) specified chapters and subchapters of the Internal Revenue Code. Requires the Secretary of HEW to apportion (between each trust fund and the general fund in the Treasury) the costs of administrating titles II, XVI and XVIII of the Social Security Act and its costs in carrying out specified functions of this Act. Provides that average monthly wage, quarters of coverage, and coverage credits derived from self-employment income for taxable years beginning before 1974 are to be determined on a basis of income credited to calendar quarters. Limits quarters coverage to quarters occuring before 1974 and makes additional modification to taxation of self-employed persons. Allocates, under the Social Security Act, coverage credits for earnings before 1974 based on quarters of coverage and after 1973 on the basis of earnings during the calendar year. Provides that a person will satisfy the requirements prerequisite to a determination of disability if he has 20 or more coverage credits which were credited to the period ending on the day the disability arose and consisting of that part of the current calendar year up until the day the disability began and the nine prior calendar years. Redefines a "fully insured individual" in terms of coverage credits rather than quarters of coverage. States that any person upon attaining the age of 62 with the proper number of coverage credits is fully insured. Provides that specified benefits be paid to individuals not citizens of the United States who amassed sufficient coverage credits. Title II: Amendments Preserving Relationship Between Railroad Retirement and Old-Age, Survivors, and Disability Insurance - Provides, under the Railroad Retirement Act of 1937, that in the calucalation of an employee's "average monthly remumeration" after calendar year 1974 an individual employee shall obtain the benefit of full allowable coverage credits, irrespective of whether particular quarters of coverage were otherwise available for calculation purposes.

Directs the Administrator of Veterans' Affairs to pay a pension to each veteran who served in the active military, naval, or air service at any time during World War I and who is not eligible for other pension benefits. Defines World War I as meaning the period beginning on April 5, 1917, and ending on July 2, 1921. Provides for a schedule of pension payments under this Act. Provides that if the veteran is married and living with or reasonably contributing to the support of his spouse, or has a child or children, the monthly rate of pension under this Act shall be $150. Provides that if the veteran is unmarried (or married but not living with or reasonably contributing to the support of his spouse) and has no child, the monthly rate of pension shall be $135. Provides that if the veteran has a disability by reason of which he is permanently housebound, the monthly rate hereunder shall be increased by $50. Provides that veterans in need of regular aid and attendance shall have their monthly rates increased by $125. Directs the Administrator to pay to widows of veterans, receiving benefits under this Act at time of death, pension benefits at a schedule provided in this Act.

Defines the term "extortion" to mean the obtaining of property from another, with his consent, induced by use of actual or threatened force, violence, or fear, or under color of official right notwithstanding that the same acts or conduct may also be a violation of State or local law and notwithstanding that the actual or threatened force, violence, or fear was used in the course of a legitimate labor dispute or in the pursuit of legitimate union or labor ends or objectives. Equal Credit Opportunity Act - Provides that a creditor may not discriminate against any person on the basis of sex or marital status in connection with the approval or denial of any extension of credit. States that a creditor which discriminates on the basis of sex or marital status shall be liable to that person in an amount equal to the sum of: (1) the principal amount of credit extended or applied for, whichever is larger, except that the liability shall be not less than $100 nor greater than $1,000 in an individual action, or in the case of a class action, not more than the greater of $50,000 or 2 percent of the net worth of the creditor as of the end of the creditor's fiscal year immediately preceding the fiscal year in which the discrimination occurred; and (2) in the case of any successful action to enforce the foregoing liability, the costs of the action together with a reasonable attorney's fee as determined by the court. Provides that any action under this Act may be brought in any United States district court, or in any court of competent jurisdiction, within one year from the date of occurence of the violation.

Provides that any company doing business in the United States selling products derived from crude oil, or exploring for or pumping crude oil, shall be subject to the following: (1) no company whose primary purpose is the recovering from the earth any petroleum product or the selling of any petroleum product or any product derived from petroleum shall own or control any fissionable material deposits or deposits of any fossil fuel not in liquid or gaseous form; (2) within ninety days after the date of the enactment of this Act, any compnay whose primary purpose is recovering or selling (wholesale or retail) any product derived from crude oil or petroleum shall divest itself of same by sale, trade, or barter and, aftersuch divestiture, refrain from any attempt to acquire, own, or control any fissionable material deposits or deposits of any fossil fuel not in liquid or gaseous form; (3) no person or group of persons shall simultaneously serve on the board of directors or receive a salary, stipend, or money from stocks from more than one oil company; and (4) no company which pumps or refines crude oil shall engage in retail sales of any product refined from or made from crude petroleum or natural gas.

