Health Care for the Homeless Act of 1988 - Amends the Public Health Service Act to increase the portion of a grant for the delivery of health services to homeless individuals which must be provided by the grant recipient from non-Federal funds for fiscal years after the first fiscal year from 25 percent to 33 1/3 percent. Permits the Secretary of Health and Human Services to waive such requirement if the applicant is a nonprofit private entity and other conditions are met. (Current law permits the Secretary to waive the requirement if the applicant is a nonprofit private grantee under provisions of the Act relating to community health centers and if the same conditions are met.) Permits grant recipients who have provided health or mental health services to a homeless individual to continue to provide the services from grant funds for 12 months after the individual becomes a resident in permanent housing. Amends the definition of "homeless individual" to include an individual who is in transitional housing. Amends provisions permitting the Secretary to provide grantees technical assistance to make the limit on expenditures for the assistance apply to a fiscal year. (Current law sets the limit but does not state whether the limit is applicable per fiscal year.) Authorizes appropriations for FY 1989 through 1991.

Housing and Community Development Labor Standards Act of 1988 - Amends the Housing and Community Development Act of 1974 to state that wage standards shall apply to community development block grant and urban development action grant construction and closely related activities. Prohibits preemption of higher State, local, or Indian tribal wage standards under: (1) such programs; (2) assisted housing programs; and (3) mortgage insurance programs.

Expresses disapproval of the refusal of the U.S.S.R. to recognize the sovereignty of the Baltic Republics. Designates June 14, 1988, as Baltic Freedom Day. Authorizes and requests the President to submit the issue of the Baltic Republics to the United Nations.

Amends title XVI (Supplemental Security Income) (SSI) of the Social Security Act to exclude parental income and resources from the determination of a disabled child's SSI eligibility if such child requires the level of care provided in a hospital, skilled nursing facility, or intermediate care facility, but care outside such a facility is appropriate and less costly. Amends the Internal Revenue Code to impose a 50 percent excise tax on gain or other income realized by greenmail (amounts paid by corporations in redeeming their stock from certain shareholders) recipients.

Indian Housing Act of 1988 - Amends the United States Housing Act of 1937 to establish a separate assisted housing program for Indians and Alaska Natives. Directs the Secretary of Housing and Urban Development to carry out a mutual help homeownership opportunity program for Indians and Alaska Natives. Authorizes the Secretary to provide financial assistance to Indian housing authorities (IHA) for such purpose. Requires a participating family to enter into a mutual help and occupancy agreement with the IHA which shall provide for: (1) a family contribution of land, labor, cash, or materials of at least $1,500 (which may be made by the tribe on behalf of the family); (2) monthly payments based either on adjusted income or certain operating expenses; (3) maintenance of the dwelling and utilities; and (4) homeownership opportunities. Directs the Secretary to consider public housing prototype costs in determining maximum IHA contributions. Authorizes the Secretary, to the extent provided in appropriation Acts, to provide advances to related facilities and services. Requires reimbursement agreements to be made with the appropriate entities before advances may be made. Defines "Indian" to mean any person recognized as being an Indian or Alaska Native by an Indian tribe, the Federal Government, or any State.

United States Coast Guard Bicentennial Medal Act - Directs the Secretary of the Treasury to design, strike, and sell a medal in commemoration of the bicentennial of the U.S. Coast Guard in 1990. Requires the design of the medal to be selected by the Secretary of the Treasury after consultation with the Secretary of Transportation and the Commission of Fine Arts.

Prevention, Identification, and Treatment of Elder Abuse Act of 1988 - Directs the Secretary of Health and Human Services to establish an office known as the National Center on Elder Abuse to: (1) compile an annual summary of recently conducted research on elder abuse; (2) develop and maintain an information clearinghouse on all programs for the prevention and treatment of such abuse; (3) compile training materials for personnel engaged in elder abuse prevention; (4) provide technical assistance for the planning and implementation of programs relating to the problems of elder abuse; and (5) investigate the causes and national incidence of elder abuse. Authorizes the Secretary to make grants to or enter into contracts with public agencies or nonprofit organizations for demonstration projects designed to prevent and treat elder abuse. Sets forth the terms and conditions for such grants. Authorizes the Secretary to make grants to or enter into contracts with public agencies or nonprofit organizations for demonstration projects designed to prevent and treat elder abuse. Sets forth the terms and conditions for such grants. Authorizes the Secretary to make grants to States for the development and implementation of elder abuse prevention and treatment programs. Requires such States to have in effect a State elder abuse law with mandatory reporting provisions. Sets forth other requirements for eligibility. Prohibits the use of assistance for construction of facilities. Directs the Secretary to establish criteria to achieve equitable distribution of assistance among the States. Authorizes appropriations.

Medicare Part C Program Act of 1988 - Amends title XVIII (Medicare) of the Social Security Act (the Act) to add a new part C entitled "Insurance Program for Vision, Hearing, and Dental Services and Prescription Drugs." (Redesignates the current part C as part D.) Provides for coverage in such new program on a voluntary basis. States that the program will: (1) provide benefits for aged and disabled individuals, and individuals with end stage renal disease; and (2) be financed from premium payments by enrollees. Provides that the program shall provide the following benefits: (1) routine eye care including an annual vision examination and prescription eyeglasses; (2) dental services, including teeth cleaning, extractions, examinations, and dentures; (3) hearing examinations and aids; and (4) prescription drugs and biologicals. Directs the Secretary of Health and Human Services to provide for a hearing aid certification program. Provides for payment from the Medicare Part C Trust Fund established by this Act for the incurred expenses of covered individuals. Provides, subject to certain conditions, for a payment rate of 100 percent of the reasonable cost, after payment of a deductible of $75. Sets forth procedures for the payment of claims to providers. Authorizes the Secretary of Health and Human Services to enter into agreements with carriers for administrative purposes. Provides that the following individuals shall be eligible for the program: (1) those entitled to benefits under part A (Hospital Insurance) of title XVIII; and (2) those residents aged 65 and older who are either citizens or lawfully admitted aliens who have resided in the United States continuously during the five years preceding their application. Permits individuals to enroll only during specified enrollment periods. Directs the Secretary of Health and Human Services to annually determine the premium rate. Requires that the premiums be deposited in the Medicare Part C Trust Fund. Establishes the Medicare Part C Trust Fund in the Treasury. Provides that the Trust Fund shall consist of gifts, bequests, and premium deposits. Requires the Board of Trustees of the Trust Fund to make certain reports to the Congress. Directs the Secretary, at the request of a State, to enter into an agreement with such State under which enrollment in the program established by this Act will be provided to certain individuals receiving assistance under titles I (Grants to States for Old-Age Assistance), XVI (Supplemental Security Income), and XIX (Medicaid) of the Act. Sets forth conforming amendments. Directs the Secretary to provide for a demonstration project on the cost-effectiveness of providing services and appliances, as a benefit under the new Medicare part C program, to assist or compensate for visual impairment in low-vision individuals. Provides that expenditures for such project shall be made from the Medicare Part C Trust Fund.

Expresses the sense of the Congress that if Japanese nationals take whales pursuant to a proposal submitted in October 1987 to the International Whaling Commission before the Commission approves such proposal, the Secretary of Commerce should issue a certification under the Magnuson Fishery Conservation and Management Act that such taking diminishes the effectiveness of the International Convention for the Regulation of Whaling (thus requiring the Secretary of State to reduce the fishery allocation for Japan).

Guaranteed Student Loan Default Reform Act of 1988 - Amends the Higher Education Act of 1965 (the Act) to revise guaranteed student loan program provisions relating to default rates. Requires guaranty agencies to meet certain data system information requirements. Includes among such requirements information on loan delinquencies and defaults, as well as on changes in enrollment or repayment status of borrowers whose loans are delinquent or in default. Requires guaranty agencies furnishing information to eligible institutions to include information on students who are delinquent in repaying loans (as well as those in default). Allows such information to be in the form of monthly lists, identifying the date on which the delinquency or default commenced. Requires eligible institutions to: (1) review such information and report any corrections to the guaranty agency; and (2) make certain additional information relevant to loan collection available to guaranty agencies. Requires eligible lenders or holders of loans to: (1) furnish to the appropriate guaranty agency a monthly list of the names of student borrowers who are delinquent, their last known address, the remaining loan balance, and the date the loan became delinquent; and (2) notify the borrower and eligible institution within 30 days of the sale or other transfer of the loan. Requires guaranty agencies to submit to eligible institutions monthly lists of any student borrower who is delinquent, his or her last known address, the remaining loan balance, and the date the loan became delinquent. Requires eligible institutions to review such information and report to the guaranty agency any corrections and other relevant information that may assist in locating the borrower. Sets forth provisions as to the basis and timing of limitation, suspension, and termination actions against eligible institutions. Prohibits any such action unless specified criteria are met. Sets forth a formula for default rate computation. Defines "high risk students" and "successful high risk students" for purposes of such computation. Requires eligible institutions under the guaranteed and direct student loan programs to require all student borrowers to sign a form outlining loan terms and borrower rights and responsibilities. Requires withholding of academic transcripts to a borrower who is in default until the institution receives notice that the borrower has reentered payment status. Requires eligible institutions to give student borrowers a statement on the consequences of defaulting on a guaranteed student loan. Requires student borrowers, in order to be eligible for any loan under the Act, to submit to the institution of higher education their current address, name and address of next of kin, and driver's license number. Requires each eligible institution to require, during the exit counseling, student borrowers to submit their address, name and address of next of kin, and driver's license number. Requires eligible institutions under the guaranteed student loan program to develop a default prevention policy and plan. Prohibits the Secretary of Education (the Secretary) from promulgating regulations on such policy and planning requirements. Directs the Secretary to develop a plan for disseminating information about default prevention programs for eligible institutions, lenders, and guaranty agencies. Expresses the sense of the Congress that the income tax refund offset program for the collection of defaulted student loans should continue. Provides for quarterly disbursements of guaranteed student loans. Directs the Secretary to report annually to the Congress on the progress made under the guaranteed student loan program to address the default problem. Requires such report to also contain data showing default rates by eligible institutions, guaranty agencies, and eligible lenders.