National Summer Youth Sports Program Act

National Summer Youth Sports Program Act - Directs the Secretary of Health, Education and Welfare to make grants or enter into contracts for the conduct of an annual National Summer Youth Sports Program concentrated in the summer months, with opportunity for continued activities throughout the year, designed to offer disadvantaged youth living in areas of concentrated poverty an opportunity to receive educational instruction, sports instruction, and health and nutritional services, and to participate in educational programs and sports competitions. Provides that programs under this Act shall be administered by the Secretary, through grants or contracts with the National Collegiate Athletic Association or any other qualified national organization of colleges and universities. Provides that each such grant or contract shall contain provisions to assure that the program to be assisted will: (1) expand educational opportunities for disadvantaged youths, designed to provide an opportunity to engage in competitive sports and benefit from sports skills instruction; (2) help young people learn good health practices and become better citizens by utilizing the personnel and facilities of higher education; (3) enable the contractor and institutions of higher education located conveniently to areas of concentrated poverty and their personnel to participate more fully in community life and in the solution of community problems; (4) provide a combination of employment and on-the-job training in sports instruction and administration; and (5) serve major metropolitan centers of the United States as well as other areas, within the limits of program resources. Requires local projects under any such program to be conducted under approved contracts between the principal contractor or grantee and selected institutions of higher education qualified to carry out a program under this Act. Provides that, except where the Secretary determines that unusual circumstances make a larger percentage necessary to effectuate the purposes of this Act, a contract under this Act with respect to any program may not provide for payment of more than 80 percent of the direct costs incurred in carrying out the total program. Provides that the non-Federal share may be cash or in-kind contributions. Permits such payments to be made in advance or by way of reimbursement, and in such installments and on such conditions as the Secretary deems necessary to carry out the purposes of this Act. Authorizes to be appropriated $5,000,000 for the fiscal year ending June 30, 1975, and $7,000,000 for the fiscal year ending June 30, 1976, and $10,000,000 for each fiscal year thereafter prior to July 1, 1979, to carry out the provisions of this Act.

Allows a tax credit against Federal income taxes or a payment from the United States Treasury for State and local real property taxes or an equivalent portion of rent paid on their residences by individuals who have attained age 65. States that the total tax credit and payment from the Treasury under this Act for any taxable year shall not exceed $300 ($150 in the case of a married individual filing a separate return). Provides that the credit otherwise allowable under this Act shall be reduced by an amount equal to the amount by which the taxpayer's adjusted gross income for the taxable year exceeds $6,500 ($3,250 in the case of a married individual filing a separate return). States that in the case of a husband and wife who file a single return jointly under this Act, the age requirement contained herein shall be treated as satisfied if either spouse has attained the age of 65 before the close of the taxable year. Provides that for the purposes of this Act a tenant-stockholder in a cooperative housing corporation shall be deemed to own his dwelling unit. States that the term "rent constituting property taxes" means an amount equal to 25 percent of the rent paid during a taxable year by a taxpayer for the right to occupy his dwelling during that year, excluding any charges for utilities, services, furnishings, or appliances furnished by the landlord as a part of the rental agreement.

Research on Aging Act - Directs the Secretary of Health, Education, and Welfare to establish in the Public Health Service, the National Institute on Aging for the conduct and support of biomedical, social, and behavorial research and training relating to the aging process and the diseases and other special problems of the aged. Authorizes the Secretary of Health, Education, and Welfare to establish a National Advisory Council on Aging to advise, consult with, and make recommendations to him on programs relating to the aged which are administered by him and on those matters which relate to the Institute. Provides that the Secretary shall, through the Institute, carry out the purposes of this Act with respect to research investigations, experiments, demonstrations, and studies related to the aging process and the diseases and other special problems and needs of the aged. Directs the Secretary, in consultation with the Institute and such other appropriate advisory bodies as he may establish, to within one year after the effective date of this Act develop a plan for an aging research program designed to coordinate and promote research into the biological, medical, psychological, social, educational, and economic aspects of aging. States that such plan shall be transmitted to the Congress and the President and shall set forth the staffing and funding requirements to carry out the program contained therein.

Solar Heating and Cooling Demonstration Act - Declares it to be the policy of the United States and the purpose of this Act to provide for the demonstration within a three-year period of the practical use of solar heating technology. Defines the terms used in this Act. Directs the National Aeronautics and Space Administration to initiate, support and carry out basic and applied research and development in solar heating and cooling technologies. Provides for the installation of solar heating systems in residential dwellings under the monitoring of the Secretary of Commerce, acting through the National Bureau of Standards and in consultation with the Secretaries of Housing and Urban Development and Defense. Provides that such residential dwellings shall be located in a sufficient number of different geographic areas (not less than three) in the United States to assure a realistic and effective demonstration of solar heating and cooling systems involved. Directs the Director of the National Science Foundation to initiate, support and fund basic and applied research activities related to solar energy in support of the objectives of this Act. Authorizes the appropriation of up to $50,000,000 to carry out this Act.

Provides that entitlement to benefits will expire as follows: (1) 10 years from the date of discharge or release from the last period of active duty of the veteran after August 5, 1964, except that 1 additional year will be granted for duty; and (2) 20 years from the date of release for service-connected disability from active duty occurring after August 5, 1964. Specifies that direct loans shall not be made after January 31, 1980. Provides for the payment of a fee by each veteran obtaining a guaranteed loan. Permits qualified Vietnam veterans to obtain life insurance from the United States without meeting any requirement of good health, so long as application for such insurance is made within the specified time. Prescribes the plans on which the insurance may be issued and allows the conversion or exchange of an insurance policy for any other type insurance issued under these provisions. Sets forth the terms and conditions under which the insurance will be issued. Permits any person in the active military, naval, or air service to surrender his insurance contract for its cash value. Creates in the Treasury a permanent trust fund known as the Vietnam Era Veterans' Life Insurance Fund, wherein all premiums paid for Vietnam veterans' insurance will be deposited.

National Diabetes Act

National Diabetes Act - States that it is the purpose of this Act to expand the authority of the National Institute of Arthritis, Metabolism, and Digestive Diseases in order to advance the national attack on diabetes. Authorizes the Director of the National Institute of Arthritis, Metabolism, and Digestive Diseases, with the advice of the National Advisory Council of the Institute, to develop a plan for a national diabetes program. Sets forth general guidelines for such program and provides that the program shall be coordinated with the other programs conducted or administered by the research institutes of the National Institute of Health. Provides that the plan required to be developed by this Act shall be developed within two hundred seventy days after the effective date of this Act. Requires the Director of the Institute at the end of each calender year, to prepare and submit to the President for transmittal to the Congress a report on the activities, progress and accomplishments under the program during the preceding year and a plan for the program for the succeeding five-year period to establish programs as necessary in cooperation with other Federal health agencies, and nonprofit private health agencies, in the prevention, control diagnosis and treatment of diabetes, appropriately emphasizing the prevention, control, diagnosis and treatment of such diseases in children. Authorizes to be appropriated $25,000,000 for the fiscal year ending June 30, 1974, $35,000,000 for fiscal year ending June 30 1975, and $45,000,000 for the fiscal year ending June 30, 1976, for the purpose of establishing such programs. States that the Director of the National Istitute of Arthritis, Metabolism, and Digestive Diseases may provide for the development of not less than fifteen centers for basic and clinical research into, training in, and demonstration of advanced diagnostic, prevention and treatment methods for diabetes prevention. States that support of such a center may be for a period of not to exceed five years and may be extended by the Director of the National Institute of Arthritis, Metabolism, and Digestive Diseases for additional periods of not more than five years each, after review of the operations of the centers by a scientific review group established by the Director. Establishes an Interagency Technical Committee on Diabetes which shall be responsible for coordinating those aspects of all Federal Health Programs and activities relating to diabetes.

Suspends emissions controls on motor vehicles and engines in the continental United States except vehicles registered to residents of designated air quality regions until June 30, 1977, or sixty days after the President determines there is no significant shortage of petroleum fuels, whichever is later. Directs the Administrator of the Environmental Protection Agency to designate, subject to the limitations of the Act, geographic areas of the United States in which there is significant auto emissions related air pollution. Provides that each State shall, not later than sixty days following enactment of this Act, submit to the Administrator a plan for implementing the Act. Provides that if a State fails to submit a plan under the Act or if the Administrator determines (after notice and opportunity for hearing) that such State is not adequately enforcing such a plan, then such State shall lose its entitlement to, and may not thereafter receive, any Federal grant or loan assistance under this Act or under the Federal Water Pollution Control Act. Declares that willful and deliberate violation of any provision of this Act shall be punishable by a fine of up to $1,000, or imprisonment for up to one year, or both.