Farmers' Market Nutrition Enhancement Act - Amends the Child Nutrition Act of 1966 to authorize three-year demonstration projects in seven States to provide coupons (between ten and 20 dollars' worth) to special supplemental food program (WIC) recipients for use at farmers' markets. Requires State matching funds. Establishes minimum and maximum grant levels. Limits the use of funds for administrative costs. Requires annual State reports to the Secretary of Agriculture. Authorizes FY 1989 through 1991 appropriations.

Expresses the sense of the Congress that: (1) it is U.S. policy to support the indefinite cessation of all commercial whaling adopted by the International Whaling Commission and to promote the protection of the world's whale populations; (2) all countries should adhere to the indefinite cessation of the commercial killing of whales; and (3) the United States should encourage other parties to the International Convention for the Regulation of Whaling to impose sanctions on any country engaging in activities which diminish the effectiveness of the Convention.

Parental Assistance With Tuition Bonds Act of 1987 - Amends Federal law relating to savings bonds and savings certificates to direct the Secretary of the Treasury to issue Tuition Bonds, a series of savings bonds, to be offered at varying maturities. Amends the Internal Revenue Code to permit an individual income tax deduction for the full amount paid to purchase Tuition Bonds, which must be owned by an eligible dependent under age 19. Decreases the permissible deduction for taxpayers having adjusted gross income above $30,000. Limits the amount of the deduction based on the number of persons under age 19 claimed as exemptions by the taxpayer, with a maximum of $10,000 and a minimum limit of $2,000 per person. Permits the deduction to taxpayers who do not otherwise itemize deductions. Excludes from gross income any amount received on Tuition Bond redemption to the extent these proceeds are used to pay attendance costs (tuition, fees, books, supplies, room and board) of the taxpayer-bondholder at any institution of higher education or postsecondary vocational school. Establishes penalties in the form of additional tax with respect to Tuition Bond redemption proceeds not used for educational purposes. Directs the Secretary to: (1) develop activities to support participation in the Tuition Bond program; (2) encourage payroll deductions for Bond purchase; (3) develop a program to stimulate individuals and both public and private organizations to provide needy children with access to the Bonds; (4) reinstate the Savings Stamp program to enable children to save toward Bond purchases; and (5) implement a system to effect transfer of Tuition Bonds to the relevant institutions.

Commends the President, Secretary of State, and Administrator of the Agency for International Development for their response to the drought and food emergency in Ethiopia and other nations of sub-Saharan Africa, and urges them to continue efforts to preclude the onset of famine and to ensure the timely delivery of medical and other emergency relief supplies. Declares that: (1) the Government response to these food emergencies should include initiatives to prevent the dislocation of large numbers of persons across national borders and/or into relief camps; and (2) the plight of the refugees or displaced should be addressed by emphasizing the provision of basic human needs, such as food, water, and shelter.

Requires the Office of Personnel Management to report, with recommendations, to the Congress on the problem of delays in processing applications for benefits under the Civil Service Retirement System. Directs the Office to examine: (1) current methods and procedures; (2) circumstances where it might be appropriate to provide interim benefits; (3) the feasibility of processing records, forms, and other matters in anticipation of an employee's retirement; and (4) the effectiveness of retirement counselors. Requires the report to contain a plan to allow an individual to go from regular pay to retirement or disability retirement pay without interruption.

Deplores the Soviet Government's active persecution of religious believers in the Ukraine and its forcible liquidation of the Ukrainian Orthodox and Ukrainian Catholic Churches. Sends greetings to the Ukrainian people on the Millennium of Christianity in the Ukraine. Urges the President, the Secretary of State, the U.S. delegation to the United Nations, and the U.S. delegation to the Vienna Review Meeting of the Conference on Security and Cooperation in Europe to continue to speak out forcefully against violations of religious liberty everywhere and, specifically, in the Ukraine. Calls upon the Soviet Government to release all those imprisoned for their religious beliefs. Discourages U.S. officials from attending the commemoration of the Millennium in the Soviet Union so long as individuals remain imprisoned for their religious beliefs and the Ukrainian Catholic and Ukrainian Orthodox churches remain outlawed. Urges the U.S. Government to call on the Soviet Government to ban its prohibition of the Ukrainian Orthodox and Ukrainian Catholic Churches.

Federal Employees' Leave-Transfer Act of 1987 - Directs the Office of Personnel Management (OPM) to establish a program under which the annual leave of a Federal employee may be transferred to the annual leave of any other Federal employee if such other employee requires additional leave because of a personal emergency. Excludes District of Columbia government employees from provisions of this Act. Describes the requirements for receiving and using transferred leave and for donating annual leave. Authorizes an employing agency to require certification from one or more physicians, or other appropriate experts, with respect to the reasons why transferred leave is needed. Requires agencies to establish procedures to ensure that a leave recipient is not permitted to use or receive transferred leave after the personal emergency ceases to exist. Provides for restoring unused transferred leave to leave donors on a prorated basis. Provides for the accrual and accumulation of leave by employees using transferred leave. Authorizes OPM to exclude any agency from the leave transfer program if such program causes substantial disruption to the agency. Directs OPM to carry out a demonstration program to test the following alternative leave-transfer programs on an agency-wide basis: (1) one program under which any transfers of annual leave shall be effected by donations to and withdrawals from a common, agency-wide "leave fund," rather than by direct transfers from leave donors to leave recipients; (2) one program under which, in addition to allowing transfers of annual leave, sick leave accrued or accumulated by one employee shall be transferable to the sick leave account of any other employee, if such other employee requires additional sick leave because of a personal emergency; and (3) one program under which, in addition to allowing transfers of annual leave, sick leave accrued or accumulated by one employee shall be transferable to the sick leave account of any other employee, but only if transfers of annual leave are inadequate, or would be inadequate, to meet the personal emergency involved. Prohibits an employee from being coerced into donating, receiving, or using annual leave under the voluntary leave transfer program. Requires the Office of Personnel Management to report to the President and the Congress not later than six months before termination of any program under this Act. Terminates such programs three years after their commencement.

Amends Federal veterans' benefits provisions to direct the American Battle Monuments Commission to establish a memorial and museum on Federal land in the District of Columbia or its immediate area to honor World War II veterans and to commemorate U.S. participation in that conflict. Directs the Commission to plan, design, construct, and oversee the operation of the memorial and museum. Establishes the World War II Memorial and Museum Advisory Board to: (1) promote the establishment of the memorial and museum and encourage the donation of private funds for construction and maintenance; and (2) recommend the site and select the design for the memorial and museum, subject to the approval of the Commission. Authorizes the Commission to solicit private contributions for such memorial and museum. Authorizes Federal funding, in addition to such private funds, for preparation, planning, establishment, construction, and maintenance of the memorial and museum. Authorizes assistance from specified Federal departments and agencies. Authorizes Federal property to be transferred to the Commission, or authorizes the Commission to purchase suitable property within the District of Columbia for the establishment of such memorial and museum.

Amends the Internal Revenue Code with respect to the targeted jobs income tax credit. Extends the credit to employees who begin work in 1989 through 1991. (Current law terminates the credit for employees who begin work after December 31, 1988.) Includes as a targeted group individuals aged 65 or older who are members of economically disadvantaged families. Revises the minimum employment period requirement for purposes of this credit.

Includes service of at least one year but less than two years in the Cadet Nurse Corps during World War II as creditable service for purposes of civil service retirement. (Current law provides for individuals with two or more years of service.) Requires affected individuals to: (1) file appropriate written application to the Office of Personnel Management within 14 months of enactment of this Act; and (2) make required deposits to the Civil Service Retirement and Disability Fund with respect to service in the Corps.
